List of Public Administration Dissertation Topics

Being a grad student is hard on its own. There is so much pressure and responsibilities that just fall on your shoulders. However, as all of your hard work was not enough to graduate, you also must complete one final paper. Now, a dissertation is no ordinary paper. First, it should demonstrate all the skills and knowledge that a grad student accommodated during their years of studies. Next, it should be informative and valuable for academia. Hence, a student should come up with a unique and original idea.

Choosing between great public administration dissertation topics is not an easy task. Though, it’s possible. All you need is a good approach and determination. Also, if you ever hit the dead end, you can always look for some tips and suggestions online. This guide is one of such online helpers. Let’s see what it has to offer.

What Is Public Administration?

So, public administration is responsible for all the governing systems of a state. It is the area that helps to organize and coordinate government operations. This discipline is essential for the healthy functioning of states and cities. It brings order and control to the system. However, this area also has numerous responsibilities which are hard to remember at first. This is because it operates on multiple levels and covers so many various structures and fields. Overall, this area of study can give you limitless ideas to write about.

How to Choose Topics in Public Administration

Choosing ideas for paper writing is never an easy task. It requires a lot of time, effort, and erudition. Hence, first of all, each graduate student should be well aware of current public administration issues. Students should show their deep knowledge of the issues they are describing. So, when choosing, you can first pick the area of study you feel most comfortable at; for example, it can be immigration, healthcare, drug control, or else.

Next, think of the issues that you are most interested to talk about or that seem to be most relevant at the moment. Can you bring something new to the discussion? Will your work change the perception of those issues? Can it be the ground for further research and exploration? Your goal here is to create a meaningful and useful piece of work that other scholars can further use in their writing. It’s not only about grades anymore but about being of use to your fellow colleagues.

Yet, your idea can even come from your previous essays. For instance, you can easily look for public administration research paper topics and use them for your graduation work. The only difference between them is that the latter should have a more narrow and nuanced take on things.

Tips on Choosing a Topic

Choose a topic.

Choosing a topic does not seem like it should be difficult. Unfortunately, it often is.

Frustrated stick figure flips desk. Captions says Example A: Choosing a topic.

Choosing a right topic can often make the entire process much easier. This can be done if you follow these steps.

1. Pick a topic that interests you.

The topics we can choose are often dictated by assignments, classes, professors, etc. But, find a topic you like will make the process more rewarding.

If you have an open-ended assignment, browsing the databases listed below can help you decide on a topic by giving you a jumping off point. They also have the added benefit of suggesting many different resources once your topic is found:

  • CQ Researcher This database publishes reports that provide overviewed, background information, opinion pieces, and lots of references for a large collection of topics. A really great place to start, if you aren’t certain what’s out there.
  • Opposing Viewpoints in Context Much like CQ Researcher, this database provides overviews, media, background information, and lots of references on specific topics that are known to be in the public eye. A great place to browse for topics, or to find out more about one you’re considering.
  • Google News or Yahoo News – specific topics Google or Yahoo news can show you topics that are currently being discussed. It can be a good place to start.

2. Find information on your topic.

You may find a topic like "Obesity" or "Fracking" interesting enough to write about, but not know very much beyond what you've noticed in the news.

Stick figure looks as though he or she is in thought. Caption says Just what is fracking, anyway.

That's okay! Even for subjects that you feel that you know a lot about, it's hugely beneficial to get background information. That's where encyclopedias and other reference materials come in. You can use them to discover definitions, general trends, subtopics, and other items of interest about the subject you are interested in. Once this information is gathered, you can use it conduct more effective research.

Stick figure looks amazed. Wikipedia? Caption says But I can't use that (even though I secretly do).

Didn't think you'd see this here, did you?

Wikipedia is a really good example of a reference source: a place you go when you want to see what something is. Just like many other encyclopedias, it can give you a basic overview, related topics, and even a brief history of your subject. However, because pages can be edited by anyone (your mom, your little brother, your nosy neighbor down the street), there’s a risk that someone has messed around with the information and it’s completely wrong . On top of that, you can’t cite it. So feel free to use it, but make sure you use it wisely.

  • Gale Virtual Reference Library (GVR) Imagine this as Wikipedia’s older, more reliable sibling, the one you can count on to not exaggerate or just plain lie. It works the same way, but people who have definitely done their research are the ones writing the entries. What’s more, unlike Wikipedia, most instructors will allow materials from GVR to be cited in your assignment. Information isn’t worth very much if you can’t use it!
  • Oxford Reference Online , and Sage Reference Online Just like the GVR, but from different publishers.

Now that you’ve done your background research, your topic should be shaping itself more clearly to you. It can help at this point to create a concept or mind map that demonstrates the interconnected aspects of the topic and how they relate to each other.

It’s now that you need to take the aspects of the topic that are of most interest to you, and form them into a question that your research assignment will answer. This question will guide your research forward, helping you to stay focused and relevant.

3. Create a research question.

When the time comes to do the bulk of your research, three different things can happen with your results.

First image- stick figure is angry and the caption says Too much. Second image - stick figure is angrier and the caption says Not enough. Third image - stick figure is extremely angry and the caption says Irrelevant. Fourth image - Stick figure is happy and caption says Just right.

It’s not pleasant to be on the verge of writing a paper or script, only to find that your topic is too new, obscure, narrow, or broad to find enough supporting research to complete. So it’s important to try it out, and to change your topic, if you find yourself with too many, too few, or irrelevant results.

Some good general tools to try a preliminary search in are:

  • LIONSearch This tool is a single interface to the combined resources provided by the Penn State University Libraries. What that means is that LIONSearch covers almost everything that the library has access to, both print and digital collections. The Google of the library, if you will.
  • Academic Search Complete Comprehensive scholarly, multi-disciplinary full-text database, with more than 5,300 full-text periodicals - in other words, lots of great stuff!
  • The CAT This is the library’s traditional catalog, but it doesn’t only search books. Ebooks, videos, journals, and many other types of media can be found here as well

While you’re searching, if you find a few articles or books that you really like, use the GET IT! button

GET IT button

Example questions might be:

  • How has the obesity epidemic affected Native communities in the United States?
  • How has the economy of North Dakota been affected by fracking?

As you can see, these questions take specific aspects of the broader topics of “obesity” and “fracking,” and narrows them both into focused queries that a thesis statement then begin to answer.

5. Broaden or narrow your topic as needed.

If during your test search, you found too many or too few results, you may need to either narrow, or broaden your topic to make it more manageable.

  • To narrow your topic, consider making it more specific. Focus on one aspect of your topic. This can include geographical area, culture, time frame, discipline, and population group (age, gender, ethnic group, profession, etc).
  • To broaden your topic, consider backing away from your more specific descriptors. Topics that are very narrow are often locally confined, recent, or focusing on very specific aspects of a larger whole (eg. Lady Gaga vs. Pop Music).

If you're having any difficulty with this step, or any other, feel free to Ask a Librarian .

UCF Doctoral Student Earns American Society for Public Administration Fellowship

Kathryn Hickey is one of 20 in the country named 2024 Founders’ Fellow, a competitive honor for rising professionals.

By Natalie Fedor | April 16, 2024

thesis topic in public administration

A College of Community Innovation and Education student is joining a premier group for future public servants that will offer her invaluable career development and mentorship opportunities.

Public administration doctoral student Kathryn Hickey was recently named a Founders’ Fellow for the American Society for Public Administration (ASPA), the most competitive program ASPA offers for rising professionals in public service. Hickey was one of just 20 members accepted nationwide for the 2024 cohort.

Hickey’s first act as a Founders’ Fellow was attending the ASPA conference earlier this month and presenting her research thus far as a second-year doctoral student in the School of Public Administration. The research Hickey shared at the conference focused on the effects of the pandemic on low-income students.

Part of the fellowship includes being matched with a mentor for the year-long program, who can help guide Hickey through conference presentations, scholarly writing — including her dissertation — and professional networking. The program itself also guarantees Hickey a publication in the PA Times Online, accelerating her career in the field.

Hickey says she’s most looking forward to the mentorship and networking assistance that the fellowship will provide, especially as she will have someone to guide her through conferences and large events that can sometimes be intimidating when starting out.

She was inspired to study public administration through her previous career as a educator, though it was not a straightforward path. Hickey started out as a teacher and then went on to serve in the Peace Corps, working in Fiji. Upon returning, she got her master’s in community psychology but says she struggled to find jobs. She also knew that she wanted to make a bigger impact.

“I went to teaching and did that for a while, and I know this sounds cheesy, but I want to save the world — or at least try to make it a better place,” Hickey says. “At first, I wanted to be a teacher and teach kids to become better people in this world. Then I realized I wanted to work on a more macro level, with laws and policies.”

An area of research she was inspired to pursue from her prior experiences in teaching is studying the effects of anti-LGBTQ laws.

“I’m focusing on marginalized groups and queer youth,” she says. “The youth aspect is really important to me as a former teacher of seven years.”

After graduation, Hickey wants to work for a think tank where she can conduct research that informs new policies or advocacy.

Hickey says she is thankful for the faculty and cohort members who have helped get to this point in her doctoral program.

“Working with the professors at UCF has been really exciting,” Hickey says. “I now have my dissertation chair and committee, and it’s been amazing to see the professors be excited about helping you. The professors truly care, and my cohort has become like a family.”

Update: April 12, 2024

An endangered smalltooth sawfish is recovering today after being rescued from Cudjoe Key and transported to Mote Marine Laboratory’s facility yesterday. A member of the public reported the animal swimming in circles in Cudjoe Bay. Biologists with the Florida Fish and Wildlife Conservation Commission and Mote Marine Laboratory responded to the distressed sawfish. They completed a quick field assessment that included taking samples, measurements, and tagging, before making the rescue decision. The sawfish was loaded onto a vessel and provided respiratory assistance during the short boat ride to a temporary holding tank.

The sawfish is a 11-foot male. It has been treated and observed around the clock since its rescue on April 5. Veterinarians have provided care and treatment, which will continue for rehabilitation. Once the animal appeared capable of withstanding the nearly 7-hour drive to Mote Marine Lab’s facility, biologists carefully loaded it into a transport trailer operated by Ripley’s Aquariums. Ripley’s Aquariums conservation team monitored the sawfish and water quality conditions throughout the trip to the facility.

Now at Mote, scientists will continue to monitor and treat the sawfish. We hope it will be fully rehabilitated and returned to the wild. We are excited about the successful steps to date in rescuing endangered smalltooth sawfish and look forward to building upon lessons learned.

The team continues to monitor the sawfish hotline for additional rescue opportunities. Florida Fish and Wildlife Conservation Commission has responded to dozens of reports over the last 2 months. They have provided aid and collected samples when possible, as well as performing necropsies on dead sawfish. With this first rescue success, we are hopeful to rescue additional sawfish while continuing to provide aid to others in the wild. If you see a sawfish in distress, call (844) 4-SAWFISH) or email [email protected].

March 27, 2024: An Attempt to Rescue Sick Sawfish

Next week, NOAA Fisheries will initiate an emergency response effort with partners to attempt to rescue and rehabilitate smalltooth sawfish affected by this mortality event. We hope to prevent additional losses of this endangered species.

An effort of this kind has never been done before in the United States. The logistics are complex.

“If the opportunity presents itself, this would be the first attempt ever to rescue and rehabilitate smalltooth sawfish from the wild,” said Adam Brame, NOAA Fisheries’ sawfish recovery coordinator. “We’re hopeful for positive outcomes from these rescue attempts, and grateful to our partners for their support as we work to protect this endangered species.”

“It’s important to note that active rescue and rehabilitation are not always effective in saving stranded animals. However, it can still give us critical information to learn about the nature of the distress,” he added.

Understanding the Response Effort

The Florida Fish and Wildlife Conservation Commission is documenting reports of abnormal fish behavior, including spinning, in the Lower Florida Keys. Along with this abnormal behavior, there have also been reports of fish deaths in these areas, including more than 38  smalltooth sawfish as of April 11. The Commission is leading an  effort to investigate the abnormal behavior and cause of death. NOAA Fisheries is leading the rescue effort.

Why is rescue and rehabilitation necessary?

The smalltooth sawfish was the first marine fish to receive  federal protection as an endangered species under the Endangered Species Act in 2003. They were historically found in coastal waters from Texas to North Carolina, but now generally only found in Florida.

As of April 11, we have 38 documented sawfish deaths. Affected sawfish have been large juveniles and adults (7–14 feet in length).

“We suspect that total mortalities are greater, since sawfish are negatively buoyant and thus unlikely to float after death,” said Brame. “Given the limited population size of smalltooth sawfish, the mortality of at least two dozen sawfish could have an impact on the recovery of this species.”

Who is participating?

  • NOAA Fisheries
  • Florida Fish and Wildlife Conservation Commission
  • Havenworth Coastal Conservation
  • Ripley’s Aquariums
  • Mote Marine Laboratory
  • Dynasty Marine Associates, Inc.

What is the care plan for rehabilitation?

Veterinarians and scientists are working to better understand the cause of these issues and will  develop specific care guidelines as we learn more. We will work directly with the animal care teams. The rescued sawfish will be under constant observation at quarantine facilities.
