  • Leaders from the world’s twenty largest economies are gathering in Bali, Indonesia this week to discuss the world’s most pressing challenges.
  • High on the list of agenda items this year are US-China trade relations, the war in Ukraine and the likely economic recession.
  • This is the first meeting of the Group of 20 (G20) since Italy hosted the 2021 G20 summit in Rome.

This year’s Group of 20 (G20) summit is being chaired by Indonesian President Joko Widodo, who has hailed the two-day gathering as an opportunity “to build a healthier, more just, and a more sustainable order” in the aftermath of the COVID-19 pandemic.

The G20 Countries

The G20 is a forum of the twenty largest economies in the world that meets regularly to discuss the most pressing issues facing the global economy.

Together, the G20 accounts for more than 80% of world GDP, 75% of global trade and 60% of the population of the planet. The current members are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, South Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the United Kingdom and the United States, plus the European Union.

What does the G20 discuss?

The G20 started in 1999, following the Asian financial crisis, as a forum for finance ministers and central bank governors from the major developed and emerging economies to discuss global financial issues.

Amid the global financial crisis in 2008, it grew into the leaders’ summit, a place where presidents and prime ministers could get together for two days to try to solve the world’s economic problems.

Successive meetings of G20 leaders were held in Washington DC in 2008, London in early 2009 and Pittsburgh in late 2009, and have since become annual fixtures.

In the run-up to summits, senior officials known as "sherpas" thrash out the issues for discussion, with the aim of getting G20 members to reach agreement at the summit. Like sherpas in the Himalayas, they help guide their leaders through often difficult terrain, and do the diplomatic legwork.

There are also meetings of finance ministers and central bank governors, trade representatives and anti-corruption working groups.

Who is invited?

The G20 presidency rotates between members and is picked from different regions each year. In 2015, the G20 host was Turkey. This year it is China’s turn, with the theme: “Toward an innovative, invigorated, interconnected and inclusive world economy.”

Spain is a "permanent invitee", and the G20 host also invites a handful of guest countries as a way of reaching out to non-members. However, to invite more nations to join the G20 would make decision-making too cumbersome, the thinking goes.

The heads of a number of international organizations also participate, including the International Monetary Fund, the United Nations, the World Bank and the World Trade Organisation.

Why the summit matters

While the G7 is made up of rich countries, the G20 manages to get leaders from both developed and emerging economies around the table, representing a far broader range of views.

It has been credited with reaching important agreements such as the trillion-dollar pledge in 2009 to help struggling economies during the global financial crisis.

Sometimes, however, it has proved hard for such a diverse group of countries to reach consensus. The hope that the G20 agenda would broaden beyond the global economy to include discussion of political issues, such as security and climate change, has not really materialized.

When President Biden took office, he committed to restore the United States’ leadership role in the world, rebuild our relationships abroad, and champion an economic agenda at home and abroad to deliver sustainable and inclusive growth for American families—and families everywhere. This week, at the G20 Summit in New Delhi, President Biden continued to deliver on those commitments. Leading by example and working with partners around the world, the United States and the G20 delivered for developing countries, for our shared planet, and for an inclusive and responsible digital transformation. At a moment when the global economy is suffering from the overlapping shocks of the climate crisis, fragility, and conflict—including the immense suffering unleashed by Russia’s war in Ukraine—this year’s Summit proved that the G20 can still drive solutions to our most pressing issues. The United States is committed to the G20 and to building on the progress made in India’s G20 Presidency, starting with Brazil’s Presidency in 2024 and South Africa’s Presidency in 2025. In a sign of the President’s steadfast commitment to the G20 as the premier forum for international economic cooperation, the United States will host the G20 in 2026. As President Biden called for last year at the U.S.-Africa Leaders’ Summit, the United States is also pleased to have supported and now welcome the African Union as a permanent member of the G20, a reflection of both the G20’s vitality and the important role of Africa in the global economy. Delivering for Developing Countries At the midpoint of the 2030 Agenda for Sustainable Development, compounding crises have resulted in a stalling or reversal of development gains. The United States remains committed to the full implementation of the 2030 Agenda, both at home and around the world. At home, President Biden is rebuilding the American economy from the bottom up and middle out and making historic investments in our infrastructure, our people, and our climate. These policies have enabled the United States to have the strongest recovery of any major economy. As the world’s largest bilateral donor of official development assistance, the United States is working to help develop countries support their development priorities in areas like inclusive growth, infrastructure, education, health and health security, and resilient and sustainable food systems. Recognizing that public funding alone is not enough, President Biden is championing an ambitious agenda to mobilize significant additional financing for development from all sources—public and private, domestic and international. At the G20, he delivered key elements of that agenda.

  • Delivering a better, bigger, more effective World Bank.  The United States is championing a major effort to fundamentally reshape the multilateral development banks to meet 21 st  century challenges. Over the last year, the World Bank, with the backing of the G20, has made meaningful progress in unlocking new financing capacity and advancing operational reforms. Under Ajay Banga’s leadership, the World Bank is set to play a transformative role in addressing global challenges. Last month, President Biden asked Congress for funds to unlock more than $25 billion in World Bank Group concessional financing. In New Delhi, he rallied G20 partners to agree to collectively mobilize more headroom and concessional finance to boost the World Bank’s capacity to support low- and middle-income countries. This initiative will make the Bank a better and bigger institution able to provide resources at the scale and speed needed to tackle global challenges and address the urgent needs of the poorest countries.
  • Supporting countries that fall into economic crisis.  President Biden called on the G20 as leaders in the global economy to provide meaningful debt relief so that low- and middle-income countries can regain their footing as they seek to recover from compounding economic shocks in the last few years, and invest in critical development needs. Leaders in New Delhi committed to redouble efforts to resolve ongoing debt distress cases—like Ghana and Sri Lanka. President Biden made it clear that the United States expects meaningful progress by the World Bank and IMF Annual Meetings in October. 
  • Make financing more sustainable . President Biden pressed leaders to think beyond our current frameworks to provide new solutions to help translate unsustainable debt into transformative investments. The U.S. Development Finance Corporation has provided such financing to facilitate more than $1 billion in debt for nature swaps in the Western Hemisphere and Africa—unlocking funds for countries to tackle the climate and biodiversity crises and to invest in other critical development needs. At the G20, President Biden also pressed all creditors—including the private sector and multilateral development banks—to offer climate resilient debt clauses in their lending. The U.S. Export Import Bank is preparing to do so in select bilateral lending, in line with its governance framework.
  • Developing transformative economic corridors and scaling high-quality investments through the Partnership for Global Infrastructure and Investment (PGI).  At an event co-hosted by President Biden and Prime Minister Modi, President Biden and partners announced a landmark India-Middle East-Europe Economic Corridor that will usher a new era of connectivity from Europe to Asia, facilitating global trade, as well as cooperation on energy and digital connectivity. President Biden also announced a new partnership with the European Union to expand investments in the Lobito Corridor. The President called on partners to deploy public capital to strategically leverage the expertise and financing of the private sector to help secure and diversify 21st century energy supply chains, expand digital connectivity, increase electricity access, bolster food security, and strengthen health systems.

Working for a Just Peace in Ukraine President Biden is engaging with countries around the world in pressing for a just peace in Ukraine based on sovereignty and territorial integrity. One and a half years after Russia’s illegal and unjustified aggression against Ukraine, G20 leaders joined President Biden in welcoming efforts to secure “a just peace that upholds all the Purposes and Principles of the UN Charter.” G20 leaders emphasized that countries must refrain from the threat or use of force to seek territorial acquisition against any state’s territorial integrity and sovereignty. G20 leaders also united in highlighting the human suffering and severe economic impacts of the war against Ukraine. The statement highlighted that major economies from around the world – including Brazil, India, South Africa – are united in the need for Russia to uphold international law including territorial integrity and sovereignty.  Delivering on Food Security Since the beginning of his Administration, President Biden has made global food security a priority and galvanized collective action to respond to the global food crisis. The United States has committed more than $15.2 billion in critical humanitarian assistance and medium- to long-term food security investments around the world. These investments have helped countries address acute needs and avert famine, as well as diversify their supply chains. At the G20, President Biden championed an agenda focused on mitigating the acute food crises the world is facing today, as well as working together with G20 countries to mitigate against future shocks. 

  • Addressing the food security crisis exacerbated by Russia’s unlawful war in Ukraine.  Russia has intensified its attack on global food security with its July decision to withdraw from the Black Sea Grain Initiative (BSGI)—which was responsible for nearly 33 million tons of food exports, about two-thirds of which went directly to middle- and lower-income countries—and its attacks on Ukraine’s port infrastructure to prevent Ukrainian grain shipments from getting to those who need it most. The United States continues to lead the charge to mitigate the impact of Russia’s invasion on world food security and to provide food assistance to the most vulnerable populations in the world. In addition to the more than $15.2 billion that the United States has provided since 2021 to address famine and food insecurity, the Biden-Harris Administration and G7 leaders have rallied the world to contribute an additional over $4.5 billion for acute and medium to long term food security assistance, half of which came from the United States. At the G20, President Biden was unequivocal in calling on Russia to stop weaponizing food, which is causing immense human suffering around the world. G20 leaders united to call for the full, timely and effective implementation of the BSGI.   
  • Building more resilient food systems to mitigate against future food shocks . Collective G20 action is necessary to help address global food, climate, and supply chain shocks, prevent hunger and build more sustainable, inclusive, and resilient agriculture and food systems. In New Delhi, President Biden joined G20 leaders in committing to keep food supply chains and trade open, including for agricultural inputs like fertilizer and seeds; adopt and expand climate-smart agricultural practices; invest in critical agricultural infrastructure; promote innovative agricultural research and innovation; and use digital technology to help lower production and transportation costs and diversify access to new global food markets.

Delivering on Global Health Challenges The United States is the world’s largest bilateral donor for global health and is committed to working alongside the G20 to build a safer, more equitable future. This includes working together to invest in health equity through vaccine distribution, expanding and improving access to health systems, and facilitating the availability of quality services to historically marginalized groups. It also includes strengthening health systems and institutions; combatting infectious diseases including HIV/AIDS, tuberculosis and malaria; advancing sexual and reproductive health and rights, and accelerating efforts towards universal health coverage.

  • Improving pandemic preparedness and response.  Last year, President Biden galvanized the world to help launch a new Pandemic Fund to fill critical gaps in pandemic preparedness and global health security, committing $450 million and unlocking an additional $1 billion in initial contributions from nearly two dozen countries and philanthropies. This year, the Pandemic Fund is a reality, and recently concluded its first call for proposals, approving $338 million in grants to 37 countries across 6 regions to strengthen disease surveillance and early warning systems and laboratories. In New Delhi, President Biden made it clear that the G20 cannot lose its focus on improving pandemic preparedness, prevention, and response. To this end, he has committed an additional $250 million in planned funds to the Pandemic Fund.
  • Building stronger health systems.  As we emerge from the acute phase of the COVID-19 pandemic, many countries’ health systems are struggling to restore access to basic services, like routine childhood immunization and maternal health care. To help the world get back on track, President Biden launched the  Global Health Worker Initiative  in 2022, recognizing that a health workforce that is supported, equipped, and protected is necessary to reclaim lost ground from the pandemic and prepare for future health threats. President Biden urged G20 leaders to commit to reverse the first global decline in life expectancy in more than seven decades. G20 leaders committed to work together to strengthen primary health care and restore essential health services to better than pre-pandemic levels by the end of 2025.  
  • Tackling the overdose crisis : G20 leaders came together for the first time to elevate counternarcotics challenges, and synthetic drugs in particular, as a G20 priority. Leaders recognized the shared public health threats posed by synthetic drugs and committed to enhanced information sharing and capacity building to address these challenges, advancing the critical actions the Biden-Harris Administration is taking to address the overdose crisis at home.

Delivering for Our Planet Building a clean energy economy here at home is one of President Biden’s top priorities. But climate change is an issue that requires global action, and the G20 is collectively responsible for about 80 percent of global emissions. In New Delhi, President Biden secured commitments to ensure the G20 continues to set its collective ambition high to address the climate crisis.

  • Tripling global renewable energy capacity by 2030.  At home, President Biden signed into law the Inflation Reduction Act (IRA) to increase investments in clean energy technologies. Outside estimates report that the IRA has already created more than 170,000 jobs and will create 1.5 million over the next decade. And the IRA will expand clean energy supply, speed global adoption, and drive down technology costs by as much as 25 percent globally. I In New Delhi, President Biden and G20 leaders committed to pursue efforts to triple global renewable energy capacity by 2030, encouraging more countries to follow the IRA playbook of investing in clean energy manufacturing and deployment, creating jobs, and fighting climate change.
  • Recognizing the need to peak global emissions by 2025 . President Biden successfully urged the G20 to join together in acknowledging, for the first time, the need to peak global emissions by no later than 2025, and to reduce greenhouse gas emissions by 43 percent by 2030, and 60 percent by 2035, relative to 2019 levels. The Intergovernmental Panel on Climate Change has said that these actions are critical to achieving global net zero greenhouse gas emissions/carbon neutrality by or around mid-century and limiting warming to 1.5 degrees Celsius.
  • Encouraging countries to incorporate economy-wide targets covering all greenhouse gases into their nationally determined contributions.  G20 nations have the ability to reduce their emissions in a way that meaningfully supports the full and effective implementation of the Paris Agreement and its temperature goals. With President Biden’s leadership, G20 countries for the first time urged all countries to include economy-wide targets covering all greenhouse gases in upcoming cycles for Nationally Determined Contributions (NDCs).
  • Launching the Global Biofuels Alliance.  Sustainable biofuels are critical to facilitating net zero by 2050. Advanced biofuels can be sustainably produced from abundant organic material—and supplied by reliable trading partners like the United States. In New Delhi, the G20 Presidency launched the Global Biofuels Alliance with the United States as a founding member along with India, Brazil, Italy, Canada, Argentina, and South Africa. This new Alliance will bring countries together to expand and create new markets for sustainable biofuels.

Delivering an Inclusive and Responsible Digital Transformation The digital transformations underway offer the potential to improve the lives of our citizens if they are harnessed responsibly and in a way that drives broadly shared growth. In order to realize the benefits of these technologies, President Biden believes it is necessary to address the barriers to inclusive access and to shape regulatory and governance approaches to maximize their benefits while mitigating their risks. This is the agenda that he championed in New Delhi.

  • Harnessing AI responsibly, for good and for all.  President Biden championed an approach to AI that includes a commitment to responsible AI development, deployment, and use, to leverage AI to solve pressing challenges while protecting people’s rights and safety.
  • Cutting the digital gender divide in half by 2030.  Globally, approximately 260 million more men than women were using the internet in 2022—a divide that undermines women’s full participation in the 21 st  century economy. President Biden successfully secured a commitment from G20 leaders to halve the digital gender gap by 2030. To help meet this commitment, the United States announced a Women in the Digital Economy Initiative, convening partners from government, the private sector, and civil society to accelerate efforts to close the gender digital divide.
  • Improving access to digital services to boost sustainable and inclusive growth.  President Biden joined other G20 leaders in taking steps towards unlocking the benefits of digital public infrastructure (DPI), stressing the importance of prioritizing secure, inclusive, and accountable approaches to DPI, built and leveraged by both the public and private sectors, that respect human rights and protect personal data, privacy, and intellectual property rights.

Group is the main forum for international economic cooperation

The Group of Twenty (G20) is the main forum for international economic cooperation. It plays an important role in defining and strengthening global architecture and governance on all major international economic issues.

The G20 has annually rotating presidencies. Brasil will hold the G20 presidency from December 1, 2023, to November 30, 2024. Initially, the G20 focused mainly on general macroeconomic issues, but expanded its agenda to include topics such as trade, sustainable development, health, agriculture, energy, the environment, climate change and the fight against corruption.

The G20 Summit is the meeting between the Heads of State or Government of the member countries. The term "Summit" originates from its English definition ("Summit") and refers to the highest point of a mountain. The Summit is, therefore, the culmination of more than a hundred G20 meetings over the course of a year.

The G20 is made up of 19 countries (Argentina, Australia, Brasil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Korea, Mexico, Saudi Arabia, South Africa, Russia, Türkiye, UK and USA) and two regional bodies: the African Union and the European Union. The members of the G20 represent around 85% of the world's GDP, more than 75% of world trade and around two-thirds of the world's population.

Ladies and gentlemen of the media, 

This G20 summit comes at crucial time.  

Our world is facing the most pivotal, precarious moment in generations.  

People everywhere are getting hit from every direction – battered by runaway climate change and squeezed by a cost-of-living crisis.

Geopolitical divisions are triggering new conflicts and making old ones even more difficult to resolve. 

The G20 is ground zero for bridging divisions and finding answers to these crises and more.  

First, climate – the defining challenge of our age.  

I have just come from the COP27 Summit in Sharm el-Sheikh.    The goal of limiting global temperature rise to 1.5 degrees is slipping away.

We are dangerously close to tipping points at which climate chaos could become irreversible. 

Science tells us that global heating beyond that limit poses an existential threat to all life on earth. 

But global emissions, and temperatures, continue to rise. 

I tend to agree that insanity consists in doing the same thing over and over again and expecting a different result. It is obvious we need a new approach.  

And so, I have proposed a historic pact between developed and emerging economies – a Climate Solidarity Pact that combines the capacities and resources of developed and emerging economies for the benefit of all. 

G20 countries are responsible for 80 per cent of global emissions. 

G20 leaders can make or break the Climate Solidarity Pact that I intend to present again tomorrow. 

Under this pact, they would make extra efforts this decade to keep the limit of 1.5 degrees alive.  

Wealthier countries and International Financial Institutions would provide financial and technical assistance to help the emerging economies accelerate their renewable energy transition.

The Climate Solidarity Pact can save lives, livelihoods, and our planet. 

It can help end dependence on fossil fuels while providing universal, affordable, sustainable energy for all.  

Second, the 2030 Agenda and the Sustainable Development Goals. 

The SDGs are issuing an SOS.

Developing countries cannot access the finance they need to reduce poverty and hunger, and invest in sustainable development. 

I therefore urge G20 economies to adopt an SDG stimulus package that will provide governments of the Global South with investments and liquidity, and offer debt relief and restructuring. 

This will enable emerging economies to invest in healthcare, education, gender equality and renewable energy. To invest in their people and rescue the 2030 Agenda for Sustainable Development. 

The SDG Stimulus is a minimal and necessary step to ease the food and energy crises and prevent further suffering and hardship down the line. 

G20 countries are the world’s most powerful economies, with a majority on the boards of Multilateral Development Banks, and so they can and must make it happen. 

My interventions at this Summit will focus on the food and energy crises, and on the digital transformation of our economies and societies. 

My message on food is that we need urgent action to prevent famine and hunger in a growing number of places around the world. 

The Black Sea Grain Initiative, and efforts to ensure Russian food and fertilizers can flow to global markets, are essential to global food security. 

The Black Sea Grain Initiative has already helped to stabilize markets and bring food prices down.  

Every fraction of a percent eases hunger and save lives. 

Meanwhile, we must do more to ease the global fertilizer crunch.  

Fertilizer prices are up to three times higher than before the pandemic, and we are working to end all obstacles to the free flow of Russian food and fertilizers to global markets. 

Our engagement with the European Union, the United States and the United Kingdom has helped remove many of the impediments to market access. 

These products are not subject to sanctions, but suffer indirect impacts. 

And so, we are working nonstop to resolve all remaining issues, chiefly around payments, and to renew the Black Sea Grain Initiative. 

On energy, the war in Ukraine has clearly demonstrated the dangers of our addiction to fossil fuels. It is the best possible argument for the fastest possible transition to renewable energy.

And on digital transformation: the world is looking for leadership.

Powerful tech companies are running roughshod over human rights and personal privacy and providing platforms for deadly disinformation, in pursuit of profits. 

Let’s be clear: disinformation kills. Undermining public health kills and these are life-and-death issues. 

We urgently need global guardrails on technology, and I will suggest a way forward based on a Global Digital Compact for an open, free, secure and inclusive internet. 

A Compact to deliver on universal connectivity; on a human-centred digital space that protects free speech and privacy; and on the safe and responsible use of data.  

I am also calling for a global code of conduct that promotes integrity in public communications and promotes information literacy.  Ladies and gentlemen of the media,

Today, as we welcome the eight billionth member of our growing human family, we must think ahead. By 2050, the world’s population will be approaching ten billion. 

Action – or inaction – by the G20 will determine whether every member of our human family has a chance to live sustainably and peacefully, on a healthy planet.

G20 Summit: Objectives, Achievements and 2023 India Presidency

The Group of 20 (G20) is an international forum that fosters economic cooperation, held annually under the leadership of a rotating Presidency. The G20 is the premier grouping of the world's largest economies that functions to create certain international standards to deal with the most critical issues. On the horizon of the world economy, the G20's rise is an important development.

Interestingly, India released a list of upcoming G-20 meetings it will host as this year’s Presidency. The list included a May tourism working group meeting in Srinagar, J & K. This meeting is said to mark the first major international event in the disputed region since August 2019. It held G-20 tourism meetings in Gujarat and West Bengal earlier this year and scheduled another in Goa in June.

Formation and Objectives of G20 

Prior to 1999, merely a group of seven (G7) developed countries, including the US, the UK, Canada, France, Germany, Italy and Japan, formed an alliance to deal with the financial crisis. The G20 was established as a consequence of a meeting of the G7 Finance Ministers and Central Bank Governors, who recognized the need for a broader spectrum to address global financial issues. 

The G20 was established in 1999 as a new grouping of countries having a persistent economic impact in the wake of the 1997 global financial crisis. The present forum first met at the level of Finance Ministers and Governors of Central Banks with the purpose of dealing with policies to accomplish international stability in the economy. 

The objectives of G20 platform includes: 

Establishing and strengthening global architecture, 

The leading forum for fostering global economic cooperation,

Formulating international standards for tackling pressing and critical problems,

Provide aid to the most vulnerable nations, and center the recovery on high-quality employment, and

Commitment to the principles of “strong, sustainable, balanced and inclusive growth.”

What are the significant achievements of G20? 

Over the past two decades, through consistent and mutual efforts, G20 has been able to significantly impact the governance of member nations.  Some of the significant contributions of G20 include: 

The member nations contribute to approximately 90 percent of global GDP and 80 percent of global trade.

Battling against the financial crisis such as - the Global Financial Crisis 2008-09, the Euro zone Crisis in 2010, etc.

With a USD 10 trillion rescue package that concentrated on tackling the economic and health crises, the G20 took the lead in the worldwide struggle against the COVID-19 pandemic.

The G20 Debt Service Suspension Initiative (DSSI) benefitted 50 countries and helped to address unsustainable debt burdens and provide long term reserves to low income, emerging market and developing countries.

Focusing on boosting women's engagement in the labor market, the International Labor Organization has continued its ongoing study on Women at work in G20 Countries.

G20 Summit 2023 in India 

It is worth noting that the G20 group does not have a permanent member and consequently observes the procedure of rotating presidency. In 2023, as India will convene the G20 Leaders' Summit for the first time- 43 Heads of Delegations- the largest ever in the G20, it will ultimately participate in the final New Delhi Summit in September later this year. 

The most fundamental and interesting part is the theme of the G20 summit under India’s presidency. India’s G20 Presidency emphasizes on manifesting the true spirit of ‘Vasudhaiva Kutumbakam’, or the ‘One Earth, One Family, One Future’ and ‘World is One Family’.

Key Updates about India’s G20 Presidency 

On 1 December 2022, India took over the G20 presidency from Indonesia, and on 1 December 2023, hand it over to Brazil.

09 December 2022 - PM Narendra Modi chaired Video meeting of Governors, CMs and LGs to discuss aspects of India’s G20 Presidency.

24 February 2023 - PM addressed first meeting of Finance Ministers and Central Bank Governors under India's G20 Presidency.

17 April 2023 - 100th G20 Meeting during India’s G20 Presidency.

28 April 2023 - G20 India's 3rd Education Working Group meeting concluded with a commitment to ensure the betterment of learners with respect to skilling, up skilling and reskilling.

The G20 presidency of India falls during a period of intense turmoil in global economic ties. India inherits the presidency amid numerous serious economic difficulties, including inflationary pressures threatening global financial stability, rising income inequality, disruptions to supply chains, food and energy security, and the COVID-19 pandemic. It is quite challenging to cover broad spectrum of sectors and redress the issues. However, under the leadership of PM Narendra Modi, India is set to accomplish the milestone. Over 190 meetings have been planned under the G20 2023 Indian Presidency which is expected to be challenging and exciting policy endeavor.

The Global South’s position in the talks helped prevent the G20 agenda from being overshadowed by Ukraine, according to Russian Foreign Minister Sergey Lavrov. “India has truly consolidated G20 members from the Global South.”

African Union joins G20

The G20 leading economies began the weekend’s proceedings by welcoming the African Union (AU), the newest member of a bloc that already represented 85 percent of the world’s gross domestic product (GDP).

Indian Prime Minister Narendra Modi has portrayed this weekend as India’s diplomatic coming of age and his country’s presidency as an opportunity to give a voice to the needs of the Global South .

Modi opened the summit’s formal proceedings by inviting AU President Azali Assoumani to take a seat alongside world leaders with the ceremonial bang of a gavel.

Before Saturday, the G20 comprised 19 countries and the European Union with South Africa its only member state from the continent.

The AU at full strength has 55 members, but six military-ruled nations are currently suspended. It has a collective GDP of $3 trillion with some 1.4 billion people.

‘Different views’ on Ukraine

G20 leaders have been deeply riven over the Ukraine war since Moscow’s invasion last year, with Russian President Vladimir Putin skipping the summit entirely to dodge political opprobrium.

Facing the prospect of a major diplomatic embarrassment, host India pressed members to agree on a common statement that watered down its earlier condemnation of the war.

The G20 denounced the use of force for territorial gain, but refrained from direct criticism of Russia by name.

“There were different views and assessments of the situation,” the leaders’ statement said.

Ukraine’s Ministry of Foreign Affairs spokesman Oleg Nikolenko criticised the statement, saying the G20 had “nothing to be proud of”.

Climate failures

Leaders failed to agree on a phase-out of fossil fuels despite a United Nations report a day earlier deeming the drawdown “indispensable” to achieving net-zero emissions.

G20 nations account for about 80 percent of global emissions and an inability to agree on the phase-out is a cloud over a key round of climate discussions to begin in November in the oil-rich United Arab Emirates.

“We need stronger, bolder action from leaders,” said Madhura Joshi, senior associate at climate think tank E3G.

But for the first time, the G20 backed a target of tripling global renewable energy capacity and referenced the need for emissions to peak before 2025.

It also acknowledged limiting warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) will require slashing greenhouse gases 43 percent by 2030 from 2019 levels.

‘Spice Routes’ and Israeli normalisation

A broad alliance – including the United States and Saudi Arabia – unveiled ambitious plans to create a modern-day Spice Route linking Europe, the Middle East and India.

If the initiative goes ahead, it would establish railways, ports, electricity and data networks and hydrogen pipelines across the Middle East in a counterbalance to lavish Chinese infrastructure spending, potentially speeding trade between India and Europe by up to 40 percent.

The plans are also being touted as a means of helping to normalise relations between Israel and Gulf Arab states.

India or Bharat?

For days, India has been abuzz with rumours that the official usage of the country’s English name would be dropped.

Modi gave the biggest signal yet of a potential change in his opening address to the summit, seated behind a country nameplate labelled “Bharat”, a word steeped in Hindu religious symbolism and dating back to ancient scripture.

India and Bharat are both official names for the country under its constitution.

Members of Modi’s Hindu nationalist party have campaigned against using the better-known moniker India, which has roots in Western antiquity and was imposed during the British conquest.

In a blog post published on Thursday ahead of the G20 Summit, PM Narendra Modi outlined the key goals of India’s presidency, such as the need to shift from a GDP-centered perspective to a human-centric one, the necessity of strong global supply chains, and the promotion of multilateralism

The big goals of the G20 Summit as chalked out by PM Narendra Modi

After months of preparation, India is all set to host the mega G20 Summit in New Delhi this weekend.

In a blog post published on Thursday, just a day ahead of the Summit, Prime Minister Narendra Modi outlined the key goals and achievements of India’s presidency of the influential 20-nation bloc.

The Indian leader emphasised the importance of transitioning away from a GDP-centered global perspective towards one that is human-centred, the necessity of strong global supply chains, and the promotion of multilateralism through changes to international organisations.

GDP-centric to human-centred approach

To combat climate change, the world needs to move away from a purely restrictive attitude on what should not be done, PM Modi said.

In a blog post, the 72-year-old wrote, “We believe there is a need to move away from a purely restrictive attitude of what should not be done, to a more constructive attitude focusing on what can be done to fight climate change.”

He also added how India’s G20 presidency has played the role of a catalyst in bringing a human-centric approach to ensure that the rewards of globalisation reach the last mile.

“As One Earth, we are coming together to nurture our planet. As One Family, we support each other in the pursuit of growth. And we move together towards a shared future – One Future – which is an undeniable truth in these interconnected times,” he wrote.

Progress on SDGs

In the write-up, the Indian Premier said an interconnected world means interlinked challenges and noted great concern among many countries that the progress on SDGs (sustainable development goals) is off-track.

He said, “The G20 2023 Action Plan on Accelerating Progress on SDGs will spearhead the future direction of the G20 towards implementing SDGs.”

Climate action

PM Modi said, “In India, living in harmony with nature has been a norm since ancient times and we have been contributing our share towards climate action even in modern times. Many countries of the Global South are at various stages of development and climate action must be a complementary pursuit. Ambitions for climate action must be matched with actions on climate finance and transfer of technology.”

We believe there is a need to move away from a purely restrictive attitude of what should not be done, to a more constructive attitude focusing on what can be done to fight climate change. A global ecosystem for clean and green hydrogen will emerge from our presidency, along with a Green Hydrogen Innovation Centre.

He talked about the launch of the International Solar Alliance in 2015. “Now, through the Global Biofuels Alliance, we will support the world to enable energy transitions in tune with the benefits of a circular economy.”

PM Modi wrote, “Democratising climate action is the best way to impart momentum to the movement. Just as individuals make daily decisions based on their long-term health, they can make lifestyle decisions based on the impact on the planet’s long-term health. Just like Yoga became a global mass movement for wellness, we have also nudged the world with Lifestyles for Sustainable Environment (LiFE).”

“Due to the impact of climate change, ensuring food and nutritional security will be crucial. Millets, or Shree Anna, can help with this while also boosting climate-smart agriculture. In the International Year of Millets, we have taken millets to global palates. The Deccan High Level Principles on Food Security and Nutrition is also helpful in this direction.”

Bridging gender gap

According to him, the G20 Presidency is working on “bridging the gender digital divide, reducing labour force participation gaps and enabling a larger role for women in leadership and decision-making.”

“That India is the fastest-growing large economy is no accident. Our simple, scalable and sustainable solutions have empowered the vulnerable and the marginalised to lead our development story. From space to sports, economy to entrepreneurship, Indian women have taken the lead in various sectors. They have shifted the narrative from the development of women to women-led development,” he explained.

Showcasing India’s diversity

PM Modi said that this is not just a high-level diplomatic endeavour for India, but a way to showcase the country’s diversity.

“For India, the G20 Presidency is not merely a high-level diplomatic endeavour. As the Mother of Democracy and a model of diversity, we opened the doors of this experience to the world,” he wrote.

“Today, accomplishing things at scale is a quality that is associated with India. The G20 Presidency is no exception. It has become a people-driven movement. Over 200 meetings will have been organised in 60 Indian cities across the length and breadth of our nation, hosting nearly 100,000 delegates from 125 countries by the end of our term. No Presidency has ever encompassed such a vast and diverse geographical expanse,” PM Modi added.

“Our G20 Presidency strives to bridge divides, dismantle barriers, and sow seeds of collaboration that nourish a world where unity prevails over discord, where shared destiny eclipses isolation. As the G20 President, we had pledged to make the global table larger, ensuring that every voice is heard and every country contributes. I am positive that we have matched our pledge with actions and outcomes,” the Prime Minister said.

The overall vision

The PM highlighted that India’s vision for the G20 is to create a world where unity transcends differences and common goals eliminate divisiveness.

“As G20 Chair, we ensured that every voice was heard and every country made its contribution,” he added.

India has made every effort to make the G20 Summit, where world leaders will debate geopolitical concerns, economic slowdowns, and rising food and energy prices, a success.

The Leaders’ Summit, which marks the closing of India’s year-long G20 leadership, is anticipated to draw more than 40 heads of state and other high-profile diplomats. The guest list also includes US president Joe Biden, UK prime minister Rishi Sunak, Canada prime minister Justin Trudeau, and several other world leaders.

The Summit will come to an end with the approval of the G20 Leaders’ Declaration, which will express the commitment of the participating leaders to the priorities discussed and decided throughout the relevant ministerial and working group meetings.

NEW DELHI (Reuters) - The Group of 20 major economies reached a hard-fought compromise over the war in Ukraine and papered over other key differences in a summit declaration at the weekend, presenting few concrete achievements in its core remit of responses to global financial issues.

Diplomats and analysts said the surprise consensus in the summit statement on the Russia-Ukraine conflict avoided a split in the group, and the inclusion of the African Union as a new member represented a victory for host India and for developing economies, but the rest was disappointing.

"The G20 has been at its best as a multilateral forum when it can forge consensus - not just on language, but on action - to deal with serious global issues, such as global financial crises," said Michael Froman, president of the New York-based Council on Foreign Relations.

"Looking ahead, the focus should be on that, not on the statement per se," said Froman, a former U.S. trade representative who has also worked as Washington’s G20 and G8 negotiator.

The summit declaration avoided condemning Russia for the war in Ukraine but highlighted the human suffering the conflict had caused and called on all states not to use force to grab territory.

Few had expected the G20 to reach a consensus on the document, let alone on the first afternoon of the two-day summit, as the group had failed to agree on a single communique at the 20 or so ministerial meetings this year due to the hardened stance on the war.

A failure to agree on a summit declaration would have signalled that the G20 was split, perhaps irrevocably, between the West on one side and China and Russia on the other, analysts said.

And with Beijing pushing to reshuffle the world order by expanding groupings such as BRICS and the Shanghai Cooperation Organisation, G20 could have ended up becoming irrelevant, they said.

DIFFICULT SUMMIT

G20 was set up as a platform of finance ministers and central bank governors in 1999 to counter the effects of the Asian financial crisis and the meeting was expanded to include leaders after the global financial crisis in 2008.

Its primary role of coordinating responses to economic issues - including global taxation and helping low-income nations manage their debt burden under the Common Framework in recent years - has been diluted because the need to seek a consensus has led to weak agreements, some analysts said.

This year, resolving differences on the Ukraine war and other issues took up a lengthy 25 days of negotiations, including in the week leading up to the summit, Svetlana Lukash, the Russian G20 sherpa, or government negotiator, was quoted as saying by Russian news agency Interfax.

"This was one of the most difficult G20 summits in thealmost twenty-year history of the forum," Lukash said.

The G20 process requires consensus on all decisions which means it will pursue the “lowest common denominator”, said Patryk Kugiel, a senior analyst at the Polish Institute of International Affairs in Warsaw.

“Therefore, we do not have any concrete and substantial decisions, commitments, pledges from G20 on any of the pressing global challenges, from climate change to debt,” Kugiel added. “It makes the forum ineffective, even useless.”

At the New Delhi gathering, the leaders agreed to pursue tripling renewable energy capacity globally by 2030 and accepted the need to phase-down unabated coal power.

However, they set no timetable and said the use of coal had to be wound down in line with national circumstances.

Coal, which is being phased out of the power system in many industrialised nations, is still a vital fuel in many developing economies and may remain so for decades to come.

The meeting also agreed to address debt vulnerabilities of poor countries and strengthen and reform multilateral development banks, but without setting any concrete goals.

There was also no progress on getting Russia to return to the Black Sea initiative although the declaration called for the safe flow of grain, food and fertiliser from both Ukraine and Russia.

FEAR OF DIVISION, DISAPPOINTMENT

For most major G20 members though, the summit declaration appeared to be a major gain since it reached a consensus on acceptable language to refer to the war in Ukraine.

Foreign Minister Sergei Lavrov, who represented Russia at the summit in place of the absent President Vladimir Putin, said India's presidency, "probably for the first time during the entire G20 existence, has truly consolidated G20 participants from the Global South".

Diplomats have said negotiators from India, Indonesia, Brazil and South Africa drove the consensus in the summit document.

The U.S., Germany and Britain all lauded the declaration.

There was no official word from China but its state-run news agency Xinhua, without referring to the declaration, said in a commentary on Saturday that G20 could still be made to work.

China's presence was muted at the meeting with President Xi Jinping staying away and Beijing represented by Premier Li Qiang, who took his post in March this year.

A French official who was present at the summit said “G20 actually remains a club that's capable of forging consensus between north and south and east and west”.

Despite the lack of concrete progress, Harsh Vardhan Shringla, India's chief G20 coordinator, said the meeting did take the group forward.

“The concerns of the developing world are so great that if you failed ... they would have to face much greater issues of division and, I would say, even disappointment,” he told Reuters.

G20 - India' Presidency

India assumed the presidency of the G20 grouping from Indonesia, on December 1, 2022, and held the post for a year. This gave India a unique opportunity to contribute to the global agenda on pressing issues of international importance. India’s presidency of the G20 ended in Dec 2023. Brazil took over the presidency from India and will hold the 2024 G20 summit at Rio de Janeiro in December.

Significance of India’s G20 Presidency : 

  • G20 is the premier forum for international economic cooperation representing around 85% of the global GDP, over 75% of the global trade, and about two-thirds of the world population.
  • The G20 Leaders’ Summit at the level of Heads of State/Government is scheduled to be held on September 9 and 10, 2023 in New Delhi.
  • According to Prime Minister Modi, this term can be an opportunity for India to share its expertise with the world in areas of women empowerment, democracy and digital technologies.

Indian Presidency in 2023

The G20 Presidency for 2023 will pass to India. India will take over the G20 Presidency on December 1st, 2022.

G20 Summit 2021 – Italian Presidency

The Italian Presidency – Italy held the Presidency of the G20 Summit 2021 since December 1st 2020. The Summit was held in Rome on October 30th and 31st 2021. 

The last G20 Summit was held on 21 and 22 November 2020 virtually (due to COVID -19 pandemic) under the presidency of Saudi Arabia. India in the g20 summit called for a ‘New Global Index’ that will be based on the following our pillars; Technology, Talent, Transparency, and Trusteeship towards the planet.

History of G20

When the Asian Financial Crisis of 1997-1998 ended, it was acknowledged that the participation of major emerging market countries was necessary for a discussion on the international financial system. Hence, the G7 Finance ministers agree to establish the G20 Finance Ministers and Central Bank Governors meeting in 1999.

The meeting of G20 Finance ministers and the Central Bank Governors was centred on major economic and monetary policy issues amongst major countries in the global financial system. Their aim was to promote cooperation towards achieving stable and sustainable global economic growth for the benefit of all countries.

They upgraded to the head of the state level, as a forum for leaders from major developed and emerging market countries. In September 2009, the third summit was held in Pittsburgh where the leaders designated the G20 as the “premier forum for international economic cooperation.” The summit meetings were, henceforth held semiannually until 2010 and annually from 2011 onwards.

What is G20+?

The G20 developing nations, also called G21/G23/G20+ is a bloc of developing nations which was established on August 20, 2003. It is distinct from the G20 major economies.

  • The G20+ originated in September 2003 at the 5th ministerial conference of the WTO held at Cancun, Mexico.
  • Its origins can be traced to the Brasilia Declaration signed by the foreign ministers of India, Brazil and South Africa on 6th June 2003.
  • The declaration stated that the major economies were still practising protectionist policies especially in sectors they were less competitive in and that it was important to see to it that the trade negotiations that took place provided for the reversal of those policies.
  • The G20+ is responsible for 60% of the world population, 26% of the world’s agricultural exports and 70% of its farmers.

Today marks 365 days since India assumed the G20 presidency. It is a moment to reflect, recommit, and rejuvenate the spirit of Vasudhaiva Kutumbakam — “One Earth, One Family, One Future”.

As we undertook this responsibility last year, the global landscape grappled with multifaceted challenges: Recovery from the Covid-19 pandemic, looming climate threats, financial instability, and debt distress in developing nations — all amid declining multilateralism. In the midst of conflicts and competition, development cooperation suffered, impeding progress.

Assuming the G20 chair, India sought to offer the world an alternative to the status quo, a shift from a GDP-centric to human-centric progress. India aimed to remind the world of what unites us, rather than what divides us. Finally, the global conversation had to evolve — the interests of the few had to give way to the aspirations of the many. This required a fundamental reform of multilateralism as we knew it.

Inclusive, ambitious, action-oriented, and decisive — these four words defined our approach as G20 president, and the New Delhi Leaders’ Declaration (NDLD), unanimously adopted by all G20 members, is testimony to our commitment to deliver on these principles.

Inclusivity has been at the heart of our presidency. The inclusion of the African Union (AU) as a permanent member of the G20 integrated 55 African nations into the forum, expanding it to encompass 80 per cent of the global population. This proactive stance has fostered a more comprehensive dialogue on global challenges and opportunities.

Festive offer

The first-of-its-kind ‘Voice of the Global South Summit’, convened by India in two editions, heralded a new dawn for multilateralism. India mainstreamed the Global South’s concerns in the international discourse and has ushered in an era where developing countries take their rightful place in shaping the global narrative.

Inclusivity also infused India’s domestic approach to G20, making it a People’s Presidency that befits the world’s largest democracy. Through “Jan Bhagidari” (people’s participation) events, the G20 reached 1.4 billion citizens, involving all states and Union Territories (UTs) as partners. And on substantive elements, India ensured that international attention was directed to broader developmental aims, aligning with the G20’s mandate.

At the critical midpoint of the 2030 agenda, India delivered the G20 2023 Action Plan to Accelerate Progress on the Sustainable Development Goals (SDGs), taking a cross-cutting, action-oriented approach to interconnected issues, including health, education, gender equality and environmental sustainability.

A key area driving this progress is the robust Digital Public Infrastructure (DPI). Here, India was decisive in its recommendations, having witnessed the revolutionary impact of digital innovations like Aadhaar , UPI, and Digilocker first-hand. Through the G20, we successfully completed the Digital Public Infrastructure Repository, a significant stride in global technological collaboration. This repository, featuring over 50 DPIs from 16 countries, will help the Global South build, adopt, and scale DPI to unlock the power of inclusive growth.

For our One Earth, we introduced ambitious and inclusive aims to create urgent, lasting, and equitable change. The Declaration’s Green Development Pact addresses the challenges of choosing between combating hunger and protecting the planet, by outlining a comprehensive roadmap where employment and ecosystems are complimentary, consumption is climate-conscious, and production is planet-friendly. In tandem, the G20 Declaration calls for an ambitious tripling of global renewable energy capacity by 2030. Coupled with the establishment of the Global Biofuels Alliance and a concerted push for Green Hydrogen, the G20’s ambitions to build a cleaner, greener world are undeniable. This has always been India’s ethos, and through Lifestyles for Sustainable Development (LiFE), the world can benefit from our age-old sustainable traditions.

Further, the Declaration underscores our commitment to climate justice and equity, urging substantial financial and technological support from the Global North. For the first time, there was a recognition of the quantum jump needed in the magnitude of development financing, moving from billions to trillions of dollars. The G20 acknowledged that developing countries require $5.9 trillion to fulfil their Nationally Determined Contributions (NDCs) by 2030.

Given the monumental resources required, the G20 emphasised the importance of better, larger, and more effective Multilateral Development Banks. Concurrently, India is taking a leading role in UN reforms, especially in the restructuring of principal organs like the UN Security Council, that will ensure a more equitable global order.

Gender equality took centre stage in the Declaration, culminating in the formation of a dedicated Working Group on the Empowerment of Women next year. India’s Women’s Reservation Bill 2023, reserving one-third of India’s Parliament and state legislative assembly seats for women, epitomises our commitment to women-led development.

The New Delhi Declaration embodies a renewed spirit of collaboration across these key priorities, focusing on policy coherence, reliable trade, and ambitious climate action. It is a matter of pride that during our presidency, G20 achieved 87 outcomes and 118 adopted documents, a marked rise from the past.

During our G20 presidency, India led deliberations on geopolitical issues and their impact on economic growth and development. Terrorism and the senseless killing of civilians are unacceptable, and we must address them with a policy of zero tolerance. We must embody humanitarianism over hostility and reiterate that this is not an era of war.

I am delighted that during our presidency, India achieved the extraordinary: It revitalised multilateralism, amplified the voice of the Global South, championed development, and fought for the empowerment of women everywhere.

As we hand over the G20 presidency to Brazil, we do so with the conviction that our collective steps for people, planet, peace, and prosperity, will resonate for years to come.
