Initially, the drugs are sold to the students for free and gradually when they get addicted to it, they start buying and consuming it. In fact, the students also eventually become a part of their network and start dealing in it.

It is observed that students start consuming drugs out of stress or unfair expectations of their teachers as well as parents. Lack of emotional support and disorder in their families make them vulnerable and increase their dependency on drugs. They use it in order to calm down their state of mental agitation. Other than this, it is poverty that compels some students to become a part of the selling and dealing network of drugs and derive their pocket money. Therefore, it becomes like a vicious circle of the drug addicted students from which they seem to find no escape unless the society comes for their rescue.

Sadly, the students fail to realize that the consumption of drugs has a severe impact on their physical and mental health, such as they start experiencing mental disorder, their intelligence level decreases, experience deadly diseases and untimely death. When one completely succumbs to the temptation of drugs, it gets very difficult for him/her to recover from its impact except in the centers for drug rehabilitation where they gain a new life, but which involves a high cost. In fact, there are many cases too where even rehabilitation centers fail because of the worst condition of the patients.

I, therefore, request all the students to refrain themselves completely from the consumption of drugs before it destroys their health, future and takes away their lives. Don’t even try to touch or come close to them. Drugs can even destroy a complete generation. So think wise and act smart. Shape your future which seems bright and full of achievements. The drugs that doctor prescribes to his/her patients must only be taken in order to combat a specific disease otherwise the government must take strict measures to ban its illegal trade in the market and save our youth from destruction.

I want to conclude by saying that drug abuse should be an absolute ‘No’ for all and I sincerely hope that our students will never ever try to consume drugs and will completely stay away from its use. Remember that our country needs you as you are its future and harbinger of progress.

Good Morning Friends – Welcome to the 77 th campaign for drug addiction ban.

It feels extremely great to see how the members of our organization are working hard in order to make every day count and reach out to the masses for spreading awareness about the drug addiction or drug abuse. Since day one and today it’s the 77 th campaign of our organization – we haven’t really ever thought that we will grow this big, i.e. currently we have more than 200 people working for us and have gained a mass appeal. The response so far has been really good and we have been able to transform the life of the people for good, who earlier have been living under the influence of drugs.

So today I would further like to appeal to the masses to refrain themselves from using drugs and live a healthy life. Drug addiction or drug abuse is described as an excessive dependency on a substance, which inevitably becomes the compulsive need of the person using it. This need becomes so compulsive that without that substance the person cannot live his life like a normal person does. And, when such a substance is stopped being available in the market then that person is believed to be suffering from substance withdrawal.

The addiction of drugs has become one of the serious social problems in many developing as well as developed countries and it undeniably proves to be the principal obstruction in the all-round development of the people, society, country and the world at a large. Our country is a progressing country and it is already afflicted with so many other grave problems, such as unemployment, poverty and illiteracy that the problem of Adolescence and Drug abuse makes the situation even worse here as it further makes our economy regressive by destroying the lives of its youth.

Even sadder is the fact that several drug addicts cannot afford to make a purchase of expensive drugs so much so that in the end they have to resort to such activities as theft in their homes. These people are not born thieves, but their addiction to drugs makes them heinous and propels them to commit crimes in order to feed their body with drugs.

People can become addicted to drugs because of various reasons, some of which are mentioned below:

1. In order to de-stress themselves

When a person is under the influence of drugs, he/she forgets everything and enters into a trance-like state. However, it is only later that people realize that the use of drugs is only aggravating the problem and not really helping them in getting rid of the stress.

2. Out of peer pressure

Many times, people start taking drugs because their friends are addicted to them. However, once they start taking it, it becomes really difficult for them to get rid of this habit.

3. Style Statement

Many teenagers these days think that the habit of drinking, smoking and even drug addiction is what helps them look cool and create a style statement in the front of others. However, it’s only when these people get trapped in its vicious circle that they realize the irreparable they have caused to their lives.

Teenagers and every person for that matter must understand that the habit of drug abuse not only greatly affects their body and mind, but also finishes their bright future. So we should strictly say ‘No’ to drugs and save our lives as well the lives of our loved ones by spreading awareness in our surroundings.

Respected Principal, Vice Principal, Teachers and My Dear Fellow Students – Warm Welcome to all of you! Today, standing in the prayer hall I would like to take this opportunity to deliver a brief speech on Drug Abuse.

I request our principal and teachers to kindly allow me to speak on this subject as it is a high time to enlighten our youth about the dangerous habit of drug abuse. In the present times, there are many factors that push a man to resort to drug addiction and make his/her life miserable. The most glaring factors are rapid industrialization and urbanization, which have given birth to a new kind of behavior among the youth of today, i.e. individualism and permissiveness. People these days prefer nuclear families and in many cases both parents are working, as a consequence of which they become less forbearing in comparison to their previous generations. People are living their lives in isolation and avoid getting social because the stress in the modern times has become way too much to make them withdrawn figures in their personal lives.

In the end, such people become involved in the habit of drinking, smoking, drug addiction, etc. Besides, when a child doesn’t feel satisfied at home or when he/she is deprived of love, affection and care of his/her parents, a feeling of discontentment comes in and such children become prone to drug addiction and ruin their lives completely. What is more painful to see that if the drug addicted people are not allowed the use of drugs, then he/she suffers from bouts of depression, painful and uncontrollable convulsions as well as vomiting!

It is an obvious fact that the addiction of drugs is ruining the path of progress of many individuals and our nation as a whole so much so that proactive measures need to be taken in order to keep a check on this destructive habit of our youth. The most significant step in this direction would be about spreading awareness amongst the people on a national scale.

Our Indian government has in fact formulated various campaigns and even has been able to gain success in this direction. The individuals whose family and friends suffer from the addiction of drugs are requested to approach the rehabilitation institutions and camps in order to provide treatment to the addicts.

Drug abuse should not be tolerated and be completely banned as a taboo. However, it is not advised to torture the addict or treat him/her inhumanely for this habit because if you try and convince the person about its treatment then he/she may willingly choose to opt for it and get rid of this addiction by admitting himself/herself at the rehabilitation centers.

A person who has become the victim of drug abuse is forced by his/her bodily conditions to carry on with the addiction, but sooner they realize the bad impact of this habit. All that these people need is a helping hand and therefore we should provide encouragement as well as support to these people in making these addicts come back to their normal lives and lead a healthy life.

And, to all the fellow teachers – as without your support this event wouldn’t have been possible. I would also like to congratulate our dear students for making the desired arrangement on a short notice.

The topic for today’s speech is Drug Abuse! I have chosen to speak on this topic because these days I observe many campaigns being run on Drug Abuse in order to teach the people about its ill effects. As a teacher, it also becomes my responsibility to help them spread the message wherever we can and most importantly beginning from our very own school.

Drug abuse is considered one of the banes of our so called civilized society. It has affected all the sections and regions of our society. People with the illicit use of drug are found everywhere, i.e. in urban and rural regions, among men and women, among rich and poor. But it is exceedingly practiced by our young girls and boys living in hostels in nearly all technical and educational institutions.

The grave situation of drug abuse is prevalent across the world and unfortunately our very country India is more strongly affected by it. Our country is a transit country because it is placed between the Golden Triangle consisting of Burma, Thailand and Cambodia, including Golden Crescent consisting of Afghanistan, Pakistan and Iran – the places where most of the drugs, chiefly heroin and opium are produced. Pakistan is undeniably the nucleus of the world when it comes to any unlawful activity and as far as the drug production is concerned – it is the hub. In fact, a big proportion of drugs go by India in order that it can be exported to other countries.

This happens through the network of drug mafia who further has connections with formidable smugglers as well as terrorists. In the process, unfortunately several young men as well as women become victims to this diabolic activity. Pakistan with the help of ISI is involving itself in a proxy war in the region of Kashmir against India through money earned with the help of drug mafia. Thus, terrorism and drugs share very strong connections.

This addiction to drug is so deadly that people fall prey to its use and become almost a slave. If a person doesn’t get its regular dose, then that person starts feeling a lack of it and becomes depressed with severe pain which even leads to a lack of sensation in arms and legs. Drugs are of various kinds, such as heroin, opium, charas, ganja, etc.

There are some injections too which lead to a state of severe drowsiness. In case, a drug-addict is not able to receive the required dose of drug when needed, then he/she would be ready to do anything for it even by resorting to unfair means, such as theft or may be hurting someone physically, etc.

The Effects of the Drug War on Society

Specific Purpose: To inform my audience about three major effects of drugs on society.

Central Idea: The three major effects of drugs on society are drug-related violence, teen illicit use of drugs, and drug abuse.

Introduction

This information is very important and should not be ignored. Drugs can be a danger to us health-wise and physical wise.
I have found that many people are not educated on drugs and its effects. This has pushed me forward to give this important information out to you and make our communities a better place.
The three major effects of drugs on society are drug-related violence, teen illicit use of drugs, and drugs abuse and its effects on the body.
In the article it states that the reason for such an increase in violence is because the U.S and Mexican government effort to crackdown on drug trafficking.

i. Media outlets in Mexico such as PGR and SEDENA estimate that there were 7,700 drug-related killings in 2009.

ii. If you were to estimate how many killings a day it would be 21.

U.S Naval Intelligence October 2009 article reports that since the demand for illegal drugs in America is what drives the violence on our southern border we should consider decriminalization.
One main reason it drives the violence on the border is because the weapons that the cartel are using to kill are primarily bought in America. AR-15s in border towns are rarely in stock, as soon as they come in it is gone.
In her interview she says the reason for so much violence in Mexico is because it is such a competitive market and everyone wants control over routes and supply.
Not only is violence evident on our southern border but this violence trickles down to our own cities when the drugs infiltrate neighborhoods.
For example if Hennessy is outselling Ciroc Vodka, you will not see P. Diddy shoot up the offices of Hennessy. Business owners will not conduct themselves in that manner, but local drug dealers will. They will rob one for their drug supply or for simply selling on their turf.
Gangs are now obtaining wider networks now due to things like internet and deportation of gang members. Many may dispute that crimes have got lower since the crack era, but with the technology we have now gangs can now expand their drug rings and be able to communicate worldwide with the internet.
Policing efforts have driven gangs underground in the drug market. Making gangs are becoming more organized and this can certainly be a threat to any of us because we do live in one of the biggest cities.
Many may dispute over the reasons for the spike in teen drug use. One must use logic and realize it is easier for a minor to obtain illegal drugs because the drug dealer does not care about the customer’s age, unlike a store which will not permit anybody under 21 to buy alcohol.
Regulation suggests that it works better than criminalization and illegalization.
Meth amphetamine has become the new epidemic in suburbia. It is really interesting how now Crystal Meth is the new thing instead of crack cocaine.
The crackdown on drugs has caused the drug world to become more and more underground and create synthetic drugs. Crystal Meth is made by a few ingredients one can buy in a pharmacy or supermarket. It is pretty hard to stop something one can make in their kitchen with things off the shelves our own stores.
My theory on why teen drug use is very high in America is because the alcohol age is far away in the youth’s view which makes them want to be rebellious. It is more of a rebellious act than drinking for the drunkenness. All other drugs are not regulated so those are easy to get, which make teen drug use even more out of control.
First, an April 2011 The Journal of Mental Health article states numerous health conditions coexist with or are exacerbated by the use of alcohol among older adults—e.g., heart disease, high blood pressure, stroke, gastrointestinal disorder, and diabetes.
Drug Abuse can not only be damaging to your health, but it also can break families apart. Illegal Drugs consume lives just like a black hole consumes stars.
In a July 2010 Addiction article they display a chart that shows the patterns of drug use and how the toxic effects, intoxication, and dependence can lead to serious consequences.
As the drug war goes on, drugs will only start becoming stronger as we can see from Crack Cocaine to Crystal Meth. The drug empires will put anything out on the street that sells; they have a view in which I would call “ruthless capitalism.”
Many people are misguided on drugs and just know they are bad, they never really know what it causes. Not only can being a drug user kill you, but being a drug dealer can get you killed as well.

9 Structure and Organization

Writing a Speech That Audiences Can Grasp

In this chapter . . .

For a speech to be effective, the material must be presented in a way that makes it not only engaging but easy for the audience to follow. Having a clear structure and a well-organized speech makes this possible. In this chapter we cover the elements of a well-structured speech, using transitions to connect each element, and patterns for organizing the order of your main points.

Have you had this experience? You have an instructor who is easy to take notes from because they help you see the main ideas and give you cues as to what is most important to write down and study for the test. On the other hand, you might have an instructor who tells interesting stories, says provocative things, and leads engaging discussions, but you have a tough time following where the instruction is going. If you’ve experienced either of these, you already know that structure and the organized presentation of material makes a big difference for listening and learning. The structure is like a house, which has essential parts like a roof, walls, windows, and doors. Organization is like the placement of rooms within the house, arranged for a logical and easy flow.

This chapter will teach you about creating a speech through an outlining process that involves structure and organization. In the earlier chapter Ways of Delivering Speeches , you learned about several different modes of speech delivery: impromptu, extemporaneous, and manuscript. Each of these suggests a different kind of speech document. An impromptu speech will have a very minimal document or none at all. An extemporaneous delivery requires a very thorough outline, and a manuscript delivery requires a fully written speech text. Here’s a crucial point to understand: Whether you plan to deliver extemporaneously or from a fully written text. The process of outlining is crucial. A manuscript is simply a thorough outline into which all the words have been written.

Four Elements of a Structured Speech

A well-structured speech has four distinct elements: introduction, body, connective statements, and conclusion. While this sounds simple, each of these elements has sub-elements and nuances that are important to understand. Introductions and conclusions are complex enough to warrant their own chapter and will be discussed in depth further on.

Introduction and Conclusion

The importance of a good introduction cannot be overstated. The clearer and more thorough the introduction, the more likely your audience will listen to the rest of the speech and not “turn off.” An introduction, which typically occupies 10-15% of your entire speech, serves many functions including getting the audience’s attention, establishing your credibility, stating your thesis, and previewing your main points.

Like an introduction, speech conclusions are essential. They serve the function of reiterating the key points of your speech and leave the audience with something to remember.

The elements of introductions and conclusions will be discussed in the following chapter. The remainder of this chapter is devoted to the body of the speech and its connectors.

The Body of a Speech

The body of a speech is comprised of several distinct groups of related information or arguments. A proper group is one where a) the group can be described in a single clear sentence, and b) there’s a logical relationship between everything within it. We call that describing sentence a main point . Speeches typically have several main points, all logically related to the thesis/central idea of the speech. Main points are followed by explanation, elaboration, and supporting evidence that are called sub-points .

Main Points

A main point in a speech is a complete sentence that states the topic for information that is logically grouped together. In a writing course, you may have learned about writing a paragraph topic sentence. This is typically the first sentence of a paragraph and states the topic of the paragraph. Speechwriting is similar. Whether you’re composing an essay with a paragraph topic sentences or a drafting a speech with main points, everything in the section attached to the main point should logically pertain to it. If not, then the information belongs under a different main point. Let’s look at an example of three main points:

General Purpose: To persuade

Specific Purpose: To motivate my classmates in English 101 to participate in a study abroad program.

Thesis: A semester-long study abroad experience produces lifelong benefits by teaching you about another culture, developing your language skills, and enhancing your future career prospects.

Main point #1: A study abroad experience allows you to acquire firsthand experience of another culture through classes, extra-curricular activities, and social connections.

Main point #2: You’ll turbocharge your acquisition of second language skills through an immersive experience living with a family.

Main point #3: A study abroad experience on your resume shows that you have acquired the kind of language and cultural skills that appeal to employers in many sectors.

Notice that each main point is expressed in a complete sentence, not merely #1 Culture; #2 Language; #3 Career. One-word signals are useless as a cue for speaking. Additionally, students are often tempted to write main points as directions to themselves, “Talk about the health department” or “Mention the solution.” This isn’t helpful for you, either. Better: “The health department provides many services for low-income residents” says something we can all understand.

Finally, the important thing to understand about speechwriting is that listeners have limits as to how many categories of information they can keep in mind. The number of main points that can be addressed in any speech is determined by the time allotted for a speech but is also affected by the fact that speeches are limited in their ability to convey substantial amounts of information. For a speech of five to seven minutes, three or four main points are usually enough. More than that would be difficult to manage—for both speaker and audience.

Obviously, creating your main points isn’t the end of the story. Each main point requires additional information or reinforcement. We call these sub-points. Sub-points provide explanation, detail, elaboration, and/or supporting evidence. Consider main point #1 in the previous example, now with sub-points:

Sub-point A: How a country thinks about education is a window into the life of that culture. While on a study abroad program, you’ll typically take 3-5 classes at foreign universities, usually with local professors. This not only provides new learning, but it opens your eyes to different modes of education.

Sub-point B: Learning about a culture isn’t limited to the classroom. Study abroad programs include many extra-curricular activities that introduce you to art, food, music, sports, and other everyday elements of a country’s culture. Sub-point C: The opportunity to socialize with peers in other countries is one of most attractive elements of studying abroad. You may form friendships that will last a lifetime. “I have made valuable connections in a country I hope to return to someday” according to a blog post by Rachel Smith, a student at the University of Kansas. Notice that each of these sub-points pertains to the main point. The sub-points contribute to the main point by providing explanation, detail, elaboration, and/or supporting evidence. Now imagine you had a fourth sub-point:

Sub-point D: And while doing all that socializing, you’ll really improve your language skills.

Does that sub-point belong to main point #1? Or should it be grouped with main point#2 or main point #3?

Connective Statements

Connectives or “connective statements” are broad terms that encompass several types of statements or phrases. They are designed to help “connect” parts of your speech to make it easier for audience members to follow. Connectives are tools that add to the planned redundancy, and they are methods for helping the audience listen, retain information, and follow your structure. In fact, it’s one thing to have a well-organized speech. It’s another for the audience to be able to “consume” or understand that organization.

Connectives in general perform several functions:

Remind the audience of what has come before
Remind the audience of the central focus or purpose of the speech
Forecast what is coming next
Help the audience have a sense of context in the speech—where are we?
Explain the logical connection between the previous main idea(s) and next one or previous sub-points and the next one
Explain your own mental processes in arranging the material as you have
Keep the audience’s attention through repetition and a sense of movement

Connective statement can include “internal summaries,” “internal previews” “signposts” and “bridging or transition statements.” Each of these helps connect the main ideas of your speech for the audience, but they have different emphases and are useful for different types of speeches.

Types of connectives and examples

Internal summaries emphasize what has come before and remind the audience of what has been covered.

“So far I have shown how the designers of King Tut’s burial tomb used the antechamber to scare away intruders and the second chamber to prepare royal visitors for the experience of seeing the sarcophagus.”

Internal previews let your audience know what is coming up next in the speech and what to expect regarding the content of your speech.

“In this next part of the presentation I will share with you what the truly secret and valuable part of the King Tut’s pyramid: his burial chamber and the treasury.”

Signposts emphasize physical movement through the speech content and let the audience know exactly where they are. Signposting can be as simple as “First,” “Next,” “Lastly” or numbers such as “First,” “Second,” Third,” and “Fourth.” Signposting is meant to be a brief way to let your audience know where they are in the speech. It may help to think of these like the mile markers you see along interstates that tell you where you’re and how many more miles you will travel until you reach your destination.

“The second aspect of baking chocolate chip cookies is to combine your ingredients in the recommended way.”

Bridging or transition statements emphasize moving the audience psychologically to the next step.

“I have mentioned two huge disadvantages to students who don’t have extracurricular music programs. Let me ask: Is that what we want for our students? If not, what can we do about it?”

They can also serve to connect seemingly disconnected (but related) material, most commonly between your main points.

“After looking at how the Cherokee Indians of the North Georgia mountain region were politically important until the 1840s and the Trail of Tears, we can compare their experience with that of the Indians of Central Georgia who did not assimilate in the same way as the Cherokee.”

At a minimum, a bridge or transition statement is saying, “Now that we have looked at (talked about, etc.) X, let’s look at Y.”

There’s no standard format for connectives. However, there are a few pieces of advice to keep in mind about them:

First, connectives are for connecting main points. They are not for providing evidence, statistics, stories, examples, or new factual information for the supporting points of the main ideas of the speech.

Second, while connectives in essay writing can be relatively short—a word or phrase, in public speaking, connectives need to be a sentence or two. When you first start preparing and practicing connectives, you may feel that you’re being too obvious with them, and they are “clunky.” Some connectives may seem to be hitting the audience over the head with them like a hammer. While it’s possible to overdo connectives, it’s less likely than you would think. The audience will appreciate them, and as you listen to your classmates’ speeches, you’ll become aware of when they are present and when they are absent.

Lack of connectives results in hard-to-follow speeches where the information seems to come up unexpectedly or the speaker seems to jump to something new without warning or clarification.

Finally, you’ll also want to vary your connectives and not use the same one all the time. Remember that there are several types of connectives.

Patterns of Organization

At the beginning of this chapter, you read the analogy that a speech structure is like a house and organization is like the arrangement of the rooms. So far, we have talked about structure. The introduction, body, main point, sub-point, connectives—these are the house. But what about the arrangement of the rooms? How will you put your main points in a logical order?

There are some standard ways of organizing the body of a speech. These are called “patterns of organization.” In each of the examples below, you’ll see how the specific purpose gives shape to the organization of the speech and how each one exemplifies one of the six main organizational patterns.

Please note that these are simple, basic outlines for example purposes. The actual content of the speech outline or manuscript will be much further developed.

Chronological Pattern

Specific Purpose: To describe to my classmates the four stages of rehabilitation in addiction recovery.

Main Points:

The first stage is acknowledging the problem and entering treatment.
The second stage is early abstinence, a difficult period in the rehabilitation facility.
The third stage is maintaining abstinence after release from the rehab facility.
The fourth stage is advanced recovery after a period of several years.

The example above uses what is termed the chronological pattern of organization . Chronological always refers to time order. Organizing your main points chronologically is usually appropriate for process speeches (how-to speeches) or for informational speeches that emphasize how something developed from beginning to end. Since the specific purpose in the example above is about stages, it’s necessary to put the four stages in the right order. It would make no sense to put the fourth stage second and the third stage first.

Chronological time can be long or short. If you were giving a speech about the history of the Civil Rights Movement, that period would cover several decades; if you were giving a speech about the process of changing the oil in a car, that process takes less than an hour. Whether the time is long or short, it’s best to avoid a simple, chronological list of steps or facts. A better strategy is to put the information into three to five groups so that the audience has a framework. It would be easy in the case of the Civil Rights Movement to list the many events that happened over more than two decades, but that could be overwhelming for the audience. Instead, your chronological “grouping” might be:

The movement saw African Americans struggling for legal recognition before the landmark 1954 Brown v. Board of Education decision.
The movement was galvanized and motivated by the 1955-1956 Montgomery Bus Boycott.
The movement saw its goals met in the Civil Rights Act of 1965.

In this way, the chronological organization isn’t an overwhelming list of events. It focuses the audience on three events that pushed the Civil Rights movement forward.

Spatial Pattern

You can see that chronological is a highly-used organizational structure, since one of the ways our minds work is through time-orientation—past, present, future. Another common thought process is movement in space or direction, which is called the spatial pattern . For example:

Specific Purpose: To explain to my classmates the three regional cooking styles of Italy.

In the mountainous region of the North, the food emphasizes cheese and meat.
In the middle region of Tuscany, the cuisine emphasizes grains and olives.
In the southern region and Sicily, the diet is based on fish and seafood.

In this example, the content is moving from northern to southern Italy, as the word “regional” would indicate. For a more localized example:

Specific Purpose: To explain to my classmates the layout of the White House.

The East Wing includes the entrance ways and offices for the First Lady.
The most well-known part of the White House is the West Wing.
The residential part of the White House is on the second floor. (The emphasis here is the movement a tour would go through.)

For an even more localized example:

Specific Purpose: To describe to my Anatomy and Physiology class the three layers of the human skin.

The outer layer is the epidermis, which is the outermost barrier of protection.
The second layer beneath is the dermis.
The third layer closest to the bone is the hypodermis, made of fat and connective tissue.

Topical / Parts of the Whole Pattern

The topical organizational pattern is probably the most all-purpose, in that many speech topics could use it. Many subjects will have main points that naturally divide into “types of,” “kinds of,” “sorts of,” or “categories of.” Other subjects naturally divide into “parts of the whole.” However, as mentioned previously, you want to keep your categories simple, clear, distinct, and at five or fewer.

Specific Purpose: To explain to my first-year students the concept of SMART goals.

SMART goals are specific and clear.
SMART goals are measurable.
SMART goals are attainable or achievable.
SMART goals are relevant and worth doing.
SMART goals are time-bound and doable within a time period.

Specific Purpose: To explain the four characteristics of quality diamonds.

Valuable diamonds have the characteristic of cut.
Valuable diamonds have the characteristic of carat.
Valuable diamonds have the characteristic of color.
Valuable diamonds have the characteristic of clarity.

Specific Purpose: To describe to my audience the four main chambers of a human heart.

The first chamber in the blood flow is the right atrium.
The second chamber in the blood flow is the right ventricle.
The third chamber in the blood flow is the left atrium.
The fourth chamber in the blood flow and then out to the body is the left ventricle.

At this point in discussing organizational patterns and looking at these examples, two points should be made about them and about speech organization in general:

First, you might look at the example about the chambers of the heart and say, “But couldn’t that be chronological, too, since that’s the order of the blood flow procedure?” Yes, it could. There will be times when a specific purpose could work with two different organizational patterns. In this case, it’s just a matter of emphasis. This speech emphasizes the anatomy of the heart, and the organization is “parts of the whole.” If the speech’s specific purpose were “To explain to my classmates the flow of blood through the chambers of the heart,” the organizational pattern would emphasize chronological, altering the pattern.

Another principle of organization to think about when using topical organization is “climax” organization. That means putting your strongest argument or most important point last when applicable. For example:

Specific purpose: To defend before my classmates the proposition that capital punishment should be abolished in the United States.

Capital punishment does not save money for the justice system.
Capital punishment does not deter crime in the United States historically.
Capital punishment has resulted in many unjust executions.

In most people’s minds, “unjust executions” is a bigger reason to end a practice than the cost, since an unjust execution means the loss of an innocent life and a violation of our principles. If you believe Main Point III is the strongest argument of the three, putting it last builds up to a climax.

Cause & Effect Pattern

If the specific purpose mentions words such as “causes,” “origins,” “roots of,” “foundations,” “basis,” “grounds,” or “source,” it’s a causal order; if it mentions words such as “effects,” “results,” “outcomes,” “consequences,” or “products,” it’s effect order. If it mentions both, it would of course be cause/effect order. This example shows a cause/effect pattern:

Specific Purpose: To explain to my classmates the causes and effects of schizophrenia.

Schizophrenia has genetic, social, and environmental causes.
Schizophrenia has educational, relational, and medical effects.

Problem-Solution Pattern

The principle behind the problem-solution pattern is that if you explain a problem to an audience, you shouldn’t leave them hanging without solutions. Problems are discussed for understanding and to do something about them. This is why the problem-solution pattern is often used for speeches that have the objective of persuading an audience to take action.

When you want to persuade someone to act, the first reason is usually that something needs fixing. Let’s say you want the members of the school board to provide more funds for music at the three local high schools in your county. What is missing because music or arts are not funded? What is the problem ?

Specific Purpose: To persuade the members of the school board to take action to support the music program at the school.

Students who don’t have extracurricular music in their lives have lower SAT scores.
Schools that don’t have extracurricular music programs have more gang violence and juvenile delinquency.
$120,000 would go to bands.
$80,000 would go to choral programs.

Of course, this is a simple outline, and you would need to provide evidence to support the arguments, but it shows how the problem-solution pattern works.

Psychologically, it makes more sense to use problem-solution rather than solution-problem. The audience will be more motivated to listen if you address needs, deficiencies, or problems in their lives rather than giving them solutions first.

Problem-Cause-Solution Pattern

A variation of the problem-solution pattern, and one that sometimes requires more in-depth exploration of an issue, is the “problem-cause-solution” pattern. If you were giving a speech on the future extinction of certain animal species, it would be insufficient to just explain that numbers of species are about to become extinct. Your second point would logically have to explain the cause behind this happening. Is it due to climate change, some type of pollution, encroachment on habitats, disease, or some other reason? In many cases, you can’t really solve a problem without first identifying what caused the problem.

Specific Purpose: To persuade my audience that the age to obtain a driver’s license in the state of Georgia should be raised to 18.

There’s a problem in this country with young drivers getting into serious automobile accidents leading to many preventable deaths.
One of the primary causes of this is younger drivers’ inability to remain focused and make good decisions due to incomplete brain development.
One solution that will help reduce the number of young drivers involved in accidents would be to raise the age for obtaining a driver’s license to 18.

Some Additional Principles of Speech Organization

It’s possible that you may use more than one of these organizational patterns within a single speech. You should also note that in all the examples to this point (which have been kept simple for the purpose of explanation), each main point is relatively equal in emphasis; therefore, the time spent on each should be equal as well. You would not want your first main point to be 30 seconds long, the second one to be 90 seconds, and the third 3 minutes. For example:

Specific Purpose: To explain to my classmates the rules of baseball.

Baseball has rules about equipment.
Baseball has rules about the numbers of players.
Baseball has rules about play.

Main Point #2 isn’t really equal in size to the other two. There’s a great deal you could say about equipment and even more about the rules of playing baseball, but the number of players would take you about ten seconds to say. If Main Point #2 were “Baseball has rules about the positions on the field,” that would make more sense and be closer in level of importance to the other two.

The organization of your speech may not be the most interesting part to think about, but without it, great ideas will seem jumbled and confusing to your audience. Even more, good connectives will ensure your audience can follow you and understand the logical connections you’re making with your main ideas. Finally, because your audience will understand you better and perceive you as organized, you’ll gain more credibility as a speaker if you’re organized. A side benefit to learning to be an organized public speaker is that your writing skills will improve, specifically your organization and sentence structure.

Roberto is thinking about giving an informative speech on the status of HIV-AIDS currently in the U.S. He has different ideas about how to approach the speech. Here are his four main thoughts:

By the end of my speech, the audience will be better informed about the drug use problem in the United States as well as about health and life risks associated with the use of heroin. Drug use is a globally important social problem that needs detailed discussion because increased levels of drug abuse are associated with growing rates of mortality, and heroin addiction is one of the main causes of drug users’ deaths.

Drug use is a globally important social problem that needs detailed discussion because increased levels of drug abuse are associated with growing rates of mortality, and heroin addiction is one of the main causes of drug users’ deaths.

Introduction

Attention getter.

In the world, about 270 million people suffer from drug abuse. Among them, about 203 million people use cannabis, about 39 million people use opioids and cocaine, and more than 20 million people inject drugs (Degenhardt & Hall, 2012, p. 55). In the United States, injected opioids like heroin are used by about 300 thousand people, and this addiction led to an increase in the overdose death rate in about four times while comparing the data for the years of 1999 and 2009 (Jones, 2013, p. 95).

Introduction of Topic

The statistics can be discussed as shocking and unexpected, but it demonstrates that drug use, and specifically heroin use, is a national and global problem.

Credibility and Relevance

Years ago, I did not pay attention to such statistics, but the widely reported cases of drug abuse and deaths because of overdose among the members of the community made me start studying this topic from many perspectives. Today, I understand the importance of making people learn the aspects of the drug use problem in society, and, especially, the risks of heroin addiction because this problem is related to health and psychological issues, social interactions, and the health of the community.

In order to explain the main aspects of the drug use problem, it is important to overview the issue, identify the features of heroin addiction, and discuss adverse health consequences as well as mortality rates.

Transition Sentence

The first point that I plan to discuss is the features of the drug use problem in the United States and worldwide.

Thus, the illegality of drugs causes the impossibility to research the actual numbers of people using drugs and situations making these persons initiate drug abuse and harm their health (Degenhardt & Hall, 2012, p. 55). In the United States, the age of the first use of drugs decreases and the popularity of injected drugs grows (Jones, 2013, p. 97).
The researchers state that drug use is significantly dependent on social factors, and there are risk groups, including young males, persons from disadvantaged social environments, and persons using tobacco and alcohol (Jones, 2013, p. 97). Still, any person can be discussed as in the group of risk because of the psychological state or social interactions (Degenhardt & Hall, 2012, p. 57).
Thus, the determined groups of risks are rather broad, and they can include different persons who are from low-income or high-income families or nations and who became addicted to drugs because of the impact of relatives or friends, as it is often in the case of heroin addiction.
People often start using opioids in order to relieve pain, and then, to achieve euphoria. However, heroin can also cause coma because of the frequent cases of overdose (Jones, 2013, p. 98). Those persons who are heroin-addicted often cannot get rid of their problem independently because heroin addiction is associated with physical addiction, changes in the brain, reactions, and cognitive processes (Degenhardt & Hall, 2012).
In addition, heroin users are observed in different social circles, they can become addicted during adolescence, early adulthood, and even late adulthood. These people become addicted quickly because of the qualities of opioids, and they can reject the fact of addiction for a long period of time while harming their health and social life (Sordo, Chahua, Bravo, & Barrio, 2011, p. 149).
If a person starts using drugs, they change the physical state and health of the individual significantly, and it is necessary to focus on the adverse health consequences of drug use, and heroin addiction in particular.
The most typical acute health effects of using drugs are intoxication and problems with cognition as well as such psychosocial effects as suicides, accidents, and cases of aggression and violence. Dependence or the chronic use of heroin and other drugs leads to chronic effects like psychosis, mental disorders, organ damage, cirrhosis, cardiovascular disease. It is typical for heroin-addicted persons to suffer from depression, conduct disorders, hepatitis B, and hepatitis C (Degenhardt & Hall, 2012, p. 59).
Nevertheless, the main problem is in the fact that heroin addiction leads to significant mortality rates among the young population of the United States and other countries because an overdose of injected drugs often causes immediate death and such chronic conditions as hepatitis C, and hepatitis B, and even HIV. The risk of death increases because many heroin addicted persons use the drug in combination with different types of depressants and alcohol (Jones, 2013, p. 99).
Thus, heroin addiction as any other type of drug addiction damages each part of the person’s life with the main focus on psychological and physical health.

Transition to Conclusion and Summary of Importance

From this point, drug use is a problem that leads to the tragic social situation when numbers of substance users increase, rates of mortality grow, and heroin addiction becomes spread among all the age categories of Americans.

Review of Main Points

Now, it is possible to state that drug use is a problem that is typical for many nations, heroin addiction is one of the most harmful forms of drug addiction, and the consequences of such addiction are often catastrophic for individuals.

Closing Statement

Being informed about the risks of drug abuse, people can contribute to protecting society from drug epidemics.

The legal drugs are basically the medicines which we use in our everyday use for various problems in our body such as body ache, headache, etc. These drugs are to cure our body ailments.

But the illegal drugs are the ones that are used to get into the state of being intoxicated or drunk. This helps people to lose their senses and forget everything. Consumption of such drugs is illegal and can have an adverse effect on our body. It can affect us badly both physically and mentally.

Young people often start with just tasting of these drugs and then end up getting addicted to it. They do this due to various reasons. They consume it sometimes because of unfair expectations and stress. The drugs make them feel high and its after-effects are quite relaxing. But its effects, in the long run, can damage their brain, liver, etc.

Students also get into this drug addiction when they fail to get emotional support. So they turn themselves towards drugs to calm their agitation and anger.

Poverty is also one of the reasons behind this drug-selling network. Drug sellers target students and make them addicted to drugs. Initially, they give drugs to the students for free and once, they get addicted, they start charging them. They also target poor children and make them sell drugs in order to earn some money.

Drug consumption makes students mentally and physically weak. It also attracts various diseases. It makes students depressed and makes their recovery difficult.

In the end, I would request you all to stay away from drugs and always reach your parents and family to resolve any problems in your life. Drugs may look attractive initially but it has the capacity to destroy the future of a person. We should say complete ‘No’ to the drugs.

When the host explicitly asked the Republican whether he was suggesting that Biden was “using cocaine,” Trump replied, “I don’t know what he’s using, but that was not, hey, he was higher than a kite.”

Moments later, the former president added that he believes it’s “obvious” that the incumbent president is “being helped” in some way, as evidenced by the ways in which Biden was “all jacked up” during the State of the Union address.

So, a few things.

First, given recent reports on rampant drug abuse in the Trump White House , this is probably an issue that the Republican ought to avoid.

Second, before the State of the Union address, the former president and his allies characterized Biden as a semi-comatose dementia patient, sleepwalking through the West Wing. After the Democrat delivered a strong and well received speech, the smart thing for Republicans would’ve been to say, “Perhaps we lowered expectations a bit too much.”

Trump, instead, found it more convenient to make assumptions about cocaine use — and then shared those assumptions with a broadcast audience.

And finally, whether the former president realizes this or not, there’s a benefit to candidates making accusations that are grounded and believable. If Trump, for example, wants to blame Biden for inflation and border crossings, it’s likely that many voters, especially those unfamiliar with policy details, would be persuaded.

But for the former president to suggest that his successor might be on cocaine is so utterly bonkers, it makes the accuser look far worse than the accused.

Trump Accuses Biden Of Being ‘All Jacked Up’ On Cocaine During State Of The Union Speech, Demands President Be Drug Tested Before Debate

Former President Donald Trump accused President Joe Biden of being high on cocaine during his State of the Union speech last month and demanded that the president take a drug test before future debates.

“I think what happened is you know that white stuff that they happened to find, which happened to be cocaine in the White House, I don’t know, I think something’s going on there, because I watched this State of the Union, and he was all jacked up at the beginning,” Trump said during an interview with the conservative radio host Hugh Hewitt .

Trump was referencing the discovery last summer of a powdered substance in the White House , which later tested positive for cocaine. The Secret Service was unable to determine who left it there but speculated it was a visitor.

“By the end, he was fading fast,” Trump added. “There’s something going on there. I want to debate. And I think debates, with him, at least, should be drug tested. I want a drug test.

“Mr. President, are you suggesting President Biden’s using cocaine?” Hewitt asked him.

“I don’t know what he’s using, but that was not – hey – he was higher than a kite,” he stated.

“And by the way, it was the worst, it was the worst address I’ve ever seen, the State of the Nation,” the former president declared. “I’ll tell you, State of the Union, that’s not State of the Union, because he doesn’t represent us properly. That, I can tell you.”

“But he’s obviously, he’s being helped in some way because most of the time, he looks like he’s falling asleep,” he then claimed. “And all of a sudden, he walked up there and did a poor job. But he was all jacked up.”

Biden campaign spokesman Ammar Moussa called Trump’s remarks “a bizarre outburst.”

The spokesman declared that Trump’s campaign is “spiraling because their candidate’s toxic agenda continues to be a loser with voters.”

Trump made a similar recommendation for Biden to take a drug test back last September 2020 during a news conference.

“I’m willing to take a drug test,” Trump said. “I think [Biden] should too because he’s had a very uneven – I watched him with some of the – when he was with, you know – debating Pocahontas [ Elizabeth Warren ] and [ Kamala Harris ] who treated him so badly.”

“But I watched him, and he was out of it, right?” he added. And then I watched him against Bernie Sanders . That—he was okay. I mean, he wasn’t great, but he wasn’t terrible. He was okay. It was a far cry from the way he—you know what I’m saying, I mean if you look at some of those debates.

Trump then declared that “people say [Biden] was on performance-enhancing drugs” and have even written it.

“So let’s take a look at him – take a look,” the former president stated. “Why don’t you just check it? You can check out the internet. You’ll see plenty of people say it, and whether he is or not doesn’t matter, but I would love to take a test, and he can take a test, too.”

People assumed Bob Dylan’s “Rainy Day Women #12 & 35” was a drug song for years. In 2012, Dylan told Rolling Stone magazine, “These are people that aren’t familiar with the Book of Acts,” referring to the fifth book of the New Testament of the Bible . It tells the story of the Christian church’s birth in Jerusalem and its spread throughout the Roman Empire. The authorities sentence Steven to a stoning after he gives a speech where they are going to kill him regardless of what he says. “Rainy Day Women #12 & 35” was recorded at Columbia Studios on Nashville’s Music Row. Dylan sang and played harmonica, and the rest of the instrumentation consisted of Charlie McCoy on trumpet, Wayne Moss on electric bass, Henry Strzelecki on organ pedals, Hargus “Pig” Robbins on piano, Al Kooper on tambourine, Kenny Buttrey on drums, and Wayne Butler on trombone.

McCoy was in New York City while Dylan recorded Highway 61 Revisited . Dylan was cutting the song “Desolation Row.” Producer Bob Johnston asked McCoy to play acoustic guitar, and Dylan wanted it to sound like “El Paso” by Marty Robbins. McCoy did his best Grady Martin impersonation, and Dylan loved it. When recording started for the album Blonde on Blonde , Dylan and Johnston took multiple tries at various songs with results they weren’t happy with. They then relocated to Nashville, and with the help of the seasoned session musicians, they nailed most of the song in one or two takes.

Salvation Army Band

Johnston heard Dylan playing “Rainy Day Women #12 & 35” on the piano and remarked that it sounded like a Salvation Army band. The singer asked if he could get one. Johnston approached McCoy and told him of Dylan’s request. When he asked McCoy if he could get a trumpet and trombone player, he came up with a plan. In 2005, McCoy told musician Joe Chambers, “I said, ‘Well, if you want a Salvation Army band, the trumpet doesn’t necessarily need to be too good.’ He said, ‘Right,’ and I said, ‘OK, I can do that, and I’ll get you a trombone player. What time do you need him?’ And he said, ‘Call him in at midnight.’ So I called Wayne Butler, a great trombone player, and I said, ‘Come down to Columbia tonight at midnight.’ Wayne showed up about 20 ’til 12, and about 20 after, he packed up his horn and went home. The record was cut. We did two takes. All of the laughter and the yelling on the song was going on there live in the studio. That was it. Two takes, and it was done.”

In 2007, bassist Henry Strzelecki told Chambers, “I was laying on the floor, literally, laying on the floor, playing the pedals to that organ that was in there. Nobody played what they normally played. Wayne Moss went and played bass. I don’t know who played guitar, I forget. I didn’t care. I was there playing the bass pedals with my hands. You know, that’s what the song’s about. You’ve got to be having a party while that’s going on, and we did.”

In 2014, Moss remembered, “He wanted everybody to holler and hoot and carry on, and there was one place where I cracked Dylan up, hollering. He kind of giggled in the middle of the song. That’s me cracking him up.”

In 2006, Johnston described the atmosphere: “Kenny [Buttrey] hung a drum around his neck, and they were all marching around the studio singing. They were having a blast, and it was the only time I ever heard Dylan belly laugh.”

During the recording, two women ducked into the studio out of the rain. Dylan guessed their ages as 12 and 35, hence “Rainy Day Women #12 & 35.” The song was released as a single on March 22, 1966, and peaked at No. 2 on the Billboard Hot 100. This matched the chart performance of “Like a Rolling Stone,” which was released the previous year. Dylan would go on to record three more albums in Nashville: John Wesley Harding, Nashville Skyline , and Self Portrait .

Progress Over the Past Year

I’d like to begin by speaking about the groundwork that we have laid over the past year.

Last April, I outlined our Administration’s approach to our economic relationship with China. President Biden and I are clear-eyed about the complexities of this relationship. Our priorities include protecting our national security and that of our allies, advancing an objective of a healthy economic relationship with a level playing field for American workers and firms, and cooperating with China where both countries can and must.

It is undeniable that the U.S.-China relationship is on stronger footing today than this time last year. This was not preordained. It was the direct result of President Biden’s guidance to me and

his cabinet to intensify our diplomacy with China and put a floor under the relationship. Over the past year, I have met in person with my Chinese counterpart Vice Premier He Lifeng three times, including in the San Francisco Bay Area where I call home. We established Economic and Financial Working Groups that have seen substantive, in-depth economic conversations. These build on the candid and constructive meeting between President Biden and President Xi in Woodside, California last November.

Through these exchanges, my team and I have been able to advance the interests of the American people. We have set forth our own economic policy priorities and gained an improved understanding of China’s. We have advocated for specific steps to ensure American workers and firms are treated fairly. We have directly communicated American national security concerns, and both countries have clarified potential misunderstandings to prevent unintentional escalation. And we have restarted cooperation on issues where our interests coincide. Last November, the Vice Premier and I took the important step of affirming key areas of agreement, including a commitment to work toward a healthy economic relationship that provides a level playing field for both countries.

This progress matters. Given the size of our economies, the U.S.-China economic relationship is among the most important bilateral economic relationships in the world. And it matters deeply for American workers and firms. In turn, the American people expect their leaders to do the hard work of economic diplomacy. That’s not the type that always generates headlines. It’s one that keeps at it despite the noise—in order to advance a responsible approach to the complex challenges that we face.

President Biden and I are committed to such an approach. And it is what brought me here to China.

Key Steps Forward During Trip to China

Over the past week, I have had the opportunity to make progress on issues that matter to

Americans. I’ve had productive, direct, and extensive meetings over four days in Guangzhou and Beijing with China’s economic leadership, including Premier Li, Vice Premier He, Governor Pan, and Finance Minister Lan. I have also met with those outside of the central government, including American and other foreign businesses, Chinese academics and students, and local government leaders with practical, on-the-ground economic policy responsibilities.

Let me outline three areas where we’ve made significant progress this week.

Exchanges on Balanced Growth in the Domestic and Global Economies

First, Vice Premier He and I agreed to launch intensive exchanges on balanced growth in the domestic and global economies. This represents an important part of my effort to advocate for American workers and businesses and gain a better understanding of certain PRC macroeconomic policies. Let me explain.

During conversations this week, I underscored again that the United States does not seek to decouple from China. Our two economies are deeply integrated, and a wholesale separation would be disastrous for both of our economies. Even as we take actions to diversify our supply chains, we seek to preserve the broader trade and investment relationship that can benefit American workers and firms. China is a key market for American products and services. And competition between our firms can spur greater dynamism and innovation in American industries. The American businesses that I spoke to in Guangzhou underscored the significant benefits of a healthy economic relationship.

At the same time, I expressed concern to senior Chinese officials that there are features of the Chinese economy that have growing negative spillovers on the U.S. and the globe. I am particularly worried about how China’s enduring macroeconomic imbalances—namely its weak household consumption and business overinvestment, aggravated by large-scale government support in specific industrial sectors—will lead to significant risk to workers and businesses in the United States and the rest of the world. China has long had excess savings, but investment in the real estate sector and government-funded infrastructure had absorbed much of it. Now, we are seeing an increase in business investment in a number of “new” industries targeted by the PRC’s industrial policy. That includes electric vehicles, lithium-ion batteries, and solar.

China is now simply too large for the rest of the world to absorb this enormous capacity. Actions taken by the PRC today can shift world prices. And when the global market is flooded by artificially cheap Chinese products, the viability of American and other foreign firms is put into question.

We’ve seen this story before. Over a decade ago, massive PRC government support led to below-cost Chinese steel that flooded the global market and decimated industries across the world and in the United States. I’ve made clear that President Biden and I will not accept that reality again. I know that these serious concerns are shared by our allies and partners, from advanced economies to emerging markets.

China’s excess capacity has built up over a significant amount of time, and our concerns will not be resolved in a week or a month. But the exchanges that we announced during this trip will provide a dedicated structure for us to raise our concerns about China’s imbalances and overcapacity—among a wide range of other topics—in a detailed and targeted manner. We intend to underscore the need for a shift in policy by China during these talks—building on the over two hours I spent on this topic with the Vice Premier last week. This is a part of our effort to advocate for American industries and prevent the significant economic disruptions we’ve seen in the past.

It’s important to note that I firmly believe that addressing these imbalances in an appropriate way will not only be good for the U.S. and the world. It will also be good for China’s long-term productivity and growth. Importantly, we have and will continue to emphasize that our concern about overcapacity is not animated by anti-China sentiment or a desire to decouple. Rather, it is driven by a desire to prevent global economic dislocation and move toward a healthy economic relationship with China.

Anti-Money Laundering Cooperation

Second, I was pleased to announce that we are expanding cooperation with China in our shared work against illicit finance. At home, President Biden and I have taken major steps to prevent illicit actors from exploiting the U.S. financial system and to hold them accountable when they do. But the United States cannot do it alone. Weaknesses in financial regulatory regimes abroad—in China and other countries around the world—also provide an avenue for financing for criminal organizations, human traffickers, drug traffickers, fraudsters, and other malicious actors that can harm Americans and our national security. From now on, a new Joint Treasury- PBOC Cooperation and Exchange on Anti-Money Laundering, established during this trip, will enable our countries to share best practices and information to clamp down on loopholes in our respective financial systems. I’ve asked my team to begin these meetings very soon, and we look forward to reporting on our progress.

I’m also pleased that illicit finance is a critical component of Treasury’s work with the PBOC as part of the U.S.-PRC Counternarcotics Working Group. Exchanging information on money laundering as it relates to trafficking of fentanyl and other illicit synthetic drugs can help us disrupt the flow of illicit narcotics, precursor chemicals, and equipment. The opioid epidemic is a crisis that affects every community in the United States, large or small, with more than 150 Americans dying each day. Treasury is committed to using all of our tools, including international cooperation, to counter this threat.

Financial Technical Exchanges and Broader Cooperation with China

Third, we are announcing that we will continue a series of financial technical exchanges between the United States and China. Just like military leaders need a hotline in a crisis, American and Chinese financial regulators must be able to communicate to prevent financial stresses from turning into crises with tremendous ramifications for our citizens and the international community. Over the past few months, we have hosted several exercises with China, including on how we would coordinate if there were to be a failure of a large bank in either of our countries. I’m pleased that we will hold upcoming exchanges on operational resilience in the financial sector and on financial stability implications from the insurance sector’s exposure to climate risks.

These are the types of discussions that we have with other major economies, since we know a financial issue in a foreign country can quickly cascade to ours. I am glad that we are doing the same with China.

This technical exchange builds on other spheres of cooperation. This includes our efforts to alleviate debt distress in emerging markets and developing countries. We have seen progress over the past few months on specific debt cases, such as Zambia’s. I have and will continue to push as hard as I can to build greater momentum in other outstanding debt cases. I have also been pleased by the progress we have made in conversations around sustainable finance and am committed to moving our climate cooperation with China forward.

Macroeconomy and National Security

Alongside these specific steps, I also exchanged views with Chinese officials on the macroeconomy and national security. I shared my assessment that the American economy remains strong, with President Biden’s historic economic agenda driving both our current resilience and long-term growth. We also discussed risks to the resilient global outlook. I was able to learn more about how the Chinese government views their current economic and financial situation and the steps that they have and are contemplating taking. These exchanges help inform our government’s own economic decision-making.

We also had difficult conversations about national security. President Biden and I are determined to do all that we can to stem the flow of material that is supporting Russia’s defense industrial base and helping it to wage war against Ukraine. We continue to be concerned about the role that any firms, including those in the PRC, are playing in Russia’s military procurement. I stressed that companies, including those in the PRC, must not provide material support for Russia’s war and that they will face significant consequences if they do. And I reinforced that any banks that facilitate significant transactions that channel military or dual-use goods to Russia’s defense industrial base expose themselves to the risk of U.S. sanctions.

We also exchanged information on the use of economic tools in the national security space. Going forward, I believe that we must continue to discuss how each side defines national security in the economic sphere. While the U.S. needs to continually evaluate its national security measures given the rapid pace of technological development, we are committed to “no surprises.” We have privately and publicly laid out our perspective at length, along with the principles and process that we undertake in formulating our policies. Our actions are implemented through transparent rules and regulations with ample comment periods. We would welcome transparency from the PRC on its national security actions and greater clarity on where it sees the line between national security and economic issues. This would provide greater stability to the relationship while also helping bolster confidence for firms doing business with the PRC, which is in China’s interest.

Vice Premier He and I committed to stay in close touch about these issues. The United States will also be hosting our Chinese counterparts next week for the fourth meetings of the Economic and Financial Working Groups, where these issues will be discussed at length.

Let me end with this. The work of diplomacy is not easy. But in the few months since the Woodside Summit—and certainly since I visited Beijing last summer—we have taken major steps to stabilize the U.S.-China bilateral relationship. And during this trip, we have been able to build on that foundation to move the ball forward on specific issues that matter to Americans.

That does not mean we have resolved all our differences. There is much more work to do. And it remains unclear what this relationship will endure in the months and years ahead.

But as we proceed, we must remember that its trajectory is not predestined. It depends on the choices that each of our countries make. I know that the American people expect a clear-eyed approach to China: one that proceeds with confidence about the economic strength of our country and protects our national security while finding a way forward so that both countries can live in a world of peace and prosperity. The President and I are firmly committed to continue to deliver on that.
