The new £4.2m annual investment – totalling £16.8m over the next four years – opens up Bristol’s world-leading research to a global audience and helps shape the next generation of postgraduate researchers.

Bristol University Think Big Scholarships 2022 in UK (Funded)

The University of  Bristol Postgraduate Research Scholarships  will be available across the University’s six Faculties and 25 Schools, creating a breadth of new and diverse research.

Scholars will receive a stipend and have their tuition fees covered as they break new ground on topics as varied as climate change, medical engineering and atmospheric chemistry.

Prospective postgraduate research students can apply for funding towards tuition fees and living costs

They are offering 100 new fully funded postgraduate research scholarships for the 2022/23 academic year.

Home and International: MA Translation Scholarship

We are keen to enable talented linguists to study for a career in the language industry at a time when it is at its most dynamic. The MA Translation scholarship provides a partial fee waiver worth GBP 5,000 each for two incoming new MAT students. All applicants to the MA Translation are eligible to apply to the scholarship. The scholarship can only be awarded to applicants who meet the programme eligibility criteria with a confirmed place on the programme by the date the outcome of scholarship applications is announced. Research awards for academic year 2024/25

Bristol postgraduate research and teaching scholarships.

The University of Bristol and the Faculty of Arts are pleased to be able to offer a number of PhD Scholarships to candidates commencing their PhD research in September 2024 that demonstrate exceptional research and teaching potential.

We will also be offering a number of Research Scholarships with Gratuate Teaching Assistantship (GTA) to cadidates demonstrating and articulating a clear teaching philosophy/vision.

Additionally, we will have scholarships available for UK-domiciled, Home fee status applicants of Black and mixed-Black heritage, as well as co-tutelle scholarships with Macquarie University, Australia and  Université Toulouse – Jean Jaurès , France, and a Research Scholarship in association with University of Cape Town, South Africa.

These scholarships are renewable for up to four years (full-time) or eight years (part-time), subject to satisfactory progress in the Scholar's research project and/or teaching.

China Scholarship Council - University of Bristol Joint Scholarships Programme

The University of Bristol has a collaborative agreement with the China Scholarship Council to further the development of research collaborations between the UK and Chinese Universities and Research Institutions.

Successful candidates will receive tuition fees to cover the full period of the PhD, a stipend, a round-trip international airfare, visa and passport fees and high levels of research and professional skills training, coordinated by the Bristol Doctoral College.

AHRC South, West and Wales Doctoral Training Partnership

The  SWW DTP  will be awarding a number of doctoral studentships in the Arts and Humanities for entry in September 2024. SWW DTP studentships are for three years as standard (or part-time equivalent).

In response to the new UKRI eligibility criteria, University of Bristol is pleased to announce that it will be offering International fee discounts for successful UKRI applicants. The fees will be discounted to the home fees level. This approach ensures that students regardless of nationality or financial means will be able to apply for our UKRI studentships (including those administered by the SWW DTP). Successful applicants will receive a fully-funded studentship and will not be charged the international fee difference.

Applications for September 2024 open on Monday 27 November 2023. Please apply for the studentship via the  SWW DTP website . These scholarships are for students commencing their studies in September 2024, as well as those that have already commenced doctoral study. Opportunity Bristol (research Masters only)

Opportunity Bristol provides financial support to UK students from Black backgrounds to undertake a research-related Masters degree (e.g. MPhil, MRes, etc.).

Opportunity Bristol offers up to six scholarships to Black students. It provides funding for research-focused Masters programmes and will help successful awardees to gain the research skills and experience needed to apply for funded doctoral research opportunities in the future.

Zutshi-Smith Scholarship

The Zutshi-Smith Scholarship  covers the cost for an Indian student to do a PhD course and  is available for up to four years of study in all disciplines.  It covers:

  • all University of Bristol tuition fees
  • a yearly living stipend in line with UKRI funding levels (£18,622 in 2023/24)
  • one return flight to/from India
  • an allowance for research costs.

Eligibility: You can apply for this scholarship if:

  • you have received an offer from the University of Bristol to study for a PhD course
  • you are ordinarily resident in India, and preference will be given to applicants of Kashmiri origin
  • applications are welcome from students in all disciplines currently represented at the University of Bristol
  • applicants may also be current students.

How to apply: State on your programme application form that you want to be considered for funding, including this scholarship. Your programme lead will then  complete a nomination form (Office document, 79kB)  and send it to your PGR director to put you forward.‌

Deadline:   The deadline for 2024/25 applicants to have sent their forms to the relevant PGR director is Thursday 18 April 2024. Your PhD application must be submitted in advance of this deadline in order to be considered.

The Zutshi-Smith scholarship usually runs once every two years. It will not be running in 2025/26, but it is expected to run in the 2026/27 academic year.

European Research Council Project - INFRACURSIONS: Deregulated Infrastructures of Extraction in Rainforest Frontiers

Applications are invited for a full-time PhD studentship in Social Anthropology at the University of Bristol in the Department of Anthropology and Archaeology. The studentship will form part of a UKRI Funded (ERC selected) Project entitled INFRACURSIONS: Deregulated Infrastructures of Extraction in Rainforest Frontiers and will work under the supervision of Dr Amy Penfield.

INFRACURSIONS aims to develop a comparative study of ‘incursion economies’ defined as deregulated economies based on invasion of global frontiers and that result in environmental destruction. The study will focus on clandestine land grabbing, illegal logging, and prospector mining in Amazon frontiers and will gather data from anthropology, geography/GIS, and social policy to answer the following questions:

  • What historical factors have led to incursions and what are the environmental impacts?
  • What are the motivations and experiences that underpin incursion economies?
  • What social and technical arrangements facilitate the existence of incursions?
  • How do incursion economies intersect?

Data collection will take place in Peru, Bolivia and Brazil, using predominantly actor-centred methodologies.

ERC and UKRI - Mapping the March: Medieval Wales and England, c. 1282-1550

Applications are invited for a UKRI-funded PhD studentship to be held in the Department of English at the University of Bristol.  This is an exciting opportunity to be part of the ERC-selected and UKRI-funded research project, ‘ Mapping the March: Medieval Wales and England, c. 1282–1550’ , which began in May 2023 and runs until May 2028.  The studentship will be supervised by the Principal Investigator, Professor Helen Fulton, with an appropriate second supervisor at the University of Bristol.  This full-time studentship, which is funded for 3.5 years at standard UKRI rates, will begin on 1 October 2024.

The research topic of the PhD will be designed by the student in discussion with Professor Fulton. It will be closely related to the objectives of ‘Mapping the March’, which are to produce cultural and literary histories of the medieval March of Wales, alongside a prosopography and digital maps of the Marcher lordships.  The PhD topic is likely to be drawn from one or more of the following fields: comparative literature, linguistics, multilingualism, and manuscript studies.  The research will be situated in relation to the March of Wales between 1282 and 1550.

AHRC CDP Studentship - Augustus John: Reassessing the Collections at Museum Wales and National Library of Wales

The University of Bristol, Prifysgol Aberystwyth University, Amgueddfa Cymru — Museum Wales and Llyfrgell Genedlaethol Cymru—National Library of Wales are pleased to announce the availability of a fully-funded Collaborative Doctoral Studentship from October 2024 under the AHRC’s Collaborative Doctoral Partnership (CDP) Scheme .

The project will be jointly supervised by Grace Brockington (Associate Professor of the History of Art at the University of Bristol), Nicholas Thornton (Head of Modern and Contemporary Art at Museum Wales), Nia Daniel (Head of Archives at the National Library of Wales) and Samuel Raybone (Lecturer in Art History at Aberystwyth University).

The Welsh artist Augustus John (1878–1961) was a leading figure in British and European modernist movements. This studentship will critically re-evaluate him as a figure of his time and expand the discussion about his significance today. John built his reputation on representing marginalised groups, and recent scholarship has critiqued his patriarchal masculinity, appropriation of Gypsy, Roma, Traveller culture, and exoticizing attitude towards Jamaican people of colour. However, his efforts to learn both English and Welsh dialects of the Romani language suggest genuine interest; and his Jamaica portraits convey ‘the heart, warmth and soul of the characters’ (Morgan 2022). The studentship presents a unique opportunity to confront these issues, bringing new material to bear on debates that are critical to revisionist histories of modernisms and changing perceptions of John.

Funding a PhD

Finding funding for phds is competitive, and can be confusing. you may be unsure of where to start or even overwhelmed by the process. however, help is at hand.

If you are seeking funding for a PhD research proposal, this blog is for you. There are a number of resources available to help you navigate the process and increase your chances of success.

Funding can potentially cover all or part of your fees, maintenance, accommodation, and research costs (e.g. equipment, travel etc).

You can secure funding from a variety of sources , including government grants, University funding, and other organisations such as charities or private foundations.

You may find you have to mix and match funding to cover everything.

It’s important to research each option carefully and determine which ones are the best fit for your specific research proposal:

  • Individual Universities and Centres for Doctoral Training advertise what Research Council funding they have available via their own websites, and usually Jobs.ac.uk .
  • For industry funding you may need to approach companies yourself or your PhD supervisor may have contacts.
  • Use our funding pages for resources and guides to different opportunities or book one of our Intro: Finding and Funding Further Study talks .
  • You can also refer to our Funding further study guide on mycareer , and we have a copy of the 2020/21 Guide to Educational Grants book at 5 Tyndall Avenue – getting old, but can still be useful.

Self-funding

It is possible to self-fund or undertake a PhD part-time while working. Be aware that this can be costly and there is no guarantee how quickly you will be able to finish. Due to the costs involved, this is less common in sciences and engineering than in the humanities, arts, and social sciences.

Doctoral student loans were introduced in the UK in 2018. If you’re a UK or EU student, starting a PhD, you may be able to borrow up to £25,000 to help pay university fees, living costs and other expenses.

It’s difficult, but you can also piece together bits of funding from charities and private employers using The Alternative Guide to Postgraduate Funding .

When seeking funding for a PhD research proposal, one of the first things to consider is the source of the funding.

There are a variety of options available, including government grants, institutional funding, and external funding sources such as charities or private foundations.

It’s important to research each option carefully and determine which ones are the best fit for your specific research proposal.

Other considerations

In addition to researching funding sources, it’s also important to prepare a strong research proposal.

Your proposal should demonstrate the significance and originality of your research, your qualifications, and any experience. All of these elements will be considered.

We welcome applications for full scholarships to postgraduate research programmes starting in 2024.

As part of our commitment to the Black community, the University of Bristol has launched a number of postgraduate research scholarships exclusively for students of Black heritage for 2024/25 entry.

Our commitment to inclusion

These scholarships aim to address under-representation in postgraduate research. This supports our work to improve representation across all levels of study and academia, and is aligned with the aims of our  Black Bristol Scholarships Programme.

We have a wide range of support networks, student societies and community groups for students of Black heritage. These include our  Be More Empowered for Success PGR Programme  which aims to influence positive change across the themes of access, belonging and empowerment.

This year, we are taking part in the  Women’s Higher Education Network 100 Black Women Professors NOW Pipeline Programme (WHEN) , which aims to propel the careers of Black PhD students who identify as women of Black heritage, through coaching, development, networking and mentoring. WHEN also work with senior leadership to deliver systemic change.?We are looking to continue to enhance this support as we continue to strive to make our student communities more inclusive.

Awards for statistics students

Henry l. rietz award.

This award is presented to a PhD student if their performance on the PhD Final (Comprehensive) Exam in the past year has been truly outstanding. The decision is made by the PhD Comprehensive Examination Committee. The winner receives a certificate and a plaque. The award may be presented to more than one individual.

Departments award/scholarships

All students who first major is statistics are considered for (3) $500 scholarships which are awarded spring and fall. Students are notified individually and recognized.

Awards for actuarial science students

Taylor awards in actuarial analysis and academic performance.

Mr. Robert H. Taylor wishes to encourage all students in the department (as well as students outside the department) to pursue scholarship in the actuarial profession. Accordingly, Mr. Taylor established this fund to support annual awards to be given to the University of Iowa students who demonstrate excellence in research and academic performance. Students win this award and are recognized at our annual Knowler-Taylor Awards Day in the Spring semester. These awards also include a financial gift.

Knowler Awards for Outstanding Achievement

Professor Lloyd A. Knowler came to the University of Iowa as an undergraduate student in the late 1920s. He completed his PhD in Mathematics here in 1937, and was appointed to a faculty position in the Mathematics Department (actuarial science was taught in the Math Department until 1965). He retired in 1978, but remained active in our department until his death in 1990 at the age of 82. In addition to his interest in actuarial science, he was a founding member of the American Society of Quality Control. Students win this award and are recognized at our annual Knowler-Taylor Awards Day in the spring semester. 

Department-sponsored exam awards

The department has funds from numerous scholarships to give students awards for those who pass CAS Part 1 (SOA Exam P), CAS Part 2 (SOA Exam FM), SOA Exam MLC, CAS Exam 3F (SOA exam MFE) and CAS Part 4 (SOA Exam C). Currently, we are revising how awards information will be collected and processed. Award for graduate teaching assistants (TAs)

Allen t. craig award.

This award is presented to the outstanding teaching assistant of the year. To be eligible, a TA must have taught in the preceding fall semester, or in the current spring semester. The decision is based upon nominating statements, faculty evaluations, and visits to the candidates' classes by members of the Awards Committee. The winner receives a certificate and a plaque. The award may be presented to more than one individual.

Scholarships for actuarial science students

All students admitted to the actuarial science program are considered eligible for the Lloyd Knowler Scholarship, Principal Financial Group Foundation Scholarship, Harold W. Schloss Memorial Scholarship, D. W. Simpson & Company Scholarship, Towers Watson Scholarship and the Transamerica Scholarship. Each scholarship has recommended guidelines that the scholarship committee follows to make these awards. 

Lloyd A. Knowler Scholarship

Professor Lloyd A. Knowler came to the University of Iowa as an undergraduate student in the late 1920s. He completed his PhD in Mathematics here in 1937, and was appointed to a faculty position in the Mathematics Department (actuarial science was taught in the Math Department until 1965). He retired in 1978, but remained active in our department until his death in 1990 at the age of 82. In addition to his interest in Actuarial Science, he was a founding member of the American Society of Quality Control. The fund for this annual $1,000 scholarship was established through the UI Foundation by the American Society for Quality Control, State University of Iowa Section, in the name of Professor Knowler. It is awarded to students in actuarial science and statistics based on academic merit and future promise, as nominated by the department.

Principal Financial Group Foundation Scholarship

The Principal Financial Group Foundation has generously provided a student scholarship to the Department of Statistics and Actuarial Science for many years. For the fall, 2012 the student selected will receive a $5,000 scholarship. Based upon current academic record and success on exams, the student recipient will be selected prior to each academic year by the department.  Students must show explicit interest in this scholarship. 

Harold W. Schloss Memorial Scholarship

In November 1984, the Harold W. Schloss Scholarship was established by the Casualty Actuarial Society as a memorial to Mr. Schloss, a past president of the Society. The fund for this annual $500 scholarship stipend was initiated by Mr. Schloss' wife, Frances A. Schloss, and their children. The scholarship is being used to benefit deserving and academically outstanding students in the actuarial program of the Department of Statistics and Actuarial Science at the University of Iowa. The student recipient will be selected each spring by the Trustees of the CAS Trust, based upon the recommendation of the department.

D.W. Simpson & Company Scholarship

D.W. Simpson & Company, Inc. , has established a scholarship program to assist students who are majoring in actuarial science. Based upon current academic record and success on exams, the student recipient will be selected prior to each academic year by the department and receive $1,000.

Towers Watson Scholarship

To assist actuarial science students, Towers Watson has established a scholarship program, not only to represent their commitment to our department and our students, but also to signal their belief that our actuarial science program is among the best in the nation. Based upon current academic record and success on exams, the student recipient will be selected prior to each academic year by the department and receive a $1,500 scholarship.

Transamerica Scholarship

Transamerica (formerly known as AEGON) has established a scholarship program to assist outstanding students who are majoring in Actuarial Science. Based upon current academic record and success on exams, the student recipient will be selected prior to each academic year by the department and receive $3000.

Charles E. and Eleanore G. Wilson Scholarship

This fund was established with numerous gifts from Charles E. and Eleanore G. Wilson. Charles Wilson (BA, 1941) attended the University of Iowa during the Depression only because of a scholarship. He was an actuary for 45 years. He established this fund because he wanted to give future students the same opportunity he had and to help the actuarial profession.  The College of Liberal Arts assists us with the application process.

CIGNA Foundation Scholarship

CIGNA has established a scholarship program to assist outstanding students who are majoring in Actuarial Science. Currently this scholarship has been pending and no awards have been designated.

Casualty Actuarial Society Scholarship

The objective of this scholarship is to further students' interest in the property/casualty actuarial profession and to encourage the pursuit of the CAS designations.

Actuarial Foundation scholarships

The Actuarial Foundation currently supports four scholarships, three of which our students are eligible for: The Actuarial Diversity Scholarship, the Actuary of Tomorrow Stuart A. Robertson Memorial Scholarship, and the Curtis E. Huntington Memorial Scholarship.

The Actuarial Diversity Scholarship

The Actuarial Diversity Scholarship was formed in 1977 as a joint effort by the Casualty Actuarial Society and the Society of Actuaries. The door to the actuarial profession has been opened to hundreds of minority students over the years. In 2008 this Scholarship program was transferred to The Actuarial Foundation to further strengthen, increase and to assure the continuation of a diverse, high quality actuarial candidate pool through awards of the Actuarial Diversity Scholarship. This Scholarship promotes diversity through an annual scholarship program for Black/African American, Hispanic and Native American Indian students recognizing and encouraging academic achievements by awarding scholarships to full time undergraduate and graduate students pursuing a degree that may lead to a career in the actuarial profession. Actuary of Tomorrow Stuart A. Robertson Memorial Scholarship

Stuart A. Robertson, FSA, MAAA, a distinguished actuary, passed away on Nov. 4, 2005 at the age of 87. Mr. Robertson co-founded the actuarial and consulting firm Milliman & Robertson (now Milliman, Inc.) over 50 years ago, together with Wendell Milliman. Mr. Robertson served as CEO and Chairman of the firm for many years prior to his retirement in 1983. He was also active in the actuarial profession, serving on the Society of Actuaries Board of Governors and in other capacities. A scholarship fund was established in 2006 in Stuart Robertson's name at the Actuarial Foundation to honor his dedication to excellence and to recognize his tremendously positive influence on the professional lives of many colleagues. Funding is being provided by Milliman, Inc. and by several of Mr. Robertson's colleagues and friends. The Actuary of Tomorrow Scholarship recognizes and encourages the academic achievements of undergraduate students pursuing a career in actuarial science. Applicants must be a full-time undergraduate student entering as a sophomore, junior or senior, must have a minimum cumulative GPA of 3.0 (on 4.0 scale) and must have successfully completed two actuarial exams. The Actuarial Foundation provides an award of $7,500 for education expenses at any accredited U.S. educational institution.

Curtis E. Huntington Memorial

The Curtis E. Huntington Memorial Scholarship (formerly The John Culver Wooddy Scholarship) was established to recognize the remarkably positive impact Huntington had on his students and on the actuarial profession.

Scholarships for all students

The University of Iowa offers more than 1,500 scholarships each year to outstanding students based on financial need, academic merit, or both. Students may receive multiple scholarships. Receiving a UI scholarship will not disqualify you from also receiving need-based grants or loans offered through the UI Office of Student Financial Aid.

Required registration and adequate progress to continue support

Students who are receiving financial support from the department are expected to register for a minimum course load each fall and spring semester of their appointment.

  • MS students should take 9 hours minimum during their first year, and 7 hours minimum during their second year, in courses suitable for their program of study.
  • Pre-Comp PhD students (those who have passed the PhD Candidacy Review) but have not yet taken the PhD Comps should take 7 hours minimum in courses suitable for their program of study.
  • Post-Comp PhD students should take at least 4 hours of seminars and/or Reading Research STAT:7990 (22S:299). Recall that Ph.D. students are required to take at least 18 semester hours of STAT:7990 (22S:299).
  • All students will receive tuition support for all courses suitable for their program of study, plus at most one semester-credit hour on other courses
  • Exceptions may be made with the approval of both the student's advisor and the Director of Graduate Studies.

Adequate progress milestones

Support for year 2.

  • Pass SPEAK/ELPT test at grade B or higher before start of second year (international students only).
  • Complete at least 18 s.h. the first two semesters with a GPA of at least 3.00, including at least 9 s.h. the first semester with a GPA of at least 3.00

Support for year 3

  • PhD Candidacy (official entry into the PhD program) is established upon successful completion of the Graduate Core Examination and the Creative Component. 

Support for year 4

  • Pass: Foundations of Probillity I and II, STAT:7300-7301)  22S:203-204 or Advanced Inference I and II, STAT:7100-7101, (22S:253-254), and meet departmental GPA requirements by the end of the first semester of the third year.

Support for year 5

  • Pass PhD Final (Comprehensive) Exam by the end of fourth year.
  • Within 18 months of passing the PhD Final (Comprehensive) Exam, the PhD candidate should present a written and oral Prospectus to his or her committee. Failure to meet this deadline may result in non-renewal of financial support.

As part of our commitment to the Black community, the University of Bristol has launched a number of postgraduate research scholarships exclusively for students of Black heritage for 2024/25 entry.

Our commitment to inclusion

These scholarships aim to address under-representation in postgraduate research. This supports our work to improve representation across all levels of study and academia, and is aligned with the aims of our  Black Bristol Scholarships Programme.

We have a wide range of support networks, student societies and community groups for students of Black heritage. These include our  Be More Empowered for Success PGR Programme  which aims to influence positive change across the themes of access, belonging and empowerment.

This year, we are taking part in the  Women’s Higher Education Network 100 Black Women Professors NOW Pipeline Programme (WHEN) , which aims to propel the careers of Black PhD students who identify as women of Black heritage, through coaching, development, networking and mentoring. WHEN also work with senior leadership to deliver systemic change.?We are looking to continue to enhance this support as we continue to strive to make our student communities more inclusive.

All PhD students in the Department of Industrial and Systems Engineering are fully funded.

Research and Teaching Assistantships

Graduate assistantships are available to academically qualified students and provide a stipend and tuition scholarships. Assistantships usually require 15 to 20 hours per week in a teaching or research role depending on department or faculty needs. Summer opportunities are also available, providing valuable experience as well as additional financial support. New students should indicate they wish to be considered for a graduate assistantship on their application. Continuing students should speak with their academic advisor or the director of graduate studies to be considered for funding. 

Tuition Scholarships

Students who receive graduate assistantships are provided with a tuition scholarship for each semester they receive an assistantship. The scholarship covers the minimum number of credits necessary to maintain full time status (typically, 9 credits or less per semester) and is limited to courses that can be applied to the ISE degree. In some cases tuition scholarships may be provided to students who do not hold an assistantship. Contact the graduate director for details. 

Limits on Tuition Scholarships

The maximum limit for a tuition scholarship for students in the PhD program is 72 credit hours (minus transfer credits). Up to three (3) credit hours of required remedial language may be excluded from the above maximums. Up to six (6) credit hours for undergraduate courses taken while in a graduate program of study may be excluded from the above maximums even though they do not count as degree requirements as long as they are recommended in writing by a graduate advisor.

The above maximum for the PhD program includes all credit hours of a student's graduate program regardless of the payment source for the tuition. Essentially, the first 72 hours taken towards a PhD degree are eligible for a tuition scholarship. Credit hours paid for by another division (other than the School of Engineering and Applied Sciences) of the university or by the student are explicitly counted in the maximums.

Students wishing to pursue degrees outside of ISE while completing an IE PhD degree should speak with the graduate director about tuition funding: generally ISE will not pay for any credits that will be applied to the second program , and students must be prepared to fund those credits themselves. 

Out-of-state students receiving a tuition scholarship are expected to apply for and obtain NYS residency as soon as they are eligible; tuition scholarships may be limited to in-state rates (for those students eligible for residency).

On a recent weekday at La Stella Pizzeria, tucked into a flatiron building at Main Street and Market Street in Norwich , lunch hour was buzzing. Many of the city’s other historical storefronts along its downtown thoroughfares were empty and quiet — as they have been for over two decades in some cases — but nearly every one hinted that some kind of transformation was underway.

A residential conversion of the 19th-century building adjacent to La Stella, “Water Street Lofts,” is nearly complete. Interior construction is visible through several storefront windows along Main Street and Franklin Street. Garden lights hang cheerfully over Broadway; passersby stop to lounge in pocket parks, and brightly painted murals call out from all corners of the commercial district.

“It’s coming alive again,” said Kevin Brown, executive director of the Norwich Community Development Corporation, as he stood at the Marina at American Wharf, where the city’s three rivers — the Yantic, Shetucket and Thames — converge.

Like many Connecticut cities and towns, Norwich has directed a small portion of federal COVID-19 relief funds, via the American Rescue Plan Act, to breathe new life into its hobbled Main Street businesses.

The COVID-19 pandemic accelerated a shift to remote work, dealing a blow to downtowns across the state that were already struggling to manage earlier losses of commerce to big-box stores, then online retailers.

“We’re in some ways living with a legacy of neglect,” said Michelle McCabe, executive director of the Connecticut Main Street Center. And now, “with workplace habits changing, we need to adjust,” she said. “Businesses need help.”

But McCabe said two pandemic-era trends — the rise in entrepreneurship and new public and private housing investments in downtown districts — are beginning to drive change on Main Streets. Putting a small amount of ARPA funding toward things like helping commercial landlords bring their street-level properties up to code, so they’re ready for new storefront tenants, can be transformational.

With just over $4 million in ARPA funds, the Norwich Revitalization Program is working to aid 17 small businesses and contributing to four larger special projects in its downtown. Those efforts have attracted over $25 million in private investment and will result in nearly 200,000 square feet of refreshed space. As Brown put it: “We’re turning the lights back on.”

Of the more than $615 million in American Rescue Plan funds spent so far on addressing the pandemic’s “Negative Economic Impacts” in Connecticut, roughly $45 million was distributed directly to businesses and nonprofits. Another $7 million has gone specifically toward things like rehabilitating commercial properties, seeding startups and business incubators and providing technical support to businesses.

(The $1.9 trillion American Rescue Plan Act included $350 billion in “State and Local Fiscal Recovery Funds,” which must be obligated by the end of this year and spent by the end of 2026. According to  the most recent data reported  to the U.S. Treasury Department, Connecticut state and municipal officials have budgeted over $3 billion in SLFRF projects, obligated $2.3 billion and spent nearly $1.8 billion. Within the “Negative Economic Impacts” category, Connecticut’s project budget is nearly $1 billion with $850 million obligated as of the beginning of 2024.)

“All these Main Streets are coming back to life with the funds to do wish-list items that aren’t just idealistic but have a huge impact,” McCabe said. Places like Norwich already have the “incredibly gorgeous bone structure” of historical buildings, she said. With “the bandwidth and resources to pull in entrepreneurs — that’s where you start seeing that new vibe going on.”

Establishing the ‘ecosystem’

The town of Windsor used $100,000 in ARPA funds to help launch two new coworking spaces, one in a retrofitted industrial building near the train station downtown and one in a former bank in a commercial district in Windsor’s Wilson neighborhood.  Windsor Worx , which also hosts a small business incubator known as The Neighborhood, and  The Collective Space , which offers a creative studio for recording podcasts and shooting photography, both opened their doors last July.

Last week, Windsor Worx celebrated the first graduation for its incubator program. Owner Annisa Teich, who leads the program, invited friends and family to cheer on the four entrepreneurs as they pitched their startups in the coworking agency’s common area. They included an education consultant, an event planner, a handyman and a nonprofit orchestra initiative.

“By establishing these facilities in the community, we’re hoping that folks with the entrepreneurial spirit will get some technical assistance and bump into other like-minded people who are entrepreneurs, want to get businesses launched that will someday move from their space to spaces in our downtown bricks-and-mortar locations,” said Patrick McMahon, Windsor’s economic development director.

“Anything that we can do to build that sort of entrepreneurial ecosystem in the town is beneficial, helps create jobs and create vibrant neighborhoods,” McMahon said. “So we thought that was a really good use of ARPA funding.”

Aside from entrepreneurial infrastructure, several towns and cities in Connecticut used ARPA money to modernize aging infrastructure in their downtowns and commercial business districts to improve safety and usability for visitors and businesses.

Fairfield is spending hundreds of thousands of dollars to mitigate flooding around its central business district. Bristol is slated to spend up to $1 million to install a retaining wall and refurbish a railroad overpass to accommodate more pedestrian activity in its Centre Square district. And Norwalk has put nearly $200,000 in ARPA funding toward a program called “Complete Streets,” aimed at improving pedestrian safety and accessibility.

City leaders in Waterbury identified a pressing need to update the century-old sewer and water infrastructure below Main Street and Bank Street downtown, in preparation for a streetscape improvement project. Over $10 million in ARPA was budgeted for the improvements.

Given that the city’s historical downtown structures already require a heavier lift — and more money — to outfit for modern tenants, that kind of below-the-surface improvement is key to attracting businesses, said Dan Pesce, director of Main Street Waterbury.

“It’s a real benefit to us, because we don’t have to worry about any infrastructure under the ground that’s aging. We won’t need to address the underground infrastructure in downtown Waterbury for a very long time,” Pesce said. “That’s going to be huge for us moving forward.”

Now that the infrastructure is in place, Main Street Waterbury is using ARPA funds to offer micro grants of up to $25,000 to attract enterprises to set up shop downtown. Pesce said firms can use the money for things like marketing or signage, “anything to get the business up and running, to locate into downtown Waterbury in coordination with a property owner who has a storefront that’s vacant. That’s our big push right now.”

Promoting ‘strolling in downtown’

The nature of the pandemic shifted the typical focus of economic development leaders in many cities and towns. Since indoor spaces presented risks for many residents and visitors, development went outside — toward outdoor recreation operations, urban parklets and al fresco dining, and a statewide expansion of public art installations.

In Middletown, the Downtown Business District put $200,000 toward commissioning local artists to create artwork that would go  on display in vacant storefronts .

“As you were strolling in downtown, which many people were doing during COVID … it would give them something visually beautiful to look at,” Sandra Russo-Driska, coordinator with the district, said.

As the funding wound down and the storefronts filled back up with tenants, Middletown has relocated much of the original artwork to permanent locations, Russo-Driska said.

“It’s a good problem to have: As we were putting artwork in and buildings were getting filled, we had to remove it,” she said. “Downtown Middletown has been very fortunate. We don’t have vacant storefronts for long.”

A functioning business district needs both businesses and patrons, and several towns used ARPA funds for projects as simple as new signage on state highways pointing the way to their Main Streets.

At the state level, Connecticut leaders have spent over $70 million to boost the travel, tourism and hospitality sectors, supporting many museums and performing arts venues with ARPA funding. The state has also recently hired new leadership for its marketing and tourism offices, and it’s launched efforts to  rebrand and market Connecticut  beyond the state’s borders.

Aside from providing recovery grants to small businesses in town, Windham used $300,000 in ARPA funding to host large public events, including its Latin Multicultural Festival, at the outdoor Shaboo Stage in Willimantic — a short drive south from the University of Connecticut’s campus in Storrs.

“We’ve kind of created this atmosphere,” said Jim Bellano, Windham’s director of economic development. “There’s the Theatre Guild here, there’s an art gallery in town, there’s a lot of college-related things, bars, restaurants, a nationally famous tattoo parlor.”

“So we in the business community, we made the decision, you know, you are who you are. We’re a college town, and we needed to cater to that,” Bellano said.

In New London, city leaders are similarly leaning into an aspect of the city’s identity that has the potential to draw a crowd. Construction is underway for a new $150 million  National Coast Guard Museum , which is slated to open on the waterfront late this year or early next year.

The museum is expected to attract 300,000 visitors a year to the area, said Felix Reyes, director of the city’s Office of Development and Planning.

“If you think about that, it’s like getting ready for a Christmas party,” he said. “You’ve got to change the house around and get ready for that type of traffic. So we’re doing small things up to the major improvements.”

ARPA funds have gone toward improving infrastructure to enable the city to accommodate more people, such as street lighting and wayfinding signage.

“We’re looking for foot traffic, that walkability, that sense of a place to be talked about,” said Elizabeth Nocera, economic development coordinator for the city.

New London also helped repair the roofs and facades of downtown buildings, as well as helping with code correction — as Norwich and Waterbury have done. The goal is to get historic storefronts to a state known as “vanilla box,” where a new tenant can come in and establish a personal footprint without having to worry about mechanical or structural issues.

Both Reyes in New London and Brown in Norwich have sought to multiply the impacts of ARPA funding by seeking out collaborators and additional sources of investment — public and private — thus increasing the scale of the projects and their reach. Funding from the state’s  Communities Challenge grant  and  Community Investment Fund  programs are adding public spaces, commercial development and housing in many Connecticut cities and towns.

New London’s economic development leaders also worked locally with the regional chamber of commerce, the  local outpost  of the Women’s Business Development Council and the Black Business Alliance to provide assistance and outreach around the city.

“We recognized that these dollars needed to be [put toward] very sustainable efforts, so we really relied on outside partners to help us with our small business initiatives,” Nocera said.

The rise of the ‘mixed use community’

Recent waves of hiring — in the  thousands each year  — at submarine manufacturer General Dynamics Electric Boat in Groton means nearby cities like Norwich and New London are managing an influx of not just tourists but hundreds more permanent residents in its downtown districts.

“That’s where the downtown and the Main Streets start taking advantage,” Reyes said. “Once people live by where they work, then you get all that indirect and induced [economic activity]. You get small businesses and you start getting markets, you need eggs and milk and gas and entertainment and restaurants for those people.”

Bridgeport was already seeing that transition before the pandemic, and it has accelerated in the last four years, said Lauren Coakley Vincent, president of the city’s Downtown Special Services District. In the downtown neighborhood, several former commercial buildings have been converted for residential use, Coakley Vincent said.

“There’s a big shift toward what would be called a mixed use community,” she said. “That does influence the type of uses you see at the ground floor level.” For example, there are fewer breakfast spots in the neighborhood and more nightlife now. There’s also a larger — and growing — dog population, she said.

At the same time, Bridgeport was making ARPA-funded grants available to hundreds of small businesses throughout the city for storefront improvements or expansion. In downtown, the special services district helped administer those dollars by handing out applications, answering questions and evaluating the submissions.

Roughly 30 businesses in the district received grants, and Coakley Vincent said as a result the downtown district successfully retained so many of its ground floor storefront businesses that its turnover rate actually declined.

All of it comes back to people, she said. The rise in downtown residents is driving more street-level economic activity, and that has magnified the impacts of the ARPA small business grants. Downtown today “is much more geared toward sort of a 24-hour use than it had been previously,” Coakley Vincent said.

Thomas Gaudett, the city’s chief administrative officer, called it “a bit of a revival.”

“The business environment, especially in the downtown, is more vibrant and more consistent than it’s ever been,” he said.
