Mayor bowser announces new investments in high-impact tutoring and reimagining high school.

(Washington, DC) – Today, at the DC High-Impact Tutoring Summit, Mayor Muriel Bowser previewed Fiscal Year 2025 (FY25) investments in two programs with track records of increasing student achievement and increasing attendance: the high-impact tutoring (HIT) program and the District’s Advanced Technical Center. The highlighted investments are part of more than $2.7 billion in local investments to support public schools, sustain high-impact tutoring, and expand the number of students served by the Advanced Technical Center.     “Our public schools continue to be a bright spot in the story of DC, and with this budget we are making strategic investments in two programs that have a proven track record of improving attendance and increasing student achievement: high-impact tutoring and the Advanced Technical Center,” said Mayor Bowser. “These are investments that represent our commitment to equity as well as our commitment to investing in the pillars of DC’s Comeback: Downtown, public safety, and public education.”

At the summit, Mayor Bowser shared the following FY25 investments:

  • $4.8 million to continue high-impact tutoring 
  • $5 million to support the reimagination of high school, including programming at the existing Advanced Technical Center in Ward 5, dual enrollment expansion, and the Advanced Internship Program and Career Ready Internships
  • $17 million to open a new health clinic, in partnership with Children’s National Hospital, to provide health care services and training for students at the existing Advanced Technical Center in Ward 5
  • $600,000 to open a new Advanced Technical Center at the Whitman-Walker Max Robinson Center in Ward 8 

Earlier this year, the Mayor announced a 12.4% increase to the uniform per student funding formula (UPSFF) foundation level for FY25. The $341 million increase will help cover increases in compensation from recently negotiated collective bargaining agreements and mitigate the loss of one-time federal and local pandemic recovery funds. In FY25, the UPSFF will also include increases to the weights for at-risk students, alternative students, and adult students, ensuring a greater proportion of dollars go to students with the greatest needs.   “This year’s education spending reflects our commitment to doing more with what we have and investing with evidence, investing based on need, and investing for the future,” said Deputy Mayor for Education Paul Kihn. “These highlights and the entire proposed FY25 budget double down on our focus to accelerate learning, keep children safe and sound, and build pathways to college and career so that every student in our system succeeds.”    The high-impact tutoring (HIT) initiative, led by Office of the State Superintendent of Education (OSSE), was established by the Bowser Administration to accelerate learning for students and to address long-standing academic disparities. The goal of the three-year HIT program is to scale high-quality high-impact tutoring to reach 10,000 public-school students in the District, or approximately 10% of the student population, with a focus on serving students designated as at-risk. Currently, OSSE is on track to exceed that.    Preliminary findings from research conducted by the National Student Support Accelerator at Stanford University provide evidence that high-impact tutoring has positive attendance benefits for DC students. The District is also seeing early signs of academic impact as well, with at-risk students who receive the appropriate amount of high-impact tutoring nearly 7% more likely to achieve their growth goals than at-risk students receiving less tutoring, according to interim assessment data.    The Advanced Technical Center, a central piece of the Bowser Administration’s efforts to reimagine the high school experience for DC students, provides career-focused high school students with an opportunity to acquire professional skills, earn industry credentials, and gain college credits in high-demand, high-wage careers such as cybersecurity and general nursing, that set them on a pathway to the middle class. 

The Advanced Technical Center launched as a pilot on the Trinity Washington University campus in August 2022, and then opened this school year in a new permanent home, centrally located at the Penn Center in Ward 5. The program has seen growing interest and demand, with enrollment surging from 96 students from eight different schools in the 2022-23 school year to 191 students from 15 different schools in the 2023-24 school year. The 2022-23 class earned an impressive 740 college credits, valued at over $570,000 in college tuition. In January, Mayor Bowser announced that OSSE received a $4.1 million Career Connected High School Grant from the Biden-Harris Administration to expand access to the District’s Advanced Technical Center.

IRVINE, Calif. (AP) — An explosion during an indoor training exercise Wednesday sent 16 members of Southern California’s Orange County Sheriff’s Department SWAT team to the hospital, with one person requiring surgery for a leg injury, the department said.

Two others had superficial wounds while the remaining 13 had dizziness and ringing in their ears.

The blast occurred shortly before 1 p.m. at the facility in a remote area of Irvine, said sheriff’s Sgt. Frank Gonzalez. It was not immediately clear what caused the explosion, but it happened during a training with the sheriff’s bomb squad, he said.

The most severe injury was a non-life-threatening leg wound that will require surgery, Gonzalez said. The two other wounded deputies won’t require surgery, he said.

Helicopter news footage showed a small one-story building encircled by yellow police tape surrounded by grassy fields.

No FBI personnel were injured, said bureau spokesperson Laura Eimiller.

The FBI Special Agent Jerry Crowe Regional Tactical Training Facility south of Los Angeles hosts firearms training and qualifications tests for the bureau and local law enforcement agencies, Eimiller said.

The FBI will lead the investigation, Gonzalez said.

Breaking Down D.C. Defenders Final Training Camp Cuts, Regular Season Roster Set

The D.C. Defenders have announced their final training camp cuts 10 days before their 2024 UFL season begins March 31 at the San Antonio Brahmas. The team had to trim their squad down from 58 to 50 players. 

The following players have been placed on waivers:

ZaQuandre White, RB, South Carolina

It didn't take long for the Defenders to part ways with the recently acquired White. The former Birmingham Stallion joined D.C. just a few days ago. But with Cam'Ron Harris firmly entrenched as the team's starter and Darius Hagans in tow as his backup, white lost out on making the initial roster, likely due to Pooka Williams's versatility as a wide receiver and returner. 

Kentrell Brice, S, Louisiana Tech

Brice started nine games for D.C. last season, recording 21 tackles, one interception and a half-sack. The well-traveled free safety was in a tough competition in camp, competing with All-XFL safety Deontay Anderson and two experienced NFL vets, Montae Nicholson and D.J. Swearinger. 

Matthew Carrick, G, Michigan State

Carrick also ran into a numbers game. He is one of two offensive linemen let go at final cuts, as D.C. keeps nine players upfront. The Defenders selected Carrick in the XFL rookie draft in 2023. 

Jordan Evans, LB, Oklahoma

The veteran linebacker missed the cut after D.C. selected him in the UFL Dispersal Draft process. The former Seattle Sea Dragons defender has dealt with adversity in his career since his NFL days in Cincinnati. The Defenders are skewing younger at the off-ball linebacker spot heading into the regular season.

Jazz Ferguson, WR, Northwestern State

For now, the Defenders are moving forward with six wide receivers. Jazz Ferguson, who was hopeful of playing a second straight season for D.C., loses out to team newcomers Keke Coutee, Vyncint Smith, Kelvin Harmon, Ty Scott and Chris Rowland. Only one wideout, Brandon Smith, is a returnee from last year's receiving corps. 

Greg Long, T/G, Purdue

Long's versatility to play inside or out didn't aid him in making the cut, especially since the Defenders actively added two new linemen in the later stages of camp: Yasir Durant and Jahmir Johnson. 

Tariqious Tisdale, DL, Mississippi

At 6-foot-5, 285 pounds, Tisdale certainly has value as a defensive end or inside tackle. But with the Defenders carrying four defensive tackles and five players who can play on the edge, Tisdale is an odd man out in a very deep front. 

Tim Ward, DE/EDGE, Old Dominion

It's one of the more surprising cuts, but not if you examine the configuration of D.C.'s defense. Although standout players like Davin Bellamy and Trent Harris are listed as linebackers, they are genuinely edge rushers from that position. A spot that Ward would play. Malik Fisher, Andre Mintze and Derick Roberson also fall under that edge tweener category. 

Regular Season Roster Update

Although these are considered "final cuts," there's no such thing in pro football. Unlike in a video game, you can't turn injuries off. So, some of these players could cycle back to the Defenders as time progresses. 

On top of that, some of the players who have made the initial 50-player roster could see their status change before the season arrives. Through a trade, or D.C. could claim a player released by one of the other seven UFL teams. 

Roster turnover in pro football is inevitable; only 26 players who played for the Defenders team in 2023 are back a year later. D.C. has a lot of new blood as they attempt to finish the job this year and winning a championship.
