"has been completed" or "is completed"?

I'm having a hard time choosing which is correct. Please help me. Thank you.

- The present perfect emphasizes slightly more that there was a process that led to the completion of the report , while the present simple merely states the fact that it is indeed completed. That said, I think they're virtually equivalent due to the fact that the verb completed in itself means some acquired state. Further, the second example is clearly ambiguous as to whether completed is an adjective or verb. If it's the latter, the passive construction leans towards completion, while the adjective describes the acquired state. Your two examples
are essentially equivalent both saying to complete the monthly report.
A slight nuance might be that since perfect tenses imply an ordering of events, your first example leaves the listener expecting something else might happen after the monthly process is finished .

They mean the same thing. The first sentence I would probably use to introduce the subject into a conversation: "So, has the report been finished?". The second question I would probably use if I was already talking about the report and wanted to ask if they've finished, "Is the report finished?". However, both can be used in either situation.
@milli3 although they essentially mean the same thing (is the report finished), they ask the question in different ways.the first example places heavy emphasis on the passive voice (used a lot in uk english), so the question is far less abrupt and confrontational - "john, has the report been finished ". here, you're not placing a heavy emphasis on asking john personally if he has finished the report - the question is a lot 'softer'. the second example, "john, is the report finished " is a far harder question to which john may feel quite uncomfortable about - particularly if he hasn't finished the report .

Types of Reports: Completion Reports, Feasibility Studies, and Scientific Reports
As you've read in chapters 7 and 8, reports exist to solve a variety of problems. Of the types of reports described in these chapters, completion reports, scientific reports, and feasibility studies are those most relevant to the term project in our class.
Completion Reports
As its name implies, a completion report is written when a research project has come to an end. The objectives, plan of work, and other items laid out in the proposal have been completed, and the final task is to write up the results of the project. Since most research is done at the request of an organization or individual authorizing the work, the completion report responds to an implicit or explicit request for information. It explains how the plan of work was carried out and what conclusions and recommendations can be drawn from the project.
Your report can address either an academic or a nonacademic audience. See chapter 7 for specifics about addressing a nonacademic audience.
Among the parts customarily included in a completion report designed for an academic audience are the following. Parts listed in parentheses need not be included in your report for this class.
Scientific Reports
Scientific reports vary enough by discipline that you should become familiar with specific examples in your field, although general guidelines for reports will hold true. See p. 311.
Feasibility Reports (see p. 289)
Feasibility reports differ somewhat from completion reports in that they may lead more directly to action through their Recommendations section. These reports typically investigate the preliminary aspects of a project in order to determine whether further study is warranted. The structure will often resemble that of a completion report, although forecasting the recommendations in the introduction and executive summary is important.
Because feasibility studies examine evidence, reach conclusions, and make recommendations, they should consider all likely outcomes relevant to the project. Distinguishing between the discussion, conclusions, and recommendations sections is important.
- The discussion and analysis section considers the data in terms of all the reasonable variables being used in the evaluation; for example, if your task is to report on the feasibility of building a 5,000 square foot retail building on a site and you are looking at price, geographic location, availability of public utilities, and land-use restrictions for one site, all sites must be considered on the same dimensions.
- The conclusions section must be based on the data analyzed in the report. If you find that another factor external to those originally designated would be likely to influence the conclusions you reach, you need to rewrite the earlier parts of the report and reanalyze the data to include it. If the report has done its work well, by the conclusions section the reader will have reached approximately the same conclusions as the report.
- The recommendations section should be based on the conclusions section, and it should provide a clear sense of which alternatives are superior.

Step by step on how to create the Completed Tasks report:
1. Open the desired MPP file.
2. Go to menu Report - Current Activities.
3. Select Completed Tasks and click on the Select button.
4. The Completed Tasks report is created.
ID - field contains the identifier number that Project automatically assigns to each task or resource as you add them to the project.
Task Name - field contains the name of a task
Duration - field shows the total span of active working time for a task.
Start - field shows the date when an assigned resource is scheduled to begin working on a task.
Finish - field shows the date when a task is scheduled to be completed.
% Complete - field contains the current status of a task, expressed as the percentage of the task's duration that has been completed.
Cost - field shows the total scheduled or projected cost for a task, resource, or assignment, based on costs already incurred for work performed by resources assigned to the tasks, in addition to the costs planned for the remaining work.
Work - field shows the total time scheduled on a task for all assigned resources, the total time to which a resource is scheduled on all assigned tasks, or the total amount of time scheduled for a resource on a task.

Description
The Completed Tasks report shows all completed tasks over a user-defined date period based on the completion date of the task.
User Parameters
- The user will enter a date range that is based on the completion date of the task. If the user enters a date range from December 1st, 2019 to December 31st, 2019, the report will return all tasks completed between those two dates.
- This report offers a Completed By parameter that allows you to select individual users to examine the tasks that they have completed. Multiple users can be selected at a time, as well as all users.
- This report offers a Tasks Type parameter that allows you to select individual task types to examine. Multiple task types can be selected at a time, as well as all task types.
The report will only show completed tasks over the date range selected by the user.
This report has a feature called interactive sorting that allows you to sort the report after it has been generated within the reporting tool. To use the interactive sorting feature, click one of the arrows on the header to sort by that specific field. Once you have selected the field to sort by, the other arrows will disappear. To select another option to sort by, click the portion of the header where the title is located for that individual field.
