Russian authorities develop re-education system for children abducted from Ukraine

The Russian authorities have developed a "re-education" system for children abducted from Ukraine, attempting to instil in them a "Russian identity", convince them that their parents have died and label them "potential terrorists".

Quote : "The exact number of Ukrainian children forcibly taken to Russia during the war is unknown. Ukrainian authorities state that it is nearly 20,000. Russian officials persuade Ukrainians to forget about their homeland and convince them that their parents will never come back to take them home. The authorities are confident they can 're-educate' the abducted children."

Details : Meduza said the Russian Ministry of Education is the main agency responsible for the "indoctrination" [the process of systematic and organised influence on an individual to instil certain ideas, beliefs or views] of abducted Ukrainian children.

In a dictionary developed in 2022 for teachers in Russia, words and phrases deemed to be "signs of nationalist extremism", which could be used by abducted Ukrainian children, were listed. These include phrases like "Glory to Ukraine! Glory to the Heroes!", "Racism", "Orcs", and others.

Additionally, the methodological guide "Prevention of Conflicts, Manifestations of Extremism and Terrorism in a Multicultural Educational Environment" states that the use of "specific slang" or even the mere discussion of "political topics" may be a sign that a given child espouses a "destructive ideology".

The Ministry of Education mentioned that abducted children were supposedly "influenced" by this ideology simply because they lived in Ukraine. However, the driving force behind this "influence" was not specified.

According to documents reviewed by Meduza, Russian teachers are tasked with the "reorientation [of] and establishment of Russian identity" in the younger generation of the Donetsk and Luhansk People's Republics [unrecognised puppet states and terrorist organisations], as well as those from Zaporizhzhia and Kherson oblasts.

Furthermore, those who developed the manual "Support for Adolescents Arriving from Zones of Conflict" caution that abducted children may "protest", be "petulant", show a "distrust of adults", behave aggressively, express "ideas of personal preference" as well as generally "experienc[ing] difficulties in viewing situations from the perspective of a neutral observer".

Russian teachers are also advised to directly state that the parents of abducted children have died, even if this cannot be confirmed. "Do not say 'there is nothing to worry about,' 'don't be afraid, they are in a better place,' 'they are watching you from the clouds'... Speak plainly to the child about the fact that their loved ones have died, or their home has been destroyed... Tell them in no uncertain terms that they have died," the guidelines state.

At the same time, the guidelines of the Ministry of Education of the Russian Federation tell teachers to describe the war, the sole reason Ukrainian children ended up in Russia, as follows: "complications in the geopolitical situation that... compel families... to [submit to] forced migration."

In addition, communication with Ukrainian children is conducted only in the Russian language. "Everyone making decisions openly admits that communication with Ukrainian children should be in Russian – everyone there is fluent in it, and if they are not, they should learn it," a source in the department reveals. "They say that the Constitution states that Russian is the state language: if you come to Russia, speak Russian," the source points out.

Meduza’s sources say there is fear within the Ministry of Education about the children abducted from Ukraine. Among themselves, employees of the Russian ministry, even at the leadership level, sometimes refer to these teenagers as "potential terrorists" who "may resist" the Russian authorities.

Maria Lvova-Belova, Children's Rights Commissioner for the President of the Russian Federation, against whom the International Criminal Court has issued an arrest warrant, insists that Russians cannot adopt a child from the "new regions." "Only guardianship or foster care" (to facilitate the child's return to their relatives)", she assures. However, as noted by Meduza, this is untrue.

The publication notes that within the structure of the Ministry of Education, there is a Federal Youth Center that coordinates ideological work with teenagers outside of schools. The expenses for the business trips of the centre's employees alone amount to millions of rubles, and these funds are used for "integration intensives" for teenagers.

The Center for the Study and Network Monitoring of the Youth Environment is an IT company established at Putin's request, which has received billions of rubles from the state budget. It monitors Ukrainian children online. Its developments presumably allow the "deanonymization" of any child's page and to find out who liked their social media posts – based on this, the child is assigned a "destructiveness coefficient" and an "opposition coefficient."

Russia sends warning to US ambassador ahead of elections

T he Russian Foreign Ministry summoned U.S. Ambassador to Russia Lynne Tracy on Thursday, warning Washington not to interfere in the nation’s upcoming elections.

The ministry accused three U.S. nonprofit governmental organizations, including the American Councils for International Education, of employing “anti-Russian programs and projects” to recruit “agents of influence.”

Russian officials said in a statement that Tracy was handed a note demanding she halt any assistance to the organizations.

They also demanded she remove from the U.S. Embassy website any reference to projects and programs used by the groups that are “aimed at promoting those alien to Russian society and values.”

“It is especially emphasized that attempts to interfere in the internal affairs of the Russian Federation, including subversive actions and the spread of disinformation in the context of elections and a special military operation, will be strictly and resolutely suppressed,” the ministry said, warning that Moscow could expel U.S. Embassy employees in violation.

Russia refers to the war in Ukraine as a special military operation.

There was no immediate word from the U.S. Embassy in Russia on the confrontation.

Russia’s presidential elections will begin March 15 and last until March 17. Russian President Vladimir Putin is expected to win the election with ease, as opposition candidates have all been removed from eligibility or are in jail.

Putin, 71, has amended the Russian Constitution to allow him to stay in power until 2036.

It wasn’t clear what Russia is accusing the U.S. nonprofit groups of doing to interfere in the election. The American Councils for International Education, for example, run educational and study programs in Russia and other countries.

The U.S. accused Russia of interfering in the 2016 American presidential election in a systematic method.

U.S. officials are on guard for attacks on this year’s elections from both actors in Moscow, China and other foreign adversaries.

The Hill has reached out to the nonprofit governmental organizations for comment.

Russian Advanced A-50 Spy Plane Hit in Strike on Aircraft Factory: Kyiv 

Ukrainian forces "destroyed or heavily damaged" one of Russia's prized but scarce A-50 spy planes, according to a Ukrainian official, after Kyiv targeted an aviation plant in southern Russia.

Russia's Defense Ministry said on Saturday that its air defenses had intercepted 47 Ukrainian drones over Russian territory overnight, including 41 over the southwestern Rostov region.

Vasily Golubev, the governor of the Rostov region, said Kyiv launched a "massive UAV (uncrewed aerial vehicle) attack" on the city of Taganrog, east of the captured Ukrainian city of Mariupol and west of Rostov-on-Don.

Russian military bloggers reported that Ukrainian drones struck a plant in the city that repaired A-50 spy planes, as well as a nearby airfield. The attack came in "several waves," influential channel Fighterbomber wrote on Saturday.

A-50s are airborne warning and control (AWACS) aircraft with powerful radars, and each comes with a price tag of hundreds of millions of dollars. Also known by their NATO moniker, Mainstay , A-50s help Russia seek out Ukrainian air defenses and coordinate attacks to be carried out by other aircraft, such as fourth-generation jets.

Serhiy Bratchuk, a Ukrainian official in the south of the country, said drones had struck the plant's workshop and sparked a fire, but that it was unclear if an A-50 aircraft located nearby was hit.

"This is an incredibly successful operation using kamikaze drones in the rear of the Russian Federation," Bratchuk said.

The Taganrog plant was "heavily damaged," and the A-50 aircraft close to the facility was either destroyed or sustained significant damage, Ukrainian MP Oleksiy Goncharenko told Newsweek on Sunday.

The A-50s are the "brains and eyes" of Russia's air force, he said, adding it was a "vital" Russian asset, particularly as Ukraine will receive Western-donated F-16 fighter jets later this year.

In late January, analysts suggested to Newsweek that Russia had adopted riskier tactics with its A-50 aircraft ahead of Ukrainian pilots using F-16s against Moscow's jets.

Newsweek has reached out to the Russian Defense Ministry for comment via email.

Kyiv said it has taken out two of Russia's A-50 aircraft since the new year. In late February, Lieutenant General Kyrylo Budanov , the head of Ukraine's military intelligence agency, the GUR, said Moscow still had six A-50s remaining.

"That's two full shifts. Another A-50 will 'fall' and round-the-clock duty will have to be stopped," the GUR chief added.

Earlier this month, the British government suggested that Russia had likely grounded its A-50 fleet for operations around Ukraine. Moscow may attempt to revive mothballed A-50s, the U.K. Defense Ministry said.

Ukraine's military said late last month that Moscow is "trying to replace" its A-50s with reconnaissance drones.

"No drone can individually provide the same capability as an AWACS, "but a combination of different drones with varying ranges and altitudes can fill in some of the gaps left open by the loss of [an] A-50," Samuel Bendett, of the U.S. think tank, the Center for Naval Analyses, told Newsweek at the time.
