Technology and Special Education: Designing Effective Professional Development for Equitable and Inclusive Classrooms

This dissertation investigates the adaptation of a research-based professional development approach, Innovating Instruction, for special education teachers. This adapted approach uses assistive technology (AT) as a catalyst for helping teachers acquire design skills needed to include more inquiry-based practices. The adapted approach introduces effective teaching practices based on the learning sciences and demonstrates multiple ways to use AT to meet the needs of students. To address the “unexamined link between the use of design practices and the introduction of technology within a learning science framework,” (Meier, 2018, p.142), the Innovating Instruction© professional development framework (2018) at the Center for Technology and School Change provides a three-part approach to implement these changes: design, situate, lead. Two recent National Science Foundation grants have established the model’s positive impact on teachers’ ability to design projects, to shift from disciplinary to transdisciplinary project design, and to shift instructional thinking to include inquiry-based approaches. This dissertation responds to an important challenge in special education: the limited opportunities to prepare special education teachers to provide high-quality instruction to support all students. It uses technology as a catalyst to help special education teachers learn about design practices that engage students in inquiry practices that are culturally relevant and build on student strengths. The intervention introduced teachers to inquiry-driven design practices and used technology that supported new ways of understanding the capacity of special needs students through a six-month professional development program. The research design used was a convergent parallel mixed methods approach to analyze both qualitative and qualitative data to capture how special education teachers used AT to design inquiry-based learning. The analysis revealed a statistically significant shift over the period of the professional development, implementation, and reflection phases in terms of teachers’ ability to design inquiry-based projects that integrated AT. Also, the findings showed the importance of “situating” teachers’ needs, encouraging collaborative learning with colleagues, and developing a shared knowledge base of inquiry-based teaching strategies in special education classrooms. Findings from teacher questionnaires and interviews showed emerging leadership activities: teachers took more initiative to design projects and collaborate with other teachers in the school community.

In order to have qualified service providers from a variety of disciplines (e.g., early childhood special education, physical therapy, occupational therapy, speech-language pathology) who are well-prepared to provide effective early intervention (EI), high quality professional development is needed that is easily accessed by service providers and enhances their abilities to implement specific, evidence-based intervention practices with children and families. Because of the family-centered nature of EI, service providers must be knowledgeable about how to support caregiver learning during EI visits, using practices that are grounded in adult learning theory. The case study research project described in this dissertation addresses those needs by outlining the development, facilitation, and evaluation of a brief multi-component, technology-mediated inservice training course entitled, Using Adult Learning Strategies to Support Caregivers during Early Intervention Visits . This training course included ongoing, embedded support and was provided for nine EI service providers who were currently practicing within the Infant and Toddler Connection of Virginia, the Commonwealth’s EI system. A within-subjects pre-posttest design was used to evaluate the 6-week training course to determine the effects of participation on: 1) service providers’ use of four EI adult learning strategies (e.g., reflective conversation, caregiver practice with feedback, collaborative problem-solving, and joint planning); 2) providers’ changes in knowledge about adult learning and how to apply the adult learning strategies during EI visits with families; and 3) providers’ perceptions of the effectiveness of the multi-component, technology-mediated training course.

The field of special education has been challenged by the quandary over which educational environment provides the best academic opportunities for students with learning disabilities: self-contained versus inclusive. Proponents of self-contained classroom placement have insisted students with learning disabilities placed in self-contained classrooms receive better instruction due to the reduced class sizes and the efficient delivery of special education services. Proponents of inclusive classroom placement expound inclusive classrooms allow students with learning disabilities to engage in enhanced learning via emersion into the regular education population. To assess both learning environments, disaggregated data from the Missouri Assessment Program (MAP) were collected from the Missouri Department of Elementary and Secondary Education. A total of 23,647 Communication Arts scores and 23,633 Mathematics scores were collected from 2008 and 2009. Using technology in special education: current practices and trends

Recent reports suggest an increase in the number of individuals with cognitive and developmental disabilities. To ensure equal opportunities for these learners, special education practices must be appropriately improved and scaled. Educational and assistive technologies are a possible avenue for meeting this need. To provide insight into recent technology practices in special education contexts, this study reviews recent literature (2014—2018) on the use of technology to support learners with cognitive and developmental disabilities. This review included 126 publications, which were a combination of journal articles and conference papers, found through the ACM, IEEE, ScienceDirect, and SSCI databases. The publications were analyzed to determine their general characteristics (e.g., number and age of participants and lengths of interventions), the contexts of technology use, specific learner characteristics, the subjects or skills the intervention(s) aimed to improve, the characteristics of the technologies, and the outcomes associated with their use. The results revealed that the most examined technology was games and the most studied outcome was improvements to learners’ cognitive skills. Additionally, participants in the majority of the publications were pre-college students with learning disabilities. The most studied topics belonged to the natural sciences while job skills were one of the least studied. Interventions were primarily conducted in formal educational environments and were implemented over 5–10 weeks in most cases. Based on the review, more detail in reporting and more attention to promoting life, job, and social skills are recommended.
