Are you ready to take the Civil Service Exams?

Have you already submitted your applications for the exams for the correct level you needed, whether sub-professional or professional?

After you’ve accomplished everything and paid the corresponding fees, you are now ready to take the exams. We assume you’ve already reviewed as well.

But before you can actually head to the testing center, Civil Service Exam takers must accomplish one more thing: generating your room assignment for your test.

Many years ago, the Civil Service Commission (CSC), applicants had to go to the nearest CSC office to check the testing center and room number.

This time, however, the process has been simplified. You no longer have to visit the CSC office or wait for your notice to arrive, because this could be done online.

Online School and Room Assignment (ONSA) for Civil Service Exams

Here’s a step-by-step guide to generating and checking your room assignment for the civil service exams:

  • Head over to the official website of the CSC [ http://csc.gov.ph /] to generate the Online Notice of School Assignment (ONSA) or this link: http://enosa.csc.gov.ph/eNOSAv3 /
  • If the link is offline, then this mostly likely means there are no upcoming schedules yet. Check from time to time until the link becomes online. The link is usually available about 2 weeks before your scheduled exam.
  • Read the instructions carefully and properly fill out the form with your personal details.
  • When you reach the part that requires you to put your middle initial, online put the letter in. Make sure you don’t put periods in this portion. For example, you only need S for Santos and DJ for De Jesus.
  • In the blank for birthday , put in your birthdate in the following format: MM/DD/YYYY.
  • Check the form to ensure the data you typed in are correct, including the test you need to take.
  • Click the button to generate your room assignment.
  • Print out the ONSA and bring this on your exam date.

  • Filipino citizen;
  • At least 18 years old on the date of filing of application;
  • Of good moral character;
  • Has not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;

  • Read the directions carefully before filling out the form with your information.
  • When you get to the section where you have to put your middle initial, type it in online. Make sure there are no periods in this section.
  • Fill out space with your birthday in the format MM/DD/YYYY.
  • Review the form to ensure that the details you submitted are right, including the exam you have to take.
  • To create your room assignment, press the button.
  • Print the ONSA and carry it with you to your examination day.

The Online Notice of School Assignment (ONSA) is a documentation or notice that specifies the testing venue or school assignment of an examinee who is scheduled to take the Civil Service Examination.

Our website has compiled an organized list of all the room assignments for all the registered CSE-PPT examinees in all regions who will take the upcoming exam nationwide (check the table below). Meanwhile, examinees can also access their individual ONSA through the official website of the Civil Service Commission (CSC). It is important for examinees to check their assigned testing venue and be present on the examination day to avoid any inconvenience or issues.

ONSA is released a few weeks before the scheduled examination date. It contains information such as the name of the examinee, the school or venue where the exam will be held, and the room number and seat number assigned to the examinee.

Testing Venue (School Assignment)

Examinees’ testing venue or school assignment for the August 2023 CSE-PPT for Professional and SubProfessional levels may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph, a week before the exam.

To use ONSA, examinees should encode/fill in the required data in the corresponding data fields accurately, following the indicated format. Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before the examination day , they should INQUIRE DIRECTLY with the CSC Regional/Field Office concerned. A complete directory of CSC regional/field offices nationwide is available at the CSC Website.

Professional Level – Room Assignments

Important reminders.

1. Wearing of FACE MASKS shall be OPTIONALNOLUNTARY. However, as a matter of prerogative, there may be CSC Regional Offices that may require the wearing of face masks. On the other hand, the following individuals are still recommended1 to wear face mask: (i) elderly; (ii) individuals with comorbidities; (iii) immunocompromised individuals; (iv) pregnant women; (v) unvaccinated individuals; and (vi) symptomatic individuals.

2.  NO I.D. CARD/DOCUMENT, NO EXAM.

3.  Be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Offices concerned.

4.  GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:45 A.M. Examinees who arrive later than 7:45 a.m. shall NOT be admitted to take the exam.

5.  If feasible, VISIT AND CONDUCT AN OCULAR INSPECTION of the assigned school/testing venue at least one day before the examination day to be familiar with the school location and its route/direction, the available means of public transport, and the time and motion requirement of travelling from point of origin to the school/testing venue. DO NOT SOLELY RELY ON GPS NAVIGATION/ROUTE/DIRECTION APP TO LEAD YOU TO YOUR TESTING VENUE ON EXAMINATION DAY

6.  Wear proper attire on examination day, preferably plain white shirt/tops. Examinees wearing SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS will NOT be ALLOWED to enter the exam venue. Also, long hair must be tied.

7.  Bringing of cellular phones, including smart phones/watches and pens/eyeglasses with built-in camera, and any other gadgets/electronic devices, including those that may facilitate video/audio recording of any test material/form, or part/portion/phase of the conduct of the exam, and all other similar items, IN EXAMINEE’S SEAT IS NOT ALLOWED. Prior to occupying the assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area. Examinees are encouraged to use transparent bag.

8.  Use of any aid in answering the test (such as calculators; watch calculators; tablets; books, dictionaries and other forms of printed materials; and any other similar materials/items/gadgets) is NOT allowed.

9.  Bringing of the test booklet outside of the testing room/venue is strictly prohibited. The examination or test results of those found violating this rule shall be cancelled.

Examinees’ Guide

A link to the Examinee’s Guide in Taking CSE-PPT is also available through the ONSA. Examinees are strongly advised to access this link, read thoroughly, and understand fully the examinee’s guide to be familiar with the examination process.

Serving as the orientation/briefing material of examinees, the Examinee’s Guide contains comprehensive information on the conduct of the examination to include guidelines and procedures to be observed before and during exam day,among other concerns.

The Examinee’s Guide is intended for the exclusive use of examinees. Thus, examinees are advised NOT to re-distribute their copy of the guide on their Facebook Page, or any other communication platforms.

Thing to Bring on Exam Day

1.  I.D. CARD (original) – preferably the same I.D. card presented during the filing of exam application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (see Annex A), which is preferably valid, i.e., not expired on exam day.

Note: – Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.

– All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.

– As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).

If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

2.  CERTIFICATE OF CONSENT/RELEASE/WAIVER (only if not submitted during the filing of exam application), see Annex B

3.  BLACK BALL PEN/s ( Note : Examinees must bring their own ball pen/s. Borrowing of ball pen/s shall NOT be allowed to prevent cross-contamination . Only BLACK BALL PEN shall be used in the examination. Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.)

Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

Release of results.

The Civil Service Commission (CSC) is releasing the official list of passers for all regions in the 2023 Civil Service Exam Exam (CSC-PPT) within 60 days after the exams.

CSC advised examinees to directly coordinate with the CSC Regional Office for other concerns like verification of examinee number and further examination result-related matters.

Eligibility

Career Service Professional Eligibility is the second appropriate level for first- and second-level government positions that do not involve the practice of the profession and are not covered by other laws.

Meanwhile, Sub-Professional Eligibility is only appropriate for first-level government positions that do not involve the practice of the profession and are not covered by other laws.

The CSE-PPT examination aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service, except those involving the practice of the profession and are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions.

Among the examinations that gather thousands of takers nationwide are the exams administered by the Civil Service Commission. The CSC conducts eligibility and non-eligibility Civil Service Exams.

Yearly, a lot of Filipinos take the Civil Service Exam Pen and Paper Test or CSE-PPT. The commission administers CSE-PPT Professional Level and CSE-PPT Sub-Professional Level.

For this year 2019, the Civil Service Exam Pen and Paper Test Professional Level will be held on March 17, 2019 while the CSE-PPT Sub-Professional Level will be held on August 4, 2019.

MANILA, Philippines – The Region 2 (Cagayan Valley) CSE Professional Level passers along with full results in the August 2022 Civil Service Exam (CSE) are released by the Civil Service Commission (CSC) in 60 days after the eligibility exams.

The Career Service Examination – Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels are eligibility exams conducted by CSC twice a year to cater the growing number of individuals who wish to serve in the Philippine government.

The August 2022 Civil Service Exam was conducted on Sunday, August 7, 2022 at designated testing centers around the country to a total of 147,740 professional and subprofessional level examinees.

When is the release of CSE August 2022 results?

According to the CSC’s examinees guide in taking eligibility tests through Examination Announcement No. 11 series of 2022, the target release of August 7, 2022 Civil Service Exam (Professional and Subprofessional) results will be within sixty (60) days after the exams. Stand by on or before October 6, 2022 .

Meanwhile, official results of Civil Service exams may also be released earlier or later than the target date without prior notice. CSC is likewise disclosing the exact release date of results a week before the target release date. We advise to keep tuning in for updates.

Verification of Rating through OCSERGS/COE

The Civil Service Exam rating can be generated in approximately fifteen (15) days after the posting of official results.

It can accessed using the Online Civil Service Exam Result Generation System (OCSERGS).

Those who pass the exams should verify with the CSC Regional Office the availability of Certification of Eligibility (CoE). Representatives are not allowed to claim the CoE.

Claiming of certification will be available approximately thirty (30) days after the posting of results.

Examination Coverage

The August 2022 CSE-PPT for Professional level covered the following topics:

  • Numerical Ability (Basic Operations; Word Problems)
  • Analytical Ability (Word Association – identifying assumptions and conclusions; Logic; Data Interpretation)
  • Verbal Ability (Grammar and Correct Usage; Vocabulary; Paragraph Organization; Reading Comprehension)

The general information items in Philippine Constitution; Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713); Peace and Human Rights Issues and Concepts; and Environment Management and Protection are also included for both professional and sub-professional exams.

Passing Score

The examinee shall obtain 80.00% general rating to pass the examination.

Applicants had to visit the closest Civil Service Commission (CSC) office to search the room number and testing center several years back. However, the procedure has been streamlined this time. You no longer need to go to the CSC office or wait for your notification to come because you can do so online.

Online School and Room Assignment (ONSA) for Civil Service Exams

The Online School and Room Assignment (ONSA) page on the Civil Service Commission’s official website will indicate all of the school assignments and where you can find your assigned room for the exams.

We’ve listed a detailed procedure below on how you can find your room and school assignments through the ONSA:

  • Go to the Civil Service Commission’s official website and click the ONSA option on the right side of the screen.
  • If you have arrived at the page and the link appears to be offline, then it only means that there are no upcoming schedules available yet. You can keep revisiting the site from time to time to check if the latest schedules have been posted. Take note that the link for the soonest scheduled exam will be available at least 2 weeks before the exam.
  • Read the directions carefully before filling out the form with your information.
  • When you get to the section where you have to put your middle initial, type it in online. Make sure there are no periods in this section.
  • Fill out space with your birthday in the format MM/DD/YYYY.
  • Review the form to ensure that the details you submitted are right, including the exam you have to take.
  • To create your room assignment, press the button.
  • Print the ONSA and carry it with you to your examination day.
  • If there are any concerns with the creation of your ONSA, make sure to check your room assignment and schedule at a CSC Regional/Field Office near you at least one week before the Civil Service examination day.

Explainer: How does conscription work in Russia?

Spring conscription is under way in Russia, fuelling anxieties that young men will be sent to Ukraine’s front lines.

On the first day of the spring conscription, which runs from April 1 to July 15, a government-issued disclaimer appeared in Russian news articles, offering families information on the nature of service: “Conscription events are not related to the special operation in Ukraine.”

The articles included a message of reassurance from Defence Minister Sergei Shoigu: “I would like to emphasise that conscripts will not be sent to any hot spots” – a euphemism for the war in Ukraine.

But many families remain sceptical and fear their sons may end up on the front of what Moscow has called a “special military operation” in Ukraine.

Those fears have been brewing for weeks.

Days before Russia began its invasion on February 24, an estimated 190,000 personnel were stationed around Ukraine’s borders.

At that time, the independent news website Meduza reported that conscripted soldiers had been forced to sign contracts that saw them sent to the Ukraine border. Some of the soldiers’ parents said they had not heard from their sons since.

In early March, after denying conscripts were being deployed in Ukraine, Russian senator Lyudmila Narusova told the country’s Federal Council she was aware of 100 young soldiers, mostly conscripts, who were forced to sign contracts to serve in Ukraine.

Only four were alive, she said.

Russia’s defence ministry then acknowledged that conscripts had participated in the conflict, with some taken prisoner by the Ukrainian army – but stressed remaining conscripts had been pulled out of the territory.

The Kremlin said Russian President Vladimir Putin had launched an investigation into the officials who disobeyed his orders to exclude conscripts from the operation.

But since then, reports suggest conscripts are still participating in the war.

After the sinking of Russia’s flagship Moskva in the Black Sea on April 14, Russian authorities said the entire crew had been evacuated. But Dmitry Shkrebets wrote on social media that his conscript son Yegor had been a cook on the ship, and was now listed as missing in action.

“A conscript who was not supposed to take part in hostilities is listed as missing,” he said in a post on VKontakte, Russia’s largest social network.

How does conscription work in Russia?

Russia has long relied on conscription to boost its armed forces.

In Soviet times, many young men did all they could to avoid it.

They not only feared being sent to war, but also the hazing rituals, known as dedovshchina (rule of grandfathers), for which the Red Army was notorious.

Under this informal system, senior soldiers subjugated, robbed and brutalised junior draftees while officers turned a blind eye.

Hazing still remains a problem today.

Conscription seasons run twice a year in Russia – from April 1 until July 15 (spring) and between October 1 and December 31 (autumn). During these periods, men aged between 18 and 27, with no health issues or outstanding convictions could be called on to serve.

Oleg Kuznetsov*, who is among a coalition of lawyers helping men resist conscription, said that with the war in Ukraine, calls to their hotline are 10 times higher than they usually are during conscription season.

“Not every person is obliged to serve in the army, only the ones who are conscripted. That’s about one-third of the generation,” Kuznetsov told Al Jazeera. “But the procedure is set up in such a way that they still call every young person to the military registration.”

After several checks, mostly medical, “some get conscripted and others don’t”, but because everyone has to go in “there’s a lot of stress”, he explained.

Failure to appear at the registration office is punishable by large fines and a two-year prison sentence.

The Institute for the Study of War estimates about 1.2 million men are eligible to be drafted each year, but only about 400,000 actually end up serving.

New conscripts undergo up to eight months of training before being sent to designated units.

Mandatory conscription lasts for 12 months, after which the soldiers can join Russia’s two million-strong military reserves.

The Russian army has historically used conscription to ensure they have reserves with military training, in case there is a need to mobilise for a major war.

But these days, mobilisation is limited to soldiers and sailors younger than 45 and officers younger than 55.

Under current laws, men who transferred to the reserve less than two years ago, fathers of three or more children, and those with criminal records are exempt from mobilisation.

How do men avoid military service?

There are several ways men can get out of service.

Legally, “the draft is limited to those whose state of health is recognised as fit”, Kuznetsov said, adding a medical commission has a long list of illnesses that preclude conscription.

He claimed that while “a great many people” are unfit for service, “the medical commission turns a blind eye and, just to fulfil the plan, they draft them anyway”.

Conscripts can also try to avoid active military service on moral grounds, by doing what is known as “alternative civil service”.

Article 59 of the Russian Constitution enshrines the right to undertake a different non-military form of national service if a young man’s “convictions or religious beliefs contradict military service”.

Conscripts can either work for 21 months at any “organisation subordinate to the bodies of the executive branch” – meaning they often end up in jobs such as nurses, cleaners and postal workers, or 18 months at a defence manufacturing plant.

According to the defence ministry, about 2,000 people apply for alternative civilian service each year and about half of them are approved.

However, this type of service carries a stigma in Russia, and many who apply are viewed as draft dodgers.

Kuznetsov says his main task is to create what he calls “grammatical conscripts” – men who know their rights under the law.

“A grammatical conscript becomes a headache for the military registration office. And eventually, they leave him alone and find someone else to take his place.”

Can conscripts be sent to war?

Despite Russia’s assurances, that conscripts are not being deployed to hotspots, Kuznetsov told Al Jazeera that the law does allow them to be sent to active war zones after four months of training.

“There are no norms that prevent sending conscripts to war,” he said. “But in Russia, this is very unpopular. This wasn’t popular during the Afghanistan war 50 years ago and in Chechnya 25 years ago. Therefore, the minister of defence and the president are reassuring the public, ‘No, no. Don’t worry. Nobody is going to send conscripts to war.’ But in actuality, what they say are just words.”

According to the Union of Committees of Soldiers’ Mothers, an NGO for soldiers’ rights, 14,000 soldiers died in the first Chechen war – at least half of whom were conscripts.

Since the war in Ukraine started, some men have fled  the country to avoid military service.

A ‘professional’ army

In the wake of the 2008 Georgian conflict , Russia sought to modernise its army and move from a large force of low-skilled conscripts and reserves to a smaller, volunteer-based “professional army”, comprising mainly highly-trained contractors.

Since then, the number of professional soldiers has increased.

In 2019, Shoigu, the defence minister, told Russia’s parliament that since 2012, the number of contractors has nearly doubled, “currently reaching 394,000 people”.

“At the moment, from what I can see, the authorities are betting on contractors and think they can manage,” Kuznetsov said, adding Russia did not appear to be increasing its pool of conscripts.

In early April, the start of this year’s spring draft, the defence ministry said it aimed to recruit 134,500 men this season.

This is only a little higher than the 134,000 in the spring of 2021, and lower than the 135,000 in 2020.

Leonid Petrov, a visiting fellow and expert on Russian and Eurasian politics at the Australian National University, told Al Jazeera that motivation among conscripts – who are paid considerably less than contract soldiers – to fight in Ukraine is low, compared with those who have volunteered to serve.

“In general, Russian troops don’t have low morale,” Petrov said.

Professional army men are more likely to swallow the propaganda that “Ukraine is in a grip of Nazi monsters” and “Russians are among them, craving to be liberated”.

Conscripts, on the other hand, are more likely to surrender, he said.

According to Kuznetsov, while the conscription system appears to be largely running as normal, it is hard to predict what could emerge in the future.

“It’s very frightening that the leadership of Russia is destroying all norms and laws,” he said. “You can say that Putin has lost his mind and lives in his own reality. The whole country depends on the opinion of one person.”
