How to get OEC from DMW/POEA (Direct Hire)

In January 2022, POEA started using an online system to process the OEC application. You can access it via the DMW/POEA Online Services Portal . You have to sign-up on the e-Registration page, where you can upload all your documents.

You're probably reading this article because you got a job offer abroad, and a foreign company directly hired you. However, the Philippine government has banned employers' direct hiring of Filipino workers for overseas employment. Don't worry; you can still work abroad if you process and complete the required paperwork.

I remember when I was processing my documents; I met someone who would be working as a teacher in Taiwan. However, she was laid off at the airport because she needed the proper documents to work overseas. She got the wrong information and didn't know that she had to process the OEC first before she could legally work abroad. She told me she was crying at the airport and begging the personnel to let her go, but we knew that couldn't happen.

This incident reminds us that we must legally process all our papers before moving. I also did a lot of research because I was a first-time Overseas Filipino Worker (OFW) and had no one to ask what I was supposed to do. I also wrote this article to clarify some procedures others would face.

Before traveling abroad and working in a foreign company, you must get an Overseas Employment Certificate (OEC) from the Department of Migrant Workers (DMW). The DMW was formerly known as Philippine Overseas Employment Administration (POEA). I listed the requirements below and gave an overview of what to do on each step.

How to Process the Documentary Requirements

Processing the POEA requirements comes in two phases - Phase 1 and Phase 2 . To save time and resources, you must have all the necessary documents before going to DMW.

Old process: Once you're ready and have compiled the Phase 1 documents, you can schedule an appointment at POEA Main Office by emailing [email protected]. They will reply to confirm your schedule. You must print the email confirmation because the duty guard will also check it. You can also check how to schedule an appointment at the regional centers or units closer to your place.

New process: As mentioned at the beginning of this post, DMW now handles the processing of documents online . I also posted a simple guide on navigating the Online Services Portal .

1. Passport with a validity period of not less than one (1) year (Advisory No. 42, s2019)

Make sure that you have a valid passport to avoid delays. If you still need a passport, visit the DFA website to schedule an appointment to get a new one or renew your expiring passport.

2. Valid Work Visa, Entry/Work Permit (whichever is applicable per country)

If the employer issues visa assurance or guarantee, the same should be noted/acknowledged by the Government or Immigration Office on the job site.

Check with your employer about how your visa or work permit will be processed. It's either they do it, or you partially do it too. Each country has a different procedure for processing work visas, and they would ask you for additional requirements. You can do your research to set your expectations. Prepare your valid passport because you will need it for the visa sticker.

Some countries don't have their embassy in the Philippines, so others send their documents to the closest Asian country with their destination country's embassy. You may need to submit some requirements at the embassy because a personal appearance is also required. You can confirm with your employer whether they will pay for the visa processing, or you'll have to shoulder the expenses yourself. Most of the time, the employer pays for it. Sometimes, employers also hire relocation agencies to help process the required documents so you can relocate.

3. Employment Contract: Original copy of Employment Contract or Offer of Employment

The employment contract needs to be verified or authenticated by POLO. Inform your employer immediately that this needs to be done because most of them are unaware that the Philippines requires this. It will add a few more weeks to process your paperwork. You can check this article about How to Authenticate an Employment Contract at POLO .

You can check the POLO directory of each country, which includes their contact details. If your destination country is missing from the list, you can contact the nearest POLO to that country to verify if they can also process your contract verification.

For example, there's no POLO in the Netherlands, so I had to do it at POLO Berlin. I also know someone bound to Portugal who had to coordinate with POLO Madrid instead.

In this step, the employer is the one who should contact and coordinate with POLO. While waiting for your authenticated employment contract and visa/permit, you can also start compiling the other requirements.

4. Company Profile, Business license / Commercial registration of the employer

You can ask your employer to provide a copy of their business license/commercial registration. You could get the essential information (About page) from the company's official website or LinkedIn and print it out for the Company Profile.

5. POLO Endorsement Letter addressed to the Administrator seeking exemption from the ban on direct-hiring

This requirement is being processed together with the verification/authentication of the employment contract ( #3 ). Once completed, your employer can arrange a courier so POLO can send the original documents to your address in the Philippines. The shipping would take 1-2 weeks.

6. Additional country-specific requirements:

Canada – Labor Market Opinion (LMO), Labor Market Impact Assessment (LMIA), and Canadian Letter and Employer's Certificate of Registration from ECON (Province of Saskatchewan Executive Council or Saskatchewan Immigration Nominee Program (SINP) approval are required from workers to Saskatchewan instead of LMO

I skipped this step because I was going to Europe. Check with your employer or relocation agency how the additional requirements will be processed. If you have questions, you can ask other OFWs working in these countries.

7. Additional documents to support your job application

The following documents are easy to collate because you already have them. If not, coordinate with your former school or employer to get the following documents:

Certificate of Employment (COE) or Business Permit (if self-employed)

Diploma and Transcript of Records (TOR) or Form 137

NC II / PRC License

Curriculum Vitae / Resume

Check your destination country or employer if they require you to submit the documents with Apostille (previously DFA red ribbon) , such as the diploma and TOR. I got the Apostille copy for some of my essential documents, like the birth certificate, because I needed it for municipality registration.

8. Notarized Statement

How the workers secure their employment with an attached photocopy of the employer's passport/ID and contact details.

The authenticity of the diploma, TOR, COE, and other certificates submitted.

For the affidavit on how the worker secured the job, you must describe how and where you submitted your application, the interview and hiring process, and how you got the job offer.

You must also submit the Affidavit of Authenticity of documents like COE, diploma, and TOR. You can check the sample affidavit below that I used when I processed mine. After making the affidavit documents, go to the nearest public notary in your area and have them notarized. It would cost around Php100 per notarized document.

After completing Phase 1, wait for your name to be listed on the DMW webpage for Direct Hire OFWs with Approved OFW Clearance . It takes almost a week of waiting, but it's worth it once you see your name. Print out the file and schedule an appointment with DMW for Phase 2.

1. E-Registration Account

Visit the DMW Online Services Portal to register in the worker's information sheet. After entering all the required details, go to My Resume and print it out. The DMW staff will take note of the ID number generated for your profile.

2. Compliance Form (if necessary)

This step depends on some terms and conditions outside your employment contract. You have to ask your employer to sign this document. The DMW staff will give you this form if necessary.

For the contract duration, the minimum is one year. If you have an indefinite contract period, DMW will ask you to put three years as the maximum in this document. It's also best to check and pre-assess if your employment contract meets the terms and conditions.

3. Valid Medical Certificate from a DOH-accredited medical clinic authorized to conduct medical exams for OFWs

For the medical exam, make sure that you check the DOH-accredited clinics or hospitals . They constantly update the list, so just Google searches the DOH-accredited clinics for OFWs for the latest list. DMW will not accept medical certificates from other clinics/hospitals that are not accredited.

To save time thinking, I did mine at Supercare Makati , where you can set an appointment online. I got the results within a week. The amount I paid is around ₱2,000-₱3,000. You might need to repeat some tests if they find problems with your medical exam result. The validity of the medical certificate is three months.

4. Pre-Employment Orientation Seminar (PEOS) Certificate

You can complete the PEOS whenever you want to. You can access it for free online; it only requires registering. You must take the eight modules and answer a short five-question quiz at the end of each module to move to the next one. After completing the modules, you will get the PEOS Certificate that you have to print out.

5. Pre-Departure Orientation Seminar (PDOS) Certificate issued by OWWA

You can attend the PDOS after you finish Phase 1 and do it online. There is a registration fee of around ₱400 that you can pay at the POEA cashier. The seminar will only take an hour or two, but you'll get important information to help you prepare before traveling abroad.

If you're doing the PDOS in person, make sure you have a photocopy of your passport because the staff will also ask for it. After attending the seminar, you will finally get the PDOS certificate.

6. POEA Clearance (for employers under Section 124d of the POEA Revised Rules & Regulations)

You must print out and bring the clearance posted by DMW about Direct Hire OFWs with Approved POEA Clearance , with your name in it.

Once everything is settled and you have paid the necessary fees, you will get the Overseas Employment Certificate (OEC). It is a green paper or receipt that the DMW staff will give you after paying all the necessary fees. The immigration officer at the airport will look for this before you are allowed to travel, so keep it.

On your departure day, and if you're a first-time OFW, you would need to first go to the POEA section at the airport (NAIA) for verification because sometimes your details as OFW is not in the Bureau of Immigration system yet. If immigration already has your details, you must no longer go to the POEA desk.

7. Proof of certificate of insurance coverage covering at least the benefits provided under Section 37-A of RA 8042 as amended (Repatriation of Remains/Mortal Remains/in case of death)

Most of the blogs I read suggest the Paramount Life & General Insurance Corporation if you're looking for OFW insurance, so I got mine from there too. You can check their OFW compulsory insurance page for more details and apply online. If you have questions, you can contact them through email at [email protected], and they usually reply immediately during weekdays. You can also give them a call.

You can directly apply for OFW Insurance online. You will immediately get the certificate after completing the payment.

The last time I checked, the costs of their yearly premiums in USD were as follows:

1 year: $ 40

2 years: $ 80

3 years: $ 120

DMW/POEA Fees

At DMW/POEA, you must also pay the following fees: around ₱6000-₱7,000.00 in total. You can check with them about the updated fees too.

POEA Processing Fee = USD 100 or its PHP equivalent

OWWA Membership Fee = USD 25 or its PHP equivalent

Pag-IBIG Contribution Fee = PHP 300

PhilHealth Contribution Fee = PHP 2,400 for one-year coverage (optional)

During the PDOS seminar, the POEA staff informed us that the insurance, POEA & OWWA fees are in USD because the employers are supposed to pay for them. But most of the time, we Filipinos shoulder these amounts to avoid an additional nuisance in requesting the employer to pay these fees.

Please do not give your documents to fixers or anyone claiming they are from an agent who will help you process your papers. I've read forums saying that they're charging a lot of fees. Besides, you can do it yourself.

Time Estimates

Many people have asked me about the time estimate to process everything before they can get the OEC. But this is a tricky question because it can happen differently to anyone depending on different circumstances.

In my case, I was processing mine when the Covid-19 pandemic and lockdown started, so there was a very long waiting time before I could get my OEC. Several offices closed in the Philippines, my destination country, and POLO Berlin.

I've also seen some cases where some workers could not get a visa because the destination country is looking for additional certifications or a college/university diploma that they still need to get.

The medical exam can take a week before you get the results. There were also instances when someone had problems with their medical tests, so they had to wait a little while until everything returned to normal. They had to follow a particular diet, especially for people with high blood sugar or hypertension. The cases are different depending on the health situation of someone.

The visa application differs for each country; you can contact your employer for details. You must also obtain a visa sticker on your passport, which can take about two weeks.

Contacting POLO also takes some time. Give yourself about 2-4 weeks in this step. They also need to send the original documents to your Philippine address, which will take another 1-2 weeks.

The DMW Phase 1 can take 1-2 weeks. As soon as you get the schedule for Phase 2 and you can submit the original documents, there's a great chance you'll get your OEC shortly.

Only book a plane ticket when you have the complete requirements. Give yourself two months or so to process everything else. Refrain from giving yourself a tight schedule where you'll rush, but you'd feel anxious when things are going differently than your plan.

Expenses/Other Responsibilities

I got questions about who should pay for what and who will do what. If it is a similar scenario for others, I want to add them here.

If you're a direct hire, you can do all the DMW/POEA processes yourself. You don't need a local Philippine agency for that.

Usually, the employer would arrange a relocation agency to help you move to the new country. They ensure that you arrive in the destination country with complete legal documents. You'll be in touch with that relocation agency throughout the whole process.

If no relocation agency is arranged for you, ensure you're always in contact with your employer or HR. Keep them updated. Don't be shy or scared to ask questions for clarification, and tell them what else you need to do on your side before you can move to the new country.

The employer also pays for the plane ticket, or you can reimburse it. Some employers will also give you an allowance during your first month in the new country.

Make sure that you have enough savings. Moving to a new country can be overwhelming, especially if they have a high cost of living. The fees are always way more than what you used to pay in the Philippines, so prepare for that and accept that it's the way it is. You may be earning more, but you'll also be spending more.

A piece of advice, don't get anxious or impatient because of the lengthy process. You can do it, and I know you can move to a new country and start working in a new job. Enjoy, and good luck!

Q7: Do you know any agency that can process my OEC?

A: No. I am not affiliated with any agency and I didn't use one. As a direct hire, I have the capability to process the documents by myself.

Q8: How long does it take to process the OEC?

A: It varies. If you have all the required documents ready without any problems, you have a valid visa and a verified employment contract, then you can possibly do it within one month. If you're not sure, give yourself a minimum of two months. This can also take longer depending on the requirements.

Q9: What are the requirements to get an OEC? Is this list updated?

A: The requirements are already described in this blog. They're still the same. The process might be different if DMW made some improvements on their side.

Q10: Where can I submit the requirements?

A: Please sign-up at DMW Online Services ' e-Registration. You can upload the scanned copy of your Phase 1 and Phase 2 documents on this website. This is also where you can see the progress of your application.

Q11: Is there a faster way to get OEC?

A: There's no short-cut in getting the OEC. You need to complete all the requirements and follow the Phase 1 and Phase 2 process. Make sure you have sufficient and complete requirements to avoid delays.

Q12: Can you help me find a job abroad?

CFO is for au pairs, those with partner visa, etc. You have to do PDOS with DMW/POEA if you're a direct hire.

For the compliance form, they normally give it during Phase 2 if they think your requirements are not sufficient.

Hello and good evening. I am done with Phase 1 on the DMW website. It says for approval, and I need to submit requirements for Phase 2. However, I can't provide the PDOS certificate because, according to the CFO, those with work visas (AEWV) bound for New Zealand don't need PDOS. I have an issue regarding my DMW e-registration for direct hire.

Since i already down loaded and finalized all the documents for phase 01. validation are done completed then the DMW evaluator write a letter address and submitted/forwarded to [email protected]

The hardest thing is my documents is not approved meaning denied.

the answer of the clearance officer is ( the Restriction of labor market in Ethiopia.)

I have a valid visa ,valid contract documents and air ticket and other related documents to finalized only the OEC is lacking.

My question is where is the circular memo stated the restriction of labor market in Ethiopia are not allowed to process? How come that my employe…

I think it's best to contact DMW regarding their evaluation and to see where the memo is coming from. I'm not familiar with the memos on different countries and the only thing I can do is to also look it up online, if that information is available.

How to Use POEA Helpdesk Online

The Philippine Overseas Employment Agency (POEA) is the government agency that is established to uphold excellence in employment standards through their various programs and projects that are designed to aid and boost labor processes and make Filipinos job-ready abroad. One of these is a digital helpdesk platform, POEA Helpdesk, that serves as a one-stop site for major concerns that the office caters to.

What is the POEA Online Help Desk?

The POEA Helpdesk is an online platform where OFWs and recruitment agencies can request for technical support and ICT assistance for recruitment, employment, and other labor concerns.

This is made possible through a digital ticketing system which makes for a more systematic and convenient way of providing services to millions of Filipinos in the country and abroad.

This project was first launched in June 21, 2021 and covers registration, management, and support database systems for workers’ registration and the POEA Online Processing System for the Balik-Manggagawa (POPS-BaM) program.

The POEA Helpdesk allows for an easier and hassle-free support service as it removes the fatigue from long lines and physical set-ups out of the equation. But more than that, the onset of COVID-19 cases in the country since 2020 has also made government services more adaptive through the digital wave. This, then, makes processing requests more secure.

Registering through the POEA Helpdesk also allows its users to:

  • Forward their concerns regarding employment and OFW registration in the comfort of their homes or personal spaces;
  • Access other OFW concerns in the same website;
  • Request for updating, editing, and correction of their personal and/or employment information, and;
  • Request for troubleshooting, replacement, and resetting of accounts.

How to Register in POEA Helpdesk Online

The POEA Helpdesk website is as simple as it is functional. It features the government agency’s services on online registration, the revamped Balik Manggagawa program, as well as records management.

A series of steps and frequently asked questions follow the selection of the service and concern, to which users may opt to check and contact a POEA Helpdesk Staff for. Upon the request for a POEA Helpdesk staff, a digital ticket will be sent to the user, which they will use as reference for their service.

A detailed ticketing registration and tracking process is described below:

  • Go to https://onlineservices.dmw.gov.ph/onlineservices/public/OFWtickets.aspx to access the new POEA Helpdesk website. You should be directed to a webpage containing the POEA Helpdesk banner and a welcome note. Click Continue to start the registration process. You will be directed to a webpage containing five major steps of the registration, with the first one being shown in the page.
  • On the Select Service item, select the service you have a concern on. This can be about e-registration or Balik Manggagawa online services, or about records management.
  • On the Select Concern item, select the specific concern you would like to have addressed. Depending on the service, options for concerns may vary.
  • Frequently asked questions (FAQs) will be presented upon submission of the concern. You may opt to check such questions should they be related or relevant to your concern.
  • If the selected concern has been addressed by any one of the consequent FAQs, click Next to proceed to the account identification process. You will be directed to select your account retrieval method.
  • Provide your name and birthday in the account retrieval form to record your concern and verify your registration.
  • Upon submission and verification of account details, you will be directed to the ticketing process. Select the nearest processing site from your location and input your concern details as well as your contact information.
  • Verify all entered information, then click Submit Ticket . The system will be providing you with an electronic ticket which you will use to track your concern.

1. What is the POEA Helpdesk?

4. Why does my concern lead to nothing when I select it in the webpage?

As updates on the integrated website only began on April 30, 2022, its database is yet to be reflected in the website’s features. This means that it will also take some time for all concerns, such as addressed FAQs, to be presented in the newly revamped website. However, should you need further assistance, please directly contact the POEA Manpower Registry Division by sending them an email at [email protected] .

5. What can I do if my concern is not addressed in the presented FAQs?

Should the website’s FAQs and common troubleshooting be insufficient for your concern, you may directly contact POEA through the Manpower Registry Division by sending an email to [email protected] .

6. What about my previous ticket in the old POEA Helpdesk?

Since its establishment in June 2021, all agency helpdesk ticketing systems have been disabled to encourage the use of the online system. Appeals and concerns brought through the old system that haven’t been addressed may be brought once again through the new system.

The POEA Helpdesk aims to be a one-stop site for OFW and manning agency-related issues. Consistent with its thrust to provide and achieve a higher level of efficiency, the POEA has brought in a quick, easy, and convenient way for millions of returning, current and aspiring migrant workers to  pursue their overseas career for the betterment of the country.

This is the rule for overseas recruitment in the Philippines. If there is a job abroad for Filipino workers, you can only apply for it via a local recruitment agency. And that agency must be accredited by the POEA. 

If the agency does not have a POEA license number that means the company you are applying to is an illegal recruiter.

A foreign principal or employer must undergo a process of accreditation through a licensed staffing agency and the POEA , the central governing body for overseas workers in the Philippines.

This is a crucial step that legally authorizes a foreign principal or employer to recruit Filipino workers.

A Job Order refers to the job posting or requisition. A Work Order is specific to that worker and that job. It includes an agreed-upon hourly billing rate, cost allocation, length of assignment, and other elements used to track that specific combination of person and position.

The agency will only contact the qualified applicant when the Job Order has been approved by the POEA and there is already an employer ready to interview and hire applicants.

If you want to work abroad quickly, it is not enough that you apply for overseas job openings. You need to apply for an overseas job opening with an approved job order from the POEA.

What is Considered as a Recruitment Ad?

The POEA states that advertisement for overseas employment shall include the publication of job vacancies in any form of communication, such as press releases, printed materials, or advertisements in radio, television, cinemas, internet, social media and other electronic forms, billboards, moving and human advertisements, and ad boards.

What to Look for Inside an Ad with Approved Job Orders?

1. Name, address and POEA license number of the agency;

2. Name, address, POEA registration/accreditation number and worksite of the accredited principal/employer;

3. Skill categories and qualification standards; and

4. Number of available positions and salaries net of foreign income tax.

What to Look for Inside an Ad for Manpower Pooling?

Licensed recruitment agencies may advertise for manpower pooling when the prospect employer has not secured approved Job Orders yet subject to prior approval of the POEA and compliance with the following conditions:

1. The advertisement shall indicate the phrases using large font sizes in the ad:

  • “for manpower pooling only”
  • “no fees in any form and/or purpose will be collected from the applicants”
  • “beware of illegal recruiters and human traffickers”

2. The advertisement shall specify the following:

  • name, address and POEA license number of the agency
  • name and worksite of the prospective or accredited principal/employer
  • the skill categories and qualification standards

Who can Advertise for International Recruitment?

Accredited principals or employers may advertise overseas job vacancies only through POEA-licensed recruitment agencies or through the Administration.

Even after the function and power of seven different agencies had been consolidated into what is now known as Department of Migrant Workers (DMW) , a lot of rules promulgated by the POEA regarding the recruitment and deployment of OFWs remain in place. Having said that, the rules relating to direct hires between foreign employers and Filipino workers remain unchanged as well.

The Department of Migrant Workers (DMW), formerly known as the Philippine Overseas Employment Agency (POEA) , is a government agency mandated to protect the rights and welfare of overseas Filipino workers (OFWs) .

In this article, we delve further into the rules regarding the POEA Online Processing System for direct hiring (POPS-Direct) of Filipino workers. We rounded up all the common questions and answers relating to the Direct Hire Ban mandated by Article 18 of the 1974 Philippine Labor Code.

Frequently Asked Questions Regarding POEA Online Processing System for Direct Hires (POPS-Direct) and Direct Hires in the Philippines

In this guide, we checked everything there is to know about the DMW (formerly POEA) mandates for prospective foreign employers and directly hired overseas Filipino workers (OFWs) in the Philippines.

1. What is direct hiring for overseas employment?

Direct hiring, as the name suggests, refers to the process of recruiting and hiring employees directly, without going through or getting the assistance of a licensed recruitment agency in the Philippines. (RA 10022, GBR No. 3, Series of 1994 and Memorandum Circular No. 7, Series of 2003).

2. Why is there a Direct Hire Ban?

In accordance with Article 18 of the RA 10022 of the 1974 Philippine Labor Code, direct hiring of Filipino workers by foreign employers without going through a licensed recruitment agency in the Philippines is generally prohibited, except for select instances. This ban was also reiterated in the provisions of RA 8042.

According to these laws mentioned earlier, any foreign employer intending to hire an OFW must recruit through Philippine-licensed employment/recruitment agencies. As mentioned earlier, however, there are exemptions to the ban and these exemptions were enumerated in the POEA Memorandum Circular No. 8, Series of 2018. The same lists all the categories of employers who are exempted from the ban on direct hiring, and are therefore allowed to employ OFWs without going through an agency. It also provides the specific guidelines on how these employers can proceed with the registration of their direct hires with the DMW.

3. Who are exempted from the Direct Hire Ban and are allowed to directly hire workers?

According to the POEA Memorandum Circular No. 8, Series of 2018, the following employers are allowed to directly hire Filipino workers:

  • Members of the diplomatic corps;
  • International Organizations (ex. United Nations, ASEAN);
  • Heads of state and government officials with the rank of at least deputy minister; and
  • Lower-ranked members of the diplomatic corps and international organizations or heads of state and government officials, but only if their requests to directly hire Filipino employees are endorsed by the Philippine Overseas Labor Office (POLO), or the Head of Mission, if the POLO is not available;
  • Professionals and skilled workers with duly-executed and authenticated contracts that says that the terms and conditions of such are over and above the standards originally set by the POEA. Note that for cases like this, employers are not allowed to hire over five (5) professionals and skilled OFWs if they are hiring for the first time. For the purpose of determining the number, workers who are hired as a group, as in the case of music bands or dance groups, are counted as one; or
  • Workers hired by their own relatives or family members who are permanent residents of the host country. Note that this does not cover domestic workers like live-in caregivers, care workers, or household service workers. For domestic workers who are to work for family members or relatives, employers may refer to the terms and conditions of the POEA Memorandum Circular No. 5, Series of 2018 for their reference.

4. What documents should be presented by the direct hire worker?

Workers who are hired directly by foreign employers who are exempted from the Direct Hire Ban must present the original copy along with one (1) photocopy of the following documentary requirements. These documents will be used by DMW for the evaluation, processing, and issuance of a DMW/POEA Clearance and Overseas Employment Certificate (OEC).

Here are the required documents from direct hire workers – regardless if they are Professional, Skilled, or Household Service Workers:

  • Verified original employment contract;
  • Passport, with validity of at least six (6) months before the date of intended departure from the Philippines;
  • Valid work pass or In-Principle Approval (IPA);
  • Certificate of medical fitness to work issued by a DOH-accredited medical clinic for OFWs;
  • Proof of certificate of insurance coverage covering at least the benefits provided under Section 37-A of the amended Republic Act 8042;
  • Notarized statement by the worker on how the job was secured, along with a photocopy of the employer’s passport/ID and contact details; and
  • Certificate of attendance to OWWA’s Pre-Employment Orientation Seminar (PEOS) and Pre-Departure Orientation Seminar (PDOS).

5. Where can a worker process their employment documents as a direct hire?

Armed with the documentary requirements for direct hire workers, Filipinos who have secured overseas jobs as direct hires are required to go for an online evaluation via the POEA Online Processing System for Direct Hires (POPS-Direct). They can then choose their preferred processing site and make an appointment.

To get started, direct hires must:

  • Visit the DMW website at https://www.dmw.gov.ph/.
  • From the homepage, scroll down and click on the Online Services tab.
  • Click the Direct Hire Processing card and you will be redirected to https://onlineservices.dmw.gov.ph/OnlineServices/POEAOnline.aspx.
  • On this page, you may make an appointment by clicking the Make Appointment button.

Note that once the appointment is made, the direct hire applicants may proceed to the Window Counters of the Direct Hire Assistance Division (DHAD) or the DMW Regional Centers and Units that they have selected in their appointment scheduler.

6. How does an employer or their authorized representative process the registration of their direct hires?

For employers or their authorized representatives who will be processing the registration of their direct hires, these are the steps you need to take to do so:

  • Set an appointment.
  • Original copy of the Employment contract signed on each page by the employer or the authorized representative. Note that the contract must contain terms and conditions, which are over and above the DMW employment minimum standards. Note: Please check Section II b & c of the POEA Memorandum Circular No. 8, Series of 2018 for the DMW minimum standards and additional standards for professionals and skilled workers.
  • Most recent photocopy of company profile
  • Most recent photocopy of company Accounting and Corporate Regulatory Authority (ACRA) of the current year
  • Most recent photocopy of business license or commercial registration of the employer
  • Photocopy of the worker’s work pass, be it an E-Pass, S-Pass, Work Permit for Non-Domestic Worker, or an IPA;
  • Photocopy of data page of the worker’s passport showing at least six (6) months of validity before the date of intended departure from the Philippines
  • DMW Compliance Letter;
  • Confirmation;
  • Proof of Payment of the Verification Fee
  • Once the documents are verified, you may collect them along with your POLO endorsement letter on the indicated claim date
  • You will then have to send the verified documents to the worker who is being directly hired in the Philippines

7. How long will it take before the worker can secure an Overseas Employment Certificate (OEC) through the Direct Hire Process?

As per the POEA Advisory No. 3A Series of 2022, evaluators have to give feedback within the seven (7) working days of ISO Process Cycle Time for the approval of the request for clearance from the direct hire ban. It may, however, vary depending on certain circumstances like the following:

  • For employers who are either members of the diplomatic corps; international organizations; heads of state and government officials with the rank of at least deputy minister, the direct hire OFW may be given an appointment for OEC issuance within a day or two, or as requested once the complete Phase 2 documentary requirements are uploaded.
  • For workers whose employers belong under MC No. 8, Series of 2018 – Item d2 or those who were allowed by the Office of the DMW Administrator, the DMW Clearance from the ban on direct hiring is prepared for approval when complete documents are submitted for Phase 1 Online Evaluation. Once they receive the Approved Clearance from the Direct Hire Ban, the status in the POPS Direct will indicate “Approved.” Only then can the direct hire OFW can move forward to upload their Phase 2 documents. Once the complete Phase 2 documentary requirements are uploaded, the OFW may be given an appointment for OEC issuance within the day or the next day or as requested by the OFW.

8. How will OFWs know that their application for POEA clearance from the direct hire ban is approved?

POPS-Direct will provide the worker with the status of the direct hire application for clearance from the direct hire ban. They will also have a notice of approved clearances for direct hires posted in the DMW website.

9. How long is the validity period of an OEC?

An OEC is valid for two (2) months or a total of sixty (60) days from the date when the OEC was issued. Note, however, that while it has a long validity period, an OEC can only be used once for a single exit from the Philippines.

10. Why do we need to verify, authenticate or get acknowledgement for an apostilled employment contract?

This question is best answered by quoting Part III, Rule I, Section 95, Paragraph 2 of the 2016 Revised POEA Rules and Regulations governing the recruitment and employment of Land-based Overseas Filipino Worker (OFW):

The clause reads,

“Verification shall refer to the procedure being conducted or applied by the Labor Attache to ensure that all the employment rights, benefits and welfare of Filipino migrant workers at the worksite are duly protected. The Labor Attache shall also ensure that the employment contracts of overseas Filipino Workers are consistent with the prevailing employment laws, standards and practices in both the Philippines and the host country, and that the documentary requirements for overseas employment as required by the Administration are complied with.”

Having said that, it seems that the verification process is more about confirming compliance than anything else. It’s a way for the Labor Attache to do their job and ensure that the OFW, though directly hired, will have the protection of the government even when they do not have agencies to run to in times of trouble.

11. Where should the employment contract be verified or authenticated?

Under the Memorandum Circular No. 8, Series of 2019 published on 29 August 2019, the employment contract needs to be verified by the Philippine Overseas Labor Office (POLO) if there is a POLO over the jobsite for countries which are signatory to the Apostille Convention. If there is no POLO in the destination country, then it will need to be acknowledged or authenticated by the Philippine Embassy/Consulate in the country which is to be the OFW’s jobsite.

12. How will it be determined if an employer has already hired five (5) directly hired workers?

The best way to find out if the foreign employer has already hired the allowable number of direct hires is to check for it via the POEA Verification System. The system should show the data of all workers directly hired by their employer. Note that this is of particular importance since an employer is only given a one-time opportunity to directly hire five (5) workers. Their succeeding workers to be recruited shall then be required to go through documentation in partnership with a Philippine-licensed recruitment agency.

13. Can employers with expired/canceled accreditation to a licensed recruitment agency directly hire?

Yes. Employers who previously had accreditation with a Philippine-licensed recruitment agency may be allowed to directly hire workers, if and only if their accreditation has expired or was canceled. Based on MC No. 8, Series of 2018- Section VIII on Non-Exemption for Employers Accredited with a licensed Philippine Recruitment Agency (PRA), this can only be allowed one year after the accreditation has expired or was canceled.

14. What is a Pre-Employment Orientation Seminar (PEOS)?

The Pre-Orientation Employment Seminar (PEOS) is a mandatory requirement for aspiring OFWs. It is an online seminar that doubles up as a tool to educate the aspiring migrant Filipino worker about what it is like and what to expect when applying for work overseas. This online seminar which can be accessed through the DMW website, www.dmw.gov.ph under the Online Services tab. After undergoing the PEOS online seminar, the worker will need to print out the PEOS certificate which is part of the requirements for the Direct Hire Phase 2 process.

15. What is the E- registration for?

The DMW E- registration is an enhanced online registration that every aspiring OFW must go through. This registration provides the OFW with a reference number for the encoding of the OFW’s Overseas Employment Certificate (OEC) and is also accessible via the Online Services tab in the DMW website, www.dmw.gov.ph.

16. What is a compliance form?

A compliance form is a form issued to a direct hire employer when the employment contract they provided to the worker lacks any of provisions required by the standard DMW employment contract. Once issued, the employer has to sign and stamp the compliance form with the company seal or logo, and it will then become part of the worker’s employment contract. The Compliance Form is required to be submitted during the Phase 2 – Direct Hire Process for the OEC issuance.

17. What is the legal basis of the mandatory life insurance coverage for OFWs and its benefits?

The mandatory insurance coverage for OFWs is made legal by the provisions of the Migrant Workers Act, otherwise known as the RA 8042. According to the law, the mandatory insurance offers benefits to cover for the following situations:

  • Death: Loss of life due to accident;
  • Permanent Total Disablement due to an Accident;
  • Permanent Partial Disablement due to an Accident;
  • Accident Medical Expenses Reimbursement;
  • Repatriation of Remains – Expense Reimbursement.

Note that the Certificate of Life Insurance shall be required for submission as part of the documentary requirements during the Phase 2 – Direct Hire Process for the OEC issuance.

18. When is the worker allowed to take the Pre-Departure Orientation Seminar (PDOS)?

Once the OFW has submitted all the documentary requirements, secured the OEC, and is already in the process of preparing for deployment, the POPS-Direct system will recognize that the OFW is ready and will provide the registration form to take the Online PDOS given by the Overseas Workers Welfare Administration (OWWA). The form will be emailed to OWWA and the OFW will be given an online schedule to take the PDOS.

19. When must the worker secure a medical certificate?

The would-be OFW is encouraged to secure a medical certificate when the approved DMW clearance is released. That way, there won’t be any delay in submission upon reaching the Phase 2 of the direct hiring process. Note that for the medical certificates, only those issued by a DOH-accredited clinic for OFWs is acceptable for the issuance of an OEC.

20. When should a worker’s flight be booked if employment documents are processed through the direct hire facility?

According to the provisions of the Advisory No. 38 Series of 2018, flight bookings, departure schedules, and itinerary should only be finalized and confirmed by the employer once the DMW Clearance (formerly POEA Clearance) is issued to the worker. It also states that the availability of a booked airline ticket is not required during the evaluation.

21. How much does an OEC cost?

The cost for the issuance of OEC varies depending upon the US Dollar conversion rate. Nevertheless, OEC costs and related fees are as follows:

DMW OEC Processing Fees (DOLE D.O. 28, s. 1992) – $100 OWWA Membership Fee (RA 10801 IRR Rule IV Sec. 8) – $25 Pag-IBIG Contribution (RA 9679 IRR Rule V Sec 1d Memorandum Circular No. 06, s. 2010) – Php 100 per month PhilHealth (PhilHealth Circular 2016-0031) – Php 2,400

22. What is a DMW OFW Record?

DMW OFW Record refers to the full documentation that the DMW has of an OFW once an OEC was issued at the DMW Main Office, Regional Offices, Extension Units or BM Mall Processing Centers.

23. What are the documentary requirements needed by the Bureau of Immigration (BI) from an OFW at the airport terminal?

The Bureau of Immigration (BI) requires the following documentary requirement from the OFW before allowing him to leave the Philippines for his jobsite abroad:

  • Passport with a validity of at least one year at the time of submission for evaluation, as mandated by the POEA Advisory No. 42, Series of 2019
  • Valid Work Visa/Entry or Work Permit
  • POLO-Verified or Philippine Embassy Authenticated Employment Contract

What is bm online.

Balik-Manggagawa Online Processing System, or BM Online, is an internet-based service that allows vacationing or returning OFWs to get an OEC anytime without going to a POEA office. 

UPDATE: From June 30, 2021 3 , the BM Online system will be replaced by the POEA Online Processing System for Balik Manggagawa (POPS-BaM) . It has the same functions but fixes bugs from the previous BM Online system.

Why Should OFWs Use BM Online and POPS-BaM?

BM Online and POPS-BaM are the returning OFW’s one-stop shop for OEC applications.

From creating an account and filling out forms to issuing OEC, everything (except for over-the-counter payment) is completed online.

This is why using the BM Online and POPS-BaM systems is much faster than applying personally at the POEA office. Especially during Christmas, when OFWs usually return home, securing an OEC takes longer at POEA branches.

Online OEC application is also cheaper —you don’t have to spend money commuting and buying food.

Additionally, if you lost your copy of the OEC, you have a digital copy through the online system that you can reprint as necessary .

If you decide to apply at the POEA, you’ll still have to use BM Online or POPS-BaM to book an appointment. Only OFWs with an online appointment can get an OEC at the POEA.

Despite its imperfections (i.e., downtimes, navigational issues, etc.), the benefits of BM Online and POPS-BaM still outweigh their flaws.

Who Can Use the BM Online System and POPS-BaM Systems?

The BM Online and POPS-BaM systems cater to the following types of balik-manggagawas :

  • OFWs on leave – Overseas workers in the Philippines for a vacation but still have an existing employment contract and will return to their employer.
  • Re-hires – OFWs who returned home after their job contract ended but will work again with the same employer because of the contract renewal.

If there are changes in your employer, job site, and employment position, you can still use the POPS-BaM, but for appointment purposes only 4 . You must be physically present at the Department of Migrant Workers’ (DMW) office to get your OEC.

To get an OEC online, returning OFWs should have the following:

  • Work visa/work permit
  • A record in the POEA database, meaning any OFW who the POEA has previously issued OEC at any of its offices/centers, including the POEA main office, extension units, regional offices, BM mall processing centers, and POLO offices abroad
  • Previously issued OEC under the same employer.

However, suppose you don’t meet these eligibility requirements for online OEC processing. In that case, you can still use BM Online or POPS-BaM to set an appointment for regular processing at your preferred schedule and POEA site .

How To Get OEC Through BM Online Processing System: 8 Steps

UPDATE: As of June 30, 2021, OFWs without an existing BM online account can no longer register under the old BM online system. You will be redirected to the new POPS-BaM system instead. For a step-by-step guide on how to use the POPS-BaM System, go here .

1. Go to the BM Online Processing System

Click here to access the BM Online system. The address bar on your browser should show “https” (not “http”) with a padlock icon so that your personal information is protected from hackers.

2. Create a BM Online account

Here’s what you should do to sign up for a BM Online account:

  • Enter all the required details under “New User?” Create a password with at least six characters and a combination of letters, numbers, punctuation marks, and uppercase and lowercase letters.
  • Click the box next to “I’m not a robot.”
  • Click and accept the “Terms of Service.”
  • Click the Sign Me Up button. A pop-up message will appear to confirm the successful creation of your account.
  • Check your email for a message from the POEA. Click the confirmation link to activate your account. A pop-up message will appear to confirm the successful activation of your account. Click the Okay button.

3. Log in as an “Already Registered” user

Type your registered email address and password Under “Already Registered?” Then click the Login button.

The OEC Number Verification pop-up will be displayed. Enter your last issued OEC number and click OK . You can find it on the upper right of your previous OEC (see image below).

The BM Online System needs this number (your most recent transaction record with the POEA) to retrieve your records and current employment information.

If you lost or forgot your latest OEC number, click on the link in the pop-up box to set an appointment.

If the system shows “no record found,” you’ll be automatically redirected to the Appointment page. This means your personal appearance at the POEA is required for your OEC processing. Click here for the steps to set an OEC appointment.

If your latest OEC number matches your POEA record, the BM Online system will ask if you’re returning to the same employer and job site. Click Yes to confirm and proceed with your online OEC transaction. However, if you have a new employer or job site, click No to set an online appointment for OEC processing.

4. Upload your photo

After confirming your return to the same employer and job site or clicking the link for appointment setting, you’ll be taken to the My Profile page.

On the upper left corner, hover your mouse over “Change Photo” and click Upload Photo .

You’ll see a pop-up message about the appropriate photo to upload. After reading it, click the Upload Photo button.

Click the Choose a Local File button and select a picture from your computer folder or Facebook profile.

Choose your most recent photo showing your entire face (like your passport photo) to avoid inconvenience at Immigration. This photo will appear in the system and will be used by the Immigration officer to verify your identity during your departure day. 

If the file size is larger than 1MB, edit your photo using an online image size reducer, or look for another photo with a smaller size.

Click the Open button to upload your photo. You may crop the photo if needed.

Lastly, click the Done button.

5. Fill out the online forms

You must complete three forms on the My Profile page: Personal Data, Contract Particulars, and Legal Beneficiaries. Fields with an asterisk ( * ) are required, so don’t leave them blank.

First, accomplish the Personal Data form. When you’re done, click the Save Changes button.

The system will display a summary of your details. Review them and make any necessary changes by clicking the Edit button.

Under the Personal Data summary, you’ll find the Contract Particulars form. Provide your employment details. On the Salary field, enter just the numbers without a comma. When you’re done, click the Save Changes button.

A summary of your employment information will appear. Review it and edit any incorrect detail if needed.

Under the Contract Particulars summary, fill out the Legal Beneficiaries form. You can include more than one dependent by clicking the Add Beneficiary button. After adding each dependent, click the Save Changes button.

6. Provide your flight schedule

Click the Acquire OEC or Exemption button. Then enter your flight schedule (in MM/DD/YYYY format) when you return to your country of employment. Click the Submit button.

A pop-up will ask you to confirm that you’re returning to the same employer and job site. Click Yes .

Another confirmation pop-up will appear to ask you to certify the truth and accuracy of your provided information. Click the Acquire OEC button. 

7. Pay the OEC fee

Click on your preferred payment method. You have four options:

  • Over-the-counter through banks 
  • Over-the-counter through non-banks
  • Online Banking
  • Mobile Payment ( GCash )

A Payment Confirmation pop-up will appear. Click Yes .

If you chose Mobile Payment, type your 11-digit Globe number and click the Pay button.

You’ll be directed to a Dragonpay page if you choose another payment method. Click on your preferred bank or payment center from the list in the Source drop-down menu .

Next, click the Select button. The reference number and amount to be paid (PHP 100 processing fee + PHP 19.50 service fee = PHP 119.50) will be shown. To receive the payment instructions, click the Send Instructions via Email button.

Check your email for the instructions from the BM Online system. Please read and follow them carefully. Make your payment on or before the deadline stated in the instructions.

You may ask a family member or trusted friend in the Philippines to pay the OEC fee on your behalf. Just be sure to forward the payment instructions to your representative.

If you made an over-the-counter bank deposit, recheck the payment instructions on your email within the same day and click on the link provided to validate your payment.

Your payment will then be processed. Wait for a confirmation email until the next banking day.

8. Print your OEC

Log into your BM Online account once your OEC payment has been confirmed. Click My Transactions on the left panel of the page and then the Print OEC button at the rightmost part.

Your OEC will be displayed. Click the Print Receipt button.

Print three copies of your OEC, which you’ll submit to the Manila International Airport Authority (MIAA), Tourism Infrastructure and Enterprise Zone Authority (TIEZA), and Immigration counters during your departure day.

The OEC printout can be in black and white if the copies are clear and readable.

How To Transfer Your BM Online Account to the New POPS-BaM System

Since the old BM system has been decommissioned since June 30, 2021, transferring your account from BM online to the new POPS-BaM System is highly recommended. The steps you must follow differ depending on whether you have an e-registration account at the POEA online services website.

1. For Balik-Manggagawa workers WITH EXISTING e-Registration accounts

Log in to your e-Registration account by first entering your email. Once you’ve entered your email, the text box will change. You can now enter your password to log in to your account.

Step 3: Go to the My Profile section and update your information

If your details are complete, including passport and beneficiary details, you will be taken to the page where you can apply for your OEC.

2. For Balik-Manggagawa workers WITHOUT e-Registration accounts

Step 2: Since you don’t have an account yet, click on the Register button

Step 3: read and accept the terms of use & privacy statement.

Make sure to use the same information that is shown on your passport. Also, don’t forget to read through the Paalala section.

After clicking the Register button, the system will ask you to double-check your details and confirm everything is correct. Click on Yes once you are done.

Your account has been successfully created, and a temporary password will be sent to your email. Click on the Home button to return to the POEA online services website .

Do not create a new account if you did not receive any confirmation to your registered email. It is advised to file a concern ticket at the POEA helpdesk to address this matter.

Step 5: Click on the Let’s Go button again in the e-Registration section to open the login section

You can now log in using the email you used to register.

After entering your email, the text box will change, and you can now enter the temporary password sent to your email.

Step 6: Change your password to a new permanent one

Choose a strong password that has both letters and numbers, and that has at least eight characters. Make sure to write it down in a safe place in case you forget.

Step 7: Go to the My Profile section and update your information

In particular, you must enter your passport and beneficiary details and upload your passport and profile photos.

Step 8: Wait for 24 hours for the automatic record matching of your name and birthday from the previous BM online records

IMPORTANT: If you don’t wait 24 hours or don’t have an old BM online record, POPS-BaM will forward you to the BM appointment page.

If your records are not updated after 24 hours, go to the POEA Helpdesk section of the POEA online services website and click on Transfer Old BM Records .

Using this page, you can manually match your old records to your new account by inputting the name and birthday shown on your previous OEC.

Step 9: Log back in and go to the Balik Manggagawa Module at the link on the dashboard page

If your details are complete, you will be taken to the page where you can apply for your OEC.

How To Get OEC Online Through POPS-BaM: 5 Steps

As of June 30, 2021, you can only get your OEC online through the POPS-BaM system if you don’t have an existing BM online account.

1. Login at POEA’s Online Services Website

Log in at the POEA Online Services Website ’s e-Registration section. Please use the guide in the above section if you want to transfer from BM online or register as a new user.

IMPORTANT: For newly created e-Registration accounts, you need to wait 24 hours for the automatic record matching of your name and birthday from the previous BM online records. If you don’t wait 24 hours or don’t have an old BM online record, POPS-BaM will forward you to the BM appointment page after step 4.

2. Go to the Balik Manggagawa Module

Go to the Balik Manggagawa Module at the link on the dashboard page.

If your My Profile details aren’t complete, an error message will appear like the one pictured below.

If you get this error, click the Home button to return to your dashboard. Then go to your “My Profile” page and update the necessary details.

Make sure every field has the required information, including height and weight. The system will not proceed unless you’ve filled them.

Accomplish the “Identification” portion by uploading your valid IDs and passport. Upload only your latest passport to prevent any problems during the application. 

Finally, complete the “My Family” portion. You must enter at least one beneficiary in this portion.

You can return to the Balik Manggagawa Module if your details are complete. You’ll see this page as pictured below. Click on the Next button.

3. Enter your flight schedule

You will be asked to input your Flight Date on the next page. Make sure to read the reminders before proceeding. You must apply online for an OEC within 60 days from your departure date.

Click on the Next button once you are done.

4. Review or edit your contract details

You only need to review the information if you have an existing “Contract Details” record in the system.

After that, you will be asked the following questions:

  • Are you returning to this employer?
  • Are you returning to this job site?

You can proceed to the next step if you answer yes to both.

However, if you don’t have an existing record or need to change your contract details, you must enter the new contract details between you and your employer.

After completing the form, you will be taken to the BM Appointment page instead. Note that you won’t be able to get your OEC until you visit a POEA office. So choose the location that is most convenient for you.

Here, you can review the details of your OEC and print it using the Print OEC button.

Tips and Warnings

1. get an oec not earlier than 60 days before your departure date.

An OEC is valid for 60 days from the issue date or until the OFW’s work permit expires, whichever comes first. 

If you get your OEC too early—like more than two months before your scheduled flight back to your host country—it’s already expired by the time you show it to Immigration.

So plan your OEC application carefully, taking into consideration your flight schedule. Get your OEC less than 60 days before your departure date.

2. For expired OECs, you can get them revalidated at the airport before leaving the country

OFWs who have expired OECs due to community quarantines, lockdowns, or travel restrictions here in the Philippines or their destination country can have their OECs revalidated at the Labor Assistance Centers (LAC) 5 in the different international airports in the Philippines.

You would need to submit to the LAC the following:

  • Original copy of expired OEC
  • Copy of employment contract
  • Copy of valid work permit or visa
  • Valid passport

Once the LAC has verified the OEC, they will stamp it ‘Cleared,’ and you will now be able to pass immigration with a valid OEC.

3. Use English characters only

When filling out forms on BM Online or POPS-BaM, avoid typing non-English characters like Chinese, Korean, Japanese, Arabic, etc. This will cause a delay in your OEC processing. So make sure to enter English characters only.

4. Choose online banking or GCash to pay the OEC fee

Paying for your OEC through the Internet, like GCash or online banking , is more convenient and straightforward than over-the-counter channels. 

Many OFWs question the usefulness of BM Online, complaining about the hassle of going to a bank or payment center when faster methods are available. Enrolling in GCash or your bank’s online banking service won’t cost you anything and won’t take much time, so why not try it?

Explain your concern and provide your full name and birthdate. If you send an email, attach an image of your passport and work permit or ID.

You may also file a concern ticket 6 via the POEA online services website to recover your forgotten E-registration (POPS-BaM) account details. Proceed to the “DMW HelpDesk” section of the website and then click Create Ticket . 

For the “Select Service” dropdown menu, select online services ERegistration. Meanwhile, for the “Select Concern” dropdown menu, select Account Problem, then “Forgot Ereg Details.”

Select “I forgot my ERegistration Number and Email Address” and enter your complete name and birthday. Afterward, complete your ticket details by selecting a processing site near you and entering your concern details (tell them you forgot your E-registration credentials). Finally, upload your passport (<2 MB) and click Submit . 

You will get your ticket number shortly after submission. Use this to inquire about the status of your concern.

6. You can’t get multiple OECs online

You can get an OEC—whether through BM Online, POPS-BaM, or at the POEA—only once each time you return to the Philippines. Getting more than one OEC simultaneously is not allowed.

Before you apply for another OEC, you have to use your existing OEC first.

7. You can’t use your BM Online account if you don’t confirm your email address

Confirming your email address is necessary for activating your BM Online account. Doing so will prove to the POEA that you’re the actual owner of the email address.

If you don’t confirm it, your account will become inactive. To activate your account, check your email for a message from the POEA and click the link with it.

8. No need to go to a POEA office after getting an OEC online

Once you secure an OEC online, no additional steps are needed. No need to submit any documents, too. 

Bring three copies of your OEC to the airport on your departure day.

9. If you need to get an OEC offline, you still need to set an appointment online

POEA offices nationwide still process walk-in OEC applications. However, you must still sign up for a BM Online account and set an appointment online before visiting a POEA branch.

2. I’m not eligible to get an OEC online. How can I make an appointment for regular processing at the POEA office?

You can secure an appointment through POPS-BaM. The POEA Online Processing System for Balik Manggagawa, or POPS-BaM, is POEA’s new system that will replace BM Online. It has the same functionalities but has been rebuilt from the ground up to have fewer bugs and errors. o set an OEC appointment through POPS-BaM, follow these steps .

3. Can an OFW travel without an OEC?

No. All OFWs (whether re-hires or new hires) departing from the Philippines must get an OEC. The OEC serves as an exit clearance, which means Immigration won’t allow you to leave the country without it. This document also exempts you from paying travel tax and terminal fees.

4. How long is the validity of an OEC?

The OEC or OEC Exemption Number is valid for 60 days from the date of issuance.  As a  balik-manggagawa , you’re required by POEA to secure this before you return to your employer. 

5. Can I use my OEC more than once?

No. The OEC or OEC Exemption Number is for single use only. It can’t be re-used after you’ve presented it to Immigration.

6. Should I get an OEC or BM exemption each time I return to the Philippines?

Yes. Even if you’re exempted from getting an OEC, you still need to use the POPS-BaM system to get a BM Exemption Number each time you return to the Philippines. 

The system determines if you’re exempted based on your POEA record and then forwards the OEC exemption to the Bureau of Immigration, so you’ll be cleared of your departure formalities. 

7. Can I change the email address/password I used for account registration?

You can no longer change the email address you used in signing up for a BM Online or POPS-BaM account. Your registered email address is your permanent user ID to access your account.

The password can be changed, though . Here’s how:

First, enter your email in the e-Registration section. After that, the text box will change for password entry. Below the text box, you will see the  Forgot Password  button. Click on that and follow the instructions to change your password.

8. I am returning to the same employer and job site with a previous OEC. But why was I redirected to the Appointment page?

This means you’re disqualified from getting an OEC online. 

The following OFWs cannot get an OEC through BM Online (even if they’re returning to the same employer and job site with a previously issued OEC):

a. Included in the POEA’s watchlist b. Hired by an employer in the POEA’s watchlist c. Undocumented workers such as former tourists, OFW dependents, and students who got hired abroad (also known as TNT or  tago nang tago ) d. Former seafarers who have become land-based workers e. Returning to any of the following restricted countries (due to unstable peace and order situation, poor economic and working conditions, and/or non-compliance to the Migrant Workers Act): *Afghanistan *Burundi *Chad *Chechnya, Russia *Cuba *Haiti *Iraq *Iraqi Kurdistan region *Libya (Tripoli City and nearby areas only)  *Mali  *Mauritania  *Niger  *North Korea *Palestine  *Rwanda  *Somalia  *South Sudan  *Sudan (except for Khartoum and the Kenana Sugar Plantation)  *Syria  *Ukraine  *Yemen  *Zimbabwe

Suppose you fall under any of those categories and you’re redirected to the Appointment page (or you get “no records found”). In that case, you must set an online appointment and go to the nearest POEA office or POLO to apply for an OEC.

9. How do I print my OEC exemption?

No need to print your  BM exemption number , as the BM Online system automatically transmits it to the Bureau of Immigration. When you go to the Immigration counter, the officer will access your exemption number. 

10. I lost my copy of the OEC. What should I do?

You won’t be allowed to get a new OEC to replace your lost copy. If you got your latest OEC through a walk-in application, go to the POLO in your host country and submit a  notarized Affidavit of Loss . Request also for a certificate with details on your last issued OEC. 

To prevent it from happening again, use the BM Online system to get an OEC next time. This way, you have an online copy of your OEC and print it when you lose your copy.

11. How long does it take to process OEC in POEA?

OEC processing alone should take  only 10 to 15 minutes  at the POEA office if you booked an appointment online, submitted complete documents, and there’s no issue with your profile details. That doesn’t include the waiting time in line. However, processing will take longer if your documents are incomplete or there’s a discrepancy or error in your details online.

12. How do I avail myself of the travel tax and terminal fee exemption?

OFWs can avail of travel tax and terminal fee exemption. Present to the airline counter (for travel tax exemption) and MIAA counter (for terminal fee exemption) the  original and photocopy  of any valid document that proves your overseas employment:

a. Work visa/Work permit b. Employment contract c. Employment certificate d. Company ID e. Latest payslip

You’ll also have to present your airline ticket invoice with the code “LI International,” so you’ll be exempted from paying the terminal fee.

13. Can I get an OEC at the airport?

Only OFWs on an emergency leave of one week or less, or those with visas expiring within the next seven days with confirmed flight booking, can get an OEC on their departure date.

If this is your case, get an OEC at the Labor Assistance Center (LAC) at the NAIA, Cebu-Mactan, or Davao International Airport. OECs issued by LACs at airports are valid for only one day and cannot be reused.

14. I forgot to get an exemption number online and am already at the airport. What should I do?

You may still get your  BM Exemption Number  online even during your departure day. Use your smartphone and connect to the internet using mobile data (Connecting to the public Wi-Fi at the airport could be risky, as hackers might access your confidential information).

However, suppose you’re already at the Immigration counter. In that case, the officer will refer you to the POEA Labor Assistance Center (LAC) for evaluation to determine if you may be cleared for departure or must submit additional documents. 

To facilitate your departure, the LAC officer will encode your personal data, including your name, birthday, position, employer, and job site. Once you get the clearance, you’ll be asked to return to the Immigration counter for your final departure.

15. Is it okay to go home to the Philippines without OEC?

Although you need an OEC to depart from the Philippines, it’s not needed when you fly back home. Thus, you don’t need to get an OEC to travel back to the Philippines. However, you should  apply for a new OEC  or  get an exemption  through the new  POPS-BaM System  while on vacation in the Philippines before you return to your host country. This way, you won’t experience problems with Immigration at the airport on your departure day.

OFWs must present their OEC at the airport when they leave the country to work abroad. As an exit clearance, this POEA-issued document can be used just once to exit from the Philippines.

Ideally, you still have your previously issued OEC, so you can easily get a new OEC online. The last-issued OEC number is required for verification when you secure an OEC online. If you lost or forgot this number, the system will prompt you to  set an appointment for in-person OEC processing  at the POEA office.

Furthermore, if there are changes in your employment contract (new employer/jobsite/position), it’s advisable to get it POLO-verified before returning to the Philippines. You can still go home without this verification, but it won’t be easy to get OEC here in the Philippines (and return abroad) if your new contract is not POLO-verified. 

16. How can I get an OEC as a direct-hire OFW?

The OEC application process for direct-hire OFWs differs from that of agency-hired workers. First-time direct hires can’t use  BM Online or POPS-BaM  because it’s only for returning OFWs. The process for direct hires is also longer and more complicated because the government has to ensure that their employment rights will be protected.  Please read our complete guide for more information .

17. How can I get an OEC outside the Philippines?

Through the new  POPS-BaM website , you can apply for an OEC online wherever you are. If you need to go to a physical office, you can also use the website to book an appointment at your nearest POEA office. They have locations around the Philippines, in NAIA terminals 1 and 3, and in other countries such as Singapore and New Zealand.

If you have a new employer, job site, or position, you must verify your Employment Certificate before applying for an OEC. If this is your case, it is advised that you get your employment contract POLO-verified first before returning or vacationing to the country.

18. How can I change my information on POPS-BaM?

If you want to edit your name, birthdate, and gender in the POPS-BaM E-registration, submit a ticket to the DMW Helpdesk. 

Step 1: Visit the  DMW Online Services portal   Step 2: Click  Create Ticket  under the Helpdesk section Step 3: Click  Continue  > Select  “Online Services : E-Registration” under the Service dropdown menu > Select “Edit Account Problem – Name, Birthday, and Gender” under the Concern dropdown menu > Click  Next Step 4: Select “I know my ERegistration No/I know my registered Email Address/I forgot my E-registration number and Email Address” Step 5: Enter your E-registration number or registered email address Step 6: Pick the nearest processing site > Enter your Concern Details and your contact number Step 7: Attach your passport (< 2 MB) > Click  Upload Step 8: Submit the ticket and click  Yes  to confirm

You may copy your ticket number for inquiry purposes in case there are delays in the processing. If you’re going to change your employer, job site, or employment position indicated on the site, you have to set an appointment.

19. I have to cancel my current OEC because of some changes (e.g., a change in flight schedule, incorrect flight details, company name/agency, contract details, etc.). How can I do this so I can get a new one?

You may submit a ticket requesting cancellation 7 through the DMW Helpdesk . For the “Select Service” dropdown menu, pick “Online Services Balik-Manggagawa.” Meanwhile, for the “Select Concern” dropdown menu, pick “BM-OEC Cancellation.” 

Click Continue under the FAQ section. Then, select one under the “Let’s find your account” section. Afterward, complete the details of your ticket by entering the following:

a. Processing site near you b. OEC number of the one you want to cancel c. Concern (indicate that you wish to cancel your OEC and explain why) d. Contact number

Finally, click Submit .

Make sure to follow up on the status of your concern using your ticket number. If there’s still no response after a few days, setting an appointment with the POEA is suggested. 

20. I have a new employer, but my former employer’s name is indicated in my current OEC. What should I do?

In this case, your OEC is considered outdated because of your employer’s name mistake. Since you’re not with the same employer anymore, you cannot apply for an OEC online. Thus, you must set an appointment with a POEA/POLO branch to process your OEC.

Furthermore, you must submit your new employment contract (indicating your new employer’s name) for POLO verification. This is a prerequisite before getting your OEC.

To get your new employment contract POLO-verified, prepare the following documentary requirements (for professional/skilled workers and domestic workers) 8 :

a. Employment Contract (with Addendum for professional/skilled workers) b. Work Permit c. Passport Data Page d. Affidavit of Employer on COVID-19 e. Secretary’s Certificate (for professional/skilled workers only) f. Business or Employer’s Information Card g. Employee Information Card h. Copy of valid ID i. Proof of employment (e.g., recent certificate of employment, valid ID, payslip)

The list of requirements above serves as an overview only. Note that POLOs might have different requirements, so it’s best to ask them about this .

Once you have completed the requirements above, send them to a POLO office if you’re still outside the Philippines. Note that the verification fee depends on the POLO office where you’ve submitted the documents. The office will also inform you how to claim the verified Employment Contract (either via courier or pickup). 

21. Why is the BM online system website inaccessible?

Online OEC applications and appointments are now via POPS-BaM of the POEA online services website. For this reason, the BM online system is now unavailable for any OEC-related transaction.

Step-by-Step Guide to POEA E-Registration

What is poea.

POEA is short for the Philippines Overseas Employment Administration. It is a government organisation responsible for facilitating Filipino citizens to be employed overseas.

What is the POEA e-Registration System?

The POEA e-Registration System records information of workers who plan to work overseas. Registering through the online platform is essential to getting a job overseas as it is mandatory for all OFWs prior to their exit. Applicants will receive a registration number after the registration process has completed.

Besides registering for overseas employment, the POEA e-Registration System offers various functions:

  • provide information about job vacancies in other countries
  • provide job vacancies with POEA-licensed recruitment agencies
  • notify applicants on the status of job applications
  • verify transactions status
  • collect processing fees
  • accept requests for the registration of principals or employers
  • accept applications to  Overseas Employment Certificate  (OEC)
  • provide viewing of employment contracts

How to register on the System?

Before you start with the registration, you’ll need the following things:

  • A laptop or desktop computer (or mobile devices)
  • Stable Internet connection
  • Scanned / digital copy of your passport-sized photo (2″ x 2″)
  • Photo or scanned copy of the first page of your Philippine passport

We advise you to use a computer over a smartphone as the system is not optimised for mobile devices. The texts can become very tiny, which makes it difficult to read. Nevertheless, you can still make use of zooming and scrolling to navigate through the system on your mobile devices.

Step 1: Register and activate account

Visit the POEA e-Registration website. Click the  "Register"  button at the bottom of the landing page. (See red circle.) You will then be directed to the Terms of Use and Privacy Statement page. Read it and select "I Accept Terms of Use".

Read the important notices on the left of the page. Then, fill in your personal particulars including your name, gender, email address, date of birth, passport number and passport expiry date. You can choose to leave the suffix name field blank, but you must fill in other fields. Hit  “Register”  after finishing the form. You will see a message saying that your registration is successful. You will have to go to your email inbox and use the Initial Password to log in for the first time. You will then need to create a new password right away. Confirm your password and click "Change password".

Step 2: Upload profile picture and passport

Now that you are logged in, choose  “Attach Profile Picture” to open the upload-photo window. Then, click "Choose File" to choose a picture of you as the profile picture. Click "Upload" afterwards. The photo has to be:

  • Passport Size
  • Less than 2 MB JPG/JPEG file
  • Clean and clear

Next up, click  “Attach Passport” to attach a photocopy of the first page of your passport. Similarly, click "Upload" once you have found your picture from your device.

Step 3: Create profile

Next, you want to create your profile. Go to the “My Profile”  tab on the left menu, and input your personal information requested.

Then do the same when you click “Add New Identification”. You will need the following information to fill in the form:

  • OWWA ID or OFW e-Card
  • Seaman’s Book (SIRB)
  • PhilHealth ID

In the "My Family" section, enter the details of your beneficiaries. Select “Update Profile” when you are done.

Step 4: Add education info

Click “My Education” under "My Profile" on the left menu. In here, you will have to input your educational attainment, certificates, trainings, and language. Choose the academic level you attained, and in which year. Also, select the school you attended and the subject you studied. Enter their names into the “Others” field if you are not able to find them in the drop-down menu. Hit  “Save”  after you have finished. There is no limit to the number of educational attainments you put.

In the "Certificates", you can upload your TESDA certificates and those from educational institutions. Remember to click  “Save ” after you are done with entering the details of the certificates, which include the title, certificate number, issuing agency or institution, date of issuance, etc. Likewise, enter the details of the training you may have and which languages you can speak. Hit "Save" after finishing each section.

Step 5: Add work preference and experience

Navigate to the “My Experience” shown in the left panel. Click "Add Preference", then choose the class, search for the position, then select for Industry, preferred country, and category.

Add your work experience by clicking the “Add Experience” button. Fill in the name of the company, as well as your position, dates of employment, and country. If you are currently hired in a company, you can check the box which says “Present Work” .

Step 6: Upload documents

You are almost there! Go to  “My Documents”  through the left panel. Select  “Add Document”  to add relevant documents like NBI clearance, medical certificate, and offence clearance. Choose the document type, the issue date, and expiry date. Hit the  “Save” button afterwards.

Step 7: View and print resume

You are good to go! You can click the “My Resume”  tab to view and print your information sheet. Click the  “Print Resume”  button on the top-left-hand-corner to print the resume.

POEA Balik Manggagawa Online Processing Requirements

Get your Overseas Employment Certificate (OEC) with the new Balik Manggagawa Online Processing System. We listed the requirements on this article to help fellow overseas contract workers.

POEA has launched the Balik Manggagawa Online Processing System, and many OFWs are very happy about it. POEA has modernized its online services. This one has been one of their helpful and great features because it makes processing OEC (Overseas Employment Certificate) much easier, faster, and more convenient.

OFWs can now print out their OEC appointment in the comfort of their own home or anywhere, anytime, provided with access to this amazing online facility.

The POEA has announced on social media that some previously-issued OECs by POLO (Philippine Overseas Labor Offices) have still not been entered and enrolled in the system as this online facility has only had its soft launch.

Who can use POEA Balik Manggagawa Online Processing?

This online service is available only for OFW on vacation, rehired, or returning to the same employer abroad and with existing records in the POEA database.

That means, if you’re a newly registered OFW, you cannot yet use this facility unless you are in the Philippines or somewhere else vacationing and you’re returning to your former boss abroad, and you have already registered yourself at the POEA database.

POEA balik manggagawa online processing requirements procedure

No worries if you are a returning OFW but do not have existing BM records, you may proceed to the BM Appointment page instead for the processing of your OEC (Overseas Employment Certificate).

Balik Manggagawa Online Requirements and Procedures:

  • Go to bmonline.poea.gov.ph
  • Sign up and register as a new user if you don’t have an online account yet. Don’t forget to tick the box to accept agree with the Terms of Service .
  • POEA will email you a confirmation message containing a link. You must go to that link in order to log in at the BM portal using your username and password.
  • Enter your last issued OEC Number . If you are a new Balik Manggagawa, you must select the link to set an appointment online.
  • Complete name
  • Passport Number
  • Passport expiration date
  • Visa validity date
  • Birth date and birth place
  • Civil status and gender
  • Philhealth number
  • Pagibig number
  • Telephone, mobile number and email address
  • Mother’s full maiden name
  • Name of Spouse
  • Double check the info you have entered and click the SAVE button. You can also make edits if you have done some typos.
  • Name of Employer/Company
  • Country of Employer/Company
  • Address, telephone number and email address
  • Salary, currency, and salary period (monthly etc.)
  • Position and contract duration
  • Last Departure date
  • Last Arrival date
  • Fill out your Legal beneficiaries and Qualified Dependents
  • Proceed to the next step. Enter your expected flight schedule . Note that you should have a valid visa and that your passport must have at least 6 months validity from the date of your departure.
  • You will now have to select a POEA branch for your appointment schedule.
  • Select the date of your appointment and proceed. A copy of your appointment will now appear. Check everything and print it out. Attend the appointment for your OEC processing in the POEA branch you have chosen.

So easy right? If you are already an existing BM online account holder, you can log in already next time you get your OEC online.

Hello, i am already registered online but i have a new employer. I have been hearing that for people with new employer, the contract should be authenticated (red ribbon) first by the Philippine embassy then authenticated again by the Foreign Affairs of the country where the OFW is working. I am confused because there are some who just went back and they said no need for the authentication but there are also others who said that there is a need for the authentication. Does that mean it depends on the satellite office where you’re going for your appointment?

Hi. Error encountered in the login page is ‘Opps! something went wrong please contact your administrator’. We tried (1) to reset the password (2) create a new account with the same email addr (3) create new acount with a different email address. Same results for all 3.

This is for our helper who had been with us for 16 yrs. She goes on vacation every 2 years. In 2016, she was able to use this online service.

Hi Necy. I was told by the Balik Manggawawa Division that I need to wait until the current OEC exemption has expired before I can secure for a new one. Medyo tight yung time for me kasi 5 Jan (i guess midnight) mag expire tapos flight ko is very early morning of 6 Jan. Hopefully walang maging problema getting a new one online.

Hi Ashley. From what I understand, pwede ka mag acquire ng new exemption online from the 4th of January onwards, not earlier than that. The system will not allow you daw to secure a new oec exemption while may valid ka pa na oec. Hope that helps.

You have to go to POEA office and have it reset. There are some technical problems now – so if its urgent that you need an OEC – just drop by the offce of the POEA

I applied for my mom’s OEC online, (she’s leaving today) then the pop out says she’s exempted and valid until 08-24-2018 but her return flight to Saudi Arabia is on 08-2-2018..

Ofw po ako from saudi arabia at 10 yrs na po akong nagwowork sa same employer ko landmark arabia.. nagbakasion po ako nitong March 25,2018 at babalik ng may 22,2018 same employer. Pero bat po ganun ini expect ko n exempted ako sa balik manggagawa kso biglang nag direct sa appointment binago ko lng nmn ung jobsite ko kc nalipat ako ng location but same employer.

Open contract po kame at wala akong maipapakita sa poea na contract letter.. at wala din akong pinapakitang contract letter dati pa man sa poea.. pero isa to sa requirement pramkakuha ng bbm sa ortigas.

And then u can upload this saved photo to the BM online and crop it Taking a photo with ur phone to directly upload won’t work. And importing from library too.

I suggest mag-apply lang ulit sa BM online right after the date of your OEC expiration date. Madali lang naman at makikita na agad ang OEC exemption number. Basta same employer and same jobsite. If in case same employer pero different jobsite, still mention na same employer pa rin kasi parang it’s a group of companies lang maituturing. Stay safe and enjoy your vacation mga kabayan!

I guess when you mean ’employer’ it’s the company name, regardless of who’s the Director. The names of employees normally change, pero not the company name. If same employer (or company name) naman I guess it’s just alright.

I tried to log in BM online at kumuha po ko ng acquire OEC they just give me the reference number. It was on June 8 but my flight is on July 18 and I will be back in abroad on August 28. In my transaction it state only June 8 but there’s no expiration date. I’m just worried kac nag start ng june 8 yung log in ko I’m until august 28 sa pinas so it’s 82 days already..

This week, I’ve been trying to get my OEC as I am due to go back to work overseas on July 21, 2016 but when going thru the payment, it goes to network error. I had been using GCASH before but now. All 4 modes of payment (Bank- over the counter, banks online, mobile & non-banks over the counter) are not working.

I went to POEA Trinoma last April 8, 2016 to get my OEC but wasn’t able to pay immediately. I went to Bayad Center today to pay and handed the piece of paper given to me at POEA Trinoma with the Reference Number written on it. When the cashier clicked my record, it appeared that my transaction expired on January 01, 1970. Is there any other way for me to pay and get my OEC? I am flying back to work on May 01, 2016. Is re-applying of OEC allowed. I was issued a 2-month duration OEC and I was not able to use it due to come issues and it already has expired. I still have a valid residence visa by the way. I just never heard that an OEC can be renewed if unused.

Taga Catanduanes po ako. Nagtratravel at nagistay overnight sa legazpi just to pay may owwa & oec. Malaking tulong sa aming mga taga catanduanes ang oec bmonline pero kung kelangan ko parin magtravel sa legazpi para sa owwa payment parang wala ring pinagkaiba. Masasayang parin ang dalawang araw na bakasyon para sa owwa & oec payment. 🙂

OEC numbers from embassies/consulates are not link to bmonline. Only OEC numbers that you applied in Pinas POEA and from bmonline.ph are valid and will be found by the System.

Hanggang sa first step lang ako. After that di na maka proceed sa next step. Mga taga POEA paki ayos system nyo nakakahiya kayo pati kami napeperhuwisyo sa mga yabang ninyo.

Bakit ba hindi pwedeng walk in.Dati naman ang bilis last year nang kumuha ako sa Noma.Hindi naman sobrang dami ng kumukuha n OEC bakit may apointment pa.

Why are you so worried about OEC if you are going back to the Philippines, you will have plenty of time to acquire your OEC while on a holiday in the Philippines. OEC is only required when you are leaving the Philippines to go back to your work abroad.

Exactly what I was thinking! I was filling out the online forms for my parents and it took me a couple of days to finish due to the confusing questions and bugs. The website wouldn’t accept the photos I tried to upload which had very minor edits (i.e. color contrast) so I had no choice but to upload poor quality photos of my folks. Then I get the email confirmation on their email saying they should’ve brought their original copy of their contracts when they came home for vacation. Crazy, indeed!

ahh sa website po ng poea pagkatapos nio mag fill up ng form u will be directed to proceed on the next step which is to upload a photo right? This is where the problem starts now here’s what u have to do.. on the bottom of the form there’s where it says to click to upload a photo.. now as I experienced it myself it didn’t work several times so what you have to do is once u filled up your information on the upper right top corner katabi ng profile may isa pang uling button saying “next step” yan po ang iclick and it will just go through to upload the pic..

2. Piliin ang “Create Ticket” at ang wastong service at concern para sa malinaw at agarang solusyon
