It has to be noted that PhD scholars and research associates have been demanding a hike in stipend for almost a year (Representative Image)

As per the revised fellowship stipend of DST, the JRF stipend has increased to Rs 37,000 from Rs 31,000, while the SRF stipend has increased by 20 per cent, i.e., Rs 42,000

The Department Of Science and Technology (DST) has increased the JRF stipend by 19 per cent and for SRF by 20 per cent. Despite the move by the department, Ph.D. students continue to protest to increase the fellowship stipend by at least 60 per cent for Junior Research Fellowship (JRF), Senior Research Fellowship (SRF), and all three levels of research associates.

It has to be noted that PhD scholars and research associates have been demanding a hike in stipend for almost a year. However, the fellowship stipend was last reviewed in 2019 for research personnel engaged in the R&D programme of central government departments and agencies. Compared to 2019, RA-1, RA-2 and RA-3 stipends have also been increased by 23 per cent, 24 per cent and 16 per cent respectively.

As per the revised fellowship stipend, the JRF stipend has increased to Rs 37,000 from Rs 31,000, while the SRF stipend has increased by 20 per cent, i.e., Rs 42,000. While Research Associate 1 will get Rs 58,000, Research Associate -2 will get Rs 61,000 and Research Associate -3- Rs 63,000. DST tweeted, “Govt. has approved enhancing emoluments for JRF/SRF/RAs engaged in R&D activities whereby they will receive following fellowships/month w.e.f 01/01/2023.”

While several scholars welcomed the hike, many expressed their disappointment. Terming the hike as ‘unacceptable’, candidates took to Twitter and vented out their anger. A candidate took to twitter and wrote “This is unacceptable.. the hike is barely in accordance with the inflation.. why would anyone devote their time and efforts in R&D when the emoluments are below par.. #Hikeinfellowship60 #JaiAnusandhan”

Another user wrote, “It would be 37k in 2027. You can’t even imagine the reason a scholar after 4 years, surviving in 37k and supporting his/her family. It is very less in 2023 itself. Do you think, scholars would be productive in their work without any financial burden???.”

After a dejection of 19 per cent hike, the All-India Research Scholars Association tweeted, “Dear IndiaDST Secretary, Ajay Sood, and Dr Jitendra Singh, we urge you to reconsider the 60 per cent fellowship hike. Our appeal has gone unanswered, leaving researchers with no choice but to go onto the streets and abandon their labs. Join us in the fight for fair fellowship! #Jai-Anushandhan.” (sic)

Breaking News: Research Fellowships Hike 2023 for PhD Students and Researchers

Research scholars Fellowship Hike jrf, srf, RA

Research Fellowship Hike Announced

The Central Government Departments and Agencies have announced a hike in fellowships for research professionals involved in Research and Development (R&D) programmes, which is a significant development that would cheer the research community. The choice was made after the Department of Science and Technology (DST) carefully examined the proposal and received the appropriate authority’s approval.

Fellowship Hike News 2023

The hike in fellowship amounts for several research personnel categories, including Junior Research Fellows (JRF), Senior Research Fellows (SRF), and Research Associates (RA), have been greatly boosted under the amended emoluments, giving their financial well-being a much-needed boost. These updated salaries will take effect on January 1, 2023.

Research Fellowship Stipend Hike 2023

The new hike in fellowship amounts approved by the competent authority are as follows:

  • Junior Research Fellow (JRF): ₹37,000 per month (previously ₹31,000)
  • Senior Research Fellow (SRF): ₹42,000 per month (previously ₹35,000)
  • Research Associate-I: ₹58,000 per month (previously ₹47,000)
  • Research Associate-II: ₹61,000 per month (previously ₹49,000)
  • Research Associate-III: ₹67,000 per month (previously ₹54,000)

Department of Science and Technology  (DST) share this news hike in fellowship on Twitter

phd fellowship hike 2023

The central government’s initiative, hike in fellowship, will greatly improve the financial assistance given to researchers at various Departments and Agencies. It is anticipated that it would inspire and draw talented people to pursue research and aid in the growth of the country.

The official notification emphasizes that the other service conditions for research staff would not change, even though the hike in fellowship is intended to benefit the research community. The concerned Departments/Ministries have been instructed to reduce non-priority operations and effectively utilise resources in order to meet the additional budgetary burden resulting from their existing outlay under the relevant schemes. The rate of expenditure and savings from non-priority operations will be taken into consideration when determining if further resources are needed.

Hike in Research Fellowship 2023

Several well-known organisations, like the Department of Science and Technology (DST), the University Grants Commission (UGC), and the Council of Scientific and Industrial Research (CSIR), are among the financing organisations in charge of implementing these amended emoluments on the hike in fellowship.

The academic and scientific community has welcomed this large increase in fellowships for research personnel. It is predicted that it will encourage an environment favourable to ground-breaking research, stimulate innovation, and develop the nation’s future generation of researchers.

The Finance Minister has given his consent to this move, demonstrating the government’s dedication to advancing and assisting national R&D initiatives.

JRF, SRF Fellowship stipend hike leave PhD scholars unhappy, check the details here

Phd scholars and research associates have been demanding a hike in stipend for almost a year now.

JRF, SRF Fellowship stipend hike leave PhD scholars unhappy, check the details here

The Department Of Science and Technology (DST) has increased the JRF stipend by 19% and for SRF by 20%. But despite the increase, PhD students continue to protest to increase the fellowship stipend by at least 60% for Junior Research Fellowship (JRF), Senior Research Fellowship (SRF) and all three levels of Research Associates (RAs).

It is important to note that PhD scholars and research associates have been demanding a hike in stipend for almost a year now. But the fellowship stipend was last reviewed in 2019 for research personnel engaged in the R&D programme of central government departments and agencies. As compared to 2019, RA-1, RA-2 and RA-3 stipends have also been increased by 23 %, 24% and 16% respectively.

“Govt. has approved enhancing emoluments for JRF/SRF/RAs engaged in R&D activities whereby they will receive following fellowships/month w.e.f 01/01/2023,” tweeted DST.

According to the revised fellowship stipend chart, the JRF stipend has increased to Rs 37,000 from Rs 31,000, while the SRF stipend has increased by 20% to Rs 42,000. While Research Associate 1 will get Rs 58,000, Research Associate -2 will get Rs 61,000 and Research Associate -3- will get Rs 63,000.

While some scholars felt the hike was a welcome move, others took to Twitter to express their disappointment, claiming the hike is not justified if the scholars had to devote their effort and time in R&D when the stipends are below par.

JRF SRF Fellowship Hike: Boosting Research Scholar Stipends

Dr. Somasundaram R

In an exciting development for research scholars in India, the Department of Science and Technology ( DST ) has recently announced a significant hike in fellowship stipends for Junior Research Fellowship (JRF), Senior Research Fellowship (SRF), and Research Associates (RA) across all three levels. This revision comes in response to long-standing demands from scholars and aims to provide better support for their research endeavors. In this article, iLovePhD delves into the details of this fellowship hike and explores the reactions it has generated within the scholarly community.

Discover the recent hike in fellowship stipends for JRF, SRF, and Research Associates. Learn about the revised stipend amounts, scholar reactions, and the impact on research scholars in India.

Understanding the JRF SRF Fellowship Hike 2023

The Department of Science and Technology has responded to the persistent calls for a stipend hike by granting approval for increased emoluments for JRF, SRF, and RAs engaged in research and development activities. Effective from January 1, 2023, the revised fellowship stipends are as follows:

  • JRF: Rs 37,000 per month
  • SRF: Rs 42,000 per month
  • Research Associate 1: Rs 58,000 per month
  • Research Associate 2: Rs 61,000 per month
  • Research Associate 3: Rs 63,000 per month

Comparing the Hike:

Compared to the last revision in 2019, the fellowship stipends have seen a substantial increase. The JRF stipend has risen by 19%, while the SRF stipend has received a 20% boost. Research Associates at various levels have experienced stipend hikes ranging from 16% to 24%, demonstrating the commitment to address the concerns of research personnel engaged in R&D programs .

Mixed Reactions from Scholars:

The revised fellowship stipends have generated a range of reactions within the scholarly community. While many scholars welcomed the move as a positive step towards recognizing their efforts and supporting their research endeavors, others expressed disappointment when comparing the stipends received in other countries, particularly the United States.

Govt. has approved enhancing emoluments for JRF/SRF/RAs engaged in R&D activities whereby they will receive following fellowships/month w.e.f 01/01/2023: JRF – Rs 37,000 SRF – Rs 42,000 RA1 – Rs 58,000 RA2 – Rs 61,000 RA3 – Rs 63,000 @DrJitendraSingh @srivaric @guptaakhilesh63 — DSTIndia (@IndiaDST) June 22, 2023

One Twitter user highlighted the difference, stating, “JRF fellowships pay Rs 4.2L/year tax-free, which is 1.5 times the per capita income. Contrast this to the US, where the typical PhD stipend of $24K is approximately 0.33 times the per capita income. Not sure what to make of it.”

On the other hand, some PhD candidates voiced their concerns about the magnitude of the hike, calling for a minimum stipend of Rs 60,000 for JRF. They argued that in a pay system where fresh faculty recruits receive around Rs 80,000 per month, a higher stipend for JRF is essential and would necessitate a more comprehensive overhaul of the system.

The recent fellowship hike for JRF, SRF, and Research Associates reflects the government’s recognition of the valuable contributions made by research scholars and their crucial role in advancing scientific knowledge. While the revised stipends address some concerns, the ongoing discussion around stipend disparities and the adequacy of the hike highlights the need for continued dialogue and reforms.

Aspiring researchers can now pursue their passion with greater financial support, paving the way for enhanced research outcomes and a thriving scientific community in India .

Hikes in JRF, SRF still remain uncertain after high-level DST meeting in December 2022; scholars plan protests

Research scholars'' trike on February 17 | (Pic: Dr Lal Chandra Vishwakarma)

More than a month has elapsed since research scholars from eminent institutes like IITs (Indian Institutes of Technology) and IISERs (Indian Institutes of Science Education and Research) held a nationwide strike for regular disbursement of and hike in fellowships. But their disappointment continues as they state that the government is yet to listen to them.

The research scholars have been urging that the Junior and Senior Research Fellowships (JRF and SRF) be hiked as it was revised last in 2018 and never after that. According to Dr Lal Chandra Vishwakarma, President of the All India Research Scholars Association (AIRSA), in 2018 as well, the scholars had organised a strike to effect a hike. And now that more than four years have passed, the need for an increase in the amount is pressing, with the increasing expenses.

Dr Vishwakarma informs that since August 29, 2022, they have been submitting representations, emails and even trying to meet the concerned government officials with their request for a hike and regular disbursement, but they haven't received a response till date. "The government talks of the importance of scientific innovations but if scholars are in constant worry about their expenses, how can they focus on research and how can they contribute to scientific development?" he questions, distressed.

After the scholars sent several representations last year, the Department of Science and Technology (DST) held a meeting in this regard. "Dr @srivaric Secretary @IndiaDST chaired a high-level inter-ministerial meeting to review #fellowship emoluments for #JRFs, #SRFs & #RAs in which Sr. officials from 13 S&T Depts./ministries & @PrinSciAdvOff participated. @PMOIndia @DrJitendraSingh @guptaakhilesh63 @isro," reads a tweet from DST on December 21, 2022.

An elusive meeting? However, a PhD scholar from IISER Berhampur informs that they have not been updated on the discussions of the meeting yet. With the uncertainty building and monetary issues making the situation more difficult, two research scholars, who wish to remain anonymous, filed two RTI queries on separate days earlier this year. They received the replies to both on February 23.

"The proposal is under consideration," reads one of the replies, while the other states, "The matter is under process, so the minutes (of the December 21 meeting) cannot be shared in public domain till the decision on the matter is concluded." This has frustrated the scholars.

Prior to receiving the replies, the scholars held a nationwide strike on February 17. But even then, Dr Vishwakarma claims that the DST is not ready to listen to their requests. "We feel that until we go on a mass protest again, nothing will be done. So we are on the way to planning a protest in front of the DST in Delhi in April," he said.

JRF, SRF fellowship hike of about 20% disappoint researchers, protests to continue

The all india research scholars association has been seeking a stipend hike by 60% in accordance with the rising inflation and institutional expenses..

phd fellowship hike 2023

phd fellowship hike 2023

The Department of Science and Technology ( DST ) on June 22 increased fellowship stipends for research scholars but the hikes — 19% for junior research fellowship (JRF) and 20% for senior research fellowship (SRF) — have fallen short of the demand of 60% increase, research scholars association told this newspaper. The association has now called for a nationwide shutdown by all researchers and labs on June 30.

According to the revision, a junior research fellow will receive Rs 37,000 monthly, up from Rs 31,000, and a senior research fellow will receive Rs 42,000, up from Rs 35,000. The last revision was made in 2019.

On August 29, 2022, the All India Research Scholars Association (AIRSA) requested the DST for a fellowship hike for research scholars, including JRF, SRF, and research associates, as well as automatic upgradation of stipends every four years. Among the many demands was a stipend hike by 60% in accordance with rising inflation and institutional expenses, and an increase in the non-NET fellowships, which have remained at Rs 8,000 since 2006.

Another reminder was sent in May, followed by the latest reminder on June 1. With the revised stipend failing to meet their demands, the AISRA has requested a meeting with the DST.

Festive offer

“We believe this matter can be solved through dialogue. We have explained our demands. If they have any logic to not comply with the 60% raise, we will listen to them too,” said AIRSA President Lal Chandra Vishwakarma, a former PhD scholar from All India Medical Sciences (AIIMS), Delhi.

DST Secretary Dr S Chandrashekar did not respond to requests for comment on whether the Union Government is open to dialogue with scholars and further revision of stipends.

The issue of non-NET fellowships has been an ongoing concern. Month-long protests and signature campaigns have been organised by research fellows from central universities like Jawaharlal Nehru University (JNU) and the Indian Institutes of Technology (IITs). “Fellowship stipends are revised once every four years. Keeping the yearly inflation in mind, we came up with a 60% hike in our demand,” said Aniruddha Kumar Sharma, a PhD scholar at IIT Roorkee.

The JNU Students’ Union (JNUSU) approached the University Grants Commission (UGC) on June 15. “The demand has always been there, but during the pandemic, we witnessed inflation and irregularities in fellowship stipends across state and central universities, so we approached the UGC for all kinds of fellowships, including the non-NET ones,” said JNUSU President Aishe Ghosh.

“As a non-NET scholar, we do the same work as a JRF, but we only receive Rs 8,000 per month,” said Khyati Singh, a PhD scholar at the School of International Studies, JNU. Singh said non-NET scholars receive only Rs 5,000 per month for the first two years, and it is only after the approval of the synopsis that they become eligible to receive Rs 8,000.

“But how can one survive with just Rs 5,000? I have rent to pay and coursework to do. The stipend is also not released timely,” Singh said. Singh told The Indian Express that a non-NET scholar is prohibited from working, as they would be classified as an earning scholar, rendering them ineligible for a stipend. “It is like a two-edged sword for students; whatever we do, it will backfire,” Singh said.

“The non-NET fellowship is discriminatory. It is difficult to survive in a city like Hyderabad with just Rs 8,000 a month,” said Debantika Das, PhD scholar at the University of Hyderabad. “I am under a lot of stress because I keep searching for a remote job to sustain my research and because of that I am not even able to focus well on my PhD,” said Das.

“We have requested DST for an open discussion, and failing to do so, we will call for a nationwide shutdown on June 30, by all research scholars and in all labs,” Vishwakarma told The Indian Express .

PhD Fellowship Revised: DST Announces Higher Stipends for JRF, SRF and More, Check Details

PhD Fellowship Revised: DST Announces Higher Stipends for JRF, SRF and More, Check Details

PhD Fellowship Hiked: The Department of Science and Technology (DST) has announced a hike in the fellowship stipends for Junior Research Fellowship (JRF), Senior Research Fellowship (SRF), and all three levels of research associates. Scholars have expressed mixed reactions to the revised fellowship stipends, particularly PhD scholars who have been demanding a stipend hike since last August.

DST Hikes PhD Fellowship Stipend: Important Details

The DST announced through a tweet, Govt. has approved enhancing emoluments for JRF/SRF/RAs engaged in R&D activities whereby they will receive following fellowships/month w.e.f 01/01/2023"

According to the updated fellowship stipends, scholars will receive the following amounts:

  • JRF: Rs 37,000
  • SRF: Rs 42,000
  • Research Associate 1: Rs 58,000
  • Research Associate 2: Rs 61,000
  • Research Associate 3: Rs 63,000
Govt. has approved enhancing emoluments for JRF/SRF/RAs engaged in R&D activities whereby they will receive following fellowships/month w.e.f 01/01/2023: JRF - Rs 37,000 SRF - Rs 42,000 RA1 - Rs 58,000 RA2 - Rs 61,000 RA3 - Rs 63,000 @DrJitendraSingh @srivaric @guptaakhilesh63 — DSTIndia (@IndiaDST) June 22, 2023

The fellowship stipend was last revised in 2019 for research personnel engaged in R&D programs of central government departments and agencies. Compared to 2019, the JRF stipend has increased by 19%, and the SRF stipend has increased by 20%. RA-1 and RA-2 stipends have seen a 23% and 24% increase, respectively, while RA-3 has received a 16% hike in stipend. While several scholars welcomed the move, many expressed their disappointment by comparing the stipend received in the US. "JRF fellowships pay Rs 4.2L/year tax-free, which is 1.5 times the per capita income. In contrast, the typical PhD stipend in the US is $24K, which is approximately 0.33 times the per capita income. Not sure what to make of it," a Twitter user said. On the other hand, other PhD candidates on Twitter said, "The hike is low, and many are complaining, demanding a minimum stipend of 60k for #JRF. In a pay system where fresh faculty recruits get paid around 80k per month, can a JRF really be given a 60k stipend? Such an increase would require a complete overhaul."

PhD scholars demand immediate hike in fellowship, DST assures action soon

Phd scholars and research associates across india have been waiting for a response from the dst regarding a hike in fellowship since december 2022. now, it has led to nation-wide unrest..

Listen to Story

dst, fellowship hike, hike in fellowship, IIT Delhi, phd scholars, airsa, Jawaharlal Nehru University, Department of Science and Technology

PhD scholars and research associates across India have been waiting for a response from the Department of Science and Technology (DST) regarding a hike in fellowship since December 2022. However, their wait has been in vain, leading to a nationwide unrest among research scholars.

The All India Research Scholars Association (AIRSA) addressed a letter to DST officials in August 2022, demanding an immediate hike in fellowship. However, there has been no response from DST on this matter.

THE ISSUE IS OF TOP PRIORITY FOR DST

In a recent update on Twitter, DST has shared that the issue of hike in fellowship is of utmost importance and is currently the top priority for the department. DST also stated that they are working on it and that the solution will be announced soon.

However, scholars are demanding a concrete update regarding the percentages of the hikes for research scholars.

AIRSA demanded in its August 2022 letter that fellowship rates should be revised automatically after every four years.

The issue of the Fellowship hike is top on our priority. @IndiaDST and other departments are already working on it. We appeal to students to have patience. The issue will be resolved soon. @DrJitendraSingh @srivaric @guptaakhilesh63 — DSTIndia (@IndiaDST) May 9, 2023

PREVIOUS HIKES IN FELLOWSHIP

In 2018, the government had announced a hike in the fellowship stipend for research scholars under DST.

The announcement stated that scholars in Junior Research Fellowship (JRF) would get a 24 percent hike, and those in Senior Research Fellowship (SRF) would get a 25 percent hike. The hike for research associates varied from 28.5 to 25 percent.

Reviewing the nominations, I am profoundly impressed by the innovative and engaging ways in which our teaching fellows have made complex ideas accessible and exciting to their students."

Biographies of the winners are included below.

Camille Leon Angelo (Religious Studies)

Camille Leon Angelo is a sixth-year PhD student in the Department of Religious Studies in the subfields of Eastern Mediterranean and West Asian Religions and Ancient Christianity. Her work examines materiality, sexuality, and space in late antiquity through new materialist, feminist, and queer lenses. She is a field archaeologist and has excavated in the eastern Mediterranean and the Caucasus. Her current research primarily engages archaeological, papyrological, and epigraphic evidence, related to late antique Egypt. Her past projects have analyzed the archaeological remains of several early Christian sites in the eastern Mediterranean and North Africa, most notably Dura-Europos, to elucidate sensory experiences in late antiquity.

Carissa Chan (Microbiology)

Carissa Chan is a fifth-year PhD candidate in Microbiology. Her research investigates how bacterial pathogens adapt to infection-relevant stresses, thus promoting survival inside mammalian host cells and disease. She has served as a teaching fellow for Physiological Systems for the past three years, including two as head teaching fellow. Each year, Carissa is inspired by the dedication and level of engagement from students in the class as they cover fascinating topics about the human body from fundamental cellular physiology to complex interactions between organ systems. Working with undergraduate and graduate students in Physiological Systems and sharing her excitement for science with them has been one of the highlights of her time at Yale.

She studies how Burgundy, England, and France's relationships with the Ottoman Empire materialized in manuscripts during the fifteenth century. Her research has been supported by the Fulbright, FLAS, and the Dhira Mahoney Fellowship. In the classroom, she works to develop compassionate pedagogy for neurodiverse students.

Benjamin Schafer (History)

Benjamin Schafer is a PhD candidate in American History. He studies urban and social history in the late-twentieth-century United States.  His dissertation, “Life and Death in Rust,” is a study of poverty and inequality in post-industrial Buffalo, NY, his hometown, from the late 1970s to the early 2000s. Prior to Yale, Ben received an AB, magna cum laude with highest honors; Phi Beta Kappa, in History with a secondary in African American Studies from Harvard College, where he was awarded the Thomas T. Hoopes Senior Thesis Prize, the David Herbert Donald Prize in American History, and the Rev. Peter J. Gomes Prize in Religion and Ethnicity. Jillian Stallman (Economics)

Jillian Stallman is a PhD student in the Economics Department interested broadly in the intersection of economic development, environmental economics, and political economy. She's writing her dissertation about cooperation over freshwater resources in developing countries using a combination of economic theory, surveys and administrative data, and remote-sensing measurements. Jillian spent her undergraduate years at Williams College, where she worked most semesters as a teaching assistant to her peers in courses ranging from macroeconomic development to multivariable calculus to introductory Chinese. After graduating, she spent several years travelling in, among other places, China, Chile and Senegal, operating under the belief that she would have a difficult time ultimately doing research about places and people she hadn't lived around for a good while.

Audrey Tjahjadi (Anthropology)

Audrey Tjahjadi is a third-year PhD student in the Department of Anthropology focusing on human evolutionary genetics. She is interested in how local environments have shaped the evolution of diet-related adaptations in Southeast Asian and Oceanic populations, particularly in genes involved in fatty acid metabolism. Outside of research, Audrey is also involved in science communication and outreach through Yale graduate student organizations.

Alexa Kim Williams (Chemistry)

Alexa Williams is a PhD student in Materials Chemistry. She completed her BS in Chemistry in 2021 at Montclair State University in New Jersey. At Yale, her research explores the fundamental reactivity of H-terminated silicon nanoparticles and aims to inform broader studies on silicon-based hybrid materials for CO2 reduction. This work is part of the CHASE solar fuels hub.

Xuan (Novak) Yang (Immunobiology)

Novak Yang is a third-year PhD candidate in Dr. Lieping Chen’s laboratory at the Department of Immunobiology. He received his BS in Biology and MS in Cancer Biology and Translational Oncology degrees at Emory University, and was the first to accomplish this in a “3+1” timeline at Emory. Prior to joining Yale, Novak was trained by Dr. Haian Fu and Dr. Andrey Ivanov at the Department of Pharmacology and Chemical Biology, Emory University School of Medicine, with a primary focus on cancer-associated protein-protein interactions and high-throughput drug discovery. He has multiple first-author and co-author publications, and is the recipient of American Society for Pharmacology and Experimental Therapeutics (ASPET) Travel Award and Program Committee Blue Ribbon Pick, and Society for Laboratory Automation and Screening (SLAS) Tony B. Academic Travel Award. Novak was recruited to Yale Immunobiology in 2021 as a Gruber Science Fellow. His research focuses on the discovery of actionable targets in the tumor microenvironment that drive the resistance to current immunotherapies, and pre-clinical development of innovative therapeutic strategies that normalize anti-tumor immunity for cancer patients.
