Must meet University Admission and English Proficiency requirements as well as requirements for admission to the major, listed below. Students apply for admission directly into the Ph.D. Those who are interested in first earning a Master’s in Political Science need to apply to that major separately.
- GRE Required

Primary Specialization (6 Credit Hours)
Students complete six (6) credit hours in their primary specialization, in addition to the disciplinary seminar. The options for primary specialization are International Relations, Comparative Politics, and American Government.
Secondary Specialization (3 Credit Hours)
Students complete three (3) graduate credit hours in their secondary specialization, in addition to the disciplinary seminar. The options for secondary specialization are International Relations, Comparative Politics, Political Theory, and American Government.
Electives (6 Credit Hours)
Students will enhance their areas of specialization with elective courses. With graduate committee approval, students will be encouraged to take courses in other disciplines.

Foreign Language
Students whose dissertation research will involve fieldwork or archival research in a non-English speaking country must be proficient in language(s) native to that region. For these students, competency in at least one foreign language must be demonstrated by passing the competency exam administrated by the Department of World Languages.
Comprehensive Qualifying Exam
Ph.D. students will be required to take in-class examinations in their primary and secondary fields of specialization.
Dissertation Proposal – Capstone (3 Credit Hours)
- POS 6939 Capstone Seminar Credit Hours: 3
During the Seminar, students develop their dissertation proposals. Students must present their dissertation proposal to their dissertation committee and obtain consent from all committee members before proceeding to the dissertation work.
Dissertation (27 Credit Hours)
Students must present their dissertation at an oral defense, and their committees will determine whether the student passed. Students must submit written copies of their dissertation with signatures of their committee members. All dissertations must conform to University of South Florida format rules.

Degrees & Certificates
SPSIA offers five different graduate program options: a doctoral degree in Security Studies, a master’s degree in Political Science, and certificates in Intelligence & National Security, Network Analysis and Applications, and Survey Research.
Ph.D. in Security Studies
The Security Studies doctoral program is designed to produce specialists capable of analyzing and communicating security issues to policy makers, the general public, and the government, and academia. It is expected that the majority of graduates will work in military and other governmental organizations, international corporations, and agencies that deal with security. Others will seek employment in research and teaching in institutions of higher education.
Fall 2024 applications must be completed by December 1, 2023 for International Applicants and January 1, 2024 for Domestic Applicants

M.A. Political Science
The Master of Arts in Political Science programs prepares students to enter positions in government and the private sector in which the ability to comprehend, influence, and respond to government policy is critical and prepares interested students for pursuit of a PhD degree in Political Science or International Relations at other institutions.

Certificate in Intelligence and National Security
The graduate certificate in Intelligence and National Security provides an interdisciplinary graduate education for people engaged in or seeking professional careers in intelligence policy with a focus on analysis of security threats or crises, both domestic and international, through use of human, electronic and public domain intelligence sources. This certificate can be taken independently or concurrently with an MA or PhD program and is great option for those looking to explore graduate coursework or strengthen their resume. Coursework taken as part of the certificate can be transferred into both our Political Science MA and Security Studies PhD programs.
Certificate in Network Analysis and Applications
The School of Politics, Security and International Affairs, the School of Public Administration, and the Department of Computer Science, offer a Graduate Certificate in Network Analysis and Applications that consists of 12 credit hours at the graduate level. Upon completing the certificate, students will be able to analyze networks either via pre-determined network analysis programs, by implementing the analysis via packages available in libraries in a suitable programming language, or by programming the analysis from scratch.

Certificate in Survey Research
The Survey Research Certificate will prepare students for work as a professional or academic survey researcher. Course requirements ensure that students are well-trained as designers and analysts for surveys, and that they have an understanding of the use and application of survey methods.

David Macdonald
My name is David Macdonald. I am currently an Assistant Professor of Political Science at the University of Florida. I received my Ph.D. in political science in 2020 from Florida State University.
My research agenda is broadly in the area of American politics, public opinion, and political behavior with a particular interest in the question of "why ordinary people support the policies, parties, and candidates that they do?" My dissertation examines why American public opinion has failed to shift more in favor of redistribution despite decades of high, and rising economic inequality.
I am also interested in studying the causes and consequences of public attitudes toward immigration, public opinion toward government spending in an era of economic inequality, as well as the political consequences of low, and declining labor union membership.
M y research has been published or is forthcoming in American Politics Research, Electoral Studies, Political Behavior, Political Research Quarterly , Political Psychology, Social Science Quarterly , and the British Journal of Political Science . I have also taught various undergraduate and graduate courses in American politics and research methods.

Combined m.a. in latin american and caribbean studies + ph.d. in political science.
The Combined M.A. in Latin American and Caribbean Studies/ Ph.D. in Political Science pathway allows qualified graduate students to pursue graduate degrees in both areas simultaneously. Students must fulfill the requirements for both programs, and up to 36 credits completed as part of the M.A. in MALACS will be counted toward the 76 credit Ph.D. in Political Science.
Admission Requirements
Applicants must meet the following minimum requirements to be considered for admission.
- Baccalaureate degree from an accredited institution for higher education (or equivalent)
- Minimum cumulative grade point average of 3.2 on a 4.0 scale (or equivalent) for the last two years of undergraduate work and/or a GPA of 3.25 on any previous graduate work;
- Verbal and Quantitative portions of the Graduate Record Exam (GRE);
- International graduate student applicants whose native language is not English and who have not obtained a degree from an English-speaking academic institution are required to submit a score for the Test of English as a Foreign Language (TOEFL) or for the International English Language Testing System (IELTS). A total score of 80 on the internet-based TOEFL (equivalent to 550 on the paper-based version) or a 6.5 overall on the IELTS is required.
Although admissions decisions typically are made in the spring, decisions for students who have not yet received their bachelor’s degree will be conditional, pending confirmation of the B.A. Meeting the minimum requirements does not guarantee admission into the program. All applications are subject to review by both the members of the Department of Politics and International Relations and the MALACS Graduate Committee.
Admission Procedure
To be accepted into this pathway, students must submit an application to the Ph.D. in Political Science with a subplan for a M.A. in LACS. This designation will appear in the menu of programs in the graduate application. The application must be submitted by February 1 in the year in which they wish to begin their studies.
The following documents must be submitted and will be reviewed by the Admissions Committees from both units.
- Online application and application fee;
- Official transcripts for all undergraduate and graduate coursework;
- Official GRE scores;
- Official TOEFL scores, if applicable.
- A statement of research interests, including reasons for seeking the M.A./Ph.D., future career goals, and a summary of scholarly preparation for this pathway;
- Three letters of reference from academic sources or others able to judge academic abilities and potential.
- A curriculum vitae; and
- A writing sample (such as a seminar paper) which demonstrates the ability to conduct research and write effectively.
Masters of Arts in Latin America and Caribbean Studies Degree Requirements (36 credits)
During their first two years of enrollment in the Combined Degree Program, students must complete 36 credits for an M.A. in Latin America and Caribbean Studies with depth or focus courses in Political Science.
MALACS Core Courses (9 credits)
During their first two years of enrollment in this combined degree pathway, students take three core courses as follows:
- LAS 6003 Survey of Latin America and the Caribbean (first year, fall semester) 3
- LAS 6934 Research Seminar (first year, spring semester) 3
- POS 5706 Research Methods 3
MALACS Focus Courses (12 -15 credits)
Students will take a minimum of 12-15 credits within the Department of Politics and International Relations with a Latin American and/or Caribbean focus
MALACS Elective Courses (6-9 credits) Student can take courses from other areas
MALACS Exit Options for Combined Degree Program (6 credits) Students may choose one of three exit options:
LAS 6970 Thesis (6)
See the MALACS program description for more information. The thesis is publicly defended and approved by a committee of three graduate faculty members.
LAS 6905 Directed Research in Latin American and Caribbean Studies (6)
Preparation of two directed research papers. Both papers require an oral presentation and approval by a committee of three graduate faculty members.
LAS 6942 Internship in Latin American and Caribbean Studies (6)
Supervised internship leading to a major research paper in Latin American and Caribbean Studies. The research paper requires an oral presentation and approval by a committee of three graduate faculty members.
Each student is required to demonstrate proficiency in either Spanish or Portuguese, or in another language such as French or Haitian Creole when justified by research interests. Proficiency demonstrated by scoring an advanced level on the ACTFL exam for Spanish, Portuguese, or French administered by FIU’s Department of Modern Languages. Other tests of proficiency may be accepted upon approval of the graduate advisor. Students should apply for graduation for the M.A. in LACS as soon as they have completed all requirements for the degree – including the exit requirements. Ordinarily, the M.A. will be conferred before the student advances to candidacy for the Ph.D. in Political Science.
Doctor of Philosophy in Political Science Degree Requirements
Students will begin study towards the Ph.D. in Political Science immediately following their satisfactory completion of MALACS requirements. A minimum of 40 credits beyond the 36 credits required for the MALACS degree will be necessary to satisfy the requirements of the Ph.D. Program in Political Science.

Dissertation:
24 Dissertation course credits.
Comprehensive Examination:
After satisfactory completion of course work, students will take comprehensive exams in their two chosen subfields before being admitted to candidacy and defending a dissertation proposal. The comprehensive exams will cover core courses and broad knowledge of the two examination fields. They will be written and oral. Comprehensive examinations are given twice yearly, in mid-September and mid-January.
Dissertation (Minimum 24 credits)
After being admitted to candidacy, students enroll for dissertation credits under the supervision of their dissertation advisors. Candidates will prepare and defend a dissertation proposal. Upon completion of the dissertation itself, a public defense of the dissertation will be scheduled in accordance with University policy.

Stockham, Ovalle earn NSF Graduate Research Fellowships
Two University of Nebraska–Lincoln graduate students have been offered 2024 Graduate Research Fellowships from the National Science Foundation.
The program, the oldest graduate fellowship of its kind, helps ensure the vitality of the human resource base of science and engineering in the United States and reinforces its diversity. The program recognizes and supports outstanding graduate students in NSF-supported science, technology, engineering and mathematics disciplines who are pursuing research-based master’s and doctoral degrees at accredited U.S. institutions. The fellowship provides the student with a $37,000 stipend and $12,000 cost of education allowance for each of three years, as well as access to opportunities for professional development.
The university’s 2024 award recipients are below.
Sophia Stockham , of Wauseon, Ohio, is pursuing a doctoral degree in political science under the guidance of Alice Kang. She earned a bachelor’s degree in political science and communication from Bowling Green State University. Her research interests lie in human rights, with a focus on women’s representation. Stockham received the NSF funding to support her work on the passage of informed consent laws for pelvic exams. She is passionate about advocating for greater representation of women in government and health care policy.
Xavier Ovalle (he/they) is a master’s student in the Hebets Lab in the School of Biological Sciences, under the mentorship of Eileen Hebets. He was born and raised in Tampa, Florida, and is a first-generation American and college graduate. They earned their bachelor’s degree in biology at Centre College in Danville, Kentucky. Ovalle has researched different invertebrate groups, most prominently the semi-aquatic spider Trechalea extensa in Costa Rica. He tracked the spiders to map their home ranges and investigate their sensitivity to stimuli due to ecotourism. At Nebraska, they are interested in quantifying and understanding the associated associated costs and benefits of the color-changing process in the crab spider Misumenoides formosipes . Ovalle will use the NSF funding to continue this research.
Zeenat Ahmed , a doctoral student in political science, received an honorable mention.

Accomplished graduate student earns dual JD, MD degrees

Growing up, Jordan Adonis Brooks, a 32-year-old from rural Mount Vernon, Ohio, witnessed firsthand the adverse impact the lack of health care access can cause and vowed to join the fight to fix.
In May, Brooks will graduate with a J.D. from the University of Miami School of Law and an M.D. from the Miller School of Medicine.
“Rural towns have a lot of health disparities compared to cities,” he said. “And being Black can worsen those disparities. Watching my parents, who had chronic diseases, struggle to get the appropriate specialist care they needed for their conditions was very difficult.
“They had to drive an hour-and-a-half for care and many times to visit medical specialists who often did not have the means of curing their health issues. Watching their struggles and the struggles of many families, while working at the University of Pittsburgh Medical Center, definitely made me want to really understand how to improve the health care system for families like our own.”
Even in high school, Brooks thought a lot about positively influencing the world. He went to nearby Kenyon College to be close to home and his family after his mother passed and to prepare himself for law school. He earned a degree in neuroscience, an interest that, in part, grew from her multiple sclerosis diagnosis.
“I had never really understood what the nervous system was,” he said, “and I was blown away when I learned of the incredible things that it does. That's what made me want to go to med school. Then I did a Master of Public Health at the University of Pittsburgh, and then I wanted to do both.”
Brooks said that learning about all the social determinants of health outcomes and how businesses significantly influence how health care is delivered has steered his educational path.
“Ultimately, health care delivery is largely dictated by laws that regulate health care entities and public health by policies that aren’t traditionally associated with health care, like access to food, housing, and transportation,” Brooks said. “So, understanding public health and health law has revolutionized my understanding of medicine and paved the way for me to serve as a bridge between health care providers, attorneys, and administration in the health management and policy space.”
Brooks hopes to use this understanding to help the most marginalized populations attain health equity at the national and international level. Upon graduating, Brooks will start his career working at Boston Consulting Group, where he will focus on health care and life science and social impact management consulting.
At the School of Law, Brooks wrote a paper on the harmonization of regulation of and integration of traditional, complementary, and alternative medicine with associate professor Gabriel Scheffler, previously a staff economist at the White House Council of Economic Advisers working on health care and labor market policy.
Brooks was a Steven Chaykin Fellow for the Health Equity Project at the Center for Ethics and Public Service, where he helped to embed health equity into their affordable housing initiatives. He was also a fellow at the Human Rights Clinic, where he played a leading role in the clinic's work on maternal and infant health, developing an in-depth report with the Florida Health Justice Project, engaging in U.N. advocacy, and facilitating a film screening and multidisciplinary panel discussion on movements in Black midwifery.
This spring, Brooks also worked with his Human Rights Clinic colleagues planning a town hall for Miami-Dade County for the U.N. Permanent Forum on People of African Descent.

These conferences provided an opportunity for Alexandra to expand on her research examining the Women, Peace and Security (WPS) Agenda. Her work delves into the UN's understanding of gender and gender equality within this policy framework, exploring how the UN addresses individuals with diverse sexual orientations and gender identities (SOGIE) in WPS concepts, policies, and practices. Alexandra is supervised by Prof. Gillian Wylie.
