Does 38 not sound like a lot? Very few bills are ever enacted — most legislators sponsor only a handful that are signed into law. But there are other legislative activities that we don’t track that are also important, including offering amendments, committee work and oversight of the other branches, and constituent services.

We consider a bill enacted if one of the following is true: a) it is enacted itself, b) it has a companion bill in the other chamber (as identified by Congress) which was enacted, or c) if at least about half of its provisions were incorporated into bills that were enacted (as determined by an automated text analysis, applicable beginning with bills in the 110 th Congress).

Bills Sponsored

Issue areas.

Rubio sponsors bills primarily in these issue areas:

International Affairs (32%) Health (13%) Armed Forces and National Security (12%) Government Operations and Politics (10%) Commerce (9%) Taxation (9%) Education (8%) Finance and Financial Sector (7%)

Recently Introduced Bills

  • S. 3869: American Subsidies for American Autos Act of 2024
  • S. 3863: Closing Auto Tariffs Loopholes Act

Most legislation has no activity after being introduced.

Voting Record

Rubio voted yea, rubio voted nay, missed votes.

From Jan 2011 to Mar 2024, Rubio missed 377 of 4,367 roll call votes, which is 8.6%. This is much worse than the median of 2.9% among the lifetime records of senators currently serving. The chart below reports missed votes over time.

We don’t track why legislators miss votes, but it’s often due to medical absenses, major life events, and running for higher office.

Marco Rubio ( Republican Party ) is a member of the U.S. Senate from Florida. He assumed office on January 3, 2011. His current term ends on January 3, 2029.

Rubio ( Republican Party ) ran for re-election to the U.S. Senate to represent Florida. He won in the general election on November 8, 2022 .

Rubio was first elected to the Senate in 2010 to replace retiring incumbent Mel Martinez (R). In the general election, Rubio defeated Kendrick B. Meek (D) and Gov. Charlie Crist (I). Crist had been running in the Republican primary against Rubio but dropped out to run as an independent after polling showed Rubio in the lead. [1]

In April 2015, Rubio announced that he was running for president of the United States in 2016 and said he would not seek re-election to his Senate seat in 2016. [2] Rubio dropped out of the presidential election in March 2016 after coming in second to Donald Trump in the Florida Republican primary. In June, Rubio announced that he would seek re-election to his Senate seat. He won re-election with 52 percent of the vote.

He previously was a member of the Florida House of Representatives from 2000 to 2008, serving as majority leader from 2003 to 2006 and House speaker from 2006 to 2008. Before serving in the state House, Rubio was a member of the West Miami City Commission. [3] Rubio's parents immigrated to the United States from Cuba in 1956. [4]

On May 18, 2020, Senate Majority Leader Mitch McConnell ( R ) announced Rubio as the interim chairman of the Senate Intelligence Committee. Rubio replaced Senator Richard Burr ( R ) who stepped down from the position on May 15, 2020, due to a pending federal investigation . [5]

As of a 2014 analysis of multiple outside rankings , Rubio is an average Republican member of Congress, meaning he will vote with the Republican Party on the majority of bills.

Marco rubio announces committee assignments.

Newly inaugurated Republican Sen. Marco Rubio announced his committee assignments in Washington Thursday, setting the stage for the issues he will focus on in his first years on the national stage.

Rubio, the former House speaker who is now considered one of the rising stars of the Republican Party and already the subject of buzz on the 2012 presidential ticket, will serve on these committees: Commerce, Science and Transportation; Foreign Relations; Intelligence; Small Business and Entrepreneurship.

Im honored to be a member of these important committees that address some of our nations and states most important issues, said Rubio. This committee portfolio will enable me to work directly on policies to promote private-sector job creation, keep Americans safe and maintain our strong standing in the world.

In addition to continuing my work with small-business entrepreneurs Ive met throughout Florida, I am especially encouraged by the fact that these assignments will allow me to work on many issues of great interest to Floridians, including NASA, free trade agreements with Colombia and Panama, our missions in Afghanistan and Iraq, and relations with key allies in our hemisphere and across the world, added Rubio.

With Democratic colleague Sen. Bill Nelson already serving on the Intelligence and the Commerce, Science and Transportation committees, the Sunshine State will have a large seat at the table on those bodies and the issues they cover. Former U.S. Sen. George LeMieux, whom Rubio replaced in the Senate, also served on the Commerce, Science and Transportation Committee.

Rubio insisted that his new committee assignments will help him fulfill the conservative promises he made when he ran against Gov. Charlie Crist, who ran in the general election with no party affiliation, and Democratic nominee U.S. Rep. Kendrick Meek in 2010.

Beyond my committee work, I look forward to delivering on the promises Ive made to Floridians to fundamentally reform the way Washington spends taxpayer dollars, champion free-enterprise policies to help put Americans back to work, and support our men and women in uniform, said Rubio.

Rubio will be sharing the stage with some of the lions of the Senate. The Foreign Affairs Committee is led by former Democratic presidential nominee John Kerry of Massachusetts, while U.S. Sen. Richard Lugar of Indiana leads the Republicans. Kerry will also serve with Rubio on the Commerce, Science and Transportation Committee which contains one of Rubios biggest supporters at the national level -- U.S. Sen. Jim DeMint, R-S.C.
