Atmanirbhar Bharat Abhiyan

Atmanirbhar Bharat Abhiyan (Self-reliant India Mission) is a campaign launched by the Central Government of India which included an Rs.20 lakh crore economic stimulus package and several reform proposals.

As part of the relief measures in the aftermath of COVID-19 , the Prime Minister announced a special economic package and gave a clarion call for “ Atmanirbhar Bharat ” or “Self-reliant India”.

He noted that this package totals Rs 20 lakh crore, including the government’s recent announcements on supporting key sectors and measures by the Reserve Bank of India, which is equivalent to almost 10% of India’s GDP .

The meaning of the term ‘ Atmanirbhar Bharat’ is self-reliant India .

In his speech, the Prime Minister observed that to fulfill the dream of making 21st-century India, the way forward is through ensuring that the country becomes self-reliant.

  • Self-reliance does not mean cutting India off from the world. India believes in the welfare of the world and India’s progress is linked with the world. The world trusts that India has a lot to contribute to the development of the entire humanity.
  • The PM also stressed the need to be vocal about local products and urged people to buy only local products.

Five Pillars of a Self-reliant India

  • Bold reforms across sectors will drive the country’s push towards self-reliance.
  • Economy : contemplates not an Incremental change but a quantum leap so that we can convert the current adversity into an advantage.
  • Infrastructure : that can be an image of modern India or it can be the identity of India.
  • Systems : driven by 21 st -century technology, and that is not based on old rules.
  • Democracy : a vibrant democracy that is the source of energy to make India self-reliant.
  • Demand : where the strength of our demand and supply chain is utilized intelligently.

The reforms and stimulus measures under the Rs 20 lakh crore package were subsequently elaborated by the Finance Minister in five tranches:

The first tranche of Atmanirbhar Bharat Abhiyan – Total Rs 5,94,550 Cr

  • Collateral-free loans and emergency credit to restart business including MSME – 3,00,000 Cr.
  • Subordinate debt for stressed MSMEs – 20,000 Cr
  • Fund of Funds for an equity infusion to MSMEs – 50,000 Cr. It will also encourage MSMEs to get listed on the main board of Stock Exchanges.
  • Extended EPF support via government contributions to EPF accounts of eligible establishments – 2800 Cr
  • Reduced EPF rates of both employer and employee – 6750 Cr
  • Special Liquidity Scheme for NBFCs/HFCs/MFIs – 30,000 Cr
  • Partial credit guarantee scheme for liabilities of NBFCs/MFIs – 45,000 Cr
  • Liquidity injection for DISCOMs via Power Finance Corp/REC – 90,000 crore
  • Reduction of TCS / TDS rates – 50,000 Cr
  • Note: The definition of MSMEs changed by enhancing the limits to be considered as an MSME .

The second tranche of Atmanirbhar Bharat Abhiyan – Total Rs 3,10,000 Cr

  • Free food grains to migrant workers for 2 months – 3500 Cr
  • Interest subvention of MUDRA-Shishu loans – 1500 Cr
  • Special credit facility to street vendors – 5000 Cr
  • Extension of credit-linked subsidy scheme in the housing sector for the middle-income group – 70,000 Cr
  • Additional emergency working capital for farmers through NABARD – 30,000 Cr
  • Additional concessional credit through Kisan Credit Cards – 2,00,000 Cr
  • One Nation One Ration card to enable a migrant beneficiary to purchase grains from any ration shop in the country.
  • Affordable housing for migrants and urban poor via a scheme under PMAY and affordable rental housing complexes (ARHC) under PPP mode.

The third tranche of Atmanirbhar Bharat Abhiyan – Total Rs 1,50,000 Cr

  • Agri Infrastructure Fund for farm gate infrastructure including cold chain and post-harvest infrastructure – 1,00,000 Cr
  • Food micro-enterprises with a cluster-based approach– 10,000 Cr
  • Pradhan Mantri Matsya Sampada Yojana (PMMSY) – 11,000 Cr for activities in Marine, Inland fisheries, and Aquaculture and 9000 Cr for Infrastructure – Fishing Harbours, Cold chain, Markets, etc.
  • Animal Husbandry Infrastructure Development Fund – 15,000 Cr
  • Promotion of Herbal Cultivation – 4000 Cr
  • Extending Operation Greens project from Tomatoes, Onion, and Potatoes (TOP) to all fruits and vegetables – 500 Cr
  • Beekeeping initiatives – 500 Cr

The fourth and fifth tranches of Atmanirbhar Bharat Abhiyan (combined) – Total Rs 48,100 Cr

  • Viability gap funding – 8,100 Cr
  • Additional MGNREGA allocation – 40,000 Cr

Earlier measures

  • Insurance cover of Rs 50 lakh per health worker
  • Free cereals and pulses, gas cylinders to poor families for 3 months
  • Direct cash transfer via Jan Dhan accounts to poor women.
  • PF credits to low-income workers and advances from EPF.
  • Collateral-free lending for Women SHG up to Rs 20 lakhs.
  • Revenue lost due to tax concessions – 7,800 Cr
  • PM’s announcement in the health sector – 15,000 Cr

Measures taken by the Reserve Bank of India

  • RBI enhanced liquidity by Rs 1.37 lakh crores by reducing CRR
  • Targeted long-term repo operations of Rs 1 lakh crore.
  • Raised the Ways and Means advance limits of the state governments by 60 percent.
  • Raised borrowing limits of banks under the marginal standing facility to avail an additional Rs 1.37 lakh crore.
  • Special refinance facilities to NABARD, SIDBI, and NHB
  • Special liquidity facility for mutual funds
  • Moratorium on loan repayments

Other major decisions taken under Atmanirbhar Bharat Abhiyan

Apart from the above, under Atmanirbhar Bharat Abhiyan decisions are also made to reform labour, agriculture, coal sector etc.

Labour sector reforms

  • To avoid regional disparity in minimum wages, the National Floor Wage is to be introduced.
  • An appointment letter is to be provided to all workers to promote formalization.
  • Occupational Safety & Health (OSH) code to cover all establishments engaged in hazardous work.
  • Definition of the inter-state migrant worker to include migrant workers employed directly by the employer.
  • ESIC coverage will be extended to all districts and all establishments employing 10 or more employees as against those in notified districts/areas only.
  • Mandatory ESIC coverage for employees in hazardous industries with less than 10 employees.
  • Introduction of re-skilling funds for retrenched employees.
  • Provision of Social Security Fund for unorganized workers.
  • Provision of gratuity on completion of one-year service as against 5 years.

Agriculture Marketing Reforms to provide choices to farmers

  • Now, farmers are bound to sell agricultural produce only to licensees in APMCs .
  • A law will be formulated to provide choices to farmers to sell produce at an attractive price and enable barrier-free inter-state trade.
  • The legal framework will be created for contract farming and enable farmers to engage with processors, aggregators, large retailers, and exporters fairly and transparently.
  • Risk mitigation for farmers’ assured returns and quality standardization to be an integral part of the framework.

Coal sector reforms

  • Introduction of commercial mining in the coal sector through a revenue-sharing mechanism instead of the regime of fixed Rupee/tonne
  • To lower impact on the environment, coal gasification, and liquefication will be incentivized through rebates in revenue share
  • Coal Bed Methane (CBM) extraction rights are to be auctioned from Coal India Limited’s (CIL) coal mines.

Self-reliance in defence production

  • Ban the import of several weapons and a separate budget provisioning for domestic capital procurement to help reduce the huge defense import bill.
  • Corporatize the Ordnance Factory Board to improve autonomy, accountability, and efficiency.
  • Increased FDI limit in defence manufacturing under the automatic route from 49 percent to 74 percent.

Aircraft and airspace sector

  • Restrictions on the utilization of the Indian airspace will be eased so that civilian flying becomes more efficient.
  • Development of world-class airports through PPP,
  • The tax regime for Aircraft Maintenance, Repair, and Overhaul ecosystem is rationalized and the convergence between the defence sector and the civil MROs will be established to create economies of scale.
  • Boosting private participation in space activities. The private sector will be allowed to use ISRO facilities and other relevant assets to improve their capacities.

Technology-driven education

  • PM e-VIDYA — a program for multi-mode access to digital/online education — will be launched. The program will comprise one earmarked TV channel per class from 1 to 12. Special e-content will be prepared for the visually and hearing impaired. The top 100 universities will be permitted to automatically start online courses by 30 May 2020.
  • Manodarpan , an initiative for psycho-social support of students, teachers, and families for mental health and emotional well-being, will also be launched simultaneously.
  • National Foundational Literacy and Numeracy Mission will be launched in December 2020 to ensure that every child attains learning levels and outcomes in grade 5 by 2025.

Ease of doing business-related measures

  • The minimum threshold to initiate insolvency proceedings was raised to Rs 1 crore
  • Suspension of fresh initiation of insolvency proceedings up to one year.
  • Special insolvency resolution framework for MSMEs to be notified soon.
  • Decriminalization of violations under the Companies Act
  • Allow direct listing of securities by Indian public companies in permissible foreign jurisdictions.
  • The government will announce a new, coherent policy where all sectors are open to the private sector while public sector enterprises (PSEs) will play an important role in defined areas.
  • A list of strategic sectors requiring the presence of PSEs in the public interest will be notified.
  • In strategic sectors, at least one enterprise will remain in the public sector but the private sector will also be allowed.
  • In other sectors, PSEs will be privatized.

Parallels with the Swadeshi Movement and Need for Self-reliance

  • The call for self-reliance can be compared with the Swadeshi movement and we can find that it is a relatable response to the evolving political and economic currents in a globalized world.
  • If Swadeshi was the rejection of the colonial exploitation of India and criticism of the Western model of Capitalism-based economic growth, Atmanirbhar Bharat is an attempt to find India’s legitimate place in a rapidly changing world.
  • Atmanirbhar Bharat like the Swadeshi movement is a program that is against the unrestricted import of Western thinking and economic models but is not averse to technology. It stands for modernization but without unbridled Westernisation.
  • The clarion call ‘ Vocal for local’ needs to be seen as a response to the anticipated changes in geopolitical order in the post-COVID world.
  • The COVID crisis has shown the failings of multilateral and regional institutions and also the ineffectiveness of trade barriers and standalone economic models.
  • Indian entrepreneurship must be freed from the shackles by adopting suitable governance models and reforming laws.
  • The ‘new Swadeshi’ must transform local industries to connect the ever-changing global trade structure and lead to ‘ glocalization’ that serves local and global markets.
  • Some early signs of this development were seen during the COVID crisis where India’s position as the ‘pharmacy of the developing world’ was cemented. The importance of self-reliance was also seen in the self-sufficiency for food, especially cereals, the lack of which would have exasperated the current crisis.

Criticism of Atmanirbhar Bharat Abhiyan

  • Several opposition leaders pointed out that as per the calculations by many economists, the actual government expenditure in the Atmanirbhar package is just 1%.
  • The actions of RBI were included as part of the government’s fiscal package whereas government expenditure and RBI’s actions cannot be clubbed together.
  • The Indian economy is likely to contract and the Gross Value Added across sectors is likely to fall. According to an assessment by Prof N R Bhanumurthy of the National Institute of Public Finance and Policy (NIPFP), India’s GVA will contract by 13% this year under the Base case scenario (The Base case scenario refers to a scenario where governments bring down their expenditure in line with their falling revenues to maintain their fiscal deficit target).
  • Several economists suggest that the government needs to spend much more to prevent an economic contraction. Higher public spending will come at the cost of higher levels of fiscal deficits and higher inflation, but a growth contraction will cause even worse outcomes in the form of widespread economic ruin.
  • Direct expenditure by a government such as direct benefit transfer or by construction will mean that money reaches the people.
  • But credit easing by the RBI is not direct government expenditure and banks will be hesitant to lend the money available to them.
  • Nothing to stimulate demand – many economists have opined that the government stimulus tries to resolve only supply-side issues. There is nothing to generate demand. This could only be done by putting money in the hands of people.
  • Modest MSME package – according to opposition leaders, the MSME package was modest and the measures were skewed in favor of the larger ones. Moreover, the unorganized sector was not catered to.
  • Insufficient support for the state governments – the state governments that are at the forefront of fighting the pandemic have not been supported adequately via fund transfers.
  • A remodeling of Make in India Campaign – The self-reliant India campaign is criticized by many as a re-modeling of the Make in India Campaign – which didn’t produce expected results – with some add-on.
  • The philosophy of self-reliance: India, like most countries, has been following the principles of globalization since the LPG reforms in 1991. Even though the globalized world shrank into isolated countries during the COVID-19 period, it is yet to be seen if self-reliance can be adopted as a viable economic policy by a country like India, post-COVID.

The strategy of Atmanirbhar Bharat Abhiyan seems to give a strong supply-side push by boosting the availability of capital on easy terms and through supporting agriculture and business sectors.

The additional allocation to MNREGA will help in productively employing returning migrants.

States are now allowed to borrow within a higher limit but with clear reform conditionalities.

The demand-side stimulus via deficit financing is not considered for the time being.

But it cannot be denied that there is a desperate need for demand stimulus now. People’s purchasing power needs to be increased and demand for industrial products and services must be created.

Income support to migrant workers and the urban poor is also an immediate concern.

Thus, even with falling revenues, a deeper fiscal stimulus could have been attempted.

Several of the reform measures like opening up more sectors for private participation and enhancing foreign direct investment are not to be seen as part of COVID relief but as long-term structural changes. The effect of these measures will have to be watched carefully.

Self-reliant India (Atmanirbhar Bharat Abhiyaan)

Introduction.

In May 2020, Prime Minister, Mr. Narendra Modi launched the Self-reliant India (Atmanirbhar Bharat Abhiyan) mission to promote Indian goods in the global supply chain markets and help the country achieve self-reliance. The mission was announced amid the pandemic when the government allocated funds worth Rs. 20 lakh crore (US$ 268.74 billion), which amounts to ~10% of India’s GDP, as a stimulus package to help recover the economy by promoting incentives for domestic production. It encompasses themes such as ‘Local for Global: Make in India for the World’ and ‘Vocal for Local’.

The key objectives of the ‘Self-reliant India’ (Atmanirbhar Bharat Abhiyan) mission are as follows:

  • Develop India into a global supply chain hub.
  • Build the government's trust in the private sector capabilities and prospects.
  • Establish 'good force multipliers' for Indian manufacturers.
  • Enter the global markets to export goods including agriculture, textiles, clothing and jewellery.
  • Determine adequacy of each sector (e.g., defence, agriculture, healthcare, infrastructure, etc.), with the help of FY22 budget, to achieve self-reliance.

Need for Self-reliant India (Atmanirbhar Bharat Abhiyan)

The Indian manufacturing sector's share in gross value added (GVA) stood at 15.1% in FY20, over 18.4% in FY11, indicating an underlying inertia, despite the country's high and rising private consumption demand. Moreover, this downturn in the domestic manufacturing sector has resulted in greater reliance on imports to meet the rising demand.

In 2020, a report by Acuite Ratings & Research identified 40 sub-sectors (such as agro-based products, drug formulations, chemicals, automobile components, handicrafts, cosmetics and consumer electronics) that accounted for imports worth ~US$ 33.6 billion from China. According to the report, India’s domestic manufacturing possess capabilities to replace 25% of the total imports (indicating savings of ~0.3% of the GDP) from China without additional investments. It added that in FY22, the country could reduce US$ 8.4 billion worth trade deficit with China, by substituting imports from sectors such as drug formulations, chemicals, automobile components, handicrafts, cosmetics, and consumer electronics.

Benefits of Self-reliant India (Atmanirbhar Bharat Abhiyan)

The Atmanirbhar Bharat Abhiyan 2021 is likely to benefit numerous industries.

This mission focuses on the following four key factors—Land, Labour, Liquidity and Laws. In line with these factors, the government introduced several initiatives, between 2014 and 2020, to help the country achieve self-reliance.

The key beneficiaries of this mission include Shramiks (labourers/workers); Kisans (farmers); daily wage earners, who work for the country's growth; ‘middle class’ people who pay income tax to the government and ‘upper class’ people who give the economy strength

Self-reliant India (Atmanirbhar Bharat Abhiyan): Key Initiatives and Progress

The government announced an Atmanirbhar Bharat Abhiyan package (ANB 1.0) in May 2020 and launched two additional Atmanirbhar Bharat Abhiyan packages in end-2020 (ANB 2.0 and ANB 3.0) to maintain the progress. The overall Atmanirbhar Bharat Abhiyan package, including the RBI initiatives, was estimated at ~27.1 lakh crore (US$ 362.49 billion), or >13% of the GDP.

With the Atmanirbhar Bharat Abhiyan package, the government facilitated structural reforms such as redefinition of MSMEs, commercialisation of the mineral sector, agriculture & labour reforms, privatisation of public sector undertakings, One Nation One Ration Card initiative and production-linked incentive schemes.

Under the Self-reliant India (Atmanirbhar Bharat Abhiyan), the government implemented the following schemes:

  • The allocated budget is an additional fund to Rs. 40,951 crore (US$ 5.45 billion), which was for PLI electronics manufacturing schemes.
  • In addition, these PLI schemes have attracted foreign players to invest in India. For example, in February 2021, Amazon announced to establish a manufacturing plant for its electronic devices in India; in March 2021, Apple started assembling iPhone 12 in India.
  • Strengthened Healthcare infrastructure:  In the Union Budget 2021-22, the government introduced a new central healthcare scheme that will be implemented over the next six years to improve the country's healthcare infrastructure.
  • Under  Pradhan Mantri Atmanirbhar Swasth Bharat Yojana  (PMANSY), the government allocated funds worth Rs. 64,180 crore (US$ 8.80 billion) over six years to strengthen the existing ‘National Health Mission’ and develop capacities of primary, secondary & tertiary care and healthcare systems & institutions to detect and cure new and emerging diseases.
  • Strengthened other infrastructure:  Under the Union Budget 2021-22, the government pushed for higher capital expenditure to focus on infrastructure upgrades for roads, rail and power delivery. The government aims to improve 8,500 kms of highways by March 2022; this will boost India’s competitiveness by lowering transportation costs and improving the network between production and consumption markets, in both domestic and international.
  • Increased focus on women entrepreneurship:  In 2015-16, the government, under the Department of Science & Technology’s ‘Science & Technology for Women’ scheme, launched women technology park (WTP) programmes to empower women by training them in skills to set up their own microenterprises and become self-reliant. In the last five years (until March 2021), ~10,000 rural women have benefited from this programme, 28 WTPs have been successfully completed and 12 parks are under progress across the country.
  • The Defence Production and Export Promotion Policy 2020 (DPEPP 2020) highlights a framework to achieve a turnover of Rs. 1 lakh 75 thousand crore (US$ 25 billion), including exports of Rs. 35 thousand crore (US$ 5 billion), in the aerospace and defence goods and services by 2025.
  • Achieving self-reliance in the defence sector:  Under the Atmanirbhar Bharat Abhiyan (self-reliant India) scheme, the government launched policies to promote self-reliance in defence manufacturing. For example, the government increased FDI limit to 74% in defence manufacturing, placed ‘import embargo’ on 101 military items and introduced the Defence Production and Export Promotion Policy 2020.
  • As part of the Self-reliant India (Aatm Nirbhar Bharat Abhiyan) mission, the Ministry of Food Processing Industries launched the  ' PM Formalisation of Micro Food Processing Enterprises (PMFME)’ scheme to provide financial, technical and business support to upgrade the existing micro food processing enterprises. The government allocated funds worth Rs. 10,000 crore (US$ 1.34 billion) for this scheme, which will be implemented between FY21 and FY25.

Key Achievements

The key achievements of the Self-reliant India (Atmanirbhar Bharat Abhiyan) mission are as follows:

  • The mission has helped reduce dependence on imports of air conditioners, as between October 2020 and November 2020, India reported 65% reduction in imports of split ACs or air conditioners; this bodes well for the government's ‘Atmanirbhar Bharat Abhiyan’ policy of self-reliance. In October 2020, the Directorate General of Foreign Trade (DGFT) released a regulation restricting imports of air conditioners with refrigerants.
  • Within 60 days of the mission’s launch, India’s domestic producers were able to generate an indigenous supply chain of personal protective equipment (PPE) kits, demonstrating the country’s self-sufficiency in PPE kits.
  • Domestic supplies:  As of April 14, 2021, India’s cumulative vaccination coverage crossed 110 million.

Launching a number of events to mark 75 years of Independence, Defence Minister Rajnath Singh on Friday said that if challenged, India is prepared to give a befitting reply to anyone. He mentioned that for a country’s unity and integrity, national self-esteem is important.

“We want to make India a powerful India. An India that does not want to attack others but is fully capable of giving a befitting reply to every challenge. In the coming times, we will build an even stronger India.” Singh said.

He mentioned that the armed forces are fully equipped to deal with any challenge that endangers the safety, security, unity and integrity of the nation, and also said that the decisions aimed to promote “jointness” among the armed forces will play a pivotal role in bolstering the security infrastructure of the country.

He said, speaking about the freedom struggle, that India’s “military tradition” can be dated back to “hundreds of years before the arrival of the British”.

Citing a Sanskrit shloka, he said the idea that “motherland is better than heaven” has existed in India. “This idea was also on that side of the Indus two thousand years ago and in 2020, this idea was a source of inspiration for Indian soldiers in Galwan on this side of the Indus.”

He mentioned that the idea of a self-reliant India is the “strongest” in the last 75 years. While India was the world’s largest importer of weapons, “today things have changed”.

The spirit of the Amrit Mahotsav, to mark the 75 years of Independence, he said is the “spirit of freedom, sovereignty and immortality,” which is stated is “not a new or modern sentiment for India”.

“I bow my head and bow to these immortal sons who laid down everything for their nation,” Singh said.

Chief of Defence Staff General Bipin Rawat said the Armed Forces are ready to deal with any challenge, and stated that the efforts taken to increase jointness among the forces will enhance their capabilities.

However, it depicts Indian culture and heritage as “Vasudhaiva Kutumbakam,” which talks about independence and the spirit. The Sanskrit word “Vasudhaiva Kutumbakam” is borrowed from the Maha Upanishad. It denotes the idea of a single global family.

The five key pillars of the Atmanirbhar Bharat Abhiyaan, which aims to create an independent India, are the economy, infrastructure, our system, demography, and demand.   • A three-month moratorium on instalment and interest payments for all Term Loans’ Working Capital Facilities.
  • Collateral-free automatic loans for businesses, including MSME, in the amount of INR 3 lakh crores.
  • Infusion of INR 50,000 crore in equity through the MSME Fund of Funds.
  • A lending ceiling of Rs. 25,000 crores was allowed for 25 lahks new Kisan Credit Cards.
  • Between March 1 and April 30, 2020, 63 lakh loans totalling Rs. 86,600 crores were approved in the agricultural sector.
  • An increase in emergency working capital of Rs 30,000 crore for farmers through NABARD .

Addressing the nation on the COVID-19 pandemic, Prime Minister emphasised the necessity of a self-reliant India.

He said the need was brought home by the absence of domestic production of personal protective equipment (PPE) when COVID-19 struck, but India initiated and quickly ramped up PPE production.

India opens to globalisation:

  • India opened itself to the global market in 1991 through its liberalisation, privatisation and globalisation policies, but remained cautious as it skirted around the whirlwind of international capital in the following decades.
  • This hesitant approach of India often led to a clamour from various vocal quarters for faster and deeper opening of its economy but its relative insularity from disruptive global headwinds turned out to be helpful several times in the last three decades.
  • The pandemic brought to the fore at once the limits and inevitability of globalisation . Countries such as the U.S. that relied on others for the supply of essential medicines and medical equipment were suddenly vulnerable.
  • China’s unmatched leverage in global supply chains and concerns that it may weaponize trade have prompted a renewed global discussion on the components of national security and how to protect them.
  • At the same time, this pandemic continues to illustrate how inseparably shared is the future of humanity, across national boundaries.
  • PM Mr. Modi understands this dynamic of global politics and has sought to advance India’s interest within an emerging framework.
  • PM did not repudiate globalisation, but proposed a new syntax for it a human-centric one , as opposed to the current profit motivated model, according to him. He placed India at its centre.

Indian Industries need to be globally competitive:

Self-reliance in state-run heavy industries and strategic sectors in the decades following independence had placed India ahead of most developing countries.

In the 1970s and 80s, however, India did not modernise these industries to climb higher up the technological ladder .

The private sector, which had backed the state-run core sector approach in its Bombay Plan, stayed content with near-monopoly conditions in non-core sectors in a protected market.

Little effort was made to modernise light industries or develop contemporary consumer products .

India’s industrial ecosystem was thus characterised by low productivity, poor quality and low technology, and was globally uncompetitive .

India’s performance in 3 rd Industrial Revolution:

India completely missed out on the ‘third industrial revolution’ comprising electronic goods, micro-processors, personal computers, mobile phones and decentralised manufacturing and global value chains during the so-called lost decade(s).

Today, India is the world’s second largest smartphone market. However, it does not make any of these phones itself, and manufactures only a small fraction of solar photovoltaic cells and modules currently used, with ambitious future targets.

At the turn of the millennium, when India embarked on liberalisation, privatisation and globalisation, the very concept of self-reliance was rubbished, in the belief that it was tantamount to reinventing the wheel when advanced technologies could simply be bought from anywhere at lower costs.

Two related ideas have not delivered the desired results:

The first was that public sector undertakings (PSUs ) are, by definition, inefficient and sluggish for the competitive globalised scenario.

  • No effort was made to engender either real autonomy or a transition to new technological directions. Instead, PSUs with capability and scale for the task were undermined or abandoned, along with many nascent research and development (R&D) efforts (for instance, in photovoltaics, semiconductors and advanced materials).
  • On the other hand, the private sector displayed little interest in these heavy industries and showed no appetite for technology upgradation.
  • With entry of foreign corporations, most Indian private companies retreated into technology imports or collaborations.
  • Even today, most R&D in India is conducted by PSUs, and much of the smaller but rising proportion of private sector R&D is by foreign corporations in information technology and biotechnology/pharma.
  • Given the disinclination of most of the private sector towards R&D and high-tech manufacturing, significant government reinvestment in PSUs and R&D is essential for self-reliance.

The second idea was that inviting foreign direct investment and manufacturing by foreign majors would bring new technologies into India’s industrial ecosystem, obviating the need for indigenous efforts towards self-reliance .

  • However, mere setting up of manufacturing facilities in India is no guarantee of absorption of technologies (the ability to independently take them to higher levels).
  • There is no evidence from any sector that this has taken place or has even been attempted.
  • The fact is, foreign majors jealously guard commercially significant or strategic technologies in off-shore manufacturing bases .
  • The key problem of self-reliance is therefore neither external finance nor domestic off-shore manufacturing, but resolute indigenous endeavour including R&D.

Lessons from other Asian countries:

  • Experience and achievements in other countries in Asia attest to this, and also contradict the notion that self-reliance is a hangover from Nehruvian ‘socialism’.
  • Learning from Japan’s post-war success, countries like South Korea, Taiwan, Singapore and Hong Kong took huge technological and industrial strides in the 1970s and 80s.
  • South Korea, in particular, climbed determinedly up the technology ladder and value chains in electronic goods, consumer durables, automobiles, micro-processors, personal computers and heavy machinery.
  • It emerged as a global powerhouse in manufacturing , but also in indigenously developed technologies. Taiwan developed technologies and manufacturing capacities in robotics and micro-processors, while Singapore and Hong Kong adapted advanced technologies in niche areas.
  • These self-reliant capabilities were enabled, among other factors, by planned state investments in R&D including basic research (3-5% of GDP), technology and policy support to private corporations, infrastructure and, importantly, education and skill development (4-6% of GDP).
  • Countries like Thailand, Malaysia, Indonesia and Vietnam have focused on off-shore manufacturing lower down the value chain and without the thrust on self-reliance.
  • This is useful for job creation but is an unsuitable model for a country of India’s size and aspirations.
  • China is, of course, unique in scale and in its determination to become a superpower not just geopolitically but also in self-reliant S&T and industrial capability .
  • China advanced purposefully from low-end mass manufacturing to a dominant role in global supply chains.
  • It has now decided on shifting to advanced manufacturing and has set itself a target of becoming a world leader by 2035 in 5G, supercomputing, Internet of Things, artificial intelligence (AI), autonomous vehicles, biotech/pharma and other technologies of the ‘ fourth industrial revolution’ .

The way forward for India:

  • Unfortunately, India may well have missed the bus in many of these technologies in which the U.S., Europe and China have established perhaps insurmountable leads.
  • Yet self-reliant capabilities in electric and fuel cell vehicles, electricity storage systems, solar cells and modules, aircraft including UAVs, AI, robotics and automation, biotech/pharma and others are well within reach.
  • Large-scale concerted endeavours would, however, be required, since self-reliance will not happen by itself.
  • State-funded R&D, including in basic research, by PSUs and research institutions and universities needs to be scaled-up significantly, well above the dismal 1% of GDP currently.
  • Upgraded and reoriented PSUs would also be crucial given their distinctive place in the ecosystem.
  • Private sector delivery-oriented R&D could also be supported, linked to meaningful participation in manufacturing at appropriate levels of the supply chain.
  • Finally, India’s meagre public expenditure on education needs to be substantially ramped up (as against current trends of privatisation which would only shrink access), including in skill development.
  • No country has achieved self-reliance without mass quality public education . And no country has developed without a much stronger public health system than what we have in India.

Conclusion:

Much has changed since the self-reliance model of the Nehruvian era , so a perspective for Indian self-reliance in science and technology (S&T) and industry in a globalised world is long overdue.

PM Mr. Modi said there needs to be improvement in quality and domestic supply chains going forward . If this is to happen though, India will have to make major course changes in development strategies.

Today the meaning of the word Self-Reliant in the world has completely changed. The definition of self-reliance in the global world is changing.

India’s fundamental thinking in front of the world is a ray of hope. The culture of India speaks of self-reliance whose soul is “ Vasudhaiva Kutumbakam “.

India does not advocate a self-centered system when it comes to self-reliance. India does not advocate a self-centered system when it says about self-reliance. India’s self-reliance is concerned with the happiness, cooperation, and peace of the world .

Self-reliant India means being dependent on yourself, that is, not making yourself dependent on anyone else. The lockdown during the Corona pandemic has created problems for everyone in the world to eat, drink and live. In view of this crisis of epidemic, India needs to be self-reliant.   • However, the dream of making India self-reliant is new. Mahatma Gandhi had emphasized on the use of indigenous goods and self-reliance only after independence, but his dream could not be realized due to poverty and hunger.
  • Due to the Corona epidemic, the whole world has been closed for the last several months, due to which from small people to capitalists, they are facing huge losses and problems. Especially the problem of earning food for our small and middle class families has increased a lot.
  • Due to the Corona epidemic, the exchange of goods with any country is closed. Therefore, during the lockdown in the month of May, our Prime Minister has called upon the country to become self-reliant. He also gave the slogan “Local for Vocal”. Towards self-reliance, India has taken its first step towards self-reliance by making things like PPE kits, ventilators etc. We need to use more and more indigenous items. So that we can make our country self-reliant and contribute to the progress of our nation.

தன்னம்பிக்கை என்பது ஒரு மனிதன் தனக்குள்ளாகவே தனது நம்பிக்கையையும் எல்லையற்ற சாத்தியக்கூறுகளையும் அவற்றை ஊக்குவிக்கும் மனநிலையையும் கொண்டிருப்பதை குறிக்கிறது முருகருக்கு தன்னம்பிக்கையின் அளவு அதிகமாக இருக்கும் பொழுது அவர் மாறிவரும் இந்த கால சூழ்நிலையில் வெற்றிபெற்ற மனிதராகவே கருதப்படுகிறார் ஏனென்றால் தன்னம்பிக்கை உடைய ஒருவரே வாழ்வின் போராட்டங்களை பிறரது உதவியின்றி செய்து முடிக்க முடிகிறது

 தன்னம்பிக்கை குறைவாக உள்ள ஒரு மனிதன் தனது போராட்டத்தின் பாதி வெளியில் இருக்கிறார் என்று பொருள்படுகிறது தனது வாழ்வின் போராட்டத்தின் முக்கிய திருப்புமுனையை சந்திக்க தனது தன்னம்பிக்கையை வளர்த்துக் கொள்வதே ஒருவருக்கு சிறந்த படியாக அமைகிறது

 தனது வாழ்வை அடுத்த கட்டத்திற்கு நகர்த்த விரும்பும் ஒரு சாமானிய மனிதனுக்கு தன்னம்பிக்கை ஊட்டும் சொற்பொழிவுகளும் தன்னம்பிக்கை ஊட்டும் காணொளிக் காட்சிகள் மிகவும் உகந்ததாக இருக்கின்றன இதன்காரணமாகவே  இணையவழி தொடர்புகளில் தன்னம்பிக்கையை வளர்த்துக் கொள்ளும் வழி என்ற பதத்தை அதிக நபர்கள் தேடி வருகின்றனர்

 தொடர் தோல்விகளால் துவண்டு போயுள்ள மனநிலையும் இருக்கும் ஒரு மனிதன் தனது வாழ்வின் அடுத்த கட்டத்தை எட்டி பிடிக்க தன்னம்பிக்கையின் உதவி மிகவும் அவசியமாகும். மனித மனோநிலையில் எத்தனையோ பயங்களும் சங்கடங்களும் எப்போதும் உண்டு அவற்றை  தவிப்பதற்கு முதல்படியாக தன்னம்பிக்கையை வளர்த்துக் கொள்ளல் மிக முக்கிய செயலாக கருதப்படுகிறது

  பெற்றோர்கள் தமது குழந்தைக்கு கல்வி போதிக்க தொடங்கும் நாள் முதலாக தன்னம்பிக்கையை ஊக்குவிக்கும் செயலையும் தொடர்ந்து செய்ய வேண்டும் ஏனென்றால் தன்னம்பிக்கை அதிகம் உடைய ஒரு குழந்தை பரவலாக நல்ல மதிப்பெண் நல்ல ஒழுக்கம் நல்ல கட்டுப்பாடுகள் தமக்குள்ளாகவே வளர்த்துக் கொள்கின்றனர் இவர்கள் தான் பின்னாளில் தேசத் தலைவர்களாகவும் தொழில்முனைவோர்கள் ஆகும் சமுதாயத்தில் உச்சகட்ட நிலைமை அடைந்த  மனிதர்களாகவும் மாறுகின்றனர்
