Virginia Code §22.1-205 Driver education programs , requires students and their parents living in Planning District 8 (which includes the counties of Arlington, Fairfax, Loudoun, and Prince William, and the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park) to participate in an in-person 90-minute parent/teen presentation. This presentation has been added to District 8 classroom driver education courses. This requirement must be met before a student receives a Driver Education Certificate of Completion card (DEC-8 card).

  • Young drivers are involved in 14 of all motor vehicle crashes, and most of these crashes

Distracted driving awareness month: how local school districts are preparing future drivers.

Car crashes are the No. 1 cause of death for teens ages 15 to 18, according to the National Highway Traffic Safety Administration.

The Centers for Disease Control and Prevention says drivers between 16 and 19 have a deadly crash rate that’s three times higher than drivers ages 20 and up per mile.

“We know one life is worth saving, right?" teacher Scott O'Hara recently said to his high school driver's education class. "One life.”

O’Hara wears many hats at Seminole Ridge High School in Loxahatchee.

He teaches physical education and coaches volleyball and flag football. He also teaches students how to be good drivers.

“This course is great because we go over all the information that you need, but this is just the start,” O'Hara said.

The state of Florida requires that you take a “Traffic Law and Substance Abuse Education” class before getting your license, but doesn’t mandate that schools offer driver’s education.

Seminole Ridge is one of the few high schools in Palm Beach County that has a driver’s education class during the day.

Students who enroll in the course get six hours of driving time and six hours observing another student behind the wheel, helping them learn firsthand what it’s like to share the roads with others.

“You can’t control other drivers. You don’t know what they're going to do or if they're distracted," junior Giana Gilbert said.

Seminole Ridge senior Adrianna Gibney has already been able to identify distracted drivers.

“Everything’s fine, but it’s like those little things, when people are on their phones, or like what Coach O’Hara said when people are doing their makeup,” she said.

Adrianna also values the cost of the program.

“Everything is free, so we’re lucky we get to take this for free," she said.

Eric Stern is the administrator for high school driver education for the School District of Palm Beach County. Students do have to pay for their actual permits, but he says the program probably saves about $700 for every family that has a student taking an in-person class through the district.

The money for the program comes from Tallahassee via the Dori Slosberg Driver Education Safety Act .

"Five dollars on every moving violation, ticket in Palm Beach County that gets paid goes into a Driver’s Education Fund." Stern said. "This fund is used to pay for our students to take their written alcohol exam, their learner’s permit and to get free driving lessons."

As Coach O’Hara’s class is going through Chapter 8 on distracted driving, students say they feel more equipped to be on the road.

"I think this course really helps you understand the road better, as like a new driver," Jason Ly, a junior at Seminole Ridge, said.

The curriculum seems to be resonating. “To save lives, just stay focused on the roads," junior Kalen Madrigal said.

More than 2,000 students take driver’s education in Palm Beach County per year.

This year, for the very first time, every student in an in-person class will get a road safety kit at the end of the course.

Their teacher will show them how to use jumper cables, cut a seat belt, break a window if they need to and more.

The kit also includes a safety vest if students have to pull over on the side of the road and get out.

Driver's ed. offered through school districts on the Treasure Coast:

Indian River County :

  • Driver's education was discontinued as a class at the school years ago. However, students may still take driver's ed. through “A Treasure Coast Driving School” at no cost to the student. This is funded by the School District of Indian River County through a grant.

St. Lucie County :

  • St. Lucie County schools have a mini grant in partnership with St. Lucie County funded by the Dori Slosberg Driver's Education Driver Safety Act. It provides driver's education opportunities for high school students outside of the school day.

Martin County :

  • Driver’s ed. is currently offered at all three high schools in the Martin County School District through "A Treasure Coast Driving School." The program is funded and approved by the Martin County School Board. In order to participate, students must first obtain a learner’s permit and then complete the virtual portion. Once the virtual course is completed, students can sign up for the driving portion of the class to be completed at their respective high school. Because the program was approved by the Board, students are able to take the course at no cost. There are no remaining spots for this school year, however next year’s sign ups will be available by mid-summer on the "A Treasure Coast Driving School’s" website .

Driver's ed. in Okeechobee County Schools:

  • The course is offered at Okeechobee High School. Students are provided with text-based instruction and simulators to create driving conditions.

The Northbrook/Glenview School District 30 Board of Education named Alison Keller the new Wescott School assistant principal for the 2024-25 school year at its April 25 meeting.

According to a news release, the school serves 489 students in kindergarten through fifth grade, with a staff of 85.

Keller replaces Katie Compagno, who becomes principal of Willowbrook School this fall. This changes were prompted by current Willowbrook Principal Scott Carlson being named District 30 Director of Human Resources, a newly created role, beginning July 1.

District 30 received 31 applicants for the role and interviewed eight highly qualified candidates. From that pool, Keller emerged as an ideal fit for Wescott, the release said.

Principal Chris Brown said Wescott staff, parents, and students are excited to have Keller join the school as assistant principal.

“Throughout our interview process, Ms. Keller shared the collaboration, intelligence, and values aligned with our ideal candidate profile,” Brown said in the release. “Her work in a wide range of school initiatives, far beyond her role, will make her an outstanding addition to our school.”

Keller begins her new job on August 1. She joins District 30 with a wealth of experience, most recently as an Instructional Innovation Specialist with Lyon School in Glenview School District 34, according to the release. She has also taught for over a decade in Michigan State University’s master of educational technology program.

Superintendent Emily K. Tammaru said Keller also brings strong leadership experience from her time at District 34, spending her entire career involved in strategic school improvement efforts, the release said. She also earned a “Those Who Excel” award from the Illinois State Board of Education in 2021.

“Ms. Keller will be a strong addition to the Wescott team, offering valuable skills in connecting with parents, educators across grade levels, district leadership, and our external partners,” Tammaru said.

According to the release, Keller has over 15 years of educational experience and earned both her bachelor of arts in elementary education and master’s degree in educational technology from Michigan State University. She also earned a master of arts in educational leadership from the American College of Education.

“I am delighted to join the Wescott team and look forward to supporting the shared commitment to educating the whole child, nurturing learner curiosity and agency, and ensuring a sense of belonging for every member of the school community,” Keller said in the release.

Does JCPS have a culture of fear and retaliation? What some employees and officials say

Tonya Clinkscales began working for Jefferson County Public Schools more than two decades ago, starting as a substitute bus driver and working her way up to become one of three transportation specialists who oversee the district's massive fleet.

That was until November, when JCPS investigated her for alleged unprofessional behavior after she sent a text message in group chat stating her support for JCPS bus drivers during their sickout over the district's problematic busing system.

Clinkscales said the district reassigned her to another department to "stuff envelopes" for four months and eventually moved her to a different job with less responsibility, even though the investigation cleared her of any wrongdoing.

To Clinkscales, her reassignment is proof that district leaders retaliate against employees who question their decisions — a sentiment echoed in a recent transportation audit that cited a widespread sense of fear among staff about speaking out on various issues.

Other school district officials The Courier Journal interviewed said they also are concerned about how the district treats employees who are critical of leadership decisions.

School board Chairman Corrie Shull said Clinkscales' story "wasn’t surprising" at all because he has heard similar stories for years.

"There seems to be — when you take the narratives of district employees and you read the transportation audit — it paints a picture of people in leadership demonstrating the lack of appreciation for people who speak up," Shull said. "It seems like those are the people who end up getting moved or being retaliated against."

JCPS officials, including Superintendent Marty Pollio, declined to comment about the audit report's findings of a "corporate culture" of fear among employees. JCPS officials also refused to answer questions about Clinkscales' case, saying they do not comment on personnel matters involving specific employees. However, they did say while they moved Clinkscales to a different department, she still holds the same position.

School board members requested the audit, which cost nearly $225,000 and was conducted by Prismatic Services Inc., after severe busing problems led to some students not getting home on the first day of school until around 10 p.m. The district was forced to shut down school for six to seven days to try to fix the faulty routes.

While Prismatic was gathering information across the district, it found an unusually high number of staff members who said they did not feel comfortable providing information to investigators about what led to the transportation failures.

"When interviewed regarding activities leading up to August 9th, multiple staff noted a negative environment in the central office that discouraged questions and collaboration," the audit states. "Post-incident, some employees noted that they feared retribution for providing Prismatic with information. These communications faults appear to be a problem of corporate culture."

In addition to the reluctance to speak with investigators, a survey Prismatic sent to JCPS principals showed that 55 of the 107 who responded declined to name their schools.

Clinkscales said she did set up an interview with Prismatic investigators despite being under investigation and told not to speak to any district employees.

She also has filed a grievance asking to return to her former role.

"I'm humiliated," Clinkscales said. "I'm embarrassed because I was accused of misconduct and there was never an intent to do such. With my reputation, a lot of the employees of the district looked to me for answers and all of that hard work that I'd done has been stripped away. I feel dehumanized."

A ‘toxic’ culture in JCPS

Kumar Rashad , the incoming Jefferson County Teachers Association vice president, said he also has experienced retaliation by the district.

He worked as a teacher for more than a decade without any disciplinary actions taken against him. That changed in 2016 after he criticized a new principal assigned to his middle school and filed a discrimination grievance.

Since then, he's been written up by the district multiple times, including for taking students to a Metro Council committee meeting while he was a council member for what he referred to as a learning experience and for using his district email address to send a critical email to the former education commissioner.

"They write you up for things that other employees are doing but they want to zero in on you," Rashad said.

Last year, he was reassigned out of the classroom while under an investigation that started one month after he was named one of Kentucky's top teachers and shortly before the teachers union elections. He was out of the classroom for nearly three months before investigators found the claims against him were unsubstantiated.

"There is a large culture of fear, intimidation, downright harassment and bullying — all the way from the top down," Rashad said of JCPS. "It's just very harmful that people feel afraid to speak their truth because they know when they do, they will be persecuted."

"It really puts you in a position where you know directly that if you are going to speak out in a way to benefit our children, you will be harassed," he said. "You will be written up because you’re making good trouble."

Board member Sarah McIntosh took her concerns with the audit findings to Chief Operations Officer Rob Fulk and Superintendent Pollio, though she wasn't surprised by the fears employees shared with the investigators.

"This audit simply reinforces a long-established culture in JCPS that I believe is toxic," McIntosh wrote in an email to Pollio and Fulk.

McIntosh worked as a teacher for 16 years before resigning in 2016. "Throughout that entire period, there was always a culture of 'you don’t talk to board members'," McIntosh told The Courier Journal. "There's a real strict hierarchy on where you could go for assistance if you felt there was a problem."

Now, as a board member, McIntosh said she struggles to find out what's going on in the schools she represents.

"I reach out to admins at schools in my district or folks I’ve known for years and, in many instances, I'm told 'we’re not supposed to talk to board members.' I understand operations and going through the right process, but the only way we — as school board members — can have a good understanding of what is happening in our district is to talk to the people who are in our schools every day."

Staff, she said, "shouldn't be afraid to speak up."

'Why was I the target?'

Clinkscales says she still wants to understand why she was targeted. Shortly before she sent the text message that led to her being investigated, JCPS Chief Operations Officer Fulk sent a text message critical of the district in a separate chat with Clinkscales and four other JCPS administrators, including Transportation Director Marcus Dobbs.

In that text, Fulk said the reason for the busing problems is that JCPS leaders chose to hire AlphaRoute, a Boston firm, to create a new routing system this year.

“I also believe the worst mistake in all of this was trusting an unproven outside company to do this much to our systems, and that our drivers are out of their geographic region," Fulk texted on Nov. 3.

Two days later, Clinkscales sent her text in a group chat with transportation administrators and compound coordinators, according to investigation interviews The Courier Journal obtained through an open records request.

"WDRB just reported and has reported for several weeks now about this 'new referral system online' again the district takes no responsibility of the lack of discipline," Clinkscales texted. "The new system will be real time and not the afternoon or us turning referrals in late. Always a slap in our face and never accountable for the lack of support to the drivers. It was okay for the teachers to do a sick out, so it should be okay for drivers. #istandwithdrivers"

Her text was sent Sunday, Nov. 5, following the Friday when 87 drivers called in sick and the day before more than 100 called in.

Fulk was not in that group chat but he took a screenshot of the text to the district Compliance and Investigation department Nov. 11, investigative records show. The district launched its investigation shortly thereafter.

"I really believe I was out on investigation to get me out of the way because of the knowledge that I have," Clinkscales said, indicating she told supervisors in July that the new routes would not work, and the department wasn't ready for the first day of school. The investigation was launched right when Prismatic investigators began setting up interviews with transportation staff.

On Feb. 5, Clinkscales was cleared of any wrongdoing. District investigators wrote in their report that "based on the interviews conducted, it is unsubstantiated that Tonya Clinkscales displayed unprofessional behavior..."

Multiple people interviewed, including Dobbs, said she was simply venting and would not encourage drivers to call out.

Despite this finding, Clinkscales was notified on March 20 she was being reassigned to the Exceptional Childhood Education department, which has less than 10 passenger vans. In her previous role, she supervised about 300 employees across four bus compounds. She decided to share her story, she said, because "they've done the worst they can do to me."

"I’m not sure why I was the target," Clinkscales said. "I think it’s a little bit of retaliation. I think it is discrimination. I definitely believe it is an abuse of power."

JCPS said "supervisors are placed in positions that best fit the needs of the district and, most specifically and importantly, the needs of our students."

Shull questions what would have happened if Clinkscales was listened to rather than punished.

"I think what is curious to me is to whether or not the people that have been demoted or removed may have held the institutional knowledge that could have prevented some of the encounters we had on the first day of school," he said.

Additionally, he did not see an issue in the text Clinkscales sent about supporting drivers.

"We all should be supporting drivers," he said. "Drivers were not engaged, their expertise was not sought, they were not given the opportunities to weigh in on this (transportation) plan. They were rendered, essentially, 'the help.'"

School board votes to suspend bus driver, aide for throwing water bottle at car from bus

Palm Beach County's school board has approved a recommendation from the superintendent to suspend two employees, a bus driver and a bus attendant, after surveillance cameras recorded their profanity-laced interaction with another driver whom they believed cut the bus off in traffic.

Driver Nina Ratliff and bus attendant Bria Glover threw a water bottle and a foam cup with liquid out the bus window and door at the other driver, hitting the car's tire and windshield, district investigators found.

Ratliff called the driver of the vehicle a "punk-a** b****" and repeatedly yelled the f-word at him as she drove the empty bus to Grassy Waters Elementary School to pick up children in February 2023.

Court records show neither woman faced charges for the traffic incident, but both appeared to remain on the job during the school district's investigation into the argument with the driver.

Ratliff told investigators that she acknowledged the way she acted was wrong and that "two wrongs don't make a right." But she also said that other drivers often ignore traffic laws and put bus drivers in dangerous situations on the road.

Ratliff said the driver who she believed cut her off also gave her the middle finger as he drove by, according to the district investigation. The driver of the other vehicle was not captured in the bus video, nor was he named in the school district's investigative documents.

Both Ratliff and Glover's suspensions will be effective starting May 9 if they do not appeal.

Bus driver, attendant threw water bottle, cup of water out bus window at other driver

Just before 2 p.m. on Feb. 23, Ratliff was driving her empty school bus to Grassy Waters Elementary in West Palm Beach. Glover, the bus attendant, was sitting on the other side of the bus a few seats behind Ratliff and began to eat lunch from a foam takeout container.

As the northbound bus approached the intersection of Okeechobee Boulevard and Jog Road west of Florida's Turnpike, cars in the lane to the right of the bus were directed to merge left because the lane was closing for construction. Bus surveillance video shows Ratliff took a call on her personal phone as she was driving the bus.

When a grey Lexus merged in front of the school bus, Ratliff hit the brakes and began to yell at the driver. She shouted "F*** you" and gave the driver the middle finger. Ratliff continued honking the bus' horn at the car, and pulled out her phone as if to take photos of the car and its driver.

Ratliff then said "f*** you b****" to the other driver before she turned to Glover and said, "Oh, I can't get up there fast enough" and tried to drive the bus closer to the other car.

As the bus approached the other car, Ratliff began to look for her water bottle, telling Glover she was going to throw it at the driver. Ratcliff found the bottle and threw it out the driver's side window of the bus, according to the district investigation. The bottle hit the car's tire, and Ratliff yelled "B****" at the driver.

Ratliff told Glover the bottle had missed the car and asked if she had anything else throw. Glover got out of her seat with a large foam cup full of liquid and said, "No, open the door. I'll do it."

Ratliff drove the bus up on the right side of the car and opened the bus door, so Glover could throw her cup outside. The cup hit the car and splashed water on the driver's side window, the investigation says.

Instrument Panel • Speedometer – This tells you that speed that you are traveling in both miles per hour and kilometers per hour • Tachometer – This indicates the engine revolutions per minute. Engine damage can occur if needle enters the red • Odometer – indicates the total number of miles that a vehicle has been driven. • Trip Odometer – will indicate the number of miles for a certain period of time and can be set back to zero

Instrument Panel • Fuel Gauge – Shows the amount of fuel in the tank, if tank gets below ¼ full you run the risk of running out • Temperature Gauge/Light – warns you when the coolant in the engine is too hot • Oil Pressure Gauge/Light – warns you when the oil is not circulating at the proper pressure • Alternator Warning Light/Gauge – warns that the battery is not being charged and is using stored electricity

Instrument Panel • Brake System Warning Light – reminds you to release the parking brake and warns is the braking system is not working properly • Antilock Braking System Light – tells you the ABS is working properly • Safety Belt Light – This reminds you to fasten your safety belt before moving • Air Bag Warning Light – tells you if the airbags are working properly

Instrument Panel • Turn-Signal Indicators – These tell you the direction that you have signaled to turn • High-Beam Indicator – this is a light that glows when the high-beam headlights are on

Vehicle Controls • Steering Wheel – this controls the direction of the front wheels. • The steering wheel adjustment lever can mover the steering wheel for better driving comfort • Selector Lever – in a automatic transmission vehicle, this is moved to choose forward or reverse gears • This is located on the steering column or on the center console

Vehicle Controls • Ignition and Starter Switch – the engine is started by putting the key in the ignition and turning the key to the start position • Cruise Control – is a device that lets you maintain your desired speed without keeping your foot on the accelerator

Vehicle Controls • Parking Brake – This keeps the vehicle in place when it is parked. It is located either on the far left of the pedals or on the center console • Clutch Pedal – in a stickshift, pushing this down allows to shift gears. Located to the left of the brake pedal • Foot-Brake-Pedal – pushing this slows or stops the vehicle • Accelerator Pedal – this is located to the right of the brake pedal. Pushing this will increase the speed of the vehicle.

Devices for Safety • Safety Belts – always wear belt when the vehicle is in motion • Head Restraints – padded device on the back of from seats to prevent whiplash injuries • Horn – normally located on the steering wheel.

Devices for Safety • Mirrors • Inside mirror – shows directly behind the vehicle • Outside mirrors – show to the right and left behind the vehicle • Even with properly adjusted mirrors there will still be blind spots

Getting Ready to Drive • Outside Checks – walk around vehicle and look for • Oil marks • Tires are inflated • Wheels are pointed straight • Windshield, headlights, and taillights are clear

Getting Ready to Drive • Inside Checks • Adjust seat for best comfort and foot control • 10 inches away from steering wheel • Hand and legs slightly bend when on steering wheels and pedals • Adjust head restraints and mirrors • Fasten safety belt

Automatic Transmission • Shift Indicator – shows gear position on steering column or on the instrument panel • Park (P) – This position locks the transmission. You should shift into park every time you stop the vehicle • Reverse (R) – This position is for doing backwards. Always come to a complete stop before shifting into reverse. Reverse lights should come on when in reverse. • Neutral (N) – This Position allows the wheels to roll without engine power. If you stall when driving, use neutral to restart car.

Automatic Transmission • Drive (D) – This position is for moving forward. Keep foot on brake when shifting into drive. • Low (L1, L2) – These positions allow the engine to send more power to the wheels at lower speeds

Steering the Vehicle • Have a comfortable and balances driving position • Hands at 9 and 3 • Pick aiming point and drive to it • Make constant corrections • Look for hazards ahead

Putting the Vehicle in Motion • Press firmly on the brake • Shift the vehicle into drive • Turn on left turn signal • Check for traffic in the rearview mirrors • Look over left shoulder for traffic • When the roadway is clear, release the brake and gently press on the accelerator moving away from the side of the road • Cancel your signal • Reach your desired speed and let up on the accelerator

Stopping the Vehicle • Check traffic in mirrors • Let off the accelerator • Gently press on the brake pedal • Gradually press on brake until vehicle is stopped. Ease up just before stopping • Keep foot on brake if vehicle is still in drive

Driving a Manual Transmission • Always make sure you set the parking brake with a manual transmission vehicle. • You must learn how to to coordinate using the clutch with the accelerator and gear shift lever • Friction Point – this is where you feel the engine take hold and start to move the vehicle • Most manual transmission vehicles have 4 or 5 gears. The lower gears are for slower driving. The higher gears are for expressway driving and are fuel saver gears. • Downshifting – is shifting from a higher gear to a lower gear.

Driving a Manual Transmission • Neutral (N) – used when standing still and starting • First gear – used for starting the vehicle in motion • Second – Fourth – shift through as speed increases • Fifth/Sixth gear – are overdrive expressway gears • Reverse – used for backing. Never shift to reverse when vehicle is moving

Always press pedal to the floor before starting the engine, before shifting, and before coming to a stop. Riding the Clutch - this means resting for foot on the clutch while driving. This cause clutch wear and can lead to expensive repairs. Using a Clutch
