The department is formed in the background of the growing importance of Economics as a discipline over the years and its emphasis on rigorous quantitative and analytical reasoning. The department's objective is to be attune with the latest developments in the field, produce high-quality research, and well-trained students. Cutting edge research conducted in the department will also help enhance policy making for government and government bodies, and provide consultancy in strategic decision-making for businesses. The Economics faculty used to be housed earlier at the Department of Humanities and Social Sciences (HSS) within the institute. It is on 16th January, 2023 that the new Economics Department was carved out of the HSS Department.

The new department will significantly increase interest from prospective faculty members and PhD scholars. It will also give focussed identity to faculties and students while applying for research grants, internships, exchange programs, and graduate studies. IITB’s global presence in the area of Economics will be enhanced by the identity offered by this new department.

The economics group already launched a four-year BS (economics) program in 2017 that has been very successful and has attracted top IIT Joint Entrance Exam (JEE) rankers. In addition, the department also offers a Minor program in economics, and plans to offer an Inter-Disciplinary Dual Degree Program (IDDDP) for the undergraduate students. An MS degree in economics will also be introduced in near future.

The Ph.D. programme is designed to create academic researchers as well as professionals who are capable of conducting policy analysis, relating to national and global economic and development issues, from a quantitative and inter-disciplinary perspective. While an interdisciplinary approach is encouraged, the programme lays somewhat larger emphasis on economics to provide an integrated framework within which various development issues can be addressed. Ph.D. students are expected to submit their dissertations within four years of joining the Institute. Ph.D. programmes involve successful completion of course work as well as submission of dissertation. M.Sc., stream students who would like to register for a Ph.D. degree need to pass the oral comprehensive examination in the form of proposal cum evaluation seminar and fulfil prescribed course and minimum grade requirements.

Admission Eligibility

Minimum qualification for admission to the Ph.D. programme include one of the following degrees or their equivalents :

M.A./M.Sc. in Economics/M.Stat./M.Sc. (Physics or Mathematics or Environmental Science or Operations Research)/M.B.A./M.Tech./M.E./B.Tech./B.E. with at least 55% aggregate marks for Economics discipline and 60% aggregate marks for other disciplines. The applicant must have studied mathematics at the higher secondary or higher level.

Course Structure and Duration

Ph.D. students are required to take fourteen courses (four compulsory and ten optional), which they are expected to complete in two years, students are required to take the course on Research Methodology and the course on Seminar Series.

The compulsory courses for Ph.D. students are Microeconomics-I, Macroeconomics-I,Econometrics-I, Energy and Environment-I.Ph.D. students have to choose their optional courses such that they include (i) any two courses from Microeconomics – II, Macroeconomics – II, Econometrics – II and Energy and Environment – II, (ii) one Major Field of Specialisation consisting of four optional courses in a related field, (iii) one Minor Field of Specialisation consisting of two optional courses in a related field, and (iv) two other optional courses that may be from un-related fields. The optional courses /fields of specialisation offered by the Institute are similar to those listed under the M.Sc. programme.

For continuation in the Ph.D. programme, the student has to pass an Oral Comprehensive Examination in the form of a Proposal cum Evaluation Seminar and is expected to write a Ph.D. dissertation within the stipulated time frame and fulfil prescribed course and minimum grade requirements.

Ph.D. students need to pay a tuition fee of Rs.16,000/- per semester and a hostel fee, which is 8% of their fellowship amount per month, plus water and electricity charges as per actual. The tuition fee may be revised from time to time.

Financial Assistance

Ph.D. students will receive a monthly stipend of Rs.31,000/- in the first two years. Those students, who fulfill the terms and conditions for Ph.D. registration, will receive a monthly stipend of Rs.43,750/- after Ph. D. registration in the third year. Students are required to provide part time research or teaching assistantship from their second year onwards.

In the past, Ph.D students from IGIDR have been placed in the corporate sector – a selected list of companies is provided in the section on past recruiters. Some of our students pursue their doctorates, either at IGIDR or abroad. In the last five years, our students have got admission with financial support from renowned universities abroad like Iowa State University, Universidad Carlos III de Madrid, and University of California, Irvine.

B.Tech – DTU Course Fees

7.0. Financial Assistance

A limited number of graduate assistantships are awarded on a competitive basis each year. Only students in the M.S. thesis option and the Ph.D. program are eligible for these assistantships. Teaching assistantships require the student to serve as instructor for undergraduate courses or laboratories under faculty supervision. Research assistantships require the student to assist on one or more research projects under faculty supervision.

Half-time graduate assistantship require that the student work 20 hours per week. Assistantships are considered half-time employment and the student is responsible for the hours of work and for the work output. A graduate assistant does not accrue annual leave. Each M.S.-thesis option student who is on a half-time graduate assistantship is required to register for 12 credit hours each regular semester and 6 credit hours for each summer session (with 2 summer sessions per summer). Ph.D. students who are on half-time graduate assistantships are required to register for 12 hours in each regular semester and 3 hours in each summer session. A graduate assistant is expected to remain free from other employment.

The assistantship stipends follow University guidelines and are subject to change each year. Students must maintain a B average or better and perform assigned duties in a satisfactory manner to retain a graduate assistantship. Performance is reviewed each semester.

Why Have Venture Capitalists Become So Founder-Friendly?

Companies backed by venture capitalists (“VCs”) have a disproportionate influence on our economy; they provide funding to less than 0.25% of new businesses but more than 47% of US companies that went public between 1995 and 2018 were venture backed. VCs chart the course of innovation by taking the concept of risk vs. reward to the extreme, assuming massive risks to achieve outsized rewards.

Historically, VCs have mitigated risk through active governance – taking seats on the boards of their portfolio companies, staggering investments over multiple rounds, and replacing founders with outside executives when companies begin to scale. They do this, according to scholars, to account for adverse selection and moral hazard. Founders know more about their company’s prospects than a VC, and they may operate their company for their own benefit.

That strategy appears to have changed in recent years, to the extent that VCs choices can no longer be explained by scholars’ traditional, “monitoring” models of VC governance. Founders are more likely to control their boards and own larger shares of equity. They hold onto CEO positions for longer as well; some VCs have gone so far as to implement no-removal policies. What happened?

“ Risk-Seeking Governance ,” a paper co-authored by Brian Broughman at Vanderbilt Law School and Matthew Wansley at Cardozo School of Law, offers an explanation for this sea-change, along with a new “risk-seeking” model for VC behavior.

“We are motivated by a fact that is universally acknowledged but not fully appreciated: The returns to venture investing follow a power law,” the authors write.

Incentivizing Risk to Maximize Potential Returns

The most successful VC firms generate more skewed returns, with more failures but one or two companies that provide exponential returns on investment. Generating skewed returns is not simply a matter of deal selection, but also impacts how such firms are governed after investment.

To incentivize the necessary level of risk-taking, VCs have adopted a “founder-friendly” posture, offering founders larger returns on successful exits, greater job security, more control, and soft landings in the event of failure. Certain behaviors have remained in the VC playbook, but the rationale has shifted; VCs purchase preferred stock not only to mitigate losses in the event of a company’s failure, but also to reward founders who are willing to take big risks.  VCs are increasingly competing on non-price dimensions.  When bargaining with a risk-averse founder, VCs who have cultivated a founder-friendly reputation have a competitive advantage.

The authors factor these nonprice considerations into a model that “helps explain why startups increasingly pursue high-risk strategies.” Founders react to this new form of governance by accelerating growth through “blitzscaling” (hiring candidates without vetting them, bringing unfinished products to market), expanding operations at a loss, predatory pricing, and even selling illegal products with the hope that widespread adoption will force a change in the law.

“Risk-Seeking Governance” details the authors’ risk-seeking model, contrasting it with the historic “monitor” model used by scholars to explain VC and founder behaviors. It details how this new normal contributed to several high-profile scandals involving VC-funded companies – specifically Uber, WeWork, and FTX – where VCs were unable or unwilling to prevent misbehavior by founders.

“The risk-seeking model explains that VCs behave more subversively—they skip monitoring, indulge self-dealing, and push managers to take risks. VCs and founders both get what they want out of the implicit bargain.  But other shareholders and society more generally, may be stuck bearing unbargained-for risks.”

The Effects of a Founder-Friendly Startup Ecosystem

Risk-seeking governance “seems to be working” on important fronts: institutional investors continue funding VC activity, and founders enjoy measurable benefits. Angel investors who hold equity without those benefits may raise an issue with the new state of affairs, but they can diversify their risk and, in certain circumstances, sell their shares in a secondary market. Employees with equity have fewer options to reduce their exposure to the aggressive, high-risk strategies of their employers. For society-at-large, this form of governance could be costly if it is expected to monitor the activity of private companies in lightly regulated industries.

“We doubt that there is a simple policy intervention that could harness the strengths of risk-seeking governance while curbing its excesses,” the authors conclude. “But we hope that by providing a more accurate account of how VCs behave, we have helped to illuminate the choices that we face.”
