A New Experience

My first day at school was a completely new experience for me. It is because the atmosphere completely changes for any child. You always stay in the comfort and safety of your own home.

However, your first day at school opens door to unknown experiences and opportunities. Much like any other child, I was also scared on my first day. I remember clearly not letting go of my mother’s hand, hesitant to go in the classroom.

On my first day, I got up excited and put on my uniform for the first time. The feeling it gave me was so memorable, I can never forget it. As it was my first day, both my parents went to drop me off.

I remember seeing the classroom full of little children. Some crying while the others playing with others. I looked at my mother and gave her the look that I didn’t want them to leave. They had to go so I kept crying but eventually, my teacher consoled me.

Once I settled in the class, I talked with the other kids and started playing with them. The colourful walls of the classroom fascinated me a lot. We got many toys to play with so it all the other kids also got distracted and stopped crying.

My Sister My Saviour

My advantage was that my sister was also studying in the same school. She is 3 years older than me so she was my senior. During recess, I was starting to miss my parents so I got teary-eyed.

But, then my sister came to meet me and I feel she was no less than a saviour for me that day. She took permission from the teacher to take me out and I went with her to the playground.

We were swinging throughout recess. All my worries went away because I had a known face with me. After eating and swinging together, the bell rang to mark the end of the recess . So, she dropped me back to my class.

Before leaving, she gave me a kiss and patted my head. It was enough for me to go through the rest of the day without crying. Thus, it made me feel extremely blessed that I had my sister there for me.

My first day at school is a very happy memory and I will always love to revisit it. It was a different experience altogether. From the comfort zone of my home, I was suddenly put into a completely new atmosphere – My Preschool. It looked so crowded and noisy. I still remember, on my first day, I was crying and so the memories of the morning are very blurry.

My parents comforted me and gave me my favourite chocolate ice-cream. I entered the classroom, and it immediately cheered my mood up. The classroom was very colourful, filled with small benches and a lot of toys and swings.

The teacher came after a few minutes. She was very friendly. After an hour, we all grouped together, and played several fun games and did many activities together. It was a very amazing day.

When I entered the school with my parents on my first day, I was surprised with the fact that there were so many kids of my age, some were happy and laughing, running in the ground. While a few were very scared and crying, their parents and teachers were trying to calm them down.

I was having mixed feelings, but once I entered class, I was elated with joy. The classroom was coincidently painted with my favourite colour—Sky Blue.

In my first lesson I was taught the alphabet. But since I already knew them, the teacher called me out to recite it in front of the class. I nervously went ahead and did it. Everyone clapped for me. It was a very nice moment and made my first day of the school an unforgettable memory for me.

My first day at school is an unforgettable memory for me and gave me a gift I cherish till this date. It was a cosy and comfortable evening in April when I was informed with the news that I have been admitted to Mount Libra Zee School.

I didn’t know how to react. I have seen my sister going to school daily, sometimes she was happy about it, but sometimes she was very reluctant to go and made silly excuses to avoid the school. My parents had also brought a very cute school uniform. I liked it and was excited to wear it. But I still had no idea about how the first day of my school was going to be.

How My First Day At School Started

The next morning, I dressed up very early in excitement. I ate my breakfast and Mummy packed a small tiffin box for me. At 8 o'clock, I went to the school in my father’s red car.

When I Reached My School

The school building was huge. It was painted with cartoons. I got happy when I saw my favourite cartoon characters, Tom & Jerry painted on the walls too. My father left me at the school gate to a peon after instructing him about my class. The peon picked me up very gently and started walking through the endless corridors. I could see the huge playground in the middle of the school building. It had all kinds of swings in it. For a moment, I wanted to run away to my favourite Merry-Go-Round, but I dropped that temptation and was dropped in front of my class by the peon.

My Classroom

The class had 15 chairs, all painted with cartoon characters. The wall had ABCs and numbers painted on it. It was a very cheerful and colourful environment. My eyes immediately glanced through the students already sitting there. They all were lost in their own world. Some were sobering, while some were making drawings with crayons.

After a few minutes, our teacher came. She asked each of us our names and hobbies, and then she introduced herself to us. Then, she then asked everyone to name the animals and birds painted on a picture board. We all begin singing the names. It was very fun. She was impressed with us and gave us candies at the end of the lesson.

After 2 hours, a bell rang for lunch. I took out my tiffin and started feasting on my sandwiches. A boy came to me, and said that sandwiches are his favourite. I knew his name by now, Ansh. I quickly offered him one and he was very happy. We soon became friends and chatted endlessly about Spider-Man, Iron Man and Tom and Jerry.

After learning that his favourite cartoon was also Tom and Jerry , I instantly knew I got my first school friend. 14 years forward, Ansh is still my best friend, and I am always thankful to him for making my first day at school a very fond memory.

It was amazing to meet my best friend, who shared the same hobby, dancing with me. The teacher also read a beautiful story to us. I really loved the overall experience.

Three more teachers came to our class that day. They looked smiling. I like all of them.

He then asked me a few questions from my books and I promptly answered them all. I was admitted into class one.

When my father left me at school to attend classes, I found myself all alone. There were so many boys and classmates. But they were all strangers to me. When the bell rang, our class teacher entered. We all stood up. Hardly had I taken my seat when my teacher put me a question. I got afraid and stood dumbfounded. My classmates laughed and I got more nervous.

I felt excited about the new school environment. The teachers taught us with love and with a smile. They have left a deep impression on my young mind.

During recess, while other boys played, I simply, looked on. I did not even eat the tiffin that my mother had given me. I was thinking of her and of my home all the time. At the end of school, I ran home and told my mother all that had happened in the school.

But it didn’t take long for my school to become my favorite place. Those who were strangers at my first meet soon became my best friends . I left there five years of my childhood. The golden memory of going to school on the first day will remain in my heart forever.

A person’s first day of school can be a bit traumatizing no matter how old you get. There are many first days at school starting from kindergarten, which I skipped, to elementary school to middle and high school all the way up to college.

Maybe it is the fear of the unknown and leaving the environment you are used to, which makes it difficult. When a young boy is 6 years old, leaving the comforts of home and the protection of his parents, the boy feels a bit vulnerable.

He has to learn to stand on his own feet because not everyone is the same and they all do not come from the same backgrounds or the same neighborhoods. At least when I started elementary school, I had friends from the neighborhood that I could count on.

Every school had its share of tough guys who wanted to be the boss among the younger kids and the elementary playground was that place they could exercise their authority.

I do not know but maybe I was one of the lucky ones as no one really picked on me my first day. In fact, it was a quiet sunny September morning when I trotted off to school. My older brother and sister may have walked me but I do not remember

What I do remember is that I made it to school unscathed and found my way to my classroom. I must have or I would have heard about it from my parents when I got home.

The good thing about the first days at school where I grew up is that there is no work. Everyone is trying to get settled in their assigned desks. The teacher told everyone where they would be sitting and I think I got the back of the classroom.

That didn’t matter to me the teacher wrote in very large print so I could see what she wanted us to know without straining my eyes. I think she wrote that first day that her name was Mrs. Konklin. A strange name, one I am sure we would make fun of later in the year.

But today we were all respectful, nice and obeyed her every command. What work we did was just introductory things like giving our names and personal data and all. For some reason, the teacher who seems to hand out the same assignment every year, as this exercise was repeated every time, I had her as my guide.

Recess came early. It was only 15 minutes and the teachers liked it because it gave them a bit of a break from us. We weren’t supervised that much as there was too little time to get into any real trouble.

The first day started at 9 a.m. and if I remember correctly we had to stay till 3 p.m. For the next 12 years that would be our school schedule. Lunch was a lot more fun as we had a full hour to go outside, run around and just play with each other.

It didn’t take long for the neighborhood boys to gather in their own little groups. With everything new, including new kids to get to know, it was all overwhelming and it was nice to be with someone you knew.

As the day wore on, we started to get used to our new surroundings and I and my friends began to relax a little bit. The school wasn’t going to be that bad after all. I liked my teacher because she seemed nice and unbiased.

As 3 o’clock approached our classroom activities were designed to help us break the ice and get to know our new classmates but when that last bell rang we were getting out from that classroom and the school doors like a shot. Finally, we were free!

I was too excited to eat much, but I knew I needed the energy for the big day ahead.

As my friends told me and a saw too that the teachers of our school are highly qualified with highly experienced. They not only teach the students but give them a guideline too.

They also told me the main reason why our school comes in the list of best schools? The reason is that after papers, Parents Teachers Meeting (P.T.M) held in our school in which teachers tell the progress of students to their parents and give following advises to the students regarding studies, which help them to increase their learning skills and which develop the interest of a student towards studies.

Then I get to know that it is a well-known education center and given a high rank. It is an honor for me, to study in this school.

How a 17-year-old dreaming of nothing more than a round of applause at assembly started ‘chucking down a load of crap’, and ended up finding his calling.

It’s 65 years back. I’m in my final year at Napier Boys’ High, and I’m about to earn my first money from writing.

Among the old boys of NBHS, about two decades ahead of me, was a young bloke called Russell Jones. I always think of him as young, because he was only in his 20s when he died, shot down over Germany in World War II.

His desolate parents offered money to establish a memorial essay competition at his old school. Since their son had been obsessed with flying, they specified it must always have an aviation motif. And in 1959, I entered.

Let’s wrench things into an imaginary present tense. Why do I decide to have a go? It’s not to honour or acknowledge Russell Jones or his parents. Sorry for that dismissal, but I’m just 17, and far too centred on my spotty self to consider anyone else.

Nor do I enter out of any commitment to literature/writing. My motives are much more focused. I want to win and have my name read out in assembly. I want applause. I want to be admired.

The topic for 1959 is The History of Aerial Top-Dressing in New Zealand . No disrespect to Jones or his family, but it’s hardly a subject to quicken the blood, especially when that blood festers with adolescent hormones. 

But I go to the Napier Public Library, up two flights of mock-marble stairs above an accountant’s, and find some relevant books. It’s the late 1950s, remember; online research isn’t even a gleam over the horizon. I lug them home to our grotty little place on Hospital Hill, and start taking notes – places, cargos, types of biplane. I come across anecdotes of crises and crashes; somehow glimpse how they could lift the essay.

It’s an unexpectedly satisfying process; makes me feel purposeful. Well into the next century, it remains a jolt for me to stop the cosy, responsibility-lite procrastination of research and move onto the nakedness, the vulnerability of actual writing.

On a winter afternoon, half-a-dozen of us from the Upper Sixth troop into the NBHS school library. We’ve got two hours, unsupervised except by benign, bespectacled Mrs Potter the librarian, who smiles at us from her office. My friends sit down to talk, joke, exult over missing Maths.

But very soon, I start to write. I’ve already decided that the story I’d found of top-dressing pilot versus bellicose ewe who won’t yield right of way on the landing strip will make a good opening. After all, the Biggles books I furtively swallow often begin with something like this, though it’s usually a bull elephant rather than sheep causing the problem. So I begin with a technique stolen from my reading. Sixty-five years on, nothing’s changed.

I get the ovine confrontation story down, re-read it, chop out a few adjectives (and there’s the genesis of another writing habit). A couple of my friends have also begun; they look carefree about the whole business.

I’m not. I keep making sure to joke, to say ”Aw, I’m just chucking down a load of crap”. Whatever else I do in late 1950s provincial New Zealand, I mustn’t look like I’m turning into an arty-farty.

But something is happening. I’m moving into a quiet place. I grin when my mates say ”Look at Dave going for it,” but I’m edging away from them. Stillness is starting to wrap around me. It’s new. It’s rather wonderful. I’m alone, but I’m connecting, even if I don’t yet know with what or whom.

I’m watching as well. Watching my fountain pen on the lined school pad, where a sentence is lengthening to give a contrasting cadence with the two short ones before it. I go to write ”perilous”; realise it sounds clichéd and unattractively plosive with the ”procedures” that has to follow, so I change it to ”risky”. 

Actually, do I change it? Is it me doing this? An awareness flicking between brain and hand is nudging me: ” Save this till the next paragraph … Write this the way you’d say it … Trim that description; it’s slowing things down.”

I’m simultaneously involved and detached. A few thousand pages further on in my life, I’ll learn to trust this, to accept it as one of the wonders of writing – though when I come back the next day, I’ll slash great chunks of flab from it.

But in the NPBHS library, a next day isn’t relevant. I have to finish this by the 3.20 bell. And I will; I’m in charge of what’s happening, in some suspended, arm’s-length way. I’m making, shaping.

Two careers and two kids later, I’ll read Maurice Gee’s words, and see that they encapsulate this awareness perfectly. ” You get up at the end of two hours, and you’ve made something that never existed before. It’s unique. It’s yours. That’s one of the greatest pleasures I know.” 

I keep on. I’m thinking just one sentence ahead, but I’m aware of the section to come and the paragraphs behind. I finish 10 minutes before the bell, with the statistic and summation I identified way back in my reading for a good ending ( ‘ ‘sonorous, like the farting of a goose,” as Ezra Pound put it). The other guys are still writing. I read through what I’ve done, removing more adjectives. In writing workshops of the distant future, I’ll suggest to people that they read their work aloud when editing, literally or internally; try to get their own voice on paper. Though I hardly register it, I’m doing a little of that now.

Mrs Potter appears at the bell, collects our efforts. I straggle out with the rest, insisting that what I’ve written is total crap. But I know I’ve accomplished … something. I’m still feeling a bit remote. And fortunate; privileged even. That’s never changed. Five steps further on and too late, I realise what I should have done with one of the middle bits. Another thing that hasn’t altered.

Let’s return to a less pretentious past tense. I won. My name was read out in assembly. The school applauded David Hill. The school instantly forgot David Hill. In class, our English teacher said ”I’ve been trying all year to make Hill get off his backside, and show what he’s capable of. Now finally he’s done it.” Ah, my first ever review.

And – see the opening paragraph – I got paid. Two pounds, two shillings, a figure nearly all of you will be gazing at in puzzlement. It equalled two guineas, and how rich with literary associations that sum used to be. In 1965, when I had a poem published in The Listener , they paid me ten shillings and sixpence – half a guinea.

Like a Creative New Zealand grant nowadays, the Russell Jones riches came with conditions attached. You had to spend them on a book. In the Office Supply Company, Tennyson Street, I gazed wistfully at their row of Biggles , then settled for the only New Zealand author I’d heard of, someone called Mansfield. 

A few months later, at the end-of-year prize giving, my name was read out again, and a Distinguished Guest handed over the gilt-edged, mock-leather-bound edition of KM’s short stories, with school crest stamped into the cover. My glory was complete.

I got home, I opened the book, and gazed at a fancy embossed slip of paper pasted inside. ‘ ‘The Russell Jones Memorial Essay Prize for 1959”, it trumpeted, ”is awarded to … DAVID HALL” .

How Schools Can Turn the Solar Eclipse Into an Unforgettable Science Lesson

If the weather cooperates, science students of all ages could be in for quite a show on April 8. The first sign will be a sudden temperature drop. The sky will darken, and winds will shift. A dark shadow will appear on the horizon. Faint waves of light may waft across the ground. A ring of bright light will shine from the outer edges of the otherwise darkened sun. Then the moon will cover the sun completely and, for a few seconds, a thin red layer may appear around its outer rim.

This fantastical display describes a total solar eclipse, which happens in the same place on the planet only an average of once every 366 years, according to experts . It’s also the sort of once-in-a-lifetime occurrence that can get kids super excited about science—a worthwhile goal, especially amid a barrage of reports of disengaged students and sky-high rates of absenteeism .

The impending total solar eclipse raises several questions for educators—from how best to expose students to both its sheer magnificence and its value as a learning tool to, more broadly, how to infuse other ‘real world’ science lessons into the classroom. To get answers to these questions, Education Week reached out to science education guru Dennis Schatz, a senior fellow at the Institute of Learning Innovation, past president of the board of directors for the National Science Teaching Association, and advisor to the Smithsonian Science Education Center.

Schatz advocated for a carnival-like atmosphere to celebrate the coming eclipse; even, as he noted, several school districts will cancel school that day. He also shared his general thoughts on how teachers can generate interest in ‘real-world’ science learning and the obstacles that too often prevent it. Here’s an edited version of the conversation.

What is your overarching philosophy of science education?

A fundamental philosophy of mine is to make science life-long, life-wide, and life-deep.

What do you mean by ‘life-deep’?”

There’s the workforce development focus of this; that is, the demand for STEM professionals. But life-deep also means getting involved and interested in science at a level that’s appropriate for you. You may be an accountant, but you may like to watch the National Geographic Channel or read science books and, if so, that’s an appropriate depth for you.

Where does engagement in science start?

Having been involved in schoolwide reform efforts, I’ve done a lot of work with teachers in the classroom, although I’ve never actually taught in one. Making science more engaging for students is probably the biggest challenge at the elementary school level, because not many elementary school teachers are trained in science. So the real goal, especially at the elementary level, is how to build enthusiasm in teachers so they can then get students excited.

So, what works?

It can start by getting teachers to think about how to use their local environment, or local community, to generate interest in science. For example, in the Northwest, salmon is a big issue [ declining numbers in recent years have been blamed on climate change and human development], so that can be a way to generate interest—either from an environmental perspective or a food perspective. There are a lot of different real-world connections to be made with salmon for people who live in the Northwest.

What about getting students excited to experience the solar eclipse?

Absolutely, the solar eclipse can be awe-inspiring, and it can be fun. I was talking to a teacher recently who said: I don’t want to make it like a fire drill, where you take the students outside, with their glasses, take a look at the eclipse, and go back in. There’s a whole range in how districts are treating the [upcoming] eclipse. It takes two and a half hours, from beginning to end. Watching the eclipse slowly go across the sun is like watching ice melt. So you want to think about ways in which you can make it into a fun experience. Enlightened administrators will encourage building an entire event around it: Think art activities, food, music.

How far in advance would you suggest teachers begin preparing students for the solar eclipse?

It’s about two weeks out, and in the back of my mind, I’m saying: It’s way too late. I guess you could try to cram it all into just one day, but I would recommend spending more time in advance. Ideally, well before the eclipse, teachers will bring some science activities into class that model what’s happening with the phenomenon. There are many other real-life examples to draw from: Every six months, there’s at least one lunar and one solar eclipse somewhere on the Earth.

Will most schools use the eclipse as a learning opportunity?

A huge number of districts are canceling school for a variety of reasons; one is liability. In the Midwest and Northeast, the eclipse happens at the end of the school day, and people are worried about safety issues and higher-than-normal traffic during the point of totality [when the moon passes between the Earth and the sun]. In these cases of school closures, teachers who plan in advance can share information with students about how to experience the eclipse safely , and they can in turn go home and teach their parents.

How do you recommend students experience the eclipse?

I think glasses are overrated. When you look through a pair of glasses, you get this little yellow dot. There are so many indirect ways to view the eclipse. One of my favorites is with a basic kitchen colander . If you stand with your back to the sun and hold the colander so the sun’s light shines through it onto the ground or a wall, inside the colander’s shadow you’ll see many tiny images of the eclipsed sun.

Other tips for good viewing of the eclipse?

You want to find a place in the sun that’s not obscured by shadows, somewhere away from tall buildings. At most schools, this might be a playground area. I recommend going out a couple days ahead of time and finding out where the shadows are going to be, so you can avoid them. And of course, the most important element is clear weather.

When the eclipse is over, how can science teachers maintain students’ excitement about the natural world?

There are so many phenomena to observe and study—certainly in astronomy, from meteor showers to lunar eclipses—and all kinds of weather events, like hurricanes and earthquakes. You have to be sensitized, as a teacher, to think: I’m going to use these events to motivate an interest in science.

What resources do you suggest for teachers who want to stay informed about real-world science lessons?

The NSTA publishes three journals for educators, targeting elementary, middle, and high school students. I also like the New York Times’ science section. There’s also Scientific American magazine, which has moved from being a journal for scientists and now is much more geared for the lay audience.

So, if resources are available, what gets in the way of teaching real-world science lessons?

For teachers, it’s often a matter of figuring out: How do I feel like I have the freedom to move away from what I’m supposed to teach? Things are so standards-driven these days, there’s just no time or ability to deviate. Plus, you’re worrying about how kids are going to do on tests, and so many other things—social-emotional learning, safety. But if you aren’t generating an ongoing interest in the scientific phenomena that you can see and experience, then you’re doing a disservice to students.

Historians aren't pulling your leg when they say no one is quite sure about the origins of April Fools' Day. 

April 1, the annual day of shenanigans, pranks, tricks and hoaxes, falls on Monday this year. While historians are unsure of the exact source of the tradition, they do know the custom goes back centuries, at least back to Renaissance Europe and possibly back to Roman times. Here's a look at what the experts say.

Theories, both real and false, tie April Fools' Day to Roman times 

Some believe April Fools' Day dates back to Hilaria festivals celebrated during classical Roman times. The festival was held on March 25 which, in Roman terms, was called the "eighth of the Calends of April," according to the Library of Congress. 

One theory tying the source of April Fools' Day to Roman times is a hoax. In 1983, an Associated Press reporter reached out to Joseph Boskin, a historian at Boston University, to discuss the origins of April Fools' Day. Boskin spun a tall tale to the reporter, assuming it would be fact-checked and revealed as fake. 

It wasn't. 

According to the story Boskin made up, a group of jesters convinced Emperor Constantine to make one of them king for a day. The appointed jester, named Kugel, declared it would be a day of levity. 

"I got an immediate phone call from an editor there, who was furious, saying that I had ruined the career of a young reporter," Boskin said in a Boston University post. "He said I told a lie. 'A lie?' I asked, 'I was telling an April Fools' Day story.'"

Middle Ages 

Some historians believe France is responsible for the humorous tradition, tying it to a calendar change in 1582, according to the History Channel . That year, France implemented the Gregorian calendar, shifting the start of the New Year from the spring equinox, which usually falls around April 1, to January 1. 

After the change, people who wrongly celebrated the new year in late March and early April were called "April fools."

The first clear reference to April Fools' Day is a 1561 Flemish poem by Eduard De Dene, which tells the story of a servant being sent on "fool's errands" because it's April 1, according to the Library of Congress. 

What are some famous April Fools' Day pranks?

In 1957, the BBC ran a broadcast on the Italian spaghetti harvest  that pretended the pasta was being harvested from trees. 

The BBC also ran an April Fools' report on flying penguins in 2008.

In Los Angeles, airline passengers were greeted with a banner saying "Welcome to Chicago" after landing on April 1, 1992, CBS Sunday Morning previously reported.

Taco Bell in 1996 advertised that it had bought the Liberty Bell and renamed it the "Taco Liberty Bell," according to the company.

As part of a 1997 April Fools' Day joke, Alex Trebek, host of "Jeopardy," swapped places with "Wheel of Fortune" host Pat Sajak, according to jeopardy.com .

On April 1, 2015, streaming giant Netflix shared faux public service announcements to remind viewers to "Binge Responsibly."

The New York state Legislature blew through Thursday’s already extended deadline to reach a budget deal and agreed to continue talks through Monday in time for the 2024 solar eclipse.

This is the second extender the legislature has passed as Gov. Kathy Hochul and Democratic leaders in the Senate and Assembly leadership try to resolve disagreements over the $233 billion budget the governor delivered in January.

The extender allows state spending to continue through Monday, a week after the scheduled start of the fiscal year. Last year’s budget was more than a month late.

The divide appears centered on housing, health care and education.

Hochul’s bid to reduce state aid for several school districts ignited protests in districts that would suffer the largest cuts.

'Apocalytic': NY school districts vehemently oppose aid cuts

The governor wants to reduce funding for half of the 673 districts that receive foundation aid, a large chunk of their annual allotment.

The Mount Vernon school district in Westchester County faces the loss of nearly $3 million in state aid. At a March rally, school officials joined state lawmakers in declaring the cuts “catastrophic” and “apocalyptic.”

“I remain very hopeful that we’ll be able to restore the funds as well as find some way to promptly reevaluate and modernize the foundation aid formula,” state Sen. Shelley Mayer, chairwoman of the Senate education committee, said Thursday.

“And I’m hopeful that everyone in good faith is trying to find a solution that allows schools to get what they anticipated and deals with some of the more complex issues we need to deal with going forward,” Mayer added.

The governor said the cuts are needed after two years when overall state aid increased 2%. State lawmakers have pushed for an agreement that no district would receive less than it did in the previous year.

Hochul pushed back, noting that declining enrollment in some districts means they could get by with less.

New York Takes Crucial Step Toward Making Congestion Pricing a Reality

New York City completed a crucial final step on Wednesday in a decades-long effort to become the first American city to roll out a comprehensive congestion pricing program, one that aims to push motorists out of their cars and onto mass transit by charging new tolls to drive into Midtown and Lower Manhattan.

The program could start as early as mid-June after the board of the Metropolitan Transportation Authority, the state agency that will install and manage the program, voted 11-to-1 to approve the final tolling rates, which will charge most passenger cars $15 a day to enter at 60th Street and below in Manhattan. The program is expected to reduce traffic and raise $1 billion annually for public transit improvements.

It was a historic moment for New York’s leaders and transportation advocates after decades of failed attempts to advance congestion pricing even as other gridlocked cities around the world, including London, Stockholm and Singapore, proved that similar programs could reduce traffic and pollution.

While other American cities have introduced related concepts by establishing toll roads or closing streets to traffic, the plan in New York is unmatched in ambition and scale.

Congestion pricing is expected to reduce the number of vehicles that enter Lower Manhattan by about 17 percent, according to a November study by an advisory committee reporting to the M.T.A. The report also said that the total number of miles driven in 28 counties across the region would be reduced.

“This was the right thing to do,” Janno Lieber, the authority’s chairman and chief executive, said after the vote. “New York has more traffic than any place in the United States, and now we’re doing something about it.”

Congestion pricing has long been a hard sell in New York, where many people commute by car from the boroughs outside of Manhattan and the suburbs, in part because some of them do not have access to public transit.

New York State legislators finally approved congestion pricing in 2019 after Gov. Andrew M. Cuomo helped push it through. A series of recent breakdowns in the city’s subway system had underscored the need for billions of dollars to update its aging infrastructure.

It has taken another five years to reach the starting line. Before the tolling program can begin, it must be reviewed by the Federal Highway Administration, which is expected to approve it.

Congestion pricing also faces legal challenges from six lawsuits that have been brought by elected officials and residents from across the New York region. Opponents have increasingly mobilized against the program in recent months, citing the cost of the tolls and the potential environmental effects from shifting traffic and pollution to other areas as drivers avoid the tolls.

A court hearing is scheduled for April 3 and 4 on a lawsuit brought by the State of New Jersey, which is seen as the most serious legal challenge. The mayor of Fort Lee, N.J., Mark J. Sokolich, has filed a related lawsuit.

Four more lawsuits have been brought in New York: by Ed Day, the Rockland County executive; by Vito Fossella, the Staten Island borough president, and the United Federation of Teachers; and by two separate groups of city residents.

Amid the litigation, M.T.A. officials have suspended some capital construction projects that were to be paid for by the program, and they said at a committee meeting on Monday that crucial work to modernize subway signals on the A and C lines had been delayed.

Nearly all the toll readers have been installed, and will automatically charge drivers for entering the designated congestion zone at 60th Street or below. There is no toll for leaving the zone or driving around in it. Through traffic on Franklin D. Roosevelt Drive and the West Side Highway will not be tolled.

Under the final tolling structure, which was based on recommendations by the advisory panel, most passenger vehicles will be charged $15 a day from 5 a.m. to 9 p.m. on weekdays, and from 9 a.m. to 9 p.m. on weekends. The toll will be $24 for small trucks and charter buses, and will rise to $36 for large trucks and tour buses. It will be $7.50 for motorcycles.

Those tolls will be discounted by 75 percent at night, dropping the cost for a passenger vehicle to $3.75.

Fares will go up by $1.25 for taxis and black car services, and by $2.50 for Uber and Lyft. Passengers will be responsible for paying the new fees, and they will be added to every ride that begins, ends or occurs within the congestion zone. There will be no nighttime discounts. (The new fees come on top of an existing congestion surcharge that was imposed on for-hire vehicles in 2019.)

The tolls will mostly be collected using the E-ZPass system. Electronic detection points have been placed at entrances and exits to the tolling zone. Drivers who do not use an E-ZPass will pay significantly higher fees — for instance, $22.50 instead of $15 during peak hours for passenger vehicles.

Emergency vehicles like fire trucks, ambulances and police cars, as well as vehicles carrying people with disabilities, were exempted from the new tolls under the state’s congestion pricing legislation .

As for discounts, low-income drivers who make less than $50,000 annually can apply to receive half off the daytime toll after their first 10 trips in a calendar month. In addition, low-income residents of the congestion zone who make less than $60,000 a year can apply for a state tax credit.

All drivers entering the zone directly from four tolled tunnels — the Lincoln, Holland, Hugh L. Carey and Queens-Midtown — will receive a “crossing credit” that will be applied against the daytime toll. The credit will be $5 round-trip for passenger vehicles, $12 for small trucks and intercity and charter buses, $20 for large trucks and tour buses, and $2.50 for motorcycles. No credits will be offered at night.
