The Guyana "Education Strategic Plan (ESP) 2021- 2025 - Vision 2030" has been developed, and will be implemented, at a most interesting point in the country's history. The 2030 Vision for the sector is Providing opportunities for quality, equitable education and lifelong learning for all. This vision is articulated at a time in which major growth in the economy is predicted because of the discovery of oil and gas and also at a time in which it is expected that the extractive industries will be the key drivers of economic growth in the medium term. At the same time the country has a national development strategy, the alignment of Government's educational priorities, which is "in line with the United Nation's agenda 2030 and its Sustainable Development Goals (SDGs). In particular, it not only aims to foster sustained economic growth that is low carbon and climate-resilient but also promote social cohesion, good governance and careful management of finite natural resources." In spite of, and perhaps even because of these changes the ultimate goal of this ESP is consistent with the goals of previous plans that is: To contribute to employability and reduction of poverty, by increasing performance at all levels and reducing the disparity between sub-groups.

The development of this plan benefitted from several activities which have taken place in the last two or three years such as a review of the nursery programme carried out by an international consultant, and a survey of out-of-school children. It was also informed by wide-spread consultations on a wide range of issues as the Ministry of Education (MOE) embarked on its curriculum review process. Consultations were also held with over 200 youth, including some in juvenile detention centres, and with three organisations working with persons with disabilities. Additional consultations were held in all education districts after the first draft of the plan was produced. Policy issues were initially derived from these studies and consultations, but it is important to note that they also reflect alignment with priorities of the Government, and its commitments to the UN 2030 agenda, in particular SDG 4, and to its regional commitments, e.g. the CARICOM Human Resource Strategy. Identification of the major priorities was based on the use of the problem-tree analysis tool developed by the International Institute for Education Planning (IIEP), and on appropriate evidence-based strategies for performance and completion, that - were discussed and selected.

Ministry of Education Directives on Fees & Uniform Ahead of School Reopening

T he ministry of education has directed school administrations to exercise unconditional admission of learners as second terms kicks off on Monday, May 13.

In a circular signed by Education Principal Secretary (PS) Belio Kipsang, the school heads are required to remove barriers such as uniform and school fees during admissions into the institutions. 

The PS explained that some of the students had been affected by floods and there was need to ease the pressure on the learners and parents. 

“You are hereby instructed to ensure the implementation of the following directives in schools in your area of jurisdiction. Emphasize unconditional admission of learners, remove barriers such as uniform and school fees, especially for those affected by the floods,” directed the PS.

At the same time, the ministry of education ordered that day schools should ensure the safety of learners during collection and dropping by assigning teachers to supervise to activity.

“Day schools must ensure the safety of learners during collection and dropping by providing clear instructions to school drivers and assign teachers to supervise especially for those affected by the floods,

“Government regulations on school transport should be adhered to. Boarders travelling back to school should be on the roads between 6am to 6pm,” added the circular.

Other Directives Issued by the Ministry of Education

On the other hand, the ministry of education has asked schools to hold staff meetings to prepare for the arrival of learners, discuss safety protocols and plan to provide support for affected learners.

Thereafter, the schools are required to report any findings to the Sub-County Director of Education (SCDE) for further guidance and support if required.

After the student have reported, the school administrations have been directed to conduct orientation sessions for learners on school compound safety measures, including emergency procedures and precautions to prevent accidents or injuries.

“Necessary repairs and maintenance should be carried out to address any damages caused by the adverse weather conditions. Institutions must develop and implement strict safety protocols, including measures to mitigate the risk of flooding and ensure the structural integrity of buildings,

“The Ministry emphasizes the importance of addressing the emotional and psychological needs of students and staff who may have been affected by the recent heavy rains and flooding,” Kipsang explained.

Addressing concerns about the disruption of the school calendar, schools have been advised to maintain the term dates and activities as earlier released and day schools have been directed to determine the appropriate reporting and departure time for learners.

Machogu on Altering School Calendar

On Thursday May 9, 2024, during an assessment of schools in the county following an order by President William Ruto on the reopening of schools for second term, Education CS Ezekiel Machogu announced that the ministry could change the school calendar by changing closing dates.

He explained that the move will affect the closing dates to cover the time lost.

However, he said that learning will go on as scheduled following the Ministry’s approval that only a small percentage of schools nationwide are in a bad position to reopen.

Master Plan for Career Education

The leaders of California’s education and workforce agencies–working with students, families, adult learners, workers, employers, labor, and community-based organizations–have developed a set of big ideas for creating more equitable access to living wage, fulfilling work. During 2024, Californians will have an opportunity to weigh in on how to translate those ideas into concrete actions.

This collaborative effort will result in a Master Plan for Career Education.

During March and April, more than 1,300 people signed up to participate in interactive, in-person design sessions that were held across the state to inform the Master Plan on Career Education. Another 400 will join our virtual design session on May 15. The input from these sessions will be summarized and posted by the end of May.

The Governor’s Office will convene five constituency groups who are charged with validating ideas that were generated through the public engagement process, identifying missing topics and red flags, and providing input to the Career Education Master Plan Task Force on the proposed solutions.

Students & Families

Tk-12 and postsecondary educators, adult education & workforce development training providers, labor & employers, advocates and policy-makers, nominations are accepted until june 14th, and will be announced publicly in july. there is no compensation for serving on the constituency group..

Serving on the constituency group will require: – Attending two 90-minute virtual meetings in September and October – Reviewing draft solutions that will inform policy and practice reforms – Reviewing summary input to the Master Plan Task Force on proposed solutions

The Master Plan for Career Education will address the pain points that have made it challenging for Californians to learn–and get credit for– the skills they need for rewarding, living wage work.

Making it easier to access public benefits so that learners can afford to participate in education and training; and improve universal access
