What Is a Business Plan?

A business plan provides a snapshot of your school as it stands today, and lays out your growth plan for the next five years. It explains your business goals and your strategies for reaching them. It also includes market research to support your plans.

A business plan will help you raise funding, if needed, and plan out the growth of your school to improve your chances of success. Your school business plan is a living document that should be updated annually as your company grows and changes.

With regards to funding, the main sources of funding for schools are donations and gifts, tuition, personal savings, credit cards, bank loans, and angel investors. When it comes to bank loans, banks will want to review your business plan and gain confidence that you will be able to repay your loan and interest. To acquire this confidence, the loan officer will not only want to ensure that your financials are reasonable, but they will also want to see a professional plan. Such a plan will give them the confidence that you can successfully and professionally operate a business. Personal savings and bank loans are the most common funding paths for schools.

If you want to start a school or expand your current one, you need a business plan. The guide below details the necessary information for how to write each essential component of your school business plan.

Executive Summary

Your executive summary provides an introduction to your business plan, but it is normally the last section you write because it provides a summary of each key section of your plan.

The goal of your executive summary is to quickly engage the reader. Explain to them the kind of school you are running and the status. For example, are you a startup, do you have a school that you would like to grow, or are you operating a chain of schools?

Next, provide an overview of each of the subsequent sections of your plan.

  • Give a brief overview of the school industry.
  • Discuss the type of school you are operating.
  • Detail your direct competitors. Give an overview of your target customers.
  • Provide a snapshot of your marketing strategy. Identify the key members of your team.
  • Offer an overview of your financial plan.

Company Overview

In your company overview, you will detail the type of school you are operating.

For example, you might specialize in one of the following types of schools:

  • Private K-12 school : this type of school typically charges tuition, and may be affiliated with a religious organization, or specialize in a particular learning method.
  • Charter school: this type of school offers primary or secondary education for a tuition, and may receive some public funding, and/or donations. These schools require their students to take state-mandated exams.
  • Special subject school: this type of school specializes in teaching a specific subject, such as driving, first-aid, self-defense, fine arts, language, or general tutoring.
  • Preschool: this type of school typically serves children who are aged 3 and 4. These schools prepare young children to enter formal education, and are funded by some combination of tuition, donations, and government grants.

In addition to explaining the type of school you will operate, the company overview needs to provide background on the business.

Include answers to questions such as:

  • When and why did you start the business?
  • What milestones have you achieved to date? Milestones could include the number of students served, the number of students accepted into elite formal education institutions, etc.
  • Your legal business Are you incorporated as an S-Corp? An LLC? A sole proprietorship? Explain your legal structure here.

Industry Analysis

In your industry or market analysis, you need to provide an overview of the school industry.

While this may seem unnecessary, it serves multiple purposes.

First, researching the school industry educates you. It helps you understand the market in which you are operating.

Secondly, market research can improve your marketing strategy, particularly if your analysis identifies market trends.

The third reason is to prove to readers that you are an expert in your industry. By conducting the research and presenting it in your plan, you achieve just that.

The following questions should be answered in the industry analysis section of your school business plan:

  • How big is the school industry (in dollars)?
  • Is the market declining or increasing?
  • Who are the key competitors in the market?
  • Who are the key suppliers in the market?
  • What trends are affecting the industry?
  • What is the industry’s growth forecast over the next 5 – 10 years?
  • What is the relevant market size? That is, how big is the potential target market for your school? You can extrapolate such a figure by assessing the size of the market in the entire country and then applying that figure to your local population.

Customer Analysis

The customer analysis section of your school business plan must detail the customers you serve and/or expect to serve.

The following are examples of customer segments: families with elementary-aged children, families with high-school-aged children, families with preschool children.

As you can imagine, the customer segment(s) you choose will have a great impact on the type of school you operate. Clearly, families with high schoolers would respond to different marketing promotions than families with preschoolers, for example.

Try to break out your target customers in terms of their demographic and psychographic profiles. With regards to demographics, including a discussion of the ages, genders, locations, and income levels of the potential customers you seek to serve.

Psychographic profiles explain the wants and needs of your target customers. The more you can recognize and define these needs, the better you will do in attracting and retaining your customers.

Competitive Analysis

Your competitive analysis should identify the indirect and direct competitors your business faces and then focus on the latter.

Direct competitors are other schools.

Indirect competitors are other options that customers have to purchase from that aren’t directly competing with your product or service. This includes public schools, virtual schools, and families who do homeschooling. You need to mention such competition as well.

For each such competitor, provide an overview of their business and document their strengths and weaknesses. Unless you once worked at your competitors’ businesses, it will be impossible to know everything about them. But you should be able to find out key things about them such as

  • What types of students do they serve?
  • What type of school are they?
  • What is their pricing (premium, low, etc.)?
  • What are they good at?
  • What are their weaknesses?

With regards to the last two questions, think about your answers from the customers’ perspective. And don’t be afraid to ask your competitors’ customers what they like most and least about them.

The final part of your competitive analysis section is to document your areas of competitive advantage. For example:

  • Will you provide specialized instruction, either in subject or in method?
  • Will you offer courses or services that your competition doesn’t?
  • Will you provide better customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.  

Marketing Plan

Traditionally, a marketing plan includes the four P’s: Product, Price, Place, and Promotion. For a school business plan, your marketing strategy should include the following:

Product : In the product section, you should reiterate the type of school that you documented in your company overview. Then, detail the specific products or services you will be offering. For example, will you provide religious-focused K-8 education, college preparatory courses, or single-subject instruction like driving or fine arts?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your plan, you are presenting the courses and/or extracurricular activities you offer and their prices.

Place : Place refers to the site of your school. Document where your company is situated and mention how the site will impact your success. For example, is your school located in a growing neighborhood, in the city center, or will you operate purely online? Discuss how your site might be the ideal location for your customers.

Promotions : The final part of your school marketing plan is where you will document how you will drive potential customers to your location(s). The following are some promotional methods you might consider:

  • Advertise in local papers, radio stations and/or magazines
  • Reach out to websites
  • Distribute flyers
  • Engage in email marketing
  • Advertise on social media platforms
  • Improve the SEO (search engine optimization) on your website for targeted keywords

Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your school, including answering calls, planning and delivering instruction, applying for grants, fundraising, performing administrative tasks, overseeing instructors, handling discipline, scheduling and monitoring extracurricular activities, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to enroll your Xth student, or when you hope to reach $X in revenue. It could also be when you expect to expand your school to a new city.  

Management Team

To demonstrate your school’s potential to succeed, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company.

Ideally, you and/or your team members have direct experience in managing schools. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act as mentors to your business. They would help answer questions and provide strategic guidance. If needed, look for advisory board members with experience in running a school or experience with public school administration or who has served on a public school board.  

Financial Plan

Your financial plan should include your 5-year financial statement broken out both monthly or quarterly for the first year and then annually. Your financial statements include your income statement, balance sheet, and cash flow statements.

Income Statement

An income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenue and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you enroll 100 or 1,000 students per semester, and/or offer extracurricular activities? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets

Balance sheets show your assets and liabilities. While balance sheets can include much information, try to simplify them to the key items you need to know about. For instance, if you spend $50,000 on building out your school, this will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a lender writes you a check for $50,000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement

Your cash flow statement will help determine how much money you need to start or grow your business, and ensure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt.

When creating your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a school:

  • Cost of equipment and supplies
  • Payroll or salaries paid to staff
  • Business insurance
  • Other start-up expenses (if you’re a new business) like legal expenses, permits, computer software, and equipment

Attach your full financial projections in the appendix of your plan along with any supporting documents that make your plan more compelling. For example, you might include your school location lease or a list of elective courses or extracurricular activities you will offer.  

Writing a business plan for your school is a worthwhile endeavor. If you follow the template above, by the time you are done, you will truly be an expert. Enter business simulations, which place students at the center of various scenarios and allow them to make their own decisions about real business issues. As Anna A. Tavis, associate professor at NYU School of Professional Studies, puts it, simulations create “shortcuts to mastery.”

“A well-designed, rightly timed simulation can turn any class into an experience,” she says. “Instructors assume the roles of curators of those experiences, and learners turn into explorers and decision-makers.”

To learn more about what makes a simulation a truly transformational experience for students, we asked six educators who teach with simulations, including Tavis: What is your favorite simulation to teach and why?

Let’s get into the list of favorite simulation experiences and how they help shape our future leaders. These simulations span disciplines, from analytics and IT management to innovation, entrepreneurship, and leadership.

1. Conscious Capitalism—Bikes

I believe value-based decision-making is the solution to current and future business challenges. And I find Conscious Capitalism—Bikes by Marketplace Simulations a wonderful pedagogy to teach it. Raj Sisodia’s Conscious Capitalism is a new way of thinking about business that goes considerably beyond the traditional focus of profit maximization: embodying service to all stakeholders while striving to make a positive impact on society. Simply telling students to be part of the solution will not serve the purpose. It’s easy to agree to be a conscious business leader in principle, but doing so in practice is very difficult.

This simulation gives students the opportunity to experience what conscious capitalism feels like in the day-to-day functioning of a business. Students investigate various business scenarios and outcomes with the help of a highly contextualized computer model. Then they make difficult decisions about how to allocate limited resources, considering competing priorities and a commitment to all the company’s stakeholders. They navigate complex scenarios, striving to strike the right balance between “doing well” through profit maximization and “doing good” through socially conscious business management. When they are in charge, students get to see and feel the pain—it is not enough to be a good person. It is more than that; it is to protect those that depend on you.

For example, which is the greater responsibility, protecting your workers and neighbors from harmful chemicals or creating more wealth for company owners? Which is better, to engage and involve your employees in decisions or to create more wealth? These are some of the dilemmas that students face in the simulation. Conscious capitalism demonstrates that both are achievable. Taking care of stakeholders creates a caring culture, which positively impacts employees, customers, suppliers, the community, and the bottom line.

One of my students, who comes from a family business background, was not convinced by the idea of spending more money for the community and employees at the cost of lesser return to the business owners. He was surprised to see that working as a conscious capitalist contributed to a better company reputation and an increase in market share, leading to more returns to the business owners, and his perception and mindset shifted. He shared his experiences with other students and, as a result, this discussion became the hot topic of debate in the students’ WhatsApp group. The emotional part of learning is where change occurs. I smiled seeing this transformation and felt satisfied having achieved my course learning outcomes.

2. Data Analytics Simulation: Strategic Decision Making

Data Analytics Simulation is an effective way to assess how my students use and apply the lessons and analytical practices developed in class to business situations in a simulated environment. It is also a great opportunity for my students to build their confidence and apply their analytical and logical thinking skills to respond to a complex business problem.

My students really enjoy using this simulation in my classroom because it gives them an alternative way to test their analytical skills and to develop new skills using a learning technology tool. In the following video, I explain more about my use of simulations in my courses.

Hello everyone. My name is Dr. Lilian Ajayi-Ore, and I am a faculty member at Columbia and NYU. I use simulations in my graduate classes. I use it because of the immersive environment that it provides, and my students get excited about it. But there’s a couple of things that we must do as faculty before introducing the simulation into the course. So, a few things that I do with them just to get them ready and know that they will be apt when the simulation exercise comes is that I do a bunch of experiential project-based learning exercises with them, as well as our theory understanding, what principles, what frameworks to use, etc.

The simulation environment allows them to really test their skills. It gives them real-time experience, it gives them a little pressure, and it also allows them to compete with the rest of their classmates because I share the leaderboard. But, more importantly, it’s immersive in the sense that my students have the ability to sit in the position that they will potentially sit in in the future as a marketing manager or the decision-maker in an organization. And so that pressure really forces them to really use all of their skill set. And one of the things that I try to do beforehand is to prepare them so that they can focus on the decision-making and really collecting the right information.

So I’ve used the Customer Centricity simulation, as well as the Digital Analytics simulation . I like them very much for these reasons as well. And one of the things that I highly recommend or that I’ve used and really worked for me in terms of time management and managing my students, is that I introduce a simulation toward the middle of the semester. This way, I have a sufficient amount of time to really walk them through the reading materials, take questions from them, and then on the day of the simulation, I’m able to help them manage their time. So there’s less pressure and less focus on them trying to worry about whether or not they’re going to successfully finish a decision or a run.

I highly recommend it. It’s super engaging; it makes the students excited. It also gets them away from doing academic work to where they’re actually doing more of a practical experience. They’re getting to apply some of the learnings that they’ve gathered throughout the semester and even some task knowledge that they picked up, too, in making the decision about a company that will drive some kind of profit or revenue or some growth in the marketplace. I highly recommend it because of the interactiveness, the immersiveness, and the fact that it takes them out of the academic setting into a real-life work environment. And my students really enjoy it, and I offer it in my class every semester.

3. IT Management Simulation: Cyber Attack!

I use Cyber Attack! in courses related to technology, such as management information systems, and more general courses about business environments when we’re discussing technological dimensions or emergent technologies. It’s a very interesting simulation that reveals how students react to stress and stress management.

The simulation highlights a dark side of technology—data leaks—and it empowers students, who are put in the role of chief technology officer, to make huge decisions for the organization. During the simulation, they must decide as the CTO, “What would you do? What are the recommendations? What press release would you send out after the data leak?” At the end, students compile three main statements.

I do engage in some prep before the simulation, making sure students are familiar with the concept of cybersecurity. Most students today are at least familiar with data leaks, but I often try to connect it to their lives by saying, “Imagine someone hacked your Instagram account.” My students literally freak out. Then I might say, “Now consider it’s a billion-dollar company that was hacked. Now you’re playing the role of the person who would be consulted on that issue.”

It’s single player, which students like because they get to compete with the computer. Because there really isn’t a team dynamic to this simulation, it works really well both online and in person. However, I do have the students, once they have played as a single player for 20-30 minutes, gather in teams and compare their three statements. They then come up with a group statement that they bring back to the full class for the debrief.

This way, we engage with the class in small groups and all together—and this works, again, fully online, hybrid, or in the classroom setting. This simulation could be easily played in one short, 80- to 90-minute session or in a longer, 120- to 180-minute session. The difference would be in the number of rounds, or runs, you have students go through the simulation.

4. Leadership and Team Simulation: Everest V3

Being an enthusiastic adopter of simulations in my teaching, I maintain a portfolio of options and rely on a variety of simulations in the courses I teach. I am always on the lookout for new releases and scan publishers’ catalogs; I look for other instructors’ recommendations and talk to vendors regularly. I’d like to share what I have learned using the leadership and team simulation Everest in my organizational management class.

This simulation works in a variety of courses addressing leadership, teams, and organizations. It is versatile enough to work from undergraduate to executive education levels. I use it in my organizational management class. Here is why this simulation is so effective.

It tells a powerful story. Climbing Mt. Everest is an aspirational story of reaching for the summit of human achievement. There are multiple articles, videos, and films describing various expeditions, their successes, and their failures.

It’s based on scientific theories to be explored. The Mt. Everest climb is based on the theories of leadership and teams that include complexity theory, psychological safety, and the common information effect. My students learn the theories after they have experienced the issue. The light bulb goes off and the insight is immediate.

It’s a discovery, not a search for the “right” answer. The story line of Everest allows for multiple outcomes based on the collective decisions of the teams involved. In the many years that I have run this simulation, every team’s experience has been uniquely specific to the composition of the team and the decisions the team chooses to make.

It’s supported with abundant additional materials. These include videos for the students to set context as well as teaching notes and instructional videos for faculty. In addition to the regular set of teaching support, Everest offers videos of mountaineer James P. Clark, who provides additional technical details of the climb and shares his personal leadership story. The authenticity and immediacy of the actual participants always fascinates students.

It has support that includes play analytics, debrief slides, and dashboards. Everest provides extensive support materials. The instructor can follow all the decisions and plays that the students make. The debrief slides and dashboards illustrate the decision process and explain what steps have been taken, why, and which were successful.

It works equally well in the classroom and online. Everest works in both learning modalities. The in-person setting does work better, however, because teams can sit together, and some get deeply into the team spirit by wearing uniforms and by putting on climbing gear to fully dramatize their experience. Online, the experience becomes more analytical, with decision steps getting the most attention and players communicating via Slack, WhatsApp, or other communication platforms.

After we complete the simulation, I ask all students to write a reflection on their experience. Here is the most typical response I get: “This simulation did an excellent job of building on the team dynamics principles we learned in our previous class. It made me think of the ways in which we can reconcile individual goals with team goals, especially when we have competing interests. I can see how learning this critical skill will help me in my professional life while also advancing team objectives in the workplace.”

5. New Venture Simulation: The Food Truck Challenge

If forced to choose a “favorite”—given that I love incorporating simulations in my courses—I’d have to select New Venture Simulation: The Food Truck Challenge . The test-and-learn approach encouraged in the simulation leads to an “aha moment” for many of my students, who have been academically trained to conduct copious research before making decisions.

Food Truck Challenge offers opportunities to fully incorporate experiential learning, as I have students conduct the simulation twice: first individually, before our live session, then a second time (employing a different scenario) in small teams during class. This allows students to learn through trial and error while giving me the opportunity to incorporate reflection at multiple touchpoints.

My students are intimately familiar with the simulation context, given the abundance of food trucks that line our city streets in Washington D.C. It is also easy to connect the simulation with examples of entrepreneurship right at our doorstep. Each semester, for example, a young food truck entrepreneur joins our class and shares insight on how they have incorporated lean start-up principles into their business.

By providing relevant content, encouraging experiential learning, and incorporating an exciting and fun industry context, Food Truck Challenge delivers the goods.

Hi, my name is Karin Kollenz, and I’m a professor of strategy and innovation at EDHEC Business School. My favorite simulation is the Back Bay Battery simulation. Why? Because it is so versatile. Here are the four aspects I particularly like about it.

You can use it as a central tool of a course or just to illustrate a selected concept. In my Managing Innovation course, I use it throughout half of the course. In addition to the central theme of the simulation, which is the innovator’s dilemma, I cover innovation adoption, aggregate project planning, portfolio management, price elasticity, and, very often, KPIs for innovation management. In my executive courses, I use a session of maximum three hours for it and I really focus on the innovator’s dilemma. Maybe we discuss one or two other concepts if they are brought up by the students during the debrief discussion.

You can teach with this simulation using a deductive or an inductive method. Personally, I am a big fan of inductive teaching. The great thing about the Back Bay Battery simulation is that there are several scenarios with different levels of difficulty. So, it is possible to combine both inductive and deductive methods. I let students play first, then develop the theory based on their insights and then let them play again, very often a more difficult scenario, and apply the theory. And the good news is that they actually get better playing when they know the theory.

The third aspect that is nice about Back Bay Battery is that it can be played individually or in teams. My approach here is to let students start playing individually first and then let them choose whether they want to continue playing in teams or individually.

And the last point—it works really well online. I use it in face-to-face, blended, and fully online settings. My preference is the blended version, where students play self-paced online (so asynchronously) at the beginning, and we debrief the simulation and make the link to the theories in class. Of course, this also works in online live classes. The only must in my eyes is that the debriefing should happen in a synchronous setting. Why? Because it produces extremely rich class discussions.

Vanderbilt University chancellor: Why we want to build a graduate campus in West Palm Beach

Vanderbilt University wants to open a campus in downtown West Palm Beach that would feature a business school as large as its existing one in Nashville, plus a college for computer science and artificial intelligence, Vanderbilt Chancellor Daniel Diermeier said on Wednesday.

"We have been thinking for a while about a potential second campus, and it became clear that South Florida, and West Palm Beach and Palm Beach, would be a great location," Diermeier said in an exclusive interview.

The campus would be built on 7 acres of government-owned land formerly slated for a University of Florida graduate campus.

Diermeier's comments followed his April 1 visit to Palm Beach County , where he met with several government officials to drum up support for the Vanderbilt campus in West Palm Beach.

During the evening of April 1, Diermeier attended a fundraiser at the Palm Beach home of billionaire Stephen Ross. Florida Gov. Ron DeSantis also attended the gathering, according to the governor's public schedule.

The Palm Beach event raised $100 million out of the $300 million sought by the university for the expanded campus, the sources said. Diermeier would not comment on the fundraising details.

But Diermeier was eager to talk about why Vanderbilt wants to have a campus in two of the nation's fastest-growing cities, Nashville and West Palm Beach.

University campus expected to capitalize on Wall Street South

A West Palm Beach campus would capitalize on Palm Beach County's growing reputation as Wall Street South and provide students jobs in finance companies. A Vanderbilt campus also would "turbocharge" the creation of new businesses established by students, creating an innovation industry, Diermeier said.

Diermeier lauded the sophistication of Palm Beach's residents, whose business and financial acumen, as well as their deep pockets, could invest in and guide companies created by graduates of the business and computer schools. Having a university of Vanderbilt's caliber is needed "to unlock the full potential of West Palm Beach and Palm Beach County," Diermeier said.

The Vanderbilt West Palm Beach campus would provide graduate degrees geared to the finance, data and technology industries and enroll roughly 1,000 students, he said.

The Vanderbilt campus is being pitched for 2 acres owned by the City of West Palm Beach and 5 adjacent acres owned by Palm Beach County. The properties are along South Tamarind Avenue, from Datura Street south to Fern Street, in a section of the city dubbed Government Hill.

The land is the same property that both the county and the city had planned to donate for free to UF for a graduate campus in business and artificial intelligence.

But the deal fell apart last year after efforts to secure an adjacent 5 acres from Palm Beach billionaire Jeff Greene failed. The Vanderbilt campus would not need the Greene land.

Deiermeier said he was aware of the former UF campus plan, and he was approached by someone about the downtown land during a Vanderbilt football game.

Vanderbilt's top ranking and its strong alumni network

While not an Ivy League school, Vanderbilt is known as a “Southern Ivy” because of its selective admissions process and strong academic reputation.

Vanderbilt is ranked No. 18 among national universities, and its business school, the Owen School of Management, is No. 27 in the nation in a three-way tie with the University of Texas-Dallas and the University of Rochester, according to U.S. News & World Report.

Current enrollment at Vanderbilt's business school is 617 students, a university spokesman said. The business school has 97 faculty members, and the annual cost of attendance is about $103,000.

Vanderbilt boasts a $10 billion endowment and counts many wealthy alumni and business leaders among its supporters.

These supporters include Vanderbilt trustee Jon Winklereid, a Hobe Sound resident and chief executive of TPG Holdings/TPG Capital LP, an asset management firm with a market value of $16 billion.

There's also Cody Crowell, a Vanderbilt University graduate, a managing partner at Frisbie Group in Palm Beach and a key figure in the Vanderbilt deal. During a recent talk before a Palm Beach chamber meeting, Crowell was credited with coming up with the idea of bringing Vanderbilt to West Palm Beach.

The plan, in the works for about a year, is being advanced by Ross'  Related Cos. , a global real estate developer, and the  Frisbie Group . Both companies are building offices, condominiums and apartments in  West Palm Beach.

In a March interview, Related Urban Chief Executive Ken Himmel said having a Vanderbilt University business school campus in West Palm Beach would transform the city into a major destination.

"Every single city we've worked in has been anchored by a great university," Himmel said.

How would Vanderbilt get control of the taxpayer-owned land?

Diermeier said Vanderbilt would only build a sizable West Palm Beach campus if it received support from the business community — and government officials. He said that no Vanderbilt officials have discussed receiving state money for the venture, "although we would welcome that."

Driermeier said he met with some but not all county commissioners on April 1. He said there was interest in the campus plan, which he said still is in early stages. He added there were discussions about the government-owned land and how the university would be able to "have access to it."

Driermeier said Vanderbilt did not ask for anything at this point. But he was vague when asked if Vanderbilt would be willing to pay for the 7 acres of taxpayer-owned land.

Vanderbilt would only open a West Palm Beach campus "if the community wants us," Diermeier said. " One way to demonstrate that is by co-investing. We 100% need that. … This is a marriage that has to work for us."

People familiar with the Vanderbilt campus plan say its backers want the city and county to donate the land for free. Private money raised for the venture would go toward the university's endowment, which generates income that finances the university's programs and this expansion.

But not every business leader is on board with handing over taxpayer land, especially to a university with a $10 billion endowment.

Some business officials, who asked not to be named, privately said that any effort to attract an out-of-state private university using public land should be done via a public request for proposals, not a behind-the-scenes deal with one institution.

Two county commission members said the meeting with Driemeier was introductory and didn't get into specifics.

"I’m very proud that a prestigious university like Vanderbilt is considering building a graduate school in Palm Beach County. This was really a just-get-to-know-me meeting," said Palm Beach County Mayor Maria Sachs.

"This was all very preliminary," Commissioner Gregg Weiss said. "It's getting to know what Vanderbilt is about. There is a real workforce need for the business school graduates that would be attending this school. The details still need to be worked out, but it is a step in the right direction."

Palm Beach County's uneven record on public land donations

Ambitious ventures involving free taxpayer land have a mixed record in Palm Beach County.

To lure California-based Scripps Research Institute to Jupiter in 2006, $580 million in state and county money went to Scripps to create its Florida campus.

In addition, 70 acres in public and private land was leased to Scripps after Scripps officials promised that a "biotech village" of companies and jobs would be built on the vacant Palm Beach Gardens property. The land is next to the Alton community on Donald Ross Road.

The land was to be conveyed to Scripps after a 15-year contract between the county and Scripps was up. While the county staff said Scripps met the contract requirement to create 545 jobs and operate in the county for 15 years to be eligible for the land transfer, the biotech village never materialized .

Nevertheless, in 2022 the 70-acre parcel was transferred to Scripps for $1, as per the agreement with the county. UF Health now controls the land as part of its acquisition of Scripps Florida.

Meanwhile, the UF graduate school in downtown West Palm Beach didn't go as planned for Florida taxpayers, either.

The 12-acre campus, first announced in 2021, was supposed to offer graduate-level programs in business, engineering and law with a focus on financial technology, or fintech, and cybersecurity.

In 2022, the Florida Legislature awarded UF $100 million for the West Palm Beach campus. But the legislation contained a giant loophole.

If the West Palm Beach campus didn't happen, the $100 million could stay withUFto use as it sees fit elsewhere in the state in a location outside Palm Beach County.

The campus didn't happen, and UF kept the money anyway.

Soon after the UF deal showed signs of dying, West Palm Beach Mayor Keith James said talks were afoot to bring a top, private, out-of-state university to the downtown land.

More Vanderbilt meetings planned with public officials

Diermeier said he plans to return to Palm Beach County during the next month to meet with more county commission members about the Vanderbilt campus.

He said Vanderbilt is skilled at having good relationships with state and local officials in Tennessee, and he expressed confidence that county and city government leaders in Palm Beach County would feel comfortable working with the university, too.

He also believes the more people learn about Vanderbilt's plans for the West Palm Beach campus, the more they will be supportive.

In addition to a doubling of Vanderbilt's business school size, the West Palm Beach campus also would feature degrees in the university's newest college, the College of Connected Computing.

This just-created interdisciplinary college would feature computer science, AI, data science and related fields. It also would collaborate with all of Vanderbilt’s schools and colleges.

Diermeier likened the potential effect of a Vanderbilt West Palm Beach campus to the effect that Stanford University had on Silicon Valley — and the resulting explosion of innovative technology companies that emanated from there.

"The impact that research universities can have on a community is very significant," Driemeier said.

Prior to becoming chancellor at Vanderbilt, Diermeier formerly was an assistant professor at the Stanford Graduate School of Business, then held key leadership positions at Northwestern University and the University of Chicago.

The owners of Television City have scaled back their plans to enlarge and modernize the landmark Los Angeles studio where CBS began making shows to broadcast nationwide at the dawn of the television age.

Formerly known as CBS Television City, the studio sits next to popular tourist attractions the Original Farmers Market and the Grove shopping center in the Fairfax district where it has been operating since 1952 as a factory for such hit shows as “All in the Family,” “Sonny and Cher” and “American Idol.”

CBS sold the famous studio for $750 million in 2019 to Hackman Capital Partners, one of the world’s largest movie lot owners and operators. CBS continues to occupy Television City as a tenant.

Hackman Capital announced a $1.25-billion plan two years ago to expand and upgrade facilities on the lot at Beverly Boulevard and Fairfax Avenue in hopes of harnessing strong demand in the region for soundstages, production facilities and offices for rent on studio lots.

Hackman Capital on Friday will update its application to the city to enhance the studio, saying it is responding to feedback about the project from nearby residents, stakeholders and city officials. If approved, the new project is expected to be completed by 2028.

The studio owners also brought in a new design architect, Foster + Partners. The London-based firm is led by Norman Foster, a prominent architect whose designs include the pickle-shaped Gherkin skyscraper in London and the master plan for the $2-billion One Beverly Hills condominium and hotel complex under construction in Beverly Hills.

Hackman Capital, which operates studios in the U.S., Canada and U.K., is also responding to changing conditions in the office rental market, which has contracted since the COVID-19 pandemic drove many companies to work remotely at least some of the time. Plans still call for creating new offices, but there would be fewer of them.

Foster’s new design eliminates a 15-story office tower on the west side of the lot, cutting 150,000 square feet of offices to rent to entertainment-related firms. Another 15-story office tower remains in the plan, but other building heights have been lowered, particularly along the perimeters, Hackman Capital said.

The plan still represents an addition of more than 980,000 square feet to the 25-acre site at Beverly Boulevard and Fairfax Avenue that retains a suburban-style low-density appearance with soundstages, low-rise offices and support facilities flanked by asphalt parking lots.

The company’s proposal calls for combining old and new space to create 700,000 square feet of offices to support production on the lot and an additional 550,000 square feet of offices for rent to entertainment and media companies, the company said.

Office space behind studio gates is in high demand in the Los Angeles area and has been snapped up at other studios by such big Hollywood players as Netflix and Amazon.

“The industry wants to have a location where they can do production and have offices in a self-contained campus environment,” said real estate broker Jeff Pion of CBRE, who represents Hackman Capital. “Having all of the different components that make up production in one location is very attractive to the industry.”

Plans for Television City also call for a new commissary and more than four acres for production base camps. The streetscapes would be improved to be more visually appealing to passersby, with wider sidewalks.

On Fairfax Avenue, where pedestrians now pass by a fenced parking lot, there would be shops and restaurants serving the public on the ground floor of office buildings that could be reached only from inside the lot.

The separation is part of the balancing act Hackman Capital is attempting to make Television City feel more friendly to the neighborhood while retaining the security and exclusivity of a closed campus that appeals to celebrities and others who make movies and television shows.

Landlords can also charge a premium for office space on movie lots because they are close to the action for independent production companies and offer the cachet prized by many in the entertainment industry.

Filming activity in Los Angeles has fallen off substantially in the wake of strikes by writers and actors last year, according to FilmLA , a nonprofit organization that tracks on-location shoot days and filming permits in the region. The downward trend compounded a dip that emerged in late 2022 as on-location filming in Los Angeles took a dive as studios pared back movie and TV production that surged during the COVID-19 pandemic.

California is finding it particularly hard to rebound from the strikes because it’s more expensive to shoot here, multiple production executives told The Times . That makes Los Angeles less attractive to studios looking to cut costs after major industry disruption.

To Hackman Capital Chief Executive Michael Hackman, the downturn and filming pullback from California suggest that regulators and studio operators should further support production companies.

“Our actual customers tell us all of them want to stay in Los Angeles,” he said. “We have the best crews in the world here, but we don’t have enough modern soundstages in premier locations. We also have to push the state on tax incentives so that we don’t lose business outside of the city.

“The entertainment industry is our city signature industry and if we don’t invest in the future, we’re really at risk of losing it,” Hackman said. “We’re still emerging from a once-in-a-generation dual strike. And the production stoppage cost Angelenos approximately $6.5 billion or more in lost wages and economic activity, which makes it clear how important this industry is to our city, and especially the people who work in entertainment every day.”

Hackman Capital’s proposal calls for raising the number of Television City stages to at least 15, from 8, along with production support facilities.

To make room for the planned additions, parking would be converted from surface lots to garage structures and underground spaces capable of parking 4,930 vehicles.

Two stages built in the 1990s on the east side of the lot would be demolished as part of a planned reconfiguration of the site.

The four original stages built by CBS in 1952 would be preserved along with other historical design elements created by Los Angeles architect William Pereira, who also designed such noteworthy structures as the futuristic Theme Building in the middle of Los Angeles International Airport and the Transamerica Pyramid office tower in San Francisco.

Pereira’s long-range plan for Television City conceived in the 1950s was expansive, said Bob Hale, creative director of Rios, the master plan architect of Hackman Capital’s proposed makeover. Hale said Pereira’s original concept called for the complex to grow to 24 stages and 2.5 million square feet of production space, including several multistory office buildings.

“It was built in a way that it could be disassembled and incrementally extended,” Hale said. “For a number of reasons, that didn’t happen.”

In an effort to make it happen now, Hackman Capital set out to get the support of Councilwoman Katy Yaroslavsky and the surrounding community. Over five years, the company met with nearly 3,000 neighbors, Hackman Capital said.

Among the groups supporting the project are the Holocaust Museum LA, Los Angeles Conservancy, Los Angeles/Orange Counties Building and Construction Trades Council, Mid City West Neighborhood Council and FilmLA, Hackman Capital said.

The first proposal drew fire from neighboring businesses the Grove and Farmers Market, which sent letters to residents in 2022 calling the Television City project a “massively scaled, speculative development which, if approved, would overwhelm, disrupt, and forever transform the community.”

In July 2022, an executive representing Grove owner Rick Caruso appeared before a committee of the Mid City West Neighborhood Council and said the Television City project would create “complex” issues for the neighborhood, including traffic, parking and construction. Caruso himself has said he does not oppose the redevelopment of Television City.

The Beverly Fairfax Community Alliance, which was founded by the Grove and Farmers Market, has been more blunt, warning that the expanded site would clog Fairfax Avenue, Beverly Boulevard, La Brea Avenue and 3rd Street with traffic.

“Even those accustomed to living with L.A. traffic and parking nightmares will be shocked at how much worse it can be,” the group said on its website.

To address such concerns, Hackman Capital said the new plan will reduce the number of estimated daily car trips to Television City by 5,000 to 8,700. The landlord also plans to move its “mobility hub” from The Grove Drive on the east side to Fairfax at 1st Street on the west side of the lot. The mobility hub would serve public transit, rideshares and other passenger drop-offs as well as employee shuttle buses to the subway stop being built at Fairfax and Wilshire Boulevard.

“Our goal with Television City, particularly along the perimeter on our public edges, was to find a really great interface with the community. So it wasn’t just a studio with a blank wall, but we were active and engaged,” said Brian Glodney, a development executive for Hackman Capital.

Community members told Hackman Capital said they want the streets outside the studio to have a sense of connection between mom-and-pop businesses on Fairfax, the Farmers Market, the Grove and Pan Pacific Park, Glodney said.

Outlets on the edge of the lot such as shops and restaurants will be limited to a total of 20,000 square feet, he said, “just enough to help activate the streets but not compete with our neighbors.”

Republican states file suit to stop Biden's SAVE student loan repayment plan

The political tug of war over student loan forgiveness registered a new chapter as 11 Republican-led states  filed suit  against President Joe Biden and the U.S. Department of Education to stop the SAVE Plan. 

The Biden Administration introduced the Saving on a Valuable Education (SAVE) plan after the Supreme Court struck down Biden's student loan forgiveness plan . The White House said in a statement that the SAVE plan could lower borrowers' monthly payments to zero dollars, reduce monthly costs in half and save those who make payments at least $1,000 a year. Additionally, borrowers with an original balance of $12,000 or less will receive forgiveness of any remaining balance after making 10 years of payments.  

The Kansas-led lawsuit seeks to halt the SAVE plan immediately, arguing that the U.S. Department of Education has no authority to alter student loan repayment plans. This would essentially cancel more than $156 billion in student loan debt. The attorneys general from Alabama, Alaska, Idaho, Iowa, Louisiana, Montana, Nebraska, South Carolina, Texas and Utah joined the suit.

"Once again, the Biden administration has decided to steal from the poor and give to the rich," Kansas Attorney General Kris Kobach said in a  statement . "He is forcing people who did not go to college, or who worked their way through college, to pay for the loans of those who ran up exorbitant student debt. This coalition of Republican attorneys general will stand in the gap and stop Biden."

Congress must authorize debt cancelation

The lawsuit also argues that the U.S. Supreme Court ruled that Biden's original forgiveness program violated federal law and that only Congress can authorize the forgiveness of student loans, which requires spending taxpayer money. 

However, a spokesperson from the Department of Education told  Bloomberg News  that Congress gave the department the authority to define the terms of income-driven repayment plans.

Nearly $138 billion has been forgiven for almost 3.9 million borrowers through more than two dozen executive actions. Student loan forgiveness has reached millions even as the  Supreme Court blocked Biden's original debt forgiveness plan  last June. There are now 7.5 million borrowers enrolled in the SAVE Plan, and 4.3 million borrowers have a $0 monthly payment. Beginning in July,  undergraduate loan payments will be halved , capping a borrower's loan payment at 5% of their discretionary income.

"The Biden-Harris Administration won't stop fighting to provide support and relief to borrowers across the country—no matter how many times Republican elected officials try to stop us," the spokesperson told Bloomberg News.

SAVE plan could help many more borrowers

Roughly three out of four borrowers who make $75,000 or less annually and would benefit from the SAVE plan are not currently enrolled in the plan, according to a recent Student Debt Crisis Center (SDCC)  survey . Moreover, 38% of these borrowers are at risk of defaulting on their student loan payments six months from now and could be missing an opportunity to find debt relief in existing programs. 

According to the SDCC survey, more than half of borrowers who contacted their student loan servicers with questions about resuming payments were left with unanswered questions. 

Moreover, a quarter of borrowers don't trust the information they get from their servicer, and 75% said the information they got was inaccurate or incomplete. Every student loan borrower is assigned a loan servicer to help them navigate repayment options, including income-driven repayment (IDR), which can make payments more affordable. 

"These survey results are a reflection of what borrowers have experienced these past six months since repayment restarted," SDCC President and Founder Natalia Abrams said. "We have come so far in advocating for necessary relief to millions of borrowers, and seeing the Biden Administration act is great." 

"However, communication of these vital resources is crucial so borrowers know help is available for them right now," Abrams continued. "If borrowers do not know the available resources, they will miss relief that can lower their monthly payments, cancel their debt entirely, and so much more."

Thousands of student-loan borrowers got their debt wiped through a new repayment reform. 11 GOP states just filed a lawsuit to block that relief.

The lawsuits to block President Joe Biden's student-debt relief efforts are back.

On Thursday, 11 state attorneys general — led by Kansas' Kris Kobach — filed a lawsuit to block Biden's SAVE income-driven repayment plan , implemented over the summer to give borrowers cheaper monthly payments with a shorter timeline for relief.

The lawsuit, filed in Kansas' district court against Biden and Education Secretary Miguel Cardona, stated that the "lawsuit is now necessary to prevent Defendants from continuing to flout the law, which includes ignoring Supreme Court decisions," referring to the high court's decision at the end of June to strike down Biden's first attempt at broad student-loan forgiveness using the HEROES Act of 2003.

Last month, the Education Department implemented a provision of the SAVE plan ahead of schedule: $1.2 billion in debt relief for 153,000 borrowers who originally borrowed $12,000 or less and made as few as 10 years of qualifying payments. The lawsuit argued that the relief was "in defiance of the Supreme Court" and asked the federal court to declare the SAVE plan unconstitutional and require borrowers to make payments.

An Education Department official told Business Insider that while the department does not comment on pending litigation, "Congress gave the US Department of Education the authority to define the terms of income-driven repayment plans in 1993, and the SAVE plan is the fourth time the Department has used that authority."

"From day one, the Biden-Harris Administration has been fighting to fix a broken student loan system, and part of that is creating the most affordable student loan repayment plan ever that is lowering monthly payments, protecting millions of borrowers from runaway interest and getting borrowers closer to debt forgiveness faster," the official said. "The Biden-Harris Administration won't stop fighting to provide support and relief to borrowers across the country — no matter how many times Republican elected officials try to stop us." 

While the lawsuit makes several comparisons to the debt relief plan the Supreme Court struck down, the legal basis for the two plans differ. Biden's first attempt at broad student-loan forgiveness would have canceled up to $20,000 in debt for borrowers making under $125,000 a year using the HEROES Act — a law that allows the education secretary to waive or modify borrowers' balances in connection with a national emergency, like a pandemic.

The SAVE plan, on the other hand, went through a process mandated by the Higher Education Act known as negotiated rulemaking, which requires negotiations with stakeholders and public comment before its final implementation. The Education Department is currently undergoing the negotiated rulemaking process for its second attempt at a broader form of debt relief .

The Education Department has not yet filed its response to the lawsuit. For now, borrowers who received relief through SAVE are not impacted, and enrollment in the plan can continue.

JERUSALEM (Reuters) - Israel said on Thursday it would adjust tactics in the Gaza warafter killing seven aid workers in air strikes its military has acknowledged were a major mistake, and that inquiry findings would be made public soon.

Monday's incident has stoked Western anger at the mounting civilian toll in the Palestinian enclave, especially as the slain World Central Kitchen staff included Australian, British and Polish citizens along with a U.S.-Canadian dual national.

At least 196 humanitarian workers have been killed in Gaza since October, according to the United Nations.

Israel's leaders have voiced sorrow over what the military called a "grave mistake" after the misidentification of a WCK convoy at night in a complex combat zone.

Charity founder, chef Jose Andres, said the convoy was "systematically" targeted even though Israel's military was aware of his staff's movements.

Asked to respond, Israeli government spokesperson Raquela Karamson said during a media briefing: "This was unintended."

"Clearly something went wrong here, and as we learn more and the investigation reveals exactly what happened, and the cause of what happened, we will certainly adjust our practices in the future to make sure this does not happen again."

She said publication of the investigation's findings could take weeks. But the chief Israeli military spokesperson, Rear Admiral Daniel Hagari, appeared to give a much shorter timeline.

An investigators' report was given to Prime Minister Benjamin Netanyahu and Defence Minister Yoav Gallant on Thursday, Hagari said in a televised statement.

"And I believe that, after we present this to the ambassadors from the respective countries, and to the members of the WCK organisation, we will make it public in a clear, transparent manner - and that will happen soon," he said.

JUNIOR COMMAND?

Israel Ziv, a retired army general who formerly commanded the Gaza division, said the incident may have resulted from the military enabling more junior officers to authorise air strikes.

Whereas during quieter periods such an operation would require a green light from a division commander or a general in charge of regional forces, he said, "in wartime the situation is utterly transformed, because the number of threats is never-ending".

"If you don't allow greater latitude, further down the ranks, on opening fire, you endanger the troops and the war."

Ziv noted that Israel, which went to war after Hamas gunmen rampaged in its southern towns and army bases on Oct 7, has been fighting both to destroy the Palestinian Islamists' military capacity and deny them access to humanitarian aid sent to Gaza.

"That complicates the situation," he told Reuters.

As a preliminary move to make amends for the WCK deaths, Israel said it would set up a joint operational coordination room with humanitarian agencies, located within the military's Southern Command - where Gaza missions are directly managed.

An Israeli security official who spoke on condition of anonymity said ground forces in Gaza were down to around a quarter of their numbers at the height of the invasion, and focused on more pinpoint missions and securing conquered areas.

"This may have contributed to a feeling of 'sitting duck' vulnerability. Troops prefer to be on the offensive, rather than static and potentially open to attack or to seeing the enemy operate with relative freedom," the official said.

"The investigation will have to determine, among other things, whether this kind of thinking affected the judgement of whoever decided that the convoy should be struck."

More than 33,000 Palestinians have been killed in the war, Gazan medical officials say. Hamas has said 6,000 of its fighters are among the fatalities. Israeli officials say the Palestinian combatant death toll is more than twice as high.

"There is no war without mistakes - quite the opposite," Ziv said. "But usually in this kind of combat the number of non-combatants killed, in relation to enemy dead, is higher than what the IDF (Israel Defence Forces) has caused (in Gaza)."
