Researcher platform

The Researcher platform is the first national scientific research-funding platform. Researches are funded under three main programmes: Sandooq Al Watan Fellowship programme, SWARD programme and grants programme.

What is the researcher platform?

Sandooq al watan fellowship programme, sward program, grants programme.

Researcher.ae is the first national scientific research-funding platform launched by Sandooq Al Watan . It provides the UAE’s researchers with support and funding required for their innovative researches and projects. Researchers can also contact local and international networks of researchers and keep up with the latest discoveries in the global society.

The platform aims to push new ideas and inventions and promote innovation across all sectors. It aims to diversify the UAE’s economy and bring a positive economic and social impact on the UAE and the world.

Researches are funded under three main programmes which are: Sandooq Al Watan Fellowship programme, SWARD programme and grants programme.

Sandooq Al Watan’s Fellowship Programme seeks to support students and innovators in implementing small-scale applied scientific research. It aims to create a cadre of young researchers and enhance the innovation culture. The programme has three categories: independent projects, undergraduate projects and graduate projects.

Independent project

Independent projects will be open to all members of the public and innovators who are interested in scientific research and technology. Creative ideas can come from anyone whether an innovator, an academician, an entrepreneur or a scientist. Sandooq Al Watan's Fellowship Programme encourages the public to take part in building the R&D culture in the UAE.

To be qualified to get an independent project grant, the researcher must:

  • be a UAE national
  • submit a research proposal as per the guidelines
  • disclose his current employment status.

Only purpose-driven and applied scientific research proposals will be considered.

The average funding for each research will be between 5,000 and 10,000 (five thousand and ten thousand) AED. In certain cases and given reasonable justification, researchers can apply for additional funding of no more than 25,000 (twenty five thousand) AED.

Read about the application process, evaluation criteria, terms, conditions and timeline for applying for an independent project .

Undergraduate project

Undergraduate project will support talented university undergraduates through funding their research projects. The programme is designed to foster UAE talents and encourage university-level students to partake in scientific research projects.

To qualify for the undergraduate project grant, the researcher must:

  • have a minimum Major GPA of 2.7.

Graduate project

The graduate project will specially focus on graduate students to assist the development of their research projects. Sandooq Al Watan is committed to nurturing the R&D culture in the UAE through encouraging graduate students to build on their previous work and advance their scientific research.

To qualify for the graduate project grant, the researcher must:

  • be a UAE national.
  • submit a research proposal as per the guidelines.

Only purpose-driven and applied scientific research proposals will be considered. The average funding for each research should be between 5,000 and 10,000 (five thousand and ten thousand) AED. In certain cases and given reasonable justification, researchers can apply for additional funding of no more than 25,000 (twenty five thousand) AED.

The SWARD program seeks to bridge the gap between academia and industry in the UAE to deliver tangible social and economic outcomes to the country. The programme supports medium to large-scale projects across four areas which are: aerospace and defence, water management, healthcare and genomics, and fourth industrial revolution.

Aerospace and defence

The UAE is one of the major aerospace hubs with its national airline Etihad, being at the forefront of the aviation industry. Many of today’s commonly used products were originally military and defence-based research projects. Microwaves, medical scanners, cameras, and navigation devices are some of the examples. Therefore, the UAE seeks to pioneer the aerospace and defence technologies. Funding aerospace and defence researches focus on remote and thermal sensing , composite materials and astronautics .

Water management

Water scarcity is one of the biggest global concerns around the world, particularly in the Middle East region. The crucial need for innovative solutions drove the UAE’s National Innovation Strategy to prioritise the water sector. Funding water researches focus on two sectors: water desalination and wastewater treatment, water reuse and recycling .

Healthcare and genomics

Developing a world-class health system is of a crucial importance to sustain both the social and economic development of a nation. In line with this vision, the National Innovation Strategy prioritised the healthcare sector and promoted innovation in the delivery of healthcare services. Funding health researches focus on genomics and bioinformatics and biomedical robotics and devices .

Fourth Industrial Revolution

The fourth industrial revolution is a global future vision for putting together physical, digital and biological technologies to deliver unprecedented services across various sectors. The UAE’s Fourth Industrial Revolution Strategy was announced with the vision to make the UAE a leading global hub and an open lab for the fourth industrial revolution applications.

Read about the eligibility criteria, proposal preparation, evaluation and timeline for applying for the SWARD program .

The grants programme is a one-stop shop where researchers will find announcements of various funding opportunities offered by other entities in the UAE.

Doctoral Research Grants

  • Faculty Research Grants
  • Seed Research Grants
  • Past-Grantee Database

The Al Qasimi Foundation's Doctoral Research Grants encourage scholars from a wide range of disciplines and professional fields to undertake research toward informing policymaking in the United Arab Emirates. The Grants are open to PhD students from all nationalities studying at an accredited university in the United Arab Emirates or abroad.

Doctoral Research Grants financially support PhD candidates in the research phase of their dissertations. Currently, two awards are available each year for applied research projects that have Ras Al Khaimah as a primary site for data gathering and analysis. The Grant covers all student expenses associated with their field research in the United Arab Emirates, including return airfares, furnished accommodation for up to 12 months, a stipend to cover living costs, and research support. Recipients are expected to produce one to two policy papers as part of the Grant and record a podcast or make at least one presentation to the local research community.

Please see the Past Grantee Database and Foundation Publications  for samples of past research topics and working papers written by grant recipients.

Grant Objectives

  • Provide opportunities for distinguished doctoral candidates to realize their potential in conducting innovative, applied research while making a positive impact on the Ras Al Khaimah community
  • Foster high-quality research that supports the development of the region's research capacity
  • Build a community of scholars and promote collaboration among highly recognized international universities and national institutions in the United Arab Emirates
  • Promote cross-cultural exchange that sparks curiosity and new ideas and also facilitates understanding

Grant Eligibility

The minimum eligibility criteria for prospective applicants seeking Doctoral Research Grants:

  • Applicant must be a current PhD student at an accredited university in good academic standing.
  • Applicant must have a minimum TOEFL iBT score of 85 or IELTS score of 6.5 if English is a secondary language.
  • Applicant must have all PhD coursework completed and be ready to conduct the field research component of his/her dissertation.
  • Applicant must have a research proposal that is approved (or is in the process of being approved) by the applicant’s advisor and graduate program. The approved proposal should include a literature review and significant detail on research methodology.
  • The proposed research must have Institutional Review Board (IRB) approval from the applicant's home institution.
  • The proposed research must focus on the United Arab Emirates, and specifically the emirate of Ras Al Khaimah. If the research proposal includes other locations, Ras Al Khaimah must be a significant focus for data gathering and analysis.

The following research areas do not qualify for Doctoral Research Grants because they are not considered policy-related: business or marketing, agronomy, engineering, IT or computer science, laboratory-based or scientific studies, and medical degrees.

Selection Criteria

If an applicant meets the minimum eligibility criteria noted above, he/she is encouraged to apply for a Doctoral Research Grant. The Grant is awarded based on merit as measured by academic performance and relevance of proposed research. The applicant’s intended field of study is also considered in the evaluation process, with preference given to those candidates pursuing a degree in education, public policy (such as urban planning, economics, public health, environment), or closely related fields. The Al Qasimi Foundation Directors and Advisory Board serve as the evaluation and selection committee.

The Grant review process is competitive. While the Al Qasimi Foundation receives many excellent and high-quality proposals, only two Doctoral Research Grants are available each year. The proposals chosen for funding represent the innovative ideas that align best with the Al Qasimi Foundation’s overall mission to aid in the social and economic development of Ras Al Khaimah.

Application Process

Before applying, please review the grant handbook , as it contains important information for applicants and recipients.

The 2024 research grant submission cycle, which includes Doctoral Research Grants, opens November 1, 2023, with a closing deadline of April 1, 2024. A strong aspect of this theme is theoretically-informed translational interventions, making use of state-of-the-art multidisciplinary techniques such as robotics and virtual reality.

Lifespan Health and Wellbeing

Issues explored in psychology are inherently linked to wellbeing across the lifespan, affecting fields from education to health. Research in this theme explores health-promotion activities in children and adolescents, healthy ageing and mental health issues in developmental conditions.

Work, Society and Environment

AD Ports Group launches Maritime Sustainability Research Centre

A BU DHABI, 24th May, 2024 (WAM) -- AD Ports Group, a leading facilitator of global trade, logistics and industry, today launched The Maritime Sustainability Research Centre, Abu Dhabi (MSRCAD), a non-profit agency dedicated to joint industry-government academia research, with a focus on sustainability and innovation.

The Maritime Sustainability Research Centre, launched at an event attended by leading government and maritime industry representatives, will be operated and managed by Abu Dhabi Maritime Academy (ADMA), the region’s leading academic facility catering to mariners, under the umbrella of Maritime Hub Abu Dhabi, Abu Dhabi Maritime’s newly launched platform bridging the gap between public and private sectors with the aim of strengthening Abu Dhabi’s maritime industry.

Located within ADMA’s premises, the research centre will advocate to seek funding, primarily from private sources, to enable academic institutions and start-ups to conduct applied and fundamental research. Additionally, the research centre will support graduate study programmes, offering valuable opportunities for aspiring maritime professionals.

The objectives of the research centre are multifaceted, with aims to disseminate knowledge among partners and stakeholders, address short and long-term research needs, and provide research opportunities for graduate students. Areas of focus include Marine Environment & Sustainability, Artificial Intelligence & Robotics, Maritime Cyber Security, Big Data, and Maritime Policies & Laws.

Captain Saif Al Mheiri, CEO of Abu Dhabi Maritime and Acting Chief Sustainability Officer, AD Ports Group, said, " AD Ports Group is committed to supporting initiatives that further our sustainability targets. This collaboration between Maritime Hub Abu Dhabi and Abu Dhabi Maritime Academy to establish a centre dedicated to advancing research, particularly in environmental sustainability, resonates deeply with our organisational ethos, and reflects our commitment to advancing development within the maritime industry, laying the foundation for a sustainable future.

"Abu Dhabi recently jumped 10 places to reach number 22 in the Leading Maritime Cities of the world, the launch of the Maritime Sustainability Research Centre Abu Dhabi is another step towards raising Abu Dhabi’s standing as a maritime hub on the global stage.”

Dr. Yasser Al Wahedi, President of Abu Dhabi Maritime Academy, said," Cultivating maritime talent and spearheading innovation is paramount within Abu Dhabi Maritime Academy. We already have a track record in extensive and pioneering research into sustainable advancements, and this research centre, in partnership with Maritime Hub Abu Dhabi underlines our commitment to sustainable solutions, with the potential to benefit both the maritime industry and the global community, building a brighter future for all.”

Investing in research and development is vital for the advancement of nations, and the MSRCAD is poised to play a pivotal role in propelling the UAE forward on its path to prosperity.

According to data from the OECD and the World Bank, leading economies worldwide allocate at least 1 percent of their GDP to research and development, underscoring the importance of such initiatives in driving innovation and economic growth.

Operating akin to a funding agency, the MSRCAD will release calls for proposals, inviting researchers across the UAE to submit project proposals in specific fields. This open invitation encourages collaboration and ensures that the Centre remains at the forefront of cutting-edge research in the maritime industry.

Magnuson Center for Entrepreneurship at Dartmouth

Three Dartmouth Teams sponsored by the Magnuson Center Compete for the Hult Prize, $1M in Funding

The team behind NovaChirp will attend the summit in Portugal, while other Dartmouth teams attend summits in Dubai and Mexico.

After winning an on-campus competition, three Dartmouth student-led teams from the Magnuson Center will pitch their social entrepreneurship ideas to a global audience and learn from leaders in their fields as they participate in Hult Prize Summits this summer.

The Hult Prize , run by Hult International Business School and backed by Former President Bill Clinton, supports students who are looking to change the world through social entrepreneurship. Over the fall and winter terms thousands of students around the globe participated in on-campus qualifiers. Out of those, 400 teams—including three from Dartmouth—were invited to summits taking place around the world this summer. Top teams from the summits will advance to the Hult Prize Global Finals, held in September, where they will compete for $1 million in funding to advance their idea.

The Dartmouth teams were well-prepared for the Hult competition after participating in the DartUP Social Blueprint Challenge hosted by the Magnuson Center, said Sarah Morgan, Senior Program Manager of Experiential Learning at the center. Hult organizers approached DartUP about using the Social Blueprint Challenge as the on-campus portion of the Hult competition. Nine highly qualified teams participated in the challenge, with the first automatically earning a spot at the Hult summits.

“The acknowledgment of the Hult Prize is beneficial because it allows our teams to build past what we can offer as a student-run organization on campus,” said Bryce Alexander ’27, who, along with Ava Weinrot ’27 was a Co-Team Lead for the DartUP Social Blueprint Challenge.

“The Hult Summits offer professionally run accelerators and connections around the world that will serve for a lifetime,” Alexander added.

The partnership with the Hult Prize allows DartUP to provide more resources to students, said Vania Zhao ’25, co-chair of DartUP along with Timothy O’Reilly ’25, while building on the knowledge that students gain by participating in the Social Blueprint Challenge.

“Our judging criteria and subsequent feedback prepares the teams for future success, whether that is through the Hult Prize or further developing their enterprises using other on- or off-campus resources,” Zhao said. “The Social Blueprint Challenge is a stepping stone for all teams to refine their startups and guide them to continuing their entrepreneurial efforts.”

The three teams that will participate in the Hult Summits are:

NovaChirp, which won the Social Blueprint Challenge, is a cricket superfood startup, dedicated to tackling global malnutrition and promoting sustainability in line with key UN Sustainable Development Goals.

“NovaChirp is revolutionizing the fight against global malnutrition with our innovative, nutrient-rich cricket protein bouillon cubes,” said team lead Adriana Chavira Ochoa '24. “Our cricket protein cubes are nutrient-dense, easy to prepare, and significantly reduce land, water, and carbon emissions compared to livestock. By engaging in a circular economy and supporting local farmers, NovaChirp not only addresses food insecurity but also promotes environmental health and economic vitality.”

In addition to Chavira Ochoa, the NovaChirp team includes Elizabeth Ding '24, Mike Hanrahan '24, Paulina Cuadra '25, and André Bouzid ’25. The team will participate in the Hult Summit in Lisbon, Portugal from June 21-22.

Chavira Ochoa said that will be a chance to build on what the team already learned on campus.

“Participating in DartUP was an incredible learning experience,” she said. “It provided me with invaluable insights into startup development, market validation, and the importance of a strong value proposition. I learned how to effectively pitch my idea, receive constructive feedback, and refine our business model to better meet the needs of our target market. The mentorship and support from industry experts and peers were instrumental in helping us navigate the challenges of an early-stage startup.

In Lisbon, the NovaChirp team will have an eye toward global impact, Chavira Ochoa said.

“I am looking forward to connecting with potential investors, partners, and mentors who share our vision of sustainable nutrition and can provide the resources and guidance needed for our growth,” she said.

24S-NET-Offset-Dartmouth-HultPrize-Monterrey-Mexico

NET Offset is a Public Benefit Corporation using supply chain optimization to transform the bioenergy industry.

The team is developing a supply chain optimization platform that integrates life cycle assessment (LCA) and end-use demand segments into the overall network design phase in order to eliminate the waste in bioenergy supply chains and help deploy the infrastructure which will bring the country to net-zero emissions.

“There’s no pathways to net zero without using biomass in more innovative ways,” said CEO Baptiste H. Gibrat GR’25.

The NET Offset platform not only accounts for the complexities of the biomass industry, but also creates opportunities to capitalize on unused biomass in order to increase farmer’s revenue by up to 25%.

In addition to Gibrat, the team includes Michael J. May, TH’25 PhD and Thomas Hue TH’24. The team will participate in a summit in Monterey, Mexico, on June 14-15.

Gibrat is particularly excited about that location, since the NET Offset team “realized we had a connection in Mexico that could benefit from our model.”

24S Sea Energy Team Photo 1

Sea Energy is an early-stage social enterprise that seeks to harness ocean wave movement to generate zero-emission electricity.

“There’s such great potential for wave energy, but it’s not really happening yet,” said team lead Calvin Benson ’25. In part, that’s because of challenges that make establishing renewable energy in the ocean very expensive, including the need to drill into the ocean floor. Sea Energy offers a more cost-effective option that doesn’t require drilling, Benson explained.

In addition to Benson, the team consists of Eva Hymes ’25, Emily Masuda ’24, Shaamil Shaw Alem ’26 and Arjun Brar ’25 at Georgetown University. The team will participate in the Dubai summit from June 21-22.

During DartUP, the team created their initial prototype and refined their idea with guidance from the Dartmouth community.

“It was just awesome having those experienced mentors and professors coming in and giving us so much information and advice,” Benson said. “I learned a lot about social entrepreneurship generally, what it is, and how I can take my idea of a renewable energy business and make it a social enterprise.”

Benson is thrilled about the opportunity to continue to grow his network of social entrepreneurs at the summit and to learn from the other teams.

“It will be a great experience to meet a wide variety of people from around the world,” he said.

NYU Shanghai held its fifth Graduate Convocation on May 26 to celebrate the graduation of 140 PhD and Master’s degree candidates from eight programs. 300 family members and friends attended the convocation in person, in addition to those around the globe who watched via livestream, as 127 students walked across the stage in NYU Shanghai’s New Bund Campus auditorium to receive their degrees in person, and 13 graduates participated remotely.

The convocation kicked off with a procession of the degree candidates, school leadership and faculty representatives, followed by speeches by school leadership. Provost Joanna Waley-Cohen saluted the graduates for their academic achievements. “Our mission has been to bring together top students from around the world, who share a global ethos and the passion to acquire knowledge, to learn skills, and to absorb values that will enable you to become leaders dedicated to advancing the global good in your chosen fields,” she said. “At NYU Shanghai and at NYU New York, you leave behind a superb record of achievement in your studies.”

Provost Joanna Waley-Cohen

Chancellor Tong Shijun congratulated the graduates on the beginning of a new chapter as integral members of the NYU Shanghai community. “From today onwards, your experiences at NYU Shanghai will become cherished memories. I hope you will fondly recall the days and nights spent in classrooms, libraries, and laboratories in Shanghai and New York, alongside your professors and fellow students,” he said. “NYU Shanghai is a community of shared values, interests, feelings, and memories, and we will always be with you, especially when your work is judged, valued, or appreciated by society at large and the general public.”

Vice Chancellor Jeffrey Lehman praised the graduates for the tenacity and perseverance they displayed while completing their studies. “To earn a graduate degree from a great university requires a remarkable combination of qualities. It requires intelligence. It requires discipline. And it requires an ambition to acquire new knowledge, to develop new skills,” he said. “You, the Class of 2024 PhD and master’s graduates of NYU Shanghai, have proven that you possess all those qualities, and many more.”

Dean of NYU Graduate School of Arts and Science Lynne Kiorpes, Associate Dean of Global Affairs of NYU Steinhardt Lisa Sasson, Deputy Dean of NYU Stern and Deputy Vice Chancellor of NYU Shanghai Eitan Zemel, and Director of MA in Interactive Media Arts of NYU Tisch Craig Protzel conveyed their congratulations to the graduates as well.

Student representative Qin Shuo PhD ’24, NYU Shanghai’s first PhD graduate in Mathematics, reflected on his research journey, saying he firmly believed in the power of “loving what you do.” “It was my passion for research that motivated me to navigate through the disruptions [in my journey of puring the doctoral degree], and allowed me to find certainty in a life full of uncertainty,” he said. He encouraged fellow graduates to step out of their comfort zones and confront challenges head-on. “As part of the young generation, it falls upon us to try to solve the important and difficult problems in our society,” he said. “We shall not be afraid of failure because failure is often part of the journey to success.” After graduation, Qin will join the Beijing Institute of Mathematical Sciences and Applications (BIMSA), becoming one of the first Chern Instructors at BIMSA.

Master’s program student representative Liu Zijie MS ’24 shared lessons from his undergraduate and graduate school study journey. He urged the graduates to keep exploring to discover their true passions and potential. “This path of exploration and discovery teaches us the resilience and adaptability needed to thrive in an ever-changing world,” he said. He also encouraged the graduates to stay humble. “The world doesn't need more people who think they have all the answers,” he said, “it needs more people who are willing to learn, to listen, and to grow. We must remain open-minded, eager to learn from others, and always remember that our perspective is just one of many.”

Climate: can young activists still sway the outcome of COP negotiations?

phd funding in uae

Chercheuse post-doctorale, Graduate Institute – Institut de hautes études internationales et du développement (IHEID)

Disclosure statement

Laura Bullon-Cassis is team leader for coverage of COP climate side events at the Earth Negotiations Bulletin of the International Institute for Sustainable Development (IISD). She has also worked as a consultant for the United Nations Environment Programme (UNEP).

Young activists are key figures of the climate movement. So much has been self-evident ever since Greta Thunberg sat outside the steps of the Swedish parliament during school hours in August 2018 and galvanised others from her generation to follow suit in the international movement of Fridays for Future.

But beyond symbolic power, can young people actually sway the outcome of the United Nations’ climate negotiations? A regular attendee of COPs, I decided to research that question after becoming increasingly disillusioned with their inability to create political momentum.

I started this work at a time when media attention for youth-led movements such as Fridays for Future and Youth for Climate was at its peak. But what of it in the two last COPs, COP27 in Sharm el-Sheikh in 2022 and COP28 in Dubai in 2023?

Russian dolls

What makes a COP a success or a failure is debatable.

Some focus on the political pledges that were made at the end of the negotiations, based on what the state parties were able to agree on that year. In Dubai, for example, Member States reached an historic agreement on a loss and damage fund designed to compensate the global south for extreme weather events. For the first time too, the end of fossil fuels was explicitly mentioned in the text. But others were bitterly disappointed, citing the absence of new financial commitments and a number of gaps in the text.

A third group felt that the negotiations represented only a tiny part of the objectives of a COP. In their view, these events play a crucial role in bringing together the climate change community – or at least the part of it privileged enough to make the trip. This annual social occasion is necessary, they feel, to share knowledge, improve practices, raise awareness of emerging issues not yet addressed in the negotiations themselves, and forge links and collaborations across the world.

Distinct players within the same space

The experience of the COPs is thus an eminently individual one. Delegates attending the conference for the first time are often overwhelmed by the number of parallel events taking place in the “blue zone” (which requires accreditation and is officially “UN territory”), not to mention the “green zone” (managed by the host country and open to all).

Over the last two years, I’ve been particularly aware of the scale of these events, as team leader of the Earth Negotiations Bulletin of the International Institute for Sustainable Development (IISD) for the COP side events. Comprising writers, photographers and videographers, the institute’s team provides independent coverage of the COP, ensuring that at least some of what happens on the periphery of the official meetings is shared with a wider audience.

The way climate COPs are structured highlights a series of distinct actors, but connected in a particular organisational space. But it fails to take into account the power plays and relational dynamics that exist not only between these parties, but also between them and the COP itself. The notion of social fields , described by the French sociologist Pierre Bourdieu , offers a useful lens through which to view these interactions, because it takes into account both the social aspects and the existence of conflicts between players – not just UN and member state delegates, but also energy lobbyists and activists, including young people.

Power struggles and dominant positions

Bourdieu described social fields as:

“a network, or configuration, of objective relations between positions… objectively defined, in their existence and in the determinations they impose on their occupants.”

They’re characterised by power struggles and dominant or dominated positions determined by the parties’ relative accumulation of capital.

My research into young people’s participation in the COPs has led me to formulate hypotheses about two characteristics of these social fields: symbolic power and visibility. I therefore looked at the instrumentalisation of young people at recent COPs and conceptualised their symbolic power as dependent – in particular – on media attention.

In a recent article , I also suggested that young people, partly as a result of media attention during and after the peak of the Fridays for Future protests, had symbolic capital that could be exchanged for political or economic capital.

One might assume that representing themselves as “young” at the UN climate summits, at a time when attention to young people is at its peak, would open doors for them. The reality is more complex.

Young people as instruments?

My research – on which I recently gave a lecture at the University of Geneva – on the experiences of young activists and human rights defenders has revealed that, counter-intuitively, young people are in fact a bargaining chip in global climate policy.

The problem is that any bargaining chip is, by definition, limited, which leads different youth groups to compete for speaking time and visibility. In other words, they are pitted against each other, even though they represent an increasingly wide range of voices since 2019.

More recent observations suggest that there may be an inverse relationship between attention and symbolic power. Indeed, there is a stark contrast between Madrid (COP25) and Glasgow (COP26) – where Fridays for Future, Extinction Rebellion and others had organised protests inside and outside the site – and those in Sharm el-Sheikh (COP27) and Dubai (COP28), where grassroots activism was virtually absent, due to restrictions on demonstrations and, worse still, alleged harassment .

phd funding in uae

The attention paid to young people and the spaces allocated to them helps us to understand how they intend to define or redefine the “rules of the game” in their social field. Indeed, what was at stake for activists in Paris, Madrid, Glasgow and elsewhere, as well as in the counter-summits usually organised during COPs, was the very limits of the organisation of COPs, where political responsibility, not to mention ambition, is rare.

In Dubai, young people out of sight

COP27 was the first to feature a children and youth pavilion that was not only large – 250 square metres – but also centrally and strategically located in the Blue Zone.

Though this seemed to reflect greater attention, some critics felt that the decision represented an attempt to curb the youth-led climate movement. Indeed, off-site demonstrations had been banned for COP27 . Only one type of engagement was possible for young people: through the pavilion events, to the exclusion of any more disruptive action.

In Dubai, it took me longer to find the youth pavilion : this time, it was not in the blue zone, but the green one . In theory, this move was intended to allow greater participation, since the green zone is accessible without an official badge. But, in practice, it also meant that the area dedicated to young people was out of sight of the official delegates, and even further away from the decision-making sites.

phd funding in uae

Although beautifully decorated, the pavilion seemed adult-run and artificial, with banal quotes about the transformative power of youth posted on the walls, without many young people in sight.

In 2023, I gave a lecture at the French philanthropy agency, Fondation de France, on the transformative power of emotions – anxiety, lucidity, anger – in the face of the climate crisis. All these seemed to be absent from the youth pavilion at COP28.

When Bourdieu doesn’t explain everything

The progressive exclusion of youth-led movements tells us that conceptualising climate conferences as the coming together of a global field of climate advocates remains exploratory rather than definitive.

Indeed, the notion of a field presupposes that all the players agree on what Bourdieu calls the “doxa” , i.e., a foundation of shared opinions and values. It is true that scientific reports such as those by the Intergovernmental Panel on Climate Change (IPCC) play a homogenising role in shaping opinions at climate summits. But the extreme diversity of disagreements and the lack of political shows that it is the very definition of the crisis that remains at stake.

What’s more, this would presuppose that all the participants were climate advocates and committed to resolving the crisis rather than maintaining the status quo. But is this really the case? It is doubtful, given the presence of fossil fuel economies and lobbyists reached record numbers at COP28 in Dubai, according to the 2023 Kick the Big Polluters Out report. As well as because of the difficulties in finding an upstream consensus on how to give meaning and political relevance to climate science, as was visible during the IPCC negotiations on the adoption of the synthesis report of its sixth assessment cycle and its summary for decision-makers.

On the contrary, recent ethnographies have shown how environmental negotiations and treaties help to sustain the conditions of extraction of the global capitalist economy, rather than changing them in any fundamental way.

So the more young activists raise their voices to improve global climate summits, the less welcome they are. This is the story told by the changing symbolic power of young people at the COPs, for the time being at least.
