Risk-based Framework for Management of Construction Projects

Well-developed risk management tools provide critical support for successful delivery of construction projects. Considerable research has been conducted towards integration of risk management in front-end planning and in execution phases of this class of projects. The accuracy of these tools relies heavily on their respective assumptions and on the data used in their application. Consideration of risk in these tools utilizes two types of data: actual past records and estimated future data related to completion of projects under consideration. The literature reveals that most published work in this area utilized these data either in bidding phase or in one of individual project execution phases to minimize the negative impact of risk on project cost and duration at completion. However, there is a lack of a comprehensive framework that employs both types of data in different phases of construction projects. This prevents construction practitioners from implementing an efficient risk management program. In this research, a new risk-based framework is developed, addressing limitations of existing models for different management functions over project lifecycle. The developed framework employs past performance data of construction organizations and projects in the bidding phase for risk maturity evaluation, contingency estimation, markup estimation, planning and scheduling, and progress reporting. The framework has five developed models. The first introduces a decision support model for risk maturity evaluation of construction organizations to identify their strengths and weaknesses in risk management processes, employing the Analytic Network Process (ANP) and fuzzy set theory. It enables construction organizations to assess and continuously improve their risk management capabilities. The second model introduces a new cost contingency estimation model considering correlations among project cost items, subjectively and objectively. It is also capable of modeling project cost contingency with and without the use of Monte Carlo simulation, which is deemed particularly useful when using subjective correlations. The third model introduces new pattern recognition techniques for estimating project markup. It utilizes Multiple Regression (MR), Artificial Neural Network (ANN) and Adaptive Nero-Fuzzy Inference System (ANFIS) techniques for that purpose, considering five factors: need for work, job uncertainty, job complexity, market condition, and owner capability. The fourth model introduces a newly developed multi-objective optimization model for scheduling of repetitive projects under uncertainty. The model considers the estimated cost contingency and the project markup in the total project cost and conducts, simultaneously, trade-offs between project duration, project cost, crew work interruptions, and interruption costs. It safeguards against assignment of unnecessary costly resources and provides a reliable project baseline. The fifth model presents a newly developed risk-based earned duration management model (RBEDM) that utilizes the generated project baseline in forecasting project duration at completion, considering critical activities only and their associated risk factors. It introduces a new risk adjustment factor (RAFcr) that quantifies the impact of future uncertainties associated with critical activities in estimating project duration at completion. This unique aspect of the developed model addresses the main drawback of earned duration management (EDM) its reliance on past performance data only. It also assists project managers in estimating more accurate and realistic required time to project completion.

The new Basel regulatory initiatives and a burgeoning risk management literature signify the rise of enterprise risk management (ERM) in the financial services sector. However, very little is known of the roles that risk management plays in organizations and how it obtains organizational significance. This study, utilising case study material from seventy-five in-depth interviews with senior managers at two large banking groups, is a first step in exploring ERM in action. Apart from the field material, the study draws on the normative- practitioner literature of risk management, as well as on a long strand of organisationally grounded studies of management control. ERM appears to be an assembly of four risk management ideal types (Risk Silo Management, Integrated Risk Management, Risk and Value Management, Strategic Risk Management), all of which aspire to be 'enterprise-wide', and together constituting the 'risk management mix' in a given organisation. Three distinct types of risk managers emerged in both organisations, displaying characteristic aspirations and alliances (risk silo specialists, risk capital specialists, senior risk officers). The case study analysis compared and contrasted the observed two ERM assemblies, and emphasised the alternative patterns of organizational significance displayed by the risk management functions. Under the first model (value-based ERM) risk management was integral to the formal planning and performance measurement process, while remained neutral in the discussions of discretionary strategic decisions. Under the second model (strategic ERM) risk management was incidental to formal planning and control, however, senior risk officers exercised agenda-setting power to influence the discussion of key strategic uncertainties. The study explains the observations in terms of firm-specific factors and institutional pressures. The politics of risk control and the presence of different calculative cultures in the organisations were tampered by contemporary corporate governance imperatives, such as the shareholder-value drive and the risk-based internal control imperative.

In response to climbing health care costs in the United States, many insurers and policy makers would like to eliminate waste in healthcare by steering spending toward the most cost-effective treatments. Obstacles to achieving this goal include identifying specific medical settings where overuse occurs, and then developing strategies to prevent overuse without harming patient welfare. My study examined childbirth, the number one reason for hospitalization in the US, where the overuse of medical resources primarily takes the form of nonmedically indicated cesarean deliveries.

The financial tools (physician payment differential and patient’s cost sharing) and other tools (utilization management, physician profiling, and practice guidelines) of managed care insurance create varied incentives that could affect behaviors of physicians and patients. Using data from the MarketScan commercial database, I proved that in a fee-for-service setting, physician’s financial incentives (physician payment differential) and patient’s financial disincentive (patient’s cost-sharing) affect treatment choices on childbirth delivery method, and other incentives from managed care insurance have little effect. My study also found that more restrictive nonfinancial tools in non-capitated HMOs which are expected to reduce the use of cesarean sections turn out to have little effect, while lower cost-sharing in non-capitated HMOs leads to more use of cesareans. It could provide two health policy implications: (1) health plans with generous benefits may need more restrictions and effective regulations aimed at cost control, and (2) raising patients cost-sharing may prove effective for managing medical expenses. Finally, a “What if” analysis sheds light on the likely effectiveness of various changes in managed care insurance design intended to reduce low-risk primary cesarean deliveries.

Melissa eggen receives prize for outstanding dissertation.

Melissa Eggen, PhD, MPH , is the winner of the John M. Houchens Prize, which honors a former registrar of the University of Louisville and is awarded by UofL's Graduate School to the doctoral student who presents the most meritorious dissertation for the current commencement. Dr. Eggen is graduating this May 2024 after earning a PhD in Public Health Sciences with a specialization in Health Management and Policy. Titled "Socioecological Factors Associated with the Timing of Prenatal Care Initiation in Kentucky and Beyond: An Exploratory Study," Eggen's dissertation, explores multi-level barriers and facilitators associated with the timing of pregnant women seeking prenatal care in the United States and in Kentucky, using the Socioecological Model as the guiding framework.

As part of her dissertation, Eggen used data from the Pregnancy Risk Assessment Monitoring System, collected and compiled by the Centers for Disease Control and Prevention (CDC), to examine factors associated with prenatal care timing among women in Kentucky. This research is a unique and significant contribution to state-wide efforts to improve maternal health across the Commonwealth, as Kentucky has one of the highest maternal mortality rates in the country. According to the latest numbers published by the CDC, 38.4 out of 100,000 live births in Kentucky led to maternal death during the 2018-2021 period. This rate is only slightly lower than the rate in a few states, including Alabama, Arkansas, Louisiana, Mississippi, and Tennessee, but higher than all other states. Moreover, maternal mortality is significantly higher among racial minorities, especially among the non-Hispanic Black population, both nationally and in Kentucky.

Eggen’s research targets one of the major root causes of maternal mortality and morbidity in Kentucky and inequities in maternal mortality: the adequacy and timing of prenatal care. She methodically investigated each potential factor contributing to the adverse outcomes and identified access to health insurance, household income, maternal education, and pregnancy wantedness as the major contributing factors to using prenatal care in Kentucky. The findings under this aim of her dissertation are currently under review at a top maternal and child health journal.

Strikingly, maternal mortality has been increasing in recent years. One of the less understood factors in the increase is the impact of the COVID-19 pandemic. Through another aim of her thesis, Eggen is one of the first in the country and the first in Kentucky to study the impact of the COVID-19 pandemic on the timing of prenatal care initiation. In this innovative study, she uses a creative method to distinguish the effect of the pandemic from underlying institutional and socioeconomic factors. 

"The quality of Melissa's dissertation research and her experience, deep knowledge, and expertise in the field of maternal and child health have allowed her to shoulder major related efforts in addition to her dissertation," explained her mentor, Seyed Karimi, PhD, an associate professor in the Dept. of Health Management & Systems Sciences. "As a prime example, she is currently the PI on a State University Partnership grant assessing systems and policies to address maternal health in Kentucky."

Eggen has an MPH in Maternal and Child Health from the University of Illinois in Chicago and a BA in Anthropology from the University of Kentucky. She has over 15 years of experience working in community-based and state-wide non-profit organizations and has a special interest in conducting research at the local level to inform policy and practice. In particular, her research is centered on better understanding reproductive and maternal healthcare outcomes and patient experience using quantitative and mixed methods approaches.

Science communication competition brings research into the real world

Laurence Willemet remembers countless family dinners where curious faces turned to her with shades of the same question: “What is it, exactly, that you do with robots?”

It’s a familiar scenario for MIT students exploring topics outside of their family’s scope of knowledge — distilling complex concepts without slides or jargon, plumbing the depths with nothing but lay terms. “It was during these moments,” Willemet says, “that I realized the importance of clear communication and the power of storytelling.”

Participating in the MIT Research Slam, then, felt like one of her family dinners.

The finalists in the 2024 MIT Research Slam competition met head-to-head on Wednesday, April 17 at a live, in-person showcase event. Four PhD candidates and four postdoc finalists demonstrated their topic mastery and storytelling skills by conveying complex ideas in only 180 seconds to an educated audience unfamiliar with the field or project at hand.

The Research Slam follows the format of the 3-Minute Thesis competition, which takes place annually at over 200 universities around the world. Both an exciting competition and a rigorous professional development training opportunity, the event serves an opportunity to learn for everyone involved.

One of this year’s competitors, Bhavish Dinakar, explains it this way: “Participating in the Research Slam was a fantastic opportunity to bring my research from the lab into the real world. In addition to being a helpful exercise in public speaking and communication, the three-minute time limit forces us to learn the art of distilling years of detailed experiments into a digestible story that non-experts can understand.”

Leading up to the event, participants joined training workshops on pitch content and delivery, and had the opportunity to work one-on-one with educators from the Writing and Communication Center, English Language Studies, Career Advising and Professional Development, and the Engineering Communication Labs, all of which co-sponsored and co-produced the event. This interdepartmental team offered support for the full arc of the competition, from early story development to one-on-one practice sessions.

The showcase was jovially emceed by Eric Grunwald, director of English language learning. He shared his thoughts on the night: “I was thrilled with the enthusiasm and skill shown by all the presenters in sharing their work in this context. I was also delighted by the crowd’s enthusiasm and their many insightful questions. All in all, another very successful slam.”

A panel of accomplished judges with distinct perspectives on research communication gave feedback after each of the talks: Deborah Blum, director of the Knight Science Journalism Program at MIT; Denzil Streete, senior associate dean and director of graduate education; and Emma Yee, scientific editor at the journal Cell .

Deborah Blum aptly summed up her experience: “It was a pleasure as a science journalist to be a judge and to listen to this smart group of MIT grad students and postdocs explain their research with such style, humor, and intelligence. It was a reminder of the importance the university places on the value of scientists who communicate. And this matters. We need more scientists who can explain their work clearly, explain science to the public, and help us build a science-literate world.”

After all the talks, the judges provided constructive and substantive feedback for the contestants. It was a close competition, but in the end, Bhavish Dinakar was the judges’ choice for first place, and the audience agreed, awarding him the Audience Choice award. Omar Rutledge’s strong performance earned him the runner-up position. Among the postdoc competitors, Laurence Willemet won first place and Audience Choice, with Most Kaniz Moriam earning the runner-up award.

Postdoc Kaniz Mariam noted that she felt privileged to participate in the showcase. “This experience has enhanced my ability to communicate research effectively and boosted my confidence in sharing my work with a broader audience. I am eager to apply the lessons learned from this enriching experience to future endeavors and continue contributing to MIT's dynamic research community. The MIT Research Slam Showcase wasn't just about winning; it was about the thrill of sharing knowledge and inspiring others. Special thanks to Chris Featherman and Elena Kallestinova from the MIT Communication Lab for their guidance in practical communication skills. ”

Double winner Laurence Willemet related the competition to experiences in her daily life. Her interest in the Research Slam was rooted in countless family dinners filled with curiosity. “‘What is it exactly that you do with robots?’ they would ask, prompting me to unravel the complexities of my research in layman’s terms. Each time, I found myself grappling with the task of distilling intricate concepts into digestible nuggets of information, relying solely on words to convey the depth of my work. It was during these moments, stripped of slides and scientific jargon, that I realized the importance of clear communication and the power of storytelling. And so, when the opportunity arose to participate in the Research Slam, it felt akin to one of those family dinners for me.”

The first place finishers received a $600 cash prize, while the runners-up and audience choice winners each received $300.

Last year’s winner in the PhD category, Neha Bokil, candidate in biology working on her dissertation in the lab of David Page, is set to represent MIT at the Three Minute Thesis Northeast Regional Competition later this month, which is organized by the Northeastern Association of Graduate Schools.

Firefighters may be at an increased risk of urological cancers, study finds

Biomarkers in the urine of firefighters after battling a blaze suggest an increased risk of developing urological cancers, according to new research led by UTHealth Houston.  

The study, "Urine proteome profile of firefighters with exposure to emergency fire-induced smoke: A pilot study to identify potential carcinogenic effects" was published in Science of The Total Environment . 

In collaboration with the National Institute for Occupational Safety and Health, researchers led by first author Jooyeon Hwang, PhD, associate professor in the Department of Environmental and Occupational Health Sciences at UTHealth Houston School of Public Health, found key biological molecules linked to kidney, bladder, and prostate cancers in the urinary protein profiles of Oklahoma firefighters after they were exposed to smoke in emergency fires. This study marks the first record of using urine testing to analyze the effects of fire smoke exposure on firefighters. 

"This initiative aims to significantly improve early detection and ongoing health monitoring, enhancing the overall management of firefighter health,” said Hwang. 

Hwang and her team collected urine samples of 10 firefighters before and after exposure to fire smoke.     Researchers compared the protein markers of the samples with urine panels from earlier studies. This analysis revealed that of the 16 proteins identified in urine after firefighters in the study were exposed to smoke, seven were linked with known cancer biomarkers. 

This research sheds critical light on firefighters' occupational health risks and the need for thorough health assessments and pre-cancer screenings. According to the article’s recommendations, “integrating cancer screening into current physical and medical exams for both new recruits and incumbent firefighters” should be initiated to detect early cases for cancer.     Hwang and her team plan to expand this testing method to more firefighters across Texas and Oklahoma to gain more data on the effects of fire smoke. In upcoming trials, they will increase testing intervals to analyze the lasting impact of exposure to fire smoke and measure any progression.    Hwang serves as the deputy director of the Southwest Center for Occupational and Environmental Health.
