HEC announces Commonwealth Scholarships for masters, PhD students

The Higher Education Commission (HEC) has announced Commonwealth Scholarships for masters and PhD programmes for the year 2023.

The CSC has funded more than 30,000 individuals to study in the UK and gain skills, acquire knowledge, and build networks to tackle global development challenges.

According to the HEC’s website, there are 26 nominations available for masters, 30 for PhD and 10 for teaching faculty PhD.

Pakistan and Azad Jammu and Kashmir (AJK) students can apply for the scholarships till October 17 (Tuesday) on the CSC portal.

HEC HAT Guide 2023: Registration, Eligibility, Categories and Fee

The Higher Education Commission (HEC) via education test council (ETC) will conduct Higher Education Aptitude Test (HAT) for award of all HEC scholarships and for admission in MS / MPhil and PhD programs through a uniform, accessible, and transparent selectin process. Here in this guide, you’ll learn about the HEC HAT registration process, eligibility criteria, HAT test categories, their syllabus, fee and date of examination in 2023.

Who Can Apply for HAT?

The test is being organized for those applicants given below:

• Who have already applied online for any MS/MPhil and PhD admission or HEC scholarship (Commonwealth, Hungary, Chinese etc.) via e-portal for further final selection process.
• Who intend to apply for the scholarship schemes advertised in future including those by HEC sponsored Pakistani universities.
• who are interested in securing admission in MS/MPhil and PhD programs in public and private universities of Pakistan.

HAT Eligibility Criteria

The applicant who who satisfy all the following requirements are eligible to apply:

General Eligibility Criteria

• Pakistani/AJK nationals
• Minimum 4 years bachelor’s degree (B.S/B.Sc./B.E/16 years formal education)
• No 2nd or 3rd Division in entire academic career is acceptable for both Category – I & II.
• 40 Years i​n case of regular Government Employees/regular Faculty members of Public Sector Universities & Government Colleges/regular Researchers of approved R & D Organizations
• Must not be availing any other Scholarship.
• Those having PhD Degree are not eligible.

Specific Eligibility Criteria:

Category I – Scholarship (Top 50 QS World Ranked US Universities):

For this category of scholarship, prospective applicant must have:

• Secured admission in top 50 QS World Ranked US University.
• Valid GRE – General Score (Minimum 300 in total) OR HAT Score (Minimum 60% Score)

Category II -Scholarship (Top 300 QS World Ranked US Universities):

a. Secured admission in top 300 (51-300) QS World Ranked US University (overall ranking). In case of QS Subject wise Ranking, must have secured admission in top 100 (51-100) universities.

b. Valid GRE – General Score (Minimum 300 in total) OR HAT Score (Minimum 60% Score). However, GRE – General or HAT Score is not required in case admission is secured with complete tuition waiver.

Now you know the eligibility criteria for HAT lets understand which HAT version to apply for based on academic streams. HEC conducts HAT in five different categories which are given below:

HEC HAT Test Categories

The HEC conducts the test in the following five categories based on 16 years or equivalent education and students should register accordingly:

The applicant must select the correct categories while filling in the online form.

Test score will be valid for 2 years (for scholarships and admissions in MS/MPhil and PhD programs.

How to Apply for HAT

To apply for the HEC HAT examination please follow the below given instructions:

• Visit the http://etc.hec.gov.pk for online registration.
• In case of difficulty during online registration, visit https://onlinehelp.hec.gov.pk
• Only submitted applications will be considered for HAT exam and applications in Save or Incomplete mode will not be entertained.
• Once you have selected 1link bill invoice payment service, open/sign into your mobile app and click on bill payment or payment services *as per your mobile banking app options.
• Click on 1bill invoice payment services and enter the consumer number generated by the ETC portal. Once you see the details, pay the amount.
• After depositing the fee though 1link bill invoice, click on verify online payment on ETC dashboard.
• The test fee is non-refundable and non-transferable.
• The candidates must get queries/complaints resolved before the closure of the web registration portal.

Fee for HEC HAT

Test fee of Rs. 2000/- will be applicable via 1Link 1Bill invoice participating Banks, ATM, Internet banking, Mobile Banking, EasyPaisa, JazzCash and Upaisa.

Date of HEC HAT Examination

HEC conducts HAT examination on the following date:

• HAT examination will held on Sunday, October 29, 2023, tentatively. Any change in test date will be communicated through www.hec.gov.pk and http://etc.hec.gov.pk
• Applicants who register through HEC online registration process will be able to download their roll number slips from http://etc.hec.gov.pk and registered email address a week before the examination date.
• Email/SMS will also be sent to registered applicants for test date, time and venue. While filling out online application forms, candidates are required to provide valid email and mobile numbers on which they wish to receive Roll Number Slips.
• A printout of Roll Number Slip and original CNIC will be required to enter the test center on test day.

Last Date to Apply for HEC HAT

The last date to apply for HEC HAT examination 2023 is October 17, 2023.

Introduction

Punjab Higher Education Commission (PHEC) invites applications from faculty of public sector colleges/universities chartered by the Govt. of Punjab for award of 8-10 months International Postdoctoral Scholarships. Preference will be given to emerging fields of science, technology and innovation that are applied, relevant to industry and have an impact on society.

• Holds a Ph.D. Degree from an HEC recognized university.
• Maximum 45 years of age on the closing date.
• Be a regular (BPS or TTS) faculty of public sector university/college
• Must have a placement in a university listed in the top 200 QS world university general ranking of 2024 and/or top 50 in QS subject-wise ranking.
• Submit a clearly written research proposal, relevant to the academic field, industry/society, and needs of the country

Applicants not Eligible:

• Applicants who are already availing any other scholarship.
• Applicants who are not full-time regular faculty in public sector colleges/universities.
• Applicants who have availed any post-doctoral scholarship in the last five (05) years

The complete application package includes the following:

• A Cover Letter

• Acceptance letter from the faculty supervisor at a foreign university. The letter should clearly mention the duration of post-doc, commencement date and bench fee.
• NOC from the relevant government department/university authorities
• Appointment/regularization letter as a TTS/BPS faculty in public sector college/ university
• Copies of educational transcripts and degrees /PhD Notification in chronological order
• Candidate CV/Resume
• Foreign Supervisor CV/Resume
• Photocopy of CNIC
• Photocopy of passport

Application complete in all respect must reach at Punjab Higher Education Commission, 10th Floor, Arfa Software Technology Park, 346-B, Ferozepur Road, Lahore on or before August 10, 2023  through registered post. The application submitted by hand will not be accepted.

• All the above documents should be tape bind and in the same order as mentioned above.
• Incomplete applications or applications with missing documents will be rejected.

Following are the terms & conditions of the award of Post-Doctoral Scholarship and the acceptance of the award is an acknowledgment of these obligations:

• A scholar will not change the course of the research study as specified in the letter of award.
• A scholar will not hold any other grant during this scholarship period.
• A change of university/institute during the study will not be admissible.
• A scholar would obtain leave and NOC from parent institution to join the foreign institution for Postdoctoral study on a full-time basis.
• The scholarship will be awarded for the specified period as proposed on the acceptance letter (minimum for 8 months but not beyond 10 months).
• A scholar can stay outside the country of study/research for a maximum period of 4 weeks (28 days) for research purpose or due to any other emergency subject to prior approval from PHEC. The stipend will be deducted for a period beyond the allowed limit.
• The scholar shall be required to proceed abroad within six months after issuance of the final award letter failing which his/her award will be canceled. It is the responsibility of the scholar to obtain a visa and complete necessary documentation with PHEC within time.
• The postdoctoral scholarship application will be processed on the basis of information/data provided by the applicants and in case of any error/omission and misrepresentation, PHEC reserves the right to reject the applicant at any stage.
• An awardee shall sign an agreement with the Punjab Higher Education Commission (PHEC) on non-judicial (Stamp) paper to the effect that in case the awardee fails to complete his / her Post-Doc studies, he/ she will refund to the PHEC the total amount spent on his/ her Post-Doc studies by the PHEC.
• In addition, a personal guarantee of a person of means on non-judicial (E-Stamp) paper to the effect of ensuring the recovery in case of default would need to be furnished.
• An awardee is required to execute a bond with the Punjab Higher Education Commission to serve his parent department for 2 years subsequent to the completion of postdoc research.
• Every document i.e. Deed of Agreement, Guarantee to PHEC and Surety Bond must be properly notarized, that means the document must be registered by the Notary Public maintained by him as notary register and the signatures of the executants must be obtained on the register and the number of the registration must be mentioned along with the notarial stamp.
• Agreement/Undertaking, surety and guarantee format will be provided to the candidate upon selection.

The Scholarship will cover university bench fee, return air-fare, stipend, and settlement allowance as per actual or up to the ceiling mentioned below, whichever is less.

Eligibility Criteria:

To apply for Morocco scholarships, candidates must meet the following eligibility criteria:

• Citizen of Pakistan/AJK and permanent resident of Pakistan/AJK. Dual nationals are not eligible.
• Selected scholars will be available to begin their academic studies at Moroccan universities by the start of the academic year (September/October 2024).
• By the application deadline, the applicant must possess the following qualifications:
• Minimum 12 years of education (FSC/A-level) degree for the undergraduate program. Age 19-23 years.
• At least 16 years of education in the relevant fields of study for the Master’s program
• At least 18 years of study in the relevant field of study for admission to a Ph.D. program at an appropriate Moroccan university.
• Language Requirements: The medium of study is French and only those students who have demonstrated satisfactory results in the French language learning program will be given the green light to travel to Morocco to pursue their scholarship/training in French. In language, higher education in Moroccan public institutions. No one will be allowed to receive a scholarship without demonstrating satisfactory proficiency in the French language. Those who do not have sufficient knowledge of the French language should start a French language course by enrolling in a right center like Alliance Francaise, French Cultural Center, etc. to take a French language course in their country. Arabic and applicants from these fields must have a certificate of fluency and proficiency in Arabic.
• Applicants must meet other requirements set by the relevant university in Morocco.
• The candidate must not have been previously suspended/expelled from the Kingdom of Morocco due to any criminal activity.
• A successful applicant to a French language training program, organized in their home country, must have one of the following documents for the academic year 2023, before arriving in Morocco.
• A long-term visa ( student visa )
• A health certificate confirming that they have been vaccinated against contagious and infectious diseases, especially tuberculosis

Punjab HEC Indigenous PhD Scholarship

Punjab Higher Education Commission (PHEC) is inviting applications from eligible candidates for the Indigenous PhD Scholarship (IPHD). This scholarship is available to pursue PhD study in any public or private sector university chartered by the Government of Punjab, covering various disciplines such as Science & Technology, Social Sciences, Arts & Humanities, Business & Management Sciences, etc.

Punjab HEC will provide a PKR: 100,000 monthly stipend to the selected PhD scholars in the field of science and technology and PKR: 50,000/- Per month for arts and social sciences for 3 years. Online applications can be submitted by January 28, 2023.

Punjab HEC Indigenous PhD scholarship Eligibility Criteria:

The eligible candidate must:

• Hold domicile from any district of the Punjab,
• Hold an MS/MPhil degree from a foreign/local university with no 3rd division or grade D in my entire academic career.
• Candidates applying for Ph.D. scholarship must have a minimum CGPA of 3.0 (out of 4.0 in the semester system), CGPA of 3.75 (out of 5), or first division (in the annual system) in MS/MPhil/Equivalent degree.
• Have NOC and approved study leave from the parent department if employed 5. Be a maximum of 40 years of age (45-year age limit for females) on the closing date.
• The scholarship is meant only for three years, and during the continuance of PhD, the awardee shall not do join any other job.
• The awardee shall seek admission in any public/private sector university of Punjab within 9 months after the award of the scholarship letter.
• Candidates in the Science and technology category are required to submit a financial support letter from the industry, demonstrating financial support of a minimum of Rs. 10,000 per month.

Applicants Not Eligible:

a) The candidates who are already availing of any other HEC/Government scholarship for PhD are not eligible to apply.

b) The candidates who are already doing Ph.D.

FINANCIAL COVERAGE

PHEC will provide funds for 36 months as follows:

• Rs. 50,000/- per month (all inclusive) for the Social Sciences, Arts & Humanities, Business & Management Sciences, etc. and;
• Rs. 100,000/- per month (all inclusive) for the Sciences & Technology.

How to apply for the Indigenous PhD Scholarship

Apply online at the PHEC website till January 28, 2024, and a hard copy of the application complete in all respects must reach the address given below on or before January 31, 2024, till 05:00 PM through registered post only. Programs Offered by HEC Commonwealth Scholarship 2023:

HEC Commonwealth Masters and PhD scholarships are for candidates from low and middle-income Commonwealth countries, for full time Masters and  Doctoral study (Ph.D.) at a UK University. These scholarships are offered under the following six themes:

• Promoting global prosperity

• Access, inclusion, and opportunity

Eligibility Criteria for HEC Commonwealth Scholarship for MS and PhD Student:

• Be a Pakistani/AJ&K national and permanent resident of Pakistan/AJ&K.
• Age must not be more than  30 years for Masters & 35 years for Ph.D.  at the time of application
• Be available to start your academic studies in the UK by the start of the UK academic year in September/October 2024
• For Master Scholarship, candidate by the closing date of application must hold a first-class degree complete in all aspects in graduate qualification (16 years degree i.e. MSC/MA/MBA/BS/BBA, etc) in the relevant field of study.
• For Ph.D. Scholarship, candidate by the closing date of application must hold a first-class degree complete in all aspects in postgraduate qualification (17/18 years MS/MPhil degree) in the relevant field of study.
• NOT be registered for a Ph.D., or an MPhil leading to a Ph.D., or Masters at a UK university before September/October 2024 or candidate not has studied at the same level in the UK before.
• Be financially unable to afford study in the United Kingdom without this scholarship.

Mehran Poursoltani’s thesis is entitled “ Regret Minimization in Multistage Decision Problems ” and explores the concept of regret minimization from a computational perspective for multistage decision contexts.

Through this research work, the author was able to develop novel modeling paradigms, advance solution methods and identify an interesting phenomenon in the contexts of inventory, routing, and financial portfolio management.

Despite computational challenges, this thesis proposes algorithmic approaches based on robust optimization to address these problems and apply them to various practical areas like inventory management, portfolio selection and the shortest path problem.

Mireille mercier-roy.

Mireille Mercier-Roy’s thesis is entitled “ L’organisation des relations multiespèces au temps de l’Anthropocène – Une approche compositionniste ”.

Consisting of two scientific articles, this research work focuses on the organizational challenges linked to the involvement of other species, particularly animal species, which are conducive to the complexification of management efforts.

The author critiques the anthropocentric nature of conceptual frameworks in organizational studies. As a result, she relies on the work of philosophers Donna Haraway and Vinciane Despret to formulate a research approach that better accounts for the presence and participation of other species, particularly animal species, in organizational processes.

She thus develops a perspective that she calls “compositionist”. This considers organizations as multispecies communities and shifts the focus away from humans and their doings, thus offering an alternative for understanding and managing interactions between different living entities.

The author illustrates this approach by reconceptualizing grand challenges as processes of arbitration between modes of existence and by analyzing a controversy over the management of an urban park to highlight the political work and organizational dynamics and define the modalities of inclusion and exclusion of species in the shared space.

Laurie-Anne St-Pierre’s Master’s thesis is entitled “ L’effet du quartier; une analyse de la microgéographie des processus d’échange de connaissances ”.

This research deals with the role of microgeography in knowledge exchanges, focusing on two Montréal neighbourhoods, Mile-End and Chabanel. The comparative study seeks to understand the role of the neighbourhood and geographical proximity in bringing together different stakeholders and promoting exchanges. Its purpose is also to explore how third places in neighbourhoods promote knowledge exchanges between actors from different industries.

The paper, which is co-authored by Xin Wang and Professors Erick Delage and Okan Arslan, is entitled “ Crowdkeeping in Last-mile Delivery ”. It was published in Transportation Science.

In order to improve the efficiency of the last-mile delivery system when customers are possibly absent for deliveries, the research team advocates the idea of employing the crowd to work as keepers and to provide storage services for their neighbours. Crowdkeepers provide extra flexibility, more availability, and lower costs than fixed storages such as automated lockers and improve the overall efficiency of the delivery system. A bi-level program is proposed to optimize the assignment, routing, and pricing decisions, while considering customer preferences, keeper behaviors, and operational efficiency.

Results based on a real-world dataset from Amazon show that the crowdkeeping delivery system has the potential to generate higher profits due to its ability to consolidate deliveries and to eliminate failed deliveries.
