APPLICATION PROCEDURE 

It is the responsibility of the candidate to verify that she/he fulfills all the eligibility requirements for admission to the PhD program of IIT (ISM) Dhanbad. Please consult the information brochure.

  • Before applying please complete the registration step.
  • After your registration is complete, you will receive an email on your registered email-id for verification. Please verify your email.
  • Use your Registration Number to login to the application portal.
  • Read the instructions carefully.
  • Start your application using the “Apply” tab.
  • Fill in all the details. Fields marked with an asterisk (*) are mandatory.You may write "NA" if you are not able to provide the corresponding data. Please keep pdf files for all documents for your credentials like marksheets, degree certificates, category certificates, etc. ready. They are required to be uploaded before completion of the submission.
  • Please complete the submission by clicking submit.
  • Please save a PDF copy of your completed application. It will be required during the admission process.

(i) Image files of your recent passport size photograph and signature.

(ii) Qualifying Degree Marks-Sheet of final semester / final year (7 th semester / pre-final year marks-sheet for the ‘appearing candidates’ whose final semester / final year results are pending).

(iii) Valid GATE score card as indicated in the application form (for GATE-candidates).

(iv) 2-year’s experience certificate for candidates of Tech. in Mining Engineering/Opencast Mining (wherever applicable)

(v) Caste certificate/EWS income certificate to avail seat reservation under respective reserved category. (The OBC(NCL) certificate as per Annexure I and issued on or after April 1st , 2020 ).

(vi) Persons with Disability (PwD) are required to upload a certificate of disability from the authorized medical board attached to one of the following - Vocational Rehabilitation Centre (VRC) for Physically Handicapped persons/ Special Employment Exchange for Physically Handicapped/ Government Hospital (District and State level).

(vii) Endorsement certificate from the present employer ( for Sponsored candidates ).

(viii) Salary Bank Account statement/Employees' Provident Fund (EPF) statement( for Sponsored candidates working in private firms/organizations )

The admission of selected candidates through online counselling will be provisional after the payment of admission fee.

The candidate is to Report in-person at IIT(ISM), Dhanbad on the scheduled date, time and venue for completing his/her admission. If the candidate fails to report at the admission venue in-person along with the requisite documents in original by that date and time, he/she will not be considered afterwards for admission.

Part time PhD

A research scholar under the Part time PhD Programme will carry out major part or all of his/her research work at IIT Ropar under the supervision of supervisor(s) at IIT Ropar. The feasibility of doing this with sufficient intensity will be an important consideration in admitting the scholar in this category.

The candidate should be employed in a reputed University/Institution/Organisation.

Minimum Educational Qualification:

Admission to this programme is open to the Departments as furnished in the Institute website / Advertisement. Registration under this programme is generally open in the following Departments.

PhD in Engineering: Civil, Chemical, Computer Science, Electrical, Mechanical, Biomedical, Metallurgical and Materials

PhD in Science: Mathematics (Only CFTIs), Chemistry, Physics

PhD in Humanities and Social Sciences: HSS

Minimum eligibility requirements

In addition to possessing the academic qualifications mentioned in the respective departments / centers under regular PhD program, an applicant should fulfil the following requirements also.

GATE or equivalent qualification

Minimum qualification for these candidates is the same as for full-time candidates except that the requirement of qualifying in a national examination (e.g., GATE or equivalent) is waived off

Professional Experience

The candidate should have a minimum experience of 2 (two) years (full time) after B.Tech./M.Tech/M.Sc./M.A. or equivalent as on the date of registration.

Sponsorship/NOC

Part-time candidates are required to submit a “No Objection Certificate” on a proper letterhead from the appropriate authority in the organization clearly stating the following:

1.The candidate is permitted to pursue studies on a part-time basis.

2.That his/her official duties permit him/her to devote sufficient time for research.

3.Facilities for research in the candidate’s field of research in the area in which admission is sought   are available at the candidate’s place of work.

4.He/she will be fully relieved from duty and permitted to reside at the Institute for the period required residency.

NOC in case of change or organization

If the candidate after joining PhD program changes the organization, he should get NoC from the new organization as well.

Minimum Residential Requirement

For part-time candidates from outside, there is a minimum residency requirement of 4 months. DC may specify a higher or lower residency requirement based on the courses recommended as well as the background. The minimum residency period can be completed in parts in the entire tenure of PhD. However, the minimum period of residency for each period should not be less than 3 weeks. The minimum period to be spent in the research work by a student working under part time PhD programme shall be 4 years.

The course work for PhD programme is on offline mode. Candidates should compulsorily attend all the lectures in person.

The University Grants Commission is finalising the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations draft that it proposed in March this year. With the amendments, working professionals will be able to pursue part-time PhDs programmes .

Part-time PhD programmes aren’t entirely new to India and are common in the IITs.

With the UGC’s proposal, more higher educational institutions across the country will offer the programme, which will help professionals who cannot afford to take long leaves to pursue their research.

We explain the eligibility criteria, the requirements for the supervisors and its other provisions:  

What will be the eligibility criteria for enrollment?

The eligibility conditions are the same for both full-time and part-time candidates. The work will also be assessed in the same way as done for the full-time PhD students. In addition to meeting the regular criteria, however, the part-time PhD candidates will also have to produce a No-Objection Certificate or NOC from their employer.

 “Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD,” UGC Chairman M Jagadesh Kumar told The Indian Express .

What are the specifications of the NOC?

Apart from stating that the prospective part-time PhD candidate and employee is permitted to pursue the programme on a part-time basis, the NOC will have to spell out that they will be given sufficient time for research work. 

  The workplace will be required to establish facilities in the employee’s field of research as a doctoral scholar and the organisation will also have to make a submission saying that the employee will be relieved from duty to complete the requisite coursework if required.  

Offices rarely offer facilities for research and there is a requirement for “facilities in the employee’s field of research at the place of work”.  Isn’t the policy too restrictive?  

Prof Kumar said that the proposed part-time PhD policy – with NoCs that are required to be submitted by part-time PhD applicants – is in tune with the best institutions in India such as IITs.  

 “Most industries involved in manufacturing, scientific research  or the IT sector do have some facilities for research such as prototyping, testing and measurement. Such applicants can use the facilities in their place of work and also in the University where they register for part-time PhD.”

He added: “In IITs, students usually work during weekends to use the facilities at the institutions. A similar thing can be done in Universities. Students can also access library e-resources and online computing facilities using secure VPN connection from outside the campus, depending on the IT usage policy of the University.”

Who will guide the part-time PhD candidates?

The part-time PhD student will largely work independently but will work on his or her subject in consultation with the supervisor. At least six months of course work will have to be attended by them full-time. Once they complete the course work, they can carry out research under the guidance of a supervisor using the research facilities either in their own organisations or the research facilities in the universities.

Who will the supervisors be?

Permanent faculty members with a PhD working as Professor/Associate Professors, with at least five research publications in peer-reviewed or refereed journals may be recognized as research supervisors. 

Permanent faculty members working as Assistant professors with a PhD degree and at least three research publications in peer-reviewed or referred journals can also be supervisors under the proposed norms.

Which institutions can offer part-time PhD programmes?

 The PhD regulations shall apply to every University established or incorporated by or under a Central Act, a Provincial Act, or a State Act, as well as every college and higher educational institution declared by a notification in the Official Gazette by the Central Government under Section 3 of UGC Act, 1956.

How will the quality of the part-time programme be ensured by the UGC?

Citing the example of the IITs, where part-time PhDs are common, Kumar says that “they have not seen any degradation in the quality of doctoral work”.

Kumar added that every semester, the part-time PhD candidates would be “required to make presentations and submit progress reports” to the research advisory committee, which is “mandated to make sure that the PhD students carry out research of high standards”.

Can people who have completed an M Phil in the past and are currently employed as working professionals also apply for the programme?

Under the proposed revised regulations, one can join PhD programmes either after a four year UG programme or after a two year Master’s degree. The M Phil programme is being phased out from the  2022-23 academic session. However, if one has an M.Phil degree, the research advisory committee may recommend only 12 credits of course work and not more.

“Their research experience during M.Phil would be helpful just as in the case of the four-year UG honours with research who gain some research experience. In fact, many from scientific research organisations may have some kind of research experience already. That would certainly help them in their part-time PhD programme. Such applicants would also bring a diversity in research problems being studied in the university system,” Prof Kumar said.

Can a techie working with an IT firm apply for a part-time PhD?

Anyone can apply as long as they are regular full time employees, their workplace or organisation is recognised by the concerned University, the applicant submits the required NOC, and fulfils the eligibility criteria for PhD admissions.

IIITS has significant focus on research demonstrated through sponsored projects and scholarly publications. The institute offers MS and PhD programmes in both disciplines.

IIITS envisions to be a globally known institution for IT education, research and development. The Board of Governors of IIITS along with the Senate of the Institute decides upon the norms for admission process of research programs.

General Procedure:

  • Advertisement inviting applicants for post-graduate programs is published on IIITS website.
  • Candidates keen to pursue post-graduate programs need to contact the Academics Office for application form and further details.
  • Admissions are open to all classes, religions, races and genders.
  • The Admissions Committee consisting of faculty and industry experts shortlists candidates based on their education qualifications, grades, academic achievements and work experience.
  • Shortlisted candidates are invited for a personal interview to assess candidate’s knowledge, research and problem-solving skills.
  • Candidates are selected based on their performance in the interview.
  • Communication to selected candidates is sent through mail and the admission list is published on the Institute’s website.
  • Registration happens once the candidate makes the payment towards tuition fee and all the necessary documents are duly verified.

Admissions into postgraduate programs are done twice in a year, during Monsoon and Spring.

PhD (Part-Time)

Part-Time (Industry / Government of India Research Labs such as DRDO, ISRO etc.): At least First class Master degree in the applicable areas or Exceptional candidates having BE / B.Tech in applicable areas. In both cases, the candidate having Master degree should have at least 2 years documented industrial experience in reputed MNCs or Bachelors degree having 5 years documented industrial experience in reputed MNCs.

Admission Process:

Candidates recommended by the Applications Scrutiny Committee will be called to appear for an written test.

The candidates shortlisted based on the written test performance need to appear for a personal interview before the Evaluation Committee.

The merit list for all the candidates in each category (Institute scholarships, industry personnel) is based on the cumulative score in the written test, interview, marks in UG / PG, experience, and publications. Considering the background experience, greater weightage may be given for the interview and other components (such as academic qualifications, research publications / patents, work experience, etc.)

Minimum Qualifications for admission to Part-time and Sponsored (full-time) PhD Programmes

The following eligibility conditions apply for the Part-time and sponsored full-time programmes.

Only employees of Public Sector Undertakings or Government Departments or Research and Development Organizations or Private Industries (approved by Faculty Boards) are eligible for admission to these programmes.

The minimum full-time experience required after obtaining the qualifying degree and as on date of registration, is given below in Table 2:

Minimum qualification for these candidates is the same as for full-time candidates, except that the requirement of qualifying in a national examination is waived.

For part-time candidates from outside NCR (or at a radial distance of more than 50 km from IIT Delhi), there is a minimum residency requirement of 6 months. DRC/CRC/SRC may specify a higher residency requirement based on the courses recommended as well as the background.

Sponsored (full-time) candidates seeking admission to a Ph.D. programme on the basis of study leave, must submit a “Sponsorship Certificate” on a proper letter head from the appropriate authority in the organization clearly stating the following:

Part-time candidates are required to submit a “No Objection Certificate” (NOC) on a proper letter head from the appropriate authority in the organization clearly stating the following:

he/she will be fully relieved from duty and permitted to reside at the Institute for the period of required residency that is essential for completing the course work (this is not a requirement for candidates who are working in NCR or organizations located within a distance of 50 km from the Institute);

that his/her official duties permit him/her to attend required classes as per the Time Table of IIT Delhi;

that his/her official duties permit him/her to devote sufficient time for research;

facilities for research in the candidate’s field of research are available at the candidate’s place of work, in case the proposed Ph. D. research plan requires him/her to use these facilities when the candidate is physically present at this place of work.

Template of this NOC is available on the IIT Delhi PG admissions website. Kindly note that lack of confirmation and clarity on one or more of the above points in the NOC may make prevent the applicant’s application being processed, even if he/she qualify in the interview/screening.

Eligibility

 (1) Candidates who have completed:  i. A 1-year/2-semester master's degree programme after a 4-year/8-semester bachelor’s degree programme or a 2-year/4-semester master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of the educational institution. 

A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.  Provided that a candidate seeking admission after a 4-year/8-semester bachelor’s degree programme should have a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.  OR ii. Candidates who have completed the M.Phil. programme with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of educational institutions, shall be eligible for admission to the Ph.D. programme. 

A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.  AND  Candidates having a minimum of five (5) years of work experience post their highest academic degree shall be eligible to apply. Candidates need to submit a “No Objection Certificate” clearly stating that:  i. The candidate is permitted to pursue studies on a part-time basis. ii. His/her official duties permit him/her to devote sufficient time for research. iii. If required, he/she will be relieved from the duty to complete the course work.  The Pre-Ph.D. course work (eight months duration) shall be compulsory for the candidates admitted to the Ph.D. programme under part-time mode. Total duration of part-time Ph.D. programme shall be for a minimum of three years (including coursework) and maximum of six years.

Selection criteria.

The admission to Ph.D. programme is through a two-stage process;  Online Entrance Test, and personal interview. The Online Entrance Test will consist of objective type questions of multiple choices. The syllabus of Online Entrance Test will consist of questions on Research Methodology and Population Studies/Demography. The test venue will be notified in the Admit Card. Based on the performance in the Online Test, shortlisted candidates will be called for personal interview at IIPS. Final selection will be based on the weighted average of scores of Online Test and interview in person. The Institute will not bear any travel expense of the candidates called for the test/personal interview.

PhD in India- Eligibility Criteria

Getting admission in PhD course is not an easy task, and if you are trying to get admission to any PhD program, check for these PhD eligibility criteria beforehand.

  • The candidate must have completed a Master’s degree i.e. (MTech/ MSc/ MA/ MPhil/ MBA). And it must be a full-time Master’s course from a recognised university by the government.
  • The overall grade point average of the candidate’s Master’s program must be at least 55% (or equivalent).
  • Candidates under SC, ST, and OBC categories will be given 5%- or 10%-mark relaxations. Applicants must present their reservation certificate to use these benefits.
  • The candidate must pass the PhD entrance exam.
  • A No Objection Certificate (NOC) f rom the educational institution or company where candidates are employed is required. Candidates must have job experience in a related field for a part-time PhD.

PhD Course Structure

Step 3 Submit Necessary Documents

Step 4 Pass the Entrance Exam

The college/university needs PhD entrance exam. This exam must be taken after completing the application form. Fill out the form for the entrance exam and appear for it.

Step 5 Pass the Interview

Upon passing the PhD entrance exam, candidates will be invited for a doctoral academic interview. Admission is based on the academic doctoral interview and PhD entrance exam results. Part-time PhD courses for working professionals likely to be rolled out

The regulations allow part-time PhD programmes, provided applicants satisfy eligibility conditions for full-time PhD programmes. The changes will come into effect in the upcoming academic session.

Universities in India will now be able to offer part-time doctoral programmes to working professionals, provided they attend at least six months of the course full time, according to officials at the high education regulator.

The doctoral candidates will have to attend at least six months of course work in full time. The professionals will also need to submit a no-objection certificate (NOC) from employers.

The provision will be a part of the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022, which will soon be notified by the education ministry, officials of the University Grants Commission said on Saturday.

“Their PhD work will be assessed in the same way as done for full-time PhD students. The applicants for the part-time PhD will be working professionals and, hence, they won’t be eligible for PhD fellowship,” UGC chairperson M Jagadesh Kumar said.

The doctoral candidates will have to attend at least six months of course work in full time. The professionals will also need to submit a no-objection certificate (NOC) from employers.

“The applicants for part-time PhD will have to provide a NOC from their organizations stating that the employee is permitted to pursue studies on a part-time basis, the employee is permitted to devote sufficient time for research, facilities in the employee’s field of research are available at the place of work, and the employee will be relieved from duty, if required, to complete coursework,” Kumar said.

Many Indian Institutes of Technology, including the one in Delhi, offer part-time research programmes with similar norms. Officials at several central universities, including Delhi University and Jawaharlal Nehru University, said they do not currently offer part-time PhD courses presently.

“No such provision is there in Delhi University. All PhD programmes are offered in regular, full-time mode to ensure high quality research,” said Rajesh Jha, political science professor at Rajdhani College.

“PhD is a full time course in JNU. However, the university allows teaching and research fellows employed only in Delhi-NCR to register as candidates,” an official said, seeking anonymity. “Working professionals from other fields are not allowed as of now.”

Affiliated universities will be allowed to set their own criteria for the part-time courses. “Since universities are autonomous, the academic councils of the universities will be allowed to decide their own entry qualifications for the part-time PhD programmes,” a UGC official said, seeking anonymity.

The commission had in March issued a draft of the amendments it made to the rules related to doctoral courses, proposing several changes, including making undergraduates who have done four-year programme and with a minimum CGPA of 7.5 eligible for PhD admissions.

The commission is also doing away with the mandatory requirement of publishing research papers in peer-reviewed journals for the submission of PhD theses.

PhD (Doctor of Philosophy) in India–In recent times, pursuing a PhD has become a new normal for many students in India. Every year, thousands of students obtain their PhD degrees and move on to land lucrative job profiles with a handsome salary in their career. PhD is a doctorate academic degree that offers students the highest academic qualification in their field of study. It is a distinct research-based course that is pursued after completing a master’s degree (MA/ MCom/ MSc/ MBA/ MPhil/ PGDM/ PGPM).

  • In his/ her Master's degree, the candidate should have scored at least 55% marks overall (or equivalent grade point).
  • In case the candidate hails from a reserved category household (SC/ ST/ OBC), he/ she will be offered relaxation in minimum marks of either 5% or 10%, depending on the college or university. In this circumstance, the candidate has to furnish his/ her reservation certificate while applying.
  • University/ College mandated PhD entrance examination needs to be cleared by the candidate to ensure a seat for pursuing a PhD.
  • If a candidate wishes to pursue a part-time PhD, In that case, he/ she will have to furnish a NOC (No Objection Certificate) obtained from the educational institute or organization he/ she is currently employed.

  • Prepare for the Ph.D. entrance exams – Ph.D. entrance exams are slightly competitive, especially UGC NET & UGC JRF. Before appearing for the entrance tests, you need to make sure that you have done your homework.
  • Mode of PhD (full-time or part-time) – You also have to make sure about the mode of PhD you want to pursue, i.e., either the full-time format or the part-time format. For a part-time PhD, you need to be a full-time employee of an organization/ university/ college before applying.

  • Step 2 – The online PhD admission form has to be filled on the website of the university/ college. Check the eligibility details mentioned on the official website before applying and ensuring you fulfill all of them. If you don't satisfy the eligibility criteria, your online application form will not be accepted.
  • Step 3 – After filling the online application form, all the necessary documents have to be furnished as required.
  • Step 4–After completing the formality of filling the application form, you will have to sit for the Ph.D. entrance examination as required by the college/ university.
  • Step 5 – After you have passed the Ph.D. entrance test, you will be called for an academic doctoral interview at the university/ college. Your admission depends on how you performed at both stages of the process – the PhD entrance test & the academic doctoral interview. The university/college decides the weightage for each stage.
  • Step 6  – If you clear all the rounds, you will be offered a seat at the university/ college to pursue a Ph.D. in your specialization.
  • Step 7 – Finish all the admission formalities as mandated by the college/ university and start with your studies.

Notice of FY 2025 H-1B Cap Initial Registration Selection Process Completion and Cap Season Reminders

H-1B Initial Electronic Registration Selection Process Completed

U.S. Citizenship and Immigration Services has received enough electronic registrations for unique beneficiaries during the initial registration period to reach the fiscal year (FY) 2025 H-1B numerical allocations (H-1B cap), including the advanced degree exemption (master’s cap). We have randomly selected enough properly submitted registrations for unique beneficiaries projected as needed to reach the H-1B cap and have notified all prospective petitioners with selected beneficiaries that they are eligible to file an H-1B cap-subject petition for such beneficiaries.

Registrants’ online accounts will now show one of the following statuses for each registration (that is, for each beneficiary registered):

  • Submitted:  The registration has been submitted and is eligible for selection. If the initial selection process has been completed, this registration remains eligible, unless subsequently invalidated, for selection in any subsequent selections for the fiscal year for which it was submitted.
  • Selected:  Selected to file an H-1B cap petition.
  • Not Selected: Not eligible to file an H-1B cap petition based on this registration.
  • Denied – duplicate registration:  Multiple registrations were submitted by or on behalf of the same registrant for the same beneficiary. If denied as a duplicate registration, all registrations submitted by or on behalf of the same registrant for this beneficiary for the fiscal year are invalid.
  • Invalidated – failed payment: A registration was submitted but the payment method was declined, not reconciled, or otherwise invalid.
  • Deleted: The submitted registration has been deleted and is no longer eligible for selection.
  • Processing submission:  USCIS is processing your submission. It may take up to 72 hours for all of your case information to show on the case details page. While it is processing, you will be unable to access your draft.

FY 2025 H-1B Cap Petitions May Be Filed Starting April 1

H-1B cap-subject petitions for FY 2025, including those petitions eligible for the advanced degree exemption, may be filed with USCIS beginning April 1, 2024, if filed for a selected beneficiary and based on a valid registration.

Only petitioners with registrations for selected beneficiaries may file H-1B cap-subject petitions for FY 2025.

An H-1B cap-subject petition must be properly filed at the correct  filing location (see H-1B Form I-129 Filing Location Change to Lockbox section below)   or online at  my.uscis.gov and within the filing period indicated on the relevant selection notice. The period for filing the H-1B cap-subject petition will be at least 90 days. Petitioners must include a copy of the applicable selection notice with the FY 2025 H-1B cap-subject petition.

Petitioners must also submit evidence of the beneficiary’s valid passport or travel document used at the time of registration to identify the beneficiary.

Petitioners filing for selected beneficiaries based on their valid registration must still submit evidence or otherwise establish eligibility for petition approval, as registration and selection only pertains to eligibility to file the H-1B cap-subject petition.

New Fees and Form Edition

On Jan. 31, 2024, USCIS published a  final rule   that adjusts the fees required for most immigration applications and petitions. The new fees are effective April 1, 2024. Petitions postmarked on or after April 1, 2024 , must include the new fees or we will not accept them. Additionally, there will be a new 04/01/24 edition of  Form I-129, Petition for a Nonimmigrant Worker . There will be  no grace period  for filing the new version of Form I-129 because it must include the new fee calculation.

What to Know About Sending Us Your Form I-129.

  • We will accept the 05/31/23 edition of this form if it is postmarked  before  April 1, 2024;
  • We will not accept the 05/31/23 edition of this form if it is postmarked  on  or  after  April 1, 2024; and
  • We will only accept the 04/01/24 edition of this form if it is postmarked  on  or  after  April 1, 2024.

We will use the  postmark date  of a filing to determine which form version and fees are correct but will use the  received date  for purposes of any regulatory or statutory filing deadlines.

As a reminder, we recently  announced  a  final premium processing fee rule  that increased the filing fee for  Form I-907, Request for Premium Processing Service , to adjust for inflation, effective Feb. 26, 2024. If we receive a Form I-907 postmarked on or after Feb. 26, 2024, with the incorrect filing fee, we will reject the Form I-907 and return the filing fee. For filings sent by commercial courier (such as UPS, FedEx, and DHL), the postmark date is the date on the courier receipt.

Online Filing and Organizational Accounts

On Feb. 28, 2024, we launched new online organizational accounts that allow multiple people within an organization and their legal representatives to collaborate on and prepare H-1B registrations, H-1B petitions, and any associated Form I-907. Information on organizational accounts is available on the  Organizational Accounts Frequently Asked Questions page.

We also launched online filing of Form I-129 and associated Form I-907 for non-cap H-1B petitions on March 25. On April 1, we will begin accepting online filing for H-1B cap petitions and associated Forms I-907 for petitioners whose registrations have been selected.

Petitioners will continue to have the option of filing a paper Form I-129 H-1B petition and any associated Form I-907 if they prefer. However, during the initial launch of organizational accounts, users will not be able to link paper-filed Forms I-129 and I-907 to their online accounts.

H-1B Form I-129 Filing Location Change to Lockbox

Starting April 1, 2024, H-1B and H-1B1 (HSC) Form I-129 petitions are no longer filed directly with the USCIS service centers. All paper-based H-1B and H-1B1 (HSC) Form I-129 petitions are now filed at USCIS lockbox locations. This includes cap, non-cap, and cap-exempt H-1B filings.

We will reject H-1B or H-1B1 (HSC) petitions received at a USCIS service center on or after April 1, 2024. There will be  no grace period  provided.

USCIS has specific mailing addresses for cases that are subject to the H-1B cap. To determine the correct mailing address, please see our  Form I-129 Direct Filing Addresses  page.

If a petition is filed at the wrong location, we may reject the petition. Rejected petitions will not retain a filing date. If we reject a petition because it was filed at the wrong location, it may be refiled at the correct location, or online. H-1B cap subject petitions may be refiled at the correct location, or online, as long as the petition is refiled during the designated 90-day filing window listed on the selection notice.

No More Pre-paid Mailers

As of March 25, 2024, we are no longer using prepaid mailers to send out any communication or final notices for any H-1B or H-1B1 (HSC) petitions. With H-1B intake now occurring at the lockbox or online, we will not be able to use any prepaid mailers for H-1B or H-1B1 (HSC) filings.

The process of printing and mailing H-1B petition approval notices by first-class mail is fully automated. For petitions filed online, myUSCIS account holders will also receive an email or text message notification in their myUSCIS account when there is a case status change on a case in their account, followed by a paper notice by mail.

Receipt Notice Delays

When we receive a timely and properly filed H-1B cap subject petition, the petitioner (and, if applicable, the petitioner’s legal representative) will be provided a Form I-797, Notice of Action, communicating receipt of the petition. Due to increased filing volumes typically seen during H-1B cap filing periods, there are instances where a paper petition is timely and properly filed by mail, but issuance of the Form I-797 is delayed. If you are a petitioner and have confirmation from the delivery service that the petition was delivered, but you have not yet received a Form I-797 confirming receipt of the petition, you should not submit a second petition. If you have confirmation from the delivery service that the petition was delivered and you then submit a second H-1B cap petition for the same beneficiary, you will be considered to have submitted multiple H-1B cap petitions. This will result in denial or revocation of both petitions.

If more than 30 days have passed since the confirmation of delivery and you have still not received a Form I-797, you may contact the  USCIS Contact Center  for assistance.

If you receive notification from the delivery service, or your tracking information suggests that there may be a delay or damage to the package or that the package was misrouted, you should follow the Delivery Service Error Guidance on the  H-1B Cap Season  webpage.
