Hrcp expresses concern over ‘alarming deterioration’ in law and order in karachi.

The Human Rights Commission of Pakistan (HRCP) on Monday noted with concern that the state of law and order in Karachi had “deteriorated alarmingly”.

Karachi has been facing an increase in street crime in recent months. Data presented before a high-level security meeting last week showed more than 250 Karachiites were shot dead and 1,052 others were wounded by street criminals between 2022 and March 28, 2024.

Police sources said that a significant increase in violent street crimes was registered over the past three years.

On Saturday, Sindh High Court Chief Justice Aqeel Ahmed Abbasi ordered law enforcement agencies to launch a crackdown on criminals, their handlers and facilitators to curb street crime in Karachi and improve security situation in other parts of the province, particularly the riverine area.

Rising street crimes in the capital of Sindh also brought face-to-face allies in the Centre on Sunday when MQM-P censured the PPP-led provincial government and demanded policing powers for Rangers across Sindh.

At a press conference, the MQM-P leaders presented a “charge sheet” against the PPP government and Sindh police, blaming them for their “failure and incompetence”. They also demanded the federal government intervene in the “larger interest of Karachi and its people.”

Earlier, the party had also demanded an operation against street criminals, otherwise, it hinted at parting ways with the PML-N-led coalition government if the killing of innocent people was not stopped.

In a post on social media platform X today, the HRCP said: “Tens of thousands of street crimes were registered by the police in 2023, in which over a hundred people lost their lives. The first quarter of 2024 has followed the same pattern.”

The HRCP pointed out that that retaliatory vigilantism and increased brutality by citizens in response to the crime wave was “not the answer”, adding that the government’s failure to address rising crime levels was “shocking”.

“The underlying factors such as economic desperation and unemployment need to be addressed urgently as well.,” it stressed.

Law and order is a nourishing root of the problem tree of Pakistan.

What is Law and Order?

Law and Order constitutes civil laws written in the constitution, its enforcement by the law agencies and prosecution of the offenders. Pakistan in its history has always faced this challenge,up till now governments have formulated norms but they lack implementation. People talk about improving law but they are first ones to break it.

Since independence Pakistan is facing Law and Order uncertainties.The strategic and geographical location of Pakistan is also one of the reasons behind the tensions as Pakistan and Afghanistan border is creating disturbance. Also the event of 9/11 and it’s aftermath has raised the law and order situation.

The situation has come to head after witnessing, no day passes by when there is a suicide bomb blast, target killing or kidnapping for ransom. Pakistan, it seems has become a haven for all the anti-social elements from all over the world.

We are fighting the war on terror having lost lives and infrastructure. The forces, police and civilians are being targeted everyday. Forces have managed to arrest terrorists but none of them has been sentenced. The reason they are let free is the lack of evidence.

How much evidence does our Law demand?

This question needs to be contemplated upon when it comes to the improvement of Law and Order.

Country’s Law and order situation arises when there is an internal insecurity due to host of factors like, religious/sectarian extremism, ethnic cleavages, external aggression etc. All these can exacerbate the conflict and affect the overall peaceful functioning of the society.

Terrorism and Crime are the two most important elements of law and order, due to its increase nation’s Peace, Law and Order deteriorates. Mostly crimes are committed by economic and poverty factors as well as social environment such as parental conflict, lack of communication, lack of respect and responsibility, abuse and neglect of children. Whereas terrorism and tribal activities have become routine affairs in Pakistan. North and South Waziristan have been a fertile land for tribal activities.

Not only this but also the fight between different political parties is affecting the peace as well. The target killing in some cities is also affecting peace like in Karachi, civilians are almost daily dying in target killing. The current law and order situation is extremely poor, the rate of foreign investment is reduced, even the law and order situation in Balochistan, Quetta and KPK is pitiable alarming. Almost daily many target killing incidents are observed. Recently, in Lahore bomb blast many people died. People of Pakistan are consistently facing security threats. A close watch from daily life routine that shows weakness of law, if you don’t have a license or you break any traffic rule, it is very easy to escape by just giving a small tip to the sergeant. Mostly police reaches the crime scenes as late as possible. Prosecution gets adjourned for long time. It takes months for small cases to finish. A student travels to his university, every single day he is the victim to robbery or mobile snatching on gun point, why should he wish to stay in Pakistan?

Law and Order situation and crime rates are increasing in Pakistan particularly in larger cities such as Karachi this has reached endemic proportions. Mobile snatching is a very common type of crime that causes both economic distress and terrorize the population. Stamping on crime will require creative and innovative use of available technologies.

There are lots of problems regarding law and order situation in Pakistan, such as terrorist attacks creates uncertainty in stock marks and people earning from stock are getting loss due to which whole country faces uncertain increase in commodity prices, local industries firms are unable to sign agreements with foreign investors due to prevailing law and order situation.

Moreover, terrorism includes a drop in the economy, exports affected also, sharp fall in government capital formation and private investment due to budgetary restrictions and increased uncertainty also, human costs rises such as increase in mortality, health nutrition and education standards falling plus heavy development costs due to destruction of capital and reduced investment.

Most vulnerable to the poor economy and law and order deterioration are the impoverished sectors of the society. Therefore it is very important to start with the most vulnerable and deprived sector of the society when it comes to finding solutions to these challenges. Studies indicates that present and already formulated policies do not work because of the lack of proper identification and understanding of aims and objectives. Gender imbalances and disparities between rural and urban also creates barriers to policy implementation and law framework.

Security apparatus are required in tribal areas like KPK in order to curb the issues of deterioration of law and order in vulnerable areas. There is a need of capacity building of intelligence agencies also there is a need for coordination among various agencies and law departments.

To infer, contrary to the popular misconception, there is, in fact a sound constitutional and legal system in Pakistan. The courts have become very much active in the past one decade. Due to widespread risk of media exposure, corrupt police officials also think thrice before they commit corruption.

However there is also a very negative political influence on police and judicial services and sometimes this creates situations where law and order seems to magically disappear as far as society bigwigs and their cronies committing crime are concerned.

There are legal remedies for this of course and the courts have taken such matters to task if only after the complains of the public.

Murad holds caretaker govt responsible for deteriorating law, order situation in Sindh

Ex-caretaker home minister denies allegations, calls for proper utilising security institutions’ capabilities.

KARACHI  -  Sindh Chief Minister Murad Ali Shah and former caretak­er home minister Brig (retd) Haris Nawaz traded blame as the authorities failed to contain a spike in violent crimes across the province particularly in Karachi.

CM Shah made the state­ment while speaking to the reporters after visiting the Trauma Centre in Karachi to inquire about the health of those injured in a road accident while en route to the Shah Noorani shrine.

Answering a question, the chief minister claimed that the law and order situation in the province worsened due to a major reshuffle in the police department by the caretaker government ahead of the February 8 general elections.

“This reshuffle affected the entire policing system, from additional inspec­tor generals (AIGs) to sta­tion house officers (SHOs). However, the government is taking strict measures to improve the overall law and order situation, including in Karachi, rural areas, and particularly in the katcha (riverine) area.”

The PPP government had improved law and order all over Sindh in the past, and the current government is committed to ensuring the same, he added.

Commenting on robbery and abduction incidents in other parts of the province, CM Shah said that his newly established government has been successful in neu­tralising several dacoits in the katcha area.

Many bandits have also been arrested in injured condition. He further stated that the police and Rangers were conducting a joint op­eration against the dacoits in the Katcha area of Kash­more. Additionally, a signifi­cant number of street crim­inals have been arrested during the targeted opera­tions in Karachi, he said.

Shah mentioned that in 2008, when there was no PPP government in Sindh, Karachi was ranked as the 7th most dangerous city in the world by the Interna­tional Crime Index.

“But we restored law and order after coming into power and when we left the government in 2023, the same city of Karachi had im­proved its ranking and was ranked 128th on the same Index,” he said. He further stated that he has taken it as a challenge to ensure law and order is maintained to protect the life, liberty, and property of the citizens.

During his visit to the Trauma Centre, the chief minister expressed deep sorrow and condolences over the tragic incident of the Hub Road accident in which at least 18 persons, including two children, lost their lives, and over 80 got wounded. Later, he also of­fered Namaz-e-Jinaza for 15 out of the 18 victims of the accident at Qasim Jokhio Goth in Thatta.

He also promised to com­pensate the families of the victims who passed away in the accident. Shah said that there was a procedure of his government that the indi­vidual who lost his life was given Rs100,000 compensa­tion from life insurance.

We Must Never Quit

“But, I am exploring ways and means to financially compensate the families of the road accident victims,” he said besides directing Pakistan Peoples Party (PPP) lawmakers, and minister of the relevant constituency to help the families of those who were breadwinners.

KARACHI: Chief Justice Sindh High Court (SHC) has ordered the law enforcement agencies for maintenance of the law and order within one month, ARY News reported on Sunday.

Chief Justice Aqeel Ahmed Abbasi chaired a meeting in Sindh High Court over the rampant lawlessness and bandit gangs operating in katcha area of Sindh.

IG Police Sindh and D.G. Rangers also attended the session.

The chief justice directed that no concession should be given to any person without caring about their influence or social standing.

He also directed for submitted reports on the law and order within 15 days.

IG Sindh Ghulam Nabi Memon said that he has submitted his suggestions and recommendations in the meeting and discussed stepped up patrolling to curb street crimes.

Leaders of the opposition Muttahida Qaumi Movement-Pakistan (MQM-P) while assailing the Pakistan Peoples Party government in the province said the citizens of Karachi had been left at the mercy of street criminals and dacoits in the riverine areas of interior Sindh.

“I call for Karachi to be handed over to the Pakistan Army for three months so that this lawlessness and street crimes can be brought under control,” MQM convener Mustafa Kamal said during a press conference on Monday.

Official figures by the Karachi police show that 16,000 street crimes have been reported in the city this year.

What is more worrying is the increasing cases of street criminals killing any person trying to offer resistance to them during street crimes.

In March around 16 citizens were killed by street criminals and more than 50 this year.

The Human Rights Commission of Pakistan (HRCP) has also noted with concern that the state of law and order in Karachi had “deteriorated alarmingly”.

Karachi [Pakistan], February 28 (ANI): The downwards slide of the law and order situation in Pakistan’s Karachi was visible as security forces remained a silent spectator to a robbery that stripped over a hundred people of their valuables on a major city road, local media reported.

Both the police and the Rangers looked the other way while the robbery, which lasted for more than an hour, took place on the Korangi Causeway in Karachi, The Express Tribune reported.

It is unexplainable why law enforcement took a long time to respond to the call for help while an eight-member gang armed with weapons snatched valuables from the motorists by blocking traffic on the causeway, said an opinion piece published in the Pakistani newspaper.

However, no action has been taken by the administration in this incident and instead the occurrence is being politicised.

Notably, street crime in Karachi has risen to unprecedented levels with over 50,000 such incidents reported in the city during the first eight months of 2021. As many as 13 people have died in Karachi in one and a half months of the current year, that is till mid-February, while 11,000 incidents of street crime have been reported.

Amid poor governance, Karachi is facing a lot of issues that include shortages of utilities like water and gas, encroachments, unbearable traffic, unprecedented increase in crimes, the Pakistani newspaper reported.

The major cause behind the problem seems to be the lack of conversation between the city’s elected representatives and the provincial government setup. The city, that has voted for a mix of parties — largely for the PTI, is suffering due to the conflict between PTI and the PPP, the ruling provincial government.

Meanwhile, the city continues to decline into chaos amid a lack of accountability and the political tussle between different parliamentary parties in Pakistan. (ANI)
