Assignors service leagues and tournaments at a variety of competitive levels.  National Assignors are selected directly by the U.S. Soccer Referee Department.

  • Referee Certification Requirements

Assignors and the assignment of officials is an important part of the U.S. Soccer Referee Program. The purpose of the assignment program is to provide all affiliated games with registered and certified officials that employ the diagonal system of control. Assignment is also an important component of retention and development.

There is one assignor grade:

  • Grade 8 – Assignor

Although there is only one grade, assignors service leagues and tournaments at a variety of competitive levels.

The State Assignment Coordinator is responsible for the coordination of the assignor network within the State Association. Assignors should be selected by the affiliated competitions being served with advisement from the State Referee Committee.

Assignor appointments should be made for a period of at least one year and assignors should be familiar with the registration and certification processes for officials.

When an assignor is also a referee, they should not officiate in any competition where they also serve as an assignor (unless in an emergency situation).

Assignment Priority

While each U.S. Soccer Match Official is expected to keep the assignments they accept, there are certain occasions where a individual should be released from a lower level assignment to officiate in a higher level competition.

To this end, the following games are listed by priority for assignment:

  • International and National Team games assigned by U.S. Soccer
  • Games assigned by the Professional Referee Organization (PRO)
  • Lamar Hunt U.S. Open Cup assigned by U.S. Soccer
  • Youth National Team games assigned by U.S. Soccer
  • US Youth Soccer
  • US Club Soccer
  • U.S. Soccer Affiliate Members
  • State Adult Associations
  • State Youth Associations
  • League games assigned by U.S. Soccer

Please note that this policy does not apply:

  • Within 72 hours of the scheduled game time unless an emergency situation exists
  • When a substantial financial commitment has been made for the assignment (e.g., non-refundable airline tickets)

Responsibility of officials:

  • Keep the lines of communication open about upcoming national and international appointments as far in advance as possible
  • Communicate the receipt of a higher priority appointment to their assignor, State Referee Administrator, and U.S. Soccer (if applicable) as soon as possible
  • Report an assignor that refuses to release the official for a higher priority assignment to their State Referee Administrator and the U.S. Soccer Referee Department

Responsibility of assignors:

  • Identify the highly experienced officials on your assignment roster who are likely to be assigned to a higher priority assignment and always be prepared to fill these slots on an emergency basis
  • Cooperate with officials and other assignors on those rare occasions when the game priority policy is invoked
  • Report any concerns regarding officials to the State Referee Administrator

Directory of Registered Officials

A directory of currently registered and certified officials must be furnished to registered and certified assignors by the State Referee Administrator and this directory may not be transmitted in any way to any outside third party. Assignors should review the directory prior to making any assignment and prior to the start of each season.

Rotation of Assignments

Assignors and referees must recognize that officiating where familiarity or family relationships with coaches or players exist should be avoided. Assignors should limit the number of times a referee officiates for any one team or club.

Referees and assistant referees should be rotated on a regular basis among all the assigned leagues and all the teams within a league. No referee should be assigned to any one league or club exclusively.

Feedback on Officials

A standardized rating system should be documented by the assignor with updated input from developmental and formal assessments, coaches' reports, mentors, evaluations and other sources of information made available.

Assignors are encouraged to listen to complaints about officials. When the complaint concerns an official who has demonstrated bias, unfair officiating or incompetence, the assignor should direct that the complaint be filed in writing to the State Referee Administrator and all such reports should be investigated.

In some instances, an assignor may want to work with the State Director of Assessment to obtain an objective assessment in response to complaints about an official's performance.

HDSB staffer under investigation after keffiyeh incident

A Halton District School Board staffer is on home assignment and is now under investigation after using "harmful and discriminatory anti-Palestinian racist language toward a student" who was wearing a keffiyeh, school officials say.

The staff member, who works at Iroquois Ridge High School in Oakville, was caught on camera speaking with the student in a video shared online by the Muslim Advisory Council of Canada over the weekend.

In the video, a woman is seen telling a student "I want you to be careful … so you don't get judged by that," and says the checkered scarf typically worn in Arab cultures — which has come to symbolize solidarity with Palestinians — reminds her of Hamas.

"But I didn't call you a terrorist," she said, adding that she also didn't treat him that way.

"Oh OK, so I'm not a terrorist and you don't treat me like a terrorist, but I look like one?" the student responds.

In a message sent to students, their families and staff on Sunday, Iroquois Ridge Principal John Stieva said the incident happened in the school's office last Friday.

"We are deeply concerned by this and share our community's concerns that this behaviour is harmful and unacceptable," Stieva wrote. "Anti-Palestinian racism, and racism in any form, is not tolerated at our school. Iroquois Ridge HS, along with all schools in the Halton District School Board (HDSB), strongly condemns this behaviour and are committed to upholding the Human Rights Code."

Stieva said the staff member in the video has been sent home pending a board investigation into the incident. He also said school officials will be reviewing their expectations with all staffers.

" This incident highlights that as staff and school leaders, we need to deepen our learning and understanding of racism and discrimination," he said. "We strive to create a space at our school where all students feel safe, welcomed and valued."

Keffiyeh is 'cultural attire,' not a political statement, says Ont. NDP leader | Power & Politics

Keffiyehs have become somewhat of a political flashpoint in Ontario in recent weeks, with debates raging at Queen's Park after Speaker Ted Arnott banned the scarf in March, saying it was being worn to make a political statement, contrary to the rules of the assembly.

The scarves have often been worn at pro-Palestinian rallies in Toronto, which have been commonplace since Hamas' Oct. 7 attack against Israel, and Israel's subsequent heavy air bombardments and full-scale invasion of Gaza.

All four party leaders, including Premier Doug Ford, have called on the speaker to reverse the ban. However, two unanimous consent motions that would have lifted the ban have failed, with some MPPs still voting against them.

Columbia protesters say they’re at an impasse with administrators and will continue anti-war camp

Student protests over the Israel-Hamas war have popped up on an increasing number of college campuses across the U.S., including tent encampments at Northwestern University, University of California and University of Pennsylvania.

NEW YORK (AP) — Columbia University students who inspired pro-Palestinian demonstrations across the country said Friday that they reached an impasse with administrators and intend to continue their encampment until their demands are met.

The announcement after two days of exhaustive negotiations came as Columbia’s president faced harsh criticism from faculty — something that has been seen at several other universities where professors and staff similarly condemned leadership over the use of police against demonstrators, leading to fierce clashes, injuries and hundreds of arrests.

The tensions add pressure on school officials from California to Massachusetts who are scrambling to resolve the protests as May graduation ceremonies near.

As the death toll mounts in the war in Gaza and the humanitarian crisis worsens, protesters at universities all over the U.S. are demanding that schools cut financial ties to Israel and divest from companies they say are enabling the conflict.

Some Jewish students say the protests have veered into antisemitism and made them afraid to set foot on campus, and safety concerns have prompted some of the heavier-handed approaches.

In one crackdown, in Denver, police swept through an encampment Friday at the Auraria Campus, which hosts three universities and colleges. Forty protesters who set up there the day before were arrested on what the campus said were trespassing charges for violating a camping ban.

At Columbia, student negotiators representing the encampment said that after meetings Thursday and Friday, the university had not met their primary demand for divestment, although there was progress on a push for more transparent financial disclosures.

“We will not rest until Columbia divests,” said Jonathan Ben-Menachem, a fourth-year doctoral student.

Columbia officials had said earlier that talks were showing progress.

“We have our demands; they have theirs,” university spokesperson Ben Chang said, adding that if the talks fail, Columbia will have to consider other options.

Meanwhile, Columbia’s president, Minouche Shafik , faced a significant — but largely symbolic — rebuke from faculty Friday but retained the support of trustees, who have the power to hire or fire the president.

A report by the university senate’s executive committee, which represents faculty, found Shafik and her administration took “many actions and decisions that have harmed Columbia University.” Those included calling in police and letting students be arrested without consulting faculty, failing to defend the institution in the face of external pressures, misrepresenting and suspending student protest groups and hiring private investigators.

“The faculty have completely lost confidence in President Shafik’s ability to lead this organization,” said Ege Yumusak, a philosophy lecturer who is part of a faculty team protecting the encampment.

In response, Chang said in the evening that “we are committed to an ongoing dialogue and appreciate the Senate’s constructive engagement in finding a pathway forward.”

Also Friday, student protester Khymani James walked back comments made in an online video in January that recently received new attention. James said in the video that “Zionists don’t deserve to live” and people should be grateful James wasn’t killing them.

“What I said was wrong,” James said in a statement. “Every member of our community deserves to feel safe without qualification.”

James, who served as a spokesperson for the pro-Palestinian encampment as a member of Columbia University Apartheid Divest, was banned from campus Friday, according to a Columbia spokesperson.

Protest organizers said James’ comments didn’t reflect their values. They declined to describe James’ level of involvement with the demonstration.

On the opposite coast, protesters at California State Polytechnic University, Humboldt, barricaded themselves inside a building for the fifth day Friday. The administration gave them until 5 p.m. to leave and “not be immediately arrested,” a deadline that came and went.

University officials did not immediately respond to a request for an update or provide information on what they planned to do, and the campus has been closed for the remainder of the semester.

At Arizona State University, protesters pitched tents, including some that police dismantled, and at least one person was handcuffed and taken away Friday.

Police previously clashed with protesters Thursday at Indiana University, Bloomington, where 34 were arrested. There were about 36 arrests at Ohio State, and one at the University of Connecticut.

The president of Portland State University took a different approach Friday, announcing a forum to discuss protesters’ concerns and a pause on further gifts and grants from Boeing, after students asked that the school cut ties with the aerospace company.

The University of Southern California canceled its May 10 graduation ceremony Thursday, a day after more than 90 protesters were arrested on campus. The university said it will still host dozens of commencement events, including all the traditional individual school ceremonies.

Elsewhere in New York, about a dozen protesters spent the night in tents and sleeping bags inside a building at the Fashion Institute of Technology.

Protesters also stayed overnight at the encampment at George Washington University. Officials said in a statement that those who remained were trespassing on private property and disciplinary actions would be pursued against students involved in the unauthorized demonstrations.

At Emory University in Atlanta, video that circulated widely on social media showed two women who identified themselves as professors being detained, with one of them slammed to the ground by an officer as a second one pushed her chest and face onto a concrete sidewalk.

University President Gregory Fenves said via email that some videos of clashes were “shocking” and he was “horrified that members of our community had to experience and witness such interactions.”

Fenves blamed the campus unrest on “highly organized, outside protesters” who he said arrived in vans, put up tents and took over the quad. But in an earlier statement, school officials said that 20 of the 28 people arrested were members of the university community.

Since the Israel-Hamas war began, the U.S. Education Department has launched civil rights investigations into dozens of universities and schools in response to complaints of antisemitism or Islamophobia. Among those under investigation are many colleges facing protests, including Harvard and Columbia.
