India should build its own ChatGPT

India has already taken strides in space research and cancer care. it can reap enormous benefits by spurring ai innovation.

In January 2023, OpenAI chief Sam Altman told a large audience in India that the country was not capable of building a ChatGPT. Eight months later, India’s Chandrayaan-3 made a perfect landing on the largely unexplored south pole of the Moon, putting India alongside the United States (US) and China in the exclusive club of nations with working lunar rovers.

AI is a public good, and the best way to support its creation is to ensure all resources required are publicly accessible(AP)

Altman later dialled back his comments but his Freudian slip illustrated the ignorance of Silicon Valley. Altman and his colleagues are the wrong ones to lead us into the Artificial Intelligence (AI) future because they are largely driven by profit and disconnected from the world’s realities.

It is not only space travel, India has already built the world’s most advanced cancer care infrastructure and is rolling it out on an unprecedented scale, leading the White House to announce a partnership with India. We can do the same with AI. India can take Silicon Valley’s open-source technology and build something that benefits the masses, just as it is doing with cancer.

Altman’s comments suggested he is unaware that Indian scientists played a massive role in AI’s recent progress. They published important research papers and were key players inside large technology giants that have driven the development of foundational large language models (LLM) like GPT-4 (which powers ChatGPT) and Google’s Bard. Needless to say, the CEOs of US technology companies building AI technologies, including Google, Microsoft, and IBM, are Indian.

India is also the only country that has designed and fostered an intelligent technology regulation strategy to maintain open and free markets in key aspects of technology like e-commerce and finance. Its Unified Payments Interface (UPI) system is levelling the playing field and preventing market abuse by large technology giants.

Research shows that market dysfunction was created by Google, Amazon, Facebook, and other large players who dominate e-commerce, advertising, and online information sharing. We are already seeing levers of dominance enabling Big Tech to position themselves to dominate AI. The shortage of GPUs and massive lobbying dollars spent requesting expensive regulation that would lock out start-ups are just two examples of this troubling trend.

AI will fundamentally change society and billions of lives. Its development is too important to be left to Silicon Valley elites. India is well positioned to break this dominance and level the AI playing field, accelerating technology innovation and benefiting all of humankind.

To start, India can build, train, and tune a massive foundational LLM trained on data legally aggregated with full permission from data creators or owners. Notably, social media data should be underweighted as large chunks are toxic and unhelpful. This will also make a homegrown LLM safer than current models. As data scientists always say — garbage in, garbage out.

In addition, India’s LLM should be trained on data representing diverse world views and situations, something OpenAI and StableDiffusion neglected. The cardinal sin of much of the AI and algorithms today is the discrimination baked into their fabric through poor data design. This leads to the next key component of India’s LLM gift to the world — complete transparency and traceability. Unlike a few years ago, it is now largely possible to shine a light on the inner workings of deep neural networks used to train and create LLMs. This requires innovation and advances, but India is up to the task. Transparent AI would radically change the game.

Sharing such a system with the world will give us greater safety by allowing the brightest minds to work on the best technology and counterbalance dominant technology companies and evil-doers such as rogue States and criminal groups. This is particularly important because the AI cat is already out of the bag. LLM code and weights for large models such as Meta’s Llama are in the wild. Restrictions on transmission are no longer useful and only serve to handicap innovation.

Building, sharing, and maintaining a truly open AI LLM is not sufficient. Half of the challenge with LLMs is training, which is extraordinarily expensive and computation intensive, costing tens of millions of dollars for each model version. Costs will fall, and researchers and AI companies are already figuring out how to train effectively with less data, less computation, and more specificity, often generating superior results for discrete tasks.

AI is a public good, and the best way to support its creation is to ensure all resources required are publicly accessible. Part of why Google and Meta have leapt to the forefront of AI is their brute access to massive technology infrastructure, something few university researchers could dream of. To cement AI’s future development as an open resource, India should build a massive training cloud for AI and offer it up at cost to Indian start-ups and researchers, and to the world at large. A good model for this is a system of massive telescopes that scan the skies and offer usage time to astronomers everywhere, with a small slice dedicated to the operating institution.

India can reap enormous benefits by fostering AI innovation in its own economy and helping its AI community leap forward with the resources required to do the work. Even better, India and the US can join forces in this quest to foster truly open and publicly available AI. LLMs are foundational technology components that can benefit all and develop faster with a motivated community. The Linux operating system, which now dominates global enterprise computing, is a great example of this dynamic.

A public, community-driven version of AI will accelerate innovation, reduce bias, ensure greater transparency, and provide a better outcome for all.

Artificial Intelligence (AI) has gained significant traction in the education sector in recent years. AI-powered applications such as Chatbots, Natural Language Processing (NLP), and Machine Learning (ML) have found applications in diverse areas of the education sector. One such emerging example of AI tools in the education sector is ChatGPT (Generative Pre-Trained Transformer). Developed by OpenAI (An AI research laboratory operating in the United States, to advance the development of friendly AI and promote its growth. The organisation was established in San Francisco in 2015 by several individuals, including Sam Altman, Reid Hoffman, Jessica Livingston, Elon Musk, Ilya Sutskever, Peter Thiel, and others, who collectively pledged $1 billion towards its mission. In 2019, Microsoft invested $1 billion in OpenAI LP, and in January 2023, the company made a second multi-year investment of $10 billion), ChatGPT is an advanced language model that can generate text that closely resembles human writing.

With the growing demand for e-learning, ChatGPT has emerged as a powerful tool for generating content, answering student queries, and grading assignments. It can handle a vast number of text-generating tasks, including writing essays, reports, and summaries. The advanced capabilities of ChatGPT have been applied to develop several educational applications that have transformed the traditional learning experience for students.

One of the most significant benefits of using ChatGPT in the education sector is personalised learning. With the ability to adapt to individual student needs and learning styles, ChatGPT can curate specific content that caters to the student’s specific learning requirements. This approach has been particularly effective in providing remedial support to students who struggle with specific concepts or subject areas.

Several popular social media platforms/services, such as Instagram, Spotify, and Dropbox, have also reached one million users, but it took them longer. Instagram reached this significant milestone in just 2.5 months. Similarly, services like Spotify and Dropbox reached one million users in five and seven months, respectively.

Netflix took nearly three years after its launch in 1999 to achieve the status that ChatGPT has achieved in just five days. This demonstrates how much faster web services can now reach customers than they could 15 years ago. The rise in internet usage has made it simpler for online businesses to reach a wider audience, and ChatGPT is no exception.

Emergence of ChatGPT

ChatGPT has found widespread use in test preparation. Several EdTech companies in India have developed AI-powered Chatbots that use ChatGPT to provide students with real-time feedback on their performance. These Chatbots can interact with students, answer their queries, and provide instant feedback on test results. They can also generate personalised test papers based on the student’s strengths and weaknesses.

Another use-case of ChatGPT in the Indian education sector is in language learning. With India being a multilingual country, language learning is a significant challenge for students. ChatGPT has been used to develop AI-powered language learning applications that can generate custom language exercises and tests. These applications can analyse the student’s progress and provide real-time feedback to help them improve their language skills.

Furthermore, ChatGPT has found use in developing virtual assistants that can interact with students and help them with their learning needs. These virtual assistants can provide personalised support to students, answer their queries, and generate custom learning content. For instance, a virtual assistant powered by ChatGPT can generate summaries of complex texts, explain difficult concepts, and even assist with homework assignments.

ChatGPT has also been used to develop advanced tools for online assessment and evaluation. These tools can analyse large volumes of student data and generate automated reports on their performance. This approach has been particularly useful in evaluating student performance in online courses and MOOCs (Massive Open Online Courses).

Educators can use AI for task automation, including administrative work, evaluating learning patterns, and grading papers; AI gives teachers a clear picture of the lessons and subjects requiring reevaluation.

AI gives students a customized learning approach depending on their unique preferences and experiences. Through AI tools, classrooms are now globally available to students, including those with visual or hearing impairments or who use different languages. When many students give the wrong answers to their homework assignments, the system alerts the professor and offers future students customized messages that provide hints to the correct answer. They grade tests, evaluate homework, fill out the needed paperwork, make progress reports, organize lecture resources and materials, manage teaching materials, and more. This means they might spend too much time on non-teaching activities, leaving them overwhelmed.

With the help of automation tools and solutions, educators can automate manual processes giving them more time to concentrate on teaching key competencies. Intelligent tutoring systems, including AI chatbots and tutors, and tutoring programs are designed to handle customized feedback and guidelines for one-on-one teaching. Nonetheless, they can’t replace teachers because they aren’t advanced enough to teach the way humans can. They help in cases where teachers aren’t available for subjects that can be taught and assessed online. Smart content may include digital guides, textbooks, videos, instructional snippets, and AI, which develop customised environments for learning organisations depending on goals and strategies.

I feel AI will enhance the quality of education by personalization in the education sector, which is a future world trend that can be achieved by pinpointing the areas where AI solutions can play a role, she added.

Recent achievements of ChatGPT:

  • According to new research released on the medical repository medRxiv, the AI chatbot passed the US Medical Licensing Examination (USMLE). “ChatGPT performed at or near the passing criterion for all three exams without any particular training or reinforcement. Furthermore, ChatGPT displayed a high level of concordance and intelligence in its explanations,” according to the study. It was assured that “none of the answers, explanations, or related content were indexed on Google” before ChatGPT took the test. The AI tool also passed an MBA exam designed by a Wharton professor from the University of Pennsylvania.
  • A recent UK graduate wrote an essay using the contentious AI chatbot. According to The Independent, he was surprised to see that he had received passing grades for it. Pieter Snepvangers graduated from the University of Bristol on his own last year. But, after hearing about the buzz surrounding ChatGPT, he decided to see if it might be utilised to complete theory assignments and coursework. He used the bot to write a 2,000-word article about social policy. The bot completed an assignment that students were supposed to complete in 12 weeks in 20 minutes.

A chatbot is a software that simulates human-like conversations with users via chat.  

A chatGPT-based chatbot can help rural India in several ways:  

  • In a recent demo, the Chatbot seamlessly responded to a query on PM Awas Yojana – made through a voice note.
  • Improving access to services : E.g. banking, insurance, and healthcare. This can help bridge the gap between urban and rural areas and improve the quality of life for rural residents.
  • Providing language support : It supports multiple languages. More languages are being integrated through Bhashini Daan Mission .
  • Enhancing financial inclusion : By promoting financial literacy and encouraging savings among rural residents.

Steps to overcome limitations :

  • Government is yet to build a National Digital public platform for Indian languages
  • Reducing the digital divide in rural India
  • Enabling access to affordable technology
  • Reducing behavioural resistance to new technologies

New Digital India Act in the making-2: Integrity of ChatGPT like models

On May 26th, 2022, the MeitY had released the “National Data Governance Framework Policy” for public consultation. Mr Rajeev Chandrashekar has made a reference to this policy while introducing the proposed Digital India Act and stated that this policy would be part of the ensuing Cyber Law eco system of India.

The objective of this policy was to ensure that non-personal data and anonymised data from Government and Private entities are safely accessible by research and innovation eco-system. According to the press release of the Government issued on 27th July 2022 in this regard, the policy was meant to provide an institutional framework for data/datasets/metadata rules, standards, guidelines and protocols for sharing of non personal data sets while ensuring privacy, security and trust.

Now this policy, a draft of which was made public in 2022 ( Refer here ) becomes integral to the Cyber Law eco system in the country and will have an impact even on DPDPB2022. The objectives of this policy included building a platform where “Data” can be made available for processing by the Big Data industry. It would also impact the AI development systems by contributing data for Machine Learning modelling. ( Also refer here for more on the policy )

In the context of the penetration of Large Language Models such as the ChatGPT in the ecosystem, the need for unbiased data set for Machine Learning is critical. The public opinion in future would be automatically framed by the large language models which have the capability of making people believe untruth as truth. The models like the new Bing Search Engines built on this “Idiotic but pretending to be Intelligent” language models may rationalize fake narratives on the web if web information becomes the predominant training data set. These models are amenable to “AI Training Data Poisoning” threat which needs to be prevented if we want the integrity of the ChatGPT like models to be preserved.

As an example arising out of the current narratives floating in the internet, it would not be surprising if the language model confidently says that “Indian Democracy is under threat because of Mr Modi while the truth could be that it is under threat because of Rahul Gandhi”. The “Garbage In, Garbage Out model” of training of AI models would come to this conclusion because the fake narrative may be more prolific than the true narrative. This would be true of all social issues since people spread negative information faster than true information and the media looks at this as an opportunity to increase their TRP. This would lead to the development of a distorted view of the society.

At any point of time web will contain more negative and false information than truthful and positive information. This will creep into the language model dependent search engines and corrupt the society irretrievably over a period.

India may be the world’s largest democracy, but under Prime Minister Narendra Modi the country is sliding inexorably towards autocracy. In his six years in office, Modi has presided over an increase in arrests, intimidation and the alleged torture of lawyers, journalists and activists who speak out against him. His Hindu nationalist government has amended its citizenship laws to favour Hindus over Muslims and has pledged to create a national register of citizens, prompting concern that millions of Muslims with inadequate paperwork will be unable to qualify for citizenship. Modi doesn’t like to hear dissent: while in power he has not held a single press conference or given any unscripted interviews. Several international organisations have now marked India as only ‘partly free’ or as a ‘flawed democracy’. This great, vibrant, argumentative country with a proud history of debate has never seen anything like this prime minister: Narendra Modi is the most serious threat Indian democracy has ever faced.

This presumption is however incorrect in the era of ChatGPT since “Fake planted articles on the web” will reinforce the learning of the Chat GPT like platforms and increase the Bias in each cycle of learning.

Hence filtering the data set used for machine learning is necessary to avoid bias creeping in to the AI model in its decision making.

Regulation of AI is also part of the DIA objective and “Prevention of Bias” is declared as one of the most important ethical challenges.

The DIA therefore needs to ensure that a reliable data set needs to be created out of unbiased basic data. This is an important regulatory aspect required to maintain the integrity of the search engines and large language models.

We have already suggested that AI algorithms need to be held accountable to the creators through a system of labelling, licensing and registration. The use of reliable data set for the training process is one of the parameters for accreditation of AI algorithms to be registered by the AI regulatory authority.

Meity had released certain reports on AI ( Refer here ). Out of the four reports published, Report of Committee D which has addressed the ethical issues of AI has suggested the need for measures to avoid bias in AI. Now some of these suggestions have to be part of the DIA.

India: The ‘ChatGPT Effect' – Parsing Privacy And AI Regulation In India

The increasingly common use of AI in our daily lives raises multiple concerns, particularly around data privacy and regulatory preparedness. In this article, we discuss the privacy risks associated with AI and the position under Indian law.

Chat GPT and its various 'features' are at the centerpiece of many a recent dinner time conversation. Its popularity underscores just how much AI based tools such as chat bots, facial recognition software, text editors, personal assistants, etc., have already become a part of our everyday life. Since regulation always lags innovation, discourse on regulating AI is still at a nascent stage. But this discussion has been given a shot in the arm by the ubiquity of Chat GPT and its various avatars (and, to be fair, there is a separate conversation to be had about the privacy gaps in Chat GPT itself ). Regulation of AI in India is presently attempted indirectly, via regulations on issues such as data privacy, intellectual property, and cybersecurity. Regulators have made efforts to get a dialogue going on using these technologies. For instance, the Indian Telecom Regulator has issued a consultation paper discussing leveraging AI and big data for the telecommunication sector. Similarly, the Reserve Bank of India (viz., the financial regulator) has encouraged adoption of AI for "Know-Your-Customer" processes , etc., while reiterating its ethical use with a consumer safety perspective (owing to privacy, security, profiling, etc.). In 2018, NITI Aayog (i.e., policy think tank of the Government of India) had issued a discussion paper titled " National Strategy for Artificial Intelligence ", identifying healthcare, agriculture, education, smart cities and mobility as the focus sectors for deployment of AI. Separately, the Ministry of Electronics and Information Technology ("MEITY") has confirmed the commencement of the "National Program on AI" for transformational use of AI and set up a ' knowledge hub ' for AI developments. Recent global legislative attempts contemplate a graded regulation, i.e., regulate AI based on potential risks. The Indian government's approach may be similar. During a recent consultation session on the framework of the proposed "Digital India Act" (potential successor to extant Indian IT laws), MEITY stated that the proposed law may define and regulate "high risk AI systems". Regulation will rely on legal, quality testing framework to examine regulatory models, algorithmic accountability, zero-day threat & vulnerability assessment, examining AI based ad-targeting, content moderation, etc. A key consideration around AI is data privacy; this will be particularly relevant for India, since it is in the process of agreeing a new data privacy regime. While the proposed law is sector agnostic and does not specifically address the challenges that may arise due to the use of AI, it does contemplate a certification-based mechanism for use of 'new technologies'. In the future, there may be a number of questions that the Indian data regulator may need to parse and answer, based on a AI use cases. Here are 3 examples :

  • Individual Profiling : AI and machine learning solutions are increasingly being deployed to chalk an outline of the consumer and their likely preferences. Since AI primarily relies on the information fed into its systems and typically uses 'patterns' (viz., common data points such as behavioral trends) to arrive at its inferences, an individual that exhibits these patterns is likely to be pegged into a certain profile. From a business perspective, the purpose of profiling is to be able to pitch services and products to a particular individual based on their profile i.e., likelihood of opting for a certain product/service due to certain attributes. Although this approach of gauging an individual's choices based on their body language and speech is an intrinsic part of offline forms of business as well, AI has the capability to record such attributes and deploy it for purposes apart from mere transactions. For instance, profiling based on markers (such as location, educational background, residential address, past purchasing trends, etc.) can be used to classify an individual as more likely to commit an offence, as opposed to others. Alternatively, it may be used to foster bias to make recruitment decisions due to a certain profile (based on markers such as location, educational background, financial position, purchase history, etc.).
  • Non-consented purposes : Due to the dynamic nature of AI, it can be used for purposes that a data subject has not consented to. AI may be used for purposes that the data subject did not consent to, for e.g., aggregating data of individuals from a particular location for marketing strategies, extracting health information for use by insurance companies, etc. Since data subjects have no sight on how their data is used further, it may be used to unfairly influence their opinions, choices, and/or offers made to them by a particular business (for e.g., higher interest rates for loans, etc.). Also, given that AIs can be 'opaque', it may not be easily apparent whether a particular algorithm used a data point for a decision (say, a hiring decision), or not.
  • Surveillance : Profiling when used with sensor-equipped devices that gather data from voice control, gestures, biometrics can be used to identify individuals, and geo-tracking can trace an individual's movements continually. As such, businesses (or Governments) may be able to leverage data for surveillance. Introducing the processing power of an AI in this equation takes it to another level. For instance, CCTVs are omnipresent at public places and if used in conjunction with facial recognition technologies and an AI tracking model, it may be a serious intrusion to privacy. Unregulated use of these technologies, but particularly in conjunction with increasingly powerful AI, is troubling from a data privacy perspective.

How should these issues be handled in the emerging regulation? Or are they even being capable of being legislated? Historically, Indian lawmakers have opted for a reactive approach for drafting regulations. Regulations are formulated when a legal issue simmers in a sector or loose ends are identified after being used to defraud the public. While these knee jerk regulations have managed to patch flaws in some cases, the dynamics of the digital world are different and ever evolving; not having adequate tools to deal with its consequences could have a lasting impact. Regulating AI would likely need nuanced laws, which are conducive for its growth and simultaneously address issues such as the potential threat to privacy. It will be interesting to see how increased use of AI challenges the status-quo under Indian and other data privacy laws.

A successor of OpenAI’s GPT-3 family of large language models, ChatGPT has been fine-tuned with transfer learning and can interact with a user in a conversational way. “The dialogue format makes it possible for ChatGPT to answer follow-up questions, admit its mistakes, challenge incorrect premises and reject inappropriate requests,” adds Shaikh.

ChatGPT and other AI-based platforms have the potential to play an important role in the future of education. Students can use the model to check their grammar and sentence structure, and the model can be fine-tuned to provide feedback on specific assignments, such as a literature review or a lab report. Vishal Shah, senior general manager-marketing, Podar Education Network, explains: “ChatGPT can also assist students who may have difficulty with reading or writing by providing them with a more accessible way to engage with the material and a personalised learning experience.”

ChatGPT can help also students get feedback on their work, just like getting it from teachers and peers in a classroom setting. Commenting on the increasing importance of ChatGPT in learning, educationist Meeta Sengupta observes: “For educators, it is better to embrace the future and raise the learning game beyond the basics to engage a higher order thinking that builds on the qualities of being human in ways that machines would struggle to reach.” For example, Chat AI can write an analysis or a short story and will soon be able to do more. “But it is only a human that can build care and community, engage emotionally or build ethically. Today, students and teachers already use a variety of technology in their learning and teaching, but generative AI tools such as ChatGPT are taking it to a new level. Creative teachers can use them to enhance the learning experience for their students, providing new opportunities for learning, feedback and alternative suggestions for improvement. A few weeks ago, Tech Mahindra announced the launch of Project Indus – an Indic-based foundational model for Indian languages, which could potentially prove to be its most important project ever. Large language models (LLMs) like the GPT models by OpenAI , despite their multilingual capabilities, have been predominantly trained on English datasets, which limits their proficiency in comprehending and generating content in Indic languages. Hence, an open-source Indic LLM will be hugely beneficial for India. 

According to Tech Mahindra’s chief CP Gurnani , the model will be the biggest Indic LLM and could possibly cater to 25% of the world’s population. While Tech Mahindra has not revealed the cost associated with the project or when the model is expected to be launched, the aim is to build a 7-billion parameter LLM to begin with, Nikhil Malhotra , global head-Makers Lab, Tech Mahindra, told AIM.

The model is expected to initially support 40 different Hindi dialects and more languages and dialects will be added subsequently. “We understand that much work has been done on the Indic suite like Bhashini and AI4 Bharat, etc., but a foundation model still needs to be developed. As we continue to develop the model, we are constantly learning and improving the process. Our interface could have voice and textual information; however, we haven’t considered incorporating a chat interface like ChatGPT yet,” Malhotra said.

The primary goal for Tech Mahindra is to first create an LLM for continuation of text and then provide a dialogue. “Once we are clear that the model performs well and generates dialects well, we would launch it in the open source.” 

Benefits of building India’s biggest Indic LLM

ChatGPT, driven by OpenAI’s GPT models, has undoubtedly been groundbreaking. Hence, developing an LLM, primarily designed for Indic languages could be highly beneficial for India for a wide array of reasons. Understanding the nuances of local cultures and contexts is essential for effective communication. An Indic LLM can be designed to prioritise cultural sensitivity, ensuring that the generated content respects local customs and norms. An Indic LLM could also democratise AI and cater to the wider section of non-English speakers in the country. 

“One of the benefits of a foundation model is its versatility. For instance, a language model is capable of performing multiple tasks such as Q&A, fill-in-the-blanks, etc. using the same model. This approach is beneficial for specialised healthcare, retail, and tourism industries,” Malhotra said.

Moreover, the cost of tokens is significantly higher for the Indic languages in the GPT models when compared to English. Hence, an Indic LLM offers a more cost-effective solution for generating content in Indic languages without token pricing constraints. “It represents unrepresented languages and hence helps preserve them. Being the forerunner in this space, Tech Mahindra stands to benefit from the model. In fact, techniques from the model can be leveraged to benefit our customers,” he added.

Building Indic datasets

The effectiveness of an AI model hinges on the quality of its datasets. While ample English datasets are readily accessible, there is a scarcity of datasets for Indic languages and dialects. Recognising this challenge, various stakeholders, including the Indian government, are actively engaged in the creation of such datasets. 

Last year, Prime Minister Narendra Modi launched the Bhasini project, which aims to develop language translation technologies that can effectively translate content from one Indian language to another. The initiative also aims to crowd-source voice datasets in multiple Indian languages to enhance the availability and accessibility of digital services in local languages. 

Moreover, educational institutions such as the Indian Institute of Science (IISc) and IIT Madras (Ai4Bharat) and even Microsoft are involved in building datasets for Indic languages. “Despite various efforts, in India, datasets for languages other than Hindi are scarce and incomplete. Additionally, even Hindi data is fragmented,” Malhotra said. Additionally, he confirmed that Tech Mahindra is actively in talks with leading universities and other stakeholders for Project Indus. 

Tech Mahindra is sourcing information from various platforms, including Common Crawl, newspapers, Wikipedia and YouTube descriptions. “The information on dialects is primarily available through YouTube videos or spoken language samples. We are also sourcing information commonly available on the internet from books written in specific dialects.” Besides, Malhotra has also acknowledged that the requirement for computation and its accessibility is a key challenge for the tech giant. 

Banking on Bhasha Daan

For Tech Mahindra and for the success of Project Indus, the biggest challenge is gathering data for different dialects. For this, the IT giant is seeking contributions from the speakers of these dialects to help build the datasets. “For this reason, we have opened a portal to get a bhasha daan from Indians who speak that dialect. 

By clicking “Make a Contribution” on our website, you will find a user-friendly interface with all the dialects in which we collect data. Once you select a dialect, you can listen to a sample voice recording of how Hindi is spoken in that particular dialect. Users can then scroll down and anonymously record a sentence by clicking the record button.”

Gurnani took to X (formerly Twitter) to request contributions from the general public to assist in the creation of datasets for Indic dialects. “We humbly request a bit of bhasha daan from you. Please lend us your expressions, your vocabulary, your conversations and help us train India’s biggest indigenous LLM,” he posted.

Mitigating biases in datasets 

Oftentimes, the biases that manifest in AI models originate from biases present within the datasets. Since LLMs learn from a vast amount of text data available on the internet, when not appropriately addressed, these biases can impact the output generated by the models. 

While building datasets from scratch, Tech Mahindra must put guardrails in place to ensure this does not happen. “When we collect the data at the first phase, it is essential to realise that this data would have to go through cleaning to ensure there is no bias. To address this challenge, we would be using both human annotation and automatic techniques to ensure there is no racial, ethnic, or gender bias, etc.,” Malhotra said.

While it’s a commendable move, the success of the project hinges upon various factors such as robust data collection, efficient model training, and addressing linguistic nuances.

Creation of Digital Infrastructure

Bharat Broadband Network Limited, the governmental body that is responsible for the execution of the National Optical Fiber Network project is responsible for the Digital India project as well. Bharat Net aims to connect 2,50,500 gram panchayats across the country to a high-speed internet network via an optical fiber network. 4,00,000 internet points will be established all across the country as part of the program, from which anybody will be able to access the internet. 

Delivery of Digital Service  

A major component of the Digital India campaign is to deliver government services and other essential services digitally. It is easier to change the way of delivering services from physical to digital. Many services of the Government of India were digitized under the Digital India Campaign. 

All ministries would be linked under this scheme, and all departments will be able to reach out to the people with fundamental services like health care, banking, education, scholarships, gas cylinders, water and electricity bills, and judicial services. The daily monetary transactions of people were also converted into digital mode. To ensure transparency in the transactions and curb corruption all the money transactions are being made online, and are supported by one-time passwords. 

Digital Literacy  

For full participation of the people of India, the competency that they need to have is called Digital Literacy. The basic behavior, knowledge, and skills required to effectively use digital devices are mandatory. Desktop PCs, laptops, tablets, and smartphones are the digital devices used for the purpose of communicating, expressing, collaborating, and advocating. The mission of Digital Literacy will be covering over six crore rural households. 

With the Digital India Programme, the Government of India is hoping to achieve all-around growth on multiple fronts collectively. The objective of the Government is to target the nine ‘Pillars of Digital India’ that are identified as follows.

So far, services such as digital lockers, my government website, e-education, scholarships, pensions, ration cards, PAN cards, Aadhar cards, e-insurance, and e-health have been made accessible under this plan. Agri market App  - It was created to make agricultural prices known to farmers and discourage them from selling too soon. 

Beti Bachao Beti Padhao - Ensuring the welfare and nurturing of a girl child and also making sure that every girl child attends school. 

Bharat Interface for Money (BHIM) - It makes payments quickly, easily, and simply through the Unified Payment Interface (UPI). It also allows the bank to accept instant payments and money collections using mobile phone numbers. 

Crop Insurance Mobile App - Used to calculate crop insurance premiums depending on numerous characteristics such as area or loan amount, if a loan is taken out. 

E-Hospital - It's an HMIS (Hospital Management Information System) for hospitals' internal workflows and operations. 

E-Pathshala - The National Council of Educational Research and Training (NCERT) created it to make all educational resources, such as books and videos, available online. 

EPFO Web Portal and Mobile App - Allow workers to check the amount of their provident fund using an e-passbook, which is a virtual equivalent of a real passbook.

It makes health care and literacy more accessible since one may use a hospital service to receive online registration, a doctor's appointment, payment of the charge, a diagnostic test, and a blood test, among other things. 

It allows consumers to submit their paperwork and certifications online from anywhere, reducing the amount of physical work required. 

Citizens can digitally sign their records online to sign the framework. 

It benefits the beneficiaries of the National Scholarship Portal by allowing them to submit applications, have them verified, and then be paid or disbursed. 

BSNL's next-generation network will replace 30-year-old telephone exchanges for improved administration of online services on mobile devices like voice, data, multimedia, etc. 

Flexible electronics will be promoted with the support of the National Center for Flexible Electronics. 

As all transactions are completed through the digital method, it also aids in the reduction of black marketing.

A goal has been established for 1.7 lakh persons to be employed as part of this initiative.

Five interesting ChatGPT models developed in India

India has been one of the world's leading adopters of artificial intelligence technologies, such as LLMs and conversational chatbots, as businesses around the globe rush to catch up. India is second only to the United States regarding ChatGPT users, with 15.7% of all users deriving from India.

In India, an increasing number of individuals are installing chatGPT applications. ChatGPT is an AI chatbot that simulates human communication using natural language processing. In response to queries, the language model can generate articles, social media posts, essays, code, and emails.

According to reports, OpenAI's GPT API and a few Indian-origin models, such as ChatGPT, were created in response to the increased popularity of AI-based GPT apps, which has resulted in large downloads in India.

The following is a list of interesting ChatGPT models created in India.

Plum, a Bengaluru-based startup, has introduced PolicyGPT to transform the insurance industry. The purpose of the GPT-3-based chatbot is to educate consumers on their health insurance policies. In addition, the chatbot is designed to reduce the complexity of insurance policies by answering queries about coverage and elucidating inclusions and exclusions.

A Google India software developer named Sukuru Sai Vineet developed the AI chatbot called GitaGPT. It uses GPT-3 technology and the Bhagavad Gita to offer answers to life's problems. Users can ask questions on the GitaGPT app, and a chatbot will respond by researching the Bhagavad Gita's teachings.

Bengaluru-based conversational AI platform CoRover recently released BharatGPT. In comparison, OpenAI's ChatGPT supports only 95 languages and mainly interprets English instructions. In addition to text, CoRover's chatbot can also process rich data types, including photos, audio, video, and maps, which is not the case with ChatGPT. While the accuracy of ChatGPT has yet to be determined, CoRover asserts that BharatGPT is 90% accurate.

KissanGPT seeks to empower farmers by providing them with access to a plethora of information and resources that will assist them in increasing their yields and income. By utilising KissanGPT, farmers can obtain valuable insights into best agricultural practices, techniques, and strategies. Furthermore, as an AI-powered chatbot, KissanGPT provides a user-friendly interface that enables producers to interact with the technology and benefit from its assistance.

Lexi is an AI chatbot created by Velocity, a financial startup powered by ChatGPT. Lexi seeks to help e-commerce entrepreneurs by simplifying business analytics. Lexi, integrated with Velocity's analytics product, Velocity Insights, assists organisations in tracking market spending, sales, and more and provides daily business reports over WhatsApp. In addition, customers may now utilise Lexi, the AI chatbot, to get answers to their concerns, increasing their company operations, thanks to the integration of ChatGPT in the same WhatsApp interface. Velocity announced this in an official blog post.

In late 2021, OpenAI faced a supply problem.

The artificial intelligence lab had exhausted every reservoir of reputable English-language text on the internet as it developed its latest A.I. system. It needed more data to train the next version of its technology — lots more.

So OpenAI researchers created a speech recognition tool called Whisper. It could transcribe the audio from YouTube videos, yielding new conversational text that would make an A.I. system smarter.

Some OpenAI employees discussed how such a move might go against YouTube’s rules, three people with knowledge of the conversations said. YouTube, which is owned by Google, prohibits use of its videos for applications that are “independent” of the video platform.

Ultimately, an OpenAI team transcribed more than one million hours of YouTube videos, the people said. The team included Greg Brockman, OpenAI’s president, who personally helped collect the videos, two of the people said. The texts were then fed into a system called GPT-4 , which was widely considered one of the world’s most powerful A.I. models and was the basis of the latest version of the ChatGPT chatbot.

The race to lead A.I. has become a desperate hunt for the digital data needed to advance the technology. To obtain that data, tech companies including OpenAI, Google and Meta have cut corners, ignored corporate policies and debated bending the law, according to an examination by The New York Times.

At Meta, which owns Facebook and Instagram, managers, lawyers and engineers last year discussed buying the publishing house Simon & Schuster to procure long works, according to recordings of internal meetings obtained by The Times. They also conferred on gathering copyrighted data from across the internet, even if that meant facing lawsuits. Negotiating licenses with publishers, artists, musicians and the news industry would take too long, they said.

Like OpenAI, Google transcribed YouTube videos to harvest text for its A.I. models, five people with knowledge of the company’s practices said. That potentially violated the copyrights to the videos, which belong to their creators.

Last year, Google also broadened its terms of service. One motivation for the change, according to members of the company’s privacy team and an internal message viewed by The Times, was to allow Google to be able to tap publicly available Google Docs, restaurant reviews on Google Maps and other online material for more of its A.I. products.

The companies’ actions illustrate how online information — news stories, fictional works, message board posts, Wikipedia articles, computer programs, photos, podcasts and movie clips — has increasingly become the lifeblood of the booming A.I. industry. Creating innovative systems depends on having enough data to teach the technologies to instantly produce text, images, sounds and videos that resemble what a human creates.

The volume of data is crucial. Leading chatbot systems have learned from pools of digital text spanning as many as three trillion words, or roughly twice the number of words stored in Oxford University’s Bodleian Library, which has collected manuscripts since 1602. The most prized data, A.I. researchers said, is high-quality information, such as published books and articles, which have been carefully written and edited by professionals.

For years, the internet — with sites like Wikipedia and Reddit — was a seemingly endless source of data. But as A.I. advanced, tech companies sought more repositories. Google and Meta, which have billions of users who produce search queries and social media posts every day, were largely limited by privacy laws and their own policies from drawing on much of that content for A.I.

Their situation is urgent. Tech companies could run through the high-quality data on the internet as soon as 2026, according to Epoch, a research institute. The companies are using the data faster than it is being produced.

“The only practical way for these tools to exist is if they can be trained on massive amounts of data without having to license that data,” Sy Damle, a lawyer who represents Andreessen Horowitz, a Silicon Valley venture capital firm, said of A.I. models last year in a public discussion about copyright law. “The data needed is so massive that even collective licensing really can’t work.”

Tech companies are so hungry for new data that some are developing “synthetic” information. This is not organic data created by humans, but text, images and code that A.I. models produce — in other words, the systems learn from what they themselves generate.

OpenAI said each of its A.I. models “has a unique data set that we curate to help their understanding of the world and remain globally competitive in research.” Google said that its A.I. models “are trained on some YouTube content,” which was allowed under agreements with YouTube creators, and that the company did not use data from office apps outside of an experimental program. Meta said it had “made aggressive investments” to integrate A.I. into its services and had billions of publicly shared images and videos from Instagram and Facebook for training its models.

For creators, the growing use of their works by A.I. companies has prompted lawsuits over copyright and licensing. The Times sued OpenAI and Microsoft last year for using copyrighted news articles without permission to train A.I. chatbots. OpenAI and Microsoft have said using the articles was “fair use,” or allowed under copyright law, because they transformed the works for a different purpose.

More than 10,000 trade groups, authors, companies and others submitted comments last year about the use of creative works by A.I. models to the Copyright Office , a federal agency that is preparing guidance on how copyright law applies in the A.I. era.

Justine Bateman, a filmmaker, former actress and author of two books, told the Copyright Office that A.I. models were taking content — including her writing and films — without permission or payment.

“This is the largest theft in the United States, period,” she said in an interview.

‘Scale Is All You Need’

In January 2020, Jared Kaplan, a theoretical physicist at Johns Hopkins University, published a groundbreaking paper on A.I. that stoked the appetite for online data.

His conclusion was unequivocal: The more data there was to train a large language model — the technology that drives online chatbots — the better it would perform. Just as a student learns more by reading more books, large language models can better pinpoint patterns in text and be more accurate with more information.

“Everyone was very surprised that these trends — these scaling laws as we call them — were basically as precise as what you see in astronomy or physics,” said Dr. Kaplan, who published the paper with nine OpenAI researchers. (He now works at the A.I. start-up Anthropic.)

“Scale is all you need” soon became a rallying cry for A.I.

Researchers have long used large public databases of digital information to develop A.I., including Wikipedia and Common Crawl, a database of more than 250 billion web pages collected since 2007. Researchers often “cleaned” the data by removing hate speech and other unwanted text before using it to train A.I. models.

In 2020, data sets were tiny by today’s standards. One database containing 30,000 photographs from the photo website Flickr was considered a vital resource at the time.

After Dr. Kaplan’s paper, that amount of data was no longer enough. It became all about “just making things really big,” said Brandon Duderstadt, the chief executive of Nomic, an A.I. company in New York.

Before 2020, most A.I. models used relatively little training data.

When OpenAI unveiled GPT-3 in November 2020, it was trained on the largest amount of data to date — about 300 billion “tokens,” which are essentially words or pieces of words. After learning from that data, the system generated text with astounding accuracy, writing blog posts, poetry and its own computer programs.

In 2022, DeepMind, an A.I. lab owned by Google, went further. It tested 400 A.I. models and varied the amount of training data and other factors. The top-performing models used even more data than Dr. Kaplan had predicted in his paper. One model, Chinchilla, was trained on 1.4 trillion tokens.

It was soon overtaken. Last year, researchers from China released an A.I. model, Skywork , which was trained on 3.2 trillion tokens from English and Chinese texts. Google also unveiled an A.I. system, PaLM 2 , which topped 3.6 trillion tokens .

Transcribing YouTube

In May, Sam Altman , the chief executive of OpenAI, acknowledged that A.I. companies would use up all viable data on the internet.

“That will run out,” he said in a speech at a tech conference.

Mr. Altman had seen the phenomenon up close. At OpenAI, researchers had gathered data for years, cleaned it and fed it into a vast pool of text to train the company’s language models. They had mined the computer code repository GitHub, vacuumed up databases of chess moves and drawn on data describing high school tests and homework assignments from the website Quizlet.

By late 2021, those supplies were depleted, said eight people with knowledge of the company, who were not authorized to speak publicly.

OpenAI was desperate for more data to develop its next-generation A.I. model, GPT-4. So employees discussed transcribing podcasts, audiobooks and YouTube videos, the people said. They talked about creating data from scratch with A.I. systems. They also considered buying start-ups that had collected large amounts of digital data.

OpenAI eventually made Whisper, the speech recognition tool, to transcribe YouTube videos and podcasts, six people said. But YouTube prohibits people from not only using its videos for “independent” applications, but also accessing its videos by “any automated means (such as robots, botnets or scrapers).”

OpenAI employees knew they were wading into a legal gray area, the people said, but believed that training A.I. with the videos was fair use. Mr. Brockman, OpenAI’s president, was listed in a research paper as a creator of Whisper. He personally helped gather YouTube videos and fed them into the technology, two people said.

Mr. Brockman referred requests for comment to OpenAI, which said it uses “numerous sources” of data.

Last year, OpenAI released GPT-4, which drew on the more than one million hours of YouTube videos that Whisper had transcribed. Mr. Brockman led the team that developed GPT-4.

Some Google employees were aware that OpenAI had harvested YouTube videos for data, two people with knowledge of the companies said. But they didn’t stop OpenAI because Google had also used transcripts of YouTube videos to train its A.I. models, the people said. That practice may have violated the copyrights of YouTube creators. So if Google made a fuss about OpenAI, there might be a public outcry against its own methods, the people said.

Matt Bryant, a Google spokesman, said the company had no knowledge of OpenAI’s practices and prohibited “unauthorized scraping or downloading of YouTube content.” Google takes action when it has a clear legal or technical basis to do so, he said.

Google’s rules allowed it to tap YouTube user data to develop new features for the video platform. But it was unclear whether Google could use YouTube data to build a commercial service beyond the video platform, such as a chatbot.

Geoffrey Lottenberg, an intellectual property lawyer with the law firm Berger Singerman, said Google’s language about what it could and could not do with YouTube video transcripts was vague.

“Whether the data could be used for a new commercial service is open to interpretation and could be litigated,” he said.

In late 2022, after OpenAI released ChatGPT and set off an industrywide race to catch up , Google researchers and engineers discussed tapping other user data. Billions of words sat in people’s Google Docs and other free Google apps. But the company’s privacy restrictions limited how they could use the data, three people with knowledge of Google’s practices said.

In June, Google’s legal department asked the privacy team to draft language to broaden what the company could use consumer data for, according to two members of the privacy team and an internal message viewed by The Times.

The employees were told Google wanted to use people’s publicly available content in Google Docs, Google Sheets and related apps for an array of A.I. products. The employees said they didn’t know if the company had previously trained A.I. on such data.

At the time, Google’s privacy policy said the company could use publicly available information only to “help train Google’s language models and build features like Google Translate.”

The privacy team wrote new terms so Google could tap the data for its “A.I. models and build products and features like Google Translate, Bard and Cloud AI capabilities,” which was a wider collection of A.I. technologies.

“What is the end goal here?” one member of the privacy team asked in an internal message. “How broad are we going?”

The team was told specifically to release the new terms on the Fourth of July weekend, when people were typically focused on the holiday, the employees said. The revised policy debuted on July 1, at the start of the long weekend.

How Google Can Use Your Data

Here are the changes Google made to its privacy policy last year for its free consumer apps.

Google uses information to improve our services and to develop new products, features and technologies that benefit our users and the public. In August, two privacy team members said, they pressed managers on whether Google could start using data from free consumer versions of Google Docs, Google Sheets and Google Slides. They were not given clear answers, they said.

Mr. Bryant said that the privacy policy changes had been made for clarity and that Google did not use information from Google Docs or related apps to train language models “without explicit permission” from users, referring to a voluntary program that allows users to test experimental features.

“We did not start training on additional types of data based on this language change,” he said.

The Debate at Meta

Mark Zuckerberg, Meta’s chief executive, had invested in A.I. for years — but suddenly found himself behind when OpenAI released ChatGPT in 2022. He immediately pushed to match and exceed ChatGPT , calling executives and engineers at all hours of the night to push them to develop a rival chatbot, said three current and former employees, who were not authorized to discuss confidential conversations.

But by early last year, Meta had hit the same hurdle as its rivals: not enough data.

Ahmad Al-Dahle, Meta’s vice president of generative A.I., told executives that his team had used almost every available English-language book, essay, poem and news article on the internet to develop a model, according to recordings of internal meetings, which were shared by an employee.

Meta could not match ChatGPT unless it got more data, Mr. Al-Dahle told colleagues. In March and April 2023, some of the company’s business development leaders, engineers and lawyers met nearly daily to tackle the problem.

Some debated paying $10 a book for the full licensing rights to new titles. They discussed buying Simon & Schuster, which publishes authors like Stephen King, according to the recordings.

They also talked about how they had summarized books, essays and other works from the internet without permission and discussed sucking up more, even if that meant facing lawsuits. One lawyer warned of “ethical” concerns around taking intellectual property from artists but was met with silence, according to the recordings.

Mr. Zuckerberg demanded a solution, employees said.

“The capability that Mark is looking for in the product is just something that we currently aren’t able to deliver,” one engineer said.

While Meta operates giant social networks, it didn’t have troves of user posts at its disposal, two employees said. Many Facebook users had deleted their earlier posts, and the platform wasn’t where people wrote essay-type content, they said.

Meta was also limited by privacy changes it introduced after a 2018 scandal over sharing its users’ data with Cambridge Analytica, a voter-profiling company.

Mr. Zuckerberg said in a recent investor call that the billions of publicly shared videos and photos on Facebook and Instagram are “greater than the Common Crawl data set.”

During their recorded discussions, Meta executives talked about how they had hired contractors in Africa to aggregate summaries of fiction and nonfiction. The summaries included copyrighted content “because we have no way of not collecting that,” a manager said in one meeting.

Meta’s executives said OpenAI seemed to have used copyrighted material without permission. It would take Meta too long to negotiate licenses with publishers, artists, musicians and the news industry, they said, according to the recordings.

“The only thing that’s holding us back from being as good as ChatGPT is literally just data volume,” Nick Grudin, a vice president of global partnership and content, said in one meeting.

OpenAI appeared to be taking copyrighted material and Meta could follow this “market precedent,” he added.

Meta’s executives agreed to lean on a 2015 court decision involving the Authors Guild versus Google , according to the recordings. In that case, Google was permitted to scan, digitize and catalog books in an online database after arguing that it had reproduced only snippets of the works online and had transformed the originals, which made it fair use.

Using data to train A.I. systems, Meta’s lawyers said in their meetings, should similarly be fair use.

At least two employees raised concerns about using intellectual property and not paying authors and other artists fairly or at all, according to the recordings. One employee recounted a separate discussion about copyrighted data with senior executives including Chris Cox, Meta’s chief product officer, and said no one in that meeting considered the ethics of using people’s creative works.

‘Synthetic’ Data

OpenAI’s Mr. Altman had a plan to deal with the looming data shortage.

Companies like his, he said at the May conference, would eventually train their A.I. on text generated by A.I. — otherwise known as synthetic data.

Since an A.I. model can produce humanlike text, Mr. Altman and others have argued, the systems can create additional data to develop better versions of themselves. This would help developers build increasingly powerful technology and reduce their dependence on copyrighted data.

“As long as you can get over the synthetic data event horizon, where the model is smart enough to make good synthetic data, everything will be fine,” Mr. Altman said.

A.I. researchers have explored synthetic data for years. But building an A.I system that can train itself is easier said than done. A.I. models that learn from their own outputs can get caught in a loop where they reinforce their own quirks, mistakes and limitations.

“The data these systems need is like a path through the jungle,” said Jeff Clune, a former OpenAI researcher who now teaches computer science at the University of British Columbia. “If they only train on synthetic data, they can get lost in the jungle.”

To combat this, OpenAI and others are investigating how two different A.I. models might work together to generate synthetic data that is more useful and reliable. One system produces the data, while a second judges the information to separate the good from the bad. Researchers are divided on whether this method will work.

A.I. executives are barreling ahead nonetheless.

“It should be all right,” Mr. Altman said at the conference.

Air India spends USD 200 mn for digital systems modernisation; to use ChatGPT-driven chatbot

New Delhi, Apr 24 (PTI) Air India on Monday said it will be using ChatGPT-driven chatbot and various other initiatives as part of modernising the airline's digital systems for which it has made an initial investment of USD 200 million.

The airline, which has embarked on the Vihaan.AI transformation programme, said significant progress has been made in its efforts to modernise its digital systems landscape, with multiple initiatives already completed and many more in progress.

It has already invested around USD 200 million in new digital systems, digital engineering services, and in creating an industry-leading digital workforce.

The carrier expects to sustain this pace of investment over the next five years as the transformation journey shifts from catching up with world-class airlines to taking a leadership position by deploying the most cutting-edge technologies ranging from traditional digital technologies to modern generative Artificial Intelligence (AI), according to a release.

Besides, Air India is exploring emerging trends such as the application of quantum computing to solve some of the most complex optimisation challenges in the industry.

On the customer engagement front, the airline is deploying new technology systems, including "website and mobile app modernisation, user-friendly customer notifications system, ChatGPT-driven chatbot, in-flight-entertainment system modernisation and customer service portal with real-time customer support request tracking".

Also, such systems are new technology systems that will be used for digital marketing, contact centre modernisation, disruption management and self-service re-accommodation, customer feedback and analysis.

The Tata Group-owned airline is also investing in building a cutting-edge digital and technology team with its presence in Kochi and Gurugram as well as in Silicon Valley in the United States.

"The scope of the technology transformation at Air India is extensive and covers every aspect of the airline including commercial, engineering, operations, ground handling, finance, human resources, and corporate functions. We are adopting a cloud-only, mobile-friendly, design-rich, AI-infused, digital-first approach to all our technology initiatives that we are executing with speed," Air India's Chief Digital and Technology Officer Satya Ramaswamy said.

Among others, Air India is focusing on having common systems across the full-service and the low-cost segments to gain from economies-of-scale and economies-of-learning across all the group airlines, driven by common platforms and a shared world-class team.

Four airlines are part of the Tata Group -- Air India, Air India Express, AIX Connect and Vistara, a joint venture with Singapore Airlines.

With respect to employee empowerment, the airline said new technology systems will be deployed for modern secure digital workplace tools, employee engagement and self-service portals, mobile devices for pilots, cabin crew and airport operations crew, automated crew pairing and rostering, and crew management and crew disruption management, among others.

For operational improvements, Air India is modernising various systems including passenger service system and departure control system, sales system, engineering management system, turnaround management, fuel management and sustainability.

Tata Group took control of Air India in January last year.
