A new urban narrative for sustainable development

Our planet is rapidly urbanizing. Research has recognized the complexity of city-driven dynamics, but our political realities have yet to catch up. A new narrative of sustainable urban development must become central to global policymaking to help humanity respond to the most pressing social and environmental challenges.

Almost all growth of the human population this century will be accounted for by a growing number of city dwellers 1 . This demographic reality has elevated political attention to urban issues. Between 2012 and 2015, a dialogue on urban issues within the United Nations (UN) General Assembly resulted in the inclusion of a dedicated Sustainable Development Goal (SDG) on cities and human settlements within the 2030 Agenda. SDG 11 committed national governments to “make cities and human settlements inclusive, safe, resilient and sustainable” 2 . This goal is of major significance. By including a commitment focused on cities within a nationally determined agenda, countries recognized both the importance of a place-based approach to development and the unique nature of the challenges facing urban communities of all shapes and sizes 3 .

Before 2015, cities and urban areas had been neglected, with their only forum for international dialogue the UN Conferences on Housing and Urban Development in 1976 and 1996 and the biennial World Urban Forum 4 . While these conferences helped focus collective attention on issues of urban poverty and infrastructure, they did not acknowledge the importance of cities as the drivers of economic growth and climate-resilient development 5 , 6 . The dedicated SDG gave urban practitioners, policymakers and local government representatives a formalized space in policy dialogues that acknowledged varied roles for local, national and multilateral actors in urban governance.

Beyond SDG 11, the commitment to localize the 2030 Agenda and “work closely on implementation [of the goals] with regional and local authorities” opened up opportunities for local governments to engage across the spectrum of national planning processes 2 . In 2016, the parallel but complementary Habitat III conference attempted to highlight further the urban imperative and while it did not succeed in gaining high-level international traction, it did provide a normative and operational framework for global urban policy 7 . Furthermore, in 2020, six international organizations (including the European Union, the Organisation for Economic Co-operation and Development and the World Bank) agreed upon a harmonized definition of urban settlements, following a decades-long and hotly contested debate 8 .

Together these agreements have helped to shape a ‘Global Urban Agenda’, which has continued to gain ground among technical audiences, exemplified by the Intergovernmental Panel on Climate Change’s commitment to issue a Special Report on Cities and Climate Change in its 7th Assessment cycle and recent discussion of urban challenges in the reports of Working Groups II and III 6 , 9 . However, the turbulence of recent world events and the need for post-pandemic reconstruction is limiting the political and fiscal space for upscaling and even maintaining global urban deliberations. This is despite the fact that the pandemic revealed opportunities for more systemic interventions to reduce future pandemic and climate change risk in cities and towns 6 .

A close look at the outcomes of the major global macroeconomic and political meetings of the past decade, such as the G20 or G7, show that issues of urban development have been consistently undervalued in national discussions 10 . Cities and many subnational governments were on the front line of the COVID-19 pandemic, but the disproportionate burden they face was not acknowledged in the outcome statement from the extraordinary G20 summit on COVID-19 (ref. 11 ). This is in spite of evidence suggesting that most cities are financially ill-equipped to cope with post-pandemic challenges; “lower exports, a decline in tourism revenues and remittances, and an acute contraction of economic activities are translating into a precipitous drop in tax revenues” for local authorities, making it incredibly hard to cope with increased vulnerability and service demand 12 .

Furthermore, urban governance challenges were ignored in the Declaration from the 75th General Assembly of the UN in 2020, which specifically discussed the necessity for a reinvigoration of multilateralism to help deal with modern social, economic and environmental crises. The 2021 report of the UN Secretary General did shine some light on the role of local governments and call for the creation of an Advisory Group on Local and Regional Governments to help Member States engage local government in recovery efforts, but this is not enough 13 .

Creating a new urban narrative

To prevent political backsliding and to keep the spotlight on how to govern complex urban dynamics, urban stakeholders need to organize themselves into a coherent epistemic community, with clear political messaging. New bridges need to be built, such as with long-term investors, both public and private, to avoid the risks of geopolitical fragmentation. During the period 2012–2015, the urban community demonstrated unprecedented coordination, mobilizing in support of an Urban SDG and orchestrating a related campaign (#UrbanSDG), as well as establishing a Global Taskforce: a common platform for local and regional government associations. Now, halfway through the SDG project, this community needs to regroup, reignite these platforms and call for a renewed focus on urban and place-based development, with clear ambitions for the next 5–10 years.

First, this community needs to coalesce around a new narrative of what urban sustainable development really is, building on recent literature that foregrounds complexity and systems thinking. Complexity in urban environments has a long academic tradition, with inputs from biology, computational sciences and physics, among others 14 , 15 , 16 , 17 . Complexity theory has also spawned new models and planning tools, which are increasingly being used by cities and their service operators to better understand spatial organization and governance systems 18 . The fact that urban planning embraces complexity head on makes it a highly practical and pertinent approach to implement a global, interdependent and complex sustainable development agenda.

Second, the new narrative needs to address emergent challenges; for instance, the necessity to foster resilient and equitable social systems rather than focusing only on economic development, better integrating the climate change, health and well-being, and biodiversity agendas, and ensuring disaster-resilient infrastructure 6 , 19 . Urban inequality also constitutes a series of pressing challenges, including the inequities exposed by the COVID-19 pandemic, such as healthcare coverage, but also socio-economic inequalities in housing and labour markets and differentiated climate vulnerabilities 20 . It is crucial to respond to the failure of existing urban development models that have resulted in unplanned, informal urban expansion in many cities in the Global South.

Third, this community needs to engage meaningfully with policy experts and social scientists who are immersed in the complex architecture of the international governance system and can help place key messages at the top of political agendas 21 . Engaging at this level is essential to garner political commitment and to help change power dynamics within countries that might otherwise be reluctant to empower local government leaders. It is clear from the limited attention to local and regional government in international dialogues that current modes of engagement (for example, via the Major Groups to the UN) are insufficient. Similarly, the vast reservoir of expertise that exists in the field of south–south cooperation too often remains untapped. Urban stakeholders need to capitalize on the techniques that proved so effective during the SDG deliberations and focus on delivering unified, concise messaging, framed in ways that resonate with political decision-makers and communicated by partners who can access the various organs of the international system.

But it is not just about smarter lobbying. We need to embrace a new and changing political geography, which, alongside global governance hubs such as New York or Geneva, or Washington DC, includes regional fora such as the UN Economic and Social Commission for Asia and the Pacific (UNESCAP), the UN Economic Commission for Latin America and the Caribbean (ECLAC), the UN Economic Commission for Africa (UNECA) or the UN Economic Commission for Europe (UNECE), major macroeconomic fora such as the G20, and regional unions, such as the African Union, the Association of Southeast Asian Nations and others 22 . According to the Deputy Secretary General of the UN, these regional entities must play a key role in helping countries to achieve their sustainable development objectives, acting as ‘think-tanks’ and hubs for regional partnership 23 . Engaging with countries in their own regional context is particularly important to address the regionalized nature of urban concerns and governance.

Cities as sites of international decision-making

The struggle to secure a global focus on cities began nearly a decade ago and culminated in a commitment to localization, place-based development and a dedicated Urban SDG. Since then, the world has been torn asunder and the focus on cities as sites of sustainable development action has eroded. Given the complexity of sustainable development, a place-based approach to development is imperative.

Urban stakeholders need to once again come together and articulate a coherent narrative that can be used to galvanize attention to cities as key international decision-making spaces. Yet, the lessons of the past decade — from financial, economic, health and environmental crises — show that urban stakeholders need to join forces at a wider scale than ever before. It is not just about looking back to the epic narrative of SDG 11. Recoupling urbanization with social progress, and within planetary boundaries, depends on our shared ability to articulate these interconnections, to galvanize attention and to create a larger political space for cities as key sites of international decision-making.

The grouping of public buildings into civic centers and cultural centers became an obsession of American city planners at the turn of the twentieth century. Following European and ancient models, and inspired by the World’s Columbian Exposition in Chicago in 1893 and the McMillan Commission plan for the National Mall in Washington, D.C. in 1901, architects sought to create impressive horizontal ensembles of monumental buildings in urban open spaces such as downtown plazas and quasi-suburban parks in direct opposition to the vertical thrust of commercial skyscrapers. Hitherto viewed largely through the narrow stylistic prism of the City Beautiful vs. the city practical movements, the monumental center (as Jane Jacobs termed it) continued to persist beyond the passing of neoclassicism and the rise of high modernism, thriving as an indispensable motif of futurist aspiration in the era of comprehensive and regional planning, as municipalities sought to counteract the decentralizing pull of the automobile, freeway, air travel and suburban sprawl in postwar America. The administrative civic center and arts and educational cultural center (bolstered by that icon of late urban modernity, the medical center) in turn spawned a new hybrid, the center for the performing arts, exemplified by Lincoln Center and the National Cultural Center (the Kennedy Center for the Performing Arts), as cities sought to integrate convention, sports, and live performance venues into inner-city urban renewal projects. Through the key case studies of Pittsburgh, Cleveland, and Detroit, one-time juggernauts of heavy industry and twenty-first century regions of rust-belt collapse, this study examines the emergence of the ideology of grouping public buildings in urban planning as well as the nineteenth century philology of the keywords civic center and cultural center, terms once actively employed in discourses as diverse as Swiss geography, American anthropology, Social Christianity, the schoolhouse social center movement, and cultural Zionism. It also positions these developments in relation to modern anxieties about the center and its loss, charted by such thinkers as Hans Sedlmayr, Jacques Derrida, and Henri Lefevbre, and considers the contested utopian aspirations of the monumental center as New Jerusalem, Celestial City, and Shining City on a Hill.

Since the late 1970s, economic growth in developing countries has followed a pattern of privatization, liberalization, marketization, and a focus on economic development over human development. Postreform China has followed this pattern while at the same time maintaining several top-down strategies. Both phenomena have profoundly impacted spatial patterns of human development in the country.

This paper seeks to assess China’s spatial inequities in its availability of healthcare and exposure to air pollution, in the context of China’s economic history, and the history of economic development thought that influenced China’s transition into the modern world economy. This paper will rely on prefecture level data in 2005 and 2012 to analyze spatial inequities. A thorough historical and theoretical review is provided that is an attributed cause of spatial patterns—this highlights the importance of providing context in regional studies and in assessing factors in human development, in addition to economic factors, which are often not incorporated in other regional studies. The spatial analysis identifies inner China as experiencing the worst patterns of high pollution and low access to healthcare, relative to the rest of China, indicating a critical need for future policy to address.

Following the Civil War, the American government greatly expanded the opportunities available for private businessmen and investors in an effort to rapidly colonize the West. This expansion of private commerce led to the second industrial revolution in which railroads and the corporation became the symbols and tools of a rapidly modernizing nation. It was also during this period that the responsibility of food distribution was released from municipal accountability and institutions like public markets began to fade from the American urbanscape. While the proliferation of private grocers greatly aided many metropolises' rapid growth, they did little to secure a sustainable and desirable form of food distribution. During the decades before and after the turn of the century, public market campaigns began to develop in response to the widespread abandonment of municipal food distribution.

Like many western cities, Portland, Oregon matured during the second half of the nineteenth century and lacked the historical and social precedent for the construction of a public market. Between 1851 and 1914, residents of Portland and its agricultural hinterland fought for the construction of a municipally-owned public market rallying against the perceived harmful and growing influences of middlemen. As a result of their efforts, the Carroll Public Market was founded on the curbsides of Yamhill Street in downtown Portland. While success encouraged multiple expansions and an increasingly supportive consumer base, a growing commitment to modernist planning among city officials and the spread of automobile ownership determined the market to be incompatible with the commercial future of Portland.

In an effort to acknowledge and capitalize on the Carroll Public Market's community, a group of investors, incorporated as the Portland Market Company, worked with city officials between 1926 and 1934 to create the largest public market in the United States, the Portland Public Market. As the first building of the newly constructed waterfront development, many believed the massive institution would reinvigorate nearby businesses and ultimately influence the potential of the downtown business district. The Portland Public Market was decidedly distinct from the market along Yamhill and the promoters cast it as such. By utilizing the most modern technologies and promises of convenience there was little that the two organizations shared in common. In the end, the potential of the waterfront market was never fulfilled and amidst legal scandals, an ongoing struggle to meet operating costs, and the success of a rebellious Farmers Cooperative, it shut down after nine years.

This thesis discusses these two public markets during a period of changing consumer interests and the rise of modernist planning in Portland, Oregon. Ultimately, the Carroll Public Market was torn down for reasons beyond its own control despite the comfortable profit it enjoyed each year. Many city officials refused to support the institution as they increasingly supported the values of modernism and urban planning. The Portland Public Market fit perfectly with many city planners' and private investors' intents for the future. This essay seeks to offer a unique glimpse of how commercial communities form and how commercial environments evolve through the politics of food distribution, consumerism, and producer-to-consumer relationships.

PhD student Alban Hasson successfully defends thesis on Urban Agriculture and Democratisation

Congratulations to Alban Hasson who has successfully defended his thesis on the contributions of urban agriculture (UA) practitioners in London in expanding the political space towards a democratic food regime.

Alban Hasson's thesis built on Webster and Engberg-Pedersen’s political space framework (2002), argues that democratisation is emerging from a set of contestations by UA practitioners within existing and emerging institutional channels, but also through the historical struggle of contesting hegemonic political discourses. This arguments considers these contestations as being co-constituted through developments in specific social and political practices. 

His research compares the allotment and community garden trajectories in their diversity and assesses the democratic processes produced in seeking another way of engaging with food. Through historical and ethnographic in-depth case studies, the thesis sheds light on the practices of commoning and the struggles faced by UA practitioners to create a more just and sustainable food regime.  

He considers five democratic processes of UA necessary to expand the political space of food towards a more democratic food regime: fostering food security, expanding health benefits, reclaiming the commons, building places of interaction and representation, and decoupling from the regimes; and exploring how community UA practitioners engage with, negotiate, or resist current governance networks to expand the political space towards these democratic processes.

In so doing, his thesis highlights some of the discriminations at play and enables the proposition of solutions to continue to build intersectional environmental and food justice in London’s UA trajectories.

The levels of specific activity of 137 Cs and the contents of mobile forms (1 M ammonium acetate extraction) of heavy metals (Zn, Cu, Ni, Co, Cr, Pb) and petroleum products were studied in the upper soil horizon of urban landscapes of the city of Elektrostal under conditions of local radioactive and chemical contamination were studied. In the soils within a short radius (0–100 m) around the heavy engineering plant, the specific activity of 137 Cs and the contents of mobile forms of Pb, Cu, and Zn were increased. The lognormal distribution law of 137 Cs was found in the upper (0–10 cm) soil layer; five years after the radiation accident, the specific activity of 137 Cs varied from 6 to 4238 Bq/kg. The coefficients of variation increased with an increase in the degree of soil contamination in the following sequence: Co < Ni < petroleum products < Cr < 137 Cs < Zn < Pb < Cu ranging from 50 to 435%. Statistically significant direct correlation was found between the specific activity of 137 Cs and the contents of mobile forms of Pb, Cu, and Zn in the upper horizon of urban soils, and this fact indicated the spatial conjugacy of local spots of radioactive and polymetallic contamination in the studied area. It was shown that the specific activity of 137 Cs, as well as the content of heavy metals and petroleum products in the upper layer (0–10 cm) of the soils disturbed in the course of decontamination, earthwork and reclamation is reduced.

The processes of technogenic migration of 137 Cs are most pronounced in radioactively contaminated territories. It was found in urboecological studies that the intensity of sedimentation of aerosol particles containing radionuclides and heavy metals is determined by the types of the surfaces of roofs, walls, roads, lawns, and parks and by their position within the urban wind field [ 12 , 26 ]. Traffic in the cities results in significant transport of dust and associated contaminants and radionuclides [ 15 , 24 ]. During decontamination measures in the areas of Chernobyl radioactive trace, not only the decrease in the level of contamination but also the possibility of secondary radioactive contamination because of the transportation of contaminated soil particles by wind or water, or anthropogenic transfer of transferring of ground were observed [ 5 , 6 ]. Rainstorm runoff and hydrological transport of dissolved and colloidal forms of 137 Cs can result in the accumulation of this radionuclide in meso- and microdepressions, where sedimentation takes place [ 10 , 16 ]. Different spatial distribution patterns of 137 Cs in soils of particular urban landscapes were found in the city of Ozersk near the nuclear fuel cycle works [ 17 ]. Natural character of 137 Cs migration in soils of Moscow forest-parks and a decrease in its specific activity in industrial areas have been revealed [ 10 ]. Determination of the mean level and parameters of spatial variations of 137 Cs in soils is one of primary tasks of radioecological monitoring of cities, including both unpolluted (background) and contaminated territories.

Emissions and discharges from numerous sources of contamination can cause the accumulation of a wide range of toxicants in urban soils: heavy metals (HMs), oil products (OPs), polycyclic aromatic hydrocarbons (PAHs), and other chemical substances. Soil contamination by several groups of toxicants is often observed in urban landscapes [ 20 , 23 ] because of the common contamination source or close pathways of the migration of different contaminants. A comprehensive analysis of contamination of urban soils by radionuclides and heavy metals has been performed in some studies [ 21 , 25 ]. The determination of possible spatial interrelationships between radioactive and chemical contaminations in urban soils is an important problem in urban ecology.

A radiation accident took place in the Elektrostal heavy engineering works (EHEW) in April 2013: a capacious source of 137 Cs entered the smelt furnace, and emission of radioactive aerosols from the aerating duct into the urban environment took place. The activity of molten source was estimated at about 1000–7000 Ci [ 14 ]. The area of contamination in the territory of the plant reached 7500 m 2 . However, radioactive aerosols affected a much larger area around the EHEW, including Krasnaya and Pervomaiskaya streets, and reached Lenin Prospect.

Geochemical evaluation of contamination of the upper soil horizon in the city of Elektrostal was carried out in 1989–1991. This survey indicated the anomalies of concentrations of wolfram, nickel, molybdenum, chromium, and other heavy metals related to accumulation of alloying constituent and impurities of non-ferrous metals in the emissions of steelmaking works [ 19 ].

The aim of our work was to determine the levels of specific activity of 137 Cs, concentrations of mobile forms of heavy metals (Zn, Cu, Ni, Co, Cr, and Pb) and oil products in the upper soil horizons in different urban landscapes of the city of Elektrostal under the conditions of local radioactive and chemical contamination.

LGUs told: Streamline, digitize land use, urban development planning

ALL local government units (LGUs) in the country have been admonished to streamline and digitalize their land use and urban development planning in order to build smart, green, resilient and inclusive human settlements.

Mylene A. Rivera of the Department of Human Settlements and Urban Development (DHSUD) underscored that the problem in the past is that most land use plans were taken for granted, meaning they are prepared, but not necessarily used as the basis for development planning.

“We’re very good at making plans. But we’re very poor at implementation,” said Rivera, director IV of the DHSUD’s Environmental, Land Use and Urban Planning and Development Bureau.

During the first leg of the 2-day “Breakthrough Resilience: An Urban Resilience Conference” last Wednesday, Rivera challenged LGUs to be more serious about their plan preparations and, as much as possible, simplify and digitize the process.

She also suggested that all the plans required of them for utilization of land and urban development should be lessened and consolidated.

Rivera cited, for instance, the basic ecological profile—a pre-requisite for all the plans of LGUs—that she described as “so complex and tedious to accomplish.”

“The data comes from different government agencies. So before the LGUs can prepare those plans, the hardest part is collecting those data. They have to ask and request from each and every government agency,” she said.

According to Rivera, the DHSUD has collaborated with other government agencies to put the data they produced in one platform called “PlanSmart.” The latter is “a digital channel and integrated database system for land use and urban development plan formulation, implementation and monitoring.”

“Hopefully, once you have all those data [under the PlanSmart], it becomes easier for LGUs to prepare not just probably land use plans but, eventually, they’ll also be used for other development or sectoral plans,” she said of the platform that is set for roll out next year. 

Data sharing and integrating one database using technologies like artificial intelligence (AI) will be helpful as well, she added.

“We’re very fortunate that we are in the stage now that such technology is available. So make use of AI to make things easier for local government units, so that their focus will no longer on data collection and report preparation, but now more on decision-making, actual planning and focusing on what best strategies can be implemented,” Rivera noted.

Believing that urban development requires a “whole of government, whole of society approach”, DHSUD is pushing for the creation of a Planners Network from the local, regional up to national level.

“What we wanted to do is to avoid duplication. Yet we wanted to promote replication of efforts and best practices such as what Iloilo is doing very commendable on human development, housing, environment management and ecosystem based strategies,” she said.

“These are some of the strategies that we need to work together. So DHSUD is encouraging collaboration with not just the government agencies, private or peoples’ organizations, but together with local governments at the fulcrum so that we can really implement programs that actually make a difference,” she stressed.

HUD Releases New Federal Flood Risk Management Standard

The Department of Housing and Urban Development (HUD) has published a final rule in the Federal Register that revises HUD’s regulations governing floodplain management and the protection of wetlands to implement the Federal Flood Risk Management Standard (FFRMS). The regulation is effective May 23, 2024. However, compliance with new elevation requirements will be required for single-family new construction where building permit applications are submitted on or after Jan. 1, 2025, and compliance with the procedures for the FFRMS floodplain management and protection of wetlands is required for FHA-insured and HUD-assisted apartment properties no later than Jan. 1, 2025.

For FHA-insured or HUD-assisted multifamily properties, the new FFRMS requires a complicated, three-tiered process for determining the extent of the FFRMS floodplain, with a preference for a climate-informed science approach (CISA). The FFRMS expands the vertical and horizontal floodplain boundaries beyond the special flood hazard area (100-year floodplains). The rule requires more stringent elevation and flood proofing requirements of properties where federal funds are used to develop or provide financing for new construction within the now defined FFRMS floodplain. It also applies to substantial improvement to structures financed through HUD grants, subsidy programs and applicable multifamily programs.

Through changes to HUD’s Minimum Property Standards, the department will also require single-family homes located in a 100-year floodplain to be elevated 2 feet above base flood elevation to qualify for FHA mortgage insurance.

The final rule also includes expanded notification requirements. The required information for owners, buyers and developers includes:

• The requirement or option to obtain flood insurance,
• The approximate elevation of the FFRMS floodplain,
• Proximity of the site to flood-related infrastructure, including dams and levees,
• Ingress and egress or evacuation routes,
• Disclosure of information on flood insurance claims filed on the property, and
• Other relevant information, such as available emergency notification resources.

For HUD-assisted, HUD-acquired and HUD-insured rental properties, new and renewal leases are required to include acknowledgements signed by residents indicating that they have been advised that the property is in a floodplain and flood insurance is available for their personal property, among other information.

In addition, the final rule includes changes to the current eight-step decision-making process, among other amendments. For instance, HUD is removing an exception on conditional Letter of Map Amendments (LOMAs) and conditional Letter of Map Revisions (LOMRs) issued by the Federal Emergency Management Agency because the FFRMS is expanded beyond the 100-year floodplain. HUD is changing this policy to disincentivize the use of sitewide fill and require completion of the eight-step decision-making process before adding fill to modify a floodplain.

HUD is planning to host webinars to provide additional information on the FFRMS and its implementation.
