Main thing is the welfare of the people and development in all spheres of life in a democratic manner where rule of law is observed. In Pakistan we have our own Constitution called the Constitution of the Islamic Republic of Pakistan.

Legislature (Parliament) has a crucial role to play in ensuring Good Governance in a democratic structure like Pakistan. However, evidence has shown that the legislature in Pakistan is weak and thus cannot effectively performed its functions of representation, law making and oversight. This weak legislature is directly impacting Good Governance in Pakistan. The parliament or legislature plays an important role in the life of a nation. It thus perform three main functions: I. Make new laws, change existing laws and repeal laws which are no longer needed. II. Represent and articulate the views and wishes of the citizens in decision making processes. III. Oversee the activities of the executive so that the government is accountable to the people. Achieving good governance requires the existence of a strong, effective and efficient parliament. This study therefore examined the roles and responsibilities of the Legislative Arm of the Government in ensuring good governance. Structural-functionalism will form the theoretical basis or frame work for this paper. It is a review with data drawn largely from secondary sources. This research paper contends that there is a direct link between legislation and good governance.

Legislatures in modern democratic nation states are social arrangements in which individuals elected as representatives interact with each other and with professional lobbyists according to quite specific transactional modes, producing continually updated bodies of legislation. It is widely assumed that the purpose of such legislation is or should be to benefit the society to which it applies, at least on balance. But analysis of the epistemic limitations of legislators, studies of the potential for opportunism enabled by the types of transactions that take place within legislatures, and empirical documentation of so-called "government failure" create doubt as to the validity of that assumption, and raise the question of how such a social arrangement can not only survive but grow in its influence over society. It is suggested that better understanding of this phenomenon can be had if the assumption of purpose, inappropriate for a complex social arrangement in that it conflates systemic purposes with ones appropriate for individuals, is abandoned and the legislative system's operation is examined in terms of the overall organization of the processes which take place within it.

With the often substantial turnover of election officials through elections, it has become increasingly obvious that there is a huge need for orientation programs and materials for new legislators. This Paper was developed with that need in mind. It outlines the core functions of legislatures, presents a model of parliamentary power that differs from the traditional presidential-hybrid-parliamentary model which allows legislators to identify their type of legislature, with accompanying strengths and weaknesses. The Paper goes on to consider those factors that influence parliamentary capacity and influence, namely, political and electoral systems, formal parliamentary powers, political will and political space, and the technical capacity of parliaments. The legislature is an institution which represents the common and collective interests of the citizens through the enactment of laws and the exercise of oversight functions on the activities of the executive arm of government. The legislature in a democracy exists as an independent institution which deepens democracy and ultimately strengthens the polity. 1 Nation building that will be likely to contribute to stable and sustainable international peace requires building the society, economy and polity so as to meet the basic needs of the people. It means not only producing the formal institutions of democracy but building a common identity for the people. It means development of education, human rights, (political, civil, economic, social and the rule of law). It allows participation of the civil society in developing democratic state institutions that promote welfare. 1 In the quest for nation building in a democratic set up like Nigeria, the exercise of effective legislative oversight function remains crucial. Its purpose is to provide a powerful check on the executive authority, enhancing accountability where a dominant executive branch might operate with impunity 2. It also aims at ensuring that all relevant societal groups are included in and benefit from the nation building and development exercise and that government policies and budgets are implemented in an effective, efficient, transparent and accountable manner. 3 The power of oversight is conferred on the Nigerian legislature by the Constitution 4 to enable the National Assembly to expose corruption, inefficiency, or waste in the execution or administration of laws within its legislative competence and in the disbursement and administration of funds appropriated by the Acts. 5 Nigeria, being a developing country, the legislature's capacity to carry out its oversight functions remains weak because legislative role and culture is at its infancy 6 and therefore often confronted by many challenges. The focus of this paper is to examine the important role that oversight play towards nation building and make recommendations on how the capacity of oversight can be strengthened so as to curtail the impediments.

AUSTIN, Texas—Leading into the 2023 legislative sessions, the workforce led the pack when it came to the most pressing topics facing state lawmakers. A year later, the issue hasn’t gone anywhere, remaining top of mind and intersecting other hot policy areas from fiscal matters to health care, education and technology.

Kate Blackman, NCSL vice president of policy and research, and Molly Ramsdell, vice president of state-federal relations, kicked off NCSL Forecast ’24 with a discussion of the critical policy issues facing legislatures as they prepare for the 2024 sessions.

Along with tracking state and federal actions and information requests from legislators and legislative staff, NCSL surveyed 30-plus leaders nationwide to determine the significant issues states are expected to tackle next year. State budgets took the top spot, while education, housing, energy and mental health ranked high as well. And the workforce? It factors in everywhere.

Budgets and Fiscal Health

A perennial top issue, budgets remain critical in 2024, Blackman says, driving much of the conversation in states and across other policy issues.

Blackman says the end of pandemic-related federal aid to states and overall economic uncertainty has states preparing for revenue growth to slow—but that many states are still in relatively strong fiscal positions.

“Many are still trying to determine how to use funds and surplus funds,” she says. “And they’ve also spent some time replenishing rainy day funds. So that contributes to that strong picture.”

In relation to the workforce, Blackman says states are expected to address the multitude of tax issues raised by remote work, including personal income taxes, employment taxes, business taxes and more.

The Workforce

Most states will look at workforce issues in the upcoming year, and, according to Ramsdell, both Moody’s Analytics and the Economic Policy Institute have projected that the federal infrastructure bill alone could add up to 800,000 jobs annually over the next decade.

She says while the feds are looking at ways to support job training, career pathways and retention and recruitment, there are many opportunities for states to leverage workforce development funding through three major new federal laws: the Infrastructure Investment and Jobs Act, the Inflation Reduction Act, and the Creating Helpful Incentives to Produce Semiconductors and Science Act of 2022.

“I recall one report that said of the $1.2 trillion in new spending across those three bills, there was $1 billion dedicated to workforce development alone,” Ramsdell says. “And that goes across climate manufacturing, transportation, broadband, energy, scientific research and the semiconductor industry as it relates to CHIP.”

Meanwhile, states also are investing in and trying new approaches to workforce development, Blackman says. For example, some states are focusing more on skills over degrees.

“States are reassessing roles to identify if there are any unnecessary degree requirements and to promote hiring that aligns with a skills-first approach,” she says. “At least 18 states have removed degree requirements associated with some government jobs as an approach to reduce barriers to employment and to help some folks who may have been overlooked through traditional recruitment processes be part of the job market.”

Tight labor markets have prompted states to focus on improving the accessibility of occupational licenses to bolster the workforce as states compete with each other to fill job openings. And another hot workforce topic: shortages among child care workers.

“States are taking action around things like raising wages for early childhood educators,” Blackman says. “They’re also expanding eligibility for child care assistance, and they’re covering low-income families.”

The impact of state investments is not yet clear, and competition among the workforce for higher-paying jobs means many child care centers may have to raise rates when federal funds end.

“There’s definitely interest and support for addressing the concerns of child care, but it’s in a long list of issues with budget priorities and budget pressures,” Ramsdell says. “So, time will tell what happens there.”

Use of artificial intelligence is growing rapidly, Blackman says, and at least 15 states and Puerto Rico adopted resolutions or enacted legislation related to AI in the 2023 legislative session.

AI also intersects several other hot topics, such as education, health and elections, Blackman says, noting that at least 13 states have introduced legislation related to AI in health care. Some states are trying to prohibit the use of AI to influence elections or demand disclosure of political communication that contains content generated by AI.

On the federal side, Ramsdell says, the Biden administration released an expansive executive order on AI in October, immediately followed by guidance from the Office of Personnel Management.

Although there is pending legislation in these areas, Congress has yet to pass a bill. However, Ramsdell says, expect lawmakers to continue to push for passage of one or both of two pending online children’s privacy bills in the new year.

Health Policy

State legislators introduced more than 23,000 bills on health policy in 2023, and the topic will continue to be a focus in state legislatures in 2024. “For context, states considered somewhere upwards of 150,000 bills as a whole,” Blackman says.

Medicaid, she says, takes up about 30% of state budgets and is another perennial issue that will continue to receive attention from policymakers across the country.

“We expect next year that legislatures will continue to look at improving both access and efficiencies in their Medicaid programs and continue to look at things like waivers as well as managed care and managed care organization oversight,” she says.

Concerns around health workforce shortages continue as well, with states looking at areas including career pathways, apprenticeships, licensing, and recruitment and retention incentives.

Mental health also is expected to remain a priority in 2024, Blackman says, adding that concerns surrounding the topic are being heard across many sectors, including education, criminal justice, and crisis response and the workforce.

How to Present to an Audience That Knows More Than You

Lean into being a facilitator — not an expert.

What happens when you have to give a presentation to an audience that might have some professionals who have more expertise on the topic than you do? While it can be intimidating, it can also be an opportunity to leverage their deep and diverse expertise in service of the group’s learning. And it’s an opportunity to exercise some intellectual humility, which includes having respect for other viewpoints, not being intellectually overconfident, separating your ego from your intellect, and being willing to revise your own viewpoint — especially in the face of new information. This article offers several tips for how you might approach a roomful of experts, including how to invite them into the discussion without allowing them to completely take over, as well as how to pivot on the proposed topic when necessary.

The Committee will discuss new drug application 215455, for midomafetamine (MDMA) capsules, submitted by Lykos Therapeutics, for the proposed indication of treatment of post-traumatic stress disorder. Oral Presentations

Oral presentations from the public will be scheduled between approximately 2 p.m. and 3.p.m Eastern Time and will take place entirely through an online meeting platform. Those individuals interested in making formal oral presentations should notify the contact person and submit a brief statement of the general nature of the evidence or arguments they wish to present, the names and addresses of proposed participants, and an indication of the approximate time requested to make their presentation on or before May 17, 2024.

Time allotted for each presentation may be limited. If the number of registrants requesting to speak is greater than can be reasonably accommodated during the scheduled open public hearing session, FDA may conduct a lottery to determine the speakers for the scheduled open public hearing session. The contact person will notify interested persons regarding their request to speak by May 20, 2024.

Webcast Information

CDER plans to provide a free of charge, live webcast of the upcoming advisory committee meeting. If there are instances where the webcast transmission is not successful, staff will work to re-establish the transmission as soon as possible. Why Abbott joined all US governors in opposing Air Force proposal to move some Guard troops

The proposal by air force secretary frank kendall would not affect texas units, but gov. greg abbott warns about setting "a dangerous precedent.".

A plan by the Air Force secretary to reassign some units of the Air National Guard to the fledgling U.S. Space Force has rankled the nation's governors and united them in fiercely opposing the proposal because the part-time service members affected would no longer be under state control and available to deal with local emergencies such as natural disasters and civil crises.

Texas Gov. Greg Abbott this week joined his counterparts from the other 49 states and five U.S. territories in calling on President Joe Biden and the Pentagon's top brass to scuttle the policy known as Air Force Legislative Proposal 480 that would apply to about 1,000 air guard members in units with space duties in seven states: Alaska, California, Colorado, Florida, Hawaii, New York and Ohio.

Though Texas is not among the affected states, Abbott in a May 6 letter to Biden said the plan "would set a dangerous precedent" that could have the effect of "sidelining governors as the commander-in-chief" of National Guard units in their states.

"Members of the Texas National Guard must always stand ready to respond to natural disasters, civil disturbances, cartel activity that threaten our way of life," Abbott said in the letter. "Instead of attempting such a power grab in Congress, the U.S. Department of the Air Force should work with the affected governors to build up the Space Force in a way that is consistent with federal law.”

Air National Guard members have been used in Abbott's border security initiative known as Operation Lone Star, including providing aircraft to move troops from various locations in the state to the border and to assist in seizing illegal narcotics, according to the governor's office . In August, members of the Oklahoma Air National Guard were part of that state's 50-person unit deployed to the Texas border to assist in the $11 billion border security effort.

Deep-seated opposition to Air Force secretary's plan

The Space Force proposal handed down March 15 by Air Force Secretary Frank Kendall and subject to congressional approval has been met with widespread disapproval across a variety of military, political and civilian fronts. The National Guard Association labeled it a "federal overreach" and included a page on its website where members could petition their representatives in Congress to reject the proposal.

More than 85 members of Congress have issued statements calling Legislative Proposal 480 a bad idea that should be shelved.

The National Association of Governors Association in late April announced that 10 state chief executives had come out in opposition to the plan and were urging Defense Secretary Lloyd Austin to veto it even before Congress would take it up. Within a week, the list of state governors ballooned to 48, and five governors from U.S. territories joined the chorus.

Abbott and Florida Gov. Ron DeSantis were the last to formally condemn the measure.

When he unveiled his proposal, Kendall told lawmakers that the number of units and Air National Guard members affected would be minimal and that the plan would eliminate the need for a Space National Guard, which was proposed in the 2024 National Defense Authorization Act.

“It’s a unique situation," Kendall was quoted in news accounts as saying. "There’s absolutely no intention to make any other changes, moving things out of the Guard.”

The Space Force was established in December 2019 out of "widespread recognition that space is a national security imperative," the military's newest branch states on its website . It is also the smallest component, making up only about 3% of the nation's defense budget .

Is criticism of the Air National Guard proposal being overblown?

At the Space Symposium in Colorado Springs, Co. , last month, Kendall said the controversy over his plan was being blown out of proportion.

“We’ve had much, much more political attention over this issue than it deserves in my mind,” he said, according to media reports. “We’re talking about a few hundred people. The numbers for any state are less than, I think, 2% of their Guard people, and there are only a handful of states (that) are affected.”

Abbott, along with the other governors, keyed much of his objection to the provision that would put the affected Guard members out of his reach, breaking a long-standing precedent that gives governors a free hand in mobilizing the military units under their command.

"Congress has long required the consent of a governor before units can be transferred out of the National Guard he commands," Abbott's letter said, adding that the proposal could open the door to "allowing the Secretaries (of military departments) to dismantle National Guard units on a whim."

Govs. Spencer Cox, R-Utah, and Jared Polis, D-Colorado, the chairman and vice chairman of the National Governors Association respectively, said in a statement emailed to news outlets Thursday that they discussed the the Space Force/Guard initiative with Kendall the day before but came away "disappointed that he did not commit to withdrawing the proposal."

"We cannot have productive conversations on this matter until LP 480 is set aside," Cox and Polis said in a joint statement. “Governors remain united, ready and willing to work with the Air Force and Defense Department in a way that comports with federal law, honors our trusted historical partnership with our Armed Services, and satisfies decades of precedent."

Editor's note: An earlier version of this story said the National Guard labeled the proposal to transfer some units of the Air Force National Guard to the Space Force "an overreach." The comment was made by the Nation Guard Association, an advocacy organization made up of present and former Guard members that is not affiliated with the military reserve branch.
