According to Mr. Pradeep Multani, President, PHD Chamber of Commerce and Industry (PHDCCI), India is the only economy among the top ten major countries that has exhibited steady improvement in macroeconomic performance over the previous four years due to its successful dynamic policy environment.

According to the industry body PHD Chamber of Commerce and Industry, the rank analysis of International Economic Resilience (IER) for each of the years 2019, 2020, 2021, and 2022 suggests that India's macroeconomic endurance has consistently improved over the last four years as compared to the other leading economies in the world, and India is projected to improve to the IER rank of 2nd for the year 2022.

Countries with declining resilience include China (IER Rank in 2019 was 2nd and it slipped to the 3rd position in 2022), the United Kingdom (IER Rank in 2019 was 3rd and it slipped to the 5th position in 2022), France (IER Rank in 2019 was 4th and it slipped to the 6th position in 2022), and Brazil (IER Rank in 2019 was 9th and it slipped to the 7th position in 2022). According to the IMF's April 2022 WEO, India's real GDP growth rate and merchandise export growth rate for 2022 are expected to be the highest in the world, at 8.2% and 7.0%, respectively.

The first chamber of commerce was founded in France in 1599. The first one in the United States started in New York in 1768. The United States Chamber of Commerce was founded in 1912 and promotes pro-business issues via lobbying efforts at the national level. At the state, city, regional, and local levels, chambers focus on issues and advocacy relevant to their individual membership.  

Such chambers may or may not be affiliated with the U.S. Chamber of Commerce through a Federation Partnership Program . The national chamber tends to support conservative politicians and is the largest lobbying group in the U.S. Chambers of commerce differ from trade groups or trade associations, which promote a specific industry.

Among the benefits chamber members receive are deals and discounts from other chamber members, listing in a member directory, and a variety of other programs and services designed to promote business activity in a region.

Chambers of commerce also play an important role in local municipalities in promoting business activity and representing chamber members. At least at the local level, chamber of commerce members often meet to discuss and attempt to shape policy that relates to the business and overall economic environment. Members also receive the distinction of being a preferred local vendor , as well as listing on various municipal websites and literature.

How a Chamber of Commerce Makes Money

Many chambers of commerce rely on membership dues as their primary source of revenue. Most chapters offer various levels of membership at different prices with different benefits for their members.

Every member is required to pay dues, which help cover the organization's overall operating costs. Chambers may also hold fundraising events in order to raise additional funds or require the special purchase of tickets to attend their events.

Typically, chambers of commerce are designated as 501(c)(6) corporations for federal tax purposes. This classification allows chambers of commerce to operate as nonprofit entities, while also giving them the authority to represent their members in policy matters.  

Chambers of commerce may follow several different formats.

Regional, City, and Community Chambers

Regional, city, and community chambers are focused on regional or local issues featuring cooperation with local government, but may also promote broader pro-business initiatives that cross borders, such as promoting trade between immigrant groups and their home country.

City Chambers

City chambers aim to promote a city's economic interest locally and possibly globally.

State Chambers

In the U.S., state chambers focus on statewide and sometimes national advocacy, and therefore have greater influence over regulations and legislation.

National or International Chambers

National or international chambers focus on advocacy or lobbying for national or broader issues.

Compulsory Chambers

In some countries, businesses of a certain size are required to join a chamber of commerce, which provides a degree of self-regulation, as well as promotes member businesses, supports economic development, and oversees worker training. Such chambers are popular in Europe and Japan.

In some countries, chambers of commerce provide key economic data by surveying their membership. For example, the British Chambers of Commerce Quarterly Economic Survey is used by the government to gauge the health of the economy.

International Chamber of Commerce and Incoterms

The International Chamber of Commerce (ICC) is one of the largest, most diverse business organizations in the world. The ICC was founded in Paris, France in 1919.

The ICC represents more than 45 million companies in over 100 countries. The organization has a vast network of committees and experts working on behalf of its members in all sectors in order to ensure that they are fully informed about issues that may impact their respective industries.

The International Chamber of Commerce (ICC) supports the work of the United Nations, the World Trade Organization, and other intergovernmental bodies.

One of the most important contributions of the ICC is their publication of international commercial terms, also known as Incoterms . Incoterms are intended to facilitate global commerce by providing parties involved in domestic and international trade with a kind of shorthand to help understand the exact terms of their business arrangements. The ICC developed the Incoterms in 1936. Incoterms are globally recognized and used in foreign trade contracts to clarify the obligations of both buyers and sellers.

Some commonly used Incoterms are EXW (Ex Works), FCA (Free Carrier), and FOB (Free on Board). The term EXW places the maximum obligation on the buyer and minimum obligations on the seller. The seller must make the goods available at their premises, or at another named place, and the buyer incurs the risks of bringing the goods to their final destination. 

The term FCA refers to a situation where the seller delivers the goods, cleared for export, at a named place (possibly including the seller's own premises). The goods can be delivered to a carrier nominated by the buyer, or to another party nominated by the buyer.

The FOB refers specifically to rules for sea and inland waterway transport. Under the terms of FOB, the seller bears all costs and risks up to the point the goods are loaded onboard the ship.

Chambers of Commerce will act to promote public policies that are in the best interest of business, in general. Specific Chambers of Commerce may also attempt to promote policies that serve specific industries or geographic locations. Some tactics that Chambers of Commerce might use include lobbying, expressing their positions publicly, attempting to educate its members, and mobilizing other business groups or factions on a particular issue.

US Chamber of Commerce sues Federal Trade Commission over new noncompete ban

Business interests sued the Federal Trade Commission in federal court Wednesday over the the agency's new rule banning noncompete clauses .

The suit, led by the U.S. Chamber of Commerce and filed in Texas, argues that the FTC does not have the authority to regulate noncompete clauses.

"The sheer economic and political significance of a nationwide noncompete ban demonstrates that this is a question for Congress to decide, rather than an agency," the lawsuit says.

In the final version of the rule passed Tuesday, the FTC said that it had the right to regulate the issue under the 1914 Federal Trade Commission Act, saying that noncompete clauses are "‘unfair methods of competition.’"

"Our legal authority is crystal clear," agency spokesman Douglas Farrar said in a statement to USA TODAY. "In the FTC Act, Congress specifically 'empowered and directed' the FTC to prevent 'unfair methods of competition' and to 'make rules and regulations for the purposes of carrying out the provisions of' the FTC Act."

The Chamber disagreed with the FTC's interpretation of the act.

"Since its inception over 100 years ago, the FTC has never been granted the constitutional and statutory authority to write its own competition rules," U.S. Chamber of Commerce President and CEO Suzanne P. Clark said in a statement . "Noncompete agreements are either upheld or dismissed under well-established state laws governing their use."

The Chamber of Commerce lawsuit is the second to be filed over the rule, with a tax firm known as Ryan LCC already filing suit against the FTC in Texas federal court on Tuesday.

FTC rule banned noncompetes

The FTC's new rule banned noncompete clauses for workers and voided existing noncompete clauses in contracts for non-executive workers.

Noncompete clauses prevent workers from working for competing companies after the terms of a worker's employment ends.

The commission found that approximately one in five workers are subject to noncompete clauses and that the new rule would increase worker earnings by up to $488 billion over 10 years.

"Robbing people of their economic liberty also robs them of all sorts of other freedoms, chilling speech, infringing on their religious practice, and impeding people’s right to organize," FTC Chair Lina Khan said during the Tuesday meeting on the rule.

The rule was first proposed in 2023. If upheld, the rule will go into effect in August.

Chamber of Commerce Sues to Block FTC’s Non-Compete Ban (1)

Business groups led by the US Chamber of Commerce sued the Federal Trade Commission Wednesday seeking to block a rule finalized this week that would outlaw non-compete provisions that prohibit workers from switching jobs within an industry.

In a complaint filed in Texas federal court, the nation’s largest business lobby argued that the antitrust and consumer protection agency lacks the authority to issue rules that define unfair methods of competition. The FTC Act, which established the agency, allows it to bring cases challenging particular practices, the group said, but not to write rules. The Chamber was joined by Business Roundtable and several Texas business groups in challenging the rule.

“The Commission’s categorical ban on virtually all non-competes amounts to a vast overhaul of the national economy,” the Chamber said in the complaint. The rule “reflects an unlawful and unprecedented exercise of bureaucratic power.”

However, the regulator argued that its legal authority is “crystal clear” in the FTC Act.

“Congress specifically ‘empowered and directed’ the FTC to prevent ‘unfair methods of competition’ and to ‘make rules and regulations for the purposes of carrying out the provisions’” of the law, FTC spokesperson Douglas Farrar said. “This authority has repeatedly been upheld by courts and reaffirmed by Congress. Addressing non-competes that curtail Americans’ economic freedom is at the very heart of our mandate, and we look forward to winning in court.”

The FTC voted 3-2 along party lines on Tuesday to issue a final rule banning non-competes in nearly all cases. The agency’s two Republicans dissented, adopting arguments similar to the business group that the FTC lacks clear congressional authority to write rules.

WASHINGTON, D.C. — U.S. Chamber of Commerce President and CEO Suzanne P. Clark issued the following statement today regarding the Federal Trade Commission’s (FTC) final vote to ban employer noncompete agreements.

“The Federal Trade Commission’s decision to ban employer noncompete agreements across the economy is not only unlawful but also a blatant power grab that will undermine American businesses’ ability to remain competitive.  

“Since its inception over 100 years ago, the FTC has never been granted the constitutional and statutory authority to write its own competition rules. Noncompete agreements are either upheld or dismissed under well-established state laws governing their use. Yet, today, three unelected commissioners have unilaterally decided they have the authority to declare what’s a legitimate business decision and what’s not by moving to ban noncompete agreements in all sectors of the economy. 

“This decision sets a dangerous precedent for government micromanagement of business and can harm employers, workers, and our economy. 

“The Chamber will sue the FTC to block this unnecessary and unlawful rule and put other agencies on notice that such overreach will not go unchecked.”

Groups sue to block FTC’s new rule barring noncompete agreements

The U.S. Chamber of Commerce and other business groups on Wednesday sued the Federal Trade Commission over a new rule that would make most noncompete agreements illegal, setting up a potential showdown over the scope of the agency’s authority.

The lawsuit, filed in federal court in the Eastern District of Texas, comes a day after the FTC voted 3-2 to issue a rule that bans noncompete agreements , which restrict workers from switching employers within their industry. The agency estimates that 30 million workers are bound by the agreements, and proponents of the ban say it will raise wages, bolster innovation, foster new businesses and reduce health-care costs .

But the chamber contends in its lawsuit that the agency lacks the authority to issue such a sweeping and consequential rule, and it is asking the court to overturn it. The chamber has opposed the rule since it was proposed 16 months ago, arguing that it would hurt businesses’ ability to protect proprietary information and reduce their incentive to invest in workers to prevent them from jumping to a rival employer.

“The Commission’s astounding assertion of power breaks with centuries of state and federal law and rests on novel claims of authority by the Commission,” the lawsuit states.

The FTC defended its stance on Wednesday, asserting that its rulemaking authority is “crystal clear.”

“This authority has repeatedly been upheld by courts and reaffirmed by Congress,” said agency spokesman Douglas Farrar. “Addressing noncompetes that curtail Americans’ economic freedom is at the very heart of our mandate, and we look forward to winning in court.”

The suit comes as the power of federal agencies faces intense legal scrutiny, with the Supreme Court in recent years inclined to limit the scope of the administrative state. The court is set to decide two cases that experts say could bear directly on the lawsuit against the FTC because they deal with the scope of agency power and whether courts can defer to agencies’ interpretation of the laws they administer.

Crucially, the justices in 2022 introduced the “major-questions doctrine” in curtailing the Environmental Protection Agency’s ability to reduce carbon emissions at power plants. The doctrine holds that an agency must have clear congressional authorization before it takes action of major economic and political significance. The high court similarly reined in the Centers for Disease Control and Prevention in ending its moratorium on evictions, as well as the Occupational Safety and Health Administration’s far-reaching vaccine requirement.

“We have a Supreme Court that has a majority that’s looking skeptically at the exercise of governing power by administrative agencies like the Federal Trade Commission,” said Cary Coglianese, a law professor at the University of Pennsylvania, adding that he would not be surprised if a lower court struck down the FTC’s noncompete rule and the case landed before the Supreme Court.

The chamber’s lawsuit alleges that the noncompete rule would not survive scrutiny under the major-questions doctrine. It also alleges that the FTC has misinterpreted its authority in considering noncompete agreements “unfair methods of competition.”

The business groups further argue that the rule would unlawfully disrupt existing agreements between employees and employers. And they contend that it is not supported by sufficient evidence and that the agency did not consider alternatives.

“Since its inception over 100 years ago, the FTC has never been granted the constitutional and statutory authority to write its own competition rules,” Suzanne P. Clark, the chamber’s CEO, said in a statement Wednesday.

FTC Chair Lina M. Khan rejected such arguments during a commission meeting Tuesday before the rule passed, arguing that noncompete agreements count as “unfair methods of competition” under the Federal Trade Commission Act.

“To my mind, arguing that the FTC lacks this authority requires ignoring the most straightforward reading of the text,” she said, adding that a large body of case law supports the agency’s interpretation.

The FTC rule was first proposed in January 2023 , with backers highlighting research that showed noncompete agreements suppress wages, stifle entrepreneurship, create frictions in the job market — and are widespread even among low- and middle-income earners in a range of professions, including hairstylists, janitors and ballroom dancers .

The ban on noncompete agreements would take effect in about four months unless the courts block it. The rule would prohibit employers from entering into noncompete agreements with workers and effectively invalidate existing noncompetes for all workers except for senior executives, who compose less than 1 percent of the workforce, according to the FTC.

NSG Group Announces Major Expansion of its Float Glass Business in Russia

The NSG Group announces that it has today signed agreements concerning the future expansion of its float glass business in Russia.

The first part of the expansion project relates to the merger of Pilkington Glass LLC with the STiS Group of Companies. Pilkington Glass LLC currently operates a float glass production line in Ramenskoye, near Moscow. STiS is the leading manufacturer of insulated glass units in Russia and has processing operations across Russia. The merged business will be the only integrated flat glass business in Russia combining float glass manufacturing facilities with nationwide downstream processing activities.

Concurrently, the Russian Corporation of Nanotechnologies (RUSNANO) and the European Bank for Reconstruction and Development (EBRD) will also invest in the merged business. These funds will finance the construction of a new float line at the site of the NSG Group’s current float line in Ramenskoye, Russia. The new investment from EBRD and RUSNANO will also enable the installation of new coating facilities in Ramenskoye, capable of manufacturing low-emissivity energy-saving products to supply the growing market for energy-efficient glazings in Russia.

U.s. secretary of commerce gina raimondo announces first-of-its-kind national child care innovation summit, office of public affairs.

During a White House event on expanding access to care and other supportive services workers need to train for and stay in good-paying jobs, U.S. Secretary of Commerce Gina Raimondo announced that the Commerce Department will co-host a first-of-its-kind National Child Care Innovation Summit later this year. The summit will be held in partnership with the U.S. Chamber of Commerce and the U.S. Chamber of Commerce Foundation.

The event will bring together key public- and private-sector stakeholders to discuss the vital role of child care as economic infrastructure and work towards accessible, affordable, and high-quality child care. The program will highlight and explore child care solutions, including creative care models and policies, emerging employer approaches, and public-private partnerships that can help address the child care crisis. The Summit will encourage action by the private sector as a partner and force multiplier to the public sector in establishing child care as critical infrastructure.

“Access to affordable, quality child care is not a social issue – it’s an economic issue. If we’re to train and retain workers for 21 st century jobs, we need to provide them with the economic infrastructure they need to stay in those jobs and care for their families,” said Secretary Raimondo . “I’m excited to announce that the Department of Commerce will co-host this first-of-its-kind event to bring together lawmakers, private sector leaders, and non-profit representatives to identify solutions to help solve the child care crisis.”

Details on the National Child Care Innovation Summit will be made available in the following weeks.
