Modernization has transformed corruption, and people adopt new and complicated ways of concealing their fraudulent activities. This paper presents the causes and effects of corruption in the public and private sector.

Politics is an effective way of ensuring power and resources are shared equally among all individuals from different backgrounds within a specified jurisdiction. However, people have used political activities and offices to advance their gains and neglect the need to be accountable and responsible to the public. The emergence of political elites has created room for corruption to flourish in public and private offices because people no longer respect the need to develop national programs that will benefit citizens. They have diverted the resources of the public to achieve their gains without considering the impacts of their actions on other citizens. Politics has allowed corrupt officers to win elections and take powerful positions in government. Therefore, citizens continue to suffer because their interests are not addressed by those they expected would alleviate their problems.

Also, the existence of artificial scarcity of resources has pushed people to look for cheap ways of getting what they need. For instance, the scarcity of employment and investment opportunities has led to stiff competition for the limited available resources. Government officials in charge of quality standards are usually bribed to cover the activities of such investors, and this promotes corruption in businesses. This violates the rights of citizens to access quality products and services.

Thirdly, the ethical qualities of people in authority have decreased, and their value system deteriorated due to lack of strong moral teachings and responsibilities. People no longer have respect for the old ideals of moral and honest service delivery procedures, and society has become a haven for individuals that disregard human dignity. It is necessary to explain that modernity has clouded the need to respect the positions and individuals placed to serve others. The American public forum is dominated by debates on gay marriages, foreign policies, and inflated health bills, but nobody seems to pay attention to the escalating cases of corruption in the public and private sectors. The younger generations do not see the need to fight corruption because their predecessors support and cultivate it through modern systems and activities.

Lastly, widespread poverty and illiteracy have contributed to endemic corruption in modern societies. There are efforts to educate people, especially the rural folks, to ensure they know their rights and freedoms to reduce corruption in their societies. However, these efforts seem to bear no fruits because poverty drives them to seek cheap and quick ways of accessing their needs. Also, poverty makes people desperate, and thus, they do anything that will ensure they have food on their tables. Therefore, corruption flourishes in most societies because people do not know their rights and those that do have limited resources to access them.

Corruption violates the rights and freedoms of individuals to get basic services from public and private offices. This means that this practice compromises the quality of services offered by employees in the public and private sectors and puts the lives of citizens at risk. Corrupt officials do not offer equal services to clients because they treat some with more interests than others. This violates the provisions of equality and the rights for justice in various issues. This makes public institutions and offices to become illegitimate because of misusing their democratic power for private gains.

Also, corruption hinders the effective development of political systems in a country. This vice promotes patronage that is serious threats to democratic processes. Most corrupt nations experience civil disobedience and political instability that hamper development projects. The introduction of multi-party democratic systems is usually hampered by the corruption that compromises the legitimacy of political parties and individuals. Unequal distribution of national resources and restricted access to public services lead to frustration and apathy among citizens, and this weakens the fabric that binds members of the society. This leads to social inequality and the emergence of class differences that violate the dignity and rights of individuals. Uncontrolled corruption widens the gap between the rich and poor, and this results in a weak civil society.

Corruption is caused by man-made factors like capitalism, lack of transparency and accountability, nepotism, tribalism, poverty, weak social and political structures, and poverty. Introduction

A majority of us are probably aware of the term “corruption” and the situations in which the word perfectly fits in. The most plausible reference to the nature of corruption could be assessed by the words of Joe Bidden, 47 th Vice President of the United States of America, who quoted – “corruption is just another form of tyranny.” The statement weighs corruption as equivalent to that of cruel and oppressive rule of government. However, for a common man/woman, corruption is a challenge, that he/she faces every day, in protecting of his/her fundamental rights and privileges, otherwise guaranteed by the Constitution.

Corruption in India

Though, the ranking of India in Global Corruption Index 2018 has been improved by three places; at a global rank of 78 it’s still far from becoming a corruption free nation.

Corruption in India had been prevalent even under the subjugation of British Empire, when India was still far from gaining independence. How deeply rooted was the corruption in Indian society, can be assessed by the words of Mohammed Ali Jinnah. The Muslim League Leader once stated – “One of the biggest curses from which India is suffering – I do not say that other countries are free from it, but I think our condition is much worse – is bribery and corruption. That really is a poison”.

This statement of Mr. Jinnah delivered while addressing the first Presidential address to the Constituent Assembly of Pakistan on 11 th August 1947, bares naked the truth of corruption in India, even before independence.

Even after 73 years of Independence, not much has changed on that front for the people of India. On the contrary, corruption has grown in dimension and today, it seriously hampers the economical, social and infrastructural progress of the nation as never before.

Corruption in political and administrative system of the country, is curtailing its progress and it devoid the people of India of their basic rights of equality, freedom, right to equal opportunity and right to compulsory education and health among others.

Factors Leading to or Responsible for Corruption

The corruption is rooted into several social, political and economical factors. Though, the most elaborate explanation for the cause of corruption could be estimated by the words of 19 th century British politician Lord Acten, who had famously said – “Power tends to corrupt and absolute power corrupts absolutely.”

The quote was a reference to relationship between power and corruption. Corruption is most like to occur with power as the powerful can successfully evade accountability, by using his/her power and influence.

The scenario explained above gels perfectly with the Indian political and administrative system of governance. Huge powers are vested upon our political representatives and administrative officials, by the Constitution. The motive behind bestowing them with power was the greater idea of empowering them to act as facilitators to the public, in general interest of the nation.

They are expected to exercise their powers in implementing several welfare schemes and projects, without any hindrance, for the overall welfare of the people and progress of the nation. However, the whole idea seems to backfiring with, the powerful wielding the powers to their own interests, seriously compromising the interest of the nation and its people.

This is when the corruption slowly seeps into otherwise honest political and administrative circles of India.

Another, most troubling factor behind the prevalence of corruption in India is the latter’s acceptance in society as a common phenomenon. Today, the voices against corruption are fainter than ever before and the people have accepted corruption as natural and unavoidable.

This is the reason why we tend to bribe public servants, to escape the legal formalities on issues those are of interest to us. Moreover, giving and taking bribe is today being considered as a wise act and is being applauded in private, if not publically.

Below is given a point wise narration of other social and economical factors that could escalate corruption –

• Inadequate compensation and monthly emoluments to the government employees could lead them to corruption.
• Illiteracy fuels corruption as it makes a person more submissive and likely to be exploited by greedy officials.
• Illiteracy, poverty and lack of a transparent grievance redressal system make people more vulnerable to political and other types of corruption.
• A decline of ethics and moral values in the society are also responsible for corruption.
• Lack of awareness among the people on their rights and privileges is acting as a fuel to the corruption.

Different Faces of Corruption

The demon of corruption has many faces, than could be imagined, like judicial corruption, governance corruption, corruption in education, corruption in enforcement of laws, financial corruption, political corruption etc. There could be thousands of other similar situations; those could act as examples of corruption. It wouldn’t be possible to elaborate all types of corruption in this essay; however, we will discuss a few of them below.

• The spectrum of corruption is vast enough to affect people from different walks of life. It involves situations like bribing to secure a government job, bribing to lodge a complaint in local police station, bribing the government doctor for treatment, bribing the official for swift movement of file, paying bribe to the official to get the cheque that you deserve anyway.
• Firstly, we will make an assessment of political corruption in India. We all know that the credibility of a political representative is based on the transparent and unbiased election that he or she faces in order to be elected. Despite the Election Commission of India doing a commendable job every time to conduct free and fair elections, there are still some cracks in the otherwise impeccable election system.
• More often than not, during elections, we get stray news from throughout the nation, of voters being influenced by money or by wielding powers, by the contestants in election. Such acts amount to political corruption of highest degree and can adversely influence the democratic structure of the nation.
• Now let’s consider the scenario of a government hospital which functions to provide free or subsidized medical facilities to all the citizens of India. The doctors deployed by the government in the hospitals are compensated adequately for their services; however, sometimes they are seen demanding money from patients to perform an operation or treatment, which should otherwise be performed free of cost. This is a perfect example of corruption in healthcare system.

Likewise there are several examples of corruption in different sectors, depending on their nature and outcome.

Corruption – An Act of Collusion or Not

Corruption is basically an act of collusion between two parties; however, more often than not one party might be forced into the agreement by another party.

Suppose, if a Public Works Department Engineer demands bribe from a civil contractor, for passing the bill for the portion of road constructed by the latter. In this case, though the demand is not obligatory on the contractor, he/she will mostly oblige considering the otherwise cumbersome process of proceeding legally against the demands. In this case the party who gives bribe is actually forced to do so by the party who demands it.

On the contrary, there could be situations in which both the opposite parties have colluded willingly in order to mutually benefit each other. For example a non deserving candidate for a government job, pays bribe to the recruiting official, in order to secure the job.

Nevertheless, whether forced or mutually agreed upon, corruption is an act of collusion, between two parties, which seriously compromises the privileges and rights of other individuals.

Measures to Counter/Control Corruption in India

The corruption in any sector could be effectively controlled by working on improving transparency and accountability in that particular sector. Transparency will ensure that each and every functioning, decision and its outcome is known to the public and all, so that the fairness of the deal could be ascertained. On the other hand accountability places responsibility of an undesirable outcome/loss on an individual.

• This has been done by the government of India under the Right to Information or the RTI act, which had been incorporated in 2005. RTI Act 2005 gives the power of questioning to the common citizen of India. Using the RTI Act anyone could now question any department by simply submitting a RTI application.
• You can now question and get answers on subjects like – how much of the taxes collected, did the government spend and on what mode; how many children in your neighboring school were provided admission under EWS (Economically Weaker Section); what was the cost incurred for the construction of road in your locality and what amount was paid to the contractor; what action did the government take against the official involved in corruption etc.
• The RTI law mandates the appointment of a Public Information Officer (PIO) in all the central and state runs departments and ministries. The provision of responding to the queries is binding on the PIO, who has to do so in a stipulated time, failing which s/he would attract departmental action or a hefty fine.
• The government has also established Central Vigilance Commission (CVC) in 1964 to look into the matters of governmental corruption. The CVC functions as an autonomous body, free from the influence of any executive authority.
• The Government has amended Prevention of Corruption Act 1988, to criminalize the party which pays bribe for undue advantages.
• The amendments have a provision to impose penalty on the organization of the person convicted for giving or taking bribery, if latter couldn’t be traced or has deliberately left the country to escape law.
• Another step that could well be taken to eliminate corruption is, setting up a fast and speedy judicial system, to address the corruption cases in the country.

Though, the corruption is rampant in India, it is also true that by and large the common men and women of India are honest and have an evident dislike for corruption. However, deep rooted the corruption might be, it could be successfully eliminated with political will and public awareness.

This mostly happen in non-democracies such as Romania and Iraq where the government is accused of patronage.
• Influence peddling: This involves the act of paying or providing benefit to a person who has the real potential of decision making for the advantage of a third party. It is a serious form of violation as the person influencing the decision maker wants to seek an undue advantage.
• Embezzlement: A type of white-collar crime, where a person swindles the assets consigned to them. The embezzler uses the fund for unintended purposes.
• Electoral fraud: It is an illegal interference in the process of election as regards to vote counting to bring about an election result. This means increasing the vote count for the favored candidate, by suppressing the vote share of the competent candidates.
• Nepotism: A form of favoritism whereby the relatives and friends of a politician ascends to a similar power or a reputed designation without having adequate qualifications.

• Size of the country: Countries that are large having low density population cannot monitor the activity of the public officials in scattered locations.

Corruption Essay in English – Corruption is a widespread infectious parasite that is sucking the lives of systems, departments, institutions, individuals, or groups and has penetrated into all walks of life, be it social, religious, cultural, educational, or moral. Corruption is a favor or benefit demanded, offered, or produced for official work. It is an informal payment or favor for an official benefit.

It is really a matter of shame that India is one of the most corrupt countries in the world. There will hardly be any area of life in our country where we do not have to face this hydra-headed menace. Most of us, if not all of us, are either corrupt or victims of this malaise.

Presence of Corruption from Ancient Age

Corruption is a very old social evil. It has always existed in some form or the other in human society. It is important to note that ‘Atharva Veda warns people to stay away from corruption. Kautilya’s ‘Arthashastra’ mentions forty methods adopted by corrupt people for misusing government funds.

The Sultan of Delhi, Alauddin Khilji had to substantially increase the salary of his land revenue employees to save them from indulging in corruption. Pandit Jawaharlal Nehru in his book ‘The Discovery of India’ has written about the widespread corruption in India during British rule.

Corruption has permeated every fabric of society in such a way that it was the subject of speeches made by the President, Prime Minister, and Lok Sabha Speaker during the Golden Jubilee Celebrations of our Independence . Every Chief Election Commissioner since T.N. Seshan has taken office, advocating the dire need for electoral reforms to attack corruption at the grassroots level and some measures have already been taken by him to make elections fair.

Types of Corruption

Conventional Corruption: It occurs when government officials, whether of high or low rank, illegally obtain or accumulate undue benefits for their personal use and not in relation to the public interest.

Unconventional Corruption: It exists where a public government official acts without consideration for the public interest but there is no apparent monetary or other transaction between the two parties. This includes misappropriation, theft, breach of trust, etc.

Political corruption : It is considered a type of grand corruption because of its seriousness and the involvement of high officials. This includes politicians who prefer certain companies and industries over others. Here, are the companies and organizations that shape and influence laws or government policies.

Systemic corruption : It exists where corruption is rampant in society. It exists where it is regular in practice between government and private businesses. In contrast, personal corruption exists where corruption is rare and has few personal functions.

Public and Private Corruption: Government officials are involved in public corruption while private officials are involved in private corruption. Public corruption involves the misuse of public money whereas private corruption involves corruption in the private sector which hurts the interests of citizens.

Causes of Corruption

• People’s acceptance of corruption and the absence of a strong public platform to oppose corruption allows it to rule over the people.
• Rising corruption in politics is responsible for the rise of political elites who believe in interest-oriented rather than nation-oriented programs and policies.
• Complicated laws and procedures isolate ordinary people from seeking any kind of help from governments.
• With big industrialist funds, politicians will have to pay a high price for elections. Bribing politicians have influenced and bribing politicians to buy votes.
• The sheer size of the population coupled with illiteracy and poor economic infrastructure give rise to endemic corruption in public life.

Some of the most infamous scams are the HD Submarine scam, the Petrol Pump scam, the Churhat lottery scam, the Fodder scam, the Bitumen scam, the JMM bribery case, the Sugar scam, and the Bofors scam. Securities scam (1992) snatched Rs 5000 to 9000 crore from the stock market and financial institutions.

However, ‘the most notorious was the fodder scam in which Rs 950 crore was withdrawn and former Bihar Chief Minister Lalu Prasad Yadav was charged. Even the school uniform scams did not help convert corrupt persons. And recently the scam in the 2G spectrum came into the limelight.

Eradication of Corruption 

It can be possible only when people understand the values ​​of ethics and morality in their life and start believing in them. Fool-proof laws should be made to eradicate corruption from our society so that there is no room for the discretion of politicians and bureaucrats.

The role of politicians should be minimal. Implementation of the developed policies should be left in the hands of an independent commission or authority in every sphere of public interest. The decision of the commission or authority should be challenged only in the courts.

One of the common reasons enabling corruption by public servants is seeking and receiving illegal gratifications commonly known as speed money. To remove this in the administrative process, the Government of Madhya Pradesh passed a law known as the ‘Public Service Guarantee Act’ in 2010, which prescribed reasonable time limits for the delivery of various government services to the people.

In 2011, the Bihar government also passed a similar act called the “Right to Service Act”. All other state governments should also make arrangements to get similar acts done so that no government employee has any scope to withdraw speed money.

To combat corruption, the Government of India has enacted the Prevention of Corruption Act 1998 and established the Chief Vigilance Commission, which provides legal authority to deal strictly with corruption. Although these are not enough for the long corridors of the judicial process, the lack of witnesses and corruption in the judiciary can hardly make any difference.

Efficient solutions include public awareness, frequent exposure to corrupt deals, and above all the role of whistleblowers. The concept of the whistleblower is Western, but if a large number of people keep tabs on corrupt officials, spy on them, and consult relevant departments, things can get better.

The government has now stressed accountability and India can be positive for the future because by digitizing everything with programs like Digital India , corruption will be reduced to a higher level as there will be no place for middlemen in the system, and the government will monitor everything. The Problem Isn’t Just Netanyahu, It’s Israeli Society

When U.S. Senate Majority Leader Chuck Schumer, one of the staunchest pro-Israel lawmakers in the United States and the highest-ranking Jewish official in Washington, effectively called for Israeli Prime Minister Benjamin Netanyahu’s ouster on the Senate floor in mid-March, it was a watershed moment for anyone following Israel’s role in U.S. politics.

Israel has been so sacrosanct in America for so long that the idea that a hawkish Democrat like Schumer would call for regime change in Israel is extraordinary. But the Senate leader’s stance is fairly mainstream among Israelis. There’s consensus—even within his own party—that elections should be held early. It seems like conventional wisdom in Israel that Netanyahu is dragging out the war for his own political survival, since he knows the moment it comes to a halt, Israelis will focus even more resolutely on investigating the failures of Oct. 7 and pushing for early elections to vote him out of office.

The focus on Netanyahu is a convenient distraction from the fact that the war in Gaza is not Netanyahu’s war, it is Israel’s war—and the problem isn’t only Netanyahu; it’s the Israeli electorate.

Blaming Netanyahu—who refuses to leave Israeli political life despite being on trial for corruption and presiding over the country during the worst catastrophe in its history—has eclipsed the fact that when it comes to Israeli policies on Gaza in particular, and the Palestinians in general, many Israelis are broadly aligned with Netanyahu. By a large margin they support the current military campaign in Gaza and the government’s goal of destroying Hamas, whatever the human toll for Palestinians in the Gaza Strip.

For years, Israelis have been able —through military and economic domination—to disregard the single most pressing issue facing the country—its control over millions of Palestinians. The shock and trauma inflicted by the Oct. 7 attack opened the floodgates even further on what is considered acceptable.

A large majority—88 percent—of Jewish  Israelis polled in January  believe the astounding number of Palestinian deaths, which had surpassed 25,000 at the time, is justified. A large majority of the Jewish public also thinks that the Israel Defense Forces (IDF) is using adequate or even too little force in Gaza. Couched in the idea that Hamas forced this “ war of no choice ” upon Israel and the people of Gaza and that Hamas must be destroyed as a matter of Israeli survival, even the threat of imminent famine in Gaza has not provoked opposition to the campaign.

Further, in a  February poll by the Israel Democracy Institute, around two-thirds of Jewish respondents (63 percent) said they oppose the proposal for Israel to agree in principle to the establishment of an independent, demilitarized Palestinian state. Israeli leaders have framed the movement underway internationally for governments to unilaterally recognize Palestine as a state to be rewarding the Palestinians for the Oct. 7 attack.

You don’t need a poll to discover that support for a two-state solution, much less for Palestinian basic rights of freedom and self-determination, has been steadily declining among Jewish Israelis in recent years, and today is probably the lowest it has ever been. You can just look at the positions of Israel’s Jewish political parties. Almost none of them endorse a two-state solution, and the ones in power actively reject it, working fastidiously to thwart it from ever happening.

The thousands of Israelis who are once again turning out to march in the streets are not protesting the war. Except for a tiny handful of Israelis, Jews, and Palestinians, they are not calling for a cease-fire or an end to the war—or for peace. They are not protesting Israel’s killing of unprecedented numbers of Palestinians in Gaza or its restrictions on humanitarian aid that have led to mass starvation . (Some right-wing Israelis even go further by actively blocking aid from entering the strip.) They are certainly not invoking the need to end military occupation, now in its 57th year. They are primarily protesting Netanyahu’s refusal to step down and what they see as his reluctance to seal a hostage deal.

At a recent protest in Jerusalem , “We are not our government” signs were front and center, echoing the distinction Democrats are making between the Netanyahu government and its people.

But that distinction is misleading.

Putting all the blame on the prime minister misses the point. It disregards the fact that Israelis have long advanced, enabled, or come to terms with their country’s system of military occupation and dehumanization of Palestinians.

That’s true of other members of the war cabinet who are often depicted as counterweights or alternatives to the prime minister. It wasn’t Netanyahu but his defense minister, Yoav Gallant, who called for a total siege of Gaza after Oct. 7: “no electricity, no fuel, no food, everything will be closed.” It wasn’t Netanyahu but the supposedly centrist president, Isaac Herzog, who implied that every resident of Gaza is a legitimate target when he said at the outset of the war that there’s an “entire nation out there that is responsible. This rhetoric about civilians not aware, not involved [in the Oct. 7 onslaught]—it’s absolutely not true.” (He later said his words were taken out of context .) Incendiary and genocidal language by various Israeli politicians and figures was well documented in South Africa’s case at the International Court of Justice late last year.

Focusing on Netanyahu also ignores the rightward drift of the Israeli body politic, which has normalized racism and nationalism, especially evident in mainstream media’s coverage of the war. Israeli news rarely shows the suffering in Gaza, almost never platforms Palestinians, and military journalists seldom challenge or scrutinize the IDF’s version of events.

It also disregards the fact that Israelis are still showing up for reservist duty without question, almost six months into this war, despite distrusting Netanyahu’s leadership and motives, and despite having already threatened to refuse duty over the government’s judicial overhaul plan.

Despite the high number of soldiers killed since Oct. 7 (600) and wounded (over 3,000, not including much higher numbers suffering from post-traumatic stress), mothers of soldiers are not protesting the war, a factor that played a significant role in opposition to Israel’s occupation of Lebanon and eventual withdrawal.

And a change of leadership won’t necessarily mean meaningful policy changes. If Benny Gantz, Israel’s former defense minister and IDF chief of the general staff who is polling well against Netanyahu, were to become prime minister, it is unlikely that he would adopt policies regarding the Palestinians that are substantially different from Netanyahu’s.

In 2019, Gantz released an election campaign video boasting of sending parts of Gaza back to the Stone Age during his term as IDF chief of the general staff in 2014. And today, like Netanyahu, he insists on an invasion of the southern Gaza city of Rafah, where up to 1.5 million local and displaced Palestinians are now concentrated, to deal what they claim will be a final and fatal blow to Hamas.

He also rejects unilateral recognition of a Palestinian state; instead, he has at most acknowledged the possibility for Palestinians to have an “ entity ,” not a state. Indeed, as defense minister in the short-lived Naftali Bennett government in 2021, Gantz hosted Palestinian Authority (PA) President Mahmoud Abbas in his home, indicating he espouses the military’s deeply ingrained understanding that keeping the PA operational is a vital Israeli national security interest for maintaining control.

The doctrine outlined by the Biden administration to restructure the PA and send it to Gaza, along with creating a political process that would require Israeli concessions toward a Palestinian state as part of a Saudi-Israeli normalization deal, is the only alternative to Israel’s protracted destruction and occupation of Gaza currently on the table.

Some former Israeli government and security officials have also adopted this approach, since they understand it is the best option for Israel to stem further alienation from the American public and maintain some international legitimacy.

A survey among Jewish and Palestinian citizens of Israel in February showed that half would support a political process along these lines. In this sense, some Israelis are at least searching for a pragmatic off-ramp.

Whether this idea is realistic is also doubtful: It is unclear if the PA can be reformed sufficiently to regain legitimacy among Palestinians; likewise, it is unlikely Hamas would disappear completely from the scene in Gaza. Nor does the proposed track outline what sorts of concessions Israel would need to make. But it could at least produce an immediate de-escalation in the form of a cease-fire, which is vital.

Either way, it’s notable that the U.S. administration is proposing it, not an Israeli leader or politician. As such, the outcome of such a process would depend on how both Israelis and Palestinians respond to a cease-fire over time, and how much the United States and other actors would be prepared to push to make it happen. For now, Israelis are largely not calling for a cease-fire.

As long as Netanyahu is in power, the war is almost sure to drag on, and along with it the risk of mass death from starvation in Gaza; further regional escalation; and an Israeli public living with shrunken, insecure borders without ever knowing the fate of their loved ones held in Gaza.

Putting all their energy into ousting Netanyahu, while understandable, keeps Israelis from assuming responsibility for their complicity in the prolonged military occupation, the destruction of Gaza, and their failure to outline a genuine political path out of the current crisis. In that sense, Netanyahu is a convenient scapegoat.
