India’s G20 Presidency: LiFE lessons for global markets

The past year has seen the onset of the world’s first truly global energy crisis, with turbulent markets and sharp price spikes creating difficulties for citizens, businesses and governments. Although India has been more insulated from the crisis than many countries, it has still been affected. With the world also contending with the major challenges of climate change and air pollution, the latest crisis has prompted many people to look again at how they use energy.

Efforts to improve the energy efficiency of items of everyday use — from home appliances to cars — along with changes in habits and behaviour will play a crucial role in making the world’s energy use more sustainable.

India’s new Lifestyle for Environment (LiFE) initiative is an important platform that could help lower energy costs, carbon dioxide emissions, air pollution and inequalities in energy consumption. LiFE demonstrates India’s leadership on global issues by promoting sustainable lifestyles and consumption choices worldwide. The programme could potentially help put developing and advanced economies alike onto a more sustainable path.

Prime Minister Narendra Modi launched the LiFE initiative in October 2022 to nudge individual and collective action to protect the environment. This includes making informed personal choices such as using public transport more, buying electric rather than petrol or diesel vehicles, adopting energy-efficient appliances in homes, and much more.

New IEA analysis shows that if all countries were to adopt the kind of measures recommended by LiFE, it would reduce global carbon dioxide emissions by more than 2 billion tonnes by 2030. This alone would deliver around one-fifth of the emissions reductions needed this decade to put the world on a path to net zero emissions. The measures would also save consumers globally around $440 billion in annual energy bills.

Festive offer

While the goal of using energy more efficiently is at the heart of LiFE, the programme doesn’t negate the need for strong policies to accelerate the expansion of clean energy technologies such as solar, wind and hydrogen. We need to do many things at once to tackle the world’s environmental challenges while ensuring secure and affordable energy supplies for all. That is why LiFE’s recommendations can be a valuable complement to more traditional policies.

For instance, hard-to-decarbonise industries like steel and cement can take a leaf out of LiFE’s book by adopting approaches that use energy and other resources more efficiently. Increasing the volume of steel that is recycled can reduce the amount of steel production that needs to be decarbonised. It helps make the scale of the challenge more manageable.

The strength of India’s initiative is that it combines individual accountability and policy actions. This is critical. We all need to make the right choices when it comes to the environment and sustainability, but often these choices are not supported by appropriate infrastructure, incentives or information.

For example, public transport in many cities must become more efficient and readily accessible to encourage citizens to leave their cars at home. Urban planning needs to be optimised so individuals can live closer to work and to amenities that reduce commute times and encourage walking and cycling. Policies are important here to enable sustainable choices by actively supplying alternative options. India’s Ujala scheme to provide affordable and hyper-efficient LED bulbs is a good example. It has transformed the Indian lighting market by educating consumers on the benefits of the environmentally-friendly option.

It’s important to note that prioritising the environment doesn’t need to come at the expense of India’s broader development agenda. In the IEA’s analysis, energy demand in developing economies will continue to increase as people strive to improve their living standards. This requires a range of measures to ensure countries prosper in tandem with advancing their decarbonisation efforts. LiFE’s recommendations can help support this.

However, LiFE certainly shouldn’t be seen as only relevant to India and developing economies. Its lessons are applicable globally — and could make the biggest difference in advanced economies. Evidence suggests the global energy crisis is sparking renewed interest in behaviour change and energy efficiency, particularly in advanced economies that have been heavily affected. For instance, the European Union set a goal of reducing its natural gas demand by 15 per cent in response to the crisis. It ended up overachieving, with gas demand in buildings falling around 17 per cent in 2022 even as the economy grew.

Technology can also help stimulate businesses and citizens into action. Last year, when California’s grid faced an extreme heatwave, consumers received a text message alert from the grid operator prompting them to voluntarily reduce demand. The result was a rapid drop in electricity demand — equivalent to the output of three coal power plants — that averted the threat of blackouts. While the circumstances were extreme, it shows consumers are willing to take responsibility for the energy they use for the greater good.

India’s G20 Presidency represents a unique opportunity to globalise the LiFE initiative — providing a knowledge-sharing platform for other leading economies to realise the impact that LiFE’s recommendations can have in the fight against climate change, air pollution and unaffordable energy bills. Since the G20 makes up nearly 80 per cent of global energy demand, meaningful changes by its members can make a big difference. This is why the IEA welcomes such initiatives and hopes that all countries will learn some LiFE lessons from India.

About this report

Launched by Prime Minister Narendra Modi of India, the Lifestyle for Environment (LiFE) initiative aims to encourage the adoption of sustainable lifestyles in India and internationally to tackle the challenges of environmental degradation and climate change.

This report examines how India has integrated several policies in its energy transition strategy that are aligned with the LiFE initiative, highlighting the potential for behavioural change and consumption choices to help advance energy transitions globally.

It then analyses the impact on energy consumption, costs and emissions of measures like those proposed by the LiFE initiative, such as buying an EV or taking public transport, if they were adopted globally.

Finally, it considers how India’s first G20 Presidency could strengthen the LiFE initiative by anchoring it in the G20’s current framing of energy transitions and initiating processes to gather experience and best practices of policies and programmes that G20 members are already conducting.

Internationalizing Lifestyles For Environment: Messages For G20

Sustainable consumption and lifestyles must be seen from the perspective of resource value chains that include resource extraction, manufacturing, processing, use by consumer, and disposal. Mainstream frameworks on sustainable consumption and production focus more on upstream and mid-stream components, such as resource efficiency and circular economy.

Lifecycle approaches need to consider the consumption of goods and services along with the extraction of resources, production, and disposal. Since demand, including lifestyle choices, drives supply, it is important to focus on downstream components and linkages across resource value chains. To understand the sustainability of lifestyles and consumption for G20 countries and the European Union, a composite index and indices on consumption sectors (such as food, transport, residential, and waste management) are developed in this paper. The objective of this brief is to contribute to the framing of lifestyles and sustainable consumption, as well as implications for internationalizing LiFE. We also examine the application of various instruments to promote LiFE; including policy instruments, market instruments, and social instruments. Implications for internationalizing lifestyles through G20, Global Indicator Framework for SDGs, and United Nations Framework Convention on Climate Change is then discussed.

These are the major advanced and emerging economies of the world which include Argentina, Australia, Brazil, Canada, China, EU, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, UK. And the USA is included. These countries together represent approximately 90% of global GDP, 80% of global trade, and two-thirds of the world’s population.

Objectives of G20

a) Promote financial regulations that reduce risks and prevent future financial crises.

b) To establish policy consistency, coordination, and sustainable development among its members to achieve global economic goals.

c) And building a new international financial architecture.

Origin and Development

The G20 was formed in response to a number of financial challenges. In the 1990s, some of the emerging economies were not adequately represented in the global economic discussion. So in December 1999, finance ministers and central bank governors of emerging countries of systemic importance met for the first time in Berlin, Germany, and held an informal dialogue on key issues for global economic stability. Since then, central bank governors and finance ministers have met annually.

Organizational Structure of G20

The formation operates without a permanent secretariat or staff, with its chair rotating annually. Their chairperson is elected from among the members and from a different regional group of countries. Their Chairman is part of a three-member management group that rotates past, present, and future.

G20 Leaders Summit

The first G20 summit was hosted by the US. The President developed a coordinated response in Washington in November 2008. In the first summit, all the leaders discussed the causes of the global economic and financial crisis and agreed to implement an action plan around it which had three main objectives, namely, (1) restoring global growth (2) international financial system strengthening and (3) reform of international financial institutions.

India and G-20

India’s participation in the G20 as a leader stems from the realization that developing economies have a significant stake in the stability of the international economy and financial system. India has been actively involved in the G20 process at both the Sherpa track and the financial track since its inception with the Prime Minister participating in all and has endeavored to ensure that the global community remains focused on the need and need to ensure an adequate flow of finance to emerging economies to meet their development. India has welcomed the inclusion of development as part of the G20 process.

The G20 or Group of Twenty, being a major forum for international cooperation, deliberates on the most important aspects of the international economic and financial agenda with the main objectives of restoring global growth, strengthening the international financial system, and reforming international financial institutions.

Lifestyle for Environment - LiFE

Environmental degradation and climate change are global phenomena where actions in one part of the world impact ecosystems and populations across the globe. Estimates suggest that if requisite action is not taken against the changing environment, approximately 3 billion people globally could experience chronic water scarcity. The global economy could lose up to 18% of GDP by 2050.

Over the last two decades, several macro measures have been implemented globally to address environmental degradation and climate change, including policy reforms, economic incentives and regulations. Despite their enormous potential, actions required at the level of individuals, communities and institutions have received limited attention.

Changing individual and community behaviour alone can make a significant dent in the environmental and climate crises. According to the United Nations Environment Programme (UNEP), if one billion people out of the global population of eight billion adopt environment-friendly behaviours in their daily lives, global carbon emissions could drop by approximately 20 per cent.

Hon’ble PM Narendra Modi

In this context, the concept of ‘Lifestyle for the Environment (LiFE) was introduced by Prime Minister Narendra Modi at COP26 in Glasgow on 1st November 2021, calling upon the global community of individuals and institutions to drive LiFE as an international mass movement towards “mindful and deliberate utilisation, instead of mindless and destructive consumption” to protect and preserve the environment. LiFE puts individual and collective duty on everyone to live a life that is in tune with Earth and does not harm it. Those who practice such a lifestyle are recognised as Pro Planet People under LiFE.

Changing our lifestyle, however, is not easy. Our habits are deeply ingrained in our daily lives and are continually reinforced through several elements of our environment. Translating our intention to do good for the environment is not always easy to translate into action. However, it is not impossible. By taking one action at a time and making one change daily, we can change our lifestyle and inculcate long-term environment-friendly habits. Studies suggest that practising an action for a minimum of 21 days helps make it a habit.

In that context, the LiFE 21-Day Challenge is launched to enable Indians to take one simple environment-friendly action per day for 21 days and eventually develop an environment-friendly lifestyle. It is a challenge to change one small thing in your life daily and become Pro Planet People.

Lifestyle for Environment (LiFE)

On the occasion of the UN Climate Change Conference (UNFCCC COP26), Hon’ble Prime Minister Narendra Modi introduced the mission of “LiFE (Lifestyle for the Environment)” to engage individuals in mitigating the adverse effects of climate change.

This initiative encourages a lifestyle that focuses on mindful and deliberate utilization of resources and aims to change the present 'use and dispose of' consumption habits. The idea behind is to encourage individuals to adopt simple changes in their daily life that can contribute to climate change.

Another part of the LiFE mission is to use the strength of social networks to bring a change in the climate landscape. The mission also plans to create a global army of environment enthusiasts who shall be known as ‘Pro-Planet People’, committed to adopting and promoting environment-friendly lifestyles.

Following are areas that are grouped under the three pillars of LiFE

Focus on Individual Behaviours

Awareness about the harmful effects of single-use plastic; knowledge about sustainable modes of transportation such as bicycles, e-bikes, e-cars; consciousness about wastage of water; knowledge about environment related labels (organic, plastic-free, no harm, energy star labels, etc.); consumption habits and making them greener – assessing personal carbon footprint; use of natural energy (wind energy, solar power, hydraulic energy); knowledge about conscious dressing (giving up leather, fur, animal tested products) etc.

Co-create Globally

Scalable ideas for change on a global level. For example, knowledge about adverse impacts of carbon-polluting industries, awareness about planet-friendly investments, implementing smart energy consumption etc.

Leverage Local Cultures

Awareness about community gardens, knowledge about creating products from waste, literacy about clothes recycling, importance of urban farming (hydroponics farming), reducing food wastage, community strengthening activities, environment lessons to be taught at education institutions, youth involvement etc.

TF-3: LiFE, Resilience, and Values for Well-Being

The promotion of sustainable lifestyles ought to be seen from the perspective of consumption and production systems and life-cycle approaches that include resource extraction, manufacturing and processing, use by consumers, and disposal. Mainstream frameworks on sustainable consumption and production, including SDG 12, fail to capture downstream segments of resource consumption and production systems especially when it comes to lifestyle choices. This Policy Brief uses a composite index and indices on consumption developed by The Energy and Resources Institute (TERI) in India, to assess the state of lifestyles and consumption in G20 countries and the European Union (EU); these consumption sectors include food, transport, and residential and waste management. The G20 can play a crucial role in promoting norms on sustainable lifestyles as well as informing actions by the use of evidence and exchange of good practices. This Policy Brief recommends the establishment of a ‘lifestyles for environment metrics’ initiative, and for the G20 to launch a global partnership for sustainable lifestyles.  

The Challenge: Sustainable Lifestyles in Consumption and Production Systems

Ever since the adoption of Agenda 21 at the United Nations (UN) Conference on Environment and Development in 1992, the global community has given greater attention to the consequences of unsustainable patterns of production and consumption. In 2015, responsible consumption and production was listed as 12 th of the 17 Sustainable Development Goals (SDGs). Sustainable consumption and lifestyles need to be seen from the perspective of consumption and production systems that include resource extraction, manufacturing and processing, use by consumers, and disposal (see Figure 1). Broadly, resource value chains consist of upstream and downstream segments. Yet, mainstream frameworks on sustainable consumption and production, including SDG 12, fail to capture downstream segments of resource consumption and production systems especially when it comes to lifestyle choices.

The ‘Lifestyle for the Environment – LiFE Movement’ was introduced by Indian Prime Minister Narendra Modi during the 26 th UN Climate Change Conference of the Parties (COP26) in Glasgow in 2021. The idea focuses on “mindful and deliberate utilisation” instead of “mindless and destructive consumption” through advocating sustainable choices (GOI 2022). India’s updated Nationally Determined Contributions (NDCs) of 2022, submitted to the UN Framework Convention on Climate Change (UNFCCC), aims to “put forward and further propagate a healthy and sustainable way of living based on traditions and values of conservation and moderation, including through a mass movement for ‘LiFE’– ‘Lifestyle for Environment’ as a key to combating climate change” (GOI, 2022). According to ‘Mission LiFE’ of the Indian government’s think tank, NITI Aayog, along with policy and regulatory measures to address environmental issues, harnessing the power of collective action is crucial to solve complex problems (NITI, 2022).

According to the Sixth Assessment Report on the Intergovernmental Panel on Climate Change in 2019, approximately 34 percent (20 GtCO2-eq) of total net anthropogenic greenhouse gas (GHG) emissions came from the energy supply sectors, 24 percent (14 GtCO2-eq) from industry, 22 percent (13 GtCO2-eq) from agriculture, forestry and other land use or AFOLU, 15 percent (8.7 GtCO2-eq) from transport, and 6 percent (3.3 GtCO2-eq) from buildings. Much of the emissions come from upstream segments such as industry and power generation.

This makes it more crucial that downstream actions in consumption and production systems—such as lifestyles—lead to changes in upstream segments. Thus, a global LiFE movement cannot be restricted to only individual behaviour change and a critical mass is needed for norms and institutions to transform at a global scale. “Internationalising” LiFE implies collective action by all stakeholders, including governments, intergovernmental organisations, markets, institutions, communities, and individuals.

G20’s Role: Norms and Ecosystems for Promoting Equity and Sustainable Lifestyles

The G20 can play a crucial role in promoting norms on sustainable lifestyles across the globe. So far, G20 discussions, much like those in other international platforms, have focused on resource efficiency and circular economy aspects of sustainable consumption and production systems, and not individual behaviours. In 2022, the G20 Bali Leaders’ Declaration for the first time considered the issue of lifestyles along with resource efficiency and circular economy.

The questions of equitable consumption and under-consumption are crucial when considering sustainable lifestyles, given how cumulative and per-capita emissions vary across countries. In the G20, countries like India, Indonesia and Brazil have per-capita CO 2 emissions lower than the world average (see Figure 2). Meanwhile, the United States (US), EU-27, and China alone account for more than 55 percent of cumulative GHG emissions (see Figure 3).

In 2022, The Energy and Resources Institute (TERI) in India created a composite index and indices on consumption sectors to assess the state of lifestyles and consumption in G20 countries and the EU; the consumption sectors included food, transport, and residential and waste management (TERI, 2022). Figure 4 is a graphical representation of the index: The higher the score, the lower the consumption is in per-capita terms for the country or entity. The consumption index is prepared based on the following indicators: Total final energy consumption in transport sector (TJ/capita) [Transport]; Meat and dairy production (tonnes/capita) [Food]; Total final energy consumption in residential sector (TJ/capita) [Buildings]; and Plastic waste generation (tonnes/capita) [Waste].

These scores do not indicate the normative direction of lifestyles and consumption patterns, but merely show present levels of consumption. The metrics are also constrained by data availability, especially when it comes to indicators of consumer behaviour.

Developing countries will need the provisioning of basic goods and services for human development and well-being. Thus, international norms need to be promoted considering the twin challenges of equity and sustainable lifestyles.

Four categories of instruments are important in LiFE, sustainable consumption, and just green transitions: international norms, policy instruments, market instruments, and social instruments. These four categories are not mutually exclusive and can have interlinkages with each other.

International Norms: Widely shared expectations about what constitutes appropriate behaviour among governments and non-state actors in international systems. These norms, although based in non-binding frameworks, can lead to cascading effects and policy changes within and across countries and stakeholders.

Policy Instruments : Policy instruments are used by governments when they have a good understanding of the issue as well as the legitimacy to intervene. Policy instruments can include policy frameworks and goals, regulatory and legislative instruments, public finance instruments, making certain standards mandatory, programmatic interventions, procurement, fiscal instruments (taxes and subsidies) and rights-based approaches such as the ‘right to repair’. [a]

Market Instruments : These instruments seek to harness the potential of markets and promote not just the internalising of externalities, but also innovations and business models that drive new products and services, promote responsible waste management, and phase out environmentally harmful products and services. These include responsible advertising, carbon markets, labelling, extended producer responsibility, and new products and services.

Social Instruments : Social instruments aim at awareness generation and capacity building of consumers through the provision of information about a product or a service, such as product qualities and certifications, to influence consumer behaviour. Social instruments also include self-regulating and bottom-up instruments at the individual and community levels—e.g., carpooling.

The G20 can play a crucial role in building norms on sustainable lifestyles as well as informing actions through the other three instruments through the use of evidence and exchange of good practices. Considering the needs of both equity and climate action, through the G20, India can take a leadership role in “internationalising” sustainable lifestyles. The G20 leadership can seek to strengthen collective actions to promote an ecosystem for just, green, and fair transitions.

Recommendations to the G20

For LiFE to thrive and be embedded within just green development transitions, G20 outcomes can build upon three principles:

Principle 1: Promoting internationalisation of sustainable lifestyles rooted in the principles of equity and ‘common but differentiated responsibilities’ and respective capabilities.

Principle 2: Outcomes are premised on collective action approaches using various instruments that promote conducive ecosystems for inclusive and just green transitions through sustainable lifestyles.

Principle 3: Outcomes are based holistically on considerations of consumption and production systems so that sustainable lifestyles lead to innovations in all segments of resource value chains.

This Policy Brief makes the following recommendations to the G20:  

Proposal 1: Establish a LiFEMET (Lifestyle for Environment Metrics) Initiative: While many G20 countries are drawing up action plans on resource efficiency and circular economy, it is also important to focus on aspects of sustainable lifestyles and promote sustainable consumption and production. A first step would be to set up an initiative that defines an indicator framework and metrics for equitable and sustainable lifestyles. The TERI lifestyles and consumption index discussed in this brief is an initial step of the advocacy, and more work is needed to establish metrics and instruments for the promotion of lifestyles for sustainable production and consumption.

This initiative necessitates the conduct of empirical studies to help measure consumption patterns. Data can be captured from consumption data collected by not only statistics agencies but also private entities such as market research organisations. There is a need to create a comprehensive experiential database on various types of consumption patterns of goods and services. Metrics need to consider a full system analysis when assessing life-cycle implications of products and services.

When examining GHG emissions or water use in food items, for instance, there is a need to consider energy and water consumption in irrigation, fertiliser production, and other inputs as well. This initiative can also advocate for SDG 12 indicators to include more downstream indicators—especially when it comes to individual consumers—along with instruments such as eco-labels.  

Proposal 2: Launch a Global Partnership for Sustainable Lifestyles (GPSL): Such a partnership could serve as a platform for sharing good practices among G20 states and other countries on various policy, social, and market instruments. The platform should be able to engage with G20 as well as other countries to forge multistakeholder engagement with consumer groups, governments, youth, research institutions, and the private sector. The latter includes advertising, as emphasis needs to be placed on responsible advertising and public awareness campaigns in the space dominated by commercial advertisements. The role of traditional knowledge is also crucial.

Good practices on waste management, supply chain reforms, public campaigns and rights-based instruments can be shared and documented. Good practices in waste management can be shared—for instance, measures such as extended producer responsibility—a policy tool anchored in lifecycle approaches wherein producers take responsibility to dispose of or recycle a product. Lessons can be gleaned from the experience of South Korea, which launched its volume-based waste fee (VBWF) system in 1995, where residents are charged waste disposal fees based on the amount of waste they dispose of (MOEK 2003). In Alappuzha, Kerala, the urban local body has been implementing the ‘Clean Homes, Clean City’ project since 2012, promoting the segregation and treatment of wet waste at the source (Agarwal 2017). Meanwhile, the ‘Good Green Deeds’ campaign in South Africa seeks to change people’s attitudes and behaviours towards responsible management of waste and keeping their neighbourhoods clean, green and safe (DOEA 2019).

In India, the Department of Consumer Affairs announced the development of a comprehensive framework on the ‘right to repair’ (DOCA 2022). The 9R framework used in the Global Environment Outlook could be a good entry point for engagement with not only consumers but also industry stakeholders and policymakers (UNEP 2019). The notion of ‘9Rs’ refers to refuse, rethink (design), reduce, re-use, repair, refurbish, remanufacture, repurpose, recycle, and recover.

G20 can further advocate for the internationalisation of lifestyles through the UN General Assembly, for example through a mandating report by the UN Secretary General. Equitable and sustainable lifestyles could also be considered as a theme for the High-level Political Forum – Sustainable Development Goals. From a Global South perspective, when discussing lifestyles, climate change adaptation and mitigation needs to be considered. Under the UNFCCC, the Subsidiary Body for Scientific and Technological Advice (SBSTA) can be given a mandate to produce technical reports on adaptation and mitigation lifestyles.

A critical mass of support from various stakeholders is required for norms and institutions to change. Along with stakeholder support, evidence of best practices and adequate data is needed for informed international norms as well as policies and practices within countries. G20 can take the lead in internationalising sustainable lifestyles for the environment.

Due to planned obsolescence, manufacturers design a product with a limited life, and this leads to increased waste (including e-waste) and forces consumers to spend more to buy new products.
