Writing a Scientific Research Project Proposal

The importance of a well-written research proposal cannot be underestimated. Your research really is only as good as your proposal. A poorly written, or poorly conceived research proposal will doom even an otherwise worthy project. On the other hand, a well-written, high-quality proposal will increase your chances for success.

In this article, we’ll outline the basics of writing an effective scientific research proposal, including the differences between research proposals, grants and cover letters. We’ll also touch on common mistakes made when submitting research proposals, as well as a simple example or template that you can follow.

What is a scientific research proposal?

The main purpose of a scientific research proposal is to convince your audience that your project is worthwhile, and that you have the expertise and wherewithal to complete it. The elements of an effective research proposal mirror those of the research process itself, which we’ll outline below. Essentially, the research proposal should include enough information for the reader to determine if your proposed study is worth pursuing.

It is not an uncommon misunderstanding to think that a research proposal and a cover letter are the same things. However, they are different. The main difference between a research proposal vs cover letter content is distinct. Whereas the research proposal summarizes the proposal for future research, the cover letter connects you to the research, and how you are the right person to complete the proposed research.

There is also sometimes confusion around a research proposal vs grant application. Whereas a research proposal is a statement of intent, related to answering a research question, a grant application is a specific request for funding to complete the research proposed. Of course, there are elements of overlap between the two documents; it’s the purpose of the document that defines one or the other.

Scientific Research Proposal Format

Although there is no one way to write a scientific research proposal, there are specific guidelines. A lot depends on which journal you’re submitting your research proposal to, so you may need to follow their scientific research proposal template.

In general, however, there are fairly universal sections to every scientific research proposal. These include:

  • Title: Make sure the title of your proposal is descriptive and concise. Make it catch and informative at the same time, avoiding dry phrases like, “An investigation…” Your title should pique the interest of the reader.
  • Abstract: This is a brief (300-500 words) summary that includes the research question, your rationale for the study, and any applicable hypothesis. You should also include a brief description of your methodology, including procedures, samples, instruments, etc.
  • Introduction: The opening paragraph of your research proposal is, perhaps, the most important. Here you want to introduce the research problem in a creative way, and demonstrate your understanding of the need for the research. You want the reader to think that your proposed research is current, important and relevant.
  • Background: Include a brief history of the topic and link it to a contemporary context to show its relevance for today. Identify key researchers and institutions also looking at the problem
  • Literature Review: This is the section that may take the longest amount of time to assemble. Here you want to synthesize prior research, and place your proposed research into the larger picture of what’s been studied in the past. You want to show your reader that your work is original, and adds to the current knowledge.
  • Research Design and Methodology: This section should be very clearly and logically written and organized. You are letting your reader know that you know what you are going to do, and how. The reader should feel confident that you have the skills and knowledge needed to get the project done.
  • Preliminary Implications: Here you’ll be outlining how you anticipate your research will extend current knowledge in your field. You might also want to discuss how your findings will impact future research needs.
  • Conclusion: This section reinforces the significance and importance of your proposed research, and summarizes the entire proposal.
  • References/Citations: Of course, you need to include a full and accurate list of any and all sources you used to write your research proposal.

Common Mistakes in Writing a Scientific Research Project Proposal

Remember, the best research proposal can be rejected if it’s not well written or is ill-conceived. The most common mistakes made include:

  • Not providing the proper context for your research question or the problem
  • Failing to reference landmark/key studies
  • Losing focus of the research question or problem
  • Not accurately presenting contributions by other researchers and institutions
  • Incompletely developing a persuasive argument for the research that is being proposed
  • Misplaced attention on minor points and/or not enough detail on major issues
  • Sloppy, low-quality writing without effective logic and flow
  • Incorrect or lapses in references and citations, and/or references not in proper format
  • The proposal is too long – or too short

Scientific Research Proposal Example

There are countless examples that you can find for successful research proposals. In addition, you can also find examples of unsuccessful research proposals. Search for successful research proposals in your field, and even for your target journal, to get a good idea on what specifically your audience may be looking for.

While there’s no one example that will show you everything you need to know, looking at a few will give you a good idea of what you need to include in your own research proposal. Talk, also, to colleagues in your field, especially if you are a student or a new researcher. We can often learn from the mistakes of others. The more prepared and knowledgeable you are prior to writing your research proposal, the more likely you are to succeed.

How to Use Annotated Sample Grants

Are these real grants written by real students.

Yes! While each proposal represents a successfully funded application, there are two things to keep in mind: 1) The proposals below are  final products;  no student started out with a polished proposal. The proposal writing process requires stages of editing while a student formulates their project and works on best representing that project in writing. 2) The samples reflect a wide range of project types, but  they are not exhaustive . URGs can be on any topic in any field, but all must make a successful argument for why their project should be done/can be done by the person proposing to do it.  See our proposal writing guides for more advice. The best way to utilize these proposals is to pay attention to the  proposal strengths  and  areas for improvement  on each cover page to guide your reading.

How do I decide which sample grants to read?

When students first look through the database, they are usually compelled to read an example from their major (Therefore, we often hear complaints that there is not a sample proposal for every major). However, this is not the best approach because there can be many different kinds of methodologies within a single subject area, and similar research methods can be used across fields.

  • Read through the Methodology Definitions and Proposal Features  to identify which methodolog(ies) are most similar to your proposed project. 
  • Use the Annotated Sample Grant Database ( scroll below the definitions and features) filters or search for this methodology to identify relevant proposals and begin reading!

It does not matter whether the samples you read are summer grants (SURGs) or academic year grants (AYURGs).  The main difference between the two grant types is that academic year proposals (AYURG) require a budget to explain how the $1,000 will be used towards research materials, while summer proposals (SURG) do not require a budget (the money is a living stipend that goes directly to the student awardee) and SURGs have a bigger project scope since they reflect a project that will take 8 weeks of full time research to complete.  The overall format and style is the same across both grant cycles, so they are relevant examples for you to review, regardless of which grant cycle you are planning to apply.  

How do I get my proposal to look like these sample grants?

Do not submit a first draft:  These sample proposals went through multiple rounds of revisions with feedback from both Office of Undergraduate Research advisors and the student’s faculty mentor. First, it helps to learn about grant structure and proposal writing techniques before you get started. Then, when you begin drafting, it’s normal to make lots of changes as the grant evolves. You will learn a lot about your project during the editing and revision process, and you typically end up with a better project by working through several drafts of a proposal.

Work with an advisor:  Students who work with an Office of Undergraduate Research Advisor have higher success rates than students who do not. We encourage students to meet with advisors well in advance of the deadline (and feel free to send us drafts of your proposal prior to our advising appointment, no matter how rough your draft is!), so we can help you polish and refine your proposal.

Review final proposal checklists prior to submission:  the expectation is a two-page, single-spaced research grant proposal (1″ margins, Times New Roman 12 or Arial 11), and proposals that do not meet these formatting expectations will not be considered by the review committee.  Your bibliography does not count towards this page limit.

METHODOLOGY DEFINITIONS & PROPOSAL FEATURES

Research methodologies.

The proposed project involves collecting primary sources held in archives, a Special Collections library, or other repository. Archival sources might include manuscripts, documents, records, objects, sound and audiovisual materials, etc. If a student proposes a trip to collect such sources, the student should address a clear plan of what will be collected from which archives, and should address availability and access (ie these sources are not available online, and the student has permission to access the archive).

Computational/Mathematical Modeling

The proposed project involves developing models to numerically study the behavior of system(s), often through computer simulation. Students should specify what modeling tool they will be using (i.e., an off-the-shelf product, a lab-specific codebase), what experience they have with it, and what resources they have when they get stuck with the tool (especially if the advisor is not a modeler). Models often involve iterations of improvements, so much like a Design/Build project, the proposal should clearly define parameters for a “successful” model with indication of how the student will assess if the model meets these minimum qualifications.

Creative Output

The proposed project has a creative output such playwriting, play production, documentary, music composition, poetry, creative writing, or other art. Just like all other proposals, the project centers on an answerable question, and the student must show the question and method associated with the research and generation of that project. The artist also must justify their work and make an argument for why this art is needed and/or how it will add to important conversations .

Design/Build

The proposed project’s output centers around a final product or tool. The student clearly defines parameters for a “successful” project with indication of how they will assess if the product meets these minimum qualifications.

The project takes place in a lab or research group environment, though the methodology within the lab or research group vary widely by field. The project often fits within the larger goals/or project of the research group, but the proposal still has a clearly identified research question that the student is working independently to answer.

Literary/Composition Analysis

The project studies, evaluates, and interprets literature or composition. The methods are likely influenced by theory within the field of study. In the proposal, the student has clearly defined which pieces will be studied and will justify why these pieces were selected. Context will be given that provides a framework for how the pieces will be analyzed or interpreted.

Qualitative Data Analysis

The project proposes to analyze data from non-numeric information such as interview transcripts, notes, video and audio recordings, images, and text documents. The proposal clearly defines how the student will examine and interpret patterns and themes in the data and how this methodology will help to answer the defined research question.

Quantitative Data Analysis

The project proposes to analyze data from numeric sources. The proposal clearly defines variables to be compared and provides insight as to the kinds of statistical tests that will be used to evaluate the significance of the data.

The proposed project will collect data through survey(s). The proposal should clearly defined who will be asked to complete the survey, how these participants will be recruited, and/or proof of support from contacts. The proposal should include the survey(s) in an appendix. The proposal should articulate how the results from these survey(s) will be analyzed.

The proposed project will use theoretical frameworks within their proposed area of research to explain, predict, and/or challenge and extend existing knowledge. The conceptual framework serves as a lens through which the student will evaluate the research project and research question(s); it will likely contain a set of assumptions and concepts that form the basis of this lens.

Proposal Features

Group project.

A group project is proposed by two or more students; these proposals receive one additional page for each additional student beyond the two page maximum. Group projects must clearly articulate the unique role of each student researcher. While the uploaded grant proposal is the same, each student researcher must submit their own application into the system for the review.

International Travel

Projects may take place internationally. If the proposed country is not the student’s place of permanent residence, the student can additionally apply for funding to cover half the cost of an international plane ticket. Proposals with international travel should likely include travel itineraries and/or proof of support from in-country contacts in the appendix.

Non-English Language Proficiency

Projects may be conducted in a non-English language. If you have proficiency in the proposed language, you should include context (such as bilingual, heritage speaker, or by referencing coursework etc.) If you are not proficient and the project requires language proficiency, you should include a plan for translation or proof of contacts in the country who can support your research in English.

National Science Foundation (NSF)

The National Science Foundation funds approximately 25% of all federally supported research in higher education. The NSF is divided into a number of specific research areas , including:

The company must also have fewer than 500 employees.

Step-By-Step Grant Proposal & Application Breakdown

Once you’ve found your grant opportunity, it’s time to take action. Here’s what you need to know:

1. Build a timeline.

There are a lot of moving parts in the application process, so the first step is to create a timeline. You want to allow yourself enough time to gather information and write the proposal without feeling rushed. Plus, you need to factor in time for editing and internal reviews. Write down the due date of the application and work backwards. Remember, it’s always best to err on the side of having too much time rather than not enough.

2. Create a robust outline.

This is the most important part of the application process, and the more detail, the better. Be specific in your questions, hypothesis, aims and goals. Detail your experiments and expected outcomes.

3. Gather your appropriate tools and resources.

Before you begin writing, make sure you gather everything in one place. If you need to request certain documents, do so now. Create a folder on your computer that houses everything related to your grant application — and make sure to back up your files if you aren’t using Google or another cloud-based provider. It sounds like a simple reminder, but the last thing you want is to lose all your hard work.

4. Read through the application instructions carefully and don’t be afraid to ask questions. Familiarize yourself with the request, rules and requirements.

Read through everything , noting any documents you need to include. Every document that is requested must be included in the application. And if you have any questions about the process or you’re looking for clarification on a particular item, reach out to the program officer. It’s also better to ask questions as early as possible in the process.

5. Include strong preliminary data.

Even if grant requests say it is not necessary to include any data, you are unlikely to be funded if you don’t include any preliminary data. It is a major piece of any application. The stronger the data, the better shot you have of receiving funding.

6. Write, write, write!

Now it’s time to put pen to paper, so to speak. Here are some important tips to keep in mind during this important process:

  • Be realistic: If you’re applying for a Phase 1 grant, it’s important to remember that Phase 1 is supposed to be “proof of concept” — in other words, not product development. Some people try to squeeze five years worth of work into one year, but you need to be realistic. Think carefully, and be modest about your objectives. If you end up applying for a Phase 2 grant, the reviewers will look at your goals and objectives for Phase 1. If you didn’t deliver then, there’s a good chance your Phase 2 proposal will be rejected.
  • Tell a story. With any type of good writing, you want to build a case — in other words, tell a story. Start with an introduction that hooks the audience. Talk about the wider problem you’re hoping to explore and why you are the right person for the job. Explain your hypothesis and how you plan to tackle it.
  • Include two or three specific aims. This is the heart of the grant. Again, be reasonable. Don’t bite off more than you can chew in order to seem overly ambitious. Include two or three challenging yet exciting aims (or goals) that you believe are doable in the set amount of time. Include clear objectives and clear milestones of success.
  • Be mindful of your language. Be specific, informative and engaging but also concise. Use active voice and strong verbs like “determine and distinguish.” Quantify information or data.
  • Don’t get too technical or use too much jargon. Remember, you know your field inside and out, but your reviewers in some cases may not. Make your application clear and readable. Write for an educated but diverse audience.
  • Include preliminary data. It’s important, so it bears repeating!
  • Add pictures, illustrations or graphics. No one wants to read a 15-page proposal of extremely dense text. Break up your application with a few visuals.

7. Make sure the budget matches what is allocated.

It sounds obvious, but don’t ask for more than the set budget amount. If you work at a higher education institution, you will likely work with a research office on the budget.

8. Have multiple people review your application.

Once you’ve written your grant proposal (congratulations!), you want to seek out multiple reviewers before you click submit. These reviewers should be inside your company, organization or institution, or experts in your field; you may also benefit from review by non-experts. It’s important to give your reviewers plenty of time, too. Here are some good questions to ask:

  • Is the proposal clear and concise?
  • Do I need more data?
  • Are any parts confusing or in need of additional explanation?
  • Am I telling an interesting story?
  • Could I add any other visuals?

9. Give yourself enough time to familiarize yourself with the application portal — and then submit!

If you work with a research office, they will upload the application on your behalf. If you don’t, you want to make sure you familiarize yourself with the application portal before your deadline.

Insider Tips for Grant Writing Experience & Creating a Standout Application

We spoke to the experts, and here’s what they had to say:

  • Talk to the program officers early and often. There are people who don’t put the time and energy into reviewing the instructions, rules and requirements of a grant application. Make sure you understand everything, and if you don’t, talk to the program officers. Remember — you don’t have to figure out everything by yourself!
  • Don’t break the rules. If the application requires certain documents, make sure to include them.
  • Don’t be “non-responsive.” This is grant proposal-speak for not answering a question that is asked of you. Reviewers will take note.
  • Put yourself in the shoes of a reviewer. What questions will the reviewers have, and how can you answer them ahead of time? Ideally you want to address these questions with preliminary data. If you don’t have the data, it’s important to at least address those questions in your proposal — and how you plan to tackle them.
  • Don’t save everything until the last minute. There’s a very good chance you heard this mantra in high school and college — and it still rings true.
  • Consider hiring someone who can handle the grant application process. If you have the budget, it may be valuable to hire a person who can handle the administrative and logistical aspects of the application process. Some companies and organizations also hire part-time or full-time grant writers to handle the actual proposal writing.
  • Explore all types of funding opportunities. In addition to traditional federal agencies like NIH and NSF that routinely offer grants, you should explore any internal funding opportunities for faculty and researchers. Sign up for as many email lists, newsletters and daily grant alert notifications from federal and non-federal agencies as possible. If you work in an academic setting, ask your department chair about these opportunities.
  • Simultaneous submissions are allowed. It’s just illegal to accept funding from two different institutions for the same work.

Ask to help out on a grant application. Grant writing is a skill that is honed with time and experience, and the best way to get better is to practice. Review applications that your colleagues have been working on or ask them if you can help out in any way. Practice makes perfect.

  • The Grant Application Writer’s Workbook: It’s one of the best tools and a resource you’ll return to again and again.
  • Ask to participate in a review committee. This will give you the opportunity to see grant applications from a different perspective, which will be beneficial in your own funding quests.
  • Attend grant writing workshops. This is another important way to gain insight and experience.
  • Remember the big picture. As Shannon Lauberth, associate professor at Northwestern University, explains: “Remember that the exercise of writing a grant helps you to carve out clear directions for your lab.”

Some states offer small-business grants to woman- or minority-owned businesses as well as for certain industries. If your company qualifies for federal or state funding, creating a business grant proposal would entail following the guidelines for a specific grant.

Some organizations will accept a common grant application form, which allows for a standardized proposal that saves time for both grant makers and grant seekers. When researching grant opportunities, it is important to understand and follow the application requirements so that your efforts aren’t undermined by technical errors, missing information, or mistakes in the submission process.

Mastering the Grant Writing Process

Writing grants may seem to adhere to a series of linear steps, but unless you are applying for a one-time grant and will not use grant funding in the future, grant writing is a circular process that follows a funding cycle. To write an effective proposal, it is helpful to not only find grant opportunities that are relevant to your project, but also understand the funding source and gear your proposal to that audience. If a funder is available to meet in person prior to your organization submitting a proposal, that can go a long way toward providing a more personal context to your project and developing an ongoing relationship. Above all, the proposal should describe a project that can realistically be carried out by the applicant based on experience, qualifications, and financial resources.

As stated earlier, grant proposals vary widely and the content is largely dictated by the application requirements of a particular funder. However, there are commonalities among grant proposals. Here is a look at some of the information typically included:

  • Cover Letter: Unless you have already had a face-to-face meeting or other contact with a funder, the cover letter is the first impression of your organization and project. Provide a brief summary that emphasizes your vision and objective.
  • Proposal Summary: Although included at the beginning of a proposal, an abstract or executive summary section is often written last. It provides a brief overview of a project, including how the project fits with funding criteria.
  • Literature Review: Academic and scientific research grants typically include a literature review that lists and evaluates sources of preliminary research that are related to the project.
  • Statement of Need: The need statement is your opportunity to show a funder why your project is important. It explains the issue, and also provides background information and relevant research or evidence to support your proposal. You present the argument for why your project should be awarded funding over other proposals.
  • Organization Description and Staff: Organizational history, background and qualifications for key personnel, and a program’s mission and track record for similar projects may all be important to illustrate a trustworthy reputation and your ability to successfully implement the proposed project. You may need a separate section to outline specific roles and responsibilities.
  • Project Narrative: This is where you would include a lengthier project or program description, providing a detailed look at what the project entails, specific goals, and other information. You may include some of the sections listed here, such as personnel information, objectives, and measurements for success.
  • Goals and Objectives: Breaking down goals into definitive and measurable results outlines the vision for a project as well as tangible outcomes. Grant proposals from nonprofits and other organizations involved in community projects may also include a description of the community being served, information on how it will benefit, and research on the potential for community involvement.
  • Methods and Strategies: Grant makers will want to see how you plan to achieve goals and objectives. You may decide to include a logic model, which offers a condensed version of your proposal outline, to provide a visual representation of the key elements of your project and how they will lead to the intended outcomes. Clarify connections among methodology, objectives, and outcomes.
  • Project Timeline: A timeline for your action plan can help funders visualize the stages of your project. This may be especially useful for research projects carried out over the course of several years. You may also want to include a budget timeline.
  • Evaluation: Create an evaluation plan and describe what metrics will be used to assess a project’s effectiveness or impact.
  • Sustainability Plan: If a project will continue into the future, create a plan for ongoing sustainability after grant funds have been used — doing so shows funders that a project is viable for the long term.
  • Other Funding: Grant makers may want to see what other sources of funding you expect to receive for your project.
  • Budget: The proposal budget shows estimated expenses along with sources of revenue. It provides an itemized look at how funds will be allotted and utilized.
  • Appendix: References and additional materials can be included in the appendix.

Before submitting a completed proposal, grant writers can do their own review to ensure that the proposal meets the necessary criteria and application requirements. A grant proposal or application is a document or set of documents that is submitted to an organization with the explicit intent of securing funding for a research project. Grant writing varies widely across the disciplines, and research intended for epistemological purposes (philosophy or the arts) rests on very different assumptions than research intended for practical applications (medicine or social policy research). Nonetheless, this handout attempts to provide a general introduction to grant writing across the disciplines.

Before you begin writing your proposal, you need to know what kind of research you will be doing and why. You may have a topic or experiment in mind, but taking the time to define what your ultimate purpose is can be essential to convincing others to fund that project. Although some scholars in the humanities and arts may not have thought about their projects in terms of research design, hypotheses, research questions, or results, reviewers and funding agencies expect you to frame your project in these terms. You may also find that thinking about your project in these terms reveals new aspects of it to you.

Writing successful grant applications is a long process that begins with an idea. Although many people think of grant writing as a linear process (from idea to proposal to award), it is a circular process. Many people start by defining their research question or questions. What knowledge or information will be gained as a direct result of your project? Why is undertaking your research important in a broader sense? You will need to explicitly communicate this purpose to the committee reviewing your application. This is easier when you know what you plan to achieve before you begin the writing process.

Diagram 1 below provides an overview of the grant writing process and may help you plan your proposal development.

Applicants must write grant proposals, submit them, receive notice of acceptance or rejection, and then revise their proposals. Unsuccessful grant applicants must revise and resubmit their proposals during the next funding cycle. Successful grant applications and the resulting research lead to ideas for further research and new grant proposals.

Cultivating an ongoing, positive relationship with funding agencies may lead to additional grants down the road. Thus, make sure you file progress reports and final reports in a timely and professional manner. Although some successful grant applicants may fear that funding agencies will reject future proposals because they’ve already received “enough” funding, the truth is that money follows money. Individuals or projects awarded grants in the past are more competitive and thus more likely to receive funding in the future.

Some general tips

  • Begin early.
  • Apply early and often.
  • Don’t forget to include a cover letter with your application.
  • Answer all questions. (Pre-empt all unstated questions.)
  • If rejected, revise your proposal and apply again.
  • Give them what they want. Follow the application guidelines exactly.
  • Be explicit and specific.
  • Be realistic in designing the project.
  • Make explicit the connections between your research questions and objectives, your objectives and methods, your methods and results, and your results and dissemination plan.
  • Follow the application guidelines exactly. (We have repeated this tip because it is very, very important.)

Before you start writing

Identify your needs and focus.

First, identify your needs. Answering the following questions may help you:

  • Are you undertaking preliminary or pilot research in order to develop a full-blown research agenda?
  • Are you seeking funding for dissertation research? Pre-dissertation research? Postdoctoral research? Archival research? Experimental research? Fieldwork?
  • Are you seeking a stipend so that you can write a dissertation or book? Polish a manuscript?
  • Do you want a fellowship in residence at an institution that will offer some programmatic support or other resources to enhance your project?
  • Do you want funding for a large research project that will last for several years and involve multiple staff members?

Next, think about the focus of your research/project. Answering the following questions may help you narrow it down:

  • What is the topic? Why is this topic important?
  • What are the research questions that you’re trying to answer? What relevance do your research questions have?
  • What are your hypotheses?
  • What are your research methods?
  • Why is your research/project important? What is its significance?
  • Do you plan on using quantitative methods? Qualitative methods? Both?
  • Will you be undertaking experimental research? Clinical research?

Once you have identified your needs and focus, you can begin looking for prospective grants and funding agencies.

Finding prospective grants and funding agencies

Whether your proposal receives funding will rely in large part on whether your purpose and goals closely match the priorities of granting agencies. Locating possible grantors is a time consuming task, but in the long run it will yield the greatest benefits. Even if you have the most appealing research proposal in the world, if you don’t send it to the right institutions, then you’re unlikely to receive funding.

There are many sources of information about granting agencies and grant programs. Most universities and many schools within universities have Offices of Research, whose primary purpose is to support faculty and students in grant-seeking endeavors. These offices usually have libraries or resource centers to help people find prospective grants.

Writing your proposal

The majority of grant programs recruit academic reviewers with knowledge of the disciplines and/or program areas of the grant. Thus, when writing your grant proposals, assume that you are addressing a colleague who is knowledgeable in the general area, but who does not necessarily know the details about your research questions.

Remember that most readers are lazy and will not respond well to a poorly organized, poorly written, or confusing proposal. Be sure to give readers what they want. Follow all the guidelines for the particular grant you are applying for. This may require you to reframe your project in a different light or language. Reframing your project to fit a specific grant’s requirements is a legitimate and necessary part of the process unless it will fundamentally change your project’s goals or outcomes.

Final decisions about which proposals are funded often come down to whether the proposal convinces the reviewer that the research project is well planned and feasible and whether the investigators are well qualified to execute it. Throughout the proposal, be as explicit as possible. Predict the questions that the reviewer may have and answer them. Przeworski and Salomon (1995) note that reviewers read with three questions in mind:

  • What are we going to learn as a result of the proposed project that we do not know now? (goals, aims, and outcomes)
  • Why is it worth knowing? (significance)
  • How will we know that the conclusions are valid? (criteria for success) (2)

Be sure to answer these questions in your proposal. Keep in mind that reviewers may not read every word of your proposal. Your reviewer may only read the abstract, the sections on research design and methodology, the vitae, and the budget. Make these sections as clear and straightforward as possible.

The way you write your grant will tell the reviewers a lot about you (Reif-Lehrer 82). From reading your proposal, the reviewers will form an idea of who you are as a scholar, a researcher, and a person. They will decide whether you are creative, logical, analytical, up-to-date in the relevant literature of the field, and, most importantly, capable of executing the proposed project. Allow your discipline and its conventions to determine the general style of your writing, but allow your own voice and personality to come through. Be sure to clarify your project’s theoretical orientation.

Develop a general proposal and budget

Because most proposal writers seek funding from several different agencies or granting programs, it is a good idea to begin by developing a general grant proposal and budget. This general proposal is sometimes called a “white paper.” Your general proposal should explain your project to a general academic audience. Before you submit proposals to different grant programs, you will tailor a specific proposal to their guidelines and priorities.

Organizing your proposal

Although each funding agency will have its own (usually very specific) requirements, there are several elements of a proposal that are fairly standard, and they often come in the following order:

  • Introduction (statement of the problem, purpose of research or goals, and significance of research)

Literature review

  • Project narrative (methods, procedures, objectives, outcomes or deliverables, evaluation, and dissemination)
  • Budget and budget justification

Format the proposal so that it is easy to read. Use headings to break the proposal up into sections. If it is long, include a table of contents with page numbers.

The title page usually includes a brief yet explicit title for the research project, the names of the principal investigator(s), the institutional affiliation of the applicants (the department and university), name and address of the granting agency, project dates, amount of funding requested, and signatures of university personnel authorizing the proposal (when necessary). Most funding agencies have specific requirements for the title page; make sure to follow them.

The abstract provides readers with their first impression of your project. To remind themselves of your proposal, readers may glance at your abstract when making their final recommendations, so it may also serve as their last impression of your project. The abstract should explain the key elements of your research project in the future tense. Most abstracts state: (1) the general purpose, (2) specific goals, (3) research design, (4) methods, and (5) significance (contribution and rationale). Be as explicit as possible in your abstract. Use statements such as, “The objective of this study is to …”

Introduction

The introduction should cover the key elements of your proposal, including a statement of the problem, the purpose of research, research goals or objectives, and significance of the research. The statement of problem should provide a background and rationale for the project and establish the need and relevance of the research. How is your project different from previous research on the same topic? Will you be using new methodologies or covering new theoretical territory? The research goals or objectives should identify the anticipated outcomes of the research and should match up to the needs identified in the statement of problem. List only the principle goal(s) or objective(s) of your research and save sub-objectives for the project narrative.

Many proposals require a literature review. Reviewers want to know whether you’ve done the necessary preliminary research to undertake your project. Literature reviews should be selective and critical, not exhaustive. Reviewers want to see your evaluation of pertinent works. For more information, see our handout on literature reviews .

Project narrative

The project narrative provides the meat of your proposal and may require several subsections. The project narrative should supply all the details of the project, including a detailed statement of problem, research objectives or goals, hypotheses, methods, procedures, outcomes or deliverables, and evaluation and dissemination of the research.

For the project narrative, pre-empt and/or answer all of the reviewers’ questions. Don’t leave them wondering about anything. For example, if you propose to conduct unstructured interviews with open-ended questions, be sure you’ve explained why this methodology is best suited to the specific research questions in your proposal. Or, if you’re using item response theory rather than classical test theory to verify the validity of your survey instrument, explain the advantages of this innovative methodology. Or, if you need to travel to Valdez, Alaska to access historical archives at the Valdez Museum, make it clear what documents you hope to find and why they are relevant to your historical novel on the ’98ers in the Alaskan Gold Rush.

Clearly and explicitly state the connections between your research objectives, research questions, hypotheses, methodologies, and outcomes. As the requirements for a strong project narrative vary widely by discipline, consult a discipline-specific guide to grant writing for some additional advice.

Explain staffing requirements in detail and make sure that staffing makes sense. Be very explicit about the skill sets of the personnel already in place (you will probably include their Curriculum Vitae as part of the proposal). Explain the necessary skill sets and functions of personnel you will recruit. To minimize expenses, phase out personnel who are not relevant to later phases of a project.

The budget spells out project costs and usually consists of a spreadsheet or table with the budget detailed as line items and a budget narrative (also known as a budget justification) that explains the various expenses. Even when proposal guidelines do not specifically mention a narrative, be sure to include a one or two page explanation of the budget. To see a sample budget, turn to Example #1 at the end of this handout.

Consider including an exhaustive budget for your project, even if it exceeds the normal grant size of a particular funding organization. Simply make it clear that you are seeking additional funding from other sources. This technique will make it easier for you to combine awards down the road should you have the good fortune of receiving multiple grants.

Make sure that all budget items meet the funding agency’s requirements. For example, all U.S. government agencies have strict requirements for airline travel. Be sure the cost of the airline travel in your budget meets their requirements. If a line item falls outside an agency’s requirements (e.g. some organizations will not cover equipment purchases or other capital expenses), explain in the budget justification that other grant sources will pay for the item.

Many universities require that indirect costs (overhead) be added to grants that they administer. Check with the appropriate offices to find out what the standard (or required) rates are for overhead. Pass a draft budget by the university officer in charge of grant administration for assistance with indirect costs and costs not directly associated with research (e.g. facilities use charges).

Furthermore, make sure you factor in the estimated taxes applicable for your case. Depending on the categories of expenses and your particular circumstances (whether you are a foreign national, for example), estimated tax rates may differ. Explain the timeframe for the research project in some detail. When will you begin and complete each step? It may be helpful to reviewers if you present a visual version of your timeline. For less complicated research, a table summarizing the timeline for the project will help reviewers understand and evaluate the planning and feasibility. See Example #2 at the end of this handout.

For multi-year research proposals with numerous procedures and a large staff, a time line diagram can help clarify the feasibility and planning of the study. See Example #3 at the end of this handout.

Revising your proposal

Strong grant proposals take a long time to develop. Start the process early and leave time to get feedback from several readers on different drafts. Seek out a variety of readers, both specialists in your research area and non-specialist colleagues. You may also want to request assistance from knowledgeable readers on specific areas of your proposal. For example, you may want to schedule a meeting with a statistician to help revise your methodology section. Don’t hesitate to seek out specialized assistance from the relevant research offices on your campus. In your revision and editing, ask your readers to give careful consideration to whether you’ve made explicit the connections between your research objectives and methodology. Here are some example questions:

  • Have you presented a compelling case?
  • Have you made your hypotheses explicit?
  • Does your project seem feasible? Is it overly ambitious? Does it have other weaknesses?
  • Have you stated the means that grantors can use to evaluate the success of your project after you’ve executed it?

If a granting agency lists particular criteria used for rating and evaluating proposals, be sure to share these with your own reviewers.

Example #1. Sample Budget

Jet travel $6,100 This estimate is based on the commercial high season rate for jet economy travel on Sabena Belgian Airlines. No U.S. carriers fly to Kigali, Rwanda. Sabena has student fare tickets available which will be significantly less expensive (approximately $2,000).

Maintenance allowance $22,788 Based on the Fulbright-Hays Maintenance Allowances published in the grant application guide.

Research assistant/translator $4,800 The research assistant/translator will be a native (and primary) speaker of Kinya-rwanda with at least a four-year university degree. They will accompany the primary investigator during life history interviews to provide assistance in comprehension. In addition, they will provide commentary, explanations, and observations to facilitate the primary investigator’s participant observation. During the first phase of the project in Kigali, the research assistant will work forty hours a week and occasional overtime as needed. During phases two and three in rural Rwanda, the assistant will stay with the investigator overnight in the field when necessary. The salary of $400 per month is based on the average pay rate for individuals with similar qualifications working for international NGO’s in Rwanda.

Transportation within country, phase one $1,200 The primary investigator and research assistant will need regular transportation within Kigali by bus and taxi. The average taxi fare in Kigali is $6-8 and bus fare is $.15. This figure is based on an average of $10 per day in transportation costs during the first project phase.

Transportation within country, phases two and three $12,000 Project personnel will also require regular transportation between rural field sites. If it is not possible to remain overnight, daily trips will be necessary. The average rental rate for a 4×4 vehicle in Rwanda is $130 per day. This estimate is based on an average of $50 per day in transportation costs for the second and third project phases. These costs could be reduced if an arrangement could be made with either a government ministry or international aid agency for transportation assistance.

Email $720 The rate for email service from RwandaTel (the only service provider in Rwanda) is $60 per month. Email access is vital for receiving news reports on Rwanda and the region as well as for staying in contact with dissertation committee members and advisors in the United States.

Audiocassette tapes $400 Audiocassette tapes will be necessary for recording life history interviews, musical performances, community events, story telling, and other pertinent data.

Photographic & slide film $100 Photographic and slide film will be necessary to document visual data such as landscape, environment, marriages, funerals, community events, etc.

Laptop computer $2,895 A laptop computer will be necessary for recording observations, thoughts, and analysis during research project. Price listed is a special offer to UNC students through the Carolina Computing Initiative.

NUD*IST 4.0 software $373.00 NUD*IST, “Nonnumerical, Unstructured Data, Indexing, Searching, and Theorizing,” is necessary for cataloging, indexing, and managing field notes both during and following the field research phase. Some closing advice

Some of us may feel ashamed or embarrassed about asking for money or promoting ourselves. Often, these feelings have more to do with our own insecurities than with problems in the tone or style of our writing. If you’re having trouble because of these types of hang-ups, the most important thing to keep in mind is that it never hurts to ask. If you never ask for the money, they’ll never give you the money. Besides, the worst thing they can do is say no.

Grant proposals

A grant proposal is a formal document you submit to a funding agency or an investing organization to persuade them to provide the requested support by showing that (1) you have a plan to advance a certain valuable cause and (2) that the team is fully capable of reaching the proposed goals. The document may contain a description of the ideas and preliminary results relative to the state of the art, goals, as well as research and budget plans. This article provides an overview of some steps toward preparation of grant proposal applications, with a particular focus on proposals for research activities in academia, industry, and research institutes.

Different types of proposals

There are different types of grant proposals depending on the objectives, activity period, and funding organization source: (1) research proposals, (2) equipment proposals, and (3) industry-related proposals. Research proposals are those that seek funding to support research activities for a certain period of time, while equipment proposals aim for a certain equipment to be purchased. For equipment proposals to be granted, you need to carefully explain how its purchase could help advance research activities in different directions. Unlike research proposals, which are focused on a specific direction within a certain field of research, equipment proposals can have different directions within different areas of research, as long as the proposed equipment can be used in those areas.

There are also industry-related funding opportunities. For example, the National Science Foundation (NSF) has programs within its Division of Industrial Innovation and Partnerships, in which small businesses and industries can involve research funding opportunities. Examples of such programs include Small Business Innovation Research and Small Business Technology Transfer programs. These opportunities are separate from any opportunities directly involving the companies funding your research, where the companies are the source of the funding.

Steps to submit a proposal

Figure  1 shows an overview of a standard process flow for a grant proposal application, from identifying the needs and focus to acceptance and starting the project. As shown, the process of writing grants is not linear, but rather a loop, indicating the need for consistent modifications and development of your ideas, depending on the input you receive from the funding agencies or the results you obtained from previously funded projects.

Before starting, you need to define the ultimate purpose of the research you want to pursue and to convince others that the work is indeed worth pursuing. Think about your proposed research in the context of problems to solve, potential hypotheses, and research design. To start shaping the idea you are pursuing, ask yourself: (1) What knowledge do I gain from finishing this project? (2) What is the significance of the end goal of the project? (3) How would the completion of this project be useful in a broader sense? Having convincing answers to these questions would be extremely helpful in developing a good grant proposal.

After identifying the needs and focus and initially developing the ideas and plans, the next step is to secure a funding agency to which you would like to submit the grant proposal. It is a good practice to keep track of programs and corresponding funding opportunity announcements for different funding agencies relevant to your field of research. Once you secure a funding agency and find the deadline for submission, review the submission guidelines for the program carefully. The grant proposal document should be perfectly aligned with the structure and content proposed in the guidelines provided by the agency program to avoid any premature rejection of your application. Some programs only require a few documents, while others many more. Some agencies may require a concept paper: a short version of the proposal submitted before you are eligible for a full proposal submission.

After securing the agency/program and reviewing the guidelines, the next step is to write the full proposal document, according to the guidelines proposed by the funding agency. Before submission, review your documents multiple times to ensure the sections are well written and are consistent with one another and that they perfectly convey your messages. Some institutes have experts in reviewing proposal documents for potential linguistic and/or technical edits. Submit at least a day before the deadline to ensure that all documents safely go through. Some agencies have strict deadlines, which you do not want to miss, or you may have to wait upwards of a year to submit again. The agency then usually sends your documents to a few expert reviewers for their comments. The review may be graded or have written comments that require attention and response. A response letter has to be prepared and submitted (according to the agency guidelines) by a new deadline imposed by the agency for consideration by the program manager.

After reviewing the full response and revised documents, the agency will contact you with notification of their decision. If your proposal is accepted, the agency will provide details regarding funding and a start date. During the term of the project, agencies normally require a periodic (quarterly or annually) report in either a written or oral form. Different agencies may have rules for any publications or patents that could potentially result during the project term, when the work is complete or the idea is developed as a result of the awarded grant. As shown in the figure, even if the proposal is rejected, upon careful review, revision, and further development or adjustment of the proposal, you may try for another funding opportunity. After finishing a recently funded project, you can further develop an idea and submit another proposal for funding.

Structure of proposals (NSF example)

The structure of proposals differs with funding agencies. Included is an overview of an NSF proposal as a guide.

In addition to the technical volume (narrative) document, containing all the major descriptions of the project, other necessary documents include bio sketches, budget, justifications, management plan, and project summary. Bio sketches contain resumes of all the principal investigators (PIs), including any prior experience, relevant publications, and outreach activities. Budget and justifications are two separate documents relevant to a breakdown of the required budgets for the project, including salaries for the PIs and the team, travel, publication costs, equipment costs, materials and supplies, and any other relevant expenses. The budget document could be an Excel spreadsheet, indicating the exact dollar amounts, while the justification indicates the rationale for each charge. Depending on the agency and program, some expenses are allowed to be included in the budget list (carefully read related guidelines). Other potential requirements for submission may include a description of the project summary, management plans, and the facilities in which the work will be performed.

The technical volume is likely the one you will spend the most time preparing. It consists of several sections. Included is an example of a structure (read the Proposal and Award Policies and Procedures Guide on the NSF website for details). The total technical volume should not exceed 15 pages, excluding the reference section, which will be submitted as a separate document. While there are different review criteria for an NSF proposal, the main two are intellectual merit (encompasses the potential to advance knowledge) and broader impacts (potential to benefit society). Your proposal should reflect that the work will be rich in these two criteria. NSF reviewers typically provide qualitative grades (ranging from poor to excellent) to the proposal and feedback in their review.

Introduction and overview

The first section of the technical volume may start with an introduction/motivation and overview of the proposed work. This section should be no longer than a page, but should give an overview of the background and state of the art in the research area, motivations, objectives of the proposed work (maybe in the context of intellectual merit and broader impacts), and a brief description of the work breakdown (tasks). The last couple of paragraphs of the introduction could summarize the education and outreach plans, as well as the PIs’ experience and expertise. Feel free to highlight any major statements in this section to serve as main takeaways for the reviewers. Also, making an overview figure for this section may help summarize the information.

Background and relationship to the state of the art

The second section gives more details of background and relationship to the state of the art. This section may be a few pages long and contain figures and relevant citations.

Technical methods and preliminary results

This section should describe the technical methods and preliminary results relevant to the proposed research from your prior work. It should contain illustrative figures and plots to back up the proposed work.

Research plan

After discussing the prior art and the technical methods and preliminary results (in previous sections), you should discuss the proposed research and plan. A good standard is to divide your work into two to three thrusts, with each thrust containing two to three tasks. You can also prepare a timetable (also called a Gantt chart) to indicate when the tasks will be completed with respect to the project term, which is usually between three to five years.

Integration of education and research

The last section should describe any plans for integration of education and research, including any K-12 programs or planned outreach activities.

Results from prior supports

Finally, describe results from all of your prior NSF supports. For each project, provide a paragraph describing the goal of the project, the outcomes, and any related publications. You can also write this section in the context of intellectual merit and broader impacts.

Things to remember when preparing grant proposals

Find the proper timing for any idea to explore. Sometimes the idea you think is worth pursuing is either too early or too late to explore, depending on the existing body of literature.

Begin early to avoid missing any deadlines. Give the process some time, as it could take a while.

Try to have sufficient preliminary results as seeds for the proposal.

Have a decent balance between the amount of ideas and preliminary results you put in the grant proposal. Too many ideas but too few results may make your proposal sound too ambitious, while too few ideas and too many results may make your proposed work seem complete, therefore no need for funding.

Try to attend funding agency panels. It will help you understand the review process, grading criteria, and mindsets of program managers. Learn about proposals that are funded.

Locate any related funding agency announcements to know the deadlines in advance.

Be mindful of deadlines. Last day submissions may jeopardize your funding opportunities.

Learn what is customary. One figure per page is ideal for the proposed technical volume. A wordy proposal with not enough figures will be boring and more difficult for the reviewers to follow.

Do not give up! You may need to submit several proposals (to different programs/agencies) to get one awarded.

Be cautious about self-plagiarism! Do not copy and paste texts/figures from your previously supported proposal or papers in your new submissions.

Be ambitious but practical when developing ideas.

Develop a solid research program. It is not all about hunting grants; it is also how to execute your funded projects. You may have periods (waves) of grant hunting followed by periods of delivering on the funded projects. Any successful prior research can help you gain more funding in the next wave.

With the gracious permission of successful investigators, some NIH institutes have provided samples of funded applications, summary statements, and more. When referencing these examples, it is important to remember:

  • The applications below used the form version and instructions that were in effect at the time of their submission. Forms and instructions change regularly. Read and carefully follow the instructions in your chosen funding opportunity and the Application Guide .
  • The best way to present your science may differ substantially from the approaches used in these examples. Seek feedback on your draft application from mentors and others.
  • Talk to an NIH program officer in your area of science for advice about which grant program would be a good fit for you and the Institute or Center that might be interested in your idea.
  • Samples are not available for all grant programs. Because many programs have common elements, the available samples can still provide helpful information and demonstrate effective ways to present information.

This resource provides general guidelines for grant writing in general and in the scientific disciplines. While grant proposals are almost always overseen by a faculty member serving as the primary investigator (PI), this resource is intended primarily for graduate students and junior faculty seeking to learn more about grant writing in their fields. It is organized according to the following stages of the writing process: I) project planning; II) researching funding opportunities; and III) writing and submitting the grant proposal. Note that the specific requirements of funding agencies vary significantly, and should always be consulted carefully before a grant proposal is begun. It also discusses a number of language considerations regarding grant writing.

Writing Your Grant Proposal

After you have located a funding opportunity, planned your project, and outlined your grant proposal, it’s time to start writing. You may want to first read a few sample grants to better understand the content, tone, and style of successful proposals. Sample grants are often available on the funder’s site and include annotations about the proposals’ strengths and weaknesses.

Remember these key guidelines as you develop your proposal:

Address Experts and Non-Experts

Each of the reviewers should understand your project on a first read, even if they lack expertise in your sub-field. Because funding agencies consider many applications and have a limited amount of grant money, they give preference to projects that have clear aims and methods. Therefore, explain terms that might be unfamiliar to an educated but non-expert audience and avoid excessive use of jargon. The most successful proposals “are written for readers who are scientists but are unfamiliar with the particular article. The prose is kept simple, specialized words and abbreviations are avoided, and every page has at least one diagram or figure. A well-written proposal is written to communicate with all the reviewers, not just those with expertise in the field” (Ogden and Goldberg 21).

While you will likely need to employ specialized terminology in the research methods section in order to provide adequate detail, tailor your other sections to a wider audience. This ensures that all reviewers understand the significance of your proposed study.

Emphasize Actions and Major Steps

The steps involved in the research, and who will be completing them, need to be clear to your reviewers on a first read. To accomplish this, use active voice, which emphasizes who or what is doing the important action in the sentence. To turn passive voice into active voice, ask “What (or what) is doing the action in the sentence?” For more information see our OWL resources on active and passive voice .

Below is a passage from a successful NIH grant application that makes appropriate use of active voice (bold) and passive voice (italics).

In this passage, active voice clarifies the researchers’ actions and the hypothesis’ functions. Note, however, that this author does use passive voice sparingly in order to highlight Cd48AP as the subject of the final sentence.

Another barrier to clarity is overuse of nominalization, or turning verbs (actions) into nouns. Nominalization, like passive voice, can add wordiness and often hides the most important actions from the reader.

For example:

In the sample grant discussed above, for example, the phrase “We hypothesize that” would be “Our hypothesis is that,” consequently adding unnecessary verbiage to the sentence.

Use Diagrams or Other Visuals

Diagrams are useful to cut down on length and reduce verbiage, as well as illustrate complex relationships that may be difficult to clarify in writing alone. The most effective ones are understandable without the reviewer having to refer to the corresponding caption/legend. When incorporating diagrams, remember to follow the funder’s formatting requirements.

The Writing Process: Successfully Submitting your Grant

Grant writing requires a significant investment of time for planning, writing, and revising. Below are a few suggestions to help you submit your grant on deadline, many of which apply to other types of academic writing.

  • Schedule adequate time for writing and revision, asking multiple readers to review your work.
  • Make a grid or a spreadsheet with key deadlines for yourself and/or your team, and hold each other accountable to them.
  • Develop a style sheet for your team that outlines agreed upon usage of terminology, acronyms, hyphenated compound adjectives, or other frequently used words or phrases.
  • Write faithfully for at least 30 minutes a day.
  • Schedule writing time for yourself and show up to it like a job; resist scheduling meetings or other commitments during this time.
  • Ask a mentor who is knowledgeable about the field to review your writing.
  • Submit your application early to avoid last-minute delays or technical problems with the online submission.

What Happens Next ?

Unfortunately, very few proposals are funded initially (some NIH institutes, for example, fund less than 10% of submissions). Those proposals rejected in the first round are often revised and resubmitted. When researchers find themselves in this situation, the most important thing they can do is read the reviews carefully and revise their application accordingly and as quickly as possible. At this point, it is generally helpful to show the reviews to a colleague who is well-versed in grant writing.

Research Project Grants (R01): Sample Applications and Summary Statements

Investigator-initiated  Research Project Grants (R01)  make up the largest single category of support provided by NIDCD and NIH. The R01 is considered the traditional grant mechanism. These grants are awarded to organizations on behalf of an individual (a principal investigator, or PI) to facilitate pursuit of a research objective in the area of the investigator's research interests and competence.

Early Career Research (ECR) R21 Awards: Sample Applications and Summary Statements

The NIDCD Early Career Research (ECR) R21 Award supports both basic and clinical research from scientists who are beginning to establish an independent research career. The research must be focused on one or more of NIDCD's  scientific mission areas . What types of research proposals can this template be used for.

The proposal template follows the standard format for academic research projects, which means it will be suitable for the vast majority of dissertations and theses (especially those within the sciences), whether they are qualitative or quantitative in terms of design.

Keep in mind that the exact requirements for the introduction chapter/section will vary between universities and degree programs. These are typically minor, but it’s always a good idea to double-check your university’s requirements before you finalise your structure.

Is this template for an undergrad, Master or PhD-level proposal?

This template can be used for a research project at any level of study. Doctoral-level projects typically require the research proposal to be more extensive/comprehensive, but the structure will typically remain the same.

How long should my research proposal be?

The length of a research proposal varies by institution and subject, but as a ballpark, it’s usually between 1,500 and 3,000 words.

To be safe, it’s best to check with your university if they have any preferences or requirements in terms of minimum and maximum word count for the research propsal.

How detailed should the methodology of the proposal be?

You don’t need to go into the fine details of your methodology, but this section should be detailed enough to demonstrate that your research approach is feasible and will address your research questions effectively. Be sure to include your intended methods for data collection and analysis.

Can I include preliminary data or pilot study results in my proposal?

Generally, yes. This can strengthen your proposal by demonstrating the feasibility of your research. However, make sure that your pilot study is approved by your university before collecting any data.

How to plan and write a budget for research grant proposal?

Medical research can have an enormous positive impact on human health. Health research improves the quality of human lives and society which plays a vital role in social and economic development of the nation. Financial support is crucial for research. However, winning a research grant is a difficult task. A successful grant-winning application requires two key elements: one is an innovative research problem with best probable idea/plan for tackling it and appropriate planning of budget. The aim of the present paper is to give an insight on funding agencies providing funding for health research including traditional Indian medicine (from an Indian perspective) and key points for planning and writing budget section of a grant application.

1. Introduction

Why health science research is important and why should it to be funded? Science and technology innovations and health research can have an enormous impact on human health. They improve public health, quality of human lives, longevity and have made society better [1] , [2] . Healthy humans with better quality of life are crucial for the social and economical development of the nation [3] . Medical research led to the expansion of knowledge about health problems/conditions and their mechanism, risk factors, outcomes of treatments or interventions, preventive measures and proper management. Clinical studies or trials provide important information about the safety and efficacy of a drug/intervention. Innovative basic science research had led to the discovery of new technology, efficient diagnostic and therapeutic devices. So, currently, an effort with multidisciplinary approach is a demand for better understanding of clinical conditions and providing safest health care to the community [2] , [4] .

Whether it is basic or applied, clinical or non-clinical, all research needs financial support. Considering the importance of research in economic growth of a nation, many countries are increasing their budget for research and development in science. A study on impact of GDP (Gross Domestic Product) on research and development in science among Asian countries has found that one who spends more on research has more research outcomes in the form of total number of research documents, citations per documents and h-index [5] . About 95% of the NIH (National Institutes of Health, USA), budget goes directly to research awards, programs, and centers; training programs; and research and development contracts [6] . Total expenditure carried out for research in India is too less than USA and China. Percentage of GDP for research and development in India is 0.88%, while South Korea, USA and China have 4.292%, 2.742 and 2.1% respectively [7] .

Owing to the increasing competition among the researchers, especially the young ones, for their academic growth, preparing and planning a winning research proposal becomes very essential. A successful grant-winning application requires two key elements: (1) innovative research problem with best probable idea/plan for tackling it and (2) appropriate planning of budget. The aim of the present paper is to give an insight on funding agencies (from an Indian perspective) and key points for planning and writing budget section of a grant application.

2. What is the purpose of the budget plan in a grant application?

A budget is the quantitative expression of a financial plan for future expenses on the project in a given period of time [8] . Budget plan is a key element of a grant application. It demonstrates the required cost for the proposed project. It is a prediction of expenses and serves a plan for funders on how the organization will operate the project, spend the money in a given set of period and where their money will go. It shows the funders exactly what they can support and also helps the institution and investigating team in management of the project. Moreover, budget plan requires for accountability [9] .

3. Which are the funding agencies that sponsor health research in India?

Various national and international sponsoring agencies have identified health problems of priority for funding a research. Some of the leading funding agencies providing grant for health research including alternative systems of medicine in India are given in Table 1 . State Universities/deemed Universities also have a provision of funding for medical research.

4. What constitutes a research project budget?

Proforma of the research grant applications and presentation of budget section may vary among the sponsoring agencies. However, major parts of budget plan in the applications of the above mentioned funding agencies are quite similar. The budget section is broadly divided into two categories: direct and indirect costs.

4.1. Direct costs:

These are the costs incurred specifically to carry out a project [10] . Direct costs include expenses towards personnel, materials, equipments, consumables and travel. These particulars are further categorized into recurring and non-recurring expenses on the basis of their occurrence during the study period. A brief description of the sub-sections under direct cost is given below:

4.1.1. Personnel:

Budget for personnel can be mentioned in this section in case human resources are required for the study and as per funding agency guidelines. Salaries with allowances can be budgeted for human resources such as site manager, research assistant, junior research fellow (JRF), senior research fellow (SRF), research associate, technician, data entry operator and attender. Most of the Indian funding agencies do not have a provision for salaries for the principal investigator (PI) and co-investigators (Co-PI). Ministry of AYUSH [11] and Rajiv Gandhi University of Health Science (RGUHS), Karnataka [12] provide one-time minimal fees for investigators and supporting staff respectively. There is a provision for salaries of investigators in Wellcome trust-DBT India alliance grants [13] .

4.1.2. Recurring expenses:

Recurring expenses are those which are variable and which keep on occurring throughout the entire project duration. Particulars categorized in this category are consumables, chemicals, glasswares, laboratory test charges, diagnostic kits, stationery, prints, photocopies, communication, postage, telephone charges, survey tools, questionnaires, publication charges, reprints, binding etc. Other expenses could be allowances for patients/participants, food charges and physician fees.

4.1.3. Non-recurring expenses:

Non-recurring expenses are those which are one-time in nature or which do not recur at regular intervals. Particulars included in this category are equipments or instruments with its accessories, software's, computer, printer, electrical and electronic items and accessories of the existing instrument in your lab. Percentage of budget allocated for equipment varies among the funding agencies from 25% to 90% of the entire budget. Some of the agencies do not have provision for equipment in budget. Vision Group on Science and Technology allocated their maximum grant (up to 90%) for development of infrastructure of laboratories [14] .

4.1.4. Traveling expenses:

Budget allocated for traveling can be used for attending meetings, conferences, workshops and training programs. Foreign travel is not allowed by any Indian funding agency. Traveling expenses for collection of data, survey and visit to other centers in multicentric study can be budgeted in this sub-section.

4.2. Indirect costs:

These are the costs which cannot be directly attributed to specific expenses of a project, but are required to run a project. It is also termed as overhead charges. Laboratory, electricity, water, library and other facilities are provided by the institution to run a proposed research project. Therefore, a fixed cost (usually) of about 5–15% of the total budget is provisioned as institutional overhead charges which goes to the institution directly. The range may, however, be flexible on the basis of the type of funding agency.

5. Budget justification

Most of the funding agencies require submission of a budget justification with all the items described above. Sometimes it is also called as budget narrative. Explanation of need for each line item in the budget with item-wise and year-wise breakdown has to be provided. Quantification of total costs of each line-item and document cost calculation should be done. When writing a budget justification, it is important to follow the same order as that in an itemized budget. For example, if equipment such as color doppler is required, then justify the need of a device with respect to the proposed methodology of the study. Similarly, for non-recurring expenses, breakdown the consumables item-wise and year-wise with its cost and calculation according to the protocol of the study and justify accordingly.

6. Budget summary

An item-wise and year wise summary of the total budget is usually required in most of the applications. Budget summary outlines the proposed grant and often (most of the format) appears at the beginning of the proposal. It should always be prepared at the end, after the grant proposal has been completely developed. A sample budget summary (as an example) for a proposed study for the duration of three years is shown in Table 2 . In the personnel section, a research fellow salary with allowances is budgeted year-wise. The salary of the research fellow for the first and second year is Rs. 2,30,000 per year (JRF) with an enhancement to Rs 2, 59,000 for the third year (SRF) as per the guidelines of the funding agency. As non-recurring expenses are one time in nature, a budget for equipment was budgeted only for the first year. Under the section of recurring expenses, more budgets are allocated in the second year for consumables because recruitment of subjects in large number will be done during the second year of the proposed study. Similarly, expenses toward travel, investigator fee and other miscellaneous costs year-wise have been budgeted. The emoluments and guidelines on service conditions for research personnel employed in research project by ICMR has been given in reference section [15] , [16] .

7. How to plan a simple research budget?

Planning of the research budget begins with an innovative research question, objectives and design of the study. Before starting to write a budget plan, it is essential to understand the expectations of funding agencies, University/Institute and the team of researchers. It is imperative to keep in mind that the research proposal will be reviewed by both scientific and financial (non-scientific) experts. Hence, the proposal should be prepared in such a way that it can be easily understood by even non-scientific experts.

Firstly, a list of what is essential and would add value for research such as focus of research, primary and secondary outcomes of the study, the source of the sample, study setting, sample design and sample size, techniques used to collect data, method of data analysis and available resources should be made [17] .

Secondly, the instructions, format of the application and rules of the funding agency should be read thoroughly. Budget specifications, limitations of recurring and non-recurring costs, and necessity of budget justification with cost breakdown should be checked. Note that one should not deviate or modify the proforma of the funding agency.

Thirdly, a list of items should be made and categorized into recurring and non-recurring expenses. Breakdown of the budget into item-wise and year-wise with cost calculation should be done. It should be ensured that costs are reasonable, allowable and related to the research proposal, so that the budget appears realistic. Travel expenses should be calculated as per the rules of the funding agency.

Fourthly, item-wise and year-wise justification of the requirement in a same sequence of format should be provided. A well-justified budget can enhance the evaluation of the research proposal by reviewers and funding body.

The last most important part is to review the budget and verify the costs and calculation. It is better, if other research team members can review the budget plan and re-calculate the costs thoroughly. Remember, too high budget and too low budget with respect to the research proposal are suspicious and chances of receiving a grant are less.

Catalyzing human-centered solutions through research and innovation in science, the environment and society

Dear Colleagues:

The U.S. National Science Foundation (NSF) seeks to build research capacity and infrastructure to address complex and compounding national and global crises whose solutions require a human-centered approach. To help generate effective and long-lasting solutions, NSF is providing this funding opportunity to inform possible future Centers for Research and Innovation in Science, the Environment and Society (CRISES).

The envisioned centers will catalyze new research and research-based innovations to address seemingly intractable problems that confront society. Research is needed to anticipate how to effectively respond to social, political, economic, and environmental change resulting from systemic disruptions to mitigate and minimize negative impacts on humanity.

This funding opportunity for planning proposals is led by NSF's Social, Behavioral and Economic Sciences Directorate (SBE) with support from NSF's directorates for Geosciences (GEO), Biological Sciences (BIO), Engineering (ENG), Technology, Innovation and Partnerships (TIP), and STEM Education (EDU), as well as the Office of International Science and Engineering (OISE) and the Office of Integrative Activities (OIA). By supporting research to understand the social and behavioral aspects of the rapidly changing world and how these challenges are affected by social, political, economic, and natural environments this DCL aims to advance understandings of fundamental and use-inspired research of people, organizations, and society, while revealing emerging opportunities to address challenges affecting individuals and communities to live healthy and productive lives.

This announcement encourages multi-disciplinary teams led by social or behavioral scientists to develop research programs to advance scientific understanding of critical challenges facing social and environmental systems at local, regional, and global scales.

A deeper, more contextualized understanding is needed to address the many crises facing the world today. Threats to well-being, such as workforce disruptions, governance failures, extreme social and systemic inequities, institutional mistrust, genocides, extremism, wars, decreasing availability and/or quality of natural resources, and the impacts of environmental change, require immediate and innovative solutions and interventions. There are many profound challenges that undermine the success and sustainability of society. In all these cases, human beings and their behavior shaped by society and culture play direct roles in causing crises and responding to severe threats to well-being and even existence.

This DCL seeks to catalyze multi-disciplinary and transdisciplinary research led by social science investigations to improve human livelihoods and support healthy ecosystems by driving discoveries and findings from these areas of research addressing any problems associated with community vulnerability, resource depletion, environmental degradation, group and regional conflict, prejudice, poverty, crime, and violence. Teams of researchers representing diverse disciplinary approaches can develop critical advances and scientific innovations and interventions. Multi-disciplinary teams draw from different theoretical perspectives, varied methodological tools, as well as insight from the communities being served/impacted to drive the context and solution development. This will help to improve the understanding of actions by humans and their institutions and their consequences in more comprehensive ways.

This opportunity supports multi-disciplinary teams, led by researchers in the social, behavioral, and economic sciences, who use empirical methods to grapple with crises that impact individuals, families, communities, organizations, regions, nations, and the planet. The CRISES initiative invites planning proposals as a first step toward facilitating the creation of large-scale interdisciplinary research centers that will address today’s crises and ultimately enhance people’s quality of life. Suitable topics for CRISES may focus entirely on social and behavioral dynamics or address intersections among different components such as economic, political, environmental systems, and the built environment.

Proposal and Award Scope

Through this funding opportunity, NSF seeks to invest in ideas that can potentially serve as the basis for a larger, center-scale activity.

NSF supports a variety of centers that contribute to its mission and goals. Centers leverage research opportunities when the complexity of the research program or the resources needed to solve the problem are of great scope, scale, and duration. Centers require unusually large amounts of equipment, research infrastructure, facilities, and/or people. Centers are a principal means by which NSF fosters interdisciplinary research.

In this call, NSF invites planning proposals for up to $100,000 that will bring together experts across disciplines to seed ideas and help inform the possible full-scale implementation of a CRISES center. As described below, teams are to be led by social scientists and the involvement of researchers from diverse disciplinary perspectives outside the social sciences is encouraged.

A planning proposal is used to support initial conceptualization, planning and collaboration activities that aim to formulate new plans for large-scale projects in emerging research areas for future submission to an NSF program. Planning activities can provide teams with the opportunity to envision structures that would ultimately compose a center. This effort can include forming partnerships with stakeholders and engagement with communities directly impacted by the focus area and outcomes of the research, working as a team to refine the scope and vision for a center, and creating a vision for the potential broader impacts of a center, including diversity, workforce development, and education. Building the framework for a center requires time and investment to strengthen relationships and refine a common vision. Planning proposals are intended to support teams in that process.

Proposals must include the following:

  • A lead principal investigator who is a social, behavioral, or economic scientist (with a degree in the SBE sciences or significant publications in SBE journals).
  • A focus on at least one program area currently supported by the SBE directorate.
  • Identification of the problem(s) the center will address along with a statement of the scope and approach.
  • Planned activities that will bring together experts from a range of disciplines to explore the creation of a center to study and develop solutions to one or more pressing societal issues.

Additional principal investigators included in the proposals can be experts in other disciplines. Proposals must demonstrate an interdisciplinary approach beyond that of any single disciplinary program. This DCL encourages the participation of researchers from Minority-Serving Institutions (MSIs), Primarily Undergraduate Institutions (PUIs), eligible institutions in EPSCoR jurisdictions, as well as non-profits and local and state government organizations.

NSF anticipates funding approximately 10-12 awards through this opportunity, subject to the availability of funds and the quality of proposals received.

Proposal Instructions

Planning proposals must be prepared and submitted in accordance with the guidance contained in Chapter II.F.1 of the NSF Proposal & Award Policies & Procedures Guide (PAPPG) . Proposals may be submitted via either Research.gov or Grants.gov.

Prior to submission, potential research teams interested in submitting a planning proposal are required to first send a research concept outline, including project title, team members, institutions involved and a summary of the project concept (up to two pages) by email to [email protected] .

Concept outlines and planning proposals should address the following: (1) Problem Statement, (2) Scientific Approach (e.g., data products and analytical approaches), (3) Planning Activities (e.g. timeline and structure of meetings, workshops, synchronous/asynchronous coordination), and (4) Outcomes and Deliverables (i.e., what would be realized at the completion of the planning endeavor). To ensure proper processing of the Concept Outlines, the subject line of the initial email inquiry should begin with: "Concept Outline: CRISES:" Concept outlines should be submitted by email to [email protected] by May 1, 2024 . NSF program directors will review the concept outlines and will authorize those that fall within the scope of this DCL for submission of a full planning proposal. All PIs will receive notification by May 15, 2024 .

  • Planning proposals may only be submitted with NSF approval of a submitted Concept Outline. The email confirming approval to submit must be uploaded in the "Program Officer Concurrence Email" section of Research.gov or as a supplementary document in Grants.gov.
  • Proposal titles should start with "CRISES:" and be submitted under the CRISES program description, PD 23-265Y . Please note that if submitting via Research.gov, the system will automatically prepend the title with "Planning" when the proposal is created.

The target date for full planning proposal submissions is by 5 p.m. submitting organization’s local time on July 1, 2024 . and planning proposals will only be accepted if accompanied by the email authorization to submit obtained in response to the research concept outline. Planning proposals submitted without written authorization from an NSF program director will be returned without review.

NSF anticipates that awards will be made in the summer of 2024.

Bo Zhao , assistant professor in the Mechanical Engineering Department at the Cullen College of Engineering, has earned funding from the National Science Foundation for a pair of research proposals in the past year.

In February, his proposal “Nonreciprocal Photonic Devices for Solar Thermophotovoltaics” was selected for $50,000 in funding. The research is part of the NSF's Innovation Corps (I-Corps) program, which is a seven week “immersive, entrepreneurial training program that facilitates the transformation of invention to impact.”

According to the project's abstract, “The development of a nonreciprocal photonic solution for solar energy harvesting systems. Compared to traditional solar cells, this proposed technology enables continuous electricity production in a cost-effective manner, operates around the clock, demonstrates compactness, scalability, and portability, and, most importantly, exhibits significantly higher efficiency compared to traditional solar photovoltaic systems. In addition, the portable nature of this technology makes it particularly suitable for deployment in underdeveloped regions and areas where establishing conventional power plants is challenging.”

Zhao also received $351,337 in June for his proposal , “Thermal Emission beyond the Conventional Kirchhoff's Law.”

According to the research abstract, “Despite the great benefits of nonreciprocal thermal emitters in solar energy, heat rectification and circulation, the understanding of nonreciprocal thermal radiation is lacking. This project aims to demonstrate a new theory valid for all thermal emitters, including nonreciprocal ones. We refer to this theory as the generalized Kirchhoff's law.”

Zhao joined the Cullen College of Engineering in Fall 2021, after working as a postdoctoral research associate at Stanford University. He earned his Ph.D. from Georgia Institute of Technology in 2016.

Currently, he serves as the director of the Thermal PhotoinX (TPX) Lab at UH, where his research group focuses on the theoretical and experimental aspects of thermal photonic transport processes. Their work aims to advance thermal management, energy conversion and information processing.
