Management as a Process :

In the words of George R. Terry, “Management is a distinct process consisting of planning, organising actuating and controlling performed to determine and accomplish objectives by the use of human beings and other resources.” The elements of management are: planning, organising, actuating (directing) and controlling.

These are also called the functions of management. It is through the performance of these functions that management is able to effectively utilise manpower and physical resources such as capital, machines, material, etc. to produce goods and services required by the society.

Henri Fayol has defined management as a process consisting of five functions: “To manage is to forecast and plan, to organise, to command, to coordinate and to control.”

However, modern authors do not view coordination as a separate function of management. They consider it as the essence of managing. Koontz and O’Donnell have classified the functions of management as follows: planning, organising, staffing, directing and controlling. These functions are inter-dependent and interrelated. There is no fixed sequence of their performance. They are performed more or less simultaneously.

Management is regarded a process because it involves a series of functions as shown in:

It starts with planning and ends with controlling. But it does not mean that managerial functions are followed in a specific sequence. A manager performs all the managerial functions simultaneously. Moreover, Management is a never-ending process.

There are three features of management as a process:

(i) Management is a social process as it deals with human beings.

(ii) Management is an integrating process as it organises human resources for the efficient use of other resources like capital, materials, technology, machines, etc.

Marry Parker Follet defined management as “an art of getting things done through others”. This is a traditional definition of management. It emphasises that management directs the workers for getting results from them and supervises their performance. The workers are treated merely as a factor of production like materials, machines and capital.

This definition is insufficient in the modern world because of the following reasons:

(i) The above definition is incomplete because workers are treated as a mere means to organisational goals.

(ii) The management tries to manipulate the behaviour of the workers.

(iii) The needs and aspirations of the workers are not considered.

People are not mere cogs in the wheel and so they should not be treated as commodity or mere means to certain ends. Needs and aspirations of the people working in an organisation should not be overlooked. They must be satisfied so as to obtain sustained and consistent effort towards organisational objectives.

Management may be defined as a technique of getting things done through others by satisfying their needs and providing them opportunity for growth and development. According to Harold Koontz, “Management is the art of getting things done through and with people in formally organised groups. It is the art of creating environment in which people can perform as individuals and yet cooperate towards attainment of group goals.”

In order to accomplish results, management must create opportunities, and encourage growth and development of employees and provide guidance and assistance, wherever necessary. All this demands skillful application of the basic principles of the science of management. Managers must have conceptual, technical and social skills in translating the abstract organisational philosophy into concrete action.

Management as a Group :

In other words, all individuals occupying managerial positions are collectively known as management. A manager is a person who performs the managerial functions of planning, organising, staffing, directing and controlling.

4. Universally applicable:

Scientific princAples may be applied in all situations and at all times, exceptions though may be logically explained. These principles, under required given conditions never fail at any place or point of time.

The debate about whether or not managing is a science continues. The answer to this question depends largely on the degree to which the scientific method is used to determine managing principles and solve managing problems.

Management satisfies many of the scientific principles, for e.g.:

1. Management is a systematised body of knowledge. Its principles explaining cause and effect relationship between various variables, e.g., Principle of Unity of Command if not followed leads to inefficiency, confusion and duplication of work.

2. Management principles are evolved on the basis of observation and repeated experimentation. For instance, it is being observed through experiments that if stability in tenure of an employee is not there, his working efficiency decreases.

But, at the same time, there exists many scientific features which do not coincide with those of management.

Briefly, the method of science consists of the following steps:

1. Facts or data are collected in an objective manner.

2. These facts are classified in some way, usually on the basis of similarities or dissimilarities, in an attempt to make the data more meaningful.

3. From the classifications, hypotheses are formulated establishing cause and effect relationships between various given factors.

4. The hypotheses are then tested to determine their reliability and validity.

5. After the hypotheses are verified and if they stand the test of time, they then have interpretive or predictive value when applied to similar phenomena.

In referring to the hope of dream that a true science of management may someday be achieved. Professor Mee states, “This hope probably will be realized in another chapter in another book in another century.” Perhaps the best that can be said is that a science of management is just beginning to emerge.

It has often been stated that even when management attempts to use the method of science (from which managing principles are also derived), management is neither as precise nor as comprehensive as the natural and social sciences.

There are several reasons why this is true:

1. The rational approach and the application of the method of science are relatively new in business and industry. As a result, managing has not developed the comprehensiveness found in other disciplines that have used the scientific approach for a much longer time.

In fact, one of the more significant developments in the last seventy-five years in the field of management has been the tendency toward using the rational approach in solving management problems.

2. Relatively few managers are trained or experienced in using the method of science. Those who are trained may find it too time-consuming and, because of this as well as other limiting factors, seek other ways to reach decisions and to solve problems.

3. Precision measuring instruments and tools are not always available in management. A manager is forced to use relative measurement where absolute measurement is not possible or feasible. To evaluate the performance of a group of supervisors, for example, he may have to use a relative measuring device such as a carefully prepared rating scale. For his purposes, however, the relative measuring technique is just as useful and effective.

4. In the physical sciences, the researcher works with a single variable, holding all other factors constant. Managers can seldom do this. They almost always deal with people, the human element with all its weaknesses. The human element can never be treated as a constant; hence precision is less than in the physical sciences, though equal to that of the social sciences. Businessmen are always dealing with the unpredictable: people, governments and nature.

5. Most importantly, managerial decision-making, unlike problem solving in the sciences, stresses action rather than truth. A manager’s decisions must have practical application. Managers strive for reasonable results under uncertain conditions rather than for perfection. A method, technique, or device only has to be “good enough” to get the job done.

Management as an Art :

Art refers to the skill to put into action a systematized body of knowledge for the achievement of a given task. To get mastery in any skill it is necessary to have the thorough knowledge of the principles of doing the particular task. At the same time it is necessary to possess the tact, the care to be taken, the discretion and proper judgement in applying the principles involved.

Presence of mind, promptness to react to the given situation and correct response demanded by the prevailing condition are all essential to perform skillfully the task undertaken.

Experiences and judgement add to this skill. Management is also an art as it is necessary to apply the principles of management in planning, organising, staffing, directing and controlling the whole series of activities all through the managerial process.

Throughout the stages of the process of decision-making and execution of these decisions all the individuals occupying various positions at different levels of management need all the skills involved.

Briefly, these skills are called the planning skills, the organising skills, the staffing skills, the directing skills (how to motivate, to communicate, and to lead) and the controlling skills. Sometimes it is said that a good manager is born and not made. But it has been now established and accepted that it is through learning and training process that skilled managers are developed.

As Koontz and O’Donnell have rightly pointed out the work of managing a business or any group activity is an art. But for this the organised body of knowledge is required. It is certainly a science. Thus art and science are not exclusive terms but complementary ones.

Management as an art has the following features:

(a) Personal Skill:

Human beings apart, there are other factors which vary in their effect and role in the achievement of the managerial tasks. Managers have to apply their skill to deal with them.

(b) Practical Knowledge:

Business enterprises involve risks. Only those who have experience can deal effectively with such risks.

Distinction between Art and Science

(c) Result Oriented Approach:

Management as an process aims at achieving concrete goals. It aims at utilising available resources optimally by creating a congenial atmosphere.

(d) Personal Judgement:

No doubt there are useful principles of management, but it needs individual judgement to apply them properly and at appropriate time. It means art is necessary.

(e) Continuous Practice:

The art of management is much older than the science of management which as an organised body of knowledge is hardly about ninety to hundred years old.

Management: Both Science and Art :

Management is a combination of an organised body of knowledge and skillful application of this knowledge. According to Brech, “A systematic body of knowledge underlies the competent practice of management”.

Much of this knowledge are to be found in various academic disciplines. Competent performance of various management functions necessarily needs an adequate basis of knowledge and a mature scientific approach.

Thus management is both a science and an art. It is a science because it uses certain principles. It is an art because it requires continuous practice to ensure the best possible result. Thus science and art in management are not mutually exclusive. Both of them exist together in every function of management.

Management as a Profession:

Profession is defined as a composite of intellectual and executive qualities applied to carry out successfully the specified activities for the benefit of others. It is an intellectual field. One enters into it to work without any expectation of a direct share in the profits earned out of the activities to carry out which one might be contributing his specialist knowledge or intellect.

According to George, “Profession is that which has a well-defined body of knowledge, which is learned, intellectual and organised, to which entry is restricted by examination, or education and which is primarily concerned with service to others above self-award.”

Features of Profession:

The above statement makes the following features of profession clear:

1. Existence of a body of knowledge, techniques, skills and specialised knowledge.

2. Formalised methods of acquired training and experience.

3. The establishment of a representative organisation with professionlisation as its goal.

4. The formation of an ethical code for the guidance of its conduct.

5. The charging of fees based on the nature of service extended.

In the light of what has been said above management can be said to be a profession.

The arguments in favour of this statement are given below:

1. Body of knowledge:

All over the world there is marked growth of an organised systematic body of knowledge about management as a process.

2. Formal methods of teaching:

The establishment of professional schools of management in which management as a body of knowledge can be taught is seen everywhere. India is no exception to it as is clear from the establishment of Indian Institutes of Management at Ahmedabad, Calcutta, Bangalore, Lucknow and Post­graduate Departments of Management as well as Institutes/Colleges of Management being established in different parts of the country.

3. Fee as remuneration:

The number of management consultants is increasing Even a large number of well reputed firms are establishing their consultancy agencies.

4. Existence of ethical code:

There is growing emphasis on the ethical basis of management behaviour.

5. Establishment of representative organizations:

Both at the national and international levels management associations have been formed with their membership rules, codes of conduct, etc. All India Management Association, New Delhi.

National Institute of Personnel Management, Calcutta, Institute of Marketing and Management, Institute of Chartered Accountants of India, New Delhi, Institute of Costs and Works Accountants of India, Calcutta are the well established associations in India. And many more organisations in the specialised fields/ branches of management are being organised.

Management as Profession: A Controversy :

However, there is no agreement on this point. Questions are asked: Is management a profession? Is it becoming a profession? As it is well known, a large number of business units are operating as sole traders and single entrepreneurship enterprises. By definition and in practice they are managed by proprietor-managers. So is the case with partnership firms and joint Hindu family firms.

But company form of business enterprises in India and corporate organisations in USA and other countries are even by definition the enterprises in which ownership is divorced from management. Even then question remains if all of them are managed by professional managers. As things stand, under law it is the shareholders who elect the Board of Directors from amongst themselves.

Thus the topmost group at the top level management of a company or corporate body are not professional managers. But all the big companies operating on large scale do appoint executives and managers on salary-cum-perks basis. Thus they are the professional managers.

In large companies even the Vice Presidents of marketing, finance, etc. who are on the Board of Directors are the professional managers. So are all those working at the middle level and lower level of management. In case of public undertakings management is in effect with the professional managers. Exceptions to it are Departmental Undertakings such as Railways. Posts & Telegraphs etc. which are controlled by the various departments of the Government.

But there also other than the Minister-in-charge all those looking after the management are professionals. A new trend is becoming more and more marked. Proprietary managers are becoming more interested in acquiring the latest knowledge and technique of management. They are sending their own sons, daughters and other close relatives abroad to acquire degrees and diplomas in management.

Others are joining short- term courses in management run by organisations like Administrative Staff College, Hyderabad. All India Management Association etc. Such persons are now occupying positions at the topmost layers of the managerial hierarchy.

Are these persons to be regarded as proprietary managers or professional managers ? No doubt all the features of profession are not applicable to them. But they do possess other features.

In conclusion, it may be said that all the requirements of profession are not satisfied by managers at the top. But management is, by and large, becoming professionalised, it is more so in the developed nations. But even in India large number of managerial cadres are getting professionalised.

This is applicable to both the public and private sectors. Even the case of smaller enterprises, which are run by proprietary managers, assistance of professionals such as chartered accountants, cost accountants and lawyers are being utilised to a great extent.

5. Essay on the Objectives of Management:

Objectives can be divided into three categories: Individual, Social and Organisational. Recognising the three categories and reacting appropriately to each is a challenge for all modern managers.

(I) Individual Objectives :

Individual objectives are the personal goals each organisation member would like to reach through activity within the organisation. These objectives might include high salary, personal growth and development, peer recognition, and societal recognition.

(II) Social Objectives :

Social objectives deal with the goals of an organisation toward society. Included are obligations to abide by requirements established by the community, such as those pertaining to health, safety, labour practices and price regulation.

Further, they include goals intended to further social and physical improvement of the community and to contribute to desirable civic activities.

It should be noted that most business houses in achieving their primary goals also contribute to their respective communities by creating needed economic wealth, employment and financial support to the community.

Drucker indicates that the very survival of management may be endangered if managers emphasize only a profit objective. This single-objective emphasis encourages managers to take action that will make money today with little regard for how a profit will be made tomorrow.

In practice, managers should strive to develop and attain variety of objectives in all management areas where activity is critical to the operation and success of the system. Following are the eight key areas in which Drucker advises managers to set management objectives.

1. Market Standing:

Management should set objectives indicating where it would like to b£ in relation to its competitors.

2. Innovation:

Management should set objectives outlining its commitment to the development of new methods of operation.

3. Productivity:

Management should set objectives outlining the target levels of production.

4. Physical and Financial Resources:

Management should set objectives with regard to the use, acquisition and maintenance of capital and monetary resources.

5. Profitability:

Management should set objectives that specify the profit the company would like to generate.

6. Management Performance and Development:

Management should set objectives that specify rates and levels of managerial productivity and growth.

7. Worker Performance and Attitude:

Management should set objectives that specify rates of worker productivity as well as the attitudes workers possess.

8. Public Responsibility:

Management should set objectives that indicate the company’s responsibilities to its customers and society and the extent to which the company intends to live up to those responsibilities.

6. Essay on the Levels of Management:

More of the authors have conceived of three levels of management in any fairly-sized business undertaking.

These are as follows:

1. Top Level Management

2. Middle Level Management

3. Lower level Management

Management is considered as a Three-tier activity. The top tier centres round the determination .of objectives and policies, the middle tier concerned with implementation of policies through the assistance of lower tier of the organisation.

The various tasks in a business enterprise “become structured somewhat like a pyramid, with the highest level of management centred at its apex”.

The managerial set-up of any undertaking, therefore consists of three levels – Top Management, Middle Management and Operating Management or Lower Level Management.

Levels of Managment

This gradation of level of management is not a watertight arrangement but represents a hierarchy of authority and responsibility designed to secure a systematic sequence of operations. Each level is blended into another through its functions and all the layers of authority constitute an integrated arrangement.

The demarcation of the levels is only to analyse the range of responsibility and span of control and it underlines the principle of specialisation in administrative executive processes.

A. Top Level Management:

Top level management is made up of Board of Directors, its Chairman, Managing Director or General Manager and other key officers responsible for smooth and systematic conduct of the affairs of the enterprise.

The top level management is a concept of functions concerning the manner in which the enterprise should be shaped.

In view of large size of modern companies, the key functions cannot be performed by a single person, and hence a compact group of elected office-bearers, experts and executives form the top management level of enterprises these days. Board of Directors is assisted by Managing Director, General Manger etc. in directing the company’s operations.

Top level management’s work is a creative process and it also involves commitments of high order of responsibility. As Allen observes “top-management work is a work which must be performed at the apex of the organisational pyramid because it cannot be carried out effectively at lower levels.”

Top management is also described “as the policy-making group responsible for the overall direction and success of all company activities.” It is a chief custodian of the property of the enterprise. It is the main mobiliser of resources in men and materials essential for the inception, maintenance, operations and expansion of the undertaking.

It is more basically a panel of planning the company’s operations and in due course shall develop into an evaluating and controlling medium for securing the maximum possible performance. It is concerned with the problems and policies of the entire enterprise.

The functions of top management include:

“Identifying key factors for the survival and growth of the company and devising basic objectives, policies and programmes for dealing with these factors: being sensitive to the inter-dependence of the numerous actions and maintaining a strategic balance in these actions; and keeping an eye on how current activities of the company will cutting with predicted changes-social, political, technological and competitive-and adopting company plans to the anticipated environment.”

Functions of the Managers at the Top Level Management :

The fundamental functions of mangers of the top management may be classified into the following categories:

(1) Determining the objectives.

(2) Framing the policies and making plans to carry out the objectives and policies.

(3) Setting up an organisational framework to conduct the operations as per plans.

(4) Assembling the resources needed to put the plans into operation.

(5) Controlling the operations through organisation.

1. Determining the Objectives :

Objectives are goals which every enterprise seeks to achieve. Most of the companies describe in detail the nature of their activities in the objects clause of their Memoranda of Association. But by and large the general objectives which top management should aim at are survival, profit, business growth, prestige or status and social acceptance.

Production of particular product of specific quality, satisfaction of customer’s needs, earning of profit by production and sales, looking out for expansion and diversification of business, building up an image or reputation of the company in the eyes or estimation of the society are the broad objectives set up by top management.

Objectives also may be specific. They relate to types of activities. Specialty in workmanship, competitive pricing, marketing method, widening the area of sales abroad, relations with the workers, customers, public, government, etc.

2. Framing of Policies :

The objectives are realised through policies framed by the management. Policies signify the decisions taken by the management on different strategic aspects of company’s operations or activities.

Production policy indicates the schedules of production to meet the market demand.

Product policy lays down the standards, specifications, size, design, colour shapes etc. of the product.

Marketing policy describes the channels of selling the product (direct sale or dealership, agency etc.), advertising and sales promotions techniques to be adopted, the sales targets to be attained etc.

Pricing policy emphasises the quality aspect of the product as well as the comparative competitive nature of the rates quoted, discounts allowed etc.

Personnel policy deals with recruitment, placement, training, remuneration, promotion, rewarding and regulating the productivity of the personnel.

Financial policy is concerned with procuring funds required for investment in fixed assets or required to be held over for working capital needs, sources of finance, e.g., borrowing, self-financing, issuing additional capital etc.

Top management has also to devise plans and schemes for precise execution of policies within a given time. Plans set out the course along which operations in different departments are to be conducted as per the criteria laid down in the respective policies.

3. Organising:

Organisation means division of functions, allocation of duties to the personnel, fixation of range of their responsibility and the scope of their authority and co­ordination of the activities of the departments of the undertaking. Standardisation of administrative procedures is the main task of organising the enterprise.

Systems and procedures are the methods intended to govern the departmental activities of a company. Organisation ensures smooth flow of work from one stage to another, or from one department to another, so that the whole undertaking is enabled to achieve the targets to the benefit of the company and satisfaction of customers.

4. Assembling the Resources:

Prior to the launching of the plans, the resources of money, men and materials have to be assembled. Executives and operatives are appointed after careful selection on the basis of their merits and the nature of jobs to be handled.

Money capital has to be raised through issue of shares, debentures, etc. and arrangement for working capital has to be made through reserves, bank advance etc.

Then the physical resources-machinery, tools, furniture, buildings, water supply, power, other ancillary equipment-have to be collected as per estimated needs. The management has to find out the sources of finance for implementing the plans and programmes.

5. Controlling :

Top level management does not directly execute work. But the Chief Executive in the top management has the responsibility of exercising supervision over all the departments to make sure that the middle and lower managements are functioning as per the plans.

By controlling we mean instituting checks or comparisons of actual results with the planned targets. It implies evaluation or measurement of the work turned out in each section or department with reference to the goals envisaged in the basic plans and policies of the company.

The top level management lays down the standards of performance for the purpose of comparison of the actual results with the planned performance. Standard cost per unit, sales quotas, net profit per unit of sales are some of the reliable criteria for comparison.

Top level management finds out to what extent the performance has been upto the mark and identifies in the course the sources of strength and weakness in the different phases of organisation and operations.

Top level management has to act as coordinator and regulator of the activities of the undertaking in its different dimensions. It will call for reports, statistical data, special studies, accounting records to know the position of performance and to apply regulatory checks wherever and whenever necessary.

B. Middle Level Management:

Middle level management is concerned with the task of implementing the policies and plans chalked out by the top management. Middle management comprises departmental heads and other executive officers attached to different departments.

These departmental managers and officers are expected to take concrete steps for actual realisation of the objectives and operational results visualised in the plans finalised by the top officers of the organisation. “This group is responsible for the execution and interpretation of policies throughout the organisation and for the successful operation of assigned division or departments.”

Managers at the middle level management level exercise the usual functions of management in respect of their own departments. They have to plan the operations, issue instructions to their assistants, collect the resources required and control the work of the men under them and evaluate the results achieved by their department with reference to the plans formulated by the top management.

If the top management is endowed with the authority of policy-making, middle management is entrusted with the programming of efforts essential for implementing the basic pre-determined policies.

Functions of Managers at the Middle Level Management :

The functions of the managers at the middle level management can be broadly summarised as follows:

(i) Interpretation of policies framed by top level management.

(ii) Preparing the organisational set-up in their departments for fulfilling the objective implied in various business policies.

(iii) Finding out the suitable personnel and assigning duties and responsibilities to them for the execution of the plans of the concerned departments.

(iv) Compiling detailed instructions regarding operations and issuing them to the assistants and operatives to focus and guide their efforts accordingly.

(v) Motivating the personnel for higher productivity and rewarding them for their merit, capacity or calibre.

(vi) Cooperating with other departments so as to evolve a smoothly functioning organisation.

(vii) Collecting reports, statistical information and other records about the work turned out in respective departments and forwarding the same with their observations to the top level management.

(viii) Recommending to the top management, new or revised policies for their departments to secure better performance.

Middle level management managers are responsible for all the leading functions within each department. They provide “the guidance and the structure for a purposeful enterprise”.

The top management’s plans and ambitious expectations cannot be fruitfully realised without the key officers at the middle level management.

Managerial Structure at the Middle Level Management :

Generally the following functions at the middle level management are performed through the various departments under the departmental managers or heads.

1. Production department headed by works manager is concerned with the following functions:

(i) To collect the work orders and issue them to concerned sections.

(ii) To guide the foremen, and prescribe methods and process to be followed in execution of the work allotted.

(iii) To devise a system of inspection of factory functioning, the components, semi-finished and finished products.

(iv) Assembling the tools, equipment, plant, qualified personnel etc. to execute the production’s plan.

(v) Controlling the factory expenses.

2. Engineering Department headed by chief engineer has to perform the following functions:

(i) Production-planning, routing, scheduling.

(ii) Plant layout suited to the execution of production plans.

(iii) Designing the products, their specifications, standards, quality, workmanship etc.

(iv) Research in methodology of production for improving technical efficiency.

(v) Plant and tools maintenance and development of the full capacity of production.

(vi) Economy in production costs and resource consumption.

3. Personnel Department:

It is headed by the chief personnel officer, labour officer. He has to devise selection procedure and training schemes: he has to maintain service records of the staff and formulate methods of remuneration in conformity with the productivity and cost of living. He has to assure wholesome working conditions to the personnel and look after their social and economic security and welfare.

4. Stores Department headed by stores manager is concerned with systematic organisation of purchasing raw materials, stores articles, tools, equipment, spare parts, etc. and proper custody of the materials with the responsibility of issuing them to the requisitioning departments.

He has to sort and arrange neatly the stockpile of materials etc. and keep an up to date record of materials, stores, tools, etc. received, issued, consumed, balance held in stock, etc.

5. Office Manager is in-charge of secretarial work of correspondence, filing, indexing, use of office appliances, maintenance of records and reports pertaining to the different departments.

6. Accounts Department:

The chief Accountant is responsible for maintaining up-to-date accounts of financial transactions and recording sales, purchases, receipts and payments.

He is also required to compile periodically the Trading Account, Profit and Loss Account and Balance sheet of the firm.

He should ensure that monthly financial statements indicating the position of the firm are placed before the Board and other top management officials.

7. Costing Department:

In bigger enterprises a separate department for costing is constituted and cost accountant is appointed to administer the functions of the section.

Costing department is entrusted with the main functions of ascertaining the prime and supplementary costs and submission of cost-sheets to the top level management for appraisal.

Costing department keeps detailed records of costs of completed jobs in progress, costs of materials, labour, factory overhead costs and sales on cost. It helps the management to find out the disparity between estimated costs and actual costs and the reason thereof so that remedial measures can be adopted.

8. Sales Department:

This section is the life-blood of the enterprise because the sales are the barometer of business profits and reputations of the firm. The work of the department is to create demand for the goods for promoting maximum possible sales at quick pace in wider markets.

The vital functions of the department are as follows:

(i) Market research to find out the needs, tastes and buying habits of the consumers.

(ii) Looking out for new markets for the goods.

(iii) Organising advertisement campaigns and other sales promotion activities for creating, maintaining and expanding the demand.

(iv) Collecting orders from the customers through agents, dealers or salesmen.

(v) Executing the orders by timely despatch of goods.

(vi) Supervision of salesmen’s efforts, training and stimulation of salesmen.

(vii) Organising after-sale service and similar sales promotion efforts.

(viii) Looking after proper warehousing, packing and despatch of goods.

(ix) Attending to customers’ complaints and suggestions.

C. Lower Level Management (Operating Management) :

It is described as the lowest level in the administrative framework and actual operations are the responsibility of the rank and file constituting this level of management.

Foremen, supervisors and sub-departmental executives assisted by a number of workers, clerks etc. carry out the actual operations as per schedule. Their authority and responsibility is limited and they have to follow the lines drawn by the higher levels of management.

The plans and policies of the top level management will fail if the foremen and operatives do not fully realise the spirit of sustained work. The quality of the workmanship and quantity of output will depend on the hard labour, discipline and loyalty of the operating personnel. The foremen or supervisors are responsible for executing the work orders allotted to their respective sections.

They pass on the instructions of middle level management to the working force, procure the materials, tools etc. required for the jobs, assign specific duties to individual workmen and guide them in acting upon the instructions and handling the job on hand with ability and accuracy.

They seek to maintain precise standards of quality, prevent wastage of materials by negligent workmen, look to the safety of machines and equipment and ensure steady flow of output as per plans and programmes prescribed by the top level and middle level managements.

They are also responsible for maintaining discipline among the respective batches of workers, preserving and boosting their morale and fostering the team spirit in them.

7. Essay on Theo Haimann’s Three Notions about Management:

According to Theo Haimann management is used in three different senses:

(i) It is used as a noun. It refers to the group of managerial personnel of an enterprise.

(ii) It refers to the processes of managing, planning, organising, staffing, guiding, directing, supervising and controlling.

(iii) It is used apart from the above two—personnel and activity- but it describes the subject, the body of knowledge and the whole practice, the discipline.

I. Management is an art of getting things done through other people :

It is a process of activity consisting of some basic techniques for getting the objective of an enterprise fulfilled through the efforts of people. It is the activating element in any concern for getting things done through people. But today it is thought to be against humanity. At present: “It is the art of getting things done through and with the people informally organized groups.”

The job of management is to give active leadership that unites the productive but passive resources into a fruitful organization.

As per E. Peterson and E.G. Plowman:

“It is a technique by means of which the purposes and objectives of a particular human group are determined, clarified and effectuated.”

As per E.F.L. Breach it has been said as:

“A social process entailing responsibility for the effective of efficient planning and regulation of the operations of an enterprise, such responsibility involving a judgement and decision in determining plan and using data to control performances and progress against plans. The guidance, integration, inspiration and supervision of the personnel comprising enterprise and carrying out its operations.”

Breach signifies that it is not possible to take management in relation to things or mechanical operations of machines but only in relation to the people who are employed to operate or use such things.

As per Prof. Harold Koontz it is:

“The art of getting things done through and with people informally organized groups. It is the art of creating an environment in which people can perform as individuals and yet co-operate towards attainment of groups’ goals. It is art of removing blocks to such performance, a way of optimizing efficiency in reaching goals.”

II. Management is what management does:

The three functions of management are:

(i) Planning,

(ii) Implementing, and

(iii) Controlling.

Planning includes formation of policy and its translation into plans. Implementing includes the execution. Controlling means exercising administrative control over the plans.

In the words of Dr. James Lundy:

“Management is principally a task of planning, co-ordinating, motivating and controlling the efforts of others towards a specific objective. It involves the combining of the traditional factors of production (land, labour and capital) in an optimum manner, paying dues attention, of course, to the particular goals of the organization.”

This definition includes three major management activities of:

(1) Planning is the ascertainment of the course or objectives of a business, division or department to attain maximum profit effectiveness, the establishment of policies and continuous seeking and finding out new and better ways to do things.

(2) Implementing seeks to the doing phases, after preparation of plans, personnel attend their jobs with training of motivation not do rightly. Activities must run to the planning, supervision and direction of the subordinates and at the same time groups efforts are coordinated.

(3) Lastly, controlling seeks to evaluate acts of those who are responsible for executing the plans agreed upon. It consists of: (a) Controlling adherence to plans (b) appraising performance.

III. Management is the development of the people:

Business is not the management of things. As Appley Lowrence puts it: “The development of people and not the direction of things.” It is the selection, training supervision and development of people. These days most of the large as well as medium-sized enterprises are managed by the professional managers i.e., the managers who have got either little or no share in the ownership of the enterprise. They take management as a career.

Mcforland has noted following characteristics of a profession:

1. A body of principles, techniques, skills and specialised knowledge.

2. Formal methods of acquiring training.

3. Laying down of certain ethical codes of guidance of conduct.

4. Charging of fees according to the nature of services rendered.

And management is truly a profession in the sense that it fulfills all these conditions. Management these days is very much a systematised body of knowledge (science) and is an identifiable discipline. It has also developed a number of its tools and techniques.

In India, now there are a number of management institutes and university departments imparting formal management training. But management still, at last so in our country, does not fulfill the last time requirements of being a profession. There is, for example, still no unified ethical code of conduct for the managers as is there for the doctors and lawyers.

8. Essay on the Functions of Management:

Various authors have given various functions of management according to the time and development of the management science.

All these can be classified into the following categories:

(i) Planning

(ii) Organisation

(iii) Direction

(iv) Co-ordination

(v) Control.

These functions of management have been discussed in detail in the following paragraphs:

(i) Planning:

It is deciding in advance what is to be done, how it is to be done and when it is to be done. Planning involves projecting the future course of action for the business as a whole and also for the different sections within it. It helps in bridging the gap between the present and the future.

Planning is possible whenever there is a question of choosing and planning process is possible only when alternatives are there. In fact planning is an intellectual process. It signifies use of rational approach to the solution of problems. The important aspects of planning process are defining and establishing objectives, policies, procedures methods, rules, budgets, programmes and strategies.

(ii) Organisation:

Organisation is the structural relationship in an enterprise between the various factors i.e., men, material and management which combine to achieve the objectives set by the enterprise. In a dynamic society like ours, the organisation is not fixed. If it does not promote the objectives of the enterprise, it must be modified.

(iii) Direction:

Direction consists of command, execution, control, supervision and motivation i.e., achieving the good results. It is concerned with to use Lawrence H. Appley’s maxim “that management is essentially getting things done through the efforts of other people.”

It needs the personal touch. A good manager has to see that his orders are properly carried out and have achieved the desired results. It will need proper supervision by him and control of all the levels below him.

Moreover, his order must always create motivation among subordinates. It is only possible when his orders are of the right type and at the right moment. For it, more of initiative, sincere and tact is required than aggressiveness. A good executive must always be a good leader.

(iv) Co-Ordination:

Co-operation permeates all operating organisations and makes their entire structure more effective by harmonizing and property timing the various activities. It means synchronising the activities of all persons and functions in the enterprise and rooting out personal prestige and vested interests.

Proper co-ordination presupposes a number of conditions which can be summed up as:

(i) Fixed responsibility

(ii) Adequate authority at each executive level

(iii) Organisational structure facilitating

(iv) Co-ordination.

(v) Control:

This includes the setting of the targets or standards and comparing the actuals with standards in order to know the deviations, analysis and probing the reasons for such deviations, fixing of responsibility in terms of persons responsible for negative deviation, and correction of employees performance so that group goals, and plans devised to achieve them are accomplished.

9. Essay on the Importance of Management:

Management is absolutely essential if human efforts are to be effective to meet all round development of the society through productive activity, occupation or profession. It is essential in all organisations and at all levels of organisation in an enterprise. Without the enlightened guidance and leadership made available by management “the productive resources will remain resources and shall never become production”.

Management is a dynamic element which gives life to a business enterprise. The productive resources such as materials, men, and money are entrusted to the administrative ability, enterprising initiative and organising skill of management.

In short, management is important for the following reasons:

(i) Provides Effectiveness to Human Efforts:

It helps achieve better equipment, plants, offices, products, services, human relations. It keeps abreast of changing conditions, and it supplies foresight and imagination. Improvement and progress are its constant watch-words.

(ii) Critical Ingredient in Nation’s Growth:

An underdeveloped nation usually lacks adequate managerial know-how. National development is not solely one of transferring capital, technology, and education to citizens of an undeveloped nations. It is also supplying or developing management which provides the generation and direction of effective human energies. Management know-how utilizes the available resources effectively toward achievement of basic needs.

(iii) Brings Order to Endeavours:

By means of management, apparently isolated events or factual information or beliefs are brought together and significant relationships discerned. These relationships bear on the immediate problem, point out future hurdles to be overcome, and assist in determining a solution to the problem.

(iv) Provides Judgement and Courage:

To determine worthwhile goals, carefully select and utilize resources efficiently by means of applying planning, organising, directing and controlling require a high degree of judgement and the exercise of great courage.

From time to time, gadgets and aids are offered to replace management, but actually at best they assist and do not represent management. Serious consideration of such devices usually points out the need for more management judgement and courage to be used. Nothing takes the place of management.

(v) Helps in Achieving Group Goals:

Management touches and influences the life of nearly every human being. Management makes us aware of our potentials, shows the way toward better accomplishment, reduces obstacles, and causes us to achieve goals that we probably would not otherwise attain.

Management Purpose

Management is the activities and skills to coordinate the efforts of those within the organization, either directly or indirectly assigned to the manager, to accomplish the goals and objectives of the organization.  Management is the human interaction within a business system to utilize the limited resources of capital, time, technology, human resources and physical resources to generate an outcome for the business.  The key focus of the management role is to align those limited resources to the appropriate tasks and activities to meet the goals and objectives of the function they are currently managing while also aligning their goals and objectives with those priorities of the managers up the hierarchical chain of command.

Management can be seen in two halves.  One area includes the management of tasks to achieve an objective.  The other half is the skills and ability to achieve those objectives.  The two halves are distinct and necessary for management.  There are two significant portions of a management positions.  There are the managerial duties as well as the leadership aspects of the position.  Leadership is described by Peter Drucker in a synopsis of management verses leadership in the quote “management is doing things right; leadership is doing the right things.”  This simple statement places the emphasis on how leadership in the management role is more than accomplishing goals and objectives but how those achievements are obtained and implemented while also imparting guidance and strategic intent throughout the process. Achieving the objective is measured on whether or not the goal was met.  How the objective was achieved is an entirely different skillset and is measured in a more qualitative way than meeting the objective.  There are some inherent challenges with being a manager and also ensuring success as a manager.  Challenges include utilizing the resources assigned to meet the objectives and expectations established by senior leadership.  Other challenges include managing the people and ensuring they are up for the commitment of the organization on a daily basis.  Interpersonal work relationships must be managed to ensure the performance of those that are being led by the manager is up to par with the organizational standards.  Yet another challenge is the balance to not only align the goals and objectives of the organization but to also ensure that the people and other resources are not underutilized or mistreated throughout the process.  This can be the misappropriation of resources such as natural resources, material, office equipment or other business resources as well as the utilization of the people in the business.

The goal of the manager is to manage the specific, tactical and operational functions underneath his or her span of control (Zaleznik, 2008).  The manager will more than likely be compared and appraised upon how well he met the metrics established for his or her group and will drive his area of responsibility to meet those key performance metrics.  The metrics for the manager’s area of responsibility do not necessarily take into account his or her leadership ability and how well the leadership skills are being developed and implemented within the manager’s team (Zenger & Folkman, 2009).  The metrics of the manager are encapsulating how well the manager performed on the things that he or she did right and not necessarily doing the right thing.  Metrics and indicators for managers can be a hindrance as well as a way to gain insight into the performance of their organization.  Part of the manager’s responsibility to leadership is to achieve those assigned goals and objectives to the specified performance levels developed by the organization.  If the metrics of the organization do not align with the direction the company is going or how they want to be monitored or controlled, it is up to the manager to use their leadership voice and raise the issues or concerns.  This is a very important aspect of leadership due to the fact that the manager has a voice to the leadership, management understands their area of responsibility and ultimately the manger will drive the culture and actions of their area of responsibility to meet the metrics assigned to their area.  The metrics can drive actions of the organization and ensuring the right metrics are utilized ensures the correct direction of the business unit is established.  When organizations are looking to improve their competitive advantage and improve their business model they look toward the managers of the organization. It is the managers’ role to drive these changes and be the catalyst needed by senior leadership to implement the improvements. Changes could include technological advances, new core business models, improved tools are all great implementations that can be used to improve the rate of success for a business but leadership innovation and managerial acumen propel the organization to another level.  The internal leadership abilities can create a competitive advantage for an organization that a new set of collaborative software tools or best practice framework would not be able to achieve.  Implementing new tools and changes require management’s ability to lead the relentless pursuit of effectiveness and efficiency while continually improving and changing the business.  These managers are leading the charge as well as standing in the forefront of the business driving, guiding and spearheading the business opportunities.

These are some significant reasons why management is important to the success of the organization.  This success or failure hinges on the abilities of management to allocate resources, meet objectives, ensure the quality of the product and the work/life balance of the employees, track and align metrics all for the greater good of the organization.  The manager is ultimately responsible for the success or failure of their area of responsibility.

School of Management

What skills are necessary to be a leader in a management position?  Management takes operational skills but the role of manager can also provide a springboard into other leadership opportunities.  Great managers have the mix of inherent abilities and learned behavior.  Just like the athlete, even those with minimal athletic ability can be taught the basics of running but only those with the tangible attributes such as; muscles, structure, height and stride coupled with that of the intangible attributes like: heart, determination, and mental aptitude could become Olympic athletes.  The school of thought for management can be seen in the same light.  Managers can be taught how to manage teams but to become exceptional managers they must also have the intrinsic value of leadership ability.  Managers can be grown but the level of effort to grow these managers into high performance candidates is dependent on the base level skills sets coupled with the desire and determination to become exceptional.  The skill set is a diverse mix of tangible and intangible traits that are built through experience and training.  They are also formulated through the enhancement of key characteristic traits such as being an extrovert or having a highly technical in background coupled with the ability to outwardly present what the leader has internally to a group of individuals or followers.  Henri Fayol developed a management school of through that revolved around the general principles a manager should follow to organize and utilize their respective operational areas.  The general areas included: division of work, authority/responsibility, discipline, unity of command, unity of direction, subordination of individuality to commonality, salary, centralization of personnel, chain of command, order, equity, stability of the work environment, initiative and esprit de corps (Wren, Bedeian and Breez, 2002).  These key areas formulate the key focal areas for maintaining good order and discipline, aligning organizational objectives with business unit actions, personnel management and the quality of life at the work place.  These fourteen principles of management provide the general guidelines on how to manage responsibility and organize the staff in which the manager is in charge of.  This management school of thought is the basic building blocks for successful management and each area requires thought and actions to fully utilize the beneficial actions of the fourteen principles.

Management is key to the success of the organization and it is the responsibility of the manager to lead his or her people to the objectives of the business unit, align the goals and objectives of their area of responsibility with the organizations strategic intent, manage and lead personnel to be successful, understand and manage the culture of the organization, ensure the safety and wellbeing of the workers in the organization and ultimately be the accountable party for success or failure of the organizational operational activities.

The term operations management is argued to be a management area that concerns itself with processes that involves the overseeing, the designing and eventually controlling production processes through the redesigning of operations of businesses in the production of goods and services (Boyer & Verma, 2010). Operations management ensures that business activities become more efficient by using fewer resources and meeting the requirements of customers in the most effective manner. The operations management activities involves the management of the processes that converts raw materials that are considered to be inputs into outputs that includes goods and services. Operations management usually goes hand in hand with quality management. The process of quality management involves activities such as quality control, quality assurance, quality improvement and quality assurance. This paper discusses the importance of operations management within the furniture industry. The furniture industry is an established industry that primarily engages in the manufacture of furniture products (Banes, 2008). The industry engages in the production of chairs, kitchen furniture, seats and office related furniture that are either consumed domestically or exported to other regions. The industry contributes a substantial amount of revenue\e to the national government thus plays a significant role within the industry. The furniture industry is associated with higher proportions of small and medium sized business that are actively engaged in the manufacture of both office and household furniture of various types. Within our country’s economy, the furniture industry is actively involved in the process of supplying furniture services to both the domestic end users and the contractual end users. With the high growth within this industry, there arises a need to have a proper system of management. This, therefore, calls for the need to have a proper operations management system that is very important as discussed here in. The main importance of having proper operations management within the furniture industry is because it improves the industry’s productivity and also improves the financial position within the industry (Chary, 2009). In terms of improving productivity, operations management leads to the measurement of efficiency levels within the industry. Productivity is measured in term of the ratio between the outputs and the inputs. This also measures the level of efficiency within the industry. The scarce resources within the furniture industry have to be used properly to avoid wastages and if the ratio between the input and outputs is higher then the level of efficiency is considered to be higher. This criterion has also been used in other industries with the Ernst and Young using the ‘hoteling’ to affect both parts of the efficiency ratio thus helping them cut on inputs in term of cost of office space and boost the out put of its travelling accountants. Operations management also improves quality of operations. To ensure the total quality improvement within the furniture industry, operations management will ensure that approaches such as the small scale but continuous improvements within its processes are combined with the large scale redesigning of the very same processes that will directly affect the levels of productivity and efficiency (Mahaderan, 2009). Either, operations management helps the furniture industry undertake the process of capacity planning that helps it in maintaining cash flows within the industry and thus make substantial profits. Either, operations management enables industry players to management the different types and level of inventories within the furniture industry thus ensuring that production breakages do not occur. In conclusion, proper operations management process is very vital for the smooth operation within the furniture industry (Langabeer, 2007). The operations management process ensures that there is a proper system of locating the facilities that are necessary within this industry. This will ensures that quality operations are adhered to thus enabling the industry players to effectively and efficiently meet the customer requirements with maximum usage of the minimal resources that exist within this industry.

8 Time Management Tips for Students

Don't let a hectic schedule get the better of you with these time management tips.

College can be a stressful time for many students and time management can be one of the most crucial — but tricky — skills to master.

Attending classes, studying for exams, making friends, and taking time to relax and decompress can quickly fill up your schedule. If you often find yourself wishing there were more hours in the day, this guide will offer time management tips for students so you can accomplish what you need to get done, have fun with your friends, and gain back some valuable time for yourself. 

1. Create a Calendar

Don’t be caught by surprise by an important paper due two days from now or a dinner with your family the same night you planned for a group study session. Create a calendar for yourself with all your upcoming deadlines, exams, social events, and other time commitments well in advance so you can see what’s coming up. 

Keep your calendar in a place where you can see it every day, such as in your planner or on your wall above your desk. If you prefer a digital calendar, check it first thing every day to keep those important events fresh and top-of-mind. For greater efficiency, make sure you can integrate it with your other tools, such as your email.

2. Set Reminders

After you’ve created your calendar, give yourself periodic reminders to stay on track such as to complete a study guide in advance or schedule a meeting for a group project. Knowing deadlines is important; however, staying on top of the micro tasks involved in meeting those deadlines is just as important. You can set an alarm on your phone, write it down in a physical planner, or add an alert to your digital calendar. The reminders will help to prevent things from slipping through the cracks during particularly hectic days.

Make sure you’ve allotted enough time to study for that big test or write that final paper. Time management is all about setting yourself up for success in advance and giving yourself the tools to accomplish tasks with confidence.

3. Build a Personalized Schedule

Each person’s day-to-day is different and unique to them, so make sure your schedule works for you. Once you’ve accounted for consistent commitments such as classes or your shifts at work, add in study sessions, extracurriculars, chores and errands, and social engagements.

Consider your personal rhythm. If you typically start your day energized, plan to study or accomplish chores then. If you fall into an afternoon slump, give yourself that time to take a guilt-free TV break or see friends.

Having a schedule that works for you will help maximize your time. Plus, knowing exactly when your laundry day is or when your intramural volleyball practice is every week will help you avoid trying to cram everything in one day (or running out of clean socks!)

4. Use Tools That Work For You

Just like your calendar and schedule, the tools you use to keep you organized should be the right fit for you. Some students prefer physical planners and paper, while some prefer going totally digital. Your calendar can help you with long-term planning, but most of these tools are best for prioritizing from day to day.

Explore what best suits your needs with some of the following suggestions:

Planners can help you keep track of long-term deadlines, such as important essay deadlines, upcoming exams, and appointments and meetings. They often provide a monthly overview each month, as well as day-to-day planning sections, so you can stay ahead.

5. Prioritize

Sometimes there really is too much to do with too little time. In these instances, take just a few minutes to evaluate your priorities. Consider which deadlines are most urgent, as well as how much energy you have. 

If you are able to complete simple tasks first, try getting them out of the way before moving on to tasks that require a lot of focus. This can help to alleviate some of the pressure by checking a couple things off your to-do list without getting bogged down too early.

If you are struggling to fit everything in your schedule, consider what you can postpone or what you can simply say no to. Your friends will likely understand if you have to meet them for coffee another time in order to get in a final library session before a challenging exam. 

6. Make Time to Have Fun — And For Yourself

Time management isn’t just about getting work done. It’s also about ensuring that you can put yourself and your mental wellbeing first. Consistently including time for yourself in your schedule helps to keep your mental health and your life in balance. It can also be helpful to have things to look forward to when going through stressful periods.  

Whether it’s going for a bike ride along the river, spending time with your friends and family, or simply sleeping in on a Sunday, knowing you have space to relax and do things you enjoy can provide better peace of mind. 

7. Find Support 

Preparation and organization can sometimes only get you so far. Luckily, you have plenty of people rooting for your success. Keep yourself and your classmates on task by finding an accountability partner or study buddies. Remind your roommates when you need extra space to work on a paper. 

Your school’s academic resource center is also there to support you and point you in the right direction if you need additional help. Getting—and staying—organized is a collaborative effort and no one can do it on their own. 

8. Be Realistic and Flexible 

Sometimes unforeseen circumstances will come up or you simply may not be able to get to everything you set out to do in a given day. Be patient with yourself when things don’t go exactly to plan. When building your calendar, schedule, and priorities list, be realistic about what you can accomplish and include buffer time if you’re unsure. This can help to reduce obstacles and potential friction.

Paris, 22 March 2024 – The United Nations World Water Development Report 2024, published by UNESCO on behalf of UN-Water, highlights that tensions over water are exacerbating conflicts worldwide. To preserve peace, States must boost international cooperation and transboundary agreements.

“As water stress increases, so do the risks of local or regional conflict. UNESCO’s message is clear: if we want to preserve peace, we must act swiftly not only to safeguard water resources but also to enhance regional and global cooperation in this area,” said Audrey Azoulay, Director-General of UNESCO.

“Water, when managed sustainably and equitably, can be a source of peace and prosperity. It is also the literal lifeblood of agriculture, the major socio-economic driver for billions of people,” said Alvaro Lario, President of the International Fund for Agricultural Development (IFAD), and Chair of UN-Water.  

According to the new report published by UNESCO, on behalf of UN-Water, today 2.2 billion people still live without access to safely managed drinking water and 3.5 billion lack access to safely managed sanitation. The UN goal of ensuring this access for all by 2030 is therefore far from being attained, and there is reason to fear that these inequalities may continue to rise.

Between 2002 and 2021 droughts affected more than 1.4 billion people. As of 2022, roughly half of the world’s population experienced severe water scarcity for at least part of the year, while one quarter faced ‘extremely high’ levels of water stress, using over 80% of their annual renewable freshwater supply. Climate change is projected to increase the frequency and severity of these phenomena, with acute risks for social stability.

Girls and women are the first victims of a lack of water

The first impact is the deterioration of living conditions, leading to heightened food insecurity and health risks. Water scarcity also has consequences on social development, particularly for girls and women. In many rural areas, they are the primary water collectors, spending up to several hours a day on this task. Reduced access to water supply exacerbates this burden, which undermines women’s education, economic participation and safety. This may also contribute to the higher secondary school dropout rate among girls compared to boys.

The lack of water security has also been identified as one of the drivers of migration. This displacement can, in turn, contribute to water insecurity by placing added strain on water systems and resources in settlement locations, thereby fuelling social tensions. A study conducted in Somalia indicates a 200% increase in gender-based violence against a group of displaced people.

An urgent need for transboundary agreements

This water scarcity can increase the risk of conflict. In the Sahel region, wetland degradation – often due to ill-advised water development projects – has exacerbated local disputes over access to water and productive land, causing tensions.

While approximately 40% of the world’s population lives in transboundary river and lake basins, only a fifth of countries have cross border agreements to jointly manage these shared resources equitably. Many transboundary basins are already located in areas marked by current or past interstate tensions. In the Arab region, seven countries were in conflict in 2021 – some dating back many years –which has had wide-ranging implications for water supply, infrastructure, and potential cooperation on water-related issues.

Africa remains especially vulnerable to interstate tensions relating to water: 19 out of 22 states studied suffer from water scarcity, and two-thirds of the continent’s freshwater resources are transboundary. Of the 106 transboundary aquifers mapped in Africa, interstate cooperation has only been formalized in seven.

Concrete progress in cooperation in several regions

In this context, cooperation on transboundary water management appears to be a powerful lever for maintaining peace. By creating conditions for regular dialogue between all parties and instituting the necessary legal frameworks, this cooperation has the potential to resolve most disputes relating to water, and therefore prevent the emergence or exacerbation of wider-ranging conflicts.

The Framework Agreement on the Sava River Basin (FASRB), signed in 2002 by Bosnia and Herzegovina, Croatia, Serbia and Slovenia, was the first multilateral, development-oriented agreement in South-East Europe. It has successfully laid the groundwork for sustainable water management. Two decades after its adoption, it has become a key driver of stability in the region, and now serves as an example of best practice for other regions of the world.

The decline in volume of Lake Chad – which has decreased in size by 90% over 60 years – has led to a broad range of economic and security challenges in the region. Yet in recent years, Cameroon, Chad, the Central Africa Republic, Libya, Niger and Nigeria have given a new impetus to the Lake Chad Basin Commission (LCBC). LCBC’s mandate has expanded to ensure the most efficient use of the basin’s waters, coordinate local development, and prevent the emergence of disputes that might arise among these countries and local communities. LCBC is today the most appropriate institution for addressing the specific needs of the basin, including socio-economic development and security issues.

These two examples highlight the fact that, even in complex situations, states have the means to enact policies around access to water and shared resource management that are both fair and equitable thanks to international cooperation and the support of the United Nations system.

The United Nations World Water Development Report is published by UNESCO on behalf of UN-Water and its production is coordinated by the UNESCO World Water Assessment Programme. The report gives insight into the main trends concerning the state, use and management of freshwater and sanitation, based on work by Members and Partners of UN-Water. Launched in conjunction with World Water Day, the report provides decision-makers with knowledge and tools to formulate and implement sustainable water policies. It also offers best practice examples and in-depth analyses to stimulate ideas and actions for better stewardship in the water sector and beyond.

Tips for time management in college

Julie holkovic shares her advice for managing time as a busy college student.

One challenge that many students face when transitioning to a college schedule and course load is how to manage their time.  This is especially important in engineering since students, aside from after their first year, do not get summers off due to the co-op schedule.

Time management is something that is so critical as an engineering student with the course load because it is necessary to have free time to unwind. Through my time at UC, I have been able to keep great grades while also being on the executive board of a sorority, being involved in a student organization and spending lots of time with friends.

The biggest piece of advice I have for time management is to keep track of everything in one place. Personally, I use my iPhone calendar for this, but Google calendar or different calendar apps are another option. I also utilize the Canvas to-do list on the mobile app. This feature lays out class assignments in chronological order by due date. This makes it easy to prioritize assignments and decide where to start when I sit down to do homework. 

Along with keeping everything organized in a calendar, I also set aside a block of time for homework at least twice a week and find it very helpful. For me, I always do homework on Sundays and another day throughout the week depending on my schedule each semester. When I get overwhelmed, it is much easier to take homework one step at a time, beginning with what is due the soonest and going from there. 

Having time to yourself is important. Keeping a calendar is helpful to give yourself more free time because it allows you to plan out your weeks in advance so you know when you need to set aside homework time. I also find it helpful to do assignments whenever I have a bit of free time because it allows me to keep my homework load at a minimum. 

Utilize organizational tools

The biggest improvement in my time management recently has been getting an iPad. The reason this helped me is because everything I need for my classes is in one place. For instance, I take notes on my iPad, do homework on my iPad, and store class files on my iPad. Having everything in one place like this makes both homework and studying easier because it is all together and ensures I will not lose anything. 

If you have an iPad, I love the note-taking app, Notability. If you do not have an iPad, that is no big deal. The main thing is to keep your assignments and schedule organized so you know where everything is and you can access it easily. How you choose to do that (whether it be an iPad, Google Calendar, a written planner) does not matter. 

Go to class

My final piece of advice is to always go to class. If you skip class, it will take you so much longer to try to teach yourself what you missed instead of learning from your professors. If you spend one hour in class learning the material, it will save you time in the long run. Odds are, it will take you much longer to try and teach it to yourself. The most important aspects of time management improvement are organization, writing down a schedule, and keeping track of your homework. I wish you all the best of luck and go Bearcats!

The One Idea That Could Save American Democracy

These days, we often hear that democracy is on the ballot. And there’s a truth to that: Winning elections is critical, especially as liberal and progressive forces try to fend off radical right-wing movements. But the democratic crisis that our society faces will not be solved by voting alone. We need to do more than defeat Donald Trump and his allies — we need to make cultivating solidarity a national priority.

For years, solidarity’s strongest associations have been with the left and the labor movement — a term invoked at protests and on picket lines. But its roots are much deeper, and its potential implications far more profound, than we typically assume. Though we rarely speak about it as such, solidarity is a concept as fundamental to democracy as its better-known cousins: equality, freedom and justice. Solidarity is simultaneously a bond that holds society together and a force that propels it forward. After all, when people feel connected, they are more willing to work together, to share resources and to have one another’s backs. Solidarity weaves us into a larger and more resilient “we” through the precious and powerful sense that even though we are different, our lives and our fates are connected.

We have both spent years working as organizers and activists . If our experience has taught us anything, it is that a sense of connection and mutualism is rarely spontaneous. It must be nurtured and sustained. Without robust and effective organizations and institutions to cultivate and maintain solidarity, it weakens and democracy falters. We become more atomized and isolated, suspicious and susceptible to misinformation, more disengaged and cynical, and easily pitted against one another.

Democracy’s opponents know this. That’s why they invest huge amounts of energy and resources to sabotage transformative, democratic solidarity and to nurture exclusionary and reactionary forms of group identity. Enraged at a decade of social movements and the long-overdue revival of organized labor, right-wing strategists and their corporate backers have redoubled their efforts to divide and conquer the American public, inflaming group resentments in order to restore traditional social hierarchies and ensure that plutocrats maintain their hold on wealth and power. In white papers, stump speeches and podcasts, conservative ideologues have laid out their vision for capturing the state and using it as a tool to remake our country in their image.

If we do not prioritize solidarity, this dangerous and anti-democratic project will succeed. Far more than just a slogan or hashtag, solidarity can orient us toward a future worth fighting for, providing the basis of a credible and galvanizing plan for democratic renewal. Instead of the 20th-century ideal of a welfare state, we should try to imagine a solidarity state.

We urgently need a countervision of what government can and should be, and how public resources and infrastructure can be deployed to foster social connection and repair the social fabric so that democracy can have a chance not just to limp along, but to flourish. Solidarity, here, is both a goal worth reaching toward and the method of building the power to achieve it. It is both means and ends, the forging of social bonds so that we can become strong enough to shift policy together.

Historically, the question of solidarity has been raised during volatile junctures like the one we are living through. Contemporary conceptions of solidarity first took form after the democratic revolutions of the 18th century and over the course of the Industrial Revolution. As kings were deposed and the church’s role as a moral authority waned, philosophers and citizens wondered how society could cohere without a monarch or god. What could bind people in a secular, pluralistic age?

The 19th-century thinkers who began seriously contemplating and writing about the idea of solidarity often used the image of the human body, where different parts work in tandem. Most famously, the French sociologist Émile Durkheim put solidarity at the center of his inquiry, arguing that as society increased in complexity, social bonds between people would strengthen, each person playing a specialized role while connected to a larger whole. Solidarity and social cohesion, he argued, would be the natural result of increasing social and economic interdependence. But as Durkheim himself would eventually recognize, the industrial economy that he initially imagined would generate solidarity would actually serve to weaken its fragile ties, fostering what he called anomie, the corrosive hopelessness that accompanied growing inequality.

In the United States, solidarity never achieved the same intellectual cachet as in Europe. Since this nation’s founding, the concept has generally been neglected, and the practice actively suppressed and even criminalized. Attempts to forge cross-racial solidarity have met with violent suppression time and again, and labor organizing, effectively outlawed until the New Deal era, still occupies hostile legal ground. Decades of market-friendly policies, promoted by Republicans and Democrats alike, have undermined solidarity in ways both subtle and overt, from encouraging us to see ourselves as individual consumers rather than citizens to fostering individualism and competition over collectivity and cooperation.

As our profit-driven economy has made us more insecure and atomized — and more susceptible to authoritarian appeals — the far right has seized its opportunity. A furious backlash now rises to cut down the shoots of solidarity that sprung up as a result of recent movements pushing for economic, racial, environmental and gender justice. In response, programs that encourage diversity and inclusion are being targeted by billionaire investors, while small acts of solidarity — like helping someone get an abortion or bailing protesters out of jail — have been criminalized.

Awaiting the return of Mr. Trump, the Heritage Foundation has mapped out a plan to remake government and society, using the full power of the state to roll back what it calls “the Great Awokening” and restore a Judeo-Christian, capitalist “culture of life” and “blessedness.” “Woke” has been turned into a pejorative so that the word can be wielded to tarnish and break the solidarity that people have only just begun to experience.

Our vision of a solidarity state offers a pointed rejoinder to this project. Social democrats and socialists have been right to emphasize the need for redistribution and robust public investment in goods and services. We must restructure our economy so that it works for the many and not the few. But unlike conservatives — think, for example, of Margaret Thatcher, the prime minister of Britain who in 1981 said, “Economics are the method; the object is to change the heart and soul” — liberals and leftists have tended to downplay the role of policy in shaping public sensibilities. This is a mistake.

Laws and social programs not only shape material outcomes; they also shape us, informing public perceptions and preferences, and generating what scholars call policy feedback loops. There is no neutral state to aspire to. Policies can either foster solidarity and help repair the divides that separate us or deepen the fissures.

Today, the American welfare state too often does the latter. As sociologists including Suzanne Mettler and Matthew Desmond have detailed, lower-income people tend to be stigmatized for needing assistance, while more-affluent citizens reap a range of benefits that are comparatively invisible, mainly through tax credits and tax breaks. Both arrangements — the highly visible and stigmatized aid to the poor and the more invisible and socially acceptable aid to the affluent — serve to foster resentment and obscure how we are all dependent on the state in various ways.

Instead of treating citizens as passive and isolated recipients of services delivered from on high, a solidarity state would experiment with creative ways of fostering connection and participation at every opportunity for more Americans. What if we had basic guarantees that were universal rather than means-tested programs that distinguish between the deserving and undeserving, stigmatizing some and setting groups apart? What if, following the model of a widely admired program in Canada, the government aided groups of private citizens who want to sponsor and subsidize migrants and refugees? What if public schools, post offices, transit systems, parks, public utilities and jobs programs were explicitly designed to facilitate social connection and solidarity in addition to providing essential support and services?

We’ll get there only if we take up the challenge of building solidarity from wherever we happen to sit. Both means and end, solidarity can be a source of power, built through the day-to-day work of organizing, and our shared purpose. Solidarity is the essential and too often missing ingredient of today’s most important political project: not just saving democracy but creating an egalitarian, multiracial society that can guarantee each of us a dignified life.

The Importance of Verified Returns and Risk Management for Retail Investors

Last year was a stellar year for investors – in 2023, the Nasdaq 100 rose 54% for its best annual return since 1999, while the S&P 500 gained 24%. The Magnificent 7 were the de facto leaders of this market rally, with the group’s returns averaging 111% for 2023 and accounting for more than 60% of the S&P 500’s annual gain.

This was the opposite of 2022, the only year in history in which Treasury bonds and the S&P 500 both lost 10%. It was a year so rough that it marked the greatest destruction of wealth in modern history with an estimated $57.8 trillion lost across all asset classes combined.

And while 2023’s Big Tech-driven rally looks superb in headlines, a deeper glance shows this was not always the case – especially when accounting for 2022’s steep losses. In fact, on a 3-year cumulative basis, the indexes’ performances make a strong case for investing in indexes over ETFs.

Simply put, allocating only to a leading sector, such as cloud in 2020 and 2021, would lead to significant underperformance through 2022 and 2023, when multiples were cut dramatically as budgets were slashed. Semiconductors underperformed in mid to late 2022, but outperformed significantly in mid to late 2023. It’s these disparities in between different sectors of tech that prove the value of active investing versus passive investing.  

Our firm believes that having an actively managed portfolio is where you get the best of both world’s – performance that far exceeds the indexes and ETFs by paying close attention to allocation, (quickly) cutting stocks that do not meet specific criteria, and choosing stocks that have strong, fundamental strength.

However, before we release our returns, we think it’s prudent to discuss the importance of verified returns for retail investors. The I/O Fund goes to great lengths to deliver a rare level of transparency for our Members. This is not about a victory lap; it’s about raising the bar. We do not know of another research site that publishes every single trade in real-time, and then takes this further to have their performance independently verified. We do this because it’s the right thing to do, but there are other reasons putting our best foot forward with verified returns is important for retail investors.

The New Norm of Quant Trading Puts Retail at a Disadvantage

Algorithms account for up to three-quarters of equity trading volume, as hedge funds and investment banks are increasingly turning to algorithms and quant trading systems to outperform benchmarks. Algorithmic trading is one of the primary culprits to the extreme volatility seen in recent years, most notably with the flash crashes and rallies of 2020.

This creates a serious disadvantage for retail investors and those who do not have a team of Python developers to leverage quant systems that trade in the blink of an eye. Ray Dalio, the fund manager for Bridgestone, has openly discussed that the best approach to the modern-day stock market is what he calls “ the man and machine .” His firm has  1,500-employees  that use computer models to test hypotheses; which is just one of the many advantages hedge funds and institutions have over retailers.

According to Dalio, the ideal is to have an algorithm work alongside a portfolio manager for a customized approach to predicting the markets. Although the I/O Fund does not have a team of Python developers, we partnered with Vincent Duchaine of  WealthUmbrella   in 2022 to close the gap between human-driven actions and emotionless machines.

This marked an important turnaround for our firm as we gave up what I would call “retail idealism” which centers around the idea that holding a stock for a long period of time is retail’s only defense. This works during times of economic expansion, but where this can go (horribly) wrong is when a new, more challenging macro changes the outlook for any given company.

For example, in 2022, hundreds of tech stocks finished down 70%, and nearly every tech stock finished down 50%. This includes the indestructible FAANGs, with many falling to trade at historic low valuations. An investor would have to be in denial to focus on the poor performance of an individual company rather than acknowledge something much bigger was going on. 2022 highlighted a crucial yet overlooked point (that we encourage our readers to do): let go of the idea that picking good stocks alone can save a portfolio in the tech industry and to instead fully embrace risk management tools.  

2023 reiterated this point very well – although numerous stocks saw face-ripping rallies, such as Nvidia’s 239% rally and Meta’s 156% gain, only a handful outperformed and ended with positive returns on a 2-year basis from 2022 through 2023. Looking at Meta, despite that 156% rally, it ended just 5.2% higher since the start of 2022. Tesla rallied nearly 102% in 2023, but since the start of 2022, returns were (-29.5%). Alphabet’s 2-year return was (-2.6%), even with its 59% rally in 2023.

Risk Management Tools

In April 2022, the I/O Fund stopped relying on stock picks as the primary, offensive measure because this approach simply wasn’t working with the new macro. After partnering with Wealth Umbrella on an automated hedge, the I/O Fund began to boldly hedge up to 100% of our portfolio, at times, and we still continue this approach today.

We pivoted to playing defense rather than offense. Those who watch team sports will understand this transition well, as the strategy changes from attempting to make money (or make a goal) to a strategy that prevents losses (or prevents a goal).

Unlike many other all-tech portfolios and ETFs, we believe a more active stance is necessary for long-term tech investing. We also believe that the easy years of buy and hold are over, marked by the narrow leadership we saw in 2023 where a small number of stocks drove the rally last year. As a result, we rotate our portfolio frequently, raise cash and actively hedge our portfolio with an automated signal.

Real-time trade alerts are sent to our members the minute we decide to buy, sell, trim or add to a stock. For those who may not be aware,  this is  extremely challenging  to do as it combines the two most advanced forms of portfolio management.

  • One of the most advanced forms of portfolio management is real-time trade alerts. This places immense pressure on a portfolio manager as the stakes are high to record what you do every second in real-time.  To voluntarily choose to have the highest level of accountability in retail is nearly unheard of , yet registered fund managers are required to do this and file their stock trades.
  • Secondly, hedging up to 100% of a portfolio is also a large psychological hurdle, and traditionally a risky one. Markets spend the vast majority of their history in uptrends, for one. Secondly, the amount you can lose on a short is literally infinite, to where one’s downside risk is capped at 0 on the long side. To overcome these hurdles, we have spent considerable resources developing a “man and machine” signal with the help of  Wealth Umbrella  that is truly state of the art.

It’s only natural for retail services to want to ease the pressure of having to report in real-time. The stakes are much higher when what you do is recorded the minute the action is taken, but overall, having the highest level of accountability possible has made the I/O Fund much sharper investors.

Logging trades in real-time also places immense pressure on the analysts at the I/O Fund, as well, who are not allowed to simply choose a stock but must also determine the allocation for the stock. After recommending a stock, the analysts must help the portfolio manager actively manage the position, which can change at any time.

There is a reason most services do not provide this level of transparency and activity. The more granularity that is offered, the more skill is required. Also, compare this to social media, where some investors will casually claim trades that were not logged in real-time.

Verified Returns

In addition to a lack of risk management tools, I believe a lack of verified returns in the retail space contributes to the losses this investor type experiences. Smart money is careful about who they consider a good investor -- they do not take someone’s word they are a good investor; they make the investors or firms they follow prove it. Every single hedge fund must report their returns, which reduces the chances of posturing.

Retail is not offered these checks and balances, and instead, this investor type follows many influencers and research sites who verbally state their performance without proper verification. Across the board, retail is offered a very low amount of accountability – this includes unverified month-end reviews, a list of stock tickers, unchecked screenshots, or other methods that are easy to manipulate. This widespread acceptance of loosely stating a stock performance is odd, to say the least, considering the finance industry is more inclined than any other industry toward deceptive practices.

How the I/O Fund Sets a High Bar for Accountability

Over the past three years, the I/O Fund has invested over $165,000 into accountability and transparency for our members. When we launched in July of 2019, for the first year or so, we used a forum hosted by Tribe for our trade alerts, but by January of 2021, we had migrated to SMS and email tools that were the least likely to experience an outage for our real-time trade alerts. This costs us $30,000 to $40,000 per year, depending on our trading frequency.

In addition to this, we use an auditor from a large firm in San Francisco to mathematically review and verify the performance of our I/O Fund portfolio trading account and crypto account. The process is quite extensive and it takes up to four months to complete. This costs $4,500 per audit and we’ve completed five audits for a total of $22,500 spent on this process. Accountability is expensive but we feel it’s worth it.

I believe  real investors  take necessary steps to prove their returns, that they accept the pressure that comes with registering trades in real-time and that they do not expect anyone, under any circumstances, to lower their standards and accept an unverified number regarding portfolio performance. Due diligence on stocks requires scrutiny, and this same level of scrutiny should be applied to the company you keep in the finance industry. 

To put it simply, the I/O Fund was founded to bring the standards that smart money insists on to the retail investment class. We think retail will be empowered to outperform when their standards are higher on who they follow and what research they read, and when they refuse to accept a lower standard on transparency.

Sonia Sotomayor Should Retire Now

If she leaves the Court this year, President Joe Biden will nominate a young and reliably liberal judge to replace her.

On Election Day in 2006, Justice Antonin Scalia was 70 years old and had been serving on the Supreme Court for 20 years. That year would have been an opportune time for him to retire—Republicans held the White House and the Senate, and they could have confirmed a young conservative justice who likely would have held the seat for decades to come. Instead, he tried to stay on the Court until the next time a Republican president would have a clear shot to nominate and confirm a conservative successor.

He didn’t make it—he died unexpectedly in February 2016, at the age of 79, while Barack Obama was president. Conservatives nevertheless engineered some good fortune: There was divided control of government, and then–Senate Majority Leader Mitch McConnell refused to even hold confirmation hearings for Merrick Garland, Obama’s nominee to the seat. Donald Trump won that fall’s election and named Neil Gorsuch to the seat that McConnell had held open.

But imagine for a moment that Hillary Clinton had won the 2016 election, as many expected. By running a few points stronger, she might have taken Democratic candidates across the finish line in close races in Pennsylvania and Missouri, resulting in Democratic control of the Senate. In that scenario, Clinton would have named a liberal successor to Scalia—more liberal than Garland—and conservatives would have lost control of the Court, all because of Scalia’s failure to retire at the opportune moment.

Justice Sonia Sotomayor will turn 70 in June. If she retires this year, President Joe Biden will nominate a young and reliably liberal judge to replace her. Republicans do not control the Senate floor and cannot force the seat to be held open like they did when Scalia died. Confirmation of the new justice will be a slam dunk, and liberals will have successfully shored up one of their seats on the Court—playing the kind of defense that is smart and prudent when your only hope of controlling the Court again relies on both the timing of the death or retirement of conservative judges and not losing your grip on the three seats you already hold.

But if Sotomayor does not retire this year, we don’t know when she will next be able to retire with a likely liberal replacement. It’s possible that Democrats will retain the presidency and the Senate in this year’s elections, in which case the insurance created by a Sotomayor retirement won’t have been necessary. But if Democrats lose the presidency or the Senate this fall—or both—she’ll need to stay on the bench until the party once again controls them. That could be just a few years, or it could be longer. Democrats have previously had to wait as long as 14 years (1995 to 2009). In other words, if Sotomayor doesn’t retire this year, she’ll be making a bet that she will remain fit to serve until possibly age 78 or even 82 or 84—and she’ll be forcing the whole Democratic Party to make that high-stakes bet with her.

Steven Mazie: The Supreme Court justices do not seem to be getting along

If Democrats lose the bet, the Court’s 6–3 conservative majority will turn into a 7–2 majority at some point within the next decade. If they win the bet, what do they win? They win the opportunity to read dissents written by Sotomayor instead of some other liberal justice. This is obviously an insane trade. Democrats talk a lot about the importance of the Court and the damage that has been done since it has swung in a more conservative direction, most obviously including the end of constitutional protections for abortion rights. So why aren’t Democrats demanding Sotomayor’s retirement?

Well, they are whispering about it. Politico reported in January :

Some Democrats close to the Biden administration and high-profile lawyers with past White House experience spoke to West Wing Playbook on condition of anonymity about their support for Sotomayor’s retirement. But none would go on the record about it. They worried that publicly calling for the first Latina justice to step down would appear gauche or insensitive. Privately, they say Sotomayor has provided an important liberal voice on the court, even as they concede that it would be smart for the party if she stepped down before the 2024 election.

This is incredibly gutless. You’re worried about putting control of the Court completely out of reach for more than a generation, but because she is Latina, you can’t hurry along an official who’s putting your entire policy project at risk ? If this is how the Democratic Party operates, it deserves to lose.

The cowardice in speaking up about Sotomayor— a diabetic who has in some instances traveled with a medic —is part of a broader insanity in the way that the Democratic Party thinks about diversity and representation. Representation is supposed to be important because the presence of different sorts of people in positions of power helps ensure that the interests and preferences of various communities are taken into account when making policy. But in practice, Democratic Party actions regarding diversity tend to be taken for the benefit of officials rather than demographic groups . What’s more important for ordinary Latina women who support Democrats—that there not be one more vote against abortion rights on the Supreme Court, or that Sotomayor is personally there to write dissenting opinions? The answer is obvious, unless you work in Democratic politics for a living, in which case it apparently becomes a difficult call.

I thought Democrats had learned a lesson from the Ruth Bader Ginsburg episode about the importance of playing defense on a Court where you don’t hold the majority. Building a cult of personality around one particular justice served to reinforce the idea that it was reasonable for her to stay on the bench far into old age, and her unfortunate choice to do so ultimately led to Amy Coney Barrett’s appointment and a string of conservative policy victories. All liberals have to show for this stubbornness is a bunch of dissents and kitsch home decor . In 2021, it seemed that liberals had indeed learned their lesson—not only was there a well-organized effort to hound the elderly Stephen Breyer out of office, but the effort was quite rude. (I’m not sure screaming “ Retire, bitch ” at Stephen Breyer was strictly necessary, but I wasn’t bothered by it either—he was a big boy, and he could take it.) But I guess maybe the lesson was learned only for instances where the justice in question is a white man.

One obvious response to this argument is that the president is also old—much older, indeed, than Sonia Sotomayor. I am aware, and I consider this to be a serious problem. But Democrats are unlikely to find a way to replace Biden with a younger candidate who enhances their odds of winning the election. The Sotomayor situation is different. Her age problem can be dealt with very simply by her retiring and the president picking a candidate to replace her who is young and broadly acceptable (maybe even exciting) to Democratic Party insiders. And if Democrats want to increase the odds of getting there, they should be saying in public that she should step down. In order to do that, they’ll have to get over their fear of being called racist or sexist or ageist.

Project management is a discipline of planning, controlling, securing and organizing resources to attain specific objectives. A project can be perceived as an impermanent endeavour with a defined starting and end, undertaken to convene unique objectives and goals, normally to bring about useful change.

The impermanent nature of projects differs from business to business. In some cases it can be permanent, or semi permanent, repetitive functional actions to produce services or products. “A project is a unique endeavour to produce a set of deliverables within clearly specified time, cost and quality constraints” (Westland 2).

All projects can be thought of as a series of phases that have specific beginnings and defined endpoints. Project management life cycle has mostly four phases namely project initiation, project planning, project execution and project closure. All of the phases of the project life cycle have lot of activities to play. These are described in the following segment.

Project Initiation:

This is the initial phase of the project life cycle, which, in turn, has a group of activities which are to be carried out prior to the planning stage. In this phase, the scope and purpose for initiating it and the solution to be found are described.

Project Planning:

In the project planning step, all the project management planning tasks, which are required to complete the project on time and within budget are explained.

Project Execution:

The next phase of project life cycle is project execution. In this phase, the physical deliverables are presented for the consumer. It is the most significant phase in the project life cycle and it utilizes a set of energy and resources.

Project Closure:

Project closure is the final phase of the project life cycle, which properly concludes the project and reports the whole achievement in terms of pre-defined objectives.

The job of the Project Manager is to prepare, execute and decide projects according to the given parameters and within financial plan. This includes obtaining resources and managing the plans of group and third-party consultants so as to distribute projects according to the plan.

The Project Manager will also describe the project’s aim and manage quality control all through its life cycle. McGraw-Hill and Irwin, in their book, “Project Management: The Managerial Process,” claim that “Project Management strikes a balance between the technical and human aspects of managing projects. It is suitable for a course in project management and for professionals who seek a project management handbook” (Gray & Larson).

The Role of Strategic Management in a Project

Strategic Management method contains the process of selecting, directing and calculating project outcomes to ensure best value for a business. Every project undertaken by a business has to meet certain criteria set up by the company’s management. This is intended to ensure alignment with the planned vision of the business.

The four important Strategic Management Processes are: ensure that every project is strategically associated, make a Project Management centred culture, apply Strategic Project Management best practices and to evolve a strategic project measurement scheme.

Project Scope Management, on the other hand, contains the procedures necessary to ensure that the project encompasses all the work required, but only the works necessary to complete the project effectively. Managing the project scope mainly concerns with controlling and defining what is and is not contained in the project.

Project management must be viewed as a technique that enables the organisations to successfully execute selected projects efficiently and effectively. However, the use of this technique alone does not automatically guarantee project achievement.
