An Overview of the Master Planning Process

We have helped private organizations, school districts, municipalities, and religious organizations through the master planning process. In our experience, the most successful master plans occur when you clearly define your goals and include a wide range of individuals in the process. 

This article will help you prepare for the master planning process by answering the following questions: 

  • What is master planning? 
  • How does the process work? 
  • What information should you provide your architect? 
  • Who should you include in the process? 

After reading, you will know what to expect, preparing you to meet with an architect and start planning your organization’s future.   

What is Master Planning? 

A master plan provides an “airplane view” of the building projects your organization will undertake in the upcoming years. Typically, master plans forecast five to ten years in the future, though some organizations, like municipalities, may plan further. Beyond ten years, it can be difficult to estimate costs and determine the feasibility of projects. 

A master plan is based on your goals, growth projections, and the state of your current facilities. A church may plan a series of small-scale renovations, while a school district may plan renovations and expansions across multiple facilities. A municipality may plan large-scale infrastructure projects. 

In short, a master plan provides the broadest possible overview, so you can plan schedules and budget accordingly. Public organizations can also use their master plan to demonstrate responsibility and build support for bonds and other forms of funding. 

How Does the Master Planning Process Work? 

The master planning process will differ depending on the size of your organization and your goals, but most organizations follow a similar three-step process.   

1. Determine Priorities 

First, your architect will host a visioning workshop where members of your organization can discuss their needs and goals. Your architect may use a variety of activities to solicit ideas and build consensus, including empathy mapping and group problem-solving exercises. 

By the end of the meeting, you will have a list of priorities that will form the foundation of your master plan. 

Along with the visioning workshop, your architect will also visit your current facility and complete a needs assessment. Like a feasibility study , a needs assessment examines:   

  • Code and accessibility compliance 
  • Mechanical, plumbing, and electrical systems 
  • Utilities 
  • Use of space 

After completing the visioning workshop and needs assessment, your architect will compile their data and create a list of priorities, starting with the most important.

2. Determine Spacing and Pricing 

Your architect will then discuss their findings with you and outline your priorities as separate projects. 

Using growth projections and historical data from similar facilities, your architect will determine your spatial needs for any new facilities or renovations. They will also map out the most ideal locations for these future projects. 

Lastly, they will use historical data to provide a range of costs for each project. Although this approximation is not an exact quote, it can help you budget for each project component. 

Costs may be adjusted for escalation. Typically, architects predict a 4% annual increase for construction costs, but the prediction may differ depending on market conditions.

3. Review and Update Your Master Plan 

To complete the master planning process, your architect will present a final document that includes:

  • An overview of your current facilities 
  • An assessment of your needs 
  • A list of priorities 
  • Suggestions for sizing and locations 
  • Cost ranges for each project 

With the completed document, you can start planning each project component. We recommend reviewing your master plan annually to review your priorities. Additionally, be sure to update your master plan every five to ten years to evaluate your long-term goals and maintain accurate cost estimates.

What Should You Provide Your Architect? 

To make the master planning process as efficient as possible, we recommend providing your architect with some preliminary information, including: 

  • Growth projections 
  • Current funding sources and budget requirements 
  • Potential funding sources 
  • Long-term business or comprehensive plans 
  • Drawings of your current facilities 
  • Maintenance records 

This information will help your architect streamline their assessment and determine the necessary work. If you are missing some documents, your architect can help.   

For example, if you do not have drawings of your current facility, your architect can take 3D laser scans and draft new drawings. They can also check all systems and utilities if maintenance records are unavailable. 

Who Should You Include? 

Master planning is most effective when you include a wide range of people who will be impacted by any building projects you undertake. It’s important to create buy-in and hear as many voices as possible. 

The individuals you include depend on your organization. For school districts, we recommend including teachers, administration, students, and individuals from the surrounding community.  Including community members is especially important if you are hoping to pass a bond referendum . 

Businesses and nonprofits should include representatives from various teams or departments, and municipalities should include a diverse cross-section of the community. 

Depending on the size of your organization, it may be difficult to include all necessary parties in the visioning workshop. In these situations, we recommend using surveys to include more perspectives. 

What Happens Next? 

A master plan is an important document for any organization undertaking multiple building projects. By providing a broad overview of your priorities, you can manage your schedule, plan your budget, and get a clear sense of where your organization is headed.

This quote of wisdom was given by one of the founding portraits of the United States, Benjamin Franklin , which was a great proponent of planning and development at the international level. Well, we want to add something here – a single plan is a good beginning, but a long strategic plan is even better. In building and design , master planning is more important because it acts as a roadmap defining how the entire project should proceed. This post takes a closer look at master planning to determine what it entails, the main tools for architects, and how you can create the best plans. 

What is Master Planning?

A master plan is a carefully crafted document that provides data and conceptual layout for guiding future growth and development. It is very important for successful building, site, and city designs. It is all about making the connections between surrounding environments , social settings, and buildings. Therefore, it includes data on recommendations, analysis, and proposals for the targeted site’s housing, economy, population, community facilities, transportation, and land use. 

Other aspects of master planning that you must factor in are the past, present and future practical, functional, and economic realities. Therefore, we must say it is a balancing act, which requires the ability to interpret the current policies and think about the future of the area under consideration. 

Benefits of Using Master Plans 

The biggest advantage of using good master plans is improved communication. Because master planning is the initial step in the design phase, it outlines the entire scope of the project under consideration. Therefore, the lead architect works with the rest of the team, which means one thing – it greatly improves communication skills and project development success as a whole. Other benefits include: 

  • It outlines the main goals of a project and makes it easy to achieve them. 
  • Helps to make coordination between teams more effective. 
  • Makes it easy for architects to focus on the main features of their projects. 
  • With a good plan, it becomes easy to address and avoid issues. 

How do I make a master plan?

One thing that you need to appreciate about master planning is that there is no formal process of doing it. Rather, every team might have its own approach to doing it. However, we have highlighted the main steps that you should follow to create a great plan and enjoy the benefits we have highlighted above: 

Step 1: Initial/ Defining Phase

This is a preparatory phase and it involves drawing the main goals and objectives of the project. At this stage, you need to clearly outline the business case by looking at the viability of the main project. So, be more analytical and ask the main questions about the project. What does the f easibility study of the project say? 

Step 2: Testing 

The second and equally crucial phase of master planning is getting the project tested. So, you need to check land use distribution and relationships between various concepts. For example, what are the strategic connections between various destinations, such as roads, public park sections , residential areas, and industrial regions? Move a step ahead and ask the question, are the open spaces ample? 

Step 3: Pick the Preferred Strategy

Which model of your project do you prefer? For example, what patterns of block and density areas do you prefer? You also need to outline the movement framework, including the street hierarchies and define the characteristics of every route . Other components to define at this stage include the characters of the main open space. For example, what components do you include in the open spaces? 

Step 4: Refine Your Design

Before you can conclude that your master plan is okay, it needs to be refined. One of the best ways of doing this is checking the main concepts and how effectively they are represented. So check the concept architecture, street design, park location suggestions and landscapes by asking the following questions: Are the city building typologies and characters okay? What about the streets and highways? Are the open spaces enough and able to cater to the public?

Introduction to Master Plan

With rapid urbanization and growth of the city, urban planning has received a major importance. This planning is done at various hierarchies to integrate a large region with a small area so that the development is done at a same pace. There are many legal documents made to promote development. Master plan is one such document which provides rules and guidelines for a planned development both at present and future.

Urban areas have grown in both size and complexity over the decades and became unmanageable in most of the places. The need of having a mechanism or a way to regulate this growth was felt and thus methods were devised to regulate or “shape” this growth. Having master plan is one of such attempt. Other methods include development places called as “City Development Plan”, Town Planning Schemes, Land Use Plans,Zonal Plans, various other “spatial” plans made by concerned authorities.

 What is a Master Plan?

It is an instrument to work out land and infrastructure requirements for various urban and rural uses, and allocate land for various uses to result in harmonious and sustainable distribution of activities so that towns / cities are provided with a form and structure within which they can perform all their economic and social functions efficiently and effectively. The purpose of a Master Plan is to promote growth and guide and regulate present and future development of towns and cities with a perspective of 20-25 years.

Basic Characteristics of Master Plan

It’s a Physical plan:  the plan is fundamentally a guide to the physical development of the community; It is long ranged: involves long term planning; It is comprehensive:  encompasses all the functions that make a community work, such as transportation, housing, land use, utility systems, and recreation. Moreover, the plan considers the interrelationships of function; Guide to decision making: for the planning board, the governing board and mayor or manager; Statement of public policy: The plan translates community values, desires, and visions into land use and development principles that can guide the future growth of your community.

Concept of Master Plan

Master Plan is comprehensive that is it integrates various aspects of planning like housing, transportation, infrastructure etc. All the aspects are considered that affects the quality of life of people and all the interrelationships between various aspects; Multidisciplinary in nature: it encompasses various disciplines of studies like social aspects, economics, environment, engineering, architecture etc.; Master plan is a long term document. It clears out the vision for prospective year for the city and plans out development for future; Master plan focuses on rational use of land that is demarking land for the use most optimal for the activity at a place. It efficiently uses resources to meet the present and future requirements of the citizens; Master plan should consider the environmental and costs related to it. The proposals for development should be environmentally sustainable.; Master Plan is based on inclusive planning. It considers all sections of people in society in development proposals and focuses on affordability. ; Master plan gives restrictions on ecologically sensitive areas, on heritage sites and traditional built up areas and gives special norms for these places. ; Master Plan leads to a balanced growth of the city. It prevents concentration of a particular activity at one place and takes into account efficient distribution of facilities, infrastructure, networks and housing and follows neighbourhood concept of development.

Legal Process

A statutory backing is needed to prepare any legal plan so that it can be implemented on ground. It is governed by principles, statutes, and codes which is derived from the state.  Various legislations which provide legal backing are: Development authority act; urban improvement trust act; Town and country planning act. The need for statutory backing is that it gives power to exercise police power and power of eminent domain. Any construction which does not follow master plan can be given court notice and demolished. Most of the planning processes taking place follows rational planning model .

Technical Process

It includes the framework of working in order to prepare a plan starting from defining goals to monitoring. Master Plan preparation is based on the “Systems view of planning” which involves instrumental rationality. The stages and steps followed by a particular authority or the concerned plan making body might differ. Complexity of the city and the organisation itself has a direct impact on the process adopted.

Public process

Involving community in plan preparation is one of the most important components in plan making as they are better verse of their local issues and solutions. In India public participation is in the form of public hearing.This process is also called as “Public Participation” or “Public Hearing” . The whole aim of having a master plan growth of area for the residents of the place thus it becomes essential to take their views, objections and suggestions into account.

Management process

Planning process is to be managed taking care of the resources like time manpower, internal organization of departments and working relationships and coordination among various departments and planning agencies.The number of stakeholders at times are numerous as in case of metropolis where the division of work is precise and given to different “boards” or other subdivision of concerned departments. This classification makes it integral to take into account all the concerned departments and agencies and thus their management.

Weakness of Master Plan

Master Plan is a future plan document which uses the present data or maybe past data for future projections. So, it is outdated by the time it gets implemented; Usually no physical surveys are conducted each time a master plan is made; It is a rigid document.; Lack of implementation on time; Lack of actual public participation; Often the coordination between various agencies is missing which leads to poor implementation of the policies.

The master plan, including sub-plans, is the result of public and detailed planning efforts that have established a framework to accommodate the physical growth and development of the University campus for the next twenty years and more. The quality of the physical environment has a tremendous influence on the University as an academic institution. The framework, thoughtfully crafted and sensitively integrated within the existing campus plan, serves as a blueprint to guide future growth.

The master plan supports the University mission, enhances the existing campus image, fosters a sense of physical unity, and provides a campus wide level of organization. The master plan will seek to ensure that the physical campus supports and advances the three priorities set forth in our Jayhawks Rising strategic plan :

  • Research & Discovery.

A campus master plan is the result of extensive collaboration, consultation and thoughtful input from all campus stakeholders. It is a shared vision created by and for the KU community.

Creating the new master plan will follow a process of campus engagement during which hundreds of individuals will be engaged in meetings, focus groups, interviews and community forums. The process will also include extensive analysis of building and facility use, historic patterns, land use, program accommodation, sustainability and other areas. The process is intended to give all stakeholders — students, faculty, staff, and others — multiple opportunities to contribute ideas and feedback.

The consultants selected to lead the plan, Perkins&Will and Multi Studio, will be engaging all members of the KU community throughout the planning process, starting with community-wide surveys, individual and group interviews, and town hall/open house events.

When the year comes to an end, it’s time to reflect on what worked for your business and what didn’t.

Boone County is going to need more housing. The question is how much will be needed by 2050.

That is why a planning team contracted with Boone County and advisory and technical committees made up of community members and representative stakeholders, along with other public input, are endeavoring to find an answer through updating the county's nearly 30-year-old master plan. The last time the county developed a master plan was in 1996. The master plan is a strategic plan on housing density, land use, infrastructure and more as county population continues to grow.

Work started exactly a year ago, and just this past week a second, two-hour open house meeting was held. This time it was all online. Listening sessions are planned throughout the day April 23 and 24 so teams can get even more public input.

April 23 sessions will take place:

  • noon, Harrisburg VFW community room;
  • 4 p.m., Centralia City Hall; and
  • 7 p.m., Boone County Government Center in Columbia in the commission chambers.

April 24 sessions will take place:

  • 8 a.m., Boone County Government Center, Room 214;
  • noon, Boone County Government Center, Room 214; and
  • 5 p.m., Ashland City Hall.

Teams are in the growth analysis and scenario planning phase of work, which will soon transition to developing a draft of the master plan over the summer. The updated master plan will be refined and adopted this fall.

A concurrent but separate housing study also is underway, which is a partnership of Boone County and the City of Columbia, using the framework from the Boone County Upward Mobility Action Plan . The housing study is more so focused on affordable housing, while the master plan is looking at overall housing stock availability and density, along with planning and zoning considerations.

Public input meetings planned this week on the housing study are scheduled:

  • 1:30 p.m., Monday at the Columbia Public Library Friends Room;
  • 1 p.m., Tuesday at the Food Bank for Central and Northeast Missouri Community Room;
  • 5 p.m. Tuesday at the Food Bank for Central and Northeast Missouri Community Room;
  • 5:30 p.m. Wednesday at the Hallsville Community Center; and
  • 5:30 p.m. Thursday at the Ashland Optimist Club Building.

The master plan meeting from last week is looking at two different growth projections: more of the same, or in line with national trends, labeled as Americana, based on U.S. Census data and St. Louis University's Community Planning Lab. The more of the same projection is seeing a roughly 37% population increase by 2050, about 68,400 more people. Boone County in 2020 had a population of 183,600. If county population growth was more like the rest of the U.S., it would be a roughly 19% population increase of about 36,000 more people by 2050.

Even with the projected increases in population, household sizes are expected to decrease. So, instead of a household of two adults and a child, it will be a household of two adults. Boone County still will need from 21,700 to 48,200 new housing units by 2050 based on both population projections.

The study is not happening in a vacuum. Comparisons are being made to Johnson County, Iowa; Monroe County, Indiana; Greene County, Missouri; Douglas, Kansas and Kalamazoo, Michigan on their population changes and master plans on how land is used. In Boone County, 12% is considered land developed, 39% forest and 45% used for agriculture.

There are three scenarios for housing growth. This includes cities growing out, more than up with housing density at the edges; more city infill development (an increase in housing density more central); or growth of rural residential areas, meaning that can eat into agricultural or forest land. The current trend is the first one, as while there is more housing density at city edges, it also is spread out on larger parcels.

An increase in housing also means looking at all the additional infrastructure that is needed too, any environmental impacts from growth and impacts to rural character.

The Boone County master plan ultimately will include "community vision and goals, existing conditions, growth analysis," along with a "future land use plan and transportation recommendations for areas of unincorporated Boone County," a master plan frequently asked questions page notes.

It’s time again to plan on attending the Escanaba Kiwanis Home & Garden Show/Pancake Feed held April 12 – 14 in the Ruth Butler Building on the Upper Peninsula State Fairgrounds in Escanaba, Michigan. Michigan State University Extension (MSU Extension) staff will be providing many free educational presentations and resources to the public. Along with all the gardening information provided by MSU Extension consumer horticulture staff and Extension Master Gardeners , MSU Extension nutrition staff will be present on designated days to teach about food preservation and healthy food planning.

Entry to the show is free, but we invite you to support the pancake feed where proceeds go to support the Escanaba Kiwanis community projects. Show times are 5 – 8 p.m. Friday, 9 a.m. – 7 p.m. Saturday and 9 a.m. – 2 p.m. Sunday. Please look for the MSU Extension booth and plan on attending some of the educational presentations.

5:30 – 6 p.m . Integrated Wildlife Damage Management in MI Gardens - James DeDecker, PhD, director of the Upper Peninsula Research and Extension Center . This presentation will cover the background on wildlife damage in Michigan, provide tips on identifying and diagnosing wildlife damage, a review of wildlife damage management strategies available to gardeners, and highlight education resources available for addition information.

6:30 – 7 p.m. Tools for Food Preservation – Stephanie Ostrenga-Sprague, MSU Extension Supervising/Food Safety Educator. Join Stephanie to discuss different tools that are used for food preservation or to make food preservation easier.

12:30 – 1:15 p.m. Larvinia – Children’s puppet show – Jackie Manchester, MSU Extension Advanced Master Gardener. Join Jackie for a delightful children or family-friendly puppet show about a special caterpillar’s lifecycle.

2:00 – 3 p.m. The Marvelous Honey Bee – Bernie Driggs, Beekeeper for over 40 years, 2019 Beekeeper of the Year Award for Michigan Beekeeper’s Association. Learn more about honey bees and what’s involved in keeping honey bees.

3:15 – 4:00 p.m. Transforming What You Have into What You Want: My solution to a difficult landscaping challenge – Jackie Manchester, MSU Extension Advanced Master Gardener. Learn smart concepts of the right plant, right place and the importance of soil testing, and the environment for garden success.

Sunday, April 14

9:30 – 10:15 a.m. Plant a Square Foot Herb Garden – Rebecca Krans, MSU Extension consumer horticulture educator. Learn how to create a convenient herb garden for your deck. This completed garden will then be provided as a door prize for those attending.

11:30 – 12:15 p.m. Food Budgeting and Meal Planning – Amber Hayward , MSU Extension community nutrition instructor. You really can eat healthy and save money on your food budget. It just takes a little time in the beginning to plan and before you know it, your household is eating healthier, there are less doctor visits and you are saving money.

MSU Extension will also be providing over 35 color Smart Gardening tip sheets focused around smart gardening topics and practices that are more earth-friendly and sustainable, e.g., don’t guess, soil test; right plant, right place; shoreland plantings; pollinator protection and many more. Extension Master Gardener smart gardening volunteers will also be on hand to assist the public with all the resources and remind gardeners of MSU’s Ask Extension online question resource and the toll-free lawn and garden hotline, 1-888-678-3464.

Extension Master Gardeners will lead a family friendly seeding activity and flower pollination make-and-take item. We will have information available about how to join the Extension Master Gardener program and different volunteer projects that they contribute to across the Upper Peninsula. In 2023, Upper Peninsula Extension Master Gardeners volunteer efforts amounted to over $78,000 in economic value to local communities. Through volunteering, they share research-based information helping others learn how to garden. Some examples include teaching children how to grow and care for vegetables, teaching and leading other volunteers in community beautification efforts, assisting with community garden efforts, and educating others about environmentally friendly gardening practices. Mayor Bowser Testifies in Support of Her Fiscal Year 2025 Budget, A Fair Shot: Strategic Investments and Shared Sacrifice

(Washington, DC) – Today, Mayor Muriel Bowser testified in support of her Fiscal Year 2025 Budget, A Fair Shot: Strategic Investments and Shared Sacrifice.

Below is the Mayor’s full testimony, as delivered: 

Good morning, Chairman Mendelson and members of the Council. I am pleased to testify before you today on my Fiscal Year 2025 Budget.    Through strategic investments and shared sacrifice, this budget invests not only in a safer, stronger DC right now, but it looks ahead three, four, and five years and includes investments that will accelerate our comeback and increase our capacity to make big investments in the outyears of our financial plan.     So, while we approached this budget soberly and with financial prudence, we also know that the state of Washington, DC is strong. We continue to have a Aaa bond rating; DC is the number one city in the country for tech careers and among the top cities for women-owned business openings; we are leading the nation in office-to-housing conversions; tourism is rebounding; our public school enrollment is up two years in a row; crime is trending down; and unlike many of our peer cities, our population is growing.      Since 2015, our annual operating budget has grown by 70%, from $11.7 billion to $19.8 billion, and our capital budget has also increased by 62%. Over a decade, the value of our commercial properties grew by 44%. And this growth has allowed us to make significant investments in all eight wards and in all of our people: 

  • We modernized 45 schools and eight libraries, including the phenomenal Martin Luther King Jr. Memorial Library. 
  • We renovated 73 recreation and community centers. 
  • We broke ground on a new full-service hospital on the St. Elizabeths campus that will open next year. 
  • We opened the Entertainment and Sports Arena in Ward 8 and Audi Field in Ward 6, two wards now connected by the largest infrastructure project in District history: the new Frederick Douglass Memorial Bridge.  
  • We invested more than $1.5 billion into the Housing Production Trust Fund, making us the jurisdiction with the largest per capita investment in affordable housing. 
  • We transformed the Walter Reed campus in Ward 4 and are similarly transforming the McMillan campus in Ward 5. 
  • We closed down DC General; we opened smaller, more dignified shelters across DC; and drove down family homelessness.  
  • We used the Food Access Fund and Neighborhood Prosperity Fund to help open more than a dozen restaurants and other food access points in Wards 7 and 8.  
  • We used the Commercial Property Acquisition Fund to help local entrepreneurs turn rent payments into mortgage payments so that they can stay and grow in DC.  

  Our growth and prosperity also supported a strong pandemic response that then turned into a strong recovery and now a strong comeback.     The fiscal year 2025 budget and financial plan is made up of $21 billion in operating funds and $11.8 billion in capital funds. It addresses the reality we’re in right now – the confluence of post-COVID economic factors: slower economic growth; the end of federal stimulus funding; significantly higher operating costs, including an additional $200 million in WMATA funding, that will grow during this financial plan; and the impacts that you heard from the CFO.     Of course, our budget is unique because we are required to have a balanced five-year financial plan across not only this fiscal year but the upcoming four years. The result of these factors is a widening gap across the plan that requires us to make prudent investments now that change the trajectory of our out-year revenue estimates. In other words, what we do right now lessens the likelihood of the dim revenues currently projected by the CFO.     So, the big question for this budget is: how do we change the trajectory? We must be smart. We must be strategic. And we must value each of our investments, whether they are efficient and how it moves us closer to the DC that we want to be five years from now. And we must stick together.    To help us close the gap and make the right investments for our future, we created a set of guiding principles that reflect our values and goals: 

  • First, we focused on maintaining and enhancing the core services of city government and preserving programs and services that protect the health and safety of our community.  
  • We prioritized programs with track records of success that focus on equity. 
  • And for the District’s long-term stability, we worked to reset spending so that it aligns with our resources, and we focused new spending on three pillars: public safety, public education, and the Downtown.  

 You will see these values reflected across the budget, and you will also see examples of where we worked very hard to save some of the projects and programs that we know are important to you.     We were able to close just over half of the gap through good government efficiencies and by rightsizing programs across District agencies. This included eliminating vacancies, negotiating better leases, and even turning off devices that were no longer being used. We also scaled back programs with unsustainable growth, recalibrated service levels, cut duplicative programs, eliminated low-priority programs, and, in doing so, we looked holistically across the budget as we weighed the impacts of each decision.     For example, we weren’t able to save the Circulator, but we were able to fully fund Metro so that we can avoid painful cuts, build on the progress that has brought riders back to our system, and continue moving riders to and from many of the same points that the Circulator currently serves.        I also scaled back a program that many of you know is important to me. This budget includes a $60 million investment in the Housing Production Trust Fund that we collect from our deed recordation taxes, not the $100 million that I’ve made a hallmark of my tenure. Adding only $60 million to HPTF means that some very worthy programs may not have funding. But we also know that it allows us to invest in other programs that you, in your letters and comments, have shared are a high priority to you, including more funding the Emergency Rental Assistance Program at $20 million. More funding for the HPAP program, which will allow more DC residents to get HPAP assistance. Just like we have done in resetting our public safety ecosystem, we will need to focus on our rental housing ecosystem. It needs our attention.     In some cases, we found programs that were previously created to fill gaps in services, but that we no longer need. For example, Career Connections – I created it back in 2015. But now, we know with our Advanced Technical Centers, we are better able to invest in the needs of our young people, preparing them for college and career – we are expanding in Ward 5 and opening a second location in Ward 8, and the DC Infrastructure Academy which will open in a new permanent at the historic Spingarn High School.     With this budget, we are also shifting some funding to the Department of Human Services so that agency, which already supports many of our most vulnerable families, can play a bigger role in working with families to address chronic absenteeism and truancy. Today, I will also share a legislative package that supports these investments and that will help our community more strategically address truancy and youth violence.     So, that is how we closed half of the gap: through savings within the government. In fiscal 2025, this saved us approximately $500 million. We looked to see if we could go deeper, but going deeper would mean cuts to programs that I know none of us would like to touch, including Medicaid for single adults. I know that there will be some questions about which programs we chose to scale back and rightsize, and my team and I will be in the community at budget hearings over the coming weeks to answer these questions.    But reductions alone were not enough. In some years, it got us close to covering our base costs and must-fund items but left no additional funding for the types of catalytic investments that will fuel our comeback. So, to close the remainder of the gap, we identified new revenues that will be shared across the community. To fill $300 million in fiscal year 2025: 

  • Businesses will help through an adjustment to the Paid Family Leave tax that will take that tax back to fiscal 2021 levels to support our human services safety net. 
  • And guests will help through a small 911 fee on hotel stays to support increased public safety hiring. 

And if, after fiscal year 2025, we still have gaps, then beginning in fiscal year 2026, consumers will help through a modest sales tax increase to support increased Metro costs.    You know by now that I don’t take revenue increases lightly. I’ve said very pointedly to residents and to our businesses that if taxes have to be raised, I’ll tell you and tell you why. And I will be able to assure you that we are putting them to the economic growth of our city that allows us to invest in the programs and services that reflect our values.    So, I am sure you’ve noticed by now that we were able to balance this budget with no property tax increases, none on our residential property, none on our commercial property. And no increases to income taxes.  This includes protecting the 2% cap on annual increases in property taxes for our senior residents. We also didn’t create any new taxes.     The combination of interventions we chose was largely based on two factors: we already know, from past experience, for example, the impact of adjusting the Paid Family Leave tax and second, we had to make the math work. Adjustments to the income tax or property tax simply won’t close the gap. For example, raising taxes on high-income earners, which the Council has already done just a few years ago, would only bring in $62 million a year – that’s just 25 percent of what Paid Family Leave adjustment yields. And in order to raise the same amount of resources through residential property tax, we would have needed to raise the residential property taxes by 18 percent – a tax category where we are currently leading the nation.    So again, the District is unique in that we must submit a balanced budget across five years. No one else does this. We know from past experience that estimates for the outyears tend to be wrong. They’re just too far away for us to predict what circumstances will be. But, because of this, some are burdened by pessimism; I am not. I will always be a responsible steward of taxpayer dollars; but being responsible should not prevent us from thinking big and being realistic about our ability to change the revenue projection three or four years from now. As the mayor, it is my job and mine alone to propose a budget to this body that reflects the needs, the tradeoffs, and policy vision for Washington, DC – and it is yours alone to consider and ultimately pass the budget.     As I said at the outset of my remarks, the state of the District is strong. People want to live here. People want to do business here. And people know that we mean business. And that is what we want: we want to be a city that people are excited about. I say to many people, “No one wants to be a city where people are leaving, businesses are failing.” And my hope is that, throughout this budget process, we’re able to stick together to keep Washington an attractive place for residents, business and visitors.     I am grateful for the Council’s lockstep partnership on our deal to keep the Wizards and Capitals in DC; and I was proud that everyone recognized what I knew to be true: DC is the best place for an important business and employers like Monumental Sports to create jobs and grow their footprint. Collectively, we recognize the important role that the arena plays in a thriving Downtown and our ability to invest in services and programs that support all eight wards. I know that by continuing to work together – by striking the right balance between investments and sacrifice and by prioritizing investments that will kick off more revenues for the District – we will get back to the economic growth levels that have fueled the renaissance of modern Washington.      Five years from now, we will look back on this budget and know its impact. But we get to decide, today, and over the next 70 days what that future will look like. Again, I am optimistic. DC is a global capital, we lead. Let’s keep leading. The world has learned by now: never bet against cities; and especially, never bet against this one. We are a resilient city. We never give up. We know how to make a strong comeback. But our wins are also not accidental. We’re smart, creative, and strategic. This is the spirit of my fiscal 2025 budget. It’s smart, it’s responsible, but most important, this is a budget that will keep DC the best city in the world.

Elon Musk Delivers Speech About Mars Settlement Plan

Elon Musk has long made plenty of highfalutin claims about colonizing Mars. Now, he's delivered another speech about this off world fantasy of his, providing a roadmap to settling the Red Planet that at least seems "tangible," in Ars Technica's assessment .

In a presentation to SpaceX employees at the company's Starbase facility in Texas, Musk outlined the "overall path to making life multiplanetary."

He said that Falcon 9 is the primary launch vehicle for Earth's orbit, but that Starship — SpaceX's largest and most powerful rocket, though it hasn't yet managed to launch to orbit and then land without destructing — is the vehicle that will ultimately bring life to other worlds.

As the most powerful rocket in the world, Starship will be capable of ferrying the massive payloads to orbit necessary to carry out large scale Mars missions, Musk said. All this — bear with us as we elucidate some Musk philosophy here — so that we can preserve the "light of consciousness" in the cosmos.

"We need enough people and enough tonnage on Mars such that Mars can survive and continue consciousness even if something were to happen to Earth," Musk said.

Towering Achievements

But before any of that can happen, there's more rocket science to be done. Starship in particular has suffered major setbacks, like exploding during several of its test flights . Its third and most recent launch last month saw it reach space for the second time — its most successful run yet — but the rocket still didn't survive reentry and crashed into the ocean.

The next test, Musk told the audience, will involve landing the Starship booster on a "virtual tower" in the ocean. Then, in the fifth test, SpaceX will attempt to catch the booster with an actual launch tower in Starbase, cementing its capabilities.

"My guess is probably next year is when we will be able to reuse Starship," Musk said.

Overwhelming Output

Reusability is key. One-and-done rockets wouldn't be able to carry out the high volume of rocket launches — Musk estimates as high as thousands of ships every 26 months — to orbit, and then to Mars. So far, SpaceX has successfully conducted 327 Falcon launches, Ars notes.

It also drives down costs. In addition to making the massive rocket reusable, Musk wants to make it even bigger. A reusable "Starship 2" will s upposedly carry 100 tons of cargo to orbit, he said, and "Starship 3" will carry upwards of 200 tons. With such astonishing output, "Starship 3 will cost less per flight than Falcon 1," Musk claimed, as low as $2 to $3 million.

In total, SpaceX estimates that it will need to build several thousand vehicles per year and carry out 10 launches per day to send millions of tons of cargo to Mars.

"I think this is pretty doable," Musk said. "We're actually going to do this."

Of course, more than a few experts have cast doubt on Musk's Martian ambitions . As for Starship, it'll still have to prove itself capable of carrying out its role in NASA's mission, Artemis 3, to land on the Moon.
